SMALL IN SIZE – BIG IN ENTREPRENEURSHIP, EXPERTISE AND EXPORTS I n Central Ostrobothnia, local expertise, entrepreneurship and internationalization are deeply rooted in history. Thanks to tar production and shipbuilding, the coastal areas of Ostrobothnia developed in the early 19th century into one of the most advanced and prosperous regions in Finland. At that time, Kokkola was said to be the second richest town in the country. The tar trade, shipbuilding and the subsequent migration to America also gave the people in the region valuable international experience. Here, chemistry can be studied at several levels, both on a fulltime and part-time basis. High-class training for mining professionals Solid expertise in chemical engineering finds expression in many areas; for instance, the Central Ostrobothnia Adult Education Institute (KPAKK) trains most of the process engineering professionals working in the mining industry. Teemu Mäkinen, Mineral Processing Instructor at KPAKK, has educated process controllers for almost all Finnish mines. He is a much sought-after lecturer at other institutes of education as well as mining companies throughout Finland. “Mineral processing and precipitation. Those we master in Kokkola based on decades of experience. These skills can be refined for many uses,” stresses Mäkinen. “The expertise we have in Kokkola is widely appreciated. Chemistry students flock to Kokkola from all over Finland,” says Laura Rahikka, lecturer at the Centria University of Applied Sciences.
State-of-the-art testing environment The power of cooperation is also evident in the highly advanced laboratory facilities available in Kokkola. Several major investments in equipment have been made jointly by the educational institutes. For example, a unique learning and testing environment is provided by Chemplant, a pilot-scale chemicals factory. “It would be highly risky to apply the laboratory results obtained on a test-tube scale directly to production. Chemplant serves as an intermediate step from laboratory to true industrial scale,” says Laboratory Engineer Risto Puskala of the Centria University of Applied Sciences who is in charge of Chemplant. Contract research is being carried out both in laboratories and at Chemplant on a continuous basis. This unique, high-end testing environment is available to all actors.

he Kokkola Industrial Park (KIP) is the largest hub of inorganic chemistry in the Nordic countries. While the first factories started already in the 1940s, the most important developments leading to the creation of today’s strong concentration took place in the 1960s. “It’s hard to say whether the accumulation of large industrial facilities in Kokkola was a stroke of luck or due to the efforts of the local actors. At that time, there were a few major mines operating in the country and the policy was that the ores should be reprocessed in Finland. This created a need to establish zinc and cobalt plants,” says Jarmo Herronen, General Manager of Boliden Kokkola which is the second largest zinc plant in Europe. He gives credit to the forward-looking efforts of the people in the ’60s. “A sound foundation was laid at that time, wise decisions made and consideration given to the reprocessing of the by-products of the metals industry. It’s the fruits of those pioneering efforts that we can enjoy even today.” One of Kokkola’s strengths lies in its advanced infrastructure: an excellent port, efficient rail and road transport services, and quick flight connections. WEATHER IS ALWAYS FAIR IN THE PORT OF KOKKOLA! T he Port of Kokkola boasts an All Weather Terminal (AWT), the only one of its kind in Scandinavia and the largest in Europe. Bigger than a football field, the 32-meter high covered terminal represents a major investment in the further development of the port. At the same time, it is a great demonstration of Ostrobothnian boldness, the power of cooperation and a pioneering spirit. Port Director Torbjörn Witting describes the circumstances underlying the decision to build the AWT: “The starting point was highly pragmatic. At the end of the 1990s, we commissioned a market survey to determine the direction in which the port should be developed. The finding was that the best option would be to work out a technical solution that would serve both bulk and container transports. We hadn’t even heard of AW terminals when we came up with the idea that what we need is a roof over the port with a crane capable of handling containers.”

Extremely successful investment The massive investment was divided into several projects: civil engineering works were carried out by Ab Tallqvist Infra Oy from Kokkola and the general contractor for the terminal building was YIT, assisted by KL-Asennus which built the truss structure. Since coming into service, the AWT investment has proved its worth in many ways. For several years now, Kokkola has enjoyed a regular container service to Antwerp and the AWT has greatly enhanced awareness of the Port of Kokkola and the city. “AWT continues to be a major attraction that all visitors definitely want to see.” PORT OF KOKKOLA In terms of tonnage, the Port of Kokkola is Finland’s: - 1st largest raw materials port. - 2nd largest transit port. - 3rd largest port. Bold construction Steps were soon taken in Kokkola to go ahead with the project. The City Fathers were quick to identify the boldness and urgency of the project – not a word was breathed about it to anybody outside Kokkola before the final decision was made. It took only three years from the final investment decision to completion – the AWT was placed into service at the beginning of 2005. “When we looked into the matter more closely, we found that one AWT was being planned in Europe at that time. It was to be constructed in a private port in Am-
