astonishing delay that affects the security of a tax-paying population of about 40,000 increasing to more than 150.00 in peak tourists seasons. Since construction was first announced in 2009, this vital infrastructure has been paralysed because of a lack of political interest by the Orihuela municipal government, combined with difficulties with successive governments of Valencia. Excuses have ranged from bankruptcy of the builder to budgetary and planning issues. All easily overcome with the right political will. The end result is that the project is within a
year of losing the essential subsidy that will finance its completion. The centre would include in its 5000 square metres, all the basic emergency

BITE SIZE Creating a beach for NEWS: dogs faces barriers The fire brigade from Torrevieja has extinguished a fire which started in an industrial warehouse in Casagrande. The cause of the fire is unknown but some furniture, mattresses and other accumulated items were destroyed. Three fire engines were in attendance at the fire on 21st March and it took 50 minutes for the fire to be extinguished. No one was injured in the incident.
Book fair in Torrevieja The mayor of Torrevieja, José Manuel Dolón, and the councillor for culture, Domingo Pérez, have announced the book fair which will take place on the Paseo Vista Alegre. The fair will be open from 24th March until 9th April and there will be special discount prices on books. It has long been the ambition of some councillors in Torrevieja’s town hall to provide a beach where it is legal for owners to take their dogs throughout the year. Currently dogs are not officially allowed on the town’s beaches, although many regularly break this ruling. However, the intention of allocating some beaches as dog-friendly has met some legal obstacles. The current legislation requires that a public vote is needed to enable beaches to be open to their use. However, this would be difficult to do as data protection laws
suggestions have been surveys using social media as well as the town council’s pages on social networks. The beaches which have been identified as possible locations include a section of La Mata beach, Cala del Moro in Cabo Cervera, Cala de Los Trabajos, next to Mar Bella, Cala Ferris, Punta Margalla and Cala de los Carabineros. With summer now fast approaching it is unlikely that there will be sufficient time for the government team to manage the voting procedure or set any new local laws in place. However, there

mean that the necessary information isn’t accessible for the vote to take place. It would require a vote similar to that of a council election with local people having opportunity to vote and their votes be counted. Although the law requires that this is the procedure needed it does not indicate how it can be put into operation. As a formal consultation is now not possible other alternatives have been suggested including the use of ballot boxes in town hall venues. Other
is the possibility of allocating a provisional location until a proper consultation can be organised. The difficult is not so much agreeing that there should be a beach for use by dogs but identifying where this beach should be. All the local political parties have been supportive of the principal but not the exact location. It looks as though this issue will continue to be debated for months, if not years, to come. Campaign to control stray cats continues The slogans are ‘Don’t shop, adopt!’ and ‘Spay and neuter to save lives’. This is the latest campaign from the town hall in Torrevieja to keep in check the number of stray cats and dogs and ensure that those that there are, have a future. The head of the campaign is councillor Carmen Morate and the message is being spread using posters and advertisements in various publications. The message is a clear and direct one and is aimed at improving the situation for these animals as well as conditions in the town itself. ‘You don’t have to buy,’ explains councillor Morate. ‘It’s certain that in a shelter somewhere in Spain there is the breed that you want. It might not be a three

Councillor Morate suggests that foreigners who adopt are generally more willing to do this than Spanish nationals who are often more reticent. ‘Castration is very important,’ says the councillor, ‘to avoid unwanted litters and abandoned animals.’ Some of the councillor’s campaigns are already showing results. The cat sterilisation programme has
albergue (animal shelter) in Torrevieja. The animals there currently number 35 dogs and 17 cats. ‘The shelter is not the ideal place for these animals,’ explains Councillor Morate. Another tree down at the flea market
The flea market or ‘hippy’ market again suffered damage as a result of two collapsing palm trees. This is the second time recently that a tree has fallen in the area and caused damage to the stalls which are located along the Paseo de la Libertad. This time six wooden stalls were damaged. Fortunately no one was in them at the time. Traders with stalls in the area are now asking for something to be done about the poor state of some of the trees. The area was temporarily closed off but with the arrival of the crowds for Semana Santa, this is not something that the traders want to continue. The trees fell during the strong gusts of wind which reached more than 70 kilometres an hour. Parts of five stalls were damaged and one was destroyed completely. Although the wind was to blame, the traders have raised their concern that the trees are in a poor state of health contributing to the possibility of them falling.
Airbnb rent out over 3,000 flats The phenomenon of Airbnb tourism is very much alive and making an impact in Torrevieja. Experts from the University of Alicante spoke at the casino about the number of apartments that have been rented out by the online organisation. It is estimated that 3,153 rentals have taken place generating around a million euros a month. The figures cover the period from February 2016 until October 2017. In total it is believed that the income has been around 11 million euros for the owners of the properties. Airbnb offer an online service that has become popular as it cuts out the middle man in any transactions. Its impact is particularly great in a town like Torrevieja which relies on residential letting and occupancy rather than the hotel trade. In Torrevieja there are currently only 1,600 places offered by hotels whereas the number of places to let are around 250,000. The number of properties used for rental purposes is estimated to be around 60% of the 120,000 located in the town. Around 3,153 apartments are currently available for rental through Airbnb. Properties on the beach front of Los Locos and El Cura are amongst those most frequently advertised. In Torrevieja’s case, the company does not pose a threat to the hotel trade as there are so few hotel places in the town. This is in contrast to other local tourist areas such as Benidorm. Although the model is a successful one that can also be seen in the growth and popularity of Uber and lowcost airlines, there are risks too. One of the on going concerns is the need to monitor the payment of taxes and ensure that people renting out their property in this way are still meeting their obligations.
Six accused of kidnap Six people have been accused of kidnapping a family member in Torrevieja. The allegation is that a man was abducted for three days in June 2017 in order to prevent him from testifying against one of the accused, who he had denounced. The man had made the denuncia at the Guardia Civil, accusing the other of robbery with violence. The police also identified that the accused was involved in the trafficking of drugs. As a result they went to his home to discover that the man had been detained there whilst his relatives tried to persuade Continued on page 6
The Valencian regional government has asked for all school in Valencia to put forward their projects for introducing the new model of language delivery in their schools. The new model is intended to increase the amount of Valencian that is taught. The Generalitat Valenciana wishes to raise the profile of the Valencian language and maintain it as a key method of communication in the area. Already, administrative and council workers, including police officers and teachers, must be able to speak the language to work here. However, the Generalitat wants this commitment to Valencian to spread and include an increase in the number of subjects in local schools that are taught in the regional language. Not everyone is in agreement. Torrevieja is a town with a huge variety of languages spoken. Many people living here feel that placing too high an emphasis on Valencian could be detrimental to its young people. Those with their origins in other countries and other parts of Spain, do not see learning Valencian as a top priority. Now, six of the twelve town infant and primary schools have refused to submit their plans to the government, according to the PP opposition councillor, Rosario Martinez. Failure to send in their plans, claims councillor Rosario, is one way in which local schools are demonstrating their disagreement with the regional demands. The schools were given until last Friday to send their projects to the Regional
Ministry. The law was passed in February that required a new approach to plurilingualism. Each school could make adaptations according to local need and preferences, but the outline remained the same; an increase in the amount of Valencian to be taught. Where schools have not submitted their decision then it will be up to Valencia to decide what the proportion of Valencian language teaching should be. The issue of local languages is one that is very much rooted in politics. Traditionally, the right of centre stance has been a united Spain that speaks all one language. This was seen in its most extreme form during the rule of Franco when local languages were banned from being spoken at all. Confrontation over regional identity is currently most evident in the dispute in Catalunya, where feeling is strong that local needs are subjugated to the national PP government agenda. Again, much of the ill feeling can be traced back to wounds that have still not healed since the Spanish civil war. The opposition PP councillors in Torrevieja are now speaking out about what they see as the lack of consultation within the town about the regional Government’s tough line on language speaking. The Valencian regional government is a socialist government, more in line with the local town council than the PP, which is the main opposition party. Once more, politics is driving education policy. These are the children who enjoyed time at Bar Carmen’s at Christmas and are likely to be returning for Easter too. The event is also an opportunity to raise more money for future activities and

The children do not have many of the belongings that most children take for granted and the gifts donated by the bar have very much been appreciated. Prolific gang of local robbers Spain’s central bank arrested predicts faster growth in 2018 Spain's central bank recently increased its growth forecast for 2018 to 2.7 percent from 2.4 percent as the government plans to reduce income tax for some workers and hike wages for civil servants. In a statement, it said this reduction in the tax burden would however lead to a slower drop in the public deficit this year, which it predicts will reach 2.5 percent of GDP - still below the 3.0 percent limit set by the European Union. The Spanish government had planned for a deficit of 2.3 percent in 2018. The central bank also predicts economic growth will be slightly higher than expected in 2019. In a statement, it put stronger growth down to debt reduction in the private sector and a current account surplus. It is also expecting a general drop in the tax burden on people in Spain. The government is expected to adopt its budget for 2018 at the end of March, very late due to the secession crisis in Catalonia. This will then be submitted to a vote in parliament. After years of economic crisis, Spain has renewed with economic growth and as such the government plans to reduce tax and increase pensions for those with lower income, and increase wages for civil servants. These measures will come just before regional and municipal elections in 2019.
The central bank is also planning for moderate inflation rates this year and the next. However, it warned there could be challenges afoot, particularly if countries adopt protectionist measures as a trade war between the United States, EU and China threatens. It also expressed concern over the political situation in the north-eastern
region of Catalonia, which attempted to secede in October. "Renewed tension, which would have a negative impact on confidence and (economic) activity, cannot be discarded," it said in its report. The central bank also touched on unemployment, which while sharply reduced since the height of the crisis in 2013, still stands at a considerable 16.5 percent. It predicted job creation would continue but at a slower rate, prompting the unemployment rate to drop to around 11 percent in 2020.
A band of thieves who are suspected of having carried out at least 40 robberies has been arrested. Altogether seven people have been detained from Torrevieja, Los Montesinos, Orihuela Costa, Laredo and Barcelona. The gang has been involved in thefts from homes in different parts of Spain and has stolen jewellery, money and vehicles up to a value of €350,000. As well as the estimated 40 robberies, the gang is also charged with a number of additional crimes including driving vehicles with false number plates and belonging to a criminal group. The men are between 17 and 34 years old and are all Albanian. The youngest offender, at 17 years old, has been placed in a centre for young offenders. Two of the adults have been detained in prison and the rest have been temporarily released. The band are nomadic and don’t have a permanent resident address. They have travelled between the different provinces in the country and have a number of safe houses that they could spend time in between robberies. The robberies were usually carried out using high speed vehicles whereby they could leave the area quickly and travel a considerable distance from the scene. The robberies took place in the late afternoon at dusk when they could see if there
were lights on in the house to indicate that someone was at home. The thieves climbed into the houses, forcing open doors and windows and swiftly carried out the thefts. It took often just five minutes to seize the jewellery, money and electronic goods that were in there. The gang were well equipped with walkie-talkies, other means of communication and warning devices that meant they could keep each other informed. Leaving the scene of the crime they would then use evasive techniques to ensure they weren’t followed and would hide the stolen goods, the tools they had used and any false number plates. However, the Guardia Civil were on their trail and following them from one burglary they were able to note where they had hidden the stolen goods. They waited until they could locate all the gang members before making their arrests. The suspects were arrested in Laredo, Barcelona, Torrvieja, Los Montesinos and Orihuela Costa. So far police have taken six vehicles, jewellery worth €10,000, tools used to commit the robberies and a number of other items. The operation has been carried out successfully through the combined efforts of the different forces in separate parts of the country. Suzanne O’Connell
The councillor for Fiestas has announced the basis for the selection of the Queens and her assistants for 2018. The coronation gala will take place on 31st July in the Eras de la Sal. People entering must be native to Torrevieja or have been registered on the padrón for a minimum of five years. They must be between 18 and 25 years old and register their details along with three photos, a CV and a photocopy of their DNI. They must be presented through an official association. Fire at Playa Flamenca A fire one evening last week saw about 20 residents evacuated from an apartment building on Avenida Las Orquídeas in Orihuela Costa. The blaze started at about 8pm in the fuse box of an old laundrette which has been closed for years. The fire then spread quickly and threatened neighbouring businesses and the apartments above, according to Fire Brigade sources. The building, which forms the Playa Flamenca Beach centre on the promenade, houses the local Post Office and popular bars, businesses and restaurants such as Sonny Jim´s and Surfers. The commercial units and the residential properties were evacuated by Torrevieja fire fighters as a precaution as there was thick black smoke but no one was injured. After it was extinguished the residents were allowed to go home but had to wait for Iberdrola to fix the electricity which had been cut off by the fire. All businesses were open as usual the following morning.
Testicles trapped A man had an unfortunate experience when taking a shower in a hotel at Cabo Cervera. The man, who suffers from dementia, was trapped by one of his testicles whilst taking the shower at 11.30 in the morning. He was being helped at the time by carers but this didn’t prevent him from getting one of his testicles trapped in a plastic chair that they were using to help him, rather than making him stand for a long time. The man was part of an organised trip and when his carers realised the predicament he was in, the fire brigade were called out to help free him. The chair had been brought in from an outside terrace to help stabilise him whilst he showered. The man was trapped for half an hour and the hotel staff were surprised to see the arrival of the fire men. His testicle became trapped in the lattice of the chair when he was sitting on it and the man was in extreme pain. The two people attending to him called for help. The fire brigade arrived quickly and were able to free him and send him on his way to Torrevieja hospital. The fire officers admitted that this was one of the strangest call outs that they had ever had. Suzanne O’Connell

Tourism talks in Torrevieja The department for tourism in Torrevieja and the University of Alicante have together arranged a series of talks focused on the development and implications of tourism in Torrevieja. The talks are entitled ‘Luz verde al plan estratégico de turismo: Torrevieja 365’ or ‘The green light to the strategic tourism plan’. This round of talks focuses on accommodation, urban regeneration and sustainable mobility. The talks are taking place in the casino in Torrevieja at 8pm and the first one was on the subject of Airbnb and its impact on tourism in the town. The talk was given by Luis Moreno
from Alicante University. The use of Airbnb to locate places to stay has had a profound impact on tourist areas like Torrevieja.It enables people to identify low cost accommodation through the internet which brings with it its own benefits but also risks. Other talks planned in the future include a conference on 5th April with a focus on whether we can change the type of tourism that exists here and the impact it has on the urban environment. On 12th April the talk will be about using the bicycle in a tourist town and on 27th April there will be a presentation about the
next steps for tourism in the town. An additional workshop will be held on 6th April in the Tourism Office in Torrevieja. The intention of this series of talks is to keep the people of Torrevieja informed and involved in the development of the strategic plan and guide the tourist industry that exists here. It is also intended to use matters arising from the talks as part of the plan. The talks follow on from interviews that there have been with targeted interest groups in the town. Suzanne O’Connell
May Fair back in May Butane The Sevillanas fair, often known as the May Fair, will this year take place between the 23rd and 27th May in the port area of Torrevieja. The return of this very popular fair to its usual time slot was announced by the councillor for fiestas, Domingo Pérez, during a press conference on 22nd March. Last year the fair took place in October due to lack of time to award the contract. The contract for the fair will go out to tender according to a budget of €99,500. The winning business must be able to offer at least 10 performances from which the Department of Festivals will be able to select according to quality and public interest. ‘We want to be sure,’ said councillor Pérez, ‘that the quality of artists performing is what’s expected from an event of this size.’ Different societies and associations will again be able to erect their individual
tents in a similar manner to in previous years. ‘Our objective,’ announced the councillor, ‘is to make sure that all the town’s people and their associations can take part in an exceptional event.’ On 15th April preparations for the festival will begin with a ‘pregón’ or proclamation. There will be a religious mass in the Sagrado Corazón at 12pm and floral offerings to Virgen de la Inmaculada. At 4.30pm there will be the election of the Queen of the Feria de Sevillanas for 2018. The day will conclude at the Virgen del Carmen Cultural Centre with an opening speech and the presentation of the official fair poster. There will be a performance by Marisol Segura with her show ‘Sevillanas y Copla’. Entry will be free but you must collect an entrance ticket from the Virgen del Carmen Centre or the Casa de Andalucia. Suzanne O’Connell
gas bottle price drop Bottled butane gas has gone down in price from last Tuesday (20th March) by 5 percent, dropping to 13.96 euros from the current 14.68 euros due to a fall in the cost of the raw material, cheaper transport and the strengthening of the euro. This first price fall of the year has come after many months of increases – 1.6 percent in January and 2.1 percent in November, with sharp hikes in summer last year of up to 5 percent in each cost review. Only in September did prices go down, by nearly 5 percent, although they had gone up already by this much in summer. As yet, gas bottle prices appear unlikely to drop to the historic low of July 2016, when they fell to just 11.25 euros. Price hikes in summer were due to a deficit from previous months rather than the cost of raw material having risen. The new cost of €13.96 will remain valid until the next bi-monthly review on the third Tuesday in May. Householders and businesses whose gas is delivered as part of a contract with a supplier will normally pay a couple of euros extra for the convenience. Only orange butane bottles are affected by the State-regulated prices; the lighterweight, silver-coloured bottles on sale in petrol stations vary according to location and throughout the year as their providers have the right to set their own prices.

Academy teacher arrested A Colombian man of 70 years old has been arrested charged with the abuse of a 12 year old girl who was receiving extra classes in Valencian at an academy in Torrevieja. The girl’s mother reported the incident to the Guardia Civil in the town and since then the man has been arrested and is in prison. It is believed that the man’s interest in the girl began in September when she started the classes with other students. At first she was being taught in a class with others but there were early indications of the man’s attention being out of the ordinary. It is alleged that he was very affectionate with her, stroking her hair and face, for example He then suggested that she should have individual classes
separate from her classmates. He continued with the ‘caresses’ and ‘relaxation techniques’ but this time there were no other children present. The behaviour went a stage further to include massaging her back and touching her intimately, it is alleged. It is at this point that the girl decided to tell her mother and together they went to make the denuncia. The man has been charged with sexual abuse against a minor and the police are now investigating whether there are more cases of this nature in the man’s past. He has worked in this academy for the last five years and has been a teacher for more than 20 years. His mobile telephone has also been taken in order to check whether there are pictures or recordings related to this crime. Suzanne O’Connell

Tougher ITV tests Tougher regulations on compulsory vehicle inspections, known as ITV tests, are coming into force this May and will mean more stringent measures to improve safety on Spain's roads. A new Bill of Law, or Royal Decree coming into force on 20th May means ITV stations will be equipped with tools that detect emissions fraud, or software installed to mask CO2 and NOx output. After the 'Dieselgate' scandal, which saw hundreds of thousands of cars and vans recalled after Volkswagen was found to have doctored emissions readings, and in light of figures that show air pollution – of which motor vehicles are the main culprit – is directly responsible for over six million deaths a year round the world, Spain is determined to tighten up on any attempts to repeat the scam. Emissions are already measured at ITV stations in most of Spain's regions, and excessively-high readings can lead to a fail. More exhaustive checks will be carried out through new equipment at ITV stations geared towards the more electronic nature of modern cars. An average car manufactured new today will have up to 100 electronicallycontrolled units and thousands of components of this type, meaning diagnostic tools will be updated by May to allow for key safety features to be checked. These include airbags, ABS braking systems and electronic stability programmes, as well as lights and indicators.
The good news for car-owners who are hard-pressed for time, money or both is that they can now have their ITV tests carried out up to a month early, without affecting their annual expiry date. At present, windscreen stickers show the year and the month when an ITV is due – if January is marked, for example, the owner must have passed the test before 1st February or the car will be illegal. However, new rules would allow them to have the test carried out from 1st December to 31st January in this case. Additionally, if a car does not pass its first ITV inspection, the owner or main driver will have the right to go to any other ITV centre in Spain – not just in the same region, as the law stands at present – for a re-test and, provided this is within a month of the fail, will be free of charge. Until the new law in May, drivers were required to return to the same test centre within a month after fixing the problems which caused the failure. ITV tests will become more European from May – the new Royal Decree allows compulsory inspections from other EU member States, such as the MOT in the UK, to be formally recognised in Spain or in any other of the 28 countries in the bloc, which will help with re-registering a non-Spanish car on Spanish plates. The main aim of the new ITV structure is to aim for the European Union's target of zero fatal accidents by the year 2050. This ambitious
programme reflects data from ITV centres across Spain, which show that in 2011 – the most recent year for which information is available – test centres prevented 170 road-crash deaths, 11,000 injuries and 11,000 accidents in general. The report, by the Duke of Santomauro Motor Vehicle Road Safety Institute (ISVA), shows that if the 20 percent of vehicles on Spain's roads whose owners did not bother with an ITV had undergone and passed the mandatory test, a total of 7,100 accidents, 7,000 injuries and 110 deaths could have been prevented in 2011 alone. As well as responding to new technology, greater awareness about air pollution and accident-reduction measures, the Spanish Association of ITV Administration and Cooperation Entities (AECA-ITV) says that the updated requirements of the test are aimed at meeting 'increasing demand' from vehicle-users for safety and security. “Society is now expecting ITV tests to check their active and passive safety features are in correct working order, and that they are not being duped with fraudulent techniques by manufacturers which could harm people's health,” the AECA-ITV reveals. “The new regulations come in answer to popular demand for improved road safety and care of the environment.”

Number of Spaniards living abroad hits new high Spain’s economy may be recovering as it shakes off the effects of the crisis, but that isn’t slowing down the number of Spaniards who are moving abroad. In total, 76,197 people with Spanish nationality registered as residents in foreign countries in the last year, according to the latest data from the National Statistics Institute (INE), and which was published recently. The number has been growing year on year since 2009, with nearly 2.5 million Spaniards now living in countries in Europe, America, Africa, Asia and Oceania. Between January 2017 and the same month in 2018, the census of Spaniards living in other countries has risen 3.2 percent. According to the Register of Spaniards Residing Abroad (PERE), in the last year new residents were mostly seen in Europe (40,022), followed by the Americas (30,470). It is these territories where the majority of Spaniards abroad reside, with 62 percent living in the Americas and 35 percent in Europe since 2009. The total number has been rising since 2009, when nearly 1.5 million Spaniards were registered as living abroad – principally in Argentina, France and Venezuela. By 2012, that number had risen to 1.8 million people and in 2016, 2.3 million. In just under 10 years, the number of Spaniards abroad has grown by nearly 70 percent, according to data from the INE. Demographer Amparo González,
from the Spanish National Research Council (CSIC), explains that the INE figures do not necessarily represent the number of Spaniards born in Spain who packed up and left the country in the wake of the economic crisis. The specialist points out that the numbers also include people who were not born in the country, but who have Spanish nationality or who have more than one nationality and live in foreign countries.
Birthright The INE figures show that only a third of those Spaniards registered in other countries in 2017 were actually born in Spain. More than half were born in their current place of residence, and 8 percent in a third country. González explains that the phenomenon is partly accountable to the fact that, during the years of growth in Spain, some of those migrating into the country secured Spanish nationality. With
the arrival of the crisis and the resulting problems with unemployment, many returned to their countries of origin, where they registered as Spanish nationals. “These people have strong incentives to register with Spanish nationality and pass it on to their children,” González explains. Spaniards who were born in Spain and who emigrate, however, may live abroad for years without actually registering at a consulate. In the last year, the biggest rise in Spanish population living abroad, in absolute terms, was seen in the United Kingdom (12,141), the United States (11,012), France (9454), and Argentina. In relative terms, the biggest rises in countries with more than 10,000 Spanish residents were seen in the UK (10 percent), the US (8 percent) and Bolivia (7 percent). Venezuela, meanwhile, saw a fall in its Spanish population of 7.3 percent.

WEEKLY EURO UPDATE The pound had a good week. Warnings about the possible hacking of Britain's infrastructure by the Kremlin were ineffective at holding back the pound at the end of last week and there was a raft of positive stats and announcements to provide support. Britain and the European Union have come to an agreement about a 21-month Brexit transition period. It isn't the finished article and it contains a couple of big gaps, not least regarding Ireland, but investors signed up for it and they marked sterling higher on Monday. The good news is that a transition agreement has been reached, giving people and companies certainty about their situation until 31 December 2020. The less good news is that they still cannot be sure what will happen after that. Nevertheless, two and a half years of certainty is better than 12 months' so the pound went up on Monday, strengthening by an average of 0.6%. Rightmove's index of UK house prices is up by 2.1% on the year. The UK consumer price index data showed inflation slowing from 3.0% to 2.7%, more of a deceleration than the 2.8% forecast by analysts. Traditionally, such a miss would have sent the pound lower: on this occasion it just wobbled a bit. The stats following limited the damage as there was total earnings growth, from 2.7% to 2.8%, showing that incomes are rising faster than prices. Towards the end of the week, the minutes of the
Monetary Policy Committee were released, confirming that the interest rates will remain at 0.5%. The committee voted 7-2 to keep the rates the same, but provided some hawkish signals which could lead to change after the next meeting in May. The evolving tone is in response to recent data regarding the rate of inflation and employment, and a proposed deal to increase NHS pay by at least 6.5% over three years, which could have a knock on effect on public sector pay. The retail sales report for February gave mixed signals – sales volumes grew by 0.8% compared with January, but there was a drop of 0.3% in non-food items, suggesting consumers are spending on essential items such as petrol and groceries and that household budgets remain somewhat constricted. The move had been largely expected by economists; the pound gained slightly against the euro and the US dollar ahead of the decision; it dipped slightly as the news approached but appears to be retaining most of the gains so far today and has reached its highest level against the euro since June 2017. In contrast, there was very little news from Euroland. Brexit negotiations impact the sterling much more than the euro and with so much drama elsewhere, the narrowing of the Euroland trade surplus from €23bn to €22bn in January made little impact either way.
Gibraltar Brexit deal ‘in coming months’: Spanish PM Spanish Prime Minister Mariano Rajoy said on Friday that he hopes to reach a deal in the next few months with Britain on the territory of Gibraltar after Brexit. The EU said last year Madrid and London must make a separate bilateral agreement for any overall Brexit deal to apply to the rocky British territory. Gibraltar has been under British control since 1713 but Madrid has long wanted it back. "We have already started bilateral talks with the United Kingdom," Rajoy told reporters in Brussels after EU leaders approved guidelines for the next phase of Brexit negotiations. "These are progressing satisfactorily" and "we hope to reach an agreement in the coming months," Rajoy added. Earlier this week Spain threatened to torpedo an agreement for a 21-month post Brexit transition
period unless the EU made a specific mention of Gibraltar in new guidelines for trade talks due to start next month. Rajoy said he was aiming for a deal which would "firstly ensure that the situation of frontier workers is maintained and improved, which is our priority, and reasonable solutions to a number of issues which have been adversely affecting" Gibraltar. The 27 EU states, without Britain, approved a clause last year that "after the United Kingdom leaves the Union, no agreement between the EU and the United Kingdom may apply to the territory of Gibraltar without the agreement between the Kingdom of Spain and the United Kingdom." Britain was infuriated, saying that it infringed on its sovereignty over "the Rock". Rajoy however said that "in the talks on Gibraltar, the issue of sovereignty is not going to be dealt with".
Storm Hugo blows a gale Storm Hugo is bringing worse weather at the start of Easter week to much of Spain. This storm, which is undergoing a process of explosive cyclogenesis (rapid drop in atmospheric pressure), is crossing the Iberian Peninsula from the north east leaving strong gusts of wind in its wake. The Spanish weather office, AEMET has activated yellow and orange alerts for high winds and red alerts for waves in the north of the peninsula. There were gusts of over 70km/h blowing across the Vega Baja on Saturday and Sunday remained a windy 35 km7h for most of the day. Sunday continues with clouds and sunny spells, with a slight chance of rain but nothing heavy. The first part of this week will remain stable but becomes more uncertain from Thursday, as it seems a new storm will approach the north east of the
Peninsula making forecasts very unclear from then on. Once again this year the Mastral Project of Torrevieja will offer extra and updated predictions this

Don Burke, Burke's Backyard. Camellias make a fine addition to any garden and if you have a suitable place to give one a home, I can promise you will fall in love with it and cherish it
for many years. Choosing the right camellia There are over 3000 varieties, cultivars and hybrids of camellia so choosing the right plant may be daunting for a newcomer. The first aspect to take into consideration is the placement of your camellia. They really do not like too much exposure to wind, but otherwise are quite easy to grow. As a general rule most camellia species will prefer a semi-shade position rather than full sun, the exception being C. sasanquas which are quite sun hardy. Camellias are considered relatively slow growing and as a result all species will be quite happy in a pot or tub. Depending upon the variety, mature camellias ten years old or more can vary in size from a small shrub to a tree, so space requirements should always be considered before planting in the ground. Lastly decide on the colour and style of flower that suits your needs. Camellias are available in different hues and shades of red, pink, white and combinations of the three called variegations. There are even some rarer yellow species of camellia. Flowers vary in size from miniature to very large and there are also different flower forms or styles to choose from, including single, semi-double, anemone form, peony form, and formal double. Planting camellias Camellias are generally planted in the late fall through the early spring, although they may be set out any month of the year if properly cared for. Adequate moisture is a necessity until the roots become well established in the soil. Whether planting camellias in the garden or in pots, the procedure
is much the same and relatively simple. If planting in the ground, dig a hole at least twice the size of the root ball and make sure the top of the root ball is level with the soil surface. Camellias prefer a slightly acid, well-draining soil, so fill with a good quality potting mix especially for gardenias, camellias and azaleas (can be purchased at most garden centres). Make sure that the camellia is not planted too deep as camellias are shallow rooted. Planting too deeply is a major cause of unhealthy plants. Now that the plant is in the ground a good watering in is required. This will help both the potting mix and camellia to settle. As a finishing touch, add a thick layer of mulch such as bark chippings or compost to help to preserve moisture. Maintaining your camellias In dry conditions camellias need to be watered well - especially in the late summer months when they are forming their flower buds. They will shed these if you keep them thirsty. Feeding is ideally done each spring with camellia and azalea food when the camellia has finished flowering and new growth has started to appear. Camellias are considered very pest and disease resistant. Occasionally though, pests may become a nuisance. The pests that most commonly affect camellias are the sucking insects such as scale, aphids and mites. For easy and non-chemical prevention and control use insecticidal soap and white oil. Pruning Camellias often out-live the gardeners that planted them, and even though they are considered to be slow growing plants, they can become too large for specific areas of the garden. Pruning your camellias is not something you should be scared of, in fact it can be a very rewarding experience and doing so can yield thicker, bushier and healthier plants. C. Sasanqua varieties will happily tolerate quite thorough pruning from a young age. For other species of camellias it is recommended you hold off on pruning heavily until they reach roughly the height or shape you require, or the plant has matured. Pruning is best done at the end of winter, after the camellia has finished flowering and before new growth has begun to appear. If spring has arrived and your camellia is still flowering you may have to sacrifice some end of season blooms in preference for pruning before the new growth period begins. Camellias are available at nurseries and garden centres and there are surely no greater beauties to add to your Spanish garden. Marc Vijverberg
Brit couple fined over Benidorm fake sickness claim Two British tourists who filed a fake sickness claim after a holiday in Benidorm have been ordered to pay €17,200 in compensation to the travel operator, TUI. Jamie Melling and his girlfriend Chelsea Devine, from Liverpool, are the latest Brits to be caught inventing a claim for food poisoning to get their money back on their holiday, although so far tens of thousands of complaints, with the sole aim of obtaining compensation, have been made against Spanish hotels. Touts driving vans with ambulance signs and slogans asking if trippers want a free holiday have been seen in the Canary Islands over the last year or so, and actually approach British tourists to encourage them to put in claims. They only have to show a purchase receipt for a box of diarrhoea tablets. British Prime Minister Theresa May pledged last summer to crack down on
the scam, which has left many resorts running the risk of going out of business. Hotel bosses say they only ever seem to get claims from British holidaymakers, never from any other European tourists. Ms Devine, 21 and Mr Melling, 22 claimed €2,800 each from TUI, which would automatically be recovered from the hotel or resort in question, but a judge in Liverpool commented that they continued posting selfies of their trip in which they seemed healthy and happy. Also, like most fraudulent claims, the couple did not place theirs during their trip, nor did they complain to the hotel – in fact, they did not try to sue the tour operator for another eight months. The judge said their statements about their food poisoning were 'identical', despite their insisting they did not 'collude'. “It is clear the statements were not written by them. There are inaccuracies in
them,” she says. She admitted that the couple are 'young and inexperienced', which they cited as their reasons for not having complained to the Levante Beach Apartments where they were on a 10-day all-inclusive trip, but says they were 'both in contact with their parents' during the holiday and that neither family gave their children any advice. “I do not attribute any illness to the unsatisfactory food. There is no evidence of contamination. I accept the evidence of the hotel, and there is no evidence of any outbreak,” the judge concluded. As well as Melling and Devine having to pay compensation, their GP and solicitor may also face action, or even be struck off. Their doctor, who gave 'evidence' to support them, turned out to be married to one of the partners at the solicitors' practice representing the couple, which could raise a conflict of interest issue.
Health care identifies children at risk The hospital and health centres of Torrevieja are some of the first points of contact where children at risk of harm can be spotted. Fifty children at risk have been detected by the Department of Health in Torrevieja and health care professionals are being given additional tuition in recognising and responding quickly to situations involving vulnerable children and adults.
The health departments that have been targeted include those most likely to come into contact with vulnerable people. These include maternity units and children’s departments. However, it’s not just children who are at risk. Recent years have seen a rise in the number of vulnerable elderly patients and health centres are the first line in recognising where there is a problem for this
group in the population. Sessions have been provided by the Social Work Unit to all professionals to raise awareness and encourage a rapid response where people are identified as being at risk. It is important that social work departments are able to work closely with health professionals in order to provide a holistic approach to supporting vulnerable groups. Suzanne O’Connell
Reward for missing Scotswoman The family of Lisa Brown, a mother of one from Alexandria, Scotland, launched a fresh appeal in the province of Cadiz, on Friday 23rd March, for information on her disappearance in Spain more than two years ago. The appeal is supported by the Foreign and Commonwealth Office and Spanish authorities and is backed up by a reward of up to £100,000 from the family, which is supported by UK charity Crimestoppers. Ms Brown was 31 when she vanished from her home in Guadiaro, Cadiz province, on 4th November, 2015. Craig Douglas, Ms Brown’s brother, said their family believes that there is a ‘wall of silence’ among the English-speaking community in southern Spain over his sister’s disappearance. “We are sure that people know what happened and ask them to think of a little boy who asks every night when his Mummy is coming home. We also hope that the reward might persuade people to tell us what happened,” Craig said in a press conference in the locality of Los Barrios, in the province of Cadiz, to launch this appeal. Roger Critchell, Crimestoppers Director of Operations, said: “The family
are desperate to find out what happened to Lisa. We understand that people are not always willing to go to the police so we would urge them to contact Crimestoppers with 100 percent anonymity through our phone line and our online form.” Critchell also participated in the press conference, in which the British Ambassador Simon Manley said he hoped the launch of this appeal is effective. “Citizen collaboration is essential in these kind of cases,” the Ambassador said. WELCOME TO KRABI with Vivalia Travel The province is on the Strait of Malacca and is noted for its natural beauty. There are solitary limestone peaks, both on land and in the sea.
Krabi is one of the southern provinces of Thailand, on the shore of the Strait of Malacca. Neighbouring provinces are Phang Nga, Surat Thani, Nakhon Si Thammarat, and Trang. Phuket Province lies to the west across Phang Nga Bay. Krabi town is the seat of provincial government. History Circa 1200 CE, Krabi was tributary to the Kingdom of Ligor, a city on the Kra Peninsula's east coast, better known today as Nakhon Si Thammarat. In modern times, Krabi was administered from Nakhon Si Thammarat, even after 1872 when King Chulalongkorn granted Krabi town status. In 1875 it was made a direct subordinate of Bangkok, becoming what is now a province. In 1900 the governor moved the seat of the province from Ban Talad Kao to its present location at the mouth of the Krabi River. It is believed the town may have taken its name from the word "krabi", which means "sword". This may stem from a legend that an ancient sword was unearthed prior to the city's founding. Geography The province is on the Strait of Malacca and is noted for its natural beauty. There are solitary limestone peaks, both on land and in the sea. Rock
climbers from all over travel to Ton Sai Beach and Railay Beach. The beaches form part of Krabi's Phra Nang Peninsula. Of the 154 islands in the province, Ko Phi Phi Leh is the most famous, as it was the site of the movie The Beach. Other notable islands include Ko Phi Phi Don, part of the Phi Phi Islands, and Ko Lanta, a larger island to the south. The coast was damaged by the tsunami of 26 December 2004. Krabi's limestone hills contain many caves, most having stalactites and stalagmites. Tham Chao Le and Tham Phi Hua To, both in Ao Luek District, contain prehistoric rockpaintings depicting humans, animals, and geometrical shapes. In Lang Rong Rien cave in 1986 archaeologists found 40,000-year-old human artifacts: stone tools, pottery, and bones. It is one of the oldest traces of human occupation in Southeast Asia. Population and culture Krabi's population includes Buddhists, Thai-Chinese, Moken (sea gypsies), and Muslims. Population is most dense in the coastal area in Nuea Khlong District and Krabi city districts, both with population densities above 150 people per km2. The least densely populated area is the inland mountain Khao Phanom District at 61 persons per km2. Buddhism is the religion most observed (66 percent) followed
by Muslim (33 percent). Krabi has been little affected by the Muslim militant insurgency that has plagued the southern provinces of Thailand since 2003. Traditionally Krabi's inhabitants worked in agriculture, for the province is rich in rubber, palm oil, and oranges. In recent years tourism has become an important source of income. Economy Agriculture, tourism, and, to a lesser extent, fisheries, form the backbone of Krabi's economy. Rubber is the
primary cash crop of the province, followed by palm oil. Thailand's largest producer of palm oil products, Univanich Palm Oil PCL, is headquartered in Krabi. It employs 1,000 persons directly and purchases feed stock from 2,000 small and medium-sized Krabi growers.

Patti said: “I think it struck more of a chord with Sophie as
Tasha was no different to her, a young girl with her whole future ahead of her and it really upset her to read her story.” The day promises to be an Easter extravaganza with an amazing entertainment line up including a return visit for much loved and much missed performer Eddie Wallis, who is flying in that morning purely for the show. He’s an embarrassment
My brother’s kids are becoming overweight and I am worried. They have a boy and twin girls. One of their girls mentioned to my daughter that she wants to look skinny like my daughter. My daughter is normal weight I‘d say. The problem is broaching it to my ultra-sensitive brother and his wife who themselves aren’t slim. The most worrying thing of late is that my niece has said she makes herself sick. This is something my brother and his wife should know, but how to tell them is making me nervous.
A group of us play golf at the weekends and one of our mates has recently been kicked out by his wife, who left him for a much younger man. He was distraught at first, but then met a young girl who is nearly 30 years his junior. The change in him was mortifying. He went from a fuddy duddy 50 year old, to dressing in leather trousers, growing his hair wearing it in a ponytail, and dating this ‘child’. We all feel this girl is only with him for his money, but he won’t listen, and thinks we are only jealous.
I think you need to put your feelings aside, and tell them what you know without being judgemental or offering opinion. It’s one thing a child wanting to be slim, but it’s another if their daughter is making herself ill, and this is what you need to impart to your brother and his wife. Just tell them the facts that their daughter has told yours that she is vomiting after meals, and leave it there for now. Keep an eye on the situation.
It’s hard not to say anything to a friend when you can maybe see them heading for disaster. It could be he wants to demonstrate to his wife that HE too can get a younger beau; it could be he is having a mid-life crisis, or just wants to enjoy himself before it’s too late. He may know this fling will not last, but it’s his life. You’ve said your piece and now you have to leave it there.

Razzle Dazzle ‘em! STUDIO32 are preparing to thrill audiences with their latest musical theatre venture. Their summer show is the Broadway spectacular “Chicago”, the stage version of the film starring Richard Gere, Catherine ZetaJones and Renee Zelwegger. Based on real life events the show revolves around a group of merry murderesses, most notably Velma Kelly and Roxie Hart. Both women have been convicted of killing their husbands and are on death row, but help is at hand in the form of a famous publicityseeking lawyer Billy Flynn. The show features some impressive dance routines and wonderful songs, including “All That Jazz” and Billy’s big number “Razzle Dazzle”. The role of Billy Flynn is being played by experienced actor Bill Nicholson (pictured). Bill has been with STUDIO32 for some time, and has played many lead roles over the years both here and in the UK. Many people will remember him for his excellent portrayal of Tevye in the company’s production of “Fiddler On The
Roof” two years ago, as well as Mack Sennett in “Mack and Mabel”. Mattress Appeal for Elche Children’s Home euros. The event at the Plaza raised a further 2,400 euros giving a grand total of 8,406 euros, which is an amazing start to the campaign. The event, hosted by Stevie Spit and
Villamartin Plazza hosted a special fundraising event on Sunday to boost the coffers of the Mattress Appeal for Elche children’s Home. The campaign aims to raise enough money to buy new bespoke beds and mattresses for each of the children at the home. Around 100 beds are needed in total. The day was a huge success with several local fundraising groups and individuals donating money they had raised to the appeal. The Rascals presented a cheque for 1,000 euors, Susan Harrop and Lynne Zaber donated 3,006 euros and Eileen Gleave 2,000

Toledo is expected to have the highest pollen count in Spain between the end of March and late June. In the Mediterranean area, the province of Barcelona and some other coastal areas will see the highest pollen levels, although these will still be lower than in the south-western and southcentral mainland. Severe Hay Fever sufferers planning a trip to Spain but unsure where to go to avoid the pollen clouds should be safe on the Mediterranean in general, since the count is likely to be low, or in the Canary Islands where forecasts are for ‘very low’ pollen levels – a maximum of 500 grains per cubic metre of air.

Hay Fever hell forecast for spring
Hay Fever sufferers could be in for a rough ride in Spain this spring – especially in coastal areas and the provinces of Toledo (centre), Sevilla (south), Vitoria (north-east) and in the western region of Extremadura. Pollen forecasts issued by the Spanish Allergy and Immunology Clinic (SEAIC)’s Aerobiology Committee are similar to those of last spring, but levels in 2017 were lower than expected due to warmer than average temperatures in April and May. The Committee says southern CastillaLa Mancha will see moderate to high pollen counts over the next three months, especially in the province of Ciudad Real and even more so in Toledo, both south of Madrid, and also to a certain degree in Madrid itself, both the city and the wider region.

UK beats Spain in the best tourist destinations in the world London has been named the second best tourist destination in the world by Trip Advisor. The UK capital came second only to Paris in the tenth annual Travellers’ Choice awards for destinations. They were followed by Rome in third and Bali fourth. New York, a favourite among travellers, was bumped down five places from fifth to 10th. Crete, Barcelona, Prague, Marrakech and Istanbul – which come in fifth, sixth,
seventh, eighth and ninth respectively – all ranked above the Big Apple. London held onto its top spot despite two terror attacks last year at London Bridge and the Houses of Parliament. The awards are based on millions of reviews and opinions from users on TripAdvisor. Winners were chosen using an algorithm derived from the quantity and quality of reviews and ratings for hotels, restaurants and attractions and traveller booking interest. Laura Citron, CEO of London & Partners said: “It’s wonderful to see that visitors continue to be drawn in by London’s extraordinary mix of history and heritage, cutting-edge contemporary culture alongside an array of major events and festivities. “This year promises another jampacked programme of blockbuster exhibitions, shows and exciting new openings to tempt visitors of all ages, interests and budgets.” Seven of the top ten come from Europe this year: Paris, London, Rome, Crete, Barcelona, Prague and Istanbul.

ZARA AND H&M SHORE UP DEFENCES AS INTERNET THREATENS
Faced with fierce online competition from the likes of Amazon, affordable fashion giants Zara and H&M are shoring up their defences, trying to use their stores to boost internet sales utilising logistics investments and new technology. Separated by thin partitions, 15 little photo studios used exclusively to update the website line up in a corner of Zara’s huge headquarters near Corunna in Spain’s northwest. Under a constant barrage of camera flashes, models strike pose after pose to get seven photos showing the piece of clothing under all angles. In total, 1,500 photos are put on line
twice a week to match the speed at which articles of clothing are replaced in-store. “Online sales are becoming an element that is contributing significantly to the company’s growth”, said Pablo Isla, CEO of the Inditex group which owns Zara among other brands like Massimo Dutti, said this week at the annual results’ presentation. In 2017, these represented 10 percent of sales, a figure unveiled this week after years of secrecy over a crucial sector that Inditex only entered in 2010, on the late side. Sergio Avila Luengo, an analyst at IG Markets, said gaining “more visibility
online” was the main challenge for Inditex if it wants to remain “competitive in the long term”. He said the retail giant started having trouble clearing its stocks for the first time in 2017 due to competition from Amazon, which sells everything from books to clothes. For its part Sweden’s H&M, Inditex’s arch-rival, has recognised that a drop in profits in 2017 was due in large part to online competition. The clothing market “is in big transformation”, CEO Karl-Johan Persson said in February. “It is happening fast and it is challenging everyone.” “We know about the big online platforms, I’m thinking Amazon and (China’s) Alibaba, affecting our industry”, he said, adding “smaller niche online players were also "a force to be reckoned with.” In the United States, Amazon was in 2016 the top online clothes vendor. It holds 11 percent of the global clothing market, and this is expected to rise to 19 percent in 2020, according to data compiled by Bloomberg. German online clothing and shoes platform Zalando and Britain’s Asos, meanwhile, saw their European sales leap
25 percent and 34 percent respectively between 2012 and 2015, according to the Ecommerce Foundation. Faced with this threat, H&M devoted 45 percent of its investment to the inter-net in 2017, or close to 600 million euros, this was invested in a new photo studio and personalised apps for its clients. Inditex is also investing, but would not unveil how much. Both groups are gradually offering the possibility for next-day or even same-day delivery of online orders, as well as the possibility to easily pick up and return clothes to the most convenient store. These services may be crucial for customers but they represent a major logistics challenge, especially when faced with Amazon which already has “a much bigger logistics structure, already adapted to all sorts of different products”, said IG Markets analyst Avila Luengo. As part of its counter-attack, Inditex has opened 19 warehouses in the world dedicated solely to the internet, which are managed like stores. H&M is soon to follow suit.
Store maximisation Both are also taking advantage of their thousands of stores, including for client delivery. When online sales are launched in new markets, “we get to profitability really quick”, H&M financial director Jyrki Tervonen told investors in February. He said this was “thanks to the fact we already have a store network, we are a well-known brand, appreciated among the consumers.” Inditex has invested a lot in the renovation of its stores, removing the smallest ones in favour of huge flagship shops in city centres. Both groups are implementing systems to avoid missing out on a sale if for instance the size isn’t available for a customer, by telling him or her that the item is available online. Gildas Minvielle, head of the eco nomic observatory at the French Fashion Institute, said their strategy was to combine both sales methods. “Distributors that develop their stores and their online sales perform quite well,” he said.

Spanish protest for better pensions Tens of thousands of Spaniards rallied across the country recently to demand better pensions as unions accused the government of seeking to privatise retirement benefits. Pensioners braved rain and snow showers as they poured onto the streets of the capital Madrid and second city Barcelona last weekend to vent their ire at conservative Prime Minister Mariano Rajoy. "Rajoy, thief, you are stealing my pension," read one placard, while other slogans accused the government of wantonly ramping down pension benefits. "The least well off classes are suffering a loss in purchasing power," one pensioner two years into retirement, Emilio Zamora, told Spanish news agency AFP as he brandished a banner reading "no bread, no peace." "It's getting worse," said Mari Carmen Calvo, a hairdresser aged 70 attending the fourth such rally in barely six months alongside her husband. Pensioners are fuming after seeing their benefits rise by an annual 0.25 in recent years, well below an official inflation rate of 1.2 percent as of late 2017.
The unrest among the elderly is of concern to Rajoy's Popular Party, which traditionally enjoys their support. Spain's largest trade union the CCOO has accused the government of "favouring private pension to the detriment" of the state equivalent. Heading a minority administration as his party looks to put together a budget in the coming weeks Rajoy pledged in midweek to target modest increases for the most modest pensions although he has been encouraging Spaniards to invest in private plans. Rajoy says Spaniards will have to wait until the budget shake-upt before the government can look to deliver "possible improvements" as he concentrates on delivering jobs growth. The government maintains it has to try to balance the books somehow to stay within EU spending guidelines even as the population ages with Spain having one of Europe's lowest birth rates. Demographic trends mean the past decade has seen pensions rise from accounting for 21.6 percent of state spending to 29 percent. According to Eurostat data, 28.7 percent of residents of EU states will be aged over 65 by 2080, up from 18.9 percent in 2015.

Government tackles drug crisis in Campo de Gibraltar The Spanish government has announced a new series of security measures to fight the soaring rates of drug crime in Campo de Gibraltar, in the province of Cádiz, southern Spain. La Línea de la Concepción, a city within the area, has been overrun by drug gangs and locals have been demanding action for months. A masked drug gang recently stormed a hospital to rescue an alleged drug trafficker who was under arrest, and there are reports that up to 3,000 people in the city are working for criminal organisations. As part of the new measures, customs authorities will have more officers “to take apart the economic network” of drug organisations, the Interior Ministry explained recently. The extra officers who were sent to the Civil Guard’s Rapid Response Group will also remain in the region. The government said that it will work more closely with Morocco to reduce the amount of hashish being smuggled across the Strait of Gibraltar. The Royal Decree to ban narco boats – rubber speed boats specially designed to
transport drugs – will also be ready in the upcoming weeks, said Interior Minister Juan Ignacio Zoido. “They will be confiscated wherever they are,” the minister confirmed in a meeting with locals from La Línea. The police, Civil Guard and Customs Control will be given “permanent reinforcements” in conflict areas in La Línea, including Atunara, where drug gangs are known to operate. Zoido refused to specify the numbers of officers that will be sent to these areas, saying he did not want to “tip off” the gangs. The Interior Ministry has admitted the task will be difficult but is confident the added measures will be able to restore law and order. “It is a complex situation. Security is vital and the message is very clear: the rule of law is in force in all of Andalusia to reinstate peaceful coexistence.” In 2017, the amount of cocaine seized soared by 300 percent upon the previous year’s figure, while hashish seizures jumped by 45 percent. As well as the increased security measures, the region will also receive 56 million euros in
funding for social programs such as employment initiatives, school canteens, educational infrastructure and three health centres. The regional premier of Andalusia, Susana Díaz, says a task force will follow a tight timeline to ensure all commitments are met. The premier added that she was optimistic about the outcome of the new program: “When individuals take on the state, the state always wins,” she said. “And when all the administrations work as one, the people always win.”

However, when detected early, this cancer can be cured in 90% of cases. Most colorectal cancers develop on precursor lesions (polyps) and need between 10 and 15 years of evolution. Through different diagnostic tests, "not only can it be detected early when it has not yet given symptoms, but it can also be prevented by locating and removing existing polyps before they become malignant," says Dr. Farré. The fecal occult blood test is a noninvasive test that consists of checking, in a quick and simple way, the presence of blood not visible in the stool in order to detect the existence of a colorectal lesion. To do this, the patient must deposit a small amount of feces in the kit that will be given for this purpose and then deliver it to the collection points where the specialists will submit it to analysis. Obtaining a negative test result "indicates that it is very unlikely that the person has colon cancer, although the reliability is not 100%. Therefore, it is recommended to repeat the test every two years and consult the doctor in case you feel discomfort, " explained the specialist. If the result is positive, it is necessary to know that "the presence of blood does not imply, in most cases, that there is colon cancer, but usually is due to a lesion of a benign nature, such as be a polyp In this case, it is indicated to perform a colonoscopy to rule out the presence of lesions in the colon ", concludes Dr. Farré.

Price freeze on bottled water at airports Spain’s airports will cap bottled water prices at 1.60 euros and install drinking fountains in response to complaints from passengers to the public ombudsman. Travellers say they cannot take water on the plane, because a maximum of 100 millilitres of liquid per container up to a total of one litre is permitted through the security gates – but once on the other side, vending machines sell bottled water at inflated prices. These vary by airport, but can range from €2 to €3 for a 330ml bottle, and
prices are similar on planes themselves. Anticipated law changes relaxing liquid allowances have never come into force, meaning all fluids, even make-up, have to be carried in standard sealable clear plastic bags. Some passengers take empty water bottles through security and fill them up from the tap in the bathrooms airside, but the quality cannot always be guaranteed. Airport governing body AENA has promised that bottled water from machines will not cost any more than 1.60
euros, although it has not confirmed the bottle size. Drinking fountains are expected to be set up in all Spain's airports.

What is an Assisted Pedal Bike? There has been a lot of confusion over so-called “electric” bikes, and whether they can be used without a licence, or insurance, and if they can be used on the roads. There are characteristics which clearly define these vehicles into two different types, which we can explain here. An Assisted Pedal Bike it is a bicycle equipped with an electric motor and a battery with an output of up to 250W whose engine only works when helped by the motion of pedalling, and in any case to a maximum speed of 25 kilometres per hour. So, in other words, if you either stop pedalling, or if you reach 25 kilometres per hour, the motor stops running. These types of bikes are considered, for the purposes of the General Vehicle Regulations and Rules of the road, like any other bike and do not require
registration or driving licence, or mandatory liability insurance. The rider is however responsible for adhering to all other rules of the road applicable to any type of vehicle. Other models of similar design which can exceed 25 kilometres
per hour when powered, or have an engine or motor which can operate by use of a throttle or accelerator without the need to pedal, are considered the same as mopeds and require registration, insurance and for the driver to have an appropriate licence.

Obtaining a Vehicle Report If you are interested in buying a secondhand vehicle, you can obtain a detailed report from the DGT which provides a wealth of information on the history of the car. There are two types of report, a standard and detailed report, and then there are five types of detailed reports: complete, technical data, loads, vehicles in the name of the interested party and vehicles without registration. The reduced report, Informe reducido, confirms the correct identification of the vehicle and if there is any type of incident recorded with it. You can apply for the reduced report online at dgt.es, and it is free. The Detailed report, Informe detallado, includes more information about the vehicle, such as its current owner, if it is authorised to be used on the road, the expiration of the ITV and any recorded incidents. You can request any of the five detailed reports online dgt.es, or in person at your Provincial Traffic Headquarters, with the required documents and payment. In order to request a detailed report, you will need the completed official application form, the identification of the interested party, the reason for which the report is requested, and confirmation of the fee having been paid, which is currently 8.40€. To request the document at the trafico office you will need to make an appointment via the website, dgt.es , or by telephoning the 060 telephone number. If you are making an appointment to request the documentation it is also worth keeping in mind tat the offices cannot accept cash and payment is only possible with a bank card.
Statistical Information on Sanctions now on the DGT Website The DGT has included a new section on the website, dgt.es, which will provide statistical information on fines and sanctions. The aim of the section, Denuncias e Ingresos, is partly aimed at ensuring transparency, as well as highlighting how dangerous driving practices and behaviours lead to these fines, and how the revenue then assists in financing road safety, incident prevention, and providing assistance to the victims of road traffic incidents. The section provides data related to the number of complaints and their evolution, as well as the statistics on the amounts paid, excesses of speed, the phases of appeal or data on complaints that end in a contentious-administrative way. Due to the multitude of reviews and tables to be published, the information will be uploaded and updated progressively. The information already available are: • Evolution of the number of sanctions in the 2012-2017 period. • Evolution of the number of sanctions
imposed by fixed radars from 2012 to 2017. • Amounts for sanctions in general from 2012 to 2017. • Entered amounts of penalties for fixed radars in the period 2012-2017. • Fixed radars which are the least respected and with the most denunciations generated in 2017. The data corresponding to 2017 is still considered provisional and includes the period from January to October. Subsequently, the closed data for the entire annual period will be presented once completed. The knowledge of this and other data can serve to raise awareness that traffic incidents are not unpredictable events, but can be avoided if traffic regulations are complied with, and, despite criticism that traffic offences are purely aimed at taking money from drivers, it is only those drivers who break the law who are fined, and a consequence of this is that the money generated by fines is invested in road safety, prevention, and helping the victims of road traffic incidents.

New ‘i-size’ Chart for Child Seats The labelling on child seats has changed across Europe, making it theoretically easier for children to be secured in a more appropriate seat, thus making them safer. Now, the “i-size” chart is in operation, which focuses on the height, rather than the weight of the child. We know that in Spain the height of the child is already of great importance, with children under 135cm in height not allowed in the front seats (apart from a few exceptions), now the same theory is practiced on smaller children and child restraint systems. i-size Seats 'i-size' is an EU safety regulation for child car seats (ECE R129), which was introduced in July 2013 to make child car seats easier to fit, provide better protection from side impacts and keep children rearward-facing for longer. i-size only applies to Isofix seats. UK legislation has already been amended to allow i-size seats to be used, this year the regulation has also been applied in Spain. At the moment, the older seats are still permitted, so there is no need to change if you have these already, but those based around the new regulations offer better protection based on the tests conducted through the campaign. i-size uses the child's height to determine if the seat fits the child, rather than their weight. So, it's important to check that your child's height is within the
range of the seat. Parents tend to know their child's height better than their weight, which should make it easier for parents to judge if the seat is suitable for their child and when they should move the child into a larger seat. Babies in i-size car seats stay rearwardfacing until they are at least 15 months old. Currently, parents often move their baby to a forward-facing seat too soon. i-size includes a side impact test to ensure that the seats provide better
protection from side impact collisions. i-size child car seats fit in cars that have Isofix fitting points, but you still need to check if the seat is approved for your car. Contact your car manufacturer and/or the child seat manufacturer, or visit our Child Car Seat Compatibility page. i-size seats will fit any i-size approved vehicle. However, there are few such cars currently available. Their numbers will increase over the coming years.
Industry looks to end petrol and diesel vehicles by 2020 Ministers have been urged to bring forward their 2040 ban on new diesel and petrol car sales by a decade, a move which an environmental thinktank said would almost halve oil imports and largely close the gap in the UK’s climate targets. The Green Alliance said a more ambitious deadline of 2030 is also needed to avoid the UK squandering its leadership on electric cars. While the number of electric cars being sold in the UK has rocketed in the past four years, Germany overtook the UK last year in its rise in the registrations of new plug-in hybrids and 100% battery-powered cars. A 2030 ban on combustion engine models would boost sales of electrified cars in the UK and even raise the prospect of the country becoming an net vehicle exporter, the Green Alliance said. While the UK lags behind Germany on conventional car manufacturing, a fifth of the electric cars sold in Europe in 2016 were made at Nissan’s Sunderland plant in north-east England. BMW has pledged to make its electric Mini at its plant in Oxford, but UK-headquartered Jaguar Land Rover chose to build its first flagship electric car, the i-Pace, in Austria. Dustin Benton, policy director at Green Alliance, said: “The government’s recent industrial strategy cites clean
growth as one of the biggest economic opportunities for the UK, but if we keep building and buying dirty cars we’ll miss the growth opportunity of the century.” The transport sector overtook energy in 2016 as the UK’s single biggest source of carbon emissions, as power generation has switched away from coal and towards renewables. Carbon emissions from the average new car also rose last year for the first time in nearly two decades, as drivers opted for bigger models. The Green Alliance found that an earlier phase-out for new diesels and petrol cars would affect the looming gap in the UK’s legally binding 2030 climate target. A 2030 deadline would cut the gap by 85%, or 98 million tonnes CO2e. Sticking with a 2040 date would also lead to fossil-fuelled cars causing air pollution until the second half of the century, the thinktank said, given the average UK car is scrapped after 14 years. Four committees of MPs last week warned that air pollution is a “national health emergency” and called on the government to take tougher action. Earlier action would also ease the UK’s reliance on oil imports at a time when oil and gas production from the North Sea is declining. Imports would be cut by nearly 50% by 2035, saving up to an estimated £6.63bn each year, the thinktank said.

You see folks, this is why international breaks are rubbish. What good has actually happened this weekend, eh? None, whatsoever - unless you are maybe a West Bromwich Albion fan and you’ve managed to get through the weekend unbeaten for once. West Ham fans have probably had their best weekend for a while as well, I suppose. Everton fans have been able to give their necks a bit of a rest from looking skywards for 90 minutes and Arsene Wenger has been able to spend a few days plotting Arsenal’s attack for Premier League glory next season.
The only problem with that last weekend activity is that it is looking increasingly likely (again) that Arsene will not be in charge next season. Oh no. And, it might actually be happening this time. Brendan Rodgers can be “flattered” all he wants about links to the Emirates Stadium, but it’s not him that the Arsenal are talking to behind closed doors. Thomas Tuchel, the former Borussia Dortmund manager, has apparently turned down Bayern Munich’s offer for next season because he is keen on a move to England. And with at least three familiar Dortmund faces now at Arsenal it makes sense as to why he has been locked in a room with some representatives of the Gunners thrashing out some kind of deal. But wait! Chelsea are going to need someone sitting in their dugout next season as well, especially given that Paris Saint-Germain are going to dangle £10m a year under Antonio Conte’s nose. To be fair, I don’t think
they’d even have to dangle that much under his hooter for Antonio to leg it out of Stamford Bridge. Could Chelsea then turn to Tuchel to reinvigorate their squad?
AS Monaco’s Thomas Lemar has sent yet another “come-and-get-meplease” plea to both Arsenal and Liverpool and he really does not mind which one responds. Liverpool are

Following the FA moaning about the “stag weekend” culture of England fans abroad, who had the bright idea of arranging a Friday night friendly in Amsterdam? As predictably as you could imagine, England fans were their usual selves, finding it hilarious to throw bicycles into the canals of Amsterdam and pour beer over locals. Can we not tell those idiots the World Cup is in Australia or something? Though I have a feeling the Russian locals might deal with it all a bit differently. Anyway, the actual football wasn’t too bad at all - even if it was against a Netherlands side so much in crisis they’ve given the job to Ronald Koeman. They are at the beginning of a long cycle of change, whereas Gareth Southgate thinks he can see his team “shedding the fear” of playing in an England shirt. He even managed to convince us that Kyle Walker can do a job in a back three, something only a Terry Venables would have tried many years ago. Look, I am not saying England are going to do well but if Southgate keeps remaining true to himself, handling himself in the composed manner he has done every step of the way we might go as far as not completely humiliating ourselves in Russia. Maybe. Possibly. And the penny seems to have finally dropped that we don’t have to pick Joe Hart. That can only be a good thing.

Considering England got bowled out for 58 on the opening day of the 1st Test against New Zealand, they must be very grateful to the Australians for causing a bit of a diversion in their match against South Africa. As recently as November of last year, Aussie captain Steve Smith and opener Cameron Bancroft were laughing and joking in a press conference, knowing
they fully had England’s number in the Ashes. Fast forward to this weekend just gone, and Smith has had no option but to admit to “ball tampering” in the Test match with South Africa, mainly because the cameras giving conclusive proof left him with no option whatsoever. Like all good leaders, it wasn’t Smith actually doing the tampering though, oh no. It was
the youngest player in the side in Bancroft that was asked to do the honours. In Australia, being the captain of the cricket side is a bigger job than being Prime Minister, so there probably is no need for anyone to be that shocked to learn he is a bit of a cheat and a liar then, like all good politicians. Both players have stepped aside for the remainder of the match and Smith has been suspended for at least one game pending an investigation. To be completely honest, as an English cricket follower I am slightly more concerned that Australia had no need to cheat against England in the Ashes whatsoever, they were simply miles better than us. And things have not improved in New Zealand either, with Joe Root’s side being skittled for 58 in the first day of the new series. I don’t think this needs any further dissection, the ECB only care about the ODI side right now so why should the players even bother? It looks like England’s man-of-the-match could well be the rain, who might save Root from being 1-0 down in a Test series once again. There appears to be more batting talent in the England Women’s side than in the Men’s side currently, as Danni Wyatt plundered 124 from just 68 balls in England’s record run chase against India. Get them on a plane to New Zealand, now. A couple of days ago, Lewis Hamilton was at peak levels of Lewis Hamilton. Cocky, a bit surly and assuming that providing he could point the car in the right direction he’d
win the opening race of the F1 season in Australia. The only problem for Lewis was that he ended the race somewhat surprised and broken that Sebastian Vettel ended up winning and not him, even after Ferrari admitted their car isn’t as fast as Hamilton’s. Ah well, Lewis. I am sure you took it well. The Varsity Boat Race never looks particularly warm and it was quite a hard sell to convince anyone on the Thames that is actually supposed to be Spring. Imanyo Golf Society “St Patrick’s Shield” This was the third time the St Patrick’s Shield has been played for, 25 players met at Imanyo’s where the day started with the usual full English breakfast, the format was full handicap stroke play split into three groups with one overall winner. The venue was Altorreal where we were greeted by Antonio and his staff, as usual everything was ready and waiting for us, the course was in very good condition. I was informed by one or two of our members that this was the first time in many years that the gates were open on holes 4 and 12 to the back tees, the views were fantastic and added another perspective to the holes. The weather was overcast but breezy.

The wind was horrendous causing poles to be broken etc, it look’s like a busy week ahead for me doing repairs. RODS & REELS We fished our 12th round of the Winter Championship on the river Segura at Murcia on the 21st March. The river was carrying at least three inches of extra water and also a bit more colour, the wind was again very strong and it was bitterly cold. San Miguel Golf Society Weather conditions that one normally associates with links golf on the Baltic greeted the 43 members and one guest at Vistabella. Woolly hats were on show, a rare sight in these parts. However, the day brightened and the cold breeze abated enough to see jackets and jumpers being removed. Greens, as ever, were slick and well prepared. Buggies not being allowed on the front nine fairways slowed up proceedings somewhat but it was evident that that the new layout needs protection. Tricky pin positions added to the difficulty of building a good score. Given the circumstances, the points amassed by prize-winners were praiseworthy. SAMM RACING SEASON SPRING 2018 STARTS The first race day of the SAMM 2018 Spring Series on 11th March had to be cancelled due to the extremely high winds but was re-scheduled for Sunday 18th March. The day dawned cloudy and colder than of late with 10 to 12 knot winds gusting to 15 or 16 on occasions and this probably affected the turnout which was disappointing at only 6 competitors crewing 3 boats, two Gamba’s, Shoestring Uno and Cuatro and the Balaton Sailfish

18 Mistral. The Gamba crews, pictured left to right, were Cuatro Jack and John, Uno Jim and Julian; perhaps we should call them the “J” Class. On Mistral were Robert and Leon. In the first race, the Gambas, being faster, slowly pulled away from the Sailfish as they strongly contested the lead over the four laps. As very evenly matched boats and crews the correct tactics on the upwind beat leg was the deciding factor on who was ahead throughout the race
Cuatro was ahead on lap 1 by 17 secs, but by lap 2 Uno was in front by 29 secs and increased this to a 2 minute 44 seconds lead at the finish. In the second 3 lap race these two boats again fought hard for the lead with Uno slightly ahead at the completion of laps 1 and 2. But they made the wrong tactical decision on the final upwind leg of lap 3 that allowed Cuatro to win the race by 1 minute 36 seconds.

The Plaza Golf Society The Plaza Golf Society returned to a warm and windy La Torre today. With a very mixed bag of scores! Top of the tree was guest Margaret Woodall with 42 pts and last place went to Chris bellend with a woeful 15pts ! The 2s pot was hardly worth winning as the following players all picked up €11: Liz Sully, Alan Carter, Rona Temple, Roger Duncan, Colin Fearnley, Margaret Woodall and noisy Barry Mitchell. We had 6 NTP'S each won worth €10 to spend in The AlevHouse at Villamartin Plaza. Our silver division was won by Debbie Rose with 35 pts beating
Bill Gillies on countback and Linda Ottway came 3rd with 30pts. Tony "hi ho" Smale and Ron Temple came 2nd and 3rd respectively in the Gold division, but the winner was big Phil de Lacy with 34pts. NZ v England: hosts win the first Test New Zealand wrapped up a convincing innings-and-49-run victory in the first Test in Auckland as England's dismal winter in red-ball cricket continued. With seven wickets in hand heading into the final day, the visitors lost Dawid Malan (23), Jonny Bairstow (26) and Moeen Ali (28) in the first session before Ben Stokes and Chris Woakes battled through the middle session. But when the Durham all-rounder fell on the stroke of dinner for a hard-fought 66, to leave England 300-7, the away side's hope of salvaging a draw faded and the hosts required less than 13 overs in the final session to wrap up just their 10th Test win over Joe Root's side. Having batted uncharacteristically slowly, with grit and determination to reach his 13th Test half-century, Stokes began to look as though he was struggling having been facing deliveries for over four hours. As Neil Wagner sent down a barrage of short balls and bouncers, the 26-year-old ducked and weaved out of the way but in the final over before dinner Stokes was caught by Tim Southee running back from point - to become the third England batsman in the innings to fall on the stroke of a break following Root and Ali. Having etched out 66 off 188 balls, the all-rounder looked like he could be England's hero but the departure of their
last recognised batsman took the heart out of their resistance and gave the Kane Williamson's side the boost they needed to push for victory. England have not won a Test match away from home since October 2016 when they beat Bangladesh in Chittagong. Commenting on the defeat, England captain Joe Root said: "We weren't good enough it is as simple as that. It is difficult to get back into a Test match after such a poor start and we have to learn some lessons quickly. "It is difficult to single any one thing out, we needed to adapt quicker, we knew it might swing and seam around and we didn't deal with it. "The character of the dressing room and the efforts shown today were fantastic. A day like today, you ask the guys to show how much it means to play or England, and they did." New Zealand captain Kane Williamson added: "It was a fantastic performance from us. If we go back to that first innings we were very good in the lengths we bowled but we were also fortunate in the edges we found. "We knew we would have to work hard against a quality England bowling attack and in taking 10 wickets in the second innings, which they showed. They fought very hard but we did very well."
