Municipal theatre – no end in sight The town’s theatre is still closed two and a half years on from when it was first announced that it did not have all the necessary paperwork to open its doors to the public.

owever, what is of most concern is that there doesn’t appear to be a solution. In 2015 the Valencian government announced that the theatre did not have the necessary licences and that it must close. Safety issues were identified, including problems with fire safety. The local government hired a company to help rectify the situation and obtain the necessary licences. They paid out a total of €45,00 in order to correct the building’s deficiencies. Since then actions have been taken to improve the safety of the building with a

view to getting the necessary licences. In order to get the final go ahead it’s necessary to obtain the signature of the architect who is responsible for the theatre’s construction. The architect responsible, it’s claimed, no longer wants to sign the document but has agreed that he will do so for €130,000. Although it is acknowledged that the building is now safe for occupation and

can open, the architect is concerned that he has not directly supervised the work himself. He wants to see all the paperwork that has been completed since the theatre was closed and details of the work done. The local government is now threatening to take him to court for damages. The theatre was opened in 2006 and had been used by the public since that date until it closed in 2015. It was opened

by Francisco Camps who was then the president of the region. He is perhaps now best known for the string of corruption cases that have been brought against him. The theatre continued to be in operation until 2015 whilst not complying with local laws and also being rumoured to have cost well above what was initially planned. The town council feel particularly powerless to ensure the final action that

would mean the theatre could be opened and used by everyone. A technician who was also involved in the project has been asked to sign in the architect’s place, but he has also declined to do so. The mayor, José Manuel Dolón in desperation has asked if it is possible for a professional who wasn’t involved in the initial project to sign. However, the Colegio de Arquitectos has made it clear that this would not comply with the rules. So, at the present time this gridlock continues. Those desperately wanting the re-opening of this important cultural centre will hope that a solution can be found soon. Suzanne O’Connell

BITE SIZE Uproar over NEWS: book clear out Please note that the neighbourhood watch meeting for San Luis/ La Siesta will take place at 4.30pm on Monday 26th February and not 2.30pm as published in last week’s CBP. The meeting will be held at Casa Ventura and anyone who lives in San Luis/ La Siesta or El Limonar urbanisations, or who has an interest there, will be very welcome. One of the issues under discussion at the meeting will be the workmanship of contractors and water conservation. This is a good opportunity for local people to have their views heard and also to receive information.

Social media went wild when a skip full of books was published on Facebook. The books had been removed from the library at centro de la TerceraEdad de San Pascual. This is an establishment where elderly people can go to mix and enjoy a variety of activities. Councillors and supporters of the PP party shared the book clear out on social media sites and the message quickly spread about the books’ destruction. The book clearance was promoted as

little value. Councillor Fabiana Ibarra explained that the centre was making some changes and he was told that the library was very old-fashioned with no one using the books. With the books out of the way the plan was to move the bookshelves to the painting and ceramics room where they might be put to better use. The request to remove the books was made to the town hall, although the president of the association was not present at the time

No bus passes The issuing of bus passes in Torrevieja has been slow in recent months. The town council was challenged about this and explained that there is only one business that issues the cards across the whole country. They have been very busy with the demand for cards for school bus transport. However, they have assured those waiting for their passes that they will receive one and if there are cases of urgent need then they should be informed. The bus passes allow people to use the service for a token amount and are one of the benefits of being registered on the padrón in the town.

Information about these was provided to local residents by the councillor for beaches, Javier Manzanares. The councillor has been involved in inspecting the area to identify the best locations. He has been assisted by a specialist diver and technicians and now plans seem to be moving ahead to install them.

Charity race in March Councillor Carmen Morate has announced that there will be a charity race on behalf of those suffering from the illness fibromyalgia and chronic fatigue on 4th March. The race will set off from the casino in Torrevieja at 10am and participants have a choice of running the shorter distance of 4k or choosing the longer 8k run. There will also be a race for children. Other events are also being planned for the day including zumba and there will be an option for groups to take part who are in fancy dress. After the race, trophies will be handed out and there will be a raffle. If you would like to take part registration can be made on www.asuspuestas.com or by emailing asimepp@gmail.com. Torrevieja’s budget update The four parties of Torrevieja council look finally to have their budget approved with the support of the two additional parties in opposition, Ciudadanos and Sueña. The process of setting this year’s budget has taken almost a year and a half and again faced the possibility of failure with last minute challenges from the PP on legal irregularities. This most recent budget meeting lasted only seven minutes and the arguments to postpone Monday’s final meeting on 12th February were overturned. We should now see the goahead for the council’s first budget whilst in office.

Children’s carnival competition Habaneras are holding a children’s carnival costume competition on February 16th February. A jury will award three prizes: 1. best costume award (donated by Game) 2. most original costume award (donated by Poly) 3. funniest costume award (donated by Don Dino) . The competition is open to children between the ages of 3 and 12 years old and you can enrol your child via the Children’s Carnival button on the Habaneras App. You should then go to the information point on the ground floor of the shopping centre in order to pick up your ticket.

Opera and ballet at the cinema A selection of operas and ballets are to be shown at the cinema in Torrevieja during February and March. pledge to give back British expats the right to vote The British government has published its response to the consultation on the votes for life policy statement and commits to delivering a lifelong vote to British expats. The government recently restated its commitment to ending the current 15 year time limit on British expats registering as overseas electors. As well as removing a time limit on the right to vote for UK citizens living abroad, the government intends to enfranchise any British expats who were previously resident or registered to vote in the UK. This move is part of the government’s wider ambition to strengthen the foundation of democracy in the country and continually increase voter registration by ensuring that every voter’s voice is heard. Combined, these changes will mean millions of UK citizens overseas will be eligible to register to vote. British expats – under existing laws – have the lowest level of voter registration of any group. The government published the policy statement “A democracy that works for everyone: British citizens overseas” in October 2016 asking for views on its detailed plans to introduce votes for life. It set out how it would scrap the rule that bars British citizens who have lived abroad for more than 15 years from voting in UK Parliamentary Elections, as set out in the government’s manifesto.

The response to the consultation about the votes for life policy statement was published last week on GOV.UK, ahead of the second reading debate in the House of Commons on 23rd February of Glyn Davies MP Private Members’ Overseas Electors Bill. The policy statement has attracted a range of responses from the electoral community and the public. Minister for the Constitution Chloe Smith said: “Participation in our democracy is a fundamental part of being British, no matter how far you have travelled from the UK. It is right that we should remove the 15-year time limit on voting rights of British citizens living overseas and allow those who previously lived in the UK the chance to participate in our democracy. Expats retain strong links with the United Kingdom: they may have family here, and indeed they may plan to return here in the future. Modern technology and cheaper air travel has transformed the ability of expats to keep in touch with their home country. Following the British people’s decision to leave the EU, we need to strengthen ties with countries around the world and show the UK is an outward-facing nation. Our expat community has an important role to play in helping Britain expand international trade, especially given two-thirds of expats live outside the EU.”

Police officer released on bail One of the police officers currently under investigation for corruption in Torrevieja has been released by the judge on bail of €20,000. The other police officer continues to be detained. The two officers are accused of bribery and belonging to a criminal organisation. Two other police officers have already been released after testifying to the magistrate. Two civilians are also under investigation for their role in mediating between the police and criminal gangs. The investigation is focusing on whether

the police officers extorted money from local businesses whilst threatening to close their premises if they didn’t pay amounts totalling between €6,000 and €40,000. The police officer still in detention remains there due to the evidence from his mobile phone which implicates him in conversations and has been authorised by the court. The two police officers continue to be in receipt of a basic salary of €700 a month whilst their case is being investigated. Suzanne O’Connell

Ryanair Easter BITE SIZE NEWS: strike threat Continued from page 5

Ryanair is threatening strikes this Easter thanks to ‘laughable demands’ from pilots in Spain and across Europe. The low coast airline has said there may be strikes this Easter thanks to the demands from its pilots, who want conditions similar to those provided by high-cost rivals. While the budget airline managed to dodge Christmas strikes by recognising unions in December for the first time ever, it has struggled to formalise relations since. Irish boss Michael O’Leary said the Dublin-based carrier was preparing to take on what it sees as unreasonable demands from other pilot unions on the continent. Referring to the pay and working conditions typical of the higher cost carriers that Ryanair has undermined in recent decades with its ultra-low-cost model, O’Leary said: “We have some jurisdictions where we are getting … laughable demands.”

Orihuela hires 30 people through Employment and Training Workshop The Mayor of Orihuela, Emilio Bascuñana, together with the Councillor for Employment, Víctor Valverde, has announced the start of the work framed within the Employment Workshop ‘Segura Orihuela’. This project has been developed by the Department of Employment Promotion and is subsidised by the SERVEF – the Valencian Employment and Training Service – to the tune of approximately 683,600 euros, of which the City of Orihuela will contribute about 100,000 of the cost of the work. The work will last 12 months, and 30 long-term unemployed people will participate, of which 20 are women. The

work will be completed under a training and apprenticeship contract through which the employees will earn the Minimum Inter-professional Salary. The Mayor thanked the department headed by Valverde for the development and implementation of this project, explaining that "it is carrying out the greatest effort so that in our municipality there are more and more people working and unemployment is actively being reduced.” Our main interest is to be “on the side of people and to do everything

possible to improve their quality of life, and employment is absolutely essential to this aim”, he added. Councillor Valverde said: "This workshop was announced at the end of last year and responds to a mixed program of employment and training which, in addition to receiving theoretical knowledge based on certificates of professionalism of painting, masonry and gardening, also includes a practical part in which the surroundings of the Segura River will be repaired as it passes through Orihuela.” The project has been divided into three sections of the riverbank and the teams will tackle the landscaping of these deteriorated areas, the repair and treatment of pavements and urban furniture, the repair of the river bank, placement and painting of fencing. Mayor Bascuñana concluded: “We are very happy and it is a satisfaction for me to have been able to contribute from the City Council to 30 people having work and training for a year, and to provide them with experience that will serve them in the future to open doors and develop their careers. Our aim is that by the end of this year it is really noticed that these students have passed through the downtown area of Orihuela and that the difference between before and after their actions can be seen by all residents.” Mireille Toddington

A rare species in Torrevieja The Audouin gull is a rare species that has adopted Torrevieja. Largely confined to the region around the Mediterranean, Spain was home to only a few hundred species in the sixties. However, during the eighties the numbers grew and now the Spanish Audouin gull population is the most important across the world. The bird is particularly evident around the salt works where it currently has established a breeding colony of gulls. It’s a curious phenomenon that here, surrounded by the machinery of the salt business, glides the elegant

seagull. The colony was established in 2004 and reached almost 3,800 breeding pairs in 2010. In 2016, however, it was down to 1,700 pairs but has since seen an increase again to 1,900 in 2017. It is currently a protected species and this, along with its habit of following the sailors at night, has helped re-establish the colony. Every year the gull chicks are ringed to keep check of their whereabouts. This is one visitor to Torrevieja that we want to make sure continues to feel at home. Suzanne O’Connell

He added: “Frankly we will never agree to those … if we have to take strikes or disruptions in those jurisdictions, then we will take those.” But pilots say they only want the same conditions to those at low-cost rivals such as easyJet and Norwegian Air. Meanwhile others at Ryanair have complained of a toxic working environment and a lack of trust between staff and management. Pilots are set to refuse a unilateral offer of a pay rise unless they get assurances it won’t impact future talks on pay and conditions. In January the airline, whose owner is staunchly anti-Brexit, announced that it would put a ‘Brexit clause’ into its ticket sales for summer 2019, warning customers that their tickets will not be valid if there has been no aviation agreement between Britain and the EU.

Local man runs 10th Marathon Local man Tony Francis will be running his tenth marathon this year, having raised thousands of pounds over the years for charities. Tony will take part in the London Marathon and told the Costa Blanca

People, “This year I am running for Sense, a charity which supports children who are blind and deaf. I have a grandson who was born partially blind and deaf, so this charity is very close to my heart.”

Preventive pest control for rodents, mosquitoes and caterpillars The Department of Health, led by Councillor Noelia Grao, recently held a meeting with representatives of Lokimica, the company awarded the contract for the management of pest control, in order to get a full report. The Councillor was keen to understand the actions taken towards the prevention of pests in the vicinity of the river and in the parks across the municipality. The Councillor also wanted to hear about the company´s programme for the control of rodents and insects in the sewage system for the first quarter of the year. The company representatives updated the Councillor on the actions taken to control the spread of the processionary caterpillars into public areas. In particular the teams have been carrying out

extermination of the nests found in educational centres across the municipality. The caterpillars have arrived on the scene earlier than usual this year due to the high temperatures during the month of January and the scarcity of; rain these both being ideal for the appearance and breeding of this pest. To date there have been no reported incidents of humans or pets suffering from the effects of coming into contact with these creatures. However, the Department of Health is advising people to exercise caution when walking through places that have the particular pine trees that the caterpillars like to nest in. Contact should be avoided at all costs as the hairs from these pests can cause a nasty rash as well as respiratory problems if inhaled. The Councillor for Health advises in cases where someone has come into contact with the caterpillars hairs (which it sheds at will as a defence mechanism) it is essential to wash the area with soap and water and go to a medical centre as soon as possible. In the case of animals coming into contact, owners will see an immediate reaction with the appearance of blisters and ulcers. There may also be hyper-salivation and inflammation of the tongue, which takes on a red or purple colour. The pet should be taken immediately to a veterinary clinic to be treated.

Swedish football visitors to Torrevieja The mayor of Torrevieja, José Manuel Dolón, donated a traditional salt boat to the representative of the Swedish Football League Association on 9th February. Altogether 60 football trainers and 100 football managers from Sweden had chosen Torrevieja as the venue for their convention. The mayor was accompanied by the councillor for sport, Victor Ferrández. The popularity of Torrevieja for Swedish sportspeople is linked to the number of Swedish people who visit the town and also have made their home here. Altogether there are currently 3,000 Swedish people registered as living in Torrevieja. The event proved to be an opportunity for the town council to promote the benefits of bringing teams to Torrevieja where better weather enables them to prepare for competitions all year round. The convention took place in the Sports Palace and the participants then had chance to see some of the facilities that Torrevieja has to offer. During the month of February it is expected that 450 athletes will visit the town to practise their sport whilst also enjoying the weather and opportunities that there are to relax here. Orihuela animal protection continues with ASOKA

The Councillor for Health, Noelia Grao, has met with representatives of ASOKA to review the performance of the municipal Animal Protection Centre and to discuss the awareness and education activities that will be carried out during this year 2018. The Councillor showed the association the new logo which has been created for the Centre and ASOKA reported on the animals helped by the centre in 2017. The number of animals being dealt with at the Centre increased with 806 dogs and 473 cats entering the facility. Of these 783 dogs and 500 cats left the facility during the year. Another issue discussed at the meeting was the maintenance of feline colonies across the municipality. Thanks to the release and castration program, 181 feral cats have been sterilised and ASOKA also made improvements to animal welfare such as the provision of an inhalation anaesthetic and two pet microchip readers to the Local Police of Orihuela. Mesón Power problems Real for the police receives an award The town centre restaurant, Mesón Real, received an award on 9th February from the hostelry association in Torrevieja (AHTC) for its long serving dedication. The restaurant, which serves traditional Spanish food, was awarded the ‘Tenedor de Oro’ (golden fork) for being a member of the association for more than 40 years. Other awards given during the annual dinner included la Bandeja Plata (silver tray) presented to Chocolatería Valor by Manuel Pérez González. This establishment is located on calle Concepción close to the main town square, plaza de la Constitución. The prize for innovation went to the Vela Beach group who own several hotels, restaurants and nightclubs in the city. An honourable mention was given to Juana and Teresa Bueno Montiel for their restautant ‘Las Jarras’ which is also a wellknown establishment in the town. Segurlab received a plaque as a key partner in 2018 and to thank them for their collaboration with the hospitality business. The mayor, José Manuel Dolón and the councillor for hospitality, Manuela Osuna were also in attendance at this event which is usually held on the first Monday in March. Suzanne O’Connell

ANOTHER 1,000+ EUROS RAISED FOR LOCAL CHARITIES The latest fund-raising night at Quesada Fish & Chips was another sell out. With Woody providing the entertainment, tickets were all gone well before the event. After five and a half years of constant fund-raising, the organisers are taking a much needed break until the summer. For this reason the 1,156 euros raised on the night was split between their two favourite charities, The Children's Care Home in Torrevieja and Stroke Association Spain.

It’s not only the ordinary citizens who have problems with tripping electricity, the local police do too. A local police check point in Los Balcones is having difficulty maintaining its lighting whilst keeping warm. When the heating is turned on, the lights go out. It’s been like this for months and the station, situated in calle Varsovia does not appear to have a solution to its problem. The station provides police support for resolving conflicts between neighbours as well as being the base for a unit that deals with the environment and health. These services are situated in an old chalet which was only built for domestic use and not for the increased activity that now takes place there.

A letter has been submitted requesting a solution to the problem. Sometimes the electricity goes out even when the heating isn’t on. This constant interruption of service means that computers are shut down and work is sometimes lost. ‘We can be in the middle of a meeting,’ explained one of the officers based there, ‘and suddenly we are left in the dark.’ Those who use the facility are concerned that not only is this situation uncomfortable for them but gives a bad impression of the efficiency of the area. This is not the first time that a complaint has been lodged and those who work there hope that their complaints will be listened to. Suzanne O’Connell

New culture website for Orihuela Cultura.Orihuela.es is the address of the new website of the Department of Culture recently launched by the Councillor for Culture Mar Ezcurra. The site, which is already operational offers ‘rapid, complete and updated information on all cultural activities and events’ that are organised by the Town Hall department across the municipality of Orihuela. Councillor Ezcurra explained: “The new website is intended to be a window from which culture appears to the public and is disseminated so that everyone who wants information is only one click away. The new website is simple, practical and dynamic. An essential tool that will allow us to keep all citizens informed about all of the cultural news that we generate and in real time.” Cultura.Orihuela.es is a ‘visual and intuitive’ website and very simple to use when it comes to browsing and finding all the cultural information. It is made up of several sections, such as Events, which includes a calendar to enable users to find all scheduled activities indicating the content, date, time, place and other information of interest. Another of the highlighted sections is News, where visitors to the website can find all the information generated by the council with texts, photographs and links. Likewise, the website includes a section on Museums, which houses all the information in a clear and simple way on all the museums and places of interest that the municipality of Orihuela has. It also has a section dedicated to the Circus Theatre, which is the hub of cultural activity in the

city. The sheer volume of activity the theatre generates means that the website holds its events for the coming quarter of the year such as plays – with a synopsis of the subject - concerts, events, tickets and prices. TheMurales de San Isidro also has its own section which houses all the information on this important cultural activity of the municipality. Mar Ezcurra said: “Cultura.Orihuela.es is a dynamic and alive website, with continuous movement and a continuous process of adaptation to the communication needs that may arise. In fact, in a few days, the page will be adapted for people with poor of vision, with dexterity issues, difficulty with arm movements or cognitive or intellectual disabilities. In addition, it will also aid navigation for older users, those with reading difficulties or with little understanding of the internet.” The new Cultural website interacts with the main social networks of the council, which allows immediate dissemination of all events and at the same time offers a two-way interface with users in order to collect any queries or concerns and answer any questions that may arise - something the Councillor said was considered essential by the department. The councillor concluded the launch presentation of the new website by highlighting "the accessibility, immediacy and dynamism of the resource, stressing that it would be updated minute by minute and invited all residents to ‘visit and use it as an essential cultural guide and leisure time planner’ for the municipality of Orihuela. REQUEST TO INCREASE LIBRARY OPENING HOURS The two members of the Ciudadanos party in Torrevieja have requested that the libraries be open longer and the technology available in them be improved. They would like to see them open for 24 hours a day and also at weekends when the universities are holding their exams. Many young people use the libraries as a place to study but they are not equipped with sufficient

electronic equipment and the spokesperson for the political group has emphasised the importance of education and culture for young people. If it isn’t possible to keep the libraries open for longer then they have asked for an alternative place for people to study if they wish during exam season. Ciudadanos would like to see more power points in the

libraries for people to recharge their laptops and other devices. They would also like to see the replacement of some of the obsolete IT equipment that is currently the only hardware available there and the inclusion of tablets and ebooks. The Virgen del Carmen is another public building that is used by young people for studying. However, it is argued that it can be quite noisy and

that sound proofing some rooms should be considered to limit the interference of outside noise. The councillors would like to see the libraries being the meeting point for families where children can develop a reading habit at a very early age. If children begin using the library early there is more chance that they will continue to use it into adulthood. Suzanne O’Connell

British paedophile on the run caught in Calpe A British paedophile has been arrested in the coastal town of Calpe, after going on the run for the UK to avoid a 25-year jail sentence. The accused, 71, is said to have committed 'numerous' sexual assaults, including rape, on his nephews. Four children in total – aged seven, 12, 13 and 15 at the time – were affected, at least one of them is a boy, but it has not

been confirmed whether he had any nieces among the four, since the reports from Spanish police do not specify the gender of the victims, only the relationship. The children were repeatedly raped and sexually abused during the 1980s when they stayed at his home during the school holidays.

According to the Alicante Province Judicial Police's Violent Crime Group, the fugitive had already been sentenced in the UK and was living in Calpe. He was arrested at home last Friday after being trailed in secret by specialist detectives.

The rivers still run in Torrevieja The problem of surface water during floods stubbornly continues in the area. This is in spite of ongoing work by the water board to try and prevent the floods that bring the city almost to a standstill during the worst deluges. The remedies are no more sophisticated than the existing draining system. Large trenchesare dug where the water can collect in order to prevent the roads from becoming impassable. The areas that tend to be particularly affected include la Hoya, avenida de la

Cortes Valencianas, Rosa Mazón, Aguas Nuevas, Pozo Dulce, Nueva Torrevieja and where the N332 meets the CV95. This is not to mentionmany of the side roads around the urbanisations. Very few real solutions to the flooding problem exist as there isn’t the underground drainage necessary to cope with the huge amount of water that falls rarely, but in large quantities when it does. Instead the approach to drainage is to build canals, ponds and trenches where the water can accumulate. This has had

some success in preventing water flooding the Torretas but it doesn’t add to the appearance of the area. The good news is that just as quickly as the streets become rivers, they return to highways again. The water does not stay around for long and after a fifteen hour pause in the rainfall, most has sunk into the ground or evaporated. Once gone, the water leaves litter and waste strewn on the streetssome of which then blocks what little drainage there is. Suzanne O’Connell

Father of 11-year-old girl’s baby is her brother aged 14 The father of a baby born to an 11-year-old girl at Murcia's La Arrixaca Hospital is the infant's uncle, who is just 14, according to police and social services. As is always the case when a minor becomes pregnant, authorities open an inquiry into the family environment to find out whether child sex abuse is involved, or whether the parents are guilty of neglect through 'failure to supervise adequately'. In the case of the little Bolivian girl who went into labour at the weekend, her 14year-old brother has turned out to be the baby's father. As yet, it has still not been revealed whether the two children had a consenting relationship or whether the younger sister was abused by her older brother. The girl was rushed into A&E by her parents when she complained of serious stomach pains, since her family did not know she was pregnant – and it is believed the young mother was also ignorant of her condition. Medics quickly discovered the 'pains'

were caused by her going into labour, although despite the mother's young age meaning the pregnancy and birth posed an extreme risk to her life, she did not need surgery and is now on a maternity ward with her newborn son, who is, it has transpired, also her nephew. Hers is the second case in the same hospital in less than three months – a 12year-old girl from an undisclosed South American country gave birth at La Arrixaca in November. In Spain, anyone under 18 is considered a 'minor' and therefore a 'child', meaning police and social services even investigated a case of a 16-year-old woman who gave birth at home in Torre Pacheco, near Murcia, at the weekend. They found out that the baby, who is currently in intensive care, was the result of a consenting relationship between the young mum and a man of her own age.

Gymslip mums It is estimated that around 100 girls a year under 15 give birth in Spain. Underage

pregnancy continues to be rare among Spaniards compared with other western nations, and the figure for mothers aged 14 or less has remained stable since the 1990s, having been between double and treble in the 1970s and 1980s. Since the Millennium, the highest number of pregnancies in girls under 15 was in 2008, with 178 cases, and the lowest so far has been 2015, with 98. Numbers are higher for older minors – in 2016, the last year for which full figures are available, a total of 343 girls aged 15 had babies, 818 at age 16 and 1,408 when they were 17 years old. It is thought that the number of pregnancies in very young girls will be lower for 2017, since two years earlier the minimum legal age of sexual consent was raised to 16 from 13 years of age. Sexual relations with anyone aged 15 or under is now a criminal offence and considered child abuse, unless it is a consenting act between two underage persons who are close in age and level of maturity.

BRITISH EXPATS PRAISE AMSTERDAM COURT RULING The purpose of the case was to establish whether EU citizenship rights would automatically be lost by British citizens living in Europe, in the event of Brexit happening. The case was brought by five British nationals, including Debbie Williams, Chair of Brexpats-Hear-ourVoice, who welcomed today's decision.

The ruling brought feelings of relief and hope to members of Bremain in Spain. The Amsterdam court stated it was: "Reasonable to doubt the correctness of the interpretation of Article 20 of the Treaty on the Functioning of the European Union that the loss of the status of citizen of an EU member state also leads to loss

of EU citizenship. On these grounds, preliminary questions will be put to the ECJ.” Wilson said: “We hope a hearing and decision will be imminent, providing clarification for those living in limbo. What seems clear is that negotiations on citizens' rights cannot be signed off until the ECJ has made a ruling.”

WEEKLY EURO UPDATE At the end of last week, UK PMIs for manufacturing (55.3) and construction (50.2) were lower on the month and below forecast, but this seemed to have little impact on sterling, perhaps because investors’ focus was elsewhere. The focus throughout the week has been more on equity prices than exchange rates, but ecostats still had an impact. On Tuesday, the UK services sector PMI came in a point and a quarter lower on the month, missing forecast by a similar margin and causing the pound to dip. The shadow of Brexit continues to loom large over the pound, and EU negotiator Michel Barnier’s visit to Downing Street this week highlighted how far the EU and UK appear to be from any kind of agreement. Sterling was further rattled by a report this week stating that "Brussels will have the power to punish the UK at will during the transition period". The main news for the pound this week came on “Super Thursday” when the Bank of England released the minutes of the Monetary Policy Committee meeting. In this case, the news was no news as the interest rate remained unchanged at 0.5% after a unanimous vote from the MPC. There were however hints that rate rises would be on the cards this year as the Bank of England upgraded forecasts for UK growth from 1.6% to 1.8% for this year. If the economy progresses as forecast, the MPC highlighted that “monetary policy would need to be tightened somewhat earlier and by a somewhat greater extent over the forecast period”. European Central Bank President Mario Draghi addressed the European Parliament this week, but nothing he said had any discernible positive or negative effect on the euro. He

seemed no closer to ending the ECB's moneyprinting asset purchase programme, saying that while inflation was heading towards its 2% target "we cannot yet declare victory on this front". His words did, however, impact sterling, when he said the bank was making preparations for a disorderly Brexit. Germany's Chancellor Merkel announced the formation of a coalition in which the SDP will control the finances. After four months of discussion and significant concessions by Mrs Merkel's CDU it looks as though Germany will once again have a government. The new coalition is likely to cut back on "austerity" and be more generous with its financial support for Euroland. The US dollar seems to be acting free from any correlation to the economic data. Despite generally positive figures, including two PMI readings from the manufacturing sector, the dollar enjoyed mixed fortunes. Towards the end of the week, figures presenting a similar outlook, including Markit’s measure showing an unchanged 55.5 and half a point about forecast, the ISM figure beating expectations by a third of a point and a 0.7% rise in construction spending, saw the greenback rise again as equity and bond prices took a dive. It may be that investors are looking for rate hikes from the Fed this year; nonfarm payrolls increased by 200k in January and average earnings were up by an annual 2.9% which is a sign that the anticipated three rate hikes in 2018 may come to pass. More positive stats followed in the week. Of the two US services sector PMIs, the one produced by Markit was on target and unchanged on the month. The other, from the Institute for Supply Management, was up by

four points at 59.9 and that is the one to which investors pay more attention. The main, focus, though, is on the next government shutdown and the likelihood of breaking the current deadlock within American politics. It has been a quiet week for the Canadian dollar, other than a mixed bag of housing stats being released. The New Housing Price Index edged lower to 0.0%, shy of the estimate of 0.1% and the first time the index has failed to post a gain since January 2015. Housing Starts was almost unchanged at 216,000 - beating the forecast of 211,000. Today will see the release of key employment data on Employment Change and the unemployment rate, which may cause more of a stir, depending on whether they come in as expected or not. The Reserve Bank of Australia announced this week that it was keeping its Cash Rate benchmark unchanged at 1.5%. The Aussie dollar softened slightly on the news. There has also been a 0.5% monthly fall in Australian retail sales and a widening of the trade deficit as imports went up by 6% and exports by just 2%. The NZ dollar was helped midweek by the release of better-than-expected employment figures for the fourth quarter of 2017. Unemployment slowed to 4.5%, the number of people in work went up by 0.5 % and the participation rate eased incrementally to 71.0%. All the numbers beat analysts' forecasts. The Reserve Bank of New Zealand's inflation forecast was downgraded, but the Official Cash Rate remains unchanged at 1.75% for the 16th consecutive month.

European fiscal warnings Independent fiscal authorities in Europe have warned that the eurozone is still at risk of slipping into another crisis, with the situation in Catalonia and the United Kingdom’s exit from the European Union considered the two greatest threats. Just as the eurozone appears to finally be on the brink of recovering from the 2008 financial crisis, European authorities are warning the economy is at risk of overheating – a situation that occurs when production cannot keep up with demand. Based on a report from euro-member countries, there is a widespread shortage of skilled labor, even though unemployment stands at 8 percent (topping 15 percent in Spain and Greece). In some countries, salaries have won back their purchasing power but in other countries pay has not increased despite growing Gross Domestic Product (GDP) and falling unemployment in various economies in the centre and east of Europe. Fiscal policies have done little to help, the independent authorities argue, particularly in countries such as Lithuania, Bulgaria, Estonia and Romania. The authorities criticize “pro-cycle” policies that applied cuts during the crisis (which deepened the recession) and are now approving budget-stimulus packages instead of saving and building a financial cushion to buffer them from the next crisis as inappropriate. The two biggest internal risks to the eurozone are political: Brexit – the exit of the United Kingdom from the European Union, which may be particularly hard for Ireland – and the independence movement in Catalonia, say the European authorities. According to the Independent Authority for Spanish Fiscal Responsibility (AIReF), Spain may not be able to meet its fiscal goals for 2018 because of the political uncertainty in Catalonia and its current budget difficulties. Madrid is still struggling to get its 2018 budget plan approved. The government has set a deadline of March 31. Anything later than that means that the budget would only be in effect for four or five months, with the summer recess in between.

Fiscal non-compliance Spain is not expected to meet its fiscal obligations until 2035. Public debt, which stands at an alarming 100 percent of GDP, will not drop to the 60% mark for another 17 years – 15 years later than the plan agreed to. The country “lacks a solid medium- and long-term financial plan,” according to AIReF. “It is one of the biggest drawbacks of the Spanish financial system.” But Spain is not the only country with financial difficulties. The report identifies problems in Italy for“repeatedly delaying the adoption of increased taxes” in an economy loaded with debt that is headed for a general election in March. “The fiscal plans [of the Italian government] are excessively confused,” according to the report by independent European fiscal authorities. The elevated level of debt is also a source of concern for Portugal and Cyprus. Greece, which is in the middle of revising its third bailout, also continues to be a potential risk.

Sometimes plants of great beauty are so common we tend to take them for granted. I think that is the case with the winter flowering heathers - Ericas - that we see in bloom everywhere at the moment.

W

inter heath is a dwarf evergreen that blooms for 3-4 months in the winter and early spring. It is fabulous because it brings lots of flower colour to otherwise dull winter months when everything else is dormant or gone. Winter heath is as charming close up as it is at a distance. Take a look at those masses of small, bell-shaped flowers and then step back and appreciate the overall look of a plant that is very well suited for our local growing conditions. Winter heathers are some of the easiest heathers to grow and thrive in almost any soil. Choose a place in full sun with room to spread and good drainage. Without good drainage, heaths will perish quickly. Healthy heaths, once established, require very little supplemental watering in the summer. And they prefer poor soil - do not feed them much, if at all. Let their performance be your guide. They are also quite salt tolerant and have few pests or diseases. Winter flowering types (in common Spanish often called Brezo vizcaíno) are mainly cultivars of Erica carnea or Erica x darleyensis. They are quite tough as plants go - in fact, “Erica” derives from a Greek word meaning “to break” and one explanation is that an infusion made from Erica leaves was effective at breaking up kidney stones. But another story is that the roots of Erica have been known to break rocks where they grow.

The species name carnea tells us the flowers are red and in the first-named E. carnea, native to the Alps, the flowers were red and the foliage was deep green. Today, cultivars offer flower colours from deep red to pink to white, and foliage ranges from blue-green to yellow, bronze and silver. Growth habit is typically mounding and when spaced properly, they will form a carpet for a good ground cover. They are also excellent for rock gardens, borders, slopes and drifts. And some varieties have sparse, weeping branches just right for spilling over the top of a wall. There are more than 200 cultivars of winter heath, with bloom times ranging from October to March. Established plants need little care, but all types should be pruned immediately after flowering. A hard shearing when their blossoms fade will help the evergreen foliage stay compact and bushy and set the stage for more pretty flowers to emerge next winter. Leave heath unsheared and it will brown up, turn twiggy, and lose its good looks. Shear it annually, right after bloom, and it will flourish and stay attractive for a decade or so. Some might associate E. carnea with the British Isles, but the plant famously abundant there is Calluna vulgaris. Although of the same family, it is a different genus. Erica carnea is native to central and southern Europe where a plant explorer found it and brought it to England in 1763. In the 1920s a lady from Scotland collected cuttings of an Erica carnea she found on a stroll through the Italian Alps. She cultivated them at her home. Today, E. carnea ‘Springwood’ - named for her home - remains one of the most popular and widely grown heaths in the world. It has lately been joined in the top ten by ‘Springwood Pink.’Both varieties produce a very heavy crop of flowers that hang on for months through the winter and into the spring. New school in La Marina Village A new international school has opened its doors in La Marina Village, catering specifically for the expat community. ESI Academy began teaching from the start of this academic year in a bespoke, purposely reformed space in Plaza la Retolina. Headed by Jane Fowkes, the school currently houses 16 children aged between 4 and 16 years old. There are seven members of staff, which is a fantastic teacher pupil ratio and adds to the family feel surrounding the school. The Academy teaches a full range of subjects adhering to the British curriculum to GCSE and A Level standard and B-Tech courses will be added in the near future. The children also have four Spanish classes each week to ensure fluency in the national language. All of the staff are fully qualified, professional teachers with decades of experience behind them and in addition to formal lessons, the Academy also provides daily mixed gender football sessions with a professional football coach. If required, additional English and Spanish classes are available, as is

Performing Arts tuition. Fees are paid monthly and

cover ten months tuition, as the school closes for July and August. As with most public and private schools fees include stationery supplies but not text books. Jane Fowkes, Director of Education said: “The school is already growing and we have had a great response from parents. My first objective when establishing ESI Academy was quite simply to offer affordable international private education. Having worked here in Spain for many years, I felt that some monthly fees had been increased and increased over the years to the point where they are no longer cost effective and therefore are excluding some

children. “We aim to maintain a fee level that is reasonable and justifiable for private education ensuring a good education is an affordable necessity, not a luxury. The Academy is inclusive of all children at all ability levels, all cultures, religion and nationalities and we welcome prospective pupils and parents to come a see the school ad meet the staff and students.” ESI Academy is a school aiming to work with and benefit the local community. For example adults and children (whether students or not) can enrol for evening classes in Spanish or English. The school also uses local businesses for general supplies, banking and food orders to ensure it its supporting the village. School hours are from 8.30am to 4pm Monday to Friday and follow UK term dates with the exception of the summer closure. Jealous Feelings

They should have split up

I have problems dealing with my envy of other women. I find myself looking them up and down and feel myself scowling and getting angry. All I can think of is how inadequate I feel next to anyone who is better looking than me. It ruins friendships as I can get quite nasty and pass spiteful comments to make them feel bad.

My parents never got along, and now I am older I think they should have divorced years ago for all our sakes. For some reason they stayed together and are still making each other miserable in their old age. My father is a serial cheat, and my mother threw herself into work doing overtime rather than come home to us. Our childhood was lonely and unhappy. Every time my sisters and I visit, we feel wretched because of their bad relationship. Family gatherings are dampened by them turning up, and my sisters and I often get together without them knowing.terms. Would it help if I talked to her?

Well at least you have taken a huge look at yourself and have admitted how you feel, how you react, and that’s a big first step. Jealousy and envy are very normal, natural emotions that we all feel at some time or other, but they can be destructive. It may be difficult to overcome, but you can try something that helps you deal with it in a positive way. As soon as you feel yourself getting angry and feel the urge to pull someone down, try smiling and passing a nice comment. You can be truthful and say you like the way they look in their new dress for instance, or comment on how a new hairstyle suits them. .

This is a situation that is turned on its head rather. There are those who say that a broken home damaged their childhood, but equally parents staying together can cause unhappiness too. It may be late in the day to change things now, but perhaps you and your sisters can ask your parents to at least be pleasant when you visit or get together. They may not realise how they behave in front of others.

Spain’s conservatives ask PM to help stop rise of Ciudadanos With local and regional elections coming up in mid-2019, the Popular Party (PP) is hoping that Prime Minister Mariano Rajoy will make Cabinet changes to appoint members with a higher political profile. Its minority position in Congress means the PP cannot pass any hallmark legislation, and leaders feel that the government needs new members who will be more readily recognized by the public, rather than technocrats who carry out their duties anonymously. The warning is coming from regional leaders, who worry about the rise in votes and popularity of Ciudadanos, especially after its victory at the Catalan elections. Ciudadanos, a protest party that was born in Catalonia but made the jump to national politics on the back of the economic crisis, has been eroding the voter base of both traditional parties the PP and the Spanish Socialists (PSOE) - but most especially the PP.

The pro-unity party put in a strong performance at the Catalan elections of December 21, when it became the most voted party in the region – even if separatist forces together secured more seats. But this victory came largely at the expense of the Catalan PP, whose supporters cast a tactical vote. There has been no internal debate within the conservative party to discuss the stinging defeat, but that does not mean that party leaders are not worried. Prime Minister Mariano Rajoy has noted that the government did what it had to do in Catalonia and “did it well,” but that the party has “done things badly, and this needs to be studied.” Despite the official silence that has followed these words – a result of intense discipline according to some, and self-containment according to others – the general opinion at regional headquarters is that the party is in emergency mode, and that the

central government is the one that should make some moves. Because it lacks a majority in Congress, the PP cannot push through any major law that might serve to showcase its achievements. But while there is no getting around the numbers, some party leaders believe the government could take some steps to help. “There is a pretty generalized opinion that Rajoy should take advantage of Luis De Guindos’ departure [if the current economy minister is appointed vice-president of the European Central Bank] to make some adjustments,” said an advisor to the PM. “The party believes that a push is required, within the government and in the choice of candidates to the municipal and regional elections.” “We need ministers who do not end their work on Friday after the Cabinet meeting, people with a more political background and who will show greater solidarity to one another,” says

another top-ranking official. “Ministers should do more to defend the government’s actions, even if there aren’t a lot of laws, and they should certainly defend the party’s proposals,” said another party leader. “We need to show that we have the initiative, and not leave an open field to Ciudadanos.” Rajoy has repeatedly denied any plans to foment a government crisis. But those who have known him for decades took good note of his recent statement on the radio station Onda Cero: “When one reshuffles the Cabinet, they talk about it the day after. You don’t go around announcing it ahead of time.” Little choice Although some PP leaders feel it would be dangerous to make this type of change so soon after the defeat at the Catalan polls, others say that there may be little choice because of the voting calendar. There is a generalized feeling that

the government is looking passive. Most of Madrid’s attention has been focused on Catalonia, and it will remain there until Article 155 of the Constitution is lifted and the region regains its self-rule. Until then, the central government is also in charge of running Catalan government agencies. “We are dealing with two portfolios, we are running two governments,” said a minister. In practice, each minister is now in charge of his or her national ministry and also of the corresponding Catalan government department. Whatever the changes that Rajoy may or may not be mulling, it is clear that he has gone on the offensive against Ciudadanos. At every one of his public appearances, including the one in Córdoba this past Sunday, the PM has attacked its leader Albert Rivera, accusing him of being “opportunistic” and lacking solid convictions.

Expats spend more on home-buying in 2017 Foreign buyers spent 20 percent more on residential property in Spain last year than in 2016, according to the ministry of public works – showing that the country remains as popular as ever as a new destination for those wishing to emigrate and as a base for a holiday home. Data by nationality are only available for the first nine months of 2017 so far, but these figures show that nearly €10.1 billion was spent on Spanish homes during that time by people born abroad. The vast majority of this – nearly €9bn – went on pre-owned property, and this alone was higher than the entire spend for the same period in 2016, which was just over €8.4bn. Iberdrola and Orihuela sign an agreement for improved electricity supply

Done deal Iberdrola and the City Council of Orihuela have signed an agreement to improve the electricity supply for the town and its districts and at the same time eliminate an overhead power line that runs from the area of Capuchinos to Santo Domingo and affects visually the historic centre of the city. The agreement was signed at the municipal offices by the Mayor of Orihuela, Emilio Bascuñana, and the director of Distribution For Iberdrola in the Valencian Community, Bonifacio Álvarez. Also present were the Councillor for Heritage and Urban Planning, Rafael Almagro, and the Head of the Distribution for the province of Alicante, Antonio Mendivil, among others. After the agreement has been signed the Mayor said: “This is one of the most important agreements of this legislature for the development of Orihuela.” In the coming years, Iberdrola plans to invest more than two million euros in the construction of new underground medium and low voltage lines in the historic centre of the city, through the adaptation of several transformation centres and the reformation of Medium voltage overhead lines in the outskirts of Orihuela and the rural area of the municipality, as well as in the

Orihuela Costa area. This will improve the quality of the local electricity supply by using more advanced technologies that are more respectful of the environment and meet the growth in electricity demand expected in the coming years. In addition, Iberdrola will eliminate 2.5 kilometres of overhead lines and several transformation centres which exist in the historical old city, specifically those that visually affect the Santo Domingo School and the Church of Santiago, as well as the birthplace of Miguel Hernández. In 2018 Iberdrola is also going to complete the installation of an intelligent electrical network in Orihuela, where the company will replace the more than 88,000 traditional meters with the new intelligent smart measurement equipment. More than 600 transformation centres will be upgraded to enable local householders to enjoy the advantages of this system of tele-management and automation of the electrical network. Smart grids allow improvement in the efficiency of consumption as well as the provision of various remote services, such as reading the consumption of electricity in real time, the processing of high or low contracts and the modification of the contracted power, as well as pricing by time bands. In addition, the company will be able to oversee what is happening in the electricity network and detect any type of anomaly. This will improve efficiently and the quality of supply, reducing incidents and their duration. Mireille Toddington

Doubling paternity leave saw 20,000 dads take time off A year after paternity leave doubled in length from a fortnight to a month, an additional 20,164 men have applied for it, according to Spain's Social Security office. A total of 244,468 dads sought paid paternity leave in 2016, when they were allowed two weeks, and from January 1, 2017 this was increased to four weeks. In 2017, the number of fathers who applied totalled 264,632, or an increase of 8.2 percent. Numbers of women seeking maternity leave were almost the same as dads who did so – a total of 268,328 mums applied to take paid time off to care for newborn babies. These figures do not include adoption or fostering leave, which is also available to new parents. Throughout the whole of last year, the Social Security office paid out around just under €1.92 billion in parental leave, not including for adoptions, of which €1.52bn was in maternity and just below €400 million was in paternity leave. Less money was paid out for maternity leave – a fall of 2.6 percent on figures for 2016 – but funds set aside for paternity leave claims increased by nearly 94 percent, not quite in line with the 100 percent increase in time off. The fact it falls short of 100 percent has shown that not all dads have taken the four weeks off that they are entitled to – possibly because, in most cases, they believed they would earn far less on paternity leave than they would by working, and may not be able to afford to do so. But in the case of those employed by companies, paternity

leave pays 100 percent of their salary for the full four weeks. In practice, paternity leave being increased from two to four weeks was agreed in 2009, but took nearly eight years to become effective at law because the State did not have enough money to guarantee this extra time off to all dads who might apply. Paternity pay is on top of any money the mother may earn from maternity leave, but the full four weeks have to be taken at once and cannot be staggered. This said, it does not have to be taken as soon as the baby is born – women get four months, or 16 weeks off after having a baby, which starts on the day of birth, and fathers can take their own four weeks off either during this time or as soon as it ends, but no later. As a result, babies can have an extra month of full-time care with a parent at home 24 hours a day even after the mother has to go back to work. In practice, many mums add on their 'breast-feeding leave' and annual holiday in one lump to the end of their maternity leave, or as late after it as the law allows, to give them longer at home with their newborn, given that many nursery schools will not take children until they are at least six months old – albeit some will take them almost from birth.

For parents who work, only 4,000 more maternity leave applications have been approved than paternity leave requests in the last year, whilst in 2016, the difference was 55,000 in favour of the mothers. Spain's government had planned to extend paternity leave to five weeks, but this decision has been put off until the State budget has been approved in case the funds are not available. A joint study by Barcelona University and the city's Pompeu Fabra University says making paternity and maternity leave the same length – 16 weeks each – would help with the division of home and family labour and childcare, although in practice, this would not help single mothers or children born to two mums. But it would help single dads or allmale couples, since at present, the former will only get four weeks with his new baby or the couple would only get

Low birth rate Additionally, the research warns that in countries such as Spain with an alarmingly-low birth rate, other policies need to be introduced urgently, such as subsidised full-time or part-time childcare for parents who look after their infants at home rather than returning to full-time work and placing them in nurseries, often at prohibitive cost. Professor Libertad González, one of the members of the research team, says a complete study would need to involve finding out whether all dads who took advantage of paternity leave in 2017 opted to take the full four weeks off, since the Social Security office has not revealed this to them. Sra González says dads taking paternity leave, however, nearly always tend to be men working either for the public sector or employed by firms on permanent contracts, since it is not always easy or even possible for fathers on temporary or part-time contracts, or who are self-employed, to take paid time off to help with childcare. “What I'd like to know is whether increasing time off to four weeks has achieved its aim of reducing the stigma surrounding dads who take paternity leave and whether this has had a longlasting effect on the family dynamics,” Sra González comments. The coast gets a new fitness park The city councillor for Beaches of the Town Hall of Orihuela, Luisa Boné, has recently opened the first ‘Calisthenics Park, which has been installed in Orihuela Costa. Calisthenics focuses essentially on the practice of weight exercises using the individuals own body weight. The use of the specialist equipment is aimed at developing agility, physical strength and flexibility and it is a fitness regime that is quickly gaining fans. Councillor Boné pointed out that "at the Municipal Department of Beaches, we want to promote and strengthen the exercise of sport in such a privileged environment as our beach promenades. This first Calisthenics Park has been installed on the seafront promenade of Aguamarina, as this area is a very popular for walking and doing sports. Soon we will install more parks of this kind along the seafront promenades of other urbanisations". The city councillor for Ciudadanos added that "the Calisthenics Park has a size of 9.07 x 6.60 m2 and there is a range of various sports equipment that guarantees a complete top-to-toe training programme, such as climbing ropes, abdominal muscle bench, turnrack, back trainer, squat machine, incline rowing machine, step trainer, push-up bars, monkey bars, Swedish ladder, pull-up bar, dip bar and gymnastic rings". The Calisthenics Park represents a total investment of € 5,470 plus VAT.

Researchers reverse ageing and cure chronic lung condition in rats Two Spanish scientists have managed to cure pulmonary fibrosis in rats – a preliminary stage in extrapolating the methods used to humans. Typically caused by heart attacks or injuries, pulmonary fibrosis is where the tissue in the lungs becomes scarred and hardens, eventually reducing patients' respiratory capacity and making it harder and harder for them to breathe. Until now, it had no known cure. Causes are many and varied and it is more common in those aged over 70, especially if they have been exposed to asbestos or other toxins or have a family history of the condition. Dr María A. Blasco of the National Cancer Research Centre (CNIO) and genetherapy expert Dr Fàtima Bosch of Barcelona Autonomous University have managed to cure 'idiopathic' pulmonary fibrosis – or a type with an undefined or unknown cause. They found that all sufferers had shorter telomeres than non-sufferers. Telomeres are a protein structure which protect cells and are located at the tail end of the chromosomes inside them, and the ageing process is associated with telomeres reducing in size. Each time a cell divides, it copies the genetic material, or DNA, from its existing chromosomes, but the telomeres reduce with each division until the point where they become toxic for the cell, which stops dividing and dies off.

This is what causes age-related 'wear and tear' and eventually leads to illnesses associated with age. Just over five years ago, the CNIO discovered an enzime known as 'telomerasa' which is capable of lengthening shortened telomeres again or, literally, reversing the ageing process by restoring protection of the chromosomes in cells.

“At that point, we saw that activating this enzime using gene therapy made rats live longer, and we started testing its effects on age-related illnesses to see whether the same treatment which slows down the ageing process would have therapeutic effects in conditions caused by shortening telomeres, such as heart disease, aplastic anaemia [where the bone marrow does not produce sufficient red and white blood cells and platelets] and fibrosis,” Dr Blasco explains. Her team bred rats exposed to environmental damage that causes the

same type of telomere reduction, or cell wear and tear, as humans suffer over the course of their lives, then they applied the gene therapy to activate the enzyme and repair the worn-away chromosome 'tails'. Cure After just three weeks of treatment, the rats showed an improved lung capacity with less inflammation and fibrosis, and after two months of gene therapy, the condition had either dramatically improved or disappeared altogether. The process of extrapolating the results to humans is already under way, say Dr Bosch and Dr Blasco, since they are already developing the same type of gene therapy in the laboratory before clinical trials can start. One of the CNIO's mostadvanced projects at present is in reversing myocardial infarction, where narrowing arteries lead to heart tissue 'dying off' and the heart enlarging as it is forced to pump harder to obtain enough oxygen. Along with Dr Francisco Fernández-Avilés, head of cardiology at Madrid's Gregorio Marañón Hospital, the researchers are already trialling models 'close to human ones'. “There's still a lot of work to do, but we're taking all the steps we can to enable us to get to the clinical trial stage as soon as we can,” Dr Blasco concludes.

Cure for baldness getting closer The police destroy over A cure for baldness may have moved a step closer after skin was created in a lab complete with hair follicles. Using stem cells from mice, scientists grew both the upper and lower layers, known as the epidermis and dermis respectively, for the first time. These develop together in a process that allows hair follicles to form the same way as they would in a mouse’s body. The new skin model more closely resembles natural hair than previous treatments. It could also prove useful for testing

drugs and reduce the practice of animal testing as well as shedding fresh light on hair growth. Stem cell therapy has been suggested as a possible future treatment for hair loss for years. Professor Karl Koehler, of Indiana University, originally began using pluripotent stem cells - which can turn into any organ - to create tiny versions of the inner ear, known as ‘organoids’. But his team discovered they were generating skin cells as well as inner ear tissue - so they decided to try to coax

them into sprouting hair follicles. Although various methods of generating skin tissue have already been developed their ability to imitate the real thing falls short. Skin consists of 20 or more cell types and these models only contain about five or six. The researchers were unable to identify exactly which types of hairs developed on the surface of the organoid. Prof Koehler said the technique could be used as a blueprint to generate human skin organoids.

Simple blood test could detect Alzheimer's In what is being described as the ‘holy grail of Alzheimer’s research’, scientists have developed a blood test that can detect the build-up of toxic proteins linked to dementia. Researchers from the National Centre for Geriatrics and Gerontology in Japan developed the test, which detects amyloid-beta levels in the blood, indicative of levels in the brain. The team hopes the test could one day be used to treat patients with dementia before symptoms occur. In the study, the researchers tested the method on 373 people, including healthy people, those with memory loss and people diagnosed with Alzheimer’s disease. Results showed that the test was accurate 90 percent of the time. While there are currently brain scans available that can detect amyloid-beta levels, these are expensive and impractical. The researchers hope their blood test could offer a cheaper and easier alternative in the near future although they highlight that further trials are needed.

23,000 fake goods On the morning of the 5th February goods accumulated between the years of 2016 and 2017 were destroyed in Torrevieja. Altogether 23,141 different fake items ranging from glasses to watches, CDs and DVDs were taken out of circulation. In addition the town hall has gathered another 6,303 items that are authentic materials but were being sold by people who did not have the correct authorisation to do so. There has been a major campaign to address the issue of illegal sales in Torrevieja and the GRO branch of the local police has been particularly active in seizing goods from markets, paseos and other parts of the town. Torrevieja is working closely with other groups to reduce the number of these

sales which are detrimental to those who are legitimately trying to trade in the town. The mayor, José Manuel Dolón, noted that it is a very difficult to stop because it involves a lot of people who are used by the mafias to conduct their business. It is particularly hard to address during the summer months. The fake goods were destroyed in order to take them out of circulation. However, other goods, that were legitimate but offered without permission to sell, are being reused. These have been donated to social welfare in order to be shared out amongst people who need them. US sends investigators following heavy olive tariffs An investigation into unfair competition that the US government launched last summer into Spanish black-olive producers continues this week, with a visit from a group United States Department of Commerce inspectors to verify the information that Spanish companies have been supplying over recent months. The trip by the so-called “men in black,” which starts this week in Brussels and Madrid and will continue next week in Seville, comes two weeks after the Donald Trump administration imposed a new provisional tariff on these companies – a tax that, according to the businesses themselves, is making it “impossible” to continue in the market. The “disproportionate aggressiveness” of the investigation has rattled the sector, which exported 32 million kilograms of black olives to the US market in 2016, to the value of €70 million. In November, the US decided to impose an average tariff of 4.47 percent on the produce, raising it to 17.13 percent at the end of January. “The sector cannot stand, on average, 22 percent taxes,” explains the general secretary of the Spanish Association of Exporters and Industry of Table Olives (ASEMESA), Antonio de Mora. The visit of the inspectors is within the usual procedures for this kind of investigation, and seeks to ensure that there are no discrepancies between the reports that have been sent to the US by the local administrations and companies, according to sources from the sector. Over recent months, the producers have

had to supply information to the US Department of Commerce about public subsidies they receive as well as about the companies themselves. “Should they see that the information does not match up, they can alter the tariffs they are applying,” explains De Mora. The first phase of the verification will focus on subsidies, and then in March, on alleged disloyal competition. The US government opened the inspection in July on the suspicion that the Spanish

producers were benefiting from allegedly unfair assistance that allows them to sell their produce below the market price. “While the damage will be felt gradually, the sector will have no choice but to begin to leave the market over the coming months,” De Mora explains. “There are contracts that have already been lost due to the uncertainty and many are companies that, right now, are negotiating with their buyers to see how they can deal with the situation.” “There are contracts that we have lost to Morocco, clients that have cut their orders and others that are waiting for us

to close a trade deal between now and March,” explains Gabriel Redondo, the chairman of olive exporter Agro Sevilla, whose business in the US represents 20 percent of its total production. “Exiting the market would mean restructuring our production chain,” adds Redondo, who has been selling to some of his US clients for 18 years. “It’s all very painful,” he adds. Both De Mora and Redondo have called on the Spanish central and local governments to do more. “It’s not enough for them to say in a Cabinet meeting that they’re disappointed about the situation,” says De Mora. “We know that, but what are we going to do about it?” He suggests that the European Union could “use the same weapons” as Trump and open investigations into American products. “The US has started a trade war against Europe and they have used us as scapegoats,” Redondo claims. Both the Andalusian regional government and the central Agriculture Ministry say that they are working to defend the interests of the sector. “Everyone can see that this is a warning shot and that they are going after more products, although they have started with the three most competitive Andalusian companies in the sector,” said the Andalusian regional premier, Susana Díaz, last week during a trip to Brussels. “The European Commissioner for Trade, Cecilia Malmström, has shown great sensitivity with this problem, and there is complete coordination with the European Union and the Spanish government to mitigate the damage,” the politician added.

CEPSA deal combines fuels in one package CEPSA has launched a new package which allows customers to buy all their fuel – maind gas, electricity and even petrol – from the same firm. In a bid to reach up to 1.5 million customers and become one of the top four domestic fuel retail suppliers, the CEPSA Hogar deal will see the petroleum giant link its more than 1,500 service stations to households. The corporation says it is aiming to provide solutions for 'modern energy demands', which are gradually leaning more towards electricity and seeking renewable sources, by the year 2030. It will offer three types of tariff – a fixed monthly fee, a flexible tariff where customers pay for what they use each month based upon the same energy prices all year, and the 'optimum' package where customers pay for the energy at cost price only plus admin fees. Discounts range from 12 percent to 18 percent, varying according to the fuel products contracted and including larger reductions for those with CEPSA-Porque Tu Vuelves visa cards or Carrefour savings cheques. Customers can only sign up

online, and they can access a simulation by entering their address in order to find out how much they would have to pay. As well as over two million petrol station customers holding a loyalty points card, another 3.5 million either buy bottled butane gas from CEPSA's service areas or are on its mains domestic gas supply. At present, despite there being a total of 46 mains gas retailers and over 300 mains electricity suppliers on the market, just four firms hold 90 percent of the gas market share and 92 percent of that of electricity. Spain has 18 million homes on the electricity grid, 14 million with cars or other vehicles, eight million which use butane bottled gas and 7.5 million on mains gas. Those who use bottled gas will not be able to take advantage of the CEPSA Hogar programme, although the number of households which rely on this type of fuel is expected to diminish over the coming years as mains gas rolls out across the country.

Towing Different Types of Trailers Trailers fall into two distinctive categories when it comes to classifying them for normal use on the roads of Spain, those below 750kg and those above 750kg maximum weight. A small trailer, or “Remolque Ligero”, which has a maximum weight less than 750kg does not have to be registered. You must however clearly display the number plate of the vehicle towing the trailer on the rear, which must also be a certified style of number plate, and must have lights fitted which repeat the actions displayed by the towing vehicle. A larger trailer, which also includes caravans, with a maximum weight over 750kg kilograms, the “Remolque Pesado”, is a different altogether. Firstly, it has to be registered as a separate vehicle and must have its own “Permiso de Circulación”, or log book. It must also have its own registration plate, which is red in colour, and this must be displayed on the rear of the vehicle. This type of trailer is also subject to mandatory testing at an ITV station, and the ITV documents must also be carried with the vehicle. It must also display the number plate of the towing vehicle and have lights on the rear

that repeat what the towing vehicle is doing. There are a couple of points to remember when towing a trailer. Your view of the road must not be obscured, which includes the view in your mirrors. All number plates must be of an officially

recognised and certified form, handwritten numbers on cardboard for example are not permitted. If you are towing any form of trailer, you must also carry a fire extinguisher with you in the vehicle.

Changes to Traffic Laws in 2018 During 2017 a number of changes have been proposed and announced by the DGT, which will affect all drivers on Spain´s roads. With the main objective of reducing road traffic incidents and, reducing the risk of serious injury or death, many of the changes are already prepared and will start to come into force from the end of January. We have already reported on some of these changes but have brought them all together here as a digest of what we can look forward to. Gregorio Serrano, the Director General of Traffic, said that “the new traffic law will be ready by the end of January 2018”, and that there will be important changes to the” examination procedure, points system, and to ITV inspections”, all aimed at reducing the number of deaths on the roads, 1,165 in 2017bso far recorded, ultimately to zero. Changes to Examinations The reforms, which could take effect from 2018, will be implemented in both the theoretical and in the practical exam, improving and adapting the system to those of other European countries. It has been proposed that examinees perform the test through electronic devices. This could also include the projection of videos in which the student must describe a manoeuvre, observe hazards and react to emergency situations. In addition, much like the changes implemented in the UK, the practical part of the exam will include students following the instructions of a GPS over a set route, having to obey the instructions given by the device, whilst still respecting the rules of the road. Change to the Penalty Points System The implementation of the penalty points system was recognised as one of the most effective measures in improving road safety. In Spain, points are awarded with the licence, then withdrawn in the event of an infraction, with the ability to increase the number of points awarded for good driving behaviour over time. Despite the success, the DGT believes that the system needs to be updated and reconsidered so that it remains as effective as it has been up to now. To do this, the catalogue of infractions which

cause point loss will be reviewed. Furthermore, the plan will include the automatic loss of the licence if all points are lost, since “it is indicative that the offender lacks the proper characteristics to drive a vehicle.” The courses for obtaining points will also be reviewed and it is planned to create a virtual card so that all members of the European Union will be sanctioned if they commit infractions in Spain. Changes to the ITV Process The changes to the ITV system have already been published into the legal stature, and will come into force in May. Users of vehicles who suffer a failure or negative result will be able to go to a different test centre for the retest, as long as the faults have been rectified. ITV test centres will be obliged to have diagnostic reading tools that can be connected to the on-board computers of the vehicles. This way it will be possible to detect if malicious software has been installed that alters the operation of the Airbag, the

catalysts, or the particle filters. Likewise, reviews should also be made in greater depth on the security elements. In the past, this would involve physical tests of the seat belts, but from now on the electronic elements that are accessed through the computer on board the vehicle will also be checked.

Tyre Pressure Incorrect tyre pressure can result in tyre damage, increased fuel consumption and adversely affect the handling of the vehicle. Tyres that are not correctly inflated cause longer stopping distances, reduce stability for braking and cornering and increase your chance of a blow-out. Incorrect pressures also reduce the life of your tyres by causing uneven wear, so need replacing sooner. Recent Studies found that 90% of all cars have incorrectly inflated tyres, which means that 9 out of 10 drivers are in danger. Tyre pressures should always be checked when cold and ideally every two weeks (including the spare wheel). Correct tyre pressures can be found in the owner’s handbook, on the driver’s door or on the fuel cap. How to check your tyre pressure Maintaining correct inflation pressure is essential and avoids premature or uneven wear. As tyres naturally lose

pressure over time, you need to refill them regularly. Driving on the correct tyre pressure will extend the life of your tyre, improve vehicle safety and maintain fuel efficiency. Check your tyre pressure at least once a month, when your tyres are cold, and before long journeys. Follow our step-by-step advice on checking your pressures: Find the correct pressures in your vehicle handbook or inside the driver’s door or fuel cap(this will be a figure in psi or bar). The plastic cap on the air valve. Press the tyre-pressure gauge against the valve and hold it down firmly. If you hear a hissing noise, you are letting air out. Press down harder. Read the measurement on the gauge. To add air, pump gauge until correct pressure is shown. To deflate, depress the tyre valve.

Letter to the Editor Dear Editor Much is being done to protect the cyclist from the wicked motorists. But nobody seems to understand that the cyclist is his own worst enemy! I'm sure many, many people can tell tales of woe about near misses brought on by the stupidity of some cyclists. I thought I had seen most things, until the other day when I was confronted with a 30+ year old cyclist shooting out onto the N332 in front of me and riding rapidly straight at me after he had ridden the wrong way up the slip road between La Zenia and Playa Flamenca. He obviously did not see me as I swerved into the

central lane because he was too busy with his mobile phone on which he was writing a message whilst riding. No Hands!! This must surely be No. 1 in crass idiocy! I am a fairly keen cyclist myself so do not have an axe to grind, but the way a large majority of cyclist (and skateboarders plus other motorised board riders) behave is frightening and it is about time rules were introduced to protect the motorists against the stupidity of these people. Types of Hazards and How to Avoid Them – Part 2 Obstacles in the Road There are countless items that could find themselves in the road and pose a problem to vehicles. Fallen trees, items fallen from vehicles, rocks and boulders, parked cars, the list is almost endless, but

reversing wherever possible as our field of vision is significantly reduced. Reversing into a parking bay makes it safer and more convenient for leaving, and reversing from a minor road to a major road should always be avoided.

Permanent Road Features It is vital that we pay attention to our surroundings constantly. Look for junctions, narrow streets, dangerous bends, elevation changes and dips, blind corners and merging traffic. Remember that road signs are there to help us and are indicative of a number of reasons why we must react to the conditions, but road signs are not present for every hazard on the road, we must look out for those ourselves. Parking When parking your vehicle, always choose a location that is safe, legal and convenient. Respect distances between vehicles, look for signs or signals that prevent or restrict parking. Be careful when opening your door, look in the mirrors and around the vehicle for approaching road users such as cyclists, motorbike, pedestrians or other cars. Reversing Vehicles We should always try to avoid

The manoeuvrability of the vehicle may be compromised as the driver becomes confused during a revering manoeuvre. Pressure and added stress can also lead inexperienced drivers to make mistakes when reversing. If you see a vehicle carrying out a reversing move allow extra space and time. Vehicles Turning Left or Right Be aware that the vehicle in front of you may wish to turn. Although we hope that the vehicle´s lights are working and that the driver will carry out the correct procedure for junctions, this is not always the case. Allowing sufficient space between you and the vehicle in front allows you more time to react in the event of something happening. Look out for the vehicle in front slowing down or moving to the left or right of the lane and look out for hand signals from the driver. Novice Drivers Remember that each and every one of us were once a learner driver, and then we became loose on the roads as a novice. Driving soon becomes habitually second nature, hopefully with good habits rather than bad, but novice drivers still lack the experience to react to situations they are not used to. Be patient and give them the time to learn in a safe manner. Heavy Vehicles Because of their size and weight, large

normal movements and their speed may be affected by hills and inclines. Allow extra space and time near these vehicles and pay attention to the potential blind-spot risks to the driver. If you can´t see their mirrors, they can´t see you. Slow and Priority Vehicles Be extremely cautious when approaching a vehicle with emergency lights. You may find construction machinery, garbage trucks, transport of dangerous goods, damaged vehicles or those performing maintenance on the road which are travelling at a much reduced speed than ours. We must give way to priority vehicles traveling with light flashing to an emergency, slowing or even stopping to the right of the roadway if necessary, but we must never endanger other road users. Animals Animals in the road pose a major risk, especially in countryside areas where they be unaware of the dangers their presence might be posing to traffic. Drive slowly and always respect distance, because animals are unpredictable and can be startled. Any animal poses a risk, especially if loose. They usually run at a relatively slow speed, so they can sometimes even force us to stop.

Lo Crispin Golf Society The Society played an Am Am stableford team game today at Altorreal. 23 members and 1 guest took to the fairways to play this format of the game, in which the best 2 stableford scores in a fourball are recorded and the Team with the best score over 18 holes are the winners etc. The fairways and greens at Altorreal are generally in good condition, and this day was no exception. Most golfers commented that the Greens were very fast. Although the sun shone throughout the day, it remained cold all day, but nobody complained too much! After the game, as usual we returned to the Lo Crispin Tavern, where we were supplied with Tapas and a warm welcome.
