Fatal blow to Cala Mosca

a fatal blow is about to be given to the efforts to save Cala Mosca, the last kilometre of undeveloped green land directly on the seafront of orihuela

Costa. the department for urbanism in orihuela town hall, headed by the Ciudadanos Councillor Jose aix, is to put forward a modified plan to build 2,000 new houses and apartments on this last remaining natural, unspoilt area. he is hoping to get approval for the development at the plenary meeting of the town Council this week. With the support of the Popular Party, the major party in the present governing coalition, the proposal will no doubt be approved. this will effectively signal the final go ahead for the developer, gomendio, to begin construction of the project which will not only cover this area, vital to the environment of orihuela Costa, with concrete and bricks but will add some 6,000 inhabitants to the population of

the coast, equivalent to an additional 20 percent of those already on the local padron. as well as the environmental concerns, local political party C.l.a.R.o also fears that this huge boom in the population will not be accompanied by an increase or improvement in the basic services vital to the quality of life of residents, but will instead result in a significant deterioration. the decision of the Councillor to put forward the proposal for approval is a controversial move. he attempted to do so in october last year but failed due to a report by the independent secretary general of the Council highlighting the illegality of the proposal, which not only lacked necessary technical support but also included other negative official

statements. according to C.l.a.R.o’s political partners Cambiemos orihuela, the latest proposal again lacks necessary technical reports and the haste in bringing it forward for approval can only suggest that the two governing parties have caved in to the pressure of the developer and have put his interests above those of the people who they are supposed to represent. Cambiemos and C.l.a.R.o. are so outraged that Cambiemos has denounced the move in a formal complaint to the Prosecutor for antiCorruption. they highlight that the proposal contains irregularities and involves possible criminal offenses including a statement to the national Prosecutors’ office, which raised

Building work on Orihuela Costa Emergency Centre completed the Mayor of orihuela, emilio Bascuñana, accompanied by Víctor Valverde and José galiano, councillors for emergencies and health, have announced that the building work phase of the orihuela Costa emergency services Centre is finished. the director of Work, José Francisco Ballester, explained that after considerable effort it has been possible to finish within the given deadlines. he said: “it is a fairly complete building with all the necessary requirements for the services for which it is going to be used.” it consists of a basement where there is a large car park, the cells block for those arrested, a gym for the officers and a large light atrium that allows for cross ventilation between all the floors. on the ground floor, which is the one that civilian personnel have access to, is all the police provisions, health emergency services and ambulance control, fire-fighters and also administration offices for the operation of these services. the exterior of the building is sober, to reflect the purpose for which it was built, it is made up of concrete panels, the windows have glass that tempers the sunlight. For now, the upper floor will be left, for a next phase, when the necessary funds are available. in addition, the building has a high-energy efficiency with the pre-installation completed for a photovoltaic plant. “We are very proud of the work that

Continued from page 1 questions about the project in May, that the proposal is in order when in fact it contains technical and procedural defects. we have developed together with the different agents because after many years we can see that it is now a reality,” said Jose Ballester. Víctor Valverde confirmed that in just over a month it will be possible for the centre to be up and running. he said: “it has not been an easy road. in 2010 the work started but unfortunately the company went into bankruptcy. For four years the work was in limbo until in 2015 emilio Bascuñana demanded that the Ministry of Justice and the economy allocate funds that belonged to all oriolanos, within the trust Plan. luckily, after all the adjustments, this Centre has been achieved with better, more functional and efficient facilities. “Regarding the second floor, we want to be able to accommodate new services as required and so we are going to keep it in reserve to be completed as required.” Finally, the Mayor of orihuela described the day as a happy one for the entire municipality since “the Centre we have been demanding, needing, for a long time and has gone through many problems is now completed. this is a very important resource for the entire municipality of orihuela, for the

increase in the population if the building project were to go ahead. thousands of vehicles owned by possible 6,000 new residents would have only two exits from the Cala Mosca urbanisation, and both directly on to the already congested n332. there is also outstanding an investigation by the environment Prosecutor’s office into the developer’s estimates of the two protected species which exist in Cala Mosca and which the project would have to

orihuela Costa and also for neighbouring municipalities that will benefit from the fire or health services such as saMu. We are negotiating for the ambulance service to have a permanent 24-hoursa-day base throughout the year, given the size of the local community.” next steps “the next challenge is to decorate and furnish the Centre and bring in the rest of the services for which conversations are being held with the generalitat Valenciana.” Mayor Bascuñana highlighted that the budget is not enough as many years have passed since the initial proposal and additions have had to be made. the second floor is missing flooring and partitioning, and it is expected that around 600,000 euros will need to be covered in the draft budget for this year.

safeguard. the future of Cala Mosca is now at a crucial stage and the prospects look exceedingly bleak unless there is a last minute change of mind by the governing coalition parties or an extremely rapid intervention by the antiCorruption Prosecutor. C.l.a.R.o. predicts that there will be an extremely hostile reaction by those living in orihuela Costa if this socially and environmentally destructive project were to be given approval in such questionable circumstances.

the furniture contract with a cost of 75,000 euros is practically resolved and it is expected that the next governing Board will approve the provisional award. the works of the orihuela Costa emergency Centre have been carried out by the oriolana company doalco for an amount of 2,064,000 euros, plus a modification of 130,000 euros. in it, the orihuela local Police, immigration and complaints office of the Civil guard, Civil Protection and emergencies will establish their headquarters and a service that the residents of the coast will appreciate such as the municipal tow trick to avoid residents having to travel to the orihuela City depot.

Costa bar owners Culture for the coast meet with Mayor to raise concerns

the Mayor of orihuela, emilio Bascuñana, recently met with representatives of the hospitality sector of orihuela Costa. the owners of several different bars, restaurants and nightlife venues used the occasion to expressed to the Mayor their concerns about the new restrictions due to the C o V i d - 1 9 pandemic. the group was keen to point out that the 12.30am limitation does not allow them to book two dinner sittings and they cannot offer a late drink either. they also explained that the aid they have received has been insufficient or in some cases non-existent and they also consider that the legal requirements are extensive and complicated. the owners questioned why he measures were generalised, and pointed out that the measures do not take into account each sector; since all the sanitary regulations are met in their premises, this would allow young people to be more supervised, preventing them from meeting up without any control.

Many of those at the meeting warned that they will have serious difficulties keeping their businesses open. “We may survive this summer, but i don’t think we will endure the winter,” said the owner of one of the local bars. in response, the Mayor told the gathering that the restrictions are outside of his powers, but that he will work to make their voices heard and that the measures are adopted in h a generalised way. he said he considers they are disproportionate and “we would all prefer that our children are in controlled places and not in areas where there is no one to watch them. i think that before taking all these measures they should listen to this sector, which is being severely punished. i hope that the vaccination of young adults will be accelerated as soon as possible. Both the tourism sector and the hospitality sector are safe and yet the measures seem to criminalise them, which is not the most appropriate. it should be change it to a system of individual responsibility and prudence”.

Mar ezcurra, Councillor for Culture, has presented the second edition of the ‘opera Cycle’ in orihuela Costa, which will take place during the months of July, august and september on the promenade at Playa Flamenca. it is a cycle that combines retransmissions of the best operas at the teatro Real with live concerts by bands and musical groups from orihuela. “on Wednesdays there will be screenings of the operas from the teatro Real and on sundays we will be able to enjoy the best music with these live concerts. all of this in a beautiful place by the sea,” the councillor explained. tomorrow, Wednesday 28th July the audience can enjoy the famous opera “otello” by giuseppe Verdi; on Wednesday, 4th august, there will be a screening of “the prohibition of loving,” an opera in two acts, written and composed by Richard Wagner; on Wednesday 11th august is “the Barber of seville”, a comic opera in two acts with music by gioachino Rossini and a libretto in italian by Cesare sterbini; Wednesday 18th august is the wellknown opera “Carmen” by georges Bizet and on Wednesday 25th august

the broadcasts will conclude with “tosca”, one of the most popular operas, by giacomo Puccini. the live concerts will begin on sunday 25th July with the orihuela symphony orchestra (oso), on 1st august the ginés Pérez de la Parra Choir will perform, on sunday 8th august the orcelitana lyrical union will perform, 15th august it will be aCaMdo’s turn, on 22nd august the trio Camerata antigua will perform, on 29th august 29 the daCaPo Musical association and on Friday, 3rd september the orquesta Ciudad de orihuela will close the concert cycle all performances will be at 8.30 pm and entry if free until full capacity is reached.

Caught in the act: Charity tin robber arrested a man has been arrested in torrevieja, accused of committing ten robberies in just one week. the man would enter commercial premises – bars, restaurants and shops – and steal the tip jar or charity collection tin. the 48 year old man was caught red handed in early July, and was directly linked to four such thefts. less than a week later, he was arrested again for a further six crimes and sent directly to prison to await trial. a few weeks ago, police noted an increase in opportunistic crimes with the same modus operandi. shutters or bars on commercial premises were forced open with a screwdriver

and once inside, the perpetrator would steal the tip jar, charity tin, cash register drawer or in some cases, alcohol. to avoid being recognised the perpetrator would use a mask, gloves and even knotted handkerchiefs to cover visible tattoos. the man is thought to have committed five robberies in one night, causing major social alarm among local business owners. the man was caught red handed attempting to commit

a robbery in a restaurant in the middle of the night. searching the man’s home, guardia Civil found evidence linking him to an array of other robberies. officers also found the tools with which he broke in, as well as his disguises.

understanding the process of what you’ll be required to do next, once you’ve had your offer accepted on a property to buy in spain, is probably the most im-portant part of the transaction. Knowing upfront what’s expected of you, will allow you to move forward with your purchase without any delays or risk of losing your future home to someone else! once your offer has been accepted, the next step is paying a deposit. this shows the vendor your intention of purchase. you’ll either be required to pay this amount by a credit card or bank transfer. if you’re being asked to pay your deposit in cash, say no and walk away! Credit card payments tend to offer good exchange rates. if you’re given the choice, it’s always better to pay in the currency of the country

you’re in, i.e. euros in spain. For bank transfers, you can use a currency company, i.e. Moneycorp, however if you haven’t already set up your account with them, you may need to just make the transfer direct from your own regular bank account to save time, as your deposit will be due pretty pronto! Without paying a deposit on a property you wish to purchase, means you’ll risk it being sold to someone else. if you’re not in a position to pay a reservation deposit, you’re not ready to make an offer just yet. Has your UK Adviser abandoned you? Brexit red-tape and complications have forced financial advisory businesses to abandon uK expats living across europe.

laws and regulations in each eu nation in which they operate are able to give financial advice to people resident in those countries.

Many uK banks and advice companies are now unable or unwilling to work with British nationals who live in the eu, as industry rules have changed following the uK’s exit from the european union. Pre-Brexit, uK-based financial advisers were legally allowed to advise expat clients in europe through a system known as ‘passporting.’ But since the uK’s exit, those legal rights for uK-based companies have been revoked.

this has meant that many uK-based advisory firms have been forced to ditch their expat clients as they are not now legally compliant to give advice in european economic area countries.

Following a transition period, since 1 July 2021, only those advisory firms that comply with local

New curfews in place those thinking of venturing further afield should note that the number of areas with curfews increased from yesterday, Monday 26th July and includes local towns and the popular weekend get-away venue of Benidorm. With cases increasing across all spanish regions many are introducing increased measures to combat the rise. the regional high Court in

Valencia has agreed to extend a 1am-6am curfew to 77 municipalities, up from 32. a total of 2.6 million people will now be subject to the measure, more than half of the population of the region. the regional government is also capping social meetings at10 people, both indoors and outdoors. Capacity at large events is limited to 50 percent, with a maximum of 1,500

people. the areas of subject to the new curfew are the three regional capital cities of alicante, Valencia and Castellón. the remainder in the alicante province are: alfàs del Pi, Banyeres de Mariola, Benidorm, Callosa d’en sarrià, Callosa de segura, Calp, dénia, gata de gorgos, la nuncia, Muro de alcoy, ondara, Pego, santa Pola, sant Vicent del Raspeig, sax, teulada and Vila Joiosa.

EU Gibraltar proposal rejected

spain’s new Foreign Minister, José Manuel albares, is flying to the united Kingdom on his first trip since taking up the portfolio in mid-July. albares, who has replaced arancha gonzález laya as part of a sweeping Cabinet reshuffle by Prime Minister Pedro sánchez, will have to deal with negative reaction by the uK government and gibraltar over the european Commission’s draft proposal to start negotiations with the uK on the subject of the British overseas territory. Foreign secretary dominic Raab has said that the mandate, approved by the eu executive, “directly conflicts” with an earlier framework agreed on december 31 by spain and the uK for the future relationship between the eu and gibraltar, a recurring

source of friction between spain and Britain. Raab also said that the european Commission’s draft mandate “seeks to undermine the uK’s sovereignty” over the

overseas territory and cannot form a basis for negotiations about the future relationship between the eu and gibraltar, which was left out of the Brexit deal, meaning that a separate agreement is required. in the

Brexit referendum of 2016, gibraltarians overwhelmingly voted to remain in the eu. speaking along the same lines, gibraltar Chief Minister Fabian Picardo said that in light of the current draft, there is “no possibility for this forming the basis for an agreement.” a major sticking point is the fact that the mandate only talks about spanish officers performing border controls at gibraltar’s entry points, without mentioning the presence of the european agency Frontex, which had been a requirement made by the uK and gibraltar. diplomatic sources explained that legally, spain would at all times be the legal guarantor of those border controls even if it had support from the european agency.

Torrevieja post office installs “self-service machine” for packages torrevieja’s main post office will soon boast a self service machine for packages, it was revealed this week. the installation, announced by Correos, has already been completed but the machine is not in operation yet. the new service will allow the user to weigh the package, calculate the price, select the shipping and delivery time, pay and deposit the package in a mailbox. the machine has been installed at the central post office in Calle Caballero de Rodas and according to Correos, the plan is to install 70 such devices across spain. 43 are already installed and fully operational. the machine consist of two elements: a “kiosk” that weighs the package, calculates the price according to the weight, allows the user to select the type of shipment according to the desired timeline, make the payment and print an identification label for the shipment; and a “dropBox” or mailbox that is opened to deposit the package, after the machines reads the shipping

code. the new system will allow customers to deposit and pay for sending parcels “easily and unattended” without having to queue at the counter. Following simple steps on the screen, the customer can perform the operation themselves. Correos says that customers should first place the package on the scale and follow instructions from there. the machine calculates the weight and the user then selects the shipping type. next, the sender and recipient information should be inputted and the payment made by card. the machine will then issue a shipping label which the user

must affix to the package. Finally, the sender should scan the shipping label and deposit the package into the awaiting mailbox and close the door to complete the process. the machine can be used in several languages and if the user wishes, they can register their data to speed up the process for future shipments. Correos also said that work is being done to expand the service to more products and it will soon be available so that customers can use the service for ‘reverse logistics shipments’, mainly, the return of online purchases, in a quick and easy way.

Living in Spain but still have a UK based financial adviser? By Sam Kelly dipPFs, eFa, Ba (hons) Managing Partner Chorus Financial

Chorus Financial are receiving an increasing number of enquiries from those of you living in spain looking to move your pensions and investments to a local financial adviser. a number of those enquiries were directly prompted by the uK adviser themselves, who had informed those clients that they could no longer advise them due to Brexit. there is a lot of confusion in this area so i will do my best to share what we know so far. Before Brexit, the spanish investment, insurance, and pensions regulators – the dgs and CnMV – allowed uK regulated entities to advise those of us living in spain through the freedom to provide services regime or by means of an establishment. When Britain left the eu, those rights were removed for uK based firms. in preparation for Brexit spain published article 13 of the Royal decree law (which you can read here: http://www.cnmv.es/ Portal/Brexit/FaQ-Rdl.aspx?lang=en). Within this, the CnMV have confirmed

that, according to article 13(3) of the Rdl, “contracts for the provision of banking, securities, insurance or other financial services, pursuant to which an entity provides services in spain while domiciled in the united Kingdom”… “will remain valid provisionally, until 30 June 2021, in order to carry out the necessary activities for an orderly termination or transfer of the contracts concluded prior to 1 January 2021”. in more colloquial terms, this is saying that for any existing business with your uK iFa, their ability to provide you with ongoing service and advice likely ended on 30th June 2021. this extension was granted to allow time to either end your relationship, or for your iFa to transfer you to an entity that can provide advice in spain. i wanted to further clarify this with the FCa, so sent them some direct questions, and they were kind enough to respond as follows: “Firms intending to do business with persons resident in the eea need to ensure they do so consistently with local laws and local regulatory expectations. Whether a firm can provide services to spanish clients (whether ex-pat or otherwise) is a question of spanish law.” With this response the FCa are stating that it is the country where you are resident that sets its rules, which supports the spanish regulator’s position in terms of

advising those of us who live in spain. so where does this leave you if you still have a uK iFa? Well, the first place to start is by speaking with them directly. it may be the case that their firm have set up a subsidiary in the eu and that through that entity they are able to continue to advise you here in spain. We have also seen several cases where the uK iFa had no idea their permissions to advise spanish residents had expired. For many of you who will find yourselves looking for a new financial adviser because of these changes there are some steps you can take. the FCa have set incredibly high standards for uK advisers, and this means the advice you will have been receiving over the years will likely have been transparent, appropriate and from a fully qualified adviser. you should expect that standard to continue here in spain. in simple terms, transparency means your adviser should go out of their way to fully detail all charges you will be exposed to, and of those charges, exactly how much they will receive. i would expect this to be detailed in both % terms and in monetary values. Remember, many products and funds in spain still pay advisers nondisclosed commissions, something that was made illegal in the uK many years ago. this can make your overall fees incredibly high. one big clue is that if a product has a tie-in, for example 5, 8 or even 10 years, then it will be paying an initial commission

to that adviser, and we’ve seen those as high as 8% of your investment value. you should always be offered an option with no tie-in or exit penalties. When it comes to qualifications, there are several bodies an adviser in spain could be qualified from, and all of these have online registers where you can confirm your advisers’ credentials. With myself, as an example, i am both uK and spanish qualified. you can find me on the uK register at https://www.thepfs. org/membership/member-search/ which covers all those uK qualified advisers registered with the Cii and PFs. you can also find me on the spanish register at https:// www.efpa.es/busca-tu-asesor-financierocertificado. again, in spain it is possible for someone to operate as a financial adviser without having any qualifications, so it is important that you confirm the advice you are receiving is from someone who is appropriately qualified. ask your financial adviser to confirm which register they are on and what formal qualifications they hold so you can verify this independently. of course, if you really want to be sure, then speak to a Chorus Financial adviser for a recommendation – this is always free and without pressure or obligation, so you can explore your options and make the best decision for you. Call me today on +34 664 398 702, email s.kelly@chorusfinancial.es or visit www. chorusfinancial.es for more information.

Covid surge in Spain revives mandatory mask debate Barely a month has gone by since spain relaxed the rules about the use of masks outdoors, and some regions are already requesting that the restrictions be toughened once more. as the fifth wave of the coronavirus progresses, with the 14-day cumulative number of coronavirus cases per 100,000 inhabitants now at 622, some regional governments are either demanding or recommending that citizens use the face coverings at all times in order to reduce the risk of catching the virus. spain’s lower house of parliament, the Congress of deputies, is due to debate on whether or not to ratify the Cabinet decree that allows for masks to be removed when outside, provided that social distancing of 1.5 meters can be observed. While there are parties that disagree with the measure, Prime Minister Pedro sánchez of the socialist Party (Psoe) – whose coalition government with unidas Podemos lacks a working majority – is likely to find the support that he needs. the rules changed on 26th June and spaniards could see each other’s faces once more. the scientific evidence had shown that transmission in outdoor contexts is very low,

but experts continue to be divided on the convenience of keeping the restriction in place while Covid-19 vaccine coverage continues to be low. at that time, the incidence was as low as 95 cases per 100,000 inhabitants, and the country was optimistically moving toward the summer, despite the fact that the curve of infections was beginning to creep back up again – coronavirus outbreaks

during student trips were the first incidents that raised the alarm. “the decision was taken too soon and it was mistaken,” stated elías Bendodo, the spokesperson for the andalusian government. the southern region has continued to recommend that its citizens wear masks at all times, and on tuesday Bendodo lent his voice to urkullu’s request for masks to be used in all circumstances. andalusia has also filed a request with its regional high

Court for permission to reinstate a nighttime curfew in a bid to curb the spread of the virus. Catalonia, which currently has the highest incidence in spain with 1,240 cases per 100,000 inhabitants over 14 days, has already implemented a nighttime curfew in over 100 municipalities, and has closed its nightclubs and bars unless they are outdoors. the government in the northeastern region is also in favour of masks being made obligatory once more in all contexts. But here in Valencia, theregional premier Ximo Puig has ruled out such a change, although he did recommend the use of masks “if you have any doubt” that there could be crowds. Óscar Zurriaga, spokesperson for the spanish epidemiology society, said: “While the relaxation of mask rules a few weeks ago sent a message of “optimism and false security that the pandemic was over,” a u-turn that makes them obligatory once more would serve as a warning to people not to drop their guard. “the impact would be minor because many people are still using them, but the advantage could be greater compared to additional measures,” Zurriaga concludes.

British tourist bookings up British holidaymakers’ bookings for spain have soared by 400 percent since the uK government announced its residents would not have to quarantine upon their return if they had been fully vaccinated by the national health service (nhs). this came into effect last Monday (19th July) but does not apply to British nationals living in ‘amber’ countries visiting the uK – unlike those travelling in reverse, expats here in spain will still have to quarantine for 10 days even if they are fully vaccinated. however, the department for transport (dft) says it is ‘exploring’ the possibility of officially recognising the eu ‘Covid passport’ proving incoming visitors from ‘amber’ countries have been immunised, but this is not yet the case. spain remains on ‘amber’, as does France, greece, italy and Portugal, among other popular european summer destinations, meaning tourists from the uK who are not vaccinated are obliged to take a Covid test before departing for home, another two days after arrival and a third on day eight, whilst self-isolating for 10 days. those resident in Britain and travelling to spain or any other ‘amber’ nation do not have to quarantine when they get home, but still have to take two Covid tests, before setting off for the uK and on day two after arrival. With 35 million British residents fully vaccinated,

even if only half of them took a holiday in spain, their total would equal that of 2019. Before the pandemic, over 18 million uK residents travelled to spain all year, of whom 6.25 million visited between January and May, before peak tourism season took off. this year, during the same months, only 130,000 did so, since everyone travelling to an ‘amber’ country was required to quarantine upon return and, for much of the beginning of that period, hardly anyone was vaccinated in full. this means Britain has now

fallen down the rankings in terms of spain’s holidaymaker market, to number eight, behind France, germany, Belgium, switzerland, the netherlands and Portugal. since the start of the pandemic, France has become the main tourism output nation – largely due to its land border with spain and the fact that many French holidaymakers travel there by car – having previously been only the third, after the uK and germany. British tourists typically stay slightly longer, but spend less money, than other european holidaymakers in spain,

according to figures released by the national statistics institute (ine).

Economic boost an average foreign tourist spends €1,102 per head per trip, or around €154 a day, including accommodation, food and entertainment, and stays for 7.2 days. British residents on holiday in spain spend an average of €995, or €135 a day, and stay for 7.4 days. But their contribution to spain’s tourism industry is still significant: they spent nearly €18 billion in the country in 2019. the change in the rules on quarantine for the vaccinated returning from ‘amber’ countries was set to apply from what has become known in the uK as ‘Freedom day’ – 19th July – and ever since the date was confirmed, flight bookings to spain from the uK have shot up by 400 percent, according to the spanish airlines association (ala). low-cost carriers, particularly Ryanair and easyJet, have increased flights to spain and other european destinations in anticipation. even a fourfold rise is a long way short of a typical summer, but is far better than was anticipated at the start of the year and, as confidence in safe travel and the number of people fully inoculated grow, it is likely these bookings will continue to rise.

More than half of population in Spain vaccinated

at least half the population of spain have been fully vaccinated, in line with the promise previously made by President Pedro sánchez – and figures seem to show this is a very valid claim. sánchez revealed that more 50 million doses have been administered, the vast majority of which are double-dose formulae (Pfizer-Biontech, Moderna and astraZeneca) with the others being single-dose Janssen inoculations. this means 23.7 million residents in spain are now fully immunised, out of a population of 47 million, so the 50 percent barrier already appears to have been broken. Many others outside those 23.7 million have had one dose, but depending upon which

formula they have been injected with, they may have to wait a longer or shorter period for their second. Children and teenagers of 12 and over who are still at school or college are expected to start their vaccines a fortnight before school starts and the entire 1229 age group will be tackled en mass, with some regions having now set up a system where they can book appointments. Pedro sánchez says the oftcited ‘herd immunity’ figure of 70 percent of the national headcount vaccinated will be a reality by the end of 2021, although the country’s original

deadline for this was by the end of summer. given that, of spain’s 47.1 million inhabitants, around 7.8 million are aged in their 40s alone, and nearly one in five is aged 65 or over, it would seem feasible that once all regions have started on residents in their early-mid 30s, the 70 percent will have been surpassed – so the late-summer target looks to be very much on track.

Works, Gabriel Valero, “it was one of the main investments contemplated in the municipal budget for this 2021”. The Councillor has pointed out that thanks to the initiative, “we improve circulation and road safety on these roads, a demand from both residents and people who usually pass through these roads.” The works have taken two weeks to complete, during which time traffic on local roads was cut off in sections as the works have progressed. The project is jointly financed through a grant of 64,131.93 euros granted by the Department of Agriculture, Fisheries and Food, while the remaining 42,754.07 euros have been contributed by Rafal town hall itself. The Councillor for public works concluded by saying, “from the City Council of Rafal we are going to continue working to improve and maintain access to the town in good condition through collaboration with the different administrations to create a safer municipality for all people.”

Five tips to take care of your heart in summer Failure to comply with cardiovascular care increases by 20% during the summer, say experts. This can cause a patient to suffer heart and cerebrovascular problems, a case of angina, poor blood supply, heart failure and stroke. All this without forgetting the increased risk of kidney failure. According to Dr.Luís González, specialist of the Integral Cardiology Unit of Quirónsalud Alicante, “In summer, long periods of letting our guard down can cause setbacks for our heart health; a poor diet with a lot of fats and salt, together with other factors such as tobacco abuse, excessive alcohol, decreased exercise on a regular basis - these factors can cause a lack of control of blood pressure”. In summer, blood pressure values are lower than in the winter months, this is because in the heat there is what’s called a vasodilation help lower body temperature and as a result you have a lower blood pressure. Therefore, if a hypertensive person is exposed to too much to the sun in summer and does not hydrate properly, they can suffer severe hypotension that in severe cases would cause loss of consciousness and fainting. According to Dr. González, “One of the medications used for the treatment of

high blood pressure are diuretics and if you add the high temperatures of the environment, you lose more fluids, which is why it is vitally important that you take more fluids than usual.” What is most advised for this type of person during the heat is to drink plenty of water, eat fresh fruit and wear light clothing to favour the replacement of liquids that are lost with sweat and thus avoid dehydration or in more serious cases heat stroke. Five keys to take care of your heart in summer The holidays are the perfect time to do everything we cannot do the rest of the year, but our cardiovascular health does not have to suffer. However, it is advisable to take some precautions so that forgetting the routine of the rest of the year does not take its toll. Carry on with medication. Breaking the routine makes us forget to take our medication, we always associate it with concrete actions such as breakfast, dinner, etc. Caution with heat. The main causes of mortality during heat waves are related to cardiovascular, cerebrovascular, and respiratory diseases. That is why it is not appropriate for us to spend a lot of time exposed to the sun in the hottest hours of the day. Watch out for alcohol.

Experts advise to maintain a healthy and balanced diet in summer just like the rest of the year. Excessive intake of alcoholic beverages can lead to heart rhythm disorders and other problems. Caution with the chosen holiday destination. For cardiac patients, it is advisable to avoid countries with extreme temperatures and countries with height above 2,000 metres because if the heart is damaged it will have to work more at altitude. As for the means of transport, remember that long journeys by plane increase the risk of suffering deep vein thrombosis when we remain immobile for long periods. Rest, important in summer. The aim of a holiday is to rest, but it is common that we end up doing the opposite by sleeping fewer hours. Something that is not beneficial for our cardiovascular health. Lack of sleep increases blood levels of stress hormones, which increases blood pressure and heartrate.

Spangles’ first performance in 18 months

After eighteen long months of online coaching and safelydistanced, masked rehearsals, Spangles performed in public for the first time at La Torre Golf Resort in Roldan, Murcia. “It was the best feeling ever to stand together and make music for an audience again. We have so missed not having public performances and it was thrilling to be back in public,” said Valerie Lynch, Musical Director. The resort holds a market every Wednesday and Friday evening during July and August, which is attended by approximately 750 people. Spangles sang in a beautiful setting, which allowed them to safely-distance and sing in the open air to an audience of more than 50 people. Spangles is a founder member of the Spanish Association of

Barbershop Singers (SABS) and their concert was attended by board members of the Association. “It’s an absolute pleasure to be back performing again, after such a long time” said Chorus Manager, Lyn Baines. “We have had such positive feedback from the audience too: strong, resonant and beautiful sound, and Spanish audience members sang with us when we sang their favourite Spanish songs.” Spangles is hoping for more

open-air, public performances while the good weather lasts, so don’t hesitate to get in touch with Lyn Baines if you’d like to book them. Spangles is a ladies’ a cappella chorus, singing in four part harmony. They rehearse every Thursday. If you’d like to book the chorus for an event or you are thinking about joining them, you can find out more on their website: www. spangleschorus.com or email info@spangleschorus.com

Spanish crisps cause a stir in UK shop Posh department store Fortnum & Mason is causeing a stir by selling Spanish crisps for £25. The eye watering price of a 500g tin of Spanish brand crisps Bonilla a la Vista Patatas Fritas left many shoppers flabbergasted and brought a lot of scorn on F&M online with some users commenting ‘eat the rich’ or likening the tin of crisps to a tin of paint. Critics pointed out a 24 bag multi-pack of Walkers Crisps weighing 600g in total would cost £3.50 from Sainsbury’s while three 150g bags of ‘posh’ Kettle Chips from Waitrose would set you back £6. The website description reads: ‘Gourmet crisps for all occasions. The striking tin is perfect for parties, picnics, and

all sorts of celebrations – it’s full to the brim and you can simply place on the table so that guests can help themselves.’ ‘Enjoy alongside delicious, seasonal dips such as salsa and hummus.’ The recipe contains just potatoes, olive oil and sea salt with Bonilla a la Vista making crisps in Spain for as long as 80 years. Shoppers in Spain who want to find out what all the fuss is about can buy a 500g

tin online directly from the manufacturer for €14.

New LED lights for Torrevieja Paseo

Torrevieja’s urban department this week reported the successful completing of a new lighting installation on the

pergola along the town’s Paseo Vista Alegre. The completion of the works was timed to coincide with the inauguration of the

International Habaneras and Polyphony Competition. The councillor Urban Image, Carmen Gómez Candel, reports that this is just the first phase of the restoration of the Paseo Vista Alegre. The council is awaiting confirmation of a project currently out to tender for the emptying and sealing of the planters along the paseo. The aim is to completely remodel the emblematic Torrevieja location, so frequently visited and photographed.

Tourist office becomes park info point Torrevieja’s main Tourist Office located on the Paseo Vista Alegre will become a Collaborating Information Point (PIC) for the Parque Natural de las Lagunas of La Mata and Torrevieja. The move is part of a collaboration agreement between Turisme

Comunitat Valenciana and Torrevieja City Council for the development of the TouristInfo programme. The overall aim is to improve information to visitors about Natural Parks in the area.

Through the agreement, the staff of Torrevieja tourist information offices will participate in training about the park in order to be able to offer information about the characteristics of the Natural Park and the activities that take place there.

an interest that is hers and not mine. I have suggested a romantic weekend away, but she refuses. I am beginning to think we don’t have a future together.

My wife has been very distant for a few months. She works for herself and is very busy, but I’ve noticed more of a withdrawal since she joined an exercise group. They workout locally in a nearby park, and she’s been going twice a week. She’s become very fit, and I have admired the way she is looking, however I am worried that someone else is also admiring the way she

is looking lately. The trainer, she has told me is gay, so it can’t be him; but there are others there. At first when she joined she wore loose sweats she had in the wardrobe, but in the past few months she has bought sexy, tight work-out wear and puts on make-up and does her hair before she leaves. I have asked her about joining myself, but she discourages that and says she needs something for herself -

I don’t think burying your head in the sand is going to help the situation. If you suspect something has changed in your relationship with your wife, then you must air it because it will continue to eat away at you otherwise. Find a moment when she has finished work

Ask her to at least listen, if she doesn’t want to comment, and then tell her to go and take some time to really think about what she wants from your relationship, because neither of you can go on as you are. Set another day and time for another talk and tell her you expect her to have given the matter a lot of thought, and you want to hear what she thinks.

Dealing with Heat Although many people still ignore the warnings, it is common knowledge that animals and humans will die if left in a hot car, a study conducted by the RACC Automobile Association, in conjunction with the Swiss Automobile Club, has shed light on some of the effects of vehicles in the sun. Among the key findings of the study, it has been confirmed that if a vehicle left in direct sunlight, where the outside

temperature is 35°C, standing without air conditioning, the inside temperature of the vehicle will reach a dangerous 55°C, or 131°F. A study in America stated that high environmental temperatures can be dangerous to the human body. In the range of 90 to 105°F, heat cramps and exhaustion may occur. Between 105 and 130°F, heat exhaustion is almost certain, and environmental temperature over

130°F is likely to lead to heatstroke. The RACC study wanted to confirm if the colour of a car can impact the internal temperature. They chose two different coloured vehicles for this comparison, a white one and a black one. They found that in the black car, the temperature reached up to 17°F more than the white one. As for the myths concerning leaving the windows open a fraction to decrease the temperature inside, the results under lab conditions revealed just a 2 degree difference, which is why the advice of never leaving a pet in a parked car, even with the windows open, is such an important one to heed. The advice concluded from the report is to try to remain stationary in direct sunlight for as shorter time as possible. Parking in the shade or under a carport will help lower the temperature. Using windscreen shades when parked will also help lower the internal temperature, as will covering exposed areas such as the dashboard, and especially metallic features inside the vehicle, which can cause burns when touched. Skin damage can occur from a temperature of 45°C. The internal elements like the dashboard, the seats, the steering wheel, or gear lever can reach temperatures approaching 80°C if they are not protected. Never leave anybody inside a car in the sun, although children and animals are more susceptible to damage caused by heat. Leaving the windows open, if the place you are parked is secure, can reduce the temperature slightly, as can choosing a lighter colour car when you purchase it.

Get Set for a Safer Summer The summer months often increase risks when driving, not only from the road environment, but also from within the vehicle. Sometimes, especially in the hot weather, the temptation to “relax” a little too much is greater, which we often see manifesting as feet up on the dashboard for passengers, or arms, and sometimes legs, extended out of the vehicle, but maintaining a proper position in the vehicle is not only important for our comfort, it is crucial for our safety. When used correctly, the vehicle´s seats and features offer the maximum protection in the event of a collision. If we do anything to change the characteristics of these features, we risk our safety tremendously. The trouble is, it is easy to forget about the safety features when we are weighed down by the summer, but putting our feet on the dashboard, or the seat for that matter, arms waving out the windows, not wearing our seat belt correctly are all an absolute NO. Arms and legs should be kept inside the protective shell of the vehicle. Sticking your head, arms, or legs out of the window is not a particularly good idea. There are countless documented cases of motorists suffering serious injury when “clipped” by a passing car, as well as the more gruesome stories of the loss of limbs in the event of a crash. Having an arm out of the window also poses a risk to other road users such as cyclists and motorcyclists. Being able to put your head out of the window implies that the seat belt is not worn correctly. If your body parts are not within the

safety cage of the vehicle, then you are at risk and are risking others. Arms extended from the vehicle may also confuse other road users who might think that you are giving hand signals, thus posing a risk that those drivers may incorrectly react to what they think you are gesturing. Visibility may also be obscured as a result, blocking the vehicle´s mirrors and making it difficult to observe the vehicle surroundings correctly. Even within the vehicle there is a serious risk of injury if you are not sitting correctly. An all too common sight in the summer months is a car passenger with their feet up on the dashboard, a practice that is not only illegal, but is extremely dangerous. In the event of a crash, if a passenger is travelling with their feet up on the dashboard, the injuries that may occur will be very serious, partly as the deployment of the airbag can cause more serious injuries than it prevents in this situation, and, irrespective of an airbag being present, the glass from the windscreen can cause serious injury, not to mention the effects of a passenger being crushed by the impact between the dashboard and the seat. In addition to the increase in occurrences of this sort of behaviour, there is also an increase in the number of fines issues as the traffic police try to not only advise drivers of the problem, they try and enforce remembrance through the issuing of fines. Incidentally, in the event of a passenger putting their feet on the dashboard, it is the driver who is ultimately responsible for the safety of the vehicle and, as such, it is the driver who will be fined.

Article 18, Section 1 of Royal Decree 1428/2003 of 21 November, approving the Rules of the road, states that “The driver of a vehicle must maintain their own freedom of movement, the required field of vision and permanent attention to driving, to ensure their own safety, that of other vehicle occupants and other road users. To achieve this, you must take special care to maintain the proper position and that of the passengers, and the proper placement of objects or animals transported so that there can be no interference between the driver and any of them“. Keeping both hands on the steering wheel, not leaning with an elbow on the window, keeping your arms inside the vehicle may have been the repetitive messages our driving instructor taught us when we first took lessons, but the advice is still very much key to a safe driving experience. Offence: Failing to maintain the proper position in the vehicle. This can refer to passengers with their feet on the dashboard, drivers with their arms out the window, or any other situation where proper posture is not maintained. Fine: 80 euro. Reason: There are many reasons why this rule is important. For example, in the event of impact, the injuries sustained by a person with their feet on the dashboard are nothing less than horrific. The same goes for instances where limbs have been lost or severely injured on account of them protruding from the vehicle. Plus, the seats in a vehicle are designed to give maximum protection, and comfort, and not being correctly positions poses a risk, and can

hinder visibility by the driver. The correct wearing of the seat belt is also crucial. Not wearing it over your shoulder and across the torso is the same as not wearing it at all. That is why the fine for wearing a seat belt incorrectly is 200 euro, the same as if you weren´t wearing it at all. Seat belts are designed for one purpose only, to save lives. Statistics show that by wearing a seat belt the probability of death when involved in a collision is halved, whereas according to the data from the Dirección General de Tráfico (DGT) and the Instituto Universitario de Tráfico y Seguridad Vial (INTRAS), the risk of death is cut by a staggering 77% in an overturned vehicle. However, for the seat belt to be effective, it must be worn correctly, for it to fulfil the function it is designed for fully. The correct way to wear the seat belt is for it to go across the torso diagonally, and across the waist, firmly secured in these positions. The top part must be on the hard part of the collarbone, halfway between the shoulder and the neck. The lower end sits against the hardness of the pelvis. The three-point seat belt, which is fitted as standard to most modern vehicles, has an upper (thoracic) and a lower band (pelvic). Both must be snugly fitting against the body. For the seat belt to offer maximum protection it must be on the hard parts of the body, leaning against the collarbone, halfway between the shoulder and neck at the top, and the iliac crest of the pelvis, never on the abdomen. Accessories such as cushions or other

additions should not be used. Once you have pulled the seat belt across your body and secured the strap in the locked position, make sure that the seat belt is not twisted at any point. If it is, undo the seat belt and remove the twists. Once secure, pull the seat belt so that it fits snugly against the body, with any slack being taken back at the top. If the seat belt is not worn correctly, it can cause further problems in the event of a collision. For example, if the upper band is taken off the shoulder, it can cause a head impact with the windscreen, dashboard, or seat in front. It can also produce cervical lesions. If the belt is not firm around the body it can cause the vehicle to slide under the belt, casing lower body and spinal injuries. This is often referred to as the “submarine effect”. To prevent “submarining”, the vehicle occupants must also sit in a proper position when riding in the vehicle, with the seat belt securely fastened as mentioned, and without having any additions such as pillows or cushions which may contribute to the reduction of effectiveness of the seat belt. It is also important to remember the one seat belt – one seat rule. All vehicle occupants are obliged to wear a seat belt, both in the front and the back seats. Some vehicles only have two seat belts in the back for example, and so that vehicle can only carry two passengers on that seat. There are other rules regarding children in cars. Primarily, children under 1.35 metres in height are not allowed to travel in the front seats and they most use an appropriate restraining system for their height and weight.

Local fishing clubs come together to provide essentials for local families

On Wednesday the 21st of July Rods N Reels ran the annual charity match at the El bosquet complex at Crevillente. With contributions from the complex itself and anglers from Rods N Reels, Abbey Anglers and Carp R Us over 500 items of toiletries were collected. These will be taken to the Town Hall at San Fulgencio and will distributed to local families in need. Big thanks go out to Bill Reade who organised the match and Cafe Uno in Catral who provided after match refreshments. The match itself was won by an old friend of ours The Flying Ditchman, Danny Kerkof. Drawn on peg 26 he fished paste on the pole to catch some quality carp for 37.64kg. In Second place was Bill Reade himself who fished bread from peg 28 for 18.68kg. Bill was closely followed by Terry Brindley with 18.66kg. Terry was drawn on peg 3 and after moaning about his peg for about 20minutes before the match proceeded to catch carp on paste steadily throughout the match. The pairs competition was won by Danny and myself with 49.61kg.

Abbey Anglers The previous day we visited the Embalse De Pedrera near to Torremendo. The fishing on this lake can be challenging to say the least and this turned out to be one of those days. Runaway winner was Bill Reade. Bill is an old hand on this venue and showed his class fishing tares on a bomb over about 3 pints of hemp to take a few barbel and several carp for 9.60kg.

In second place was another old stager Terry Screen who fished to pole to catch carp for 4.86kg. In third place was myself , Ian Brown with 3.52kg. I fished the feeder at about 20m to catch 5 small carp. The pairs competition was won easily by Bill and Terry. Further details can be found on our website at www.abbeyangling.es ian Brown

Just to show some the the quality anglers that we have here in our area, pictured here is Bill Reade , he was part of the winning team in Ireland in 1978 along with 3 world champions, Tommy Pickering, Kevin Ashurst and Ian Heaps.

TALES FRoM THE ToP FLiGHT n chris darwen chris@costablancapeople.com

Right then, folks - get comfortable because we have a lot to get through today. All the rumour-creators are back after their post-Euro 2020 getaway and they’ve been cranking out the rubbish to get Spurs fans excited about what players they probably won’t be signing. Before we get into all that, however, we should doff a cap to Ole Gunnar Solskjaer. Ole has earned a further three-year deal at Old Trafford for “improving the culture of the club”. That’s right, the days where trophies meant success for United are in the distant past and OGS has been rewarded in the same way a teacher gets a pat on the back for controlling a rowdy Year 6. The hottest topic of this window is around two England stars of the summer - Harry “I definitely want to get away” Kane and Jack “actually, I’m coming round to the idea of staying” Grealish. The week started with reports that Spurs had accepted a £160m bid from Man City and it was ALL ON. Within an hour, both clubs had denied that was the case - City going big in their statement and calling it NONSENSE. There are denials, and there are denials. Spurs continue to assert he is not for sale but Kane continues to believe they are bluffing and that gentleman’s agreement he thinks he has will be honoured - especially as there is an alleged £400K a week contract on the Ethihad table.

listening to people that have been saying things like, “you realise you won’t actually play that much?” and “weren’t you a bit bored watching all those England games this summer, it’ll be like that at City”. Villa are waving a new deal in front of their captain and pointing to the fact they’ve made some pretty cool signings so far and are being linked to several more (to be revealed not-so-exclusively later). Grealish is tempted - the signing on bonus alone might clear that £10k bar bill he racked up on holiday. Some people are scratching their heads more than ever about Arsenal. Having sold Emi Martinez for just £20m last summer despite him clearly being their best keeper, they are seriously considering paying £32m for Aaron Ramsdale of Sheffield United - he who has been relegated twice in a row. They’ve had two bids rejected and are going back in again - just like they’ve done with Brighton’s Ben White who could finally be announced this week

Arteta wants to add Dortmund’s Denis Zakaria to his midfield labelled “this lot look good on paper”. Chelsea are starting to sense that Dortmund are not overly keen to sell Erling Haaland to them, even at a crazy price. As a result, Chelsea have scoured the Earth for a cheaper alternative and have contacted the agent of Robert Lewandowski (as I am sure we’ve reported several times already). With Abraham moving out and Timo Werner open to the idea of heading back to the Bundesliga, the Champions League winners need to do something - which could well be getting neither and keeping Abraham and Werner. That said, they are also still being linked to Romelu Lukaku - so who knows? We certainly don’t and neither does Hakim Ziyech who is still being linked to a loan move to AC Milan. He won’t be replaced by Real Madrid’s Eden Hazard who has zero interest in returning to the Bridge which is a relief to most Chelsea fans - but the club do fancy bringing in Sergio Romero to be the 3rd choice goalkeeper this season. He’s on a free having left United and would tick the box of “quirky 3rd choice” for Chelsea an absolute must. Liverpool have flogged Harry Wilson to Fulham and are still keen to find a way to get Divock Origi, Shaqiri, Nat Phillips and Neco Williams out to raise £60m or so. They’d like to spend some of that on Italy star man Fede Chiesa, but Juventus said no to their £86m bid. Damn you, Juventus - that could have been the ultimate “sign a player after a few good tournament games and regret it forever” moment. More realistically, Liverpool like the look of West Ham’s Jarrod Bowen who may or may not have played alongside Andy Robertson at Hull. If the deal happens, I’m sure that will get cleared up.

Whether the deal happens or does not happen, Kane is unlikely to be on the field when the two sides oh-soconveniently meet on the opening weekend of the Premier League season. Random fixture generators, eh? What were the chances? Grealish seems to have started

for anything up to £60m. Arteta is not stopping there - he wants to bin off Alexandre Lacazette to free up some cash to end Tammy Abraham’s Chelsea hell. If he has any change left after paying Tammy £125K+ a week and the £40m he will probably cost, plus the £20m from flogging Granit Xhaka to Roma,

Kloppo also likes the look of AC Milan’s Franck Kessie to do a job in midfield. Good at penalties too, is Franck. It wouldn’t be a rumour-based column if Paul Pogba didn’t get a shoutout. He doesn’t look likely to sign a new deal but PSG’s fans have made it quite clear they don’t want him joining on a free next year.

As much as Solskjaer protests, there is a big chance Pogba will be off this summer and Massimo Allegri would not be against him returning to Juve. United are still taking forever to get the Raphael Varane deal done, haggling over the last £10m and have apparently joined Arsenal in the race to sign Wolves’ Ruben Neves. Unfortunately for United, their initial talks with wonderkid Eduardo Camavinga have been written off as “quite disappointing”. Cutting. Donny van der Beek has got wind of Pogba being out the door and has decided to stick around in case he gets a game just because he is still there. Anthony Martial won’t be so lucky as OGS sees no need for his inconsistent consistency now they have Jadon Sancho and will sell him to anyone who wants a moody Frenchman who doesn’t score enough for £50m. Those signings Villa have been promising Grealish look something like this - Todd Cantwell from Norwich, Leon Bailey from Leverkusen and, er, Julian Alvarez from River Plate. You can see why he is tempted to stay, no? No? Crystal Palace are signing anyone who claims to be a footballer currently as they’ve realised they need some players in time for the new season - coming in are Joachim Andersson (went down with Fulham last season), a freebie from Sunderland (maybe) and possibly Ozan Kabak - who spent the end of last season on loan at Liverpool. Everton are collecting wide players like… well, a club that sold all their wide players and now have a manager who really wants wide players. Andros Townsend and Demari Gray are in - significant upgrades on Ademola Lookman, Theo Walcott and Bernard I am sure you will all agree. Oh, and Alex Iwobi. They’d also like Jesse Lingard from United if he does end up leaving and West Ham can’t afford him. If West Ham can’t get Lingard, they want Ross Barkley to see if Moyes can repeat the same trick twice. On top of that, Matty Perreria from WBA is on the list which is utterly bizarre given he is (a) more expensive than Grady Diangana who went the other way last year and (b) not as good as Grady Diangana who went the other way last year.

Newcastle and Leeds are fighting over Swedish midfielder Jens-Lys Cajuste from FC Midtjylland. Leeds want to add him to the signing of Lewis Bate from Chelsea - another young Chelsea kid joining another Premier League side - a bit like Myles PeartHarris who joined Brentford. As did, Kristoffer Ajer finally - getting away from the Scottish Premiership to fulfil his dream of playing alongside Pontus Jansson. Still with us? Good - a bit of Spurs as you’ve been so patient. They have signed an Italian keeper on loan, are looking at a Serie A defender and a Serie A striker. It’s almost as if their new DoF is Italian or something. Cristian Romero might be coming from Atalanta and Joaquin Correra from Lazio. Paratici will be gutted he missed out on Ashley Young, no doubt.
