TIGHTER MEASURES FOR VALENCIAN COMMUNITY • Restrictions on socialising • Towns with more than 50,000 inhabitants to have borders closed at weekends. President of the Valencian Government Ximo Puig announced on Sunday after a meeting with regional Health Minister

Ana Barceló, that further restrictive measures are to be imposed immediately. People from different households are not allowed to socialise in private and the maximum number of people (from different households) allowed to meet in public is two. The regulation came into

force on Monday 25th January. In a statement made on Sunday, the Generalitat Valenciana also reported the extension of the regional border confinement, which means it is not permitted to enter or leave the Valencian Community unless for work, medical care or other reasons from a shortlist of exceptions. Also announced was a border confinement of towns with more than 50,000 inhabitants during weekends and bank holidays. This means that in the Alicante province, Alicante, Elche, Torrevieja, Orihuela, Benidorm, Alcoy, San Vicente and Elda-Petrer will be closed from 3pm on Fridays until 6am on Mondays. Those with justifiable reason to pass a border from the list above (such as, for work) will be allowed to do so. All the measures announced will be in effect until February 15.

Puig called for “collective responsibility” after “the worst week that the Community has experienced since the start of the pandemic.” He explained that the objective now is to have “the least possible social interaction” saying “Today we are taking a step further, a decisive step in the restrictions that also extend to the private sphere, and we do so to reduce maximum social contact, both in public space and also within homes, because there is the focus of infections. He went on to explain that 69% of outbreaks detected between January 13th and 20th were of social origin and within those social outbreaks, 98.7%, "practically all", came from meetings with family members and friends. "It is in family relationships where we most relax and recklessly, we stop the mandatory use of the mask,” said Puig.

Brexit encourages more than 5,000 Local businesses need urgent Brits on register in three years financial support The United Kingdom's departure from the European Union has encouraged at least 5,000 Britons to register in the province of Alicante over the last three years. The final data of the register as of 1st January, 2020, broken down by nationality, released this week by the National Statistics Institute (INE), lists 71,277 residents from the UK, 1,549 more than those at the beginning of the previous year and 4,880 more than at the beginning of 2017. There are actually more Britons who have registered on the municipal registries of inhabitants during this time, taking into account that there will also have been Brits coming off the database and the figure is a total balance. The increase in UK citizens in the province is significant because it is by far the highest among any of the EU states, considering that this country was still part of the EU in the period to which the data refers. The groups of most nationalities have remained stable in recent years, or even slightly down, with such striking examples as the Germans and the Dutch, whose expats are particularly numerous in the province. The

number of citizens from the eastern countries of the EU whose arrival is more associated with work reasons, such as Romania and Bulgaria, have not even grown, which makes this British immigration even more exceptional. The most plausible explanation is, of course, Brexit, and more specifically its definitive entry into force as of 1st January this year. The British are no longer EU

citizens, which in practice legally obliges them to be registered if they actually live in Spain. Otherwise, they could find themselves in an irregular situation, in addition to not being able to access such basic and demanded services such as health and social services. This situation is not mandatory for people from EU countries and other states that are part of the Schengen Area, given the

freedom of movement that exists under normal circumstances. This often leads many expats to avoid registering, even when they use public services. This has traditionally been an inconvenience for public administrations, especially for municipalities, which are the ones who directly serve these people and are funded based on the population numbers. There has been a notable increase in the British enclaves in the coastal and precoastal municipalities of the province. In Benidorm it has increased by 476 people in one year, and by 897 since 2017. It has also grown in 2017 by 172, 88 and 72 people respectively, in Torrevieja, Orihuela and Xàbia, towns where Brit expats are traditionally more numerous. There are also similar growths in other municipalities such as Dénia, El Poble Nou de Benitatxell, Pilar de la Horadada, Catral, San Miguel de Salinas and Algorfa. However, there are also some exceptions, such as l’Alfàs del Pi and Rojales, where the number of British residents has actually decreased.

Local business owners have taken to Facebook to voice their concerns regarding forced closures, the associated ERTE scheme and a lack of financial support from the Spanish authorities. Hazel, co-owner of Paddy’s Point, La Zenia said: “The hospitality industry has received little or no direct aid since the beginning of this pandemic, which is incomprehensible, particularly when you compare this to countries such as France, Germany and the UK, which has received huge grants and injections of cash.” Lisa from popular Playa Flamenca eatery Spud Murphy’s explains how for 18 years they have paid into the social security system and highlights the pitfalls of the ERTRE system. Like its

contemporaries, Spud Murphy’s has to continue to pay full contributions for staff even when those staff aren’t working and are on ERTE and if the paperwork isn’t renewed then the business could be liable for contributions even when it has been forced to close. Eoin from the Stay Sod also voiced his indignation at the ‘many’ shortfalls of the ETRE system and said he has ‘never witnessed such an inefficient system when attempting to get funds to workers’. He highlights three key defects, namely discrimination – in that only workers with contracts are supported, payments not being made on time and over payments. The owners all call for more help and more support from authorities to avoid closures, in the form of grants for financial aid. The area is particularly reliant on

tourists and second-home owners – none of who can travel here for the foreseeable future. This means even when they are open profits have been decimated. Of course, the other concern is that the tourists won’t want to return at all if the local community is full of shuttered, empty premises forced out of business. Brendan from the Emerald Isle pointed out that it is estimated that almost 50 percent of local businesses will close permanently due to the effects of the pandemic; which will affect people’s livelihood and have a detrimental knock-on effect on the local economy and tax revenue. He also called for an urgent and ‘direct cash injection’. He also pointed out that the Spanish government is lacking in comparison to other European Countries.

Police raid brothel with suspected covid Police were forced to intervene at a brothel in the Alicante province where the women working there were suspected to be infected with Covid-19. A member of the public phoned the police to report that the ‘club’ was open on Saturday night despite restrictions imposed by the Valencian Government. The complaint alleged that women potentially infected by covid were practicing prostitution

on the premises. The women working at the club, as well as the management, deny the covid allegations, but for now National Police has passed the issue to the Public Health authorities in case any young woman working there is affected by the coronavirus. The authorities are also now investigating whether any of them could be a victim of trafficking. After the complaint by a member of the public, National

Police officers entered the premises covertly in plain clothes. Once inside, they were able to verify that the brothel was indeed in operation and there was no adherence to social distancing or masks being worn. 19 sanctions were issued to workers, management and clients. One person was detained for being in Spain illegally and five deportation proceedings were filed. Other sanctions were issued for lacking insurance.

Over two tons of hashish seized from boat run aground in Guardamar Guardia Civil are investigating the attempted landing of a boat containing more than two tons of hashish seized shortly before dawn last Wednesday. The drug traffickers fled when they were discovered by Guardia Civil. One arrest was made but the others are still on the run. The boat was detected at dawn on Wednesday when it was approaching the port of Guardamar. Guardia Civil began monitoring its movements through the cameras and radars of the SIVE system (Integral External Surveillance System). The crew must have realised they had been discovered by the Security Forces and set a new

course for Moncayo beach where they attempted to run the boat aground and flee on foot. The boat was stranded on the shore of the beach, very close to that of La Mata. The traffickers did not have time to unload the drugs and fled. In order to find the boat, alongside Guardia Civil, three patrols of Policia Local scoured more than a kilometre and a half of beach. Although the boat was not visible in the dark, the noise of the engine, which was still running, could be heard. Officers were able to arrest one person, who was still inside the boat, and alerted other patrols to try to locate the rest of the crew. In the urbanization of Pinomar,

next to the San José Obrero hostel, police found a van that was allegedly going to be used to move the drugs. The boat itself is registered to Torrevieja, where its former owner, oblivious to what happened, is a resident of the town and sold the boat some time ago. The boat remained on the beach for several days after the incident as a number of attempts to put it back in the water by the Guardia Civil patrol boat and the Maritime Rescue vessel were unsuccessful. However, on Sunday night the boat was set on fire, it appears intentionally, and now only the charred remains are left to be cleared.

Post Brexit regulations threaten the sale of over 800 homes per year A law which predates the Spanish constitution is threatening the sale of over 800 homes per year to British people in the Vega Baja. In addition to the new controls on passengers and goods entering Spain, life post Brexit also poses new obstacles in terms of the sale of homes to British citizens, at least in some parts of the Vega Baja, where a pre-constitutional military law limits the purchase of real estate for non-EU citizens. Specifically, it is the Law of Zones and Facilities of Interest for National Defence, from the 1970s, which catalogues a wide perimeter around the naval base of Cartagena, to include a large swathe of the municipalities of San Miguel de Salinas, Pilar de la Horadada, Orihuela and Torrevieja. In terms of the coast, it covers the entire coastline up to Cabo Cervera. The regulation does not actually prohibit non-EU citizens from buying houses in the area, but it does require written authorization from the Ministry of Defence, which can take between four and six months. The worry is that this extra paperwork may discourage potential buyers. The Provincial Association of Promoters (Provia), estimates that each year around 800 properties are sold to British buyers in the affected area. Up until now, these potential sales did not require any special paperwork. The issue is not a new one. Businesses and town halls in the region have been fighting for years to modify a regulation that that they believe hinders real estate business in one of the areas of Spain with the greatest reliance on residential tourism. In the middle of the last decade there were huge efforts by officials in Torrevieja and a motion was even approved in the Senate urging the Government to change the legislation, without any result. The circumstances led to the emergence of specialized agencies that can process the paperwork. Those affected must provide a variety of documentation, such as a criminal certificate from their country, plans of the property, a photocopy of their

passport - all duly translated into Spanish and, often, in duplicate. Provia’s General Secretary, Jesulado Ros said, “If buyers start to find problems, they will go elsewhere. Six months is already a long time, no bank is going to maintain the conditions of a loan for so long, and if it increases, it will be even worse.”

Despite the general public being mostly unaware of this administrative hurdle until recently, businesses have been warning the government for months of this new problem that would come with Brexit, and had submitted a number of petitions through the Government Sub-delegation. Specifically, these businesses have demanded that the obligation to request this authorization "which is

governed by a decree approved prior to the approval of the Spanish Constitution" be eliminated, or failing that, they propose that a more sensible alternative be applied instead. For Provia, “there are more up-to-date ways to obtain the requested data and much more complete and useful information would be needed than that requested.”In its view, the regulations on money laundering that financial institutions or public notaries must comply with are “examples of data that would be more than sufficient and current to study authorizing these home purchases and would mean simplifying the processes and, therefore, therefore, attract wealth to the province of Alicante.”

The Department of Culture is already preparing new virtual cultural visits so that all municipal museums and the Teatro Circo Atanasio Díe can be visited through the website. More than 14kg of marijuana seized at local border Guardia Civil officers from Torrevieja have seized two huge hauls of marijuana found in vehicles in separate stops at the Orihuela border control. The first saw officers arrest two Moroccan men, who threw a blue bag out of their vehicle as it approached the control checkpoint near Beniferri, Orihuela. The bag was dumped into a ditch running alongside the road, but was spotted by

eagle-eyed officers. When opened it was found to contain more than seven kilos of marijuana buds. As a result a 33year-old Moroccan was arrested for drug trafficking and presented to Court No 1, where he was charged and released pending trial. The car and the €405 in cash inside it were also confiscated. During a second stop-andsearch Guardia Civil Officers from

the same unit became suspicious of the smell coming from the boot of a vehicle they had stopped. The trained officers knew exactly what the distinctive smell was and were proved right when they opened the boot. Inside was a black sack with seven-kilos of marijuana buds inside. The 25-year-old Spanish driver was arrested, charged and released pending trial.

Orihuela City Council offers people and places to speed up vaccinations The Mayor of Orihuela, Emilio Bascuñana, has sent a letter to the Ministry of Health with the aim of offering the regional administration ‘all human and material resources available at the municipal level, in order to speed up and facilitate the development of the vaccination campaign for COVID19’.

Mayor Bascuñana specifically says in his letter that the City Council is making available ‘the opening in the afternoon of all the medical offices available in our municipality, as well as all the municipal facilities in public buildings, both in the town and on the Orihuela coast’.

The Oriolano City Council said it ‘would assume the opening of these centres, including the supply of the necessary auxiliary personnel, in addition to providing as much assistance as possible to speed up this vaccination campaign, which so necessary at this time’.

Man steals €43,000 CLARO calls for Coastal cemetery from two women he ‘helped’ with computers National Police this week arrested a Spanish man in Alicante, accused of defrauding two elderly women. The man had used the excuse of helping the women with repairs on their electronic devices in order to then make numerous charges and withdrawals of money without their consent, amounting to more than €43,000. An investigation was launched by Economic Crime Group of the Judicial Police after a family member of the man’s first victim notified police, indicating they were suspicious of the computer repair man. The first scam occurred at the end of 2020. The victim was an elderly woman, with early stage dementia who lived alone. The suspect was able to steal more than €41,000 between online purchases and withdrawals of cash at ATMs.

In the second scam, the man managed to steal €2,000. This time the victim was also an older woman who knew the scammer since they were neighbours. The woman knew that the man fixed phones and computers, and asked him to come to her house to sort out some alerts she had on her mobile. With the excuse of solving the phone problem, the man asked for her documentation and her bank card. After investigations at both of the victim’s banks, and following the money trail, the police verified that more than 100 charges had been made with the victims' cards for online purchases of computer equipment, articles of clothing and food deliveries as well as TV subscriptions. The 37-year-old suspect, with no previous criminal record, was placed at the disposal of the courts in Alicante.

The Covid-19 pandemic is seriously affecting the world in different ways, one of them being the collapse of many cemeteries, including some across the Vega Baja, caused by the increase in deaths. Orihuela Costa does not have a Cemetery which is one more item to add to the list of missing facilities and services not provided by the Orihuela City Council. This is one of the long standing demands made by local political party C.L.A.R.O on behalf of the Coast. This one however, is so important that several other parties that have included it in their electoral programmes. The residents of the Costa who have to bury their relatives are in real trouble, since because we don’t have a cemetery in our area - the one in Orihuela city is at least 40 km away - they then have to try to find a burial place in nearby neighbouring municipalities. These often have severe restrictions on access to a place, and are often conditional on being registered on the padron of that municipality. Neighbouring municipalities are also being obliged to extend their cemeteries under the pressure of increasing Covid deaths and have a scarcity of burial plots. Orihuela Costa has more than 25,000 registered residents and a further 20,000 more who are not registered for different reasons, but reside and pay their taxes. A large majority of these, especially European Residents are classed as elderly. The lack of a cemetery in Orihuela Costa, which practically all Spanish cities and towns have, constitutes an increasingly serious problem and joins the long list of deficiencies in services that local residents suffer such as lack of a decent Library, a

Elche man loses wife and 19­year­old son to coronavirus, 3 hours apart A man in Elche lost his wife and his 19year-old son within three hours to the coronavirus. The events occurred on Sunday last in Elche and were revealed by Julio Armas, a doctor at the Vinalopó Hospital emergency room, who announced the tragedy on Twitter so that people would be more aware of how critical the current situation is. The man went to the hospital to ask for some insurance paperwork and broke down in tears in the emergency room. Dr Armas says that when he saw the man, all of their hearts went out to him. The story of this 55-year-old man has caused a great stir on social networks, and although doctors do not usually talk about patients in particular, Dr Armas said in an interview on Cadena Ser, “there are stories that help others to become aware of how critical the current situation is.” The doctor's tweet went viral in a matter of hours, and in no time had over 28,000 'likes', almost 8,000 retweets and more than 600 comments.

More and more voices are complaining about the lack of a cemetery for Orihuela Costa. The CLARO President said: “An example of this is the case of local resident Fernando whose wife sadly passed away a few months ago and who had to let her spend more than a week in the chambers of the funeral home, due to the difficulty in finding a burial place. Finally Fernando found a dignified place in Los Montesinos where she now rests in peace. We also know of several cases of Costa residents

who have not been as lucky as Fernando to find a resting place for their relatives and end up having to cremate them, despite it sadly going against the last wishes of the deceased.” Cambiemos and CLARO, given the purported great difficulty for the Orihuela City Council to find a suitable plot for a cemetery on the coast, and with the Torrevieja cemetery close to Orihuela Costa, think it possible that an agreement could be reached with the City Council of Torrevieja to study a possible expansion of its cemetery which could offer a joint service, with spaces reserved for registered residents in Orihuela Costa, and others for those registered in Torrevieja.

Slave labour conditions on Murcia farm National police have arrested the owner of a fruit and vegetable farmer in Murcia, accused of the labour exploitation of migrant workers.

The agricultural employer is said to have paid his employees just 150 euros per fortnight worked, as long as they met the objectives that he set for them – the man usually claiming they had not carried out sufficient work for the full salary. The working day often exceeded 12 hours a day and the pay varied according to whether or not the worker was considered ‘legal’ in Spain. The workers were controlled and monitored at all times. According to investigators of the National Police, employees had to request permission even to go to the bathroom. And even then, the bathroom was in deplorable condition, failing to comply with even the most basic health measures. The man transported his workers in a van without seats and crowded in the back next to the merchandise, sometimes cramming up to 13 people into the van without respecting any of the health recommendations for COVID-19. One of the employees suffered an accident with a forklift and, at the time of

being attended to by the doctor, the employer claimed that the worker had been run over by a car while riding a bicycle. In addition, according to the statements taken by police from several of the exploited workers, the boss forced them to work despite suffering injuries during working hours. It was common to suffer cuts with knives and, depending on the severity of the injury, the worker could either bandage the cut and continue working or go home with no pay. Following an investigation, the National Police arrested the man redhanded as he was transporting seven of his workers in the back of a truck with no

seats or seatbelts. The investigation had previously discovered that the man sometimes put up to 13 people inside. The Police investigation also led the judicial authority to order the precautionary closure of the company's two industrial buildings and the blocking of the bank account of the man. The arrested man, a 53-year-old, was arrested and charged with crimes against workers' rights, irregular immigration and illegal trafficking of labour.

Province exceeds 3,000 cases for five consecutive days The province of Alicante registered 3,244 new cases of coronavirus, according to the figures released on Sunday by the Conselleria de Salud, which means that for the fifth consecutive day the figure has exceeded 3,000 infections. The accumulated number of people affected since the health crisis broke out ten months ago stands at 88,503. The new cases in Alicante have been more than double the 1,448 in the province of Valencia, despite the fact that the centre of the Community has 700,000 more inhabitants than Alicante. To these figures are added the death of another 18 people in the province of Alicante in the 24 hours prior to the figures being released, which leaves the number of deaths throughout these ten months at 1,443. In Valencia and Castellón, 22 more people have died, bringing the total number of fatalities

from the pandemic in the Valencian Community to 4,131. And meanwhile, hospital occupancy also continues to increase, although it is true over the weekend it has done so significantly less than in previous days, and that for the first time in 12 days there has been a small decrease in the number of patients in the Intensive Care Units (ICU). There are 1,700 people admitted to health centres in the province of Alicante, 11 more than the previous day, while there are 218 sick people in a critical condition, three less than the previous day (prior to the release of the figures on Sunday). In the whole Community there are 4,338 coronavirus patients, 586 of them in the ICU. On Sunday, ten new coronavirus outbreaks were registered in the Community, six of them in the province of Alicante.

Pilar Police denied Covid testing The CSIF union has denounced Pilar de la Horadada City Council for refusing to carry out PCR tests on members of the Local Police force despite the fact that several positive cases of Covid have been registered among its members and among other workers in the security building. This happened despite the fact that the CSIF was presented in writing confirmation that PCR tests were to be carried out to prevent the spread of infections. This CSIF emphasise that the Health and Safety Committee, which has not been convened for months, was also requested by the CSIF and SPPLB unions to carry out periodic tests to control the pandemic among municipal workers,

obtaining in response that ‘they were now not going to be carried out due to their high economic cost’. The situation has meant that those workers who have wanted to take the test have had to do so by going to public health centres or private clinics. According to the Union, there has been no response from the City Council regarding the situation and municipal workers have continued to work with colleagues who tested positive and are currently recovering from the virus, A Union spokesperson said: “As a result of the lack of concern of the council, new positives have appeared in the police staff, infections that could have been avoided if the tests had been carried out.”

Help urgently needed! An urgent appeal has been launched by the Easy Horse Care Rescue Centre in Rojales. The charity - which supports and cares for more than 120 horses, ponies and donkeys - is struggling more than ever to meet the continuously-increasing cost of feeding them and paying for veterinary bills. Centre founders Sue and Rod Weeding are now using their own money to provide for the animals, as they have been left with no other choice. With one of their rescued horses Gracie being rushed to the Alicante horse hospital last week with abdominal pain and a raised heart rate, they face another crippling veterinary bill at a time when they are still paying off the last one. Founder Sue Weeding said: “Because of the whole Covid situation we can't have our monthly open day so we have lost the income from that. That will last us 2 weeks. We are using our own private money again to buy the feed for the animals because we have no option it's as simple as that. The horses have to eat,” Sue explained. Even during lockdown the Rescue

Centre was still receiving call-outs from police to help them rescue abandoned animals. “Lockdown or no lockdown it is still 7 days a week 24 hours a day we are on call,” Sue continued: “If it wasn't for us, there would be nowhere for these animals to go which the police are finding. We have had horses brought to us from Granada because we were the only centre who would take them.” The Rescue Centre is now officially registered and recognised as a charity in Switzerland and there are plans to rehome as many horses as possible to enjoy a new life there, but even without the

current global pandemic disrupting life and plans around the world, re-homing horses is not easy. When they are seized by the police, Easy Horse Care is only a custodian of the animals and cannot rehome them unless they are legally made the new owner. Until that happens, they must simply carry on caring for them the best they can. Proposed cycle path between Guardamar and Rojales

The Minister for Territorial Policy, Public Works and Mobility, Arcadi España, has presented plans for a future cycle-pedestrian path along the CV-895 between Rojales and Guardamar del Segura. At the presentation of the project, which was attended by the mayor of Rojales, Antonio Pérez, and mayor of Guardamar del Segura, José Luís Sáez, the Minister thanked the two municipalities for their collaboration and underlined the importance of work between town halls to carry out projects that "represent a great benefit for citizens by facilitating mobility, promoting non-polluting modes of transport and being an alternative for leisure and sports, as well as an additional attraction for tourism." The Minister said that in order to carry out this project, which

would link with existing bicycle lanes on the CV-905, from Torrevieja to Rojales, “the participation of the Rojales and Guardamar del Segura municipalities is essential, especially with regard to the affected land, so that the Ministry can develop this project in phases as the necessary land becomes available for its implementation.” He has also pointed out “the importance of continuity and of uniting the already existing cycle-pedestrian lanes so that these routes can represent a true alternative to motorized transport, less polluting, more sustainable, in conditions of maximum safety.” He added, “the comfort of the route, the good weather conditions enjoyed by this area and the environmental value of the surroundings make this future cycle-pedestrian route a

very attractive infrastructure to improve connectivity and alternative tourism in the Vega Baja del Segura.” The CV-895 cycle-pedestrian path designed by the Ministry is proposed to run along the CV895 regional road, which passes through the municipalities of Rojales and Guardamar and presents an Average Daily Intensity of 8,640 vehicles per day. The CV-895 has a substantially flat and rectilinear layout, a length of 6,600 metres and borders the Laguna de la Mata natural park at a certain distance. It crosses several of the most densely populated urbanizations of Rojales such as Doña Pepa, Pueblo Bravo, lo Pepín, and of Guardamar del Segura such as El Raso. It is anticipated that once the cycle path is up and running it will be a very popular route.

Orihuela implements COVID cleaning Ángel Noguera, Councillor for Infrastructure, has appeared alongside the Deputy Mayor of Orihuela, José Aix and the Councillor for Education and Citizen Security, Ramón López, to inform the community that intense an intense cleaning programme is being implemented in public buildings. The purpose of the service is to maintain in hygienic and health conditions the more than 70 municipal buildings and facilities such as educational centres, municipal offices, medical offices, civic centres, police stations, cultural facilities and museums. This service is currently provided through indirect management, with a contract with the company Actúa Servicios y Medio Ambiente with an annual amount that the city council pays for this service to the successful bidder is € 1,693,394.99 per year, VAT included. Councillor Ángel Noguera, explained that “in these circumstances due to the urgent need to disinfect in the face of

Covid-19, we have opted to extend the contract. This extension takes into account the new centres such as the new school Playas de Orihuela. It has also been increased to a total of 6,885 hours in educational centres, 1,711 hours in ordinary buildings, and 120 hours in Local Police stations”. This extension is initially

proposed until June 30, 2021, in the hope that the evolution of Covid-19 will then allow a return to a normal and regular service and the end of the school year will see a reduction in the service. The service will be reviewed or a new contract tendered for later in the year depending on the

development of the pandemic in 2021. This will be assessed in the spring. The decision to increasing cleaning has been made despite the fact that the schools may or may not remain in operation, and it will be the City Council that, from here, evaluates how and in what way the service is provided, especially in educational centres. The Councillor for Education was keen to send a ‘message of tranquillity’ to parents and teachers, reassuring them that the City Council is responsible and aware of the situation and the needs of the educational centres in these exceptional circumstances. He also stressed that the government was committed to providing correct coverage to CEIP Playas de Orihuela on the coast, which needed a new organisation of its cleaning protocol, given that the new centre opened two years ago, in 2018 and so was not foreseen in the previous budget or contract.

Self­employed workers support increases A planned rise in self-employed persons' Social Security, or national insurance payments has been shelved until May instead of coming into force in January 2021, and the scope has been widened for those whose income is affected by the pandemic to claim. Starting with last year's lockdown in March, sole traders, business owners or freelance workers had to show their income had reduced by at least 75 percent as a direct result of the Covid crisis before they were able to receive any State benefits – unlike employees who, as soon as they were temporarily laid off or 'furloughed', would receive the standard monthly dole payment of 80 percent of their gross salary for the first six months and 60 percent thereafter. Now, though, self-employed workers only have to show a 50 percent loss in their income. Benefit payments, funded by Social Security – including sick pay, maternity or paternity leave, and in the case of the Covid crisis, total or partial cessation of activity either temporarily or permanently – are based upon a 'fictitious' salary on which the worker pays

30% in a monthly fee. The minimum Social Security fee payable by a self-employed worker is around €286 a month, based upon a 'fictitious wage' of €944 a month, but the next band up is based upon a 'hypothetical' salary of €4,000 a month, costing €1,200 in Social Security, with nothing in between. This means that other than those traders and freelance

professionals who are earning exceptionally high amounts – around two-and-a-half times the modal average employee takehome pay – the rest, above 80% of them, are only subscribed to the bottom band. It means the maximum they can receive from the State for sickness, maternity or paternity, or cessation of activity is around €944. For those whose income has

dropped by 75 percent due to the pandemic, they will receive up to 75 percent of €944, and now, those whose earnings have fallen by 50 percent or more will receive about half of €944. Any self-employed worker or business owner who is not able to continue with their activity as a direct result of the pandemic and its associated restrictions will be exempt from his or her monthly €286 payment, or €1,200 for the higher-band workers. Spain's government had been introducing small, progressive rises to Social Security contributions, in order to cover extra contingencies such as being out of work. The first increase, in 2020, was from €283 to €286, or 0.8 percent, and another rise of 0.9 percent was due in January 2021. This has now been put back until at least May this year. Payment for cessation of activity can now be claimed where it is recent, unlike, previously, where financial assistance was only available to those who reported a temporary or permanent cessation in full or in part between March and June 2020.

GBP / EUR UPDATE GBP Sterling had a busy week with some new highs against key currencies. It climbed to its highest level against the euro since May 2020 on the back of improving global investor sentiment in the UK, supported by further economic support measures announced by Chancellor Rishi Sunak over the weekend. The pound also made serious movements against the US dollar, reaching its highest level since May 20218. Increasing expectations of more economic stimulus in the US, and the subsequent growing risk appetite amongst investors paved the way for the pound to climb to a 31-month high against the US dollar. New President of the United States Joe Biden is thought to be bringing a stimulus package of nearly $2 trillion before Congress, buoying an already cheerful pound in the same week that both December inflation and the UK’s vaccination efforts outperformed expectations. November’s 2.6% economic contraction was also not as dramatic as feared. However, at this unprecedented time, this isn’t enough to suggest any movement on interest rates or monetary action by the BoE, despite some noise around negative interest rates from Monetary Policy Committee members in the last week. Andy Haldane, the Bank of England’s chief economist, was out again yesterday, dispensing his trademark optimism to students and alumni of Lady Margaret Hall. He expects Britain’s economic recovery “to start coming on stream, probably at a rate of knots from the second quarter”.Crucially, Mr Haldane argued that the government can afford to end its furlough plan before the recovery is complete. It was a major upgrade in optimism from his position a month

ago when he said almost exactly the opposite. EURO In common with most central banks, the European Central Bank left every aspect of monetary policy – benchmark rates and quantitative easing – unchanged. The statement indicated that asset purchases will continue until at least the end of March 2022. At her press conference, ECB President Christine Lagarde warned that the economy is heading for a double-dip recession as a result of anti-Covid lockdowns. Risks to the outlook “remain tilted to the downside”. The EUR was unchanged against the GBP, the JPY and on average. It added a third of a US cent. The EC also revealed its plans to boost the euro as an alternative to the US dollar. The aim will be “to erode the dominance of the US dollar and to insulate the bloc from financial risks, including US sanctions”. It has taken the EU a couple of years to decide how best to insulate itself from politically-inspired US financial caprice. The Eurozone economic data went no further than consumer prices and confidence. HICP inflation in Germany was steady at -0.7%. For the Eurozone as a whole it came in at -0.3% for the fourth consecutive month. Within the Eurozone, national rates ranged from Greece’s -2.4% to Slovakia’s 1.6%. Measures of institutional investor confidence in Germany and the Eurozone, from ZEW’s survey, found them all more confident in January than at the end of last year. In other news the CDU selected Armin Laschet to follow Angela Merkel as its leader. He is seen as a safe pair of hands who will follow the policy line set by Merkel. The CDU will make a separate decision on who should be its chancellor candidate in this autumn’s election.

Covid­19 vaccination campaign in Spain will focus on over­80s in second phase The over-80s will be the next group in Spain to receive the Covid-19 vaccine, Spain’s Health Minister Salvador Illa has announced. The first phase, which began at the end of December, is currently immunising residents of care homes, their carers, health workers and dependent adults. When this is complete, and assuming the vaccines arrive at the expected rate, the campaign will move on to the next phase, most likely in March. The over-80s are the most vulnerable group when it comes to the coronavirus, and account for nearly 67 percent of all official Covid deaths in Spain despite making up just 6 percent of the population (2.8 million people). The decision to focus on this group next was reached by the InterTerritorial Council of the National Health System (CISNS), which brings together the central Health Ministry and the country’s regional health departments. Initially, there were plans to immunize the over-90s next, but this is a small group in Spain of just over 500,000 people. A decision has not yet been made on who the next group will be, but the working group that will make the

decision is likely to opt for the over-70s (four million people in Spain), people of other ages with at-risk pathologies (eight million) and then essential workers (5.3 million people, including teachers). However, these decisions will depend on the number of vaccines that are available at any given time. During last week’s meeting of the CISNS, health chiefs expressed

their concern over the slowdown in the supply of the PfizerBioNTech vaccines this week, something that could put the campaign plan at risk should it continue. According to the health minister, the vaccination program is currently running at the required speed despite a slow start in some regions. The latest data show that a million people have received the

vaccine, which is 76.2 percent of the doses that have so far been delivered to Spain. Of these, 15,642 have received the second dose required for the PfizerBioNTech vaccine to provide its highest level of protection. “The current bottleneck at the moment is the arrival of the vaccines,” said Illa, adding that the 21 days between doses is a minimum requirement, but there are no issues should the second injection be administered 22, 23 or 24 days later. Whatever the case, the minister said he was confident that the doses would arrive at the expected rate. The minister also stated that a fall in coronavirus infections is being noted at the senior residences where the vaccine has been administered, “as was expected.” While in most cases only the first dose has been injected, that is sufficient to offer a certain level of protection. Studies in Israel, which is the country that has advanced furthest with its vaccination program, show that positive effects in terms of reducing transmission are notable as soon as the first injection has been delivered.

Instant immunity Covid ‘Stay of grace' on mortgage and rent drug trialled in Barcelona payments agreed due to 'Covid crisis' Immunity to the SARS-CoV-2 virus from the very moment of administration and suitable for those who cannot tolerate the available vaccines could be the next, very valuable step in the fight against the pandemic – and clinical trials are set to start in February at Barcelona's Germans Trias i Pujol Hospital. Researchers Dr Oriol Mitjà and Dr Bonaventura Clotet, team leaders of the trial run by the pharmaceutical firm Grifols, say the 800 or so participants are people who have tested positive for Covid-19 but are asymptomatic. With over half of all contagions in Spain being traced to contacts who are positive but with no symptoms – meaning they did not realise they had the virus – treating these patients is a major leap forward in protecting the general public. These donors have given blood for the purpose after suffering Covid-19, recovering and testing negative, since it is generally found that those who survive the disease enjoy short-term immunity, typically up to two months, whilst the antibodies their systems developed to fight the virus remain in their circulation.

The natural anti-Covid antibodies generated within a recovered patient eventually fade, which is why some people have caught the virus twice. Grifols' research team says injecting the solution subcutaneously – under the skin, which is relatively pain-free and easy enough for a person to do it themselves – at a local GP clinic would, if their calculations are correct, provide instant immunity and could be used primarily on healthcare staff, the elderly and immunecompromised people. It is designed to use on people who have tested positive, would stop the virus in its tracks and prevent its developing into a more serious condition, even in the very clinically-vulnerable for whom contagion would almost certainly be fatal, easing pressure on hospitals, and could help control outbreaks in places where Covid vaccines had not yet started or the double dose not yet given. The Grifols solution would also complement the vaccine, meaning those at risk who had not yet had the latter could be protected whilst waiting their turn.

Left-wing Podemos has won its battle with coalition partners PSOE (socialists) to bring back an optional nationwide 'payment holiday' on mortgages and rent. Economy minister Nadia Calviño has agreed to re-launch the moratorium on housing costs for those facing financial difficulties as a consequence of the ongoing Covid-19 pandemic. At present, this will run for a maximum of three months, until 31st March. The previous stay of grace offered for home loan repayments and rental costs finished in September, when it was thought the SARS-CoV-2 crisis, in Spain at least, was coming to an end – but when it became clear this was not the case, Podemos and its leader, deputy president Pablo Iglesias, started putting the pressure on the centre-left PSOE. Podemos has long stressed that the whole idea of politics is for parties to disagree with and debate with each other, and that a successful coalition thrives on this rather than suffering a rift and split as a result – the bipartite national government has proven to be able to publicly disagree and resolve matters between them, Iglesias says. Nadia Calviño's ministry says the new moratorium on mortgages and rent has been made possible thanks to facilities provided by the European Banking Authority (EBA), and which also allowed a new 'payment holiday' for utility bills for those suffering financially through the pandemic, from December. Those who qualify are households where at least 35 percent of their net monthly income goes towards paying their mortgage or rent and utilities – gas, electricity and water, but not

telecommunications – whose finances have been directly affected by the pandemic, and whose income does not exceed €1,613 per month. This figure is per household, but in the case of single-occupant homes, would cover almost every single one in Spain, as it is considerably higher than the modal average net salary nationwide and about the same as the mean net salary. To date, around 600,000 households have benefited from these moratoria, and as at the end of November 2020, Spanish banks and building societies had deferred over €1.38 million in payments, including mortgages and loans. The actual number of those who have taken 'legal' payment holidays is higher, because some banks offered them to customers who did not qualify under government guidelines. Stays of grace on rent payments were

a sticking point at first, given that these are normally payable to private landlords who need the income to cover mortgages on the property or for their own earnings to be able to pay the bills, but these landlords have often been able to apply for payment holidays themselves on mortgages and bills so they did not end up in financial difficulties as a result of condoning tenants' pay. In any case, banks are not permitted to repossess homes until at least a year's worth of mortgage repayments are in arrears, and are not allowed to impose 'abusive' clauses, such as hiking interest to a two-figure level as a 'punishment' for non-payment of one or more monthly instalments, thanks to a European Union law protecting property owners from potential homelessness when they fall on hard times.

Four killed in Madrid explosion Spanish king’s brother­in­

law granted open prison

An explosion that ripped through a building in central Madrid at 2.56pm last Wednesday – just a kilometer from the landmark square Plaza Mayor and 15 minutes on foot from the central Puerta del Sol – has destroyed a seven-story building, leaving at least four people dead and 10 injured. According to the emergency services all the evidence points to a gas boiler that exploded. The building was the Church of the Virgen de la Paloma parish centre, which contained office space, a shelter run by the charity group Cáritas, a meeting room, a living room and three housing units for priests. A strong smell of gas was detected in the building at around 2pm, spreading throughout the seven floors. One of the priests who was present, according to sources from the archbishopric, called a well-known electrician from the parish, David Santos

Muñoz. On arrival, the 35-year-old started to inspect “several” boilers that were located in the building. Minutes later the explosion took place, blowing out one of its facades. The emergency services confirmed that Santos Muñoz had died in the incident. He was married and had four children. Two other men died in the blast but their ages have not been confirmed. Another priest, aged 36, was confirmed to have died on Thursday morning after being injured in the explosion. Another 10 people were left with injuries by the huge blast. The most serious of these was a 26-year-old male who was taken to La Paz hospital in a moderate to serious condition; another male, aged 53, suffered minor head injuries, and was taken to the Ramón y Cajal hospital; and a third man, aged 29, suffered a fractured fibula and was moved to the Clínico hospital. A 27-year-old who suffered injuries

to his ankle was taken to the Fundación Jiménez Díaz for tests. Two National Police officers were also taken to hospital with mild injuries. The first minutes after the explosion caused chaos in the central La Latina neighbourhood. Hundreds of residents came out to their balconies, as a plume of white smoke – visible from kilometers around – pointed to the origin of the blast. Police and ambulance sirens began to wail all around. In around 30 minutes, ambulances, fire crews and dozens of police officers had cordoned off the area, and had begun to evacuate residents and passers-by. A neighbouring care home, Los Nogales, was immediately evacuated, with its 57 residents taken to safety as were the 200 pupils of La Salle-La Paloma school, who had only just returned to class that day after Storm Filomena.

Iñaki Urdangarin, the brother-inlaw of Spain’s King Felipe VI, has been granted permission on to move to Spain’s tercer grado, or Grade 3 prison regime. Under this flexible system, convicts are allowed day release and spend only the nights of Monday through Thursday in prison. Up until now, Urdangarin was only allowed to leave prison one weekend a month. The former Olympic handball medallist will also be allowed 36 leave days a year, up from 24. More importantly, from May 1, 2022, Urdangarin will be able to request early release, after completing two-thirds of his sentence. The public prosecution has announced that it will not appeal the court’s decision, meaning the ruling is final. Urdangarin, who is married to the king’s sister Cristina de Borbón, is serving a five-year, 10month prison sentence for his involvement in a scandal known as the Nóos case. He was found guilty by the Spanish courts of tax fraud, embezzlement and influence peddling, and entered a prison in Brieva (Ávila) in 2018. In exchange for the open prison regime, the penitentiary court of Castilla y León ruled that Urdangarin must continue his work at the Hogar Don Orione

centre for people with disabilities in the Madrid municipality of Pozuelo de Alarcón, and participate in a new rehabilitation program for inmates convicted of financial crimes – a demand made by both the Interior Ministry and the public prosecution. As part of the program, Urdangarin must take part in 32 group sessions and complete six therapy units with the support of a psychologist. These units cover issues such as self-esteem, emotions, value systems and

responsibility. To complete the program, which is scheduled to last between 10 and 11 months, Urdangarin must sit down faceto-face with someone who has suffered as a result of his actions. The court’s recent decision overturns a resolution made by Penitentiary Institutions, a department of the Interior Ministry with authority over

prisons, rejecting Urdangarin’s request to be moved to a Grade 3 prison regime; instead, this agency decided that he should remain in the more restrictive Grade 2. Urdangarin was, however, granted the benefits of article 100.2 of the Penitentiary Regulations, which enables inmates to go to work or care for dependents. Following this decision, Urdangarin was moved from Brieva prison to a cell in a Social Reinsertion Center (CIS). Judge Florencio de Marcos also criticised Penitentiary Institutions for having dismissed Urdangarin’s request for Grade 3 status with nothing more than “a 17-word paragraph, counting articles, conjunctions and determiners.” The judge described this reasoning as being “phrased in such a general way that it could apply to any inmate.” De Marcos said that this “bad habit” is “a regular occurrence” and that it violates inmates’ fundamental rights, such as the right to a defence. He also noted that Urdangarin’s former business partner, Diego Torres, is already on Grade 3. “The application of the law must be the same for everyone in the absence of a well-founded and reasonable justification,” said the judge.

When B-127 refuses to reveal Optimus' whereabouts, Blitzwing spitefully tears out his voice-box and damages his memory core. B-127 manages to destroy Blitzwing before collapsing from his wounds. Before entering stasis, B-127 scans and transforms into a yellow 1967 Volkswagen Beetle. On the run, Bumblebee finds refuge in a junkyard in a small California beach town. On the cusp of turning 18 and trying to find her place in the world, Charlie Watson discovers Bumblebee, battle-scarred and broken.

Spain unveils dates and plans for tourism reboot When the world gets moving again, quite a few map circles will land on Spain. After all we are the country with the picture perfect islands, lovable cities, food worth flying in for and buzzy culture that can’t be imitated. This is the land of late breakfast, even later supper and fun at every turn, and tourism authorities are already plotting how to safely bring visitors back, and when. Spain is a world leader in tourism. In fact, the country overtook the United States in the last few years as the second most visited country in the world, behind France. The coming and going of people is huge business for the country, with literal billions on the line for the tourism industry each and every year, amid up to 82 million annual passenger arrivals. To ensure the safety of all visitors, Spain is taking the downtime of bustling travel to figure out how and when to reopen with sustainable measures and according to Juan Molas Spanish Tourism authorities, Spain will begin reopening for wider tourism in April. Juan Molas, the Director of Spanish Tourism believes the country will be ready to safely welcome back visitors

from the beginning of April, based not only on the emergence of vaccines, but also improvements in technology and digitisation. Rapid tests are getting faster, more accurate and more affordable, and speed will also act to shore up long delays and logistical concerns which have kept people away. Spain has, and continues to invest significantly in acquiring testing technology resources at scale. As Europe’s tourism leaders meet this week for an emergency session of the United Nation’s World Tourism Organisation Summit, data sharing – such as access to testing or vaccination records – and rapid antigen testing is the focus. Juan Molas said: “We must think about delivery day. This will be at the beginning of April. There will be a recovery, yes, or yes, I have absolute confidence in it. First of all, we have to believe it ourselves, either because there will be a vaccine or because the tests at origin and destination will work.” Covid-19 vaccine distribution in each country is out of the hands of tourism

officials, but will undoubtedly play the most critical role in shoring up future travel concerns. For now, tourism boards are most focused on rapid testing and data harnessing, so that passengers are presented with easy and seamless ways to safely move, without the strain of added requirements. Authorities want to see test results or vaccination records, and a variety of solutions from one common app for all travellers, to physical health passports have been on the table. Tech based solutions tend to be the focus, in line with the digitisation trend. If Molas words are to be taken as literal, it sounds like Spain plans to test all arrivals before departure, and after arrival

in the country. It’s unclear if any exceptions would be made for those already vaccinated, and which format will be chosen as the official record keeper. Therefore, expect more rapid testing, some new apps and improved health protocols in Europe this summer, as travel gets moving again. And yes, it seems like most of Europe is planning for a full on summer of tourism. Who will be visiting Spain? It’s completely unclear at this point who exactly will be welcomed to Spain, or the rest of Europe as tourism reboots, other than those already within Europe. Whether April holds true also remains to be seen, but as of now, all indications are go. Even June would be very welcomed

news for local businesses. Government officials have been known to change course rather quickly in recent months, given rapid developments with vaccine rollout and new strains. The European Union has kept the United States and other large travelling countries off approved visitor lists in response to the ongoing health crisis, but if vaccinations make a significant impact on worst case outcomes in the coming months, it could all change rather quickly. With billions on the table, Spain and others will want to ensure as long of a season as possible, with as many high value visitors as possible, and that’s only possible if things remain safe for all.

Iberia to buy out Air Europa for half a billion Iberia has signed for the purchase of home-grown lowcost carrier Air Europa more than a year after the two companies reached a deal. The final amount of the buyout is half a billion euros – double the end price of the operation and which is due to be paid in full in the year 2026. IAG, the holding company which owns Spain's main national airline Iberia and also British Airways, had already agreed to the takeover, but the pandemic held up operations on what was described at the time as a move that would be 'groundbreaking' for the national tourism industry. It came after the State industrial participations society (SEPI), a fund for bailing out key corporations affected by the Covid crisis, had planned to buy back Air Europa – a brand belonging to the holding company Globalia – for €475 million. Two SEPI consultants were designated on December 23 in accordance with the buy-back terms, and the next step – still to be taken – was to nominate a joint executive director for SEPI and Air Europa in order to be able to proceed with the payout. Air Europa's bailout was the first operation funded by SEPI, which has a pot of €10 billion aimed and propping up

companies which were already solvent before the pandemic and which are considered 'strategic' for the Spanish economy, but which have been in danger of collapse as a result of the Covid outbreak. Iberia has since stepped in and agreed to purchase the airline, which may involve additional terms that could affect the existing agreement between SEPI and Air Europa. Either way, Air Europa was still operating as at the end of 2020 and is set to continue to do so, although even with the IAG takeover, is expected to continue trading under the same brand name. Iberia airlines mainly operates longhaul flights, in conjunction with other main national carriers, and is the world's principal connector from Europe and Asia to Latin America. Air Europa has mostly focused on short-haul scheduled and charter flights between Spanish and other European destinations.

Spain tightens restrictions The third wave of the coronavirus pandemic is pushing Spain toward a de facto lockdown, that – while stopping short of the strict home confinement rules introduced last spring during the first wave – greatly restricts social activities and freedom of movement. In response to the rising number of coronavirus cases, Spanish regions have introduced tough new measures, such as the perimetral lockdowns of municipalities and the closure of all food and drink establishments. But there is now debate about whether or not the current state of alarm should be modified to allow regions to apply even stricter restrictions. Under the state of alarm that was approved last October, there is a nationwide curfew – with the exception of the Canary Islands – from 11pm to 6am, which regional authorities can bring forward or back by one hour. The regions can also seal off their borders, provinces, cities and healthcare areas, so that only essential travel is allowed. But many regional governments want to go further and have called for more leeway to introduce tougher measures. Several regions, for example, want to bring forward the curfew to 8pm, which under the current rules can only begin at 10pm at the Salvador Illa

earliest. What’s more, the call for earlier curfew times has been sounded by regional authorities of all political stripes: the conservative Popular Party (PP) in Andalusia and the Socialist Party (PSOE) in Valencia. And in Castilla y León, the PPand Ciudadanos-run regional government has already imposed an 8pm curfew, although the move has since been appealed by the Spanish government. A number of regions, including Andalusia, Castilla y León and Murcia, also want to introduce a full home lockdown, like the one imposed between March and April last year. But the Spanish government, headed by a centre-left coalition of the PSOE and Unidas Podemos, believes the current state of alarm gives the regions enough latitude to

contain the pandemic. The government, however, is open to considering earlier curfew times and has agreed to debate the issue at the Inter-Territorial Council of the National Health System (CISNS), which brings together central and regional health officials. But on the question of home confinement, it is firmly opposed. “We are seeing a rise in cases as a result of the Christmas holiday period and that makes us want to have more tools to respond. But if the ones we have are applied well, we believe that they will be enough if we wait 14 days,” said Spanish Health Minister Salvador Illa in a radio interview with SER Catalunya. Indeed, with the restrictions already in place in some regions, many Spaniards are already under a de facto lockdown, only able to go outside to go to work, to school, for a walk or for exercise. For example, the regional government of Valencia ordered the closure of all food and drink establishments (takeaway service is allowed) and sports facilities. Under the new rules, which come into effect on Thursday, all non-essential retail stores will also have to shut by 6pm.

Spain to donate surplus vaccines to third world Spain will donate a percentage of the vaccines against Covid it purchases to third-world countries, specifically to refugee and asylum-seeking communities in parts of Africa, Latin America and the Caribbean, where availability of immunisation drugs is not guaranteed for at least 20 percent of the population. It is not yet clear how many of the 140 million doses due to arrive in Spain will be sent to these countries – most of which Spain already has humanitarian aid relations with – but the donations will not affect the roll-out nationally. The speed at which Spain carries out its national immunisation programme is not dictated by availability or cost of vaccines, but by human resources and other facilities such as space – it would not be physically possible to jab everyone in the country within weeks, which is why vaccine doses are being 'drip-fed' into countries weekly, so supplies do not exceed storage or administration capacity and 'go off', being wasted. The Council of Ministers has agreed on a Universal Charity Vaccination Access Plan which is separate to the European-wide programme aimed at donating around 5% of acquired

vaccines to countries and communities in need. Governments across the EU agree that until the whole world is vaccinated, nobody is completely safe, given that movement of people and goods will necessarily continue and could lead to the virus continuing to spread even after the first world is immunised. Also, the World Health Organisation (WHO) said on Monday that it would be a 'regrettable moral catastrophe' if wealthier countries, like Spain and the rest of Europe, failed to help out in getting the planet's poorest populations immunised. Some of the most needy communities are, in fact, in Europe already: Refugee camps in Greece, still housing those displaced by the armed conflicts in Syria, Iraq, Eritrea and Libya, among others, have been homes to these people for many years, a situation that appears unlikely to change in the near future, and where Covid outbreaks can lead to widespread tragedy. It is not clear, either, when Spain will

start to donate vaccines, but this will probably be when the national immunisation programme is well under

It is believed to be very likely that there will be surplus vaccines once the national programmes across Europe are complete – with the quota of Pfizer and Moderna jabs allocated to Spain in batches of approximately 350,000 a week, there will be enough to give a first dose and a booster to every one of the nation's 47.3 million inhabitants, with 32 million doses left over. Mass vaccination Based upon two doses per person, this means Spain alone will have

capacity to vaccinate 16 million people in the third world. As yet, it is not clear how often people will have to be vaccinated against Covid for, since neither the Pfizer nor the Moderna jabs are thought to give lifelong immunity, but by the time the population is coming up for its boosters, the laboratories will have been able to produce an additional, similar quantity to those ordered in for the year 2021. Another potential sticking point is storage – for the Pfizer injections, regional health authorities across Spain have had to buy freezers capable of reaching temperatures of -80ºC, which may be more difficult to source for thirdworld nations and could mean immunisation in these countries takes longer if batches have to be transported and immediately administered. The Pfizer doses are being delivered to countries in special packaging which keeps them at the required temperature, and which they can be kept in once they arrive, but ultra-chilled freezer units are necessary in case this packaging fails. Europe is aiming for a minimum of 20% of third-world nations' populations to be vaccinated, in addition to any special requests for help, such as the appeal from Rwanda.

Shakespeare on the Costa Blanca The Blind Cupid Shakespeare Company will be hosting a live performance fundraiser streamed live over Zoom and Youtube on February 12th, 2021. The showcase will feature a range of artists from over the world including America, New Zealand, Italy, Spain, the United Kingdom and United States. Attendance is donation based but all proceeds will go towards bringing professional EnglishSpeaking Shakespeare productions to the Costa Blanca region in Spain. Production dates are dependent on the COVID 19 pandemic, but the group hopes to perform in some capacity in 2021! The showcase will feature cuts from some of Shakespeare’s most famous plays including Hamlet, Much Ado About Nothing, Love’s Labour’s Lost, Merry Wives of Windsor, and, of course, Romeo and Juliet. Foods you need in your kitchen January is a great time to declutter, toss the junk and organise your pantry and kitchen to set you up for clean-eating success. Mary Berry says pandemic has taught us to use what’s in fridge

Dame Mary Berry has said changes brought on by the pandemic have taught people to adapt when it comes to home cooking. The Celebrity Best Home Cook judge, 80, said she hoped fewer shopping trips results in smaller quantities of food going to waste. Asked how the last 12 months have changed home cooking, Dame Mary said: “It has taught us all to use what’s in the fridge and store cupboard and to adapt if something wasn’t available. “Shopping once a week is a

Quick and Easy Pumpkin Soup

Sweet Potato Fritters

Ingredients 60ml extra virgin olive oil 50g unsalted butter 5cm piece (25g) ginger, finely grated 1 butternut squash pumpkin (look for ‘calabaza’ in your Spanish supermarket), peeled, coarsely grated 1 tbs curry powder 1 litre stock (vegetable or chicken, depending on your preference) 2 x 400ml tins of coconut milk, keep a couple of spoonfuls back for serving 1 bunch coriander, roots and leaves washed and chopped

Ingredients 1 garlic bulb 100ml extra virgin olive oil 500g sweet potato, peeled, grated 1 tsp each ground cumin, coriander seeds and dried chilli flakes 100g almond meal or almond flour 2 eggs 140g tahini Juice of 1 lemon, plus lemon wedges to serve 2 chorizo, skins removed, crumbled Toasted flaked almonds, and radish, to serve

Method 1. Heat oil and butter in a large saucepan over medium heat. Add ginger and cook, stirring, for 2 minutes until fragrant. Add the pumpkin

squash and stir to coat. Add curry powder and stir to coat the pumpkin. Add stock, coconut milk and coriander root. Bring to the boil and simmer for 10-15 minutes or until pumpkin is tender. Cool slightly, then, in 2 batches, whiz in a blender until smooth. Season to taste. 2. To serve, swirl extra coconut milk through soup. Top with coriander leaves and sprinkle with freshly ground black pepper.

Method 1. Preheat oven to 200°C. Place garlic on a sheet of foil and drizzle with 1 tbs oil. Enclose garlic in foil and roast for 1 hour or until very soft. Cool, then squeeze garlic flesh into a bowl, discarding peel. Set aside.

tbs of olive oil. Stir and fry for 2 minutes, then pile the spinach on top, let it wilt down and turn the heat off.

Method 1. Preheat the oven to 200ºC.

3. Spoon 100ml of the fish soaking water over the spinach, then drain fish and break up the pieces and sit them evenly around the pan. Finely grate over most of the cheese and season well with black pepper. Quickly layer the filo on top, tucking it around the fish and up the sides of the pan, tearing the last sheet on top in a nutty fashion.

2. In a bowl, cover the fish with boiling water. Put aside to soak while you trim and roughly chop the spring onions, placing them into a 30cm non-stick ovenproof frying pan on a high heat with 1

In 2 batches, add 1/3 cup sweet potato mixture per fritter to pan, flattening with a spatula into 10cm rounds. Cook for 2-3 minutes each side, turning carefully, until golden, then drain on paper towel. Keep warm. Repeat with remaining mixture (add more oil if necessary). 3. Place garlic flesh, tahini, lemon and 1/4 cup (60ml) iced water in a food processor. Whiz until glossy and thick. Season. 4. Place chorizo in a non-stick pan. Cook over high heat, stirring, for 8-10 minutes until crisp. 5. Top fritters with chorizo, almonds, and radish. Serve with roasted garlic tahini and lemon wedges.

Demanding Ex My soon to be ex husband says he wants me to return my engagement ring to him, and he says it is an asset of our marriage. Neither of us has consulted solicitors in our divorce yet as we had decided to save the money and just go for an amicable split and divide the contents of the house. The house we lived in was rented so there are no assets apart from things jointly bought together during the marriage, and the car which we shared. The engagement ring would be worth a fair amount because it is at least one carat, and possibly the wedding ring would fetch something because it is white gold, but I do not feel I should give over the diamond ring, as I don't believe it to be an asset of the marriage as my husband states. When I refused he got angry and said that he could also come at me for other gifts of jewellery he'd bought for me over the years. I understand a lot of couple these days are attempting to part amicably, and split assets down the middle. This can only really be done if there are not children in the marriage, as of course arrangements for maintenance for the children falls into an entirely different category, then of course legal help should be sought. As you have no children a fairly straightforward split could be achieved for you to go your separate ways, although I would urge you to consult a solicitor for at least the matter of your engagement ring, and other items of jewellery. How to make exercise easier A good workout should never feel easy - the whole point of exercise is to challenge yourself enough so your body has to adapt to get stronger, faster, fitter. But no matter how tough any workout is, there's always a subjective element to it, depending on your mood and mindset at the time, exercise can feel harder or easier than it should. Instead of feeling like you have to slog through 45- or 60-minute workouts at a time, your main goal is to get up to 150 minutes of moderate aerobic activity or 75 minutes of vigorous aerobic activity a week (or some combo of the two). Rather than a scheduling an hour-long workout, go for shorter ones throughout the day or week, and your exercise minutes will add up. Play the right jams Listening to upbeat, fastpaced songs with a tempo of 170 to 190 beats per minute reduced the perceived effort associated with endurance exercise and increased the overall benefits of a workout, according to a 2020 study published in the journal Frontiers in Psychology. That's likely because the music, an external stimulus, blocks inner stimuli, like fatigue. Smile (or at least fake it) Sure it's hard to paste a grin on your face when you're sweating,

wheezing, and generally working your ass off. But runners who smiled used less oxygen, ran more efficiently, and reported a lower rate of perceived exertion (or RPE) compared to those who frowned during their run in a study published in Psychology of Sport and Exercise. That does mean you should force yourself to grin through the duration of your workout. But smiling during the gruelling parts will have physiological effects like reducing muscle tension. Everything in your body is connected, so tensing even your face can affect the rest of your muscles and make a workout feel harder Hype yourself up Negative self-talk is essentially self-sabotage. The pain will be there, but if we magnify it, then it will consume us. Positive self-talk, on the other hand, was shown to boost athletic endurance in a scientific review of more than 100 sources published in the journal Sports Medicine. Positive self-talk connects us to our self-belief, our self-worth, our motivation as to why we're doing a workout. But instead of telling yourself "I can do this," try saying "you can do this" - a recent study published in the Journal of Sports Sciences found that athletes who used the second person were faster and generated more power.

Work out with a dedicated friend People who exercised with someone they thought was better than them worked out up to 200 percent harder and longer than others, a study conducted at Kansas State University found, and those who worked out with people had double the pain tolerance compared to when they worked out solo, according to Oxford University research. Basically, you can push yourself harder without making it feel harder if you have a partner in sweat. Practice mindfulness When people practiced mindfulness techniques for 30 minutes twice a week, they were able to work out longer without feeling exhausted, according to a recent study published in Neural Plasticity. The authors suggested that may be due to improved breathing and posture. Being mindful is easier said than done, but practicing outside of your workout will make it easier for you to reach that state when you are breaking a sweat. Keep your gaze focused It's tempting to look around for distractions while you're working out, but narrowing your gaze can help you move faster and lower your rate of perceived exertion, reported a study published in the journal Motivation and Emotion.

870 People Have Lost Their Lives On The Road Despite a reduction in traffic, there werestill 797 fatal incidents on interurban roads during 2020, in which 870 people have died and another 3,463 required hospital admission, which represents a 21% decrease in the number of accidents and deaths (-213 accidents and - 231 deaths) and a decrease of -22% in seriously injured (-970). It is the lowest death toll in history and the first time that the number of deaths on interurban roads is less than 1,000, a fact that must be framed in the context of the Coronavirus pandemic that has reduced mobility by 25% and consequently the road accident rate. The Interior Minister, Fernando Grande-Marlaska, presented the 2020 Road Accident Balance, pointing out that the figures are not a merit of the Government or the drivers, but of the pandemic that has conditioned everything. The Minister stressed, "We are aware of this situation, and in the Road Safety Strategy 2021-2030 in which the General Directorate of Traffic is already working and which will be the roadmap to try to achieve the ambitious objective set by the European Union of reducing by 50% of the deceased and seriously injured in the decade, the reference year will be that of the deceased in 2019, since 2020 is not representative�. During 2020 there were 321 million long-distance trips, which represents a reduction of 25%, less than the previous year, that is, 106 million fewer movements by road. This decrease has been greater on weekends (-35.5%) than on weekdays (20.8%) and in light vehicles (-29.40%)

than in heavy vehicles (-2.6%), since the latter have continued to supply the entire population, even during the harshest period of the pandemic. Since March (included), the deceased have decreased every month except September (+ 1%). The maximum decreases in the death toll were recorded in April (-59%) and May (-50%), equivalent to the largest decreases in mobility of the year (-75% and -60%, respectively). The smallest decreases in the number of deaths occurred in July (-3%), August (11%), and October (-8%) The number of vehicles has increased by 1%, reaching 34.8 million vehicles and the census of drivers has decreased by 0.7, leaving 27.1 million drivers. Evolution of the decade Between 2010 and 2020, the number of deaths has decreased by 49.7%. In the same period, the number of longdistance movements has decreased by 18.5%, while the number of vehicles and the number of drivers have increased by 11.9% and 5.2%, respectively. 670 people died in traffic accidents that took place on conventional roads, 127 less than in 2019. Despite the decline, this type of road continues to be the most dangerous and where the highest number of fatalities are registered (77%

of the total deceased). On high-capacity roads, 200 people have died on motorways, compared to 304 in 2019. The deaths on these roads account for 23% of the total deaths. The percentage of deaths due to vehicles leaving the road increases from 39% in 2019 to 44% in 2020. It should be noted that during the first state of alarm, 61% of those who died in fatal accidents occurred on road exits (compared to 40% of the average of the last five years between March 15 and June 20). Through travel, vulnerable users are

the ones with the greatest decrease in 2020 with -29% compared to the average decrease of 21% of the deceased. Motorcyclists have reduced their accident rate by -34% with 189 deaths, 97 less than in 2019. It is also notedthat 1 person died travelling in a coach, which confirms the safety of passenger transport in Spain. During the first state of alarm, trucks of more than 3,500 kg were the only means of transport in which their accident rate increased on the road (18 deaths in 2020, compared to 11 in 2019), and they went from representing 3% of the total of

deaths on interurban roads between January 1 and March 14 to 15% during the state of alarm. Smaller decrease in deaths among young people aged 15 to 24 years and in the group aged 55 to 64 years with -15% in both groups. The greatest decreases are registered in the age groups 45 to 54 years (-26%), 25 to 34 years (-23%), over 64 years (-23%), and up to 14 years (19 to 7 deceased) The non-use of seat belts among those who died in cars and vans is increasing. 26% of the deceased did not use a seat belt (125) compared to 22% in 2019. If they had used a seatbelt, half of these deceased could have been saved. During the state of alarm, the non-use of seat belts among the deceased in cars and vans significantly worsened compared to 2019: 36% of the deceased did not use it, compared to 20% in 2019. The use of helmets among motorcyclists increased: 2% of the deceased did not use it (6), compared to 4% in 2019. In the case of cyclists, 13 of the 36 deceased did not wear a helmet. Deaths decrease in all autonomous communities, with the exception of Castilla-La Mancha (+16 deaths compared to 2019), IllesBalears (+1 deceased compared to 2019), Cantabria (without variation compared to 2019), and Ceuta and Melilla (1 more deceased).

The greatest percentage reductions among the communities with more than 10 deaths in 2020 are registered in: Community of Madrid (from 90 to 44 deaths), Canarias (from 39 to 22), Catalonia (from 175 to 105), Asturias (from 21 to 13) and the Basque Country (from 38 to 25). In readiness of the entry into force of the application of 30 km / h on the roads of a single lane in each direction in cities on May 11, the DGT has prepared a document with recommendations for municipalities, which also provides answers to the doubts and cases that local administrations have been raising in this regard. Creation of a working group with the main municipalities to discuss the organization and discipline of personal mobility vehicles in cities, based on accumulated experience. Since January 2, these vehicles are classified as vehicles and their drivers are obliged to comply with the rules like other drivers. In this working group, issues such as the use or not of a helmet, reflective vest, minimum age to drive, will be discussed ... The figures presented are provisional and only refer to fatal accidents that occurred on interurban roads and victims registered up to 24 hours after the accident occurred. Grande-Marlaska has indicated that it will be necessary to wait to have the definitive figures already consolidated in which the victims within 30 days of accidents that occurred on urban and interurban roads will be included to have a complete x-ray of the road accident rate.

Carrying Animals in Cars Animals are permitted in private vehicles but must be properly restrained using appropriate harnesses or equipment, and so the answer is yes, they are allowed on the back seat, but only if they are secured. As we look at the law, it clearly says that having an animal in the vehicle that could interfere with the driver is illegal and can result in a fine, so a dog sat loose on the front seat for example is not allowed. Carrying animals which are not properly restrained is dangerous to them too. The same applies for cases, cages, and boxes with the animal inside, they too must be properly secured. Animals are unpredictable, especially in environments they are unsure of or not used to. If loose, they could interfere with the driver´s ability or visibility. In the event of a crash, the animal would suffer considerable injury and, most likely, death. There are a wide range of security devices available for animals, from boxes and cages, which must also be secured as mentioned, to harnesses which link to the security elements of

the vehicle, some adapting the existing seatbelts, others using security points designed for child seats for example. It is not just appropriate to have your dog attempt to wear the

seatbelt designed for human passengers, only the appropriate device for them. Incidentally, if you are found to have an animal loose in the vehicle, there is an 80 euro fine.

Abbey Anglers On Tuesday the 19th January we fished the 3rd round of the Abbey Angling Cup at yet again the El Bosquet Complex, 20 Anglers took part. We decided that we would fish pegs 1 to 3 and 17 to 40 in an effort to transfer some fish from this soon to be redundant section. The match was fished in decent conditions and the winner on the day was John Waples. Drawn on peg 1 he caught 14.40kg of carp and barbel to easily win the match. He fished the pole at 11 and 7metres and also down the edge using mainly maggots and pellets. Second on the day was Harry Billing who fished peg 30. Harry fished the pole across using micros and maggots. He struggled untilhe scaled down his tackle and ended up fishing a .08mm bootom with a size 22 hook to catch 7 carp and some mullet for 10.26kg. Third was the consistent Richard Smith who weighed 10.02kg of carp from a poor draw on peg 20. Richard used bread punch and fed liquadised bread. Other secion winners were Bill Reade and Alan Smith. The pairs event was won by Harry Billings and Mr Pastry with 17.26kg. Rods N Reels The following day,on what

turned out to be the last match for some time Rods N Reels fished the 3rd Round of the Winter championship at the same venue. John Waples continued his lucky drawing arm and from peg 26 won the match easily with 13.40kg. He fishe maggots at 13m and pellets at 7m to catch several carp and the odd mullet. Second on the day was Terry Brindley who says he fished pellet but obviously

fished paste on the end peg 38. He caught several carp for 8.80kg. Third was Richard Smith with 8.50kg. The other sectruon winter was Neil McBernie upon his return from a back injury. The match was fished in some of the coldest conditions that we have experienced in Spain. The wind was extremly cold and to cap it all we had a serious downpour with an hour of the match to go. The pairs was won by John Waples and yours truly Ian Brown. Important details re Covid Fishing Restrictions. Just a quick note to all. Match fishing has been suspended in Spain in both the Murcia and Valencia regions. You can still go pleasure fishing but covid restrictions and travel must be per local rules. Regarding El Bosquet this is still open for fishing but no sharing pegs etc unless you live together. This has been confirmed by the local Police and the federations. All Abbey and Rods and Reels matches have been suspended until further notice (at least 2 weeks) until we get the go ahead from the ministry and federations. If the FA Cup 3rd round is where giant-killing happens, the FA Cup 4th round is where folklore can be found or, more realistically, the crushing of those plucky little 3rd round winners occurs. And folks, it was very much the latter this weekend. There’s an argument to say the closest we came to a major shock was down at Cheltenham, where Peppy G’s thoroughbred racehorses faced fireworks and missiles being launched from the side of the pitch. Ben Tozer’s very best Rory Delap’s were discussed before the match at length and, understandably, City looked all at sea each time the opportunity came along - after all, you can’t imagine Guardiola spent too much time in training practising the art of defending the very long throw. Had there been some FA Cup romance in the air, the match would have ended after 70 minutes and we’d have had the goal that would be replayed every year until 2052 but romance was otherwise engaged, sadly, probably in lockdown and not allowed out. City scored three in the last eight minutes - boo and indeed hiss. The of-so-conveniently-drawn headline tie of the round was at Old Trafford where in-form Manchester

United welcomed very much outof-form Liverpool in what all us neutrals hoped would be a better affair than two weeks ago. And the FA Cup gods at least allowed us a little enjoyment. Firmino and Salah quickly remembered that goalcreating/scoring feeling which inspired Mason Greenwood, his personal drought being twice the length of Liverpool’s, to get United level. Blows were traded and then it came down to the big guns off the bench to get the job done - Bruno Fernandes, in to the game to blast home a free-kick where you have to wonder why the wall was set up in that way. At Stamford Bridge, Luton may have kept us waiting to get their match versus Chelsea underway due to, allegedly, snow affecting the clock in the makeshift away dressing room, but Chelsea came out of the blocks quickly and got two early doors. Not just two goals, of course. But two balls. For Chelsea’s opener, two balls were on the pitch - a fact worryingly ignored by the referee and two linesmen. Did the ball interfere with play? Well, given that both Luton central defenders were watching the wrong ball and the new ball was chucked in behind them, you could argue that it did interfere with play. That said, with Kepa in goal for Chelsea you are never completely

out of a match and Luton became the latest side to test his chocolate wrists to get back into the match. It wasn’t enough as Tammy Abraham helped himself to his hat-trick at the 19th attempt - making the statement ‘there can only be one man-of-thematch’ utterly pundit-like. Abraham was average at best and just happened to not manage to miss all of his chances, three happening to go in. And if you want the dictionary definition of ‘good height for a keeper’ take a look at Timo Werner’s penalty. Given that Arsenal won’t finish in the top six or win anything else this season, what was Mikel Arteta’s team selection about? Considering that the Gunners did really, really well to win the cup last season you’d have thought they’d be a tad more interested in defending it. They fully deserved the winning goal to come from an ex-Spurs player - it even managed a bit of classic modern Arsenal with Kyle Walker-Peters’ shot taking a couple of deflections on the way in. West Ham fans, I apologise now on two counts - one, I think you could win the FA Cup this season which means you are going to crash and burn in the 5th round. Two, I think David Moyes is making you into a very respectable replica of his Everton side from way back when. Up until last season, you’d have thought the Hammers at home to Doncaster was where we might get a shock but not with this West Ham side - 4-0, job done.
