TIME TO TAKE RESPONSIBILITY FOR OUR RIDERS The Truck & Fleet Middle East towers of power face a small park which often finds itself doubling up as a rest-stop for bike delivery riders wearing orange or green t-shirts. Most of them look exhausted by the time they sweat and loiter there. Motorcycle delivery services in the UAE may have revolutionised the logistics and delivery industry, catering to the fast-paced lifestyle of the Emirates, but we haven’t done a very good job in looking after them. It’s noticeable to me that they rarely talk to each other. Take the uniforms and the pads off (well those that wear them) and they would resemble the hollowed out homeless that strew across Europe’s open spaces. Those folks always look tired too but then they rarely have to find shade as the mercury heads north of 40oC. These nimble two-wheelers weave through the bustling city streets of Dubai, Abu Dhabi, and beyond, bypassing the snarls of traffic to deliver everything from important documents to hot meals at worryingly breakneck speeds. This mode of delivery requires a respect for the urgency of time-sensitive demands, reflecting the dynamic pulse of the UAE’s economy, and our appetite to have what we want, when we need it.
At the Fleet and Mobility Summit earlier this year, Yango Delivery had to face a series of questions about rider safety and training. The perception, even in a savvy fleet environment, was that they have become dangerous pests on the roads that put their lives on the bottom line to get to the next delivery. I don’t blame them for wanting to break where they can. It must be exhausting. The relentless pace can take a considerable toll on the riders. Long hours on the road, high temperatures, especially during the summer months, and the pressure to meet tight delivery schedules can lead to rider exhaustion, both physically and mentally. This not only jeopardizes their health and safety but can also affect road safety and service quality. It’s critical for employers to ensure sustainable work schedules, provide adequate rest periods, and enforce strict safety measures. They also need to encourage their riders to take advantage of rest-stops such as the 356 new air conditioned areas the UAE is putting out there. We must always ensure fair working conditions, because addressing rider exhaustion is not just a labour issue but also a social one, reflecting on the values of the community and its care for its workforce.

INTERVIEW
A
s the Head of Strategic Account Management at Scania Group, Evalena Falck is an industry veteran with invaluable insight into how the Swedish manufacturer believes it can help the transportation industry and governments scale up new technologies for decarbonising heavy road transport. Speaking at a Dubai event organised by Shell to look at the evolution of fuel and lubricant technology commitment it becomes evident, that Scania believes that both near-term and long-term targets must align with science-based objectives. Scania is not just participating in the industry’s evolution but actively pushing its boundaries. Setting ambitious goals, like the 50% reduction in CO2 emissions from operations and the 20% reduction from vehicles on the road by 2025, is indeed a testament to your dedication. It’s a significant challenge, considering this encompasses the bulk of your emissions (97%), which demonstrates Scania’s genuine commitment to leading the charge against climate change. Collaboration with other parties is crucial. It reflects a broader understanding that the industry must work cohesively to tackle the shared environmental challenges. Partnerships with companies across different sectors, such as Shell, underscore the multidimensional approach required to make substantial progress. Signing up for the Climate Pledge and aiming for net-zero emissions by 2040 is another bold move, placing Scania among the frontrunners in the commitment to sustainability. This vision not only sets a high standard within the truck manufacturing industry but also sends a strong message to the entire transport ecosystem about the urgency of climate action. The road ahead will undoubtedly involve continuous innovation, collaboration, and investment. By sharing this vision and strategy, you’re indeed providing inspiration and setting a clear pathway for others to follow. The good news is that Falck believes that the technology is there even if there are major challenges to be faced.
isn’t just about the product—it’s about the entire ecosystem. Initially, our focus was on natural gas, which offers modest CO2 improvements. However, the real game-changer is biogas, which can cut emissions by up to 90%. The infrastructure, legislation, and operational changes all need to align for this transition to occur at scale, and this is a process that takes time. With EU legislation varying so much, is there a role for the EU to play in pushing for lower emissions, especially in agriculture, which could benefit from biogas? In our experience, smallscale trials, where a handful of vehicles are tested, often lead to larger orders and more extensive adoption when those trials prove successful. With our gas vehicles, for example, we’ve moved from selling a few units to selling hundreds as the technology has proven itself scalable and reliable. That’s an impressive leap. But why aren’t we seeing a universal
The real gamechanger is biogas, which can cut emissions by up to 90%”
Certainly. Legislation at the EU level could help create a more cohesive approach. However, the reality is that each country— and sometimes each city—has its own rules. What’s more, while there’s a big push towards zero emissions, a reduction of 90% is also significant and achievable now with technologies like biogas. So, it’s about setting ambitious, yet pragmatic targets?
Exactly. Zero accidents or zero emissions may never be fully attainable, but striving for them pushes the envelope of what’s possible. It’s about progress, not perfection. And what about the shift to electric vehicles, especially in regions that are

will adopt different solutions based on their resources. Solar power can drive the adoption of electric transport where it’s abundant. Still, without green electricity, electric vehicles don’t currently offer a sustainability advantage. We also have to consider the energy prices, vehicle costs, and grid capacity, all of which play a role in whether a shift to electric transport is viable.
vehicles in regions where the business case and infrastructure support it. Can we talk about the carriers’ perspective? You mentioned a Danish carrier that seems like a good example for others to follow.
On the topic of grid capacity, is that not a significant barrier?
Indeed, it’s one of the largest barriers. Grid upgrades require considerable time and investment. The early adopters of fast-charging infrastructure may benefit, but as more join, the grid’s limitations become apparent. For example, adding a third fast charger in an area could lead to a voltage drop—impacting not just the charging stations but potentially the local power supply as well.

Scania’s strategy is very much about flexibility and modularity, akin to a ‘Lego’ system of interchangeable components. This approach will continue with new technologies, allowing us to develop and offer different technologies in parallel to meet diverse market needs. We’ll continue to evolve our product line, which may include hydrogen

Absolutely. It’s crucial we understand the position carriers are in right now. The carrier I mentioned felt cornered by the rapid industry shifts towards sustainable solutions. They’re under pressure to adapt, but without the resources or clear direction, particularly in technology investment. This speaks to a larger issue in the industry where small to medium-sized enterprises don’t have the capabilities to research and pivot their operations easily, especially with the additional operational time and costs associated with sustainable technologies like gas or electric trucks.

Infrastructure is a critical piece of the puzzle. We’ve made commitments, like our joint venture to establish fast chargers across Europe. However, recognising the significant gap – we need eleven times what’s currently planned – it’s clear we must catalyse further investment. It’s not just about putting hardware in the ground; it’s about strategic placement and ensuring it meets the needs of the transport sector specifically. We’re engaging with various stakeholders, including competitors, to address this collectively.

There’s no doubt that early adopters in this shift will have a competitive edge. They will be the ones ready to reap the benefits of lower total cost of ownership when it aligns with sustainable technologies. People are at the heart of this industry, and any technological or operational shift must consider the human impact. We’re looking at this not just from a logistics standpoint but also from a quality of life perspective for our drivers and staff. As we change operations, we have the opportunity to create a better working environment. At Scania, we’re passionate about leading this change, driving the shift toward sustainability, and we encourage others to join us. We’ve taken a hard look at our logistics and realised the need to overhaul our operations to make them more efficient and adaptable to new technologies like electric trucks. By doing so, not only have we improved our operational efficiency, but we’ve also been able to guide and collaborate with our transport partners to do the same. Our mission is aligned with Saudi Arabia’s Vision 2030, which aims to diversify the economy beyond oil,” states Ahmed. “Vision 2030, initiated by His Royal Highness Salman, aims to create a vibrant society with diversified economy and less reliance on oil. For the automotive sector, the focus is on building a complete manufacturing ecosystem, transitioning from mere assembly operations to full-scale production, including stamping, body shop, and paint shop operations.” The NIDC is serving as the hub of expertise, guiding the kingdom’s industry strategy. Their mission is to help localise industries that have been predominantly international. This involves data sharing, market intelligence, and linking with various ministries and entities such as the Public Investment Fund , Ministry of Investment, and Ministry of Energy, among others. It’s also able to coordinate with the private sector from inside and outside Saudi Arabia to pull in talent and expertise. “Our strategy is to position Saudi Arabia as a regional manufacturing hub, focusing on industries like automotive, maritime, aerospace, chemicals, and more. We’re not just attracting investment but also fostering an ecosystem that includes local and global suppliers,” says Ahmed. “Attracting FDI is crucial. Our target is 4% of GDP, with significant privatisation efforts. We’re creating an attractive environment for investors, offering data insights, market intelligence, and streamlined business support.” Saudi Arabia’s industrial strategy has placed a significant emphasis on the automotive sector, which spans numerous related industries, including metal, plastics, rubber, glass, and semiconductors. STRATEGIC LOCATION AND PRODUCTION Lucid Group has commenced assembly of Lucid Airs at its new Advanced Manufacturing Plant, AMP-2, its first international manufacturing facility, strategically located in King Abdullah Economic City (KAEC), Jeddah, Saudi Arabia.
World Luxury Car Award officially open its manufacturing facility. As Lucid’s second Advanced Manufacturing Plant (AMP-2) and first international plant, the facility will produce Lucid’s groundbreaking electric vehicles for Saudi Arabia and export to other markets. The AMP-2 facility received significant support from the Ministry of Investment of Saudi Arabia (MISA), the Saudi Industrial Development Fund (SIDF), and the Economic City at King Abdullah Economic City (KAEC) and will play a pivotal role in accelerating Saudi Arabia’s strategic goal to diversify its economy. Through the development of electric transportation, Lucid will support the Saudi Green Initiative’s imperative to ensure 30% of new car sales in the Kingdom are electric by 2030. “We are delighted to make history today in Saudi Arabia by opening the country’s first car manufacturing facility, which will produce our award-winning electric vehicles and support the country’s vision for a more sustainable and diversified economy,” said Peter Rawlinson, CEO and CTO, Lucid Group. “As Saudi charges toward its Vision 2030, our facility will pave the way for the country’s electric automotive industry and the expansion of the supply chain, and with the support of the Saudi Government, we are proud to drive local talent development in the technology industry. We look forward to delivering Saudi-assembled cars to customers in Saudi Arabia and beyond.” The AMP-2 facility has begun semi knocked-down (SKD) assembly and is expected to have an annual capacity of 5,000 cars. Jeddah’s position on the Kingdom’s Red Sea coast already offers robust supply chain access by land and sea and enables Lucid to export its finished luxury electric vehicles to other regions in the future. During the opening, Faisal Sultan, Vice President and Managing Director Middle East, Lucid Group said the opening of the AMP-2 facility in KAEC, in addition to the company’s existing AMP-1 facility in Arizona, “gives us the ability to efficiently fulfill the recently signed agreement with the government of Saudi Arabia to purchase up to 100,000 vehicles over a ten-year period, with an initial commitment to purchase 50,000 vehicles and an option to purchase up to an additional 50,000 vehicles over the same period.” Lucid’s manufacturing roll-out is complemented by partnerships with other OEMs (Original Equipment Manufacturers) such as Hyundai, which also the signed a joint venture agreement with PIF last month to establish a highly automated vehicle manufacturing plant. PIF will hold a 70% stake in the new joint venture with Hyundai holding the remaining 30%. Hyundai will also act as a strategic technology partner to support the development of the new manufacturing plant, by providing technical and commercial assistance. The total investment for the project is estimated to exceed $500 million.
LINING UP NEW PARTNERS Saudi Arabia’s PiF wealth fund and Hyundai agreed last month to jointly build a car manufacturing plant in the kingdom, with an estimated investment of more than $500 million, as part of the country’s push to develop its automotive industry.

CREATING AN AUTO-CLUSTER To achieve its goal of producing 500,000 vehicles annually, Saudi Arabia is wants to create a local cluster that can provide essential parts of the manufacturing process, such as seating, plastic modules, and potentially, in the future, lithium-ion batteries for EVs.
Saudi has realised that it can use investment into more advanced vehicles and mobility maunfacturing to enter an area of the automotive industry that has a relatively level playing field. The global success of Tesla and more recently China’s BYD may be difficult to replicate even with the Kingdom’s massive resources, but Ahmed and others feel that it is realistic aim to be the dominant regional EV producer. Deals such as these, as well as others on the way, share the goal to achieve substantial localisation to access regional markets effectively, thanks to the Greater Arab Free Trade Area (GAFTA). “We’re working to attract global suppliers to support and elevate local industries, with the aim of achieving at least 40% localisation to access regional markets effectively,” explains Ahmed. truckandfleetme.com

To achieve its goal of producing 500,000 vehicles annually effort is now being exerted in localising essential parts of the manufacturing process, such as seating, plastic modules, and potentially, in the future, lithium-ion batteries for EVs. This initiative aims to create a robust Auto City featuring an assembly plant, a supplier park, an auto academy for training, and a potential test track. “Auto city is an integrated environment near King Abdullah Economic City, complete with assembly plants, supplier parks, training academies, and research facilities. It’s a holistic approach to automotive manufacturing and education,” explains Ahmed. As Saudi Arabia forges ahead with its ambitious plans, the automotive sector is poised for a revolution with a projected annual
production of over 300,000 vehicles. With a young and growing population, substantial economic growth, and a clear strategic vision, the country is well on its way to becoming a regional, if not global, hub for electric vehicle manufacturing. The initiatives spearheaded by the NIDC and advisors like Aftab Ahmed are pivotal in steering the kingdom towards a sustainable, diversified future that is less dependent on oil and more invested in advanced technologies and renewable energies. It is also hoped that tie-ups with institutions such as KAUST can inspire the next generation of automotive entrepreneurs. “(We want) automotive ecosystems and startups and there’s now a lot of the different aspects that you need, logistics, supply chains, and also research and development.” NOVEMBER 2023 19

Transmission Technology: Saving Fuel and Effort The Prima range incorporates top-notch gearboxes from industry leaders in transmission technology, ZF and Eaton. This integration guarantees exceptional performance, reduced fuel consumption, and unwavering reliability.
The chassis frame is a combination of riveted and bolted components, providing the necessary strength and flexibility. Notably, the use of flange fasteners with an increased contact area prevents any weakening of the chassis frame, even under heavy load conditions.
These gearboxes effectively lower engine RPM in top gear, resulting in substantial fuel savings. The inclusion of an easyshift gearshift system eliminates any concerns related to extra gear shifts.
To enhance the longevity of the chassis, especially in adverse weather conditions such as extreme cold, heat, rain, and humidity, a CED (Cathodic Electro Deposited) coating is applied.Additionally, the chassis undergoes a rigorous 1000hour salt spray test. An extra coat of paint is also applied to further extend the chassis lifespan.
Robust Transmission: The Tata Prima offers variety of gearbox options from ZF and Eaton based on application requirement ranging from 9 speed (9F + 1R) to 16 Speed (16F + 2R) options with input torque capacity of Max.1500 / 1750 Nm and equipped with best-in-class Crawler Gear ratio of 14.39:1 to meet the demanding applications. Single H/Double H Shift Pattern: Suited for the drivers of Tipper/ Tractor application. The best gear shift experience for enhanced driver comfort. Pneumatic Power Assisted [PPA] Gear Shift: Lesser effort required for each gear shift operation, minimizing driver fatigue Electronic Range Inhibitor: Automatic safety protection available against driver’s inadvertent change of gears from High to Low range at higher speeds thereby completely eliminating the risk of vehicle overturn. This feature also safeguards against other driveline component damages including the clutch.
Furthermore, the inclusion of V rods and Anti-roll bars effectively dampens relative movements between the axle and chassis, ensuring extended service life and enhanced safety for both the driver and the cargo being transported. With all these features, Tata Motors stands out as a manufacturer committed to providing the strongest and most durable chassis frames, prioritizing the safety and security of both the driver and the transported cargo. Suspension Technology: Silent and Stress-free The 6 Rod Tandem Bogie Suspension, ranging from 26T to 48T capacity, enables smoother and more controlled movement, even when the truck is fully loaded. This minimizes tire wear and tear, reduces overall vehicle stress, and extends the lifespan of the driveline.
Protection against Partial Clutching (unintended abuse): Automatic electronic switching circuit ensures gears are only engaged when clutch pedal is fully depressed. This avoids gear tooth clashing and enhances the life of gears/synchronizers. Power on Road: Versatile across operations Strong network of Tata Motors dealers and distributors who are well-equipped and trained to take care of any field/parts related support. This network is supported by the exclusive vendor service network of Cummins, Eaton and ZF, among others.
The suspension system operates in complete silence, thanks to its pivot arrangement that operates independently of spring friction.
While hub reduction suits heavy duty and rugged off-road applications, single reduction performs best in light duty, long haul operations and more on-road applications. These axles can be paired with a wide range of tyres & different gear ratios to suit any application requirements, be it a light duty/ heavy duty, on road/ off road, high speed/ low speed operations. Durable Chassis Frame Technology: Increased Vehicle Lifespan Tata Prima employs a state-of-the-art rolled straight frame technology. The robust structural integrity can support a wide range of loads.
Service & Spare Parts Support: Peace of Mind Strong network of Tata Motors dealers and distributors who are well equipped and trained to take care of support on the field and for parts. LEASING MARKET
Glasgow Research and Consulting’s Vishal Pandey looks at how the Saudi passenger car leasing market is driven by cultural preferences and Vision 2030
S
audi Arabia’s automotive landscape is at a crossroads, driven by a confluence of socio-economic reforms, infrastructural investments, and changing consumer behaviors. With Saudis making up two-thirds of the population and a substantial expatriate community, the dynamics of car ownership and leasing are evolving rapidly. Here’s an in-depth look at the passenger car leasing market in the Kingdom of Saudi Arabia (KSA) as of 2023. The passenger car leasing market in Saudi Arabia is nuanced and vibrant, shaped by cultural norms, economic ambitions, and technological progress. As KSA forges ahead with its Vision 2030 objectives, the automotive sector stands out as a beacon of growth and opportunity, ca-tering to a populace that values mobility and

convenience. The upcoming years are poised to witness a transformative shift in how Saudis commute, with leasing models playing a central role in this narrative. The Saudi population has shown a strong affinity for personal vehicles, with approximately 92% of households owning at least one car. This preference is bolstered by a lifestyle that favors daily commuting, long-distance travels, and a general aversion to carpooling. Such preferences significantly contribute to the demand for passenger cars. As part of its ambitious Vision 2030 program, KSA is transitioning towards a diversified economy, potentially doubling its GDP and integrating millions of Saudis into the workforce. With over 83% urbanization—a figure expected to rise—the demand for efficient transportation is intensifying. Substantial investments in infrastructure,

such as the USD 14.4 billion in 2018, have laid the foundation for a robust transport network. Technological advancements, including initiatives like Fintech Saudi and enhanced broadband coverage, are reshaping market dynamics and consumer behaviours. The government recognizes the automotive sector as a pivotal revenue source, encouraging FDI inflow and establishing global OEMs production bases in the Kingdom. With the upliftment of the ban on women driving, a surge in car sales has been noted, pointing towards a growing and inclusive market. With gasoline and diesel prices rising due to fiscal reforms, there is an increasing consumer focus on hybrid and electric vehicles. The national agenda is supporting this shift, with plans for regulatory frameworks to accommodate such vehicles. truckandfleetme.com
MARKET ANALYSIS
The transition from offline to online shopping is visible, with close to 43% considering online purchases, driven by convenience and flexible services. This shift is not just in retail but extends to the car leasing market, transforming how customers engage with automotive services. The new passenger car sales market in KSA is expected to reach US$ 12.4 billion in 2023, with SUVs being the largest segment. A CAGR of 1.90% from 2023-2027 is projected, hinting at sustained growth in the sector. Digitalization and the rise of e-commerce are further boosting the need for delivery vehicles, influencing leasing trends. Leasing is becoming increasingly popular among expatriates and those preferring not to commit to long-term asset purchases. Governmental policies are also nudging institutions towards leasing, albeit with challenges such as the drive for Saudization impacting operational costs. The car leasing industry in the Kingdom of Saudi Arabia (KSA) is gearing up for a significant transformation. With Vision 2030 laying the groundwork for economic diversification, the leasing market is witnessing an evolution driven by several key factors. E-commerce’s rampant growth in KSA is reshaping the logistics landscape, leading to a robust increase in the demand for deliveryoriented vehicles. This is exemplified by a steady market share in fleet registrations, particularly for small trucks and vans catering to the delivery sector. The domino effect of online retail’s expansion has been a catalyst for the leasing industry, offering stable prospects for growth and diversification. A strategic move by the Saudi government is encouraging private-sector companies to anchor their headquarters domestically. This directive is poised to stimulate the demand for corporate vehicle rentals and leases, a niche where government contracts already constitute a substantial portion of the market. As these trends continue, leasing stands out as a beacon of long-term revenue stability. The private leasing sector, on the cusp of a 4% growth in the forthcoming year, is also responding to broader economic measures. With businesses across sectors implementing cost-cutting strategies, the surge in luxury car leases is anticipated to moderate. Meanwhile, the government’s drive to boost tourism, with aims to host 30 million pilgrims by FY30, predicts a significant rise in the rental market catering to visitors, alongside a parallel demand for corporate leases. truckandfleetme.com

The Rental Markets’ Response to eRetail
The government’s drive to boost tourism predicts a significant rise in the rental market”
The car leasing sector in KSA is poised for growth, buoyed by e-commerce and the strategic economic reforms. Yet, success in this domain will require navigating through several challenges, with a sharp focus on innovation, customer experience, and adaptive business models. As Vision 2030 progresses, the car leasing industry must align itself with the national agenda to fully capitalize on the emerging opportunities in the Kingdom’s dynamic economic terrain. Between 2021 and 2023, the eRetail sector’s dramatic escalation has been a boon for the rent-al market, specifically

in the domain of pickups and vans. With online platforms reducing rental costs, the consumer’s inclination to lease rather than purchase is being reinforced, nurturing a more lease-oriented culture. However, the road ahead is not devoid of bumps. The KSA light vehicle leasing market grapples with the absence of de-fleeting tools, essential for selling used vehicles at the right residual value, a gap that could dent profitability. The pursuit of 100% Saudization at rental outlets is likely to initially strain profits due to increased training expenses. Moreover, businesses might face contract losses ranging from 17% to 20% due to new mandates requiring regional headquarters to be within KSA for government tenders. Additionally, peer-to-peer car-sharing platforms such as Ejaro could potentially divert business from traditional rental companies. In this evolving marketplace, differentiation will be key. Companies must focus on client retention, optimizing the customer journey, and enhancing the overall rental experience. Digitalization emerges as a pivotal tool for expanding customer reach and ensuring business continuity. Consolidation is another expected trend, with larger companies likely to acquire smaller players, expanding their geographical reach beyond major cities like Jeddah, Riyadh, and Dammam. Moreover, the increase in women drivers, now empowered with driving licenses, introduces a new customer segment into the leasing market. Corporate entities, adapting to new visa policies, are showing a preference for 3- to 5-year operational leasing contracts, potentially decreasing the proportion of outright purchases in corporate fleets. This shift also indicates a growing investor confidence in car leasing as a lower-risk investment compared to the volatility associated with vehicle sales. NOVEMBER 2023 27
