The Tanzanian Government has signed a deal with the Singapore Cooperation Enterprise (SCE) and Surbana Consults after six months of negotiations, for the two firms to come up with new master plans for Arusha and Mwanza cities. The urban population in the two towns is growing rapidly, which has seen the rise of unplanned buildings beyond the cities’ edge. The two cities have not had their plans reviewed for the last 20-30 years. A good master plan will be to the advantage of the government, community and the investors that would like to undertake projects in the cities now and in the future. The two cities will be modernized through the master plans, which will also improve them aesthetically and reduce constant conflicts between local authorities and members of the public who have built shelters along public roads, and hawkers. Traffic jams will also be reduced due to improved roads. Surbana’s Managing Director for Africa, Louis Tay said that the master plan will be showcased in a city gallery with physical models and exhibition panels for the public at large. Arusha town is regarded as the diplomatic hub and also plays a host of numerous manufacturing factories. It is closely located to some of the country’s national parks, making it suitable for tourists who frequent the region. n countries where there are established markets for alternative and renewable energy sources, economic and financial inducements such as feed in tariffs, tax incentives, net metering and self supply schemes have significantly driven market activities in the new energy sector and provided enabling environments for individuals, businesses and the government to play their respective roles in developing a more vibrant energy market. At the vanguard of these encouraging economic policies are industrialized nations affecting their economies positively and making an impact on the everyday lives of their people. Nigeria, Africa’s largest economy, could learn a thing or two from these renewable energy front runners. Solar technologies, in particular, have overcome so many obstacles over the years and are ultimately advancing in several countries against scores of odds; many thanks to policies that have been formulated to catch up with existing energy markets which favour the large utility companies who have called the shots for many dec. In reality, the irony of the current situation is that all the top solar energy markets in the world (Germany, China, Italy, Japan, United States, Spain, France, United Kingdom, Australia and Belgium) currently have well-run energy delivery systems and remarkable power infrastructures in place. Most are mainly seeking to diversify and reinforce their power generation capacities using alternative sources. On the other hand, countries faced with the mammoth challenges of energy insecurity and poverty, decrepit power infrastructures and in dire need for a revamp in their power sectors are the ones significantly lagging behind in the new and renewable energy race. For many decades, the proportion of Nigeria’s population without access to the nation’s power grid has always been between 40 to 60 percent. As a result, the federal government proactively launched its power

sector reforms in 2010 which was aimed to be a catalyst for growth and to improve the standard of living of Nigerians. This conspicuously included solar energy as one of the main alternative sources of energy to be harnessed. With very favourable natural conditions and increasing energy demand, solar in Nigeria is justified. Her population, 170 million people, further reinforces the economic prospects and boundless market opportunities available. These, amongst many, are some noteworthy indicators which will play significant roles in developing the solar marketplace in Africa’s number one economy. As with all forms of energy, with the right strategies, the large scale deployment of solar technologies can guarantee its success and encourage market growth which inevitably will bring down costs. Given solar’s potential, the solar energy sector in Nigeria should not be solely controlled by forces of demand and supply. These will only result to very high costs and low patronage as currently experienced. To forestall the discouraging solar market trends in Nigeria, practical measures should be taken to engage interested parties and stakeholders in order to provide support and give confidence. Practices currently employed in solar advancing markets evidently show that the forces of demand and supply alone will not effectively bring about the desired energy revolution. Nigeria could learn a lot from global renewable energy best practices and policies. The benefits of these are tremendous. Not only will there be increased power generation but also jobs creation, better standard of living and an improved economic outlook in general. February 2015

Revamping Africa’s Rail Systems for Development

I

Introduction and history t has long been recognized that efficient railway systems have the potential to improve Africa’s economic competitiveness and integration, improve social-economic status and the livelihoods of its population. Rail transportation offers greater efficiency in the movement of goods and reduces wear and tear of roads at the same time. Economists are in agreement that a country’s GDP can benefit by as much as 7 percent from the use of efficient railway systems. This truth is perhaps more so for land-locked countries whose cost of export as well as import goods end up costing markedly more in the absence of rail transportation. Despite this, only South Africa and Northern African states have extensive rail networks with the rest of Africa having what can only be described as isolated lines. Despite the foregoing however, rail infrastructure has, for a long time, not kept pace with growth in demand. Presently, 14 African countries do not have rail networks at all and where they do exist in many instances they

have fallen into a state of disrepair over time becoming a pale shadow of their glorious past when they played a pivotal role in opening up the African hinterland to economic development. It is not uncommon to find rail tracks overgrown with vegetation in many parts of Africa a legacy of lines that were long abandoned due to lack of maintenance, poor management, competition, lack of locomotives, rolling stock and skilled manpower Current woes and overcoming challenges Africa is staring at burgeoning transportation costs that stand at 63% higher than in other developed nations, and this hampers competitiveness in local and international business. Worst hit are landlocked countries, including Niger, Mali, South Sudan and Zimbabwe- just to mention a few. This could improve once railways are developed. These costs constitutes in between 30% and 50% of total export value of the continent according to African Development Bank. Africa is seen to lag behind economically with massive infrastructure development gaps, and it is now obvious that infrastructure is pertinent to overcoming the challenge. The African Union itself holds the view that lack of infrastructure negatively affects productivity, raises production and transaction costs, and negatively impacts the ability of government to pursuing economic and development agendas. According to Transport and Infrastructure experts at New Partnership for African Development (NEPAD), Africa is about to see full interconnection within itself, and what is happening in regard to expanding infrastructure is only part of the big picture. The desire to improve Africa’s infrastructure to tap economic benefits has elicited the need for governments to revamp railway lines. Of great concern has been the need to pursue interconnectedness through railways and other infrastructure, in order to tap the power of inter-regional trade. A number of African countries are embarking on modernizing and improving railway lines. However, “Every country and every region has its own master plan and priorities, “says Mr. Adama Deen of the Lead/Infrastructure Programs and Projects, NEPAD Planning and coordinating Agency (NPCA). Key Projects underway Across Africa there has been renewed interest in rail transport especially given the global attention given to its vast untapped mineral resources. In West Africa this interest in developing rail lines has reached a level not seen since the colonial era. It is global mining giants that have been at the fore when it comes to revitalizing or constructing rail lines in order to carry minerals from

the interior to the coast in the past decade. In Liberia for instance Arcelormittal rebuilt the old 243km Lamco railway which had ceased operating in 1992. In Sierra Leone African Minerals rehabilitated the 74km 1067mm-gauge railway from the port of Pepel to the old mine at Marampa and build a 126km extension to a new iron-ore mine at Tonkolili. The biggest is yet to come though when Rio Tinto embarks on the Simandou Iron

To export the high-grade ore from Simandou South to Guinea's Atlantic coast, the project requires the construction of a 650-km railway through the West African jungle, at an estimated cost of at least $7 billion. Even in Nigeria the story is the same. Colonial era rail services had become moribund and only in recent years has change been seen. Noteworthy is the rehabilitated Lagos-Kano Route covering a stretch of 1,126km. Its completion heralded a new era for the North which has lagged behind in terms of development. The rail promises to reduce costs of goods as well as passenger transport to the region. The Eastern Railway Line from Port Harcourt –Maiduguri that covers a distance of 1,657km also abandoned for decades is scheduled to commence operations later this year according to Nigeria Railway Corporation (NRC) Managing Director Mr Adeseyi Sijuwade. In Eastern Africa Kenya, Uganda and Rwanda have finally kicked off construction of the Mombasa-Kampala-Kigali standard gauge railway line expected to link the three East African countries. The Ksh1.17 trillion (US$ 13.3billion) project will run from the Kenyan port of Mombasa through Kampala in Uganda to Kigali in Rwanda, a distance of about 2,935km. The Mombasa-KampalaKigali railway project entails a 1,185km rail from Mombasa through Nairobi to Malaba and branching to Kisumu; rail from Malaba to Kampala and branching to four Ugandan towns before connecting to the main line to Rwanda at Mirima Hills; a 200km rail 16

from Mirima Hills to Kigali and an extra 150km rail to other towns in Rwanda. The completion of the Mombasa-Kampala-Kigali project is set for March 2018 and is being undertaken by China Roads and Bridges Company. It aims to complement the already existing railway from Mombasa to kampala that was first build by the British before independence and had experienced years of deterioration. The US$3.6b double-track 1, 435mm East Africa’s Standard Gauge railway will certainly open up the likes of landlocked economies - Uganda Rwanda, Burundi and South Sudan – to the busy port of Mombasa and Lamu. They will have quicker and cheaper access to goods from the port. Together with Kenya, the countries will also benefit by avoiding the need to incur expensive road maintenance costs. Tanzania and Burundi will also undertake joint construction of a 195KM railway line worth over TSh1 trillion, an ambitious project expected to facilitate smooth transport of cargo between the two nations. The railway line will be constructed from Msongati in Burundi to Uvinza, Tanzania, and the costs will be shared by the two countries. Ethiopia has also planned for an ambitious 5,000 km railway network whose 1,808km is set to be completed by 2015, and which will extend from MekeleWoldiya Hara Gebeya-Semera-DichetoElidar. Such structures come in pieces from the factory and then, the pieces are joined once the appropriate location on the site of work is established. Uses of Modular Buildings for Mining and Construction Sites Some of the functions of structures in construction and mining sites include: Administration blocks whereby you will find that as work continues on site, there has to be a place where all the paper work is done. Codes and state regulations with regard to construction are also put in place when these structures are being constructed. Relocatables can be reused and repurposed and they serve as construction site offices or any other need where a temporary structure is needed. James Cubitt Architects, located in Lagos, was first established by John Baker from the London practice, James Cubitt and Partners in 1956. It has also a sister practice in Ghana (James Cubitt Architects Ghana) and two subsidiaries in Lagos, James Cubitt Interiors and James Cubitt Developments. With almost 60 years of existence, the company has extensive experience of starting up offices in many countries around the world, to support large projects that they have been awarded, delivering and managing projects with full satisfaction of every client’s brief, explains Arc Alan Davies, Managing Director for James Cubitt Architects. Throughout its long history in Nigeria, James Cubitt Architects has been involved in designing and supervising

The biggest change in James Cubitt Architects since 30 years ago is the growth of the firm, as well as having indigenized to a very large extent, though Arc Davies, being an expatriate, is still with JCA but all the co-directors are Nigerians which they are proud of since they are now a totally a Nigerian company but with the overseas relationships. Challenges faced JCA has the same challenges like any of our friends in the practice of architecture in Lagos. We all suffer competition from overseas practices, where the Nigerian client makes the assumption the something obtained from overseas is inherently better. This takes no cognisance of the fact that our architects are of the same quality as theirs and our ability to deal with the Nigerian environment and experience is far superior to theirs. So why do they feel the

Audit House, Uganda

A

udit House is an ultra-modern government building, with 10 office floors above ground and 3 levels of underground parking space for 150 vehicles. The building will accommodate all offices of the Office of the Auditor General in Kampala currently with a staff population of 313. The Audit House is located on plot 2C along Apollo Kaggwa road. It is neighboured by the Ministry of Foreign Affairs headquarters, Ministry of Finance, Planning and Economic Development headquarters, Uganda Bureau of Statistics headquarters and Kampala Capital City Authority headquarters. The project to construct Audit House is part of the wider project to construct office premises for the Office of the Auditor General in Jinja, Mbale, Mbarara and Kampala that started in 2008. The project is aimed at addressing key strategic objectives for the Office of the Auditor General as laid out in the OAG Corporate Plans of 2005/2006 to 2011/2012. The project thus aims at addressing the challenge of providing suitable office accommodation so as to strengthen the financial and operational independence of the Office of the Auditor General. This is in conformity with the United Nations resolution

A/66/209 (December 2011) which advocates for the promotion of the efficiency, accountability, effectiveness and transparency of public administration by strengthening Supreme Audit Insitutions. The Auditor Generals office has been renting space around Kampala although the Head Offices have been accommodated in Treasury building within Ministry of Finance Planning and Economic Development headquarters. On average, the Office has been spending Ushs1.14bn (US$ 400,000) per annum on rent and utilities for its accommodation in Kampala. The Audit House was constructed by the Ministry of Finance, Planning and Economic Development under the Financial Management and Accountability Programme (FINMAP). It was contracted to Seyani Brothers and Co. Ltd while the consultants were Kamulegeya & Associates. The project cost is Ushs. 58.8 billion(US$21.2mn). The total inclusive built up floor area is approximately 16,300m2 with 7,000m2 allocated to the basement floors and the rest to the respective floors and roof top. Each office floor measures approximately 830m2 of built up area with 520m2 allocated to offices and the rest to common spaces. February 2015



Independence Audit House will enhance the strategic and operational independence of the Office of the Auditor General. There is need for the Office of the Auditor General to be independent both in mind and physically, from those of whom it audits. In Uganda the independence of the Auditor General is enshrined in our Constitution and in the National Audit Act which specifically provide that the Auditor General should not be under the control or direction of any person or authority. Audit House will enhance our audit independence and improve our corporate image as the Office of the Auditor General in its regional audit jurisdiction. It will also contribute to better public reporting on service delivery in general and accountability in particular which in turn leads to good governance, better service delivery, and improved public accountability in this region.

Benefits The Office of the Auditor General will no longer spend money on rental dues in which case those monies will return to the consolidated fund to be allocated to other government needs, although some of it will be retained for the maintenance of the building. The Audit House also comes with a lot of non-monetary benefits like improvements in the operational efficiency of the Office. Staff have been operating in different locations,they will now operate under one building which will cut down time The Office of the Auditor General is a growing organisation and will continue to grow in line with its vision, mission and strategic objectives. The construction of Audit House is complete. However, the Office has plans to construct additional Regional Offices to meet the growing demand of enhanced accountability particularly in the oil and minerals sector. The Office plans to construct two regional offices next year in Moroto and Hoima. The key objective of moving into a home which you can call your own is to enhance the operational independence of the Office and generate internal efficiencies. Currently in Kampala the OAG rents accommodation on Crusader

House, Soliz House and Lumumba Avenue. This was a temporary measure undertaken to remove staff who were previously being accommodated by the auditee. No doubt as you can appreciate the consequences of being accommodated by the person that you audit. Whereas the thrust of our work as set out in our Vision and Mission is centered on delivering and promoting effective public accountability, this in turn provides the basis upon which those institutions which are specifically charged with corruption can base their investigative work. Our audit reports are extensively used by the Inspectorate of Government and the Police (CIID). The Audit house will improve on our operational efficiency as it will bring all of us together. Communication costs and excessive time wasted in Kampala traffic will be brought to a minimum and so contribute to better public reporting on service delivery in general and accountability in particular which in turn leads to good governance, better service delivery, and improved public accountability in the country. Audit House has been funded by the Government of Uganda and a contribution of USh6.3bn(US$2,2mn) from by DFID our Donor partners. Gloria
