DANIEL BRIAN MURPHY

Bruce Bell is a Principal Inspector in the Construction Services Team with SafeWork NSW, involved in a range of compliance and enforcement activities including workplace inspections, advisory visits, incident first response, investigations and stakeholder engagement. He is a certified OHS professional (COHSProf) of the Safety Institute of Australia with over 30 years’ experience as a workplace health and safety professional in a range of public and private sector enterprises, such as AMDEL, Comcare and the National Occupational Health & Safety Commission (NOHSC).

Daniel Brian Murphy is managing director of DB Murphy & Sons Pty Ltd, which he formed to specialise in the management of the design and authorities approval process of major commercial projects. He has a trade background and completed a Diploma in Quantity Surveying at the University of New South Wales, as well as postgraduate studies in Construction Management also at the University of New South Wales.

KEVIN COHEN Kevin commenced his carpentry and joinery apprenticeship in 1972. He completed his trade qualifications and Clerk of Works. Kevin is a company director and has recently retired after 44 years of loyal service in a successful family business: Co-Wyn Building Contractors Pty Ltd. During that time working in the building industry, Kevin was involved as a site foreman, project manager and he coordinated apprenticeship training. Kevin has been involved in a number of varied projects which include churches, schools, industrial buildings and aged care complexes. He now acts as a judge for the Master Builders Association of NSW Excellence in Construction Awards.

RICK DUYNHOVEN Rick Duynhoven is an Assistant Director with TAFE NSW – Sydney TAFE. He has held teaching and vocational training management positions in construction across a number of TAFE NSW Institutes. Rick is a member of the NSW Vocational Training Tribunal. He holds a NSW Builders License and has undertaken a Masters of Design Science in Building Services at Sydney University. Rick is also a member of the Sydney Institute Sustainability team, leading the development and implementation of sustainable building training products and services.

JOHN ELDER AM John Elder AM worked for the MBA for 25 years and is the independent chairman of COMET Training Pty Ltd and a Director of the Australian Construction Industry Redundancy Trust (ACIRT). In 1982 he served on the Tripartite Working Party to review the Building and Construction Industry Long Service Payments Act, 1974 and the Tripartite Advisory Committee on Occupational Health and Safety. In 1986 he served on the Ministerial Working Party Reviewing the NSW Apprenticeship System. He served on the 1996-1997 review into the workers compensation system in NSW. John was a member of the Occupational Health, Safety and Rehabilitation Council of NSW from 1983 until 1997, at which time he was appointed a commissioner of the Industrial Relations Commission of NSW. In 2005 he was made a Member of the Order of Australia (AM) and in 2007 he received a PhD from the University of Sydney for a thesis on the first 100 years of the MBA.

COLIN GING AM Colin Ging AM is one of the most respected project management consultants in the Australian property industry and has more than 50 years’ experience in building and civil engineering. He has worked on a number of landmark projects, including Australia Square, Governor Phillip Tower and Sydney Opera House. From 1994 to 2001 he was the Olympic Co-ordination Authority’s Project Director for the procurement of the Olympic Stadium. Colin holds a Bachelor of Civil Engineering and was chairman of Colin Ging & Partners Pty Limited for 21 years.

JOHN MCKELLAR John commenced his construction career with Mainline Constructions in 1971. Since that time he spent 42 years in varying rolls of site management, project management and senior management roles. After working for several major companies he spent the most recent 25 years with A W Edwards Pty Limited as a Senior Project Manager and then the Companies Commercial Manager for the last 12 years up to retirement in 2013. Over this period he has been responsible for many key projects including Sports facilities, hospitals, commercial developments, research facilities and university education facilities. John holds a Bachelor of Applied Science (Building) from the UTS.

MAX MOSHER Max Mosher is an energy consultant and has worked in the energy industry for more than 35 years. During that time he has gained a wealth of knowledge and experience, especially in relation to solar and energy-efficient house design, including energy utilisation in the domestic sector and thermal performance assessments. Max has been a committee member on a Standards Australia Review Committee BD/058 titled “Materials for the Thermal Insulation of Buildings”. He has been on the judging panels for the Building Designers Association Annual Design Awards, the Master Builders Association Excellence in Housing Awards, the Master Builders Association Excellence in Construction Awards, The Master Builders Australia National Excellence in Building and Construction Awards, and the Local Government Association Environment Awards. Max is a founding member and former director of the Association of Building Sustainability Assessors (ABSA).

PAT MURPHY Patrick Murphy commenced in the Building Industry in 1969 and shortly after received his Certificate of Competency in Carpentry and Bachelor Applied Science (Building) from the Institute of Technology. A director of A W Edwards Pty Limited until he retired four years, he worked for the company for 43 years. He was the Project Manager for the Nan Tien Buddhist Temple, Wollongong, St Mary’s Cathedral School, Sydney, and the major restoration of the Queen Victoria Building, Sydney.

FRED RYDER Fred Ryder having served his apprenticeship with D.H.Gibson has spent a lifetime in the shopfitting and associated industries involved in manufacture, sales and marketing. Starting his own business in October 1976 carried out work for many leading retailers before retiring in 2004 and the company still continues on under the guidance of his son Glenn. Fred is a former NSW state president and life member of the Australian Shop and Office Fitters Association [ASOFIA] and past national councillor. He acts as a judge for the Master Builders Association of NSW Fitout Awards.

DONNA SEIDLER Donna Seidler is a member of the Department of Education and Training Apprenticeship Tribunal and a committee member of the Long Service Payments Tribunal. An MBA apprenticeship judge since 2001 and formerly the MBA’s Group Training Manager, she oversaw the pilot program and establishment of the MBA’s indigenous program.

BRYAN SIDGREAVES OAM Bryan Sidgreaves OAM started as an apprentice joiner, becoming managing director of H & E Sidgreaves Pty Ltd in 1967. The company is now in its 99th year under daughter Louise. Bryan graduated from Sydney University with a degree in economics and accountancy. He is a past president of the Australian Shop & Office Fitting Industry Association and a Life Member. He served on the MBA’s council and was awarded the Order of Australia medal in 1994 for services to the shopfitting industry. Bryan acts as a judge for the Australian Shop and Office Fitting Industry Association for the National Awards and he also judge’s the Master Builders Association of NSW Fitout Awards.

DAVID SOLOMON David has worked in the Building & Construction Industry for over 28 years. David is a dual international ISQEM Safety Award winner 2015 & 2016, for his commitment and involvement in developing a positive safety culture in the Building and Construction Industry. David is recognised as “Fellow” of the International Safety Quality and Environment Management Association. David participates in the standards development process on both National and International levels. David is a OHS, Quality & Environmental Certified Lead Auditor. Currently is Chairman of the Exam and Scheme Committee for Exemplar Global developing the exam & scheme new criteria for ISO45001 Lead Auditor Qualification. David has represented Australia as a technical expert & a nominated delegate in the development of ISO45001 at the last four meetings in the capacity of a Deputy Task Group Leader, Secretary and member of the editorial committee of PC283/ WG1/ISO45001. He is a WHS technician when it comes to prescribed legislation. He sits on numerous committees, state, national & international, leading by example increasing safety awareness & bringing the focal point back to grass roots, with a view to making safety easy to understand & implement for everyone.

LEN TULLY Len Tully completed a Bachelor of Architecture in 1975 and has more than 35 years experience in the building and construction industry, working mainly on projects in aged care, schools and churches. He has worked with several architectural firms in Sydney, including holding directorship positions. As part of his work, he managed designs through documentation to completed built projects. In 2012, he retired from his position as director of T+E Architects but remains involved with the judging of the Masters Builders Association of NSW Excellence in Construction Awards.

WINNER 2016 OUTSTANDING CONSTRUCTION AWARD

BUILT 20 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

The 20 Martin Place project consisted of a complex refurbishment of an existing 1970’s commercial tower. It was stripped back to a steel skeleton and rebuilt to create a signature 20-storey A-grade office tower incorporating a new high-performance façade system, and achieving a 6 Star Green Star Built rating. This project presented many challenges requiring innovative thinking, extensive research on the utilisation of specialist materials, and high-level collaboration with the client. Some key challenges included: • Progressive hazardous material removal top down. • Significant upgrading of the existing steel frame was required to ensure stability in its ‘strippeddown state’. This included additional steel bracing (50T) and the installation of temporary rock anchors. • Removal of demolished materials from the existing 21-storey building. • Structural-steel frame locally demolished to facilitate construction of new concrete core. • Extensive protection required during demolition of concrete encasing to the steel structure. • Excavation and underpinning in basement for new lift core pits and footings. • Conventional construction of new lift core to ground level, and then establish a jump for the upper levels to rise within the existing structural frame. • Demolition progresses to basement as new jump form rises above ground level. • Design and installation of a new bespoke façade. Built initially worked with the design team via an ECI phase to implement value engineering, in order to provide savings to achieve the client’s budget. Close attention was paid to detailing by the construction team through establishing a close team environment, ensuring a focus on the end goal to achieve the elements required by the design team. This refurbishment project was both complex and logistically challenging. The requirement to carry out underpinning to the structure, relocating the core, guaranteeing the floor area, removing all traces of asbestos within the building, delivery of a complex façade, and the achievement of sustainability aspirations while incorporating innovative materials, meant the project had a high ‘degree of difficulty’ factor that Built had to deal with. Built has achieved an excellent outcome in overcoming these hurdles by carrying out extensive pre-construction planning, meticulous execution and a high degree of ingenuity which has led this project to being a worthy ‘Overall Winner’ of the 2016 Excellence in Construction Awards.

WINNER RESTORATION OF AN HISTORIC BUILDING UP TO $1,000,000

CHASE PROJECTS PTY LTD GOONOO GOONOO STATION, THE STONE STORE, TAMWORTH JUDGES’ COMMENTS

The Stone Store at Goonoo Goonoo Station was constructed in 1860, with the building used as a post office, a general store for the active village in its day and then later as a storage shed when the village closed. The roof consists of a straight gable with five main hardwood trusses to support the length of the roof. The ground and first floors are a mixture of Australian hardwood for structural elements and cypress pine planks laid side by side for the flooring. Over the years the front verandah had fallen down, the ground floor rotted away and the original doors and gates had been removed. The windows were in a sad state. The Stone Store is the only building on Goonoo Goonoo Station that was completely constructed of randomly coursed fi eld stone, this stone had faired well and had many previous attempts at being repointed. The first hurdle was to remediate all the spilling and storing of agricultural chemicals and pesticides that had been stored inside the building. To ensure that the building standards were reinstated, digging down to restore the correct soil level to reinstall a timber floor to the ground floor was necessary. Reconstructing the former front verandah was required to the northern and western sides of the building. Construction was of exposed recycled grey ironbark and which allows for covered protection to the three main doors of the building. Leaving subtle hints of the building’s former structure present allows the viewer to question why these elements were retained and provokes the thought process and story for the building.

WINNER RESTORATION OF AN HISTORIC BUILDING $1,000,001 & OVER

DYNAMIC PROJECTS (AUS) PTY LTD 5 MARTIN PLACE, RETAIL BASE BUILDING PROJECT, SYDNEY JUDGES’ COMMENTS

This project was part of the re-development of the first Commonwealth Bank - the iconic ‘money box’. Works were to create retail spaces within the ground floor banking chamber. Tenancy walls were installed to refl ect the heritage elements of the banking chamber. Heritage items such as the old hydraulic ram lift were removed and retained and displayed on site. A new lift was installed with features and fi nishes sympathetic to the heritage character of the space. Concealed services for mechanical and fire were built into the fitout and concealed within floors, walls and ceilings with care and ingenuity. The lower floor vaults were modified to suit tenancy storage, while maintaining the vault doors and original layout. Patina brass treatment of 5m-high internal partitions and the lift, within a limited time frame, was a notable achievement on this well-built project.

WINNER ADAPTIVE RE-USE OF AN HISTORIC BUILDING UP TO $10,000,000

ARTEL CONSTRUCTIONS PTY LIMITED PYRMONT FIRE STATION REFURBISHMENT JUDGES’ COMMENTS

Pyrmont Fire Station is a heritage building originally designed and built in 1906 by renowned government architect Walter Liberty Vernon. The building has undergone major restoration to include structural upgrades, a modern extension facility with state-of-the-art fitout for the fire station, and to accommodate Fire & Rescue NSW administration staff, in what were derelict upper floors. This 110-year-old site presented many challenges, which were revealed at each phase of construction. Major hurdles included the removal of extensive hazardous materials such as asbestos and lead paint. After 16 weeks of hazardous material removal from the entire building, a clearance certificate was granted and construction works could commence. Seismic stabilisation works to the façade and internal floors were challenging due to the heritage aspects involved. In order to achieve the design intent, the building was carefully dismantled to enable the remediation works to take place. Once complete, the building fabric was restored. Retention of key heritage items such as the pressed metal ceilings in the engine bay and murals painted on existing plastered walls within the old residence spaces were restored. The site is bordered on four sides by public roads, which meant the site was restricted during all stages of construction. The works were staged in a manner that enabled Artel to provide a logical and safe process of delivery. All building works were executed with great skill and are a credit to the tradesmen involved in this restoration and extension. The construction methodology improved the original structure, and integrated modern elements to the building, providing state-of-theart facilities in this landmark heritage building to facilitate continued emergency services in Sydney’s CBD for another century to come.

WINNER ADAPTIVE RE-USE OF AN HISTORIC BUILDING $10,000,001 & OVER

A W EDWARDS PTY LIMITED RMS OFFICE RELOCATION PROGRAM ENNIS RD, KIRRIBILLI JUDGES’ COMMENTS

The RMS Office Relocation Program forms part of the NSW Government’s decentralisation policy that focused on relocating RMS staff from leased premises in the CBD to either RMS-owned assets, or accommodation outside of the CBD. This project consisted of the conversion of 12 former tenancies located in Ennis Road, Kirribilli, directly below the Cahill Expressway and north of Milsons Point Station, into the new head office for the Roads and Maritime Services. The refurbishment works comprised of structural modifications to the Cahill Expressway bridge piers while maintaining traffic flow, general demolition and removal of existing services throughout the building, construction of an internal roof and drainage system, reconstruction of two suspended timber floors and new structural-steel stairways, refurbishment of the heritage façade, installation of a secondary glazing system, new services and new finishes throughout the building. The office space is located over two levels and extends 11 bays (bridge pier to bridge pier) on ground floor and 13 bays on Level 1 providing approximately 4000m2 of usable office space. The shape of the building and access constraints made the construction sequence and materials-handling methodology paramount in order to achieve completion by the RMS deadline date to relocate. Structural modifications to the 84-year-old bridge piers were undertaken in a live traffic environment and numerous unexpected challenges were overcome by resequencing the program to avoid delays. The refurbishment works have been executed and finished to a very high standard of workmanship throughout, and provides excellent new office accommodation. The revitalisation of this derelict retail and office space into modern offices to accommodate 250 people, while adhering to strict heritage guidelines in the contract period of 9.5 months, is a credit to the collaborative process between the client (RMS), the project manager (NSW Public Works) and the builder – A W Edwards.

BLUE ECO HOMES BYGONE BEAUTYS, LEURA JUDGES’ COMMENTS

The original Bygone Beauties is an iconic 1917 building which houses the world’s largest private collection of teapots and tea ware, and is a major tourist destination in the Blue Mountains of NSW. The building was renovated, extended and handed over in three stages to create a new, enlarged museum space and office area within the roof space, while keeping the premises open for business. This required extensive safety procedures and site logistics to protect staff and customers. Works included underpinning the existing building, excavation for the installation of a lift, extensive scaffolding around the whole building, reframing of the existing timber roof and retiling the whole roof, as well as enlarging the existing carpark. These works were carried out during a winter period which included dealing with snow on occasion. The timber roof framing and internal finishes were executed under difficult conditions with great skill, and are a credit to the tradesmen involved in renovating and extending this unique building. The finished building boasts a very distinctive appearance, and the new and existing works present as one.

WINNER REFURBISHMENT/RENOVATION/EXTENSION $2,000,001- $5,000,000

CARFAX COMMERCIAL CONSTRUCTIONS PTY LTD WOODSTOCK HOUSE RESTORATION WORKS, PLUMPTON JUDGES’ COMMENTS

Woodstock was originally built in 1878 but had fallen into disrepair over successive owners when Black Town Council acquired it in 1998. Carfax Commercial Constructions was awarded the contract to refurbish and restore what was a fine example of a Victorian country homestead, to be adapted for use as a community asset. Over the ensuing 13 months, Carfax lifted and levelled the structure, strengthened the foundations with underpinning, then removed and replaced damaged structural timbers caused by both active termites and water, sourced like materials for fireplaces, roof shingles and pressed metal ceilings and repaired both lathe and plaster and hard plaster sections of walls. Some verandas were enclosed, and new floor timbers laid where necessary. The resulting building works has brought to life a derelict and neglected piece of Australian history. The works were sympathetically undertaken and carried out to a high standard.

WINNER REFURBISHMENT/RENOVATION/EXTENSION $5,000,001- $10,000,000

ACG BUILDING PTY LTD 110-116 BOURKE ROAD, ALEXANDRIA JUDGES’ COMMENTS

Before construction commenced, this building was an outdated and under–utilised 1970’s beige brick warehouse building with associated car parking in the heart of Alexandria. The existing structure of the whole area was totally redesigned and rebuilt, and the existing staircase was closed up with a concrete slab. Exposed structural steel was used, incorporating exposed steel sprinkler pipework throughout, forming both a structurally sound frame and a pleasing industrial look with polished concrete slabs. The external carpark at the front of the site was removed and replaced with a whole new building separate to the existing structure, that contains three restaurants with office space on the first floor. 150mm Steel C section was used to divide each tenancy and put a definitive line between the common areas. The steel frame continued upwards and runs underneath each roofline, which in turn linked into the 3m-long x5m-wide steel-framed skylight installed, creating natural light. Two balconies were incorporated into the sides of the building. The builder experienced unexpected difficulties such as the City to Airport train line which runs adjacent to the site. Installation of 13m-long piles was required to ensure the structural integrity of the train line. The existing driveway on the northern boundary had to remain operational to allow access for the existing 42 factory units sitting at the rear of this site. The finished building is a credit to the whole building team who have produced a highquality, and exciting creative office and mixed commercial use tenancies, in a once drab industrial area.

LIPMAN PTY LTD 580 GEORGE STREET, LOBBY REFURBISHMENT, SYDNEY JUDGES’ COMMENTS

The refurbishment of this building’s façade and main lobby entrance was undertaken on busy George Street, resulting in major access issues together with dealing with public access to the building and surrounding properties. The building was fully occupied throughout the works. Five new tenancies were also created. Alucobond ‘diamonds’ were utilised for the main awning along George Street and the soffits of two internal feature awnings. The existing plantroom was moved and replaced with a boxed-out glass façade on levels two to five. The two main entry lobby columns have been clad in fibre-reinforced polymer. Finishes to the lobby included marble cladding, low-iron clear glass, stone flooring and curved timber battens, making for a striking entrance. The work was finished to a high standard under difficult circumstances, with a high degree of co-ordination required for the installation of these complex works.

BUILDCORP INTERIORS MACQUARIE BANK, 1 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

This project comprised the creation of a multi-floor void and feature stair, together with refurbishment of the adjoining areas in the bank’s existing premises. Each level was occupied throughout the works. In addition, the Westin Hotel was an adjoining neighbour, which placed further pressure on noisy activities due to the 24/7 nature of hotel operations. Construction work was carried out over three stages and required the demolition of the floor slab over multiple levels to create a stair void from level one to level seven. During the works, fire compartments and egress had to be maintained to enable the floors to be occupied throughout the works. Post-tensioned beams were removed which required a methodology being agreed with the occupants of the bank, adjoining Westin Hotel and the acoustic consultant. New technology spaces, upgrades to the auditorium, a commercial kitchen and barista bar, together with meeting rooms and breakout areas, were all part of the works. New services and the maintenance of 24-hour funds transfer facilities had to be maintained throughout the works, adding a further complication to the methodology. Overall, the works were well executed and completed to a high standard.

BUILT 20 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

The 20 Martin Place project consisted of the complex refurbishment of an existing 1970s commercial tower. The building was stripped back to a steel skeleton and rebuilt to create a signature 20-storey A-grade office tower incorporating a new high-performance façade system, and achieving a 6-Star Green Star Office sustainability rating. Built was initially involved in an early contractor involvement phase where investigation works were undertaken, full-scale mock-ups were facilitated, alternate design and construction details were resolved and value management reviews undertaken. The works included the removal of all asbestos in the building, alterations to the existing steel structure, demolition of existing floor slabs, cores and services. The replacement of the façade, services and the creation of a three-storey retail podium were all part of the works. A primary challenge was the demolition of the asbestos-contaminated façade and concrete slabs in order to reveal the steel structure. The works amounted to surgery on a large building in the centre of the densely populated Martin Place. The methodology adopted allowed for the demolition of the upper floors, while lower level works were carried out comprising demolition and excavation for new foundations for the new core. The installation of new services and façade incorporated the latest energy efficiency initiatives. The façade was to be bespoke in nature to reflect the prime location in Martin Place. Further consideration was also needed for the structural, thermal and acoustic performance, incorporating highend materials selections requiring each component of the glass façade to be custom made and engineered. This resulted in more than 100 new ‘dies’ being created to extrude the aluminium components of the façade. The standard of finish was high and consistent with the creation of new A-grade office space. Overall, the works were well executed and demonstrated a high level of skill to achieve the final result.

The well-known Crow’s Nest Hotel has had extensive renovations. The basement was excavated to provide a much-needed loading dock, a grease trap, main switchboard and cool room facilities. Shared access with adjacent building construction works made rock removal, shoring and equipment selection critical to the works program. The building was re-roofed and the heritage-listed façade was repaired and re-painted. Ground and first floor areas were renovated to provide new bars, as well as kitchen and dining areas. An outdoor area on the first floor was a feature of the design. The second floor was renovated for administration and meeting rooms. Materials handling, access and the limitations of the existing building were managed well, and the finished building is of an excellent standard.

PAYNTER DIXON CONSTRUCTIONS PTY LIMITED BANKSTOWN SPORTS CLUB, TRAVELODGE HOTEL EXTENSION JUDGES’ COMMENTS

Bankstown Sports Club has a master plan that included extending the existing four-storey hotel over the club to eight storeys. The building was originally built in the late ‘90s, with this extension allowed for in the structural component of the building. Intervening expansion however, had surrounded the club and loading areas, which were now 75m away. During construction, both the club and hotel were required to remain in operation. Approximately 5500 visitors and guests use the building on any given day. A glass roof forms a major part of the club adjacent to the building works. Works were complex and required the existing roof to be waterproofed, retaining lifts and services to the existing hotel, providing a tower crane to suit 75m loading area and material handling through the site. Club roofs that had no concrete slabs were exclusion zones for the crane lifting. Soundproofing, relocation of major services, waterproofing and installation of perimeter Natform were all successfully completed with minimal disruption as required by the client’s brief. The finished project is a seamless extension of the existing building.

This project involved major alterations and additions to the existing Clare Hotel and administration building. Construction included demolition, excavation, services and the high-quality fitout of 62 rooms, offices, back-of-house areas, common areas, rooftop pool and restaurants. Works were undertaken with limited and shared construction access, with a number of adjacent unrelated construction works. The external envelope and a number of heritage rooms were required to be retained. These needed extensive temporary propping, and the retained heritage room was similarly supported and protected as the works below were completed. The basement structure was progressively reinforced to suit the new structure. Old flooring was used as formwork and existing columns were retained as temporary props to minimise costs and time. This is a project with exceptional quality that successfully combines the qualities of heritage and modern facilities.

BENNETT CONSTRUCTIONS (NSW) PTY LTD ELEMENTS OF BYRON JUDGES’ COMMENTS

The Elements of Byron is a new five-star resort located on Belongil Beach, Byron Bay. The resort includes restaurants, bars, extensive function facilities, pools and landscaping. The lobby and reception areas are a central theme for the development. The 4600sqm roof was to imitate a windswept dune and the builder initiated a new design to achieve a better outcome. The roof comprises post-tensioned steel trusses spanning up to 38m. Fibre-reinforced CHS purlins were used to give the roof its flowing appearance. Without an existing Australian Standard for this type of project, theUniversity of Sydney was engaged to carry out testing of the system. Roofing was aluminium over a ply sub-strata, with each sheet custom made for its location, prior to its delivery to site. The cladding, due to the undulating falls, was designed to be 100 per cent watertight. The roof is of the high standard the builder set for the project. All other aspects of the trades and services throughout this building are a reflection of the care and preparation given to the roof. Detail finishes are all excellent.

THE OLD CLARE HOTEL 62 HOTEL ROOMS & 3 RESTAURANTS Situated along the redeveloped Kensington Street precinct in Chippendale, the Old Clare Hotel project includes major alterations and additions to the existing Carlton United Brewery Administration Building and County Clare Pub. The two heritage-listed buildings have both been restored and are now adjoined by a new structural steel and curtain wall facade which spans the existing lane way while a naturally lit hotel foyer provides access to both Kensington Street and Carlton Street. The construction works included the demolition and strip out of existing buildings, excavation works, new service infrastructure, additions to the existing buildings and high quality fit out works to 62 hotel rooms, offices, back of house areas, common areas, rooftop pool and three “cold shell” restaurants. The Old Clare pub’s ground floor had been restored into the hotel’s bar and reception area and on the 1st floor was a heritage restored meeting space and additional hotel rooms. The Carlton United Brewery Administration Building consisted of a private gym, day spa, rooftop bar, swimming pool and unique hotel rooms with high ceilings, existing and restored timber-framed windows and exposed existing external walls to retain the heritage quality throughout the rooms. HUTCHINSON BUILDERS THE PACIFIC, BONDI BEACH JUDGES’ COMMENTS

This project is the redevelopment of the former Swiss Grand Resort Spa in Bondi. The Pacific is a mixed-use development now with 112 luxury residential apartments, a boutique hotel with 69 rooms, and retail tenancies. One complete floor was added to the building after all services and finishes were demolished. New works included new services and lifts. The two levels of the basement were refurbished and includes car parking, a pool and gym. The design of the new floor entailed a significant fall risk, and Hutchinson developed a safe work procedure specific to the project. Works included new penetrations for lifts requiring truncation of the existing post-tensioned structure. A full scan survey of the existing building was undertaken. Works were complicated by building changes during construction, partial demolition requirements, concrete remedial works that arose during the project, limited floor-to-ceiling heights and careful selection of finishes to mitigate the corrosive nature of the salt-laden air. Apartment owners were given the option to select finishes so no two apartments are the same. The finished product is of a high standard, and is in keeping with the Bondi lifestyle.

MULTIPLEX 161 SUSSEX STREET REDEVELOPMENT STAGE 1, SYDNEY JUDGES’ COMMENTS

Stage 1 of the 161 Sussex Street Redevelopment Project involved the refurbishment of the existing operational hotel, the connection to adjacent heritage buildings, and the construction of a new 3450sqm event space spanning the Western Distributor Freeway. The existing hotel with 600 to 700 guests each night was to remain operational and there was to be minimal disruption to the 80,000 vehicles that commute the freeway daily. Extensive engagement with the client and hotel was essential for the duration of the works. The hotel remained a ‘live environment’ and traffic management of the freeway was essential to delivery and site establishment. Material handling was via three tower cranes, hoists and one existing hotel lift. Services were maintained at all times to the hotel and this included mechanical, electrical supply and chilled water. Temporary works and replacement of end-of-life cooling towers were part of the brief. Fire rating to all building areas including those over the freeway, was a major design factor. The Convention Centre roof trusses were lifted in sections and assembled on the mezzanine slab, prior to being lifted into place. Considerable time and effort was invested in the final truss design solution to ensure the structure would suit the deck design modifications. This complicated project has been completed to a high standard, and works were completed 10 weeks ahead of schedule. This included additional variation works including additional two levels to the commercial space in the tower and an additional lift, bar and restaurant fitout.

BUILT 478 GEORGE STREET, SYDNEY JUDGES’ COMMENTS

The newly constructed 18-storey office building on a complex CBD site, located on top of a rail corridor, is flanked on three sides by existing multi-storey structures including the Hilton Hotel, and had a work zone facing one of Sydney’s busiest city streets. The works included two basement levels, an extension of the State Theatre stage, change rooms, three levels of retail space and 13 levels of commercial space. A cantilever over the State Theatre provides a feature that is highly visible from surrounding areas. The logistical constraints of this site created a complex set of challenges included finding an early settlement archaeological site. The site was narrow at 10.5m wide and 52m deep. The site was ‘landlocked’ on three sides (State Theatre and Hilton Hotel buildings included highly significant heritage fabric in both buildings). The only access available was from George Street, with no loading zones in the kerbside lane due to bus lane. The Eastern 30 per cent of the site is directly over the Eastern Suburbs rail tunnels and the City Circle rail tunnels are located just outside the front of the site beneath George Street – with no construction within or loading permitted on the rail zone of influence easement. There was a requirement for a 3m cantilever, to the north of the site, over the State Theatre roof to improve the narrow office floor plate. The contractor resolved all of these challenges in collaboration with the client, design consultants, and every member of the project and site teams. The building at 478 George Street has been completed to extremely high standard of internal and external finishes by a very dedicated design and construction team who solved very complex structural and logistic challenges with innovative solutions.

This project took place within an existing facility operating 24/7, with continual truck and pedestrian movements taking place around the work site, and where dust control was critical. The works comprised the construction of a plate freezer room achieving a constant temperature of -40 degrees, a large freezer holding room for a fully automated palette storage retrieval system with a constant temperature of -20 degrees. All works were undertaken without disruption to Wingham Beef Exports operations. Issues of working within an existing facility, dust and access were all overcome efficiently. Detailed planning of access routes and timing were undertaken, which proved to be critical in the delivery.

VAUGHAN CONSTRUCTIONS PTY LTD DIAGEO HIGHBAY WAREHOUSE, HUNTINGWOOD JUDGES’ COMMENTS

Vaughan Constructions demolished an existing 3200sqm, 24m-high warehouse and replaced it with a 5000sqm, 32m automated highbay warehouse. The site remained fully operational for pre-mix and liquor bottling, and the package and distribution plant throughout the construction period. This 24/7 facility has robotic collection and capacity for storage in the dark. As a result, light and manhandling was not required. Vaughan redesigned the existing services so as to not clash with the new services. This resulted in a delay of eight weeks, which was overcome by detailed co-ordination, reprogramming and multiple shifts. The structural steel was designed and erected in two stages to reduce the risks of erecting one column 32m in length. A number of other initiatives enabled construction to maintain the program under difficult circumstances. The facility has been constructed and finished to a very high standard.

QANSTRUCT (AUS) PTY LTD LINDT & SPRÜNGLI, MARSDEN PARK JUDGES’ COMMENTS

This project was constructed on a greenfield site and comprised 20,000sqm of temperature and humidity controlled warehouse, 4500sqm of temperature and humidity controlled manufacturing and packaging areas, and a 3500sqm offi ce area. The project was constructed over a 10-month period with key challenges revolving around the requirement for multiple and differing temperature and humidity controlled zones. This was required for the correct storage of raw materials, manufacturer areas and finally, warehousing and distribution areas. Each of these areas had different requirements in this regard. The construction consisted of traditional portal-framed warehouse enclosed with PIR wall panels and a fully insulated roof system. Concrete floors to the warehouse areas were burnished concrete and laid to tight tolerances. The three-storey offi ce area consists of a steel structure with suspended slabs, lightweight aluminium cladding and a glass curtain wall including a striking woven stainless-steel mesh suspended by an exposed steel frame. Strict temperature and humidity-controlled environments are required throughout the complex. To maintain these requirements, the external fabric of the building was constructed from insulated panels including all walls, roofing, external doorways, loading dock bays etc. being treated in this way. The HVAC system utilised a new generation of air-cooled liquid chillers with heat reclaim providing modulated temperature and humidity controlled environments throughout the facility. The works were well executed with due consideration given for the imposed requirements resulting from this being a food manufacturing and storage facility, thereby imposing a high degree of compliance to many aspects of the project.

MPA THE UNIVERSITY OF SYDNEY ABERCROMBIE BUSINESS SCHOOL, ATRIUM STAIR NO.4, EXTERNAL CLADDING, DARLINGTON JUDGES’ COMMENTS

The new stair in the University of Sydney Business School required the procurement and fixing of 2mm-thick silky oak timber veneer cladding to the faces and soffit of a spiral stair. Works included concealed fixings and LED lighting to the balustrade. Works were managed and coordinated around third-party trades who worked on the stair treads and adjacent building works. A separate scaffold was used specifically for the stair cladding. The stair was designed and shaped in a way that excluded traditional set out. A 3D scanner was used and a specialist from Germany was engaged for this part of the work. This was a complex project and the five-storey spiral stair, reducing in diameter as it gets higher, was faced with veneered panels in an exacting and carefully pre-planned manner.

The Quantum Computation and Communication Technology Centre is a highly technical laboratory fi tout. It has highly specialised equipment that requires tightly controlled conditions to operate effectively. There were stringent design specifi cations as the equipment is sensitive to temperature fl uctuations, electromagnetic interference and vibration. Works were within an existing building, which was stripped out of all services and there was extensive demolition and major excavation in restricted space. New slabs were poured and each laboratory was strictly isolated from vibration. Non-metal reinforcing was used to reduce electromagnetic interference, all walls and ceilings were insulated against sound and moisture, plant and equipment was replaced and all cabling were shielded against electromagnetic interference. The completed dust-free area was fitted out with the specialist equipment. Works were completed within the university grounds and traffic controls and safety concerns were addressed to suit the university guidelines and restrictions.

The iAccelerate Centre is a three-storey, 4000sqm centre of Australian innovation and research excellence, home to a business incubator and accelerator that fosters innovation in the starting up, development and growth of new business. The building was concrete framed with a Corten weathering steel-panelled façade blended with double-glazed louvres, 9mm fibre-cement all over a steel frame, and there are also cantilevered steelframed pods. Floors are polished concrete, there is in-floor heating and air conditioning, BMS controls and security and services are generally exposed to provide an industrial appearance. Recycled bricks have been used in the main corridors. Rooms are designed to be flexible to allow for expansion of smaller areas. The site was fully landscaped along with a rooftop garden. The façade was design construct, and this complex aspect of the works required consultation with all parties to resolve. Finishes and fire rating to the façade was a major consideration, and the pods were a source of intricate detailing. The weathered-steel feature façade is unique to this building. A well-built and interesting building that reflects the Port Kembla manufacturing industry.

WATPAC CONSTRUCTION PTY LTD CHARLES STURT UNIVERSITY, PORT MACQUARIE CAMPUS JUDGES’ COMMENTS

The new campus is the first stage of a permanent campus at Port Macquarie. The 5700sqm development was built around a courtyard encompassing a Learning Commons, an Indigenous Student Centre, teaching and research facilities, outdoor learning spaces, office accommodation and car parking. Major civil works were part of this contract. Site works included allowances for future expansion of the site. This building has set a high standard of construction for the next stages of the university. Multiple finishes have been incorporated into this design and they have been carefully detailed and executed. Exposed services are a feature here and they have been fitted and managed with nominal ceilings. This building has increased the university’s commitment to regional higher education with this project.

WE’RE ALL FAMILIAR with the look of COLORBOND steel around our homes, but there are many large buildings that incorporate COLORBOND steel into their design too. Milson Island Sport and Recreational Centre is a great example. During construction, everything had to be barged to the island, so choosing building materials that were light, strong and easily transported was essential. The distinctive shape of the building looks like an aircraft’s wing and also assists the building’s functionality, drawing hot air up and out of the building when the turbines are on and the lower louvres open. And the use of the colour Dune helps the building blend in with the colours of its surroundings. So, this is not just a beautiful building to look at, but a wonderful building for children to play in, thanks to intelligent design utilising COLORBOND steel. MULTIPLEX UNSW MATERIALS SCIENCE AND ENGINEERING BUILDING, KENSINGTON JUDGES’ COMMENTS

The Materials Science and Engineering Building provides a platform for the UNSW Faculty of Science to operate as Australia’s leading contributor to materials engineering research and teaching. The 23,500sqm project comprises eight levels, including basement, with suites to house sensitive equipment. There are administration, teaching and learning spaces. A café, research areas, including laboratories, have also been provided. Future fit out areas have also been allowed. Works were undertaken in the middle of the busy campus, and material handling and deliveries were part of a detailed and integrated design, procurement and construction program developed with all stakeholders. With a high water table, foundations were constructed in water-charged ground. A new sub-station required substantial redesign to accommodate this. The façade details included GRC blades and these were modified from the original design to include the curtain wall design. This negated penetration of the curtain wall, significantly reducing the weight and simplifying a major element of the construction. Health and Safety issues were managed as part of the high-standard policy implemented by the builder. The construction of this building is the result of a series of innovative ideas, approaches, techniques and tools. Flexibility in design and construction make this building an excellent example of modern educational buildings.

Major works were undertaken to construct three new school buildings, site works and the services upgrade for the use of personnel and the increased student numbers at the primary school. The construction of the new interconnecting three- and four-storey buildings, the refurbishment of an existing classroom block and the extension of the existing hall proved challenging. Soil contamination and inclement weather delayed critical construction programming. Generally, ground, first and second floors have similar floorplan layouts, large open plan teaching spaces with withdrawal areas and operable walls to allow teachers the flexibility to combine classes. The ground floor also comprises the administration offices, staffroom, amenities and secure storerooms. The basement lift provides access from the carpark for staff and accessible students. Externally, the building façade has varying finishes, pre-finished CFC in different colours, Colorbond wall and Futurewood claddings along with aluminium windows, louvres and sunshades. Internally, the walls and ceilings were lined with acoustic plasterboard, a state-of-the-art AV system, pre-finished quality joinery and combinations of marmoleum and carpet flooring. The specialised school furniture in vibrant colours complements the standard of finish throughout. A W Edwards has successfully completed a complex project ahead of time and on budget.

The new Flexible Learning Centre at Holy Cross College at Ryde is the visual centrepiece of the school. The building links the hall, library and classrooms to provide a centralised location for the college to congregate and collaborate. Initiatives include a C-Bus system, open learning planning, energy-effi cient glazing and cladding. Floor levels of adjacent buildings varied and joining up was a careful and considered process. The steel on the curved roof and framing allowed little tolerance and there were difficulties with historical levels being incorrect. The wide feature stair design required a joint-free structural tread and this was achieved within a limited budget. The college infrastructure was upgraded as part of the contract. This was undertaken during the school holidays to avoid disruption. All works were meticulously planned and coordinated with the college to minimise the day-to-day impact on staff and students for the duration of the works. This is a well-built, bright, open building with complex spaces and an interesting example of modern school education planning.

The new Business Studies Centre is a two-storey building built to the same design of the existing college building. Key architectural features include handcrafted render banding, cast-iron downpipes, shiplap lining soffits, New Guinea rosewood heritage replica timber windows, blackbutt timber roof trusses, brass handrails and fittings and the impressive 650m2 copper roof. The ground floor level consists of classrooms, amenities and changing rooms. Level one has three full-width timber sliding doors that can be closed to create separate classrooms, or open to provide an open function area. A stainless-steel food preparation area includes fridges and a cool room that caters for functions and special events. The Annex building was designed to join the new Business Studies Centre with the three-storey main school building. The Annex comprises stairs, a lift and disabled access to all three levels. The clinic building comprises two levels accommodating an overnight and day surgery facility/first aid and amenities. Construction difficulties faced was the retaining wall structure to support Cranebrook Road, running ground water, presence of rock, site access and the challenging construction techniques required to achieve the design. The impressive internal architectural features include a sandstone-clad fireplace, college emblem carpet, wall finishes, specialised 2 selected for windows, door and frames, wall linings and roof trusses. Externally, the render banding and copper roof have been professionally finished. The state-of-the-art facilities boast quality finishes of the highest standard.

This new five-storey, multi-use learning facility includes state-of-the-art teaching spaces, staffrooms, art studios, a gymnasium and a 211-seat performance theatre. The upper levels of the building contain general learning classrooms, art studios, a variety of multi-purpose spaces and offices plus staff and student toilets. The new building links up with adjoining buildings via open courtyards and outdoor learning spaces on multiple levels. Cuttingedge audio-visual, IT services and the latest security technology were installed throughout the building. A professional theatre-grade audio system with automated theatre lighting, curtains, projectors and screen was installed to service the performance theatre. The project was particularly challenging due to the limited site area, which was effectively the same as the building footprint. Bordered on three sides by the existing, and heritage school buildings, the project required an extensive 11m excavation in sand and rock to create the performance and theatre space. Steeply sloping street access and an underground stream added to the difficulties on the site. Permanent water pumps were installed and are still in use today. This building has a high-quality standard of finish and is an exceptional facility for the school that will be enjoyed by students and staff for many years to come.

The new building was completed over four stages and includes a basement carpark, plantrooms, sporting facility, two levels of teaching areas, a lecture theatre, amenities and external tennis courts at level two. Before commencement, Quasar prepared a qualitative risk assessment for all work-related activities on the project, paying particular attention to the movement of staff, students, visitors and general public. The complex project had limited access so traffic control measures were used for the entire construction period to monitor deliveries, vehicular and student movement. The major difficulties were the construction of a post-tension concrete slab over an existing twostorey structure and the fabrication on site of 2 x 6m-high x 30m-long structural-steel trusses to be erected over the indoor sports facility. The indoor sports facility was uniquely designed, enhanced by the natural lighting and acoustic ply wall linings to its perimeters. A removable timber flooring system was implemented and installed over a rubber sports floor. This enabled the school to alternate between varying sporting activities. With limited school space available, the level two concrete roof was designed to accommodate tennis court playing surfaces. Quasar has delivered a quality project on time and met all the school’s design requirements to a high standard of finish.

An extremely difficult site bound on three sides by existing structures. The building comprises five levels, inclusive of a basement pool plant room, a 50m pool level, mezzanine viewing level and amenities, ground level sporting centre, level one examination facilities and rooftop service plant room. The new eight-lane 50m pool is complete with underwater and overhead CCTV systems all linked to poolside monitors. To facilitate the school’s requirements, a retractable boom was recessed into the pool floor. When deployed, the pool divides into two 25m pools. This new aquatic centre has been linked to the existing, refurbished 25m pool via the mezzanine level. As the Centenary Building is built over the Aquatic Centre, the ground floor concrete slab including beams and columns, was designed and constructed to achieve a 33m clear span across the pool deck. Lipman experienced difficulties in the supply, installation and removal of a large amount of class two-finish formwork that was required to achieve a design ceiling height of 6.5m. The innovative mechanical design allows for free-flowing air circulation throughout the entire Aquatic Centre. The Lipman team has delivered a state-of-the-art school facility. This difficult project is complemented by the exceptional high-quality standard of finishes.

MERIT PUBLIC BUILDINGS UP TO $5,000,000

HINES CONSTRUCTIONS PTY LIMITED REDHILL PRECINCT PROJECT, GULGONG JUDGES’ COMMENTS

This unusual design and construct project was to create an underground replica of an 1870’s gold mine for tourists. The structure comprised a fully waterproofed concrete structure buried beneath a mullock heap with two exhibition spaces linked by a tunnel. The internal finishes were designed to represent the original 1870 tunnel propping methods with baulk timbers and corrugated iron lagging. The external façade was finished with rough-sawn hardwood cladding planks fixed over the modern structure but were made to appear rudimentary in their installation. The finished project is a clever combination of modern structural materials and processes to provide a safe and compliant building, mixed in with a theatrical façade, providing an appearance that replicates the effect of a 19th century gold mine.

STRUCTUS PTY LTD HYDE PARK POOL OF REFLECTION, SYDNEY JUDGES’ COMMENTS

The Pool of Reflection is located in Hyde Park, north of the ANZAC Memorial, and was completed in 1934, at the same time as the ANZAC Memorial. The Pool of Reflection has had many decades of partial restoration, but was in dire need of reconstruction. The reconstruction project consisted of fully restoring the area, plant, infrastructure and landscaping, while maintaining daily operations of the ANZAC Memorial, including the hosting of a daily Remembrance Service at 11am. Construction consisted of demolishing the existing pool paving and substrate; removing the existing surrounding trees; excavating to establish a new plantroom; concrete works; new hydraulics and pump equipment; new waterproofing and tiling to the pool and surrounds; soft landscaping; irrigation and subsoil drainage; associated electrical, hydraulic and mechanical works; associated metalwork and new park benches. Being in an active public environment required strong management to minimise noise and dust generated during the construction period, and to ensure a high level of site presentation, cleanliness and coordinated deliveries within a safe and secure work area. Structus has successfully achieved a high-quality result for a project that had many complex issues of heritage, access, ongoing pedestrian use, adjacent construction sites and working with multiple stakeholders, and returns to the public a revitalised space for quiet reflection.

STEPHEN EDWARDS CONSTRUCTIONS PTY LTD AUSTRALIAN NATIONAL MARITIME MUSEUM WARSHIPS PAVILION, SYDNEY JUDGES’ COMMENTS

The Pavilion was built over an existing timber wharf structure sandwiched between two warships in Darling Harbour to mark the centenary of World War I and commemorate 100 years of service by the Royal Australian Navy. This unique design and construct project comprised many construction challenges, such as working over water, on an existing narrow timber wharf structure, and within a busy tourist and operational environment. Building disciplines including services coordinated within the fabrication and installation of complex curved, articulated structural-steel façade comprising different materials and complex geometry projection oculus, and works under the existing wharf and gangways. In addition, all works were completed while the museum continued operations, including daily tourist inspection of the two warships moored alongside the building site. The completed building, both internally and externally, demonstrates the highest quality of workmanship that has been achieved under extreme constraints and working conditions, and is a credit to the whole design and construct team.

WINNER PUBLIC BUILDINGS $10,000,001- $15,000,000

LAHEY CONSTRUCTIONS WALGETT POLICE STATION JUDGES’ COMMENTS

This project consists of the construction of a new three-storey, concrete-framed, Local Command Police Station including 39 grade-level secure parking spaces with an additional nine quick-response car parking spaces which have their own dedicated access and egress gate. The new station also houses a DEFTAC Training Room, three large, and one small holding cells, a large exhibits store and a conference and briefing/training room. The building has a gross floor area of approximately 2500m2. The project required part of the existing police station to be demolished to allow construction of the new building, and the remaining police station to remain operational throughout the contract period. Additionally, continuous access was required between the adjacent courthouse and the police station to allow police, defendants and court staff to safely access both buildings. The building design was complex, with the façade comprising metal cladding, fibre-cement panels, face brickwork and a gable roof to a section of the roof to house the air conditioning equipment, with ventilation provided through the end gables. The remote location was a logistical challenge throughout the project including accommodation of staff and workmen. Finding and retaining sub-contractors and their workmen in this remote location was a weekly battle. Despite inclement weather, the constrained site and the remote location, the project was completed on time and on budget, without affecting the day-to-day operations of the police station and the courthouse. The project has been well constructed and finished to provide a very distinctive building that is a credit to the builder and his tradesmen, with the client and the end-users delighted with their new station.

KANE CONSTRUCTIONS PTY LTD ROCKDALE LIBRARY JUDGES’ COMMENTS

This project consists of a new 3.5-storey building for Rockdale Council on two council properties – 444 and 446 Princes Highway, Rockdale. The new central library building was integrated into the adjacent heritage-listed town hall building to the south and connected to the council administration building to the east across King Lane. The new library has glazed façades to the Princes Highway and King Lane to utilise and promote natural light. A glazed atrium spans the space between the existing town hall and the new library, connecting the two buildings and accentuating the heritage brick wall of the town hall. The logistical constraints of this site created a complex set of challenges such as the adjacent existing council buildings - the council chambers, library and council administration building - were all fully occupied and operational. There were clearway restrictions along the Princes Highway. Water-charged and contaminated ground conditions were encountered during construction, resulting in redesigning the basement to ensure it remained above the water table, thus eliminating costly shoring, dewatering during construction as well as the long-term operation. Because of the poor bearing capacity of the existing natural ground material, the building was founded on a series of piles into underlying sandstone 15m below the original ground level. A key internal design feature of the building is the grand void that spans three storeys. While they are impressive from a design aspect, these voids created difficulties to the construction process from an access and safety aspect. The project team resolved these challenges and have achieved a new state-of-the-art library that blends into the existing town hall building with exceptional aesthetic internal and external finishes, combined with the latest engineering materials and structure. The new Rockdale Library is testimony to the skill and experience of the whole design and construction team.

HANSEN YUNCKEN PTY LTD SYDNEY FERRY WHARVES UPGRADE CREMORNE POINT, BALMAIN EAST, PYRMONT BAY, SYDNEY OLYMPIC PARK AND MEADOWBANK JUDGES’ COMMENTS

This very unique design and construct project comprised the demolition of existing wharf facilities and the concurrent construction of five new commuter ferry wharves across Sydney Harbour at Cremorne Point, Balmain East, Pyrmont Bay, Sydney Olympic Park and Meadowbank. Driven by ageing infrastructure and insufficient disability standards for accessible public transport, the builder developed solutions that significantly improved maritime safety, commuter safety and customer experience. Each wharf features a pontoon and 18m-long gangway, sized and oriented to accommodate site-specific maritime conditions. The design places commuters close to the ferry, minimising embarking and disembarking time and providing waiting areas with balanced protection from the elements. The building process required three distinct stages: Procurement and preparation of long lead items, off-site works on a separate site on Glebe Island and on site works of pile installation, concrete bridge works and pontoon and gangway installations. There was an emphasis on pre-fabrication of components including pre-cast concrete headstocks, precast deck planks and pre-fabrication of the entire gangway ramp and pre-fabrication of the pontoon and fit off at an off-site facility prior to the elements being floated and installed on site and final fit off being carried out. The builder addressed many construction challenges which required traditional construction processes, procedures, worker amenities and safety to be modified to suit the site conditions of building over tidal water, and the associated environmental controls and supervision of the building process concurrently on five different sites. All site deliveries were by water, and crane lifting requirements were carried out by floating barge cranes subject to the tidal conditions, which required some night works carried out in consultation with local residents and council.

JOHN HOLLAND PTY LTD NEWCASTLE COURTHOUSE DEVELOPMENT JUDGES’ COMMENTS

The Newcastle Courthouse Development in Newcastle’s CBD was designed to provide the Newcastle Justice System with the largest, and most technologically advanced court complex outside the Sydney area. The seven-storey, 1200sqm, high-security building includes ten courtrooms and two tribunal rooms and hosts sittings of the Supreme, District and Local Courts. The courthouse was made fully accessible to people with disabilities and also includes: holding cells, jury assembly and deliberation areas, legal interview rooms on each floor, facilities for victims of crime and support groups, a sheriff’s office, a state-of-the-art registry area and judicial chambers. The complex comprises a podium structure with two street frontages with upper levels set back. The site had minimal areas to store materials and key construction risks to be managed included: pedestrian traffic, traffic control, craneage use and material delivery and handling. Ground stabilisation of the site was completed under a separate contract prior to contract works commencement, with injection works to fill mine voids and two seams located 24m and 72m below ground level. Difficulties encountered during construction included: 350 concrete-driven friction piles to provide support for the weight of the building, a sink hole/void ground subsidence, adjacent property footings found on site during detailed excavation, 16 different types of façade, complexity of design with interiors interacting with various exterior façades, different sizes and finishes to every room, particularly in each courtroom and services and audio-visual systems being extremely complex. The building incorporates solar panels, energy-efficient systems and smart use of natural light to reduce the building’s carbon footprint. The Newcastle Courthouse has been completed to an extremely high standard of very intricate finishes, which is a testament to the skill of the builder and his tradespeople.

FDC CONSTRUCTION & FITOUT PTY LTD SYDNEY DATA CENTRE, BURWOOD JUDGES’ COMMENTS

This communications building project involved the upgrade and refurbishment of a 35-year-old, existing 24-hour (365-day) operational data centre facility located in a western Sydney suburban location. The critical nature of this facility to the business was clearly expressed to the builder at the beginning of the project. The client tendered the project with a ‘proposed’ design. During the tender process it was clear to the client that with the onset of more advanced technology the initial design could be improved. The builder was engaged under the old design though with a premise to proceed with adopting this new technology. The design was developed using REVIT design software, allowing 3D modelling to be implemented for design coordination that captured many of the coordination issues of services and structure early in the project, mitigating significant delays during construction. As the data centre was a live environment, extensive audits were required to trace all existing cables to identify what could be removed. One of the first tasks was to demolish the existing office area on level two to make way for two new 1000sqm halls, conference room, meeting rooms, staff breakout area, amenities and open plan informal meeting space. Concurrent with the internal works, the demolition of the front entry and ground floor lobby was undertaken, together with changes to the rooftop plant rooms, façades, entry steps, entry foyer with polished concrete floors, timber panelling security entry portals and new amenities and landscaping. The design intent of the refurbishment was to ensure that the old system remained independent of the new system. This separation would allow a risk adverse upgrade in the future when the old system is completely replaced. The old services were selectively removed in a controlled manner while new infrastructure servicing the new data centre white space futureproofed the facility’s IT strategy for years to come.

The centre consists of 3500sqm pool hall with spa, leisure pool, program pool and a 25m pool. Attached to the pool hall is a 2000sqm multi-storey building consisting of office space, amenities, gym facilities and a crèche. During the construction of the Andrew ‘Boy’ Charlton Aquatic Centre, FDC encountered a number of obstacles during construction including neighbour objections to its construction, tidal water, unusually high levels of inclement weather, as well as the discovery of ground contamination, with asbestos, acid sulphate and cyanide. The structural steel comprises eight trusses spanning the width of the pool hall, with the largest being 65m with no intermediate supports. The structural steel was finished in corrosion-resistant paint and all connections are silicone sealed. A feature of the project was the extensive ceramic tiling, which has been laid to a high standard, together with a co-generation plant providing energy for running the pool systems. FDC has overcome the above obstacles and created a wonderful aquatic centre for the community. FDC has delivered a quality facility.

The design team created a unique grand front entry to the club. This design is an integral part in the master planning for the club’s future development. The 50 x 50m 130-tonne structural-steel porte cochere structure is the centrepiece of this sleek extension. The structure features skylights and Alucobond soffits and fascias. LED and neon lighting to the perimeter of the structure complements the design. The landscaping features hand-laid cobblestone paving to driveways and off-form coloured concrete planters and seat beds. The foyer is fitted with Astor-finished feature metal wall panels, a new passenger lift and an impressive 12 x 3m television screen. A stunning LED feature light comprising 12 scene settings is the focal point for guests entering the club. MPA encountered construction difficulties. The inclement weather and in-ground conditions impacted heavily on the construction program. Careful planning of the project and works sequencing was therefore crucial to minimising potential disruption to patrons and guests. The successful project is a showpiece for the club, and provides a high-end welcoming space for patrons, guests and staff.

HUTCHINSON BUILDERS VINCENTIA MARKETPLACE JUDGES’ COMMENTS

The builder undertook Vincentia Marketplace as a design and construct project built on a 74,000m 2 greenfield site after the project had been delayed for a number of years. The builder engaged an entirely new consultant team who established that the site required innovated extensive civil, geotechnical, drainage and environmental service infrastructure improvements before building works could commence. The remediation of the site required bulk earthworks of 54,000m3, the installation of approximately 2.75km of subsoil drainage and a 3100m2 environmental pond/filtration system. The building envelope was 11,500m2 comprising a Woolworths store, Aldi store, two mini major retail spaces and 26 speciality tenancies. Differing site levels around the site boundaries required the building of two 18m clear-spanning pedestrian bridges to access the site. The rationalisation of the original roof structural design, including the removal of box gutters, rationalisation of parapet walls and the creation of single-pitch roof framing resulted in cost savings and simple building solutions. Internally, the roof structure changes resulted in a greatly increased cathedral ceiling height and created a dramatic visual improvement to the previously lower suspended ceiling. The project was completed on time despite six weeks of unseasonal inclement weather. The client and the overall project benefited from the builder’s redesign. After a slow start, the site team delivered a high-quality product under very difficult conditions.

WINNER RETAIL BUILDINGS - REFURBISHMENT/RENOVATION/EXTENSION UP TO $30,000,000

BUILT MLC CENTRE RETAIL REDEVELOPMENT, SYDNEY JUDGES’ COMMENTS

The project consisted of a major refurbishment of the existing food court and retail food outlets, extensive structural alterations and replacement of all base building services. The ongoing operation of the retail spaces throughout the refurbishment could not be impacted by the works. This was achieved through detailed staging methodologies, night works and weekend works. All works were required to be returned to normal trading conditions at 6am every Monday after significant working weekends and after every night shift. This was accompanied by daily walks with Centre Management and OH&S representatives to ensure all areas were safe to operate and in a condition presentable to the public. Significant structural demolition included the old Dendy Cinema suspended slab and tenancy below the food court for the new IGA supermarket and removal of the basement slab on ground for the new corporate end-of-trip facilities. Safety was the key driver in all works due to the high-risk nature and close proximity to the general public. The key project objectives for the construction methodology included: safety, noise, dirt, dust and disruption minimisation, ensuring there was no disruption to trading tenants, and ensuring the agreed number of available seats in the food court were maintained for public use. This was a very complex project and the MLC tower, podium, cafés, retail shops and food court remaining operational during this major refurbishment was an achievement in itself. The MLC Centre Retail Redevelopment has been completed in a ‘live’ environment, with all public areas finished to a very high standard. It is a credit to the builder’s project team.

WINNER RETAIL BUILDINGS - REFURBISHMENT/RENOVATION/EXTENSION $30,000,001 & OVER

MULTIPLEX STOCKLAND WETHERILL PARK SHOPPING CENTRE JUDGES’ COMMENTS

The project has provided Stockland Wetherill Park Shopping Centre with an additional 16,703m2 of GLA to the existing 46,495m2 centre, comprising an additional 96 retail stores, seven mini-majors, a 680-seat gourmet food hall, a 704-vehicle car park and an upgraded Hoyts cinema. The construction of the project was carried out while the existing centre remained fully operational. To satisfy this contract condition, the project was planned around completion in two main stages, with each stage broken into separable portions. Within each separable portion there were usually numerous sub-portions to be completed in order to keep the existing centre trading. This was a major logistical and planning challenge for the project team. One of the major construction challenges was to increase the floor-to-floor height under the Hoyts cinema by 2m to 4.5m to convert an existing car park into retail mall and tenancy space. This was successfully achieved while the Hoyts cinema above remained fully operational. The project is the first of its kind to achieve a 5-Star Green Star design rating. The completion of the works, as planned in separable portions, resulted in this complex project being completed in 24 months, with practical completion achieved three months early, enabling it to trade for Christmas 2015. This result and the high standard of workmanship and finishes achieved is a credit to the skill and experience of the builder’s project design and construction team.

This project was complicated by the existing hospital on the site remaining open and functional during the construction period. Detailed planning with the stakeholders ensured the demolition and the construction was undertaken with no unplanned disruption to the hospital’s operations. The extension to the dining room was completed without interruption to this facility. The works were carried out over and around the existing facility without undue interruption to its operation. The piling for new support columns was carried out with restricted headroom, while the new structural steel was erected in position through the existing building. The works have been finished to a high standard within a difficult working environment.

ADCO CONSTRUCTIONS PTY LIMITED MONA VALE COMMUNITY HEALTH CENTRE JUDGES’ COMMENTS

ADCO Constructions completed this project adjacent to Mona Vale Hospital site. This new facility provides health services for clients on the northern beaches of Sydney. The facility provides a unique set of services including rehabilitation and aged care community services, musculoskeletal physiotherapy, chronic disease clinical rehabilitation services, paediatric occupational therapy, paediatric speech pathology, mental health facilities, dental facilities and a range of other specialist services. During the design phase ADCO engaged with the eight health-related user groups in order to finalise the design and obtain a sign off for the design finalisation. The project team fast tracked the initial design to facilitate a construction certificate to allow the demolition and earth works to commence. The building is founded on piles, which support a reinforced concrete structure with structural-steel roof framing. The development posed many challenges due to working on a tight site footprint within a live operational hospital environment. There were a number of major services upgrades requiring cut overs without unplanned interruption to the existing hospital facilities including Emergency Departments. Careful planning of site access was required to ensure access to the site did not interfere with the adjoining hospital and rehabilitation facilities. There are many fi nish types throughout the building relating to each area of the facility, ranging from general office areas through to fully equipped dental facilities. The site was well managed and the project completed to a high standard of finish.

A W EDWARDS PTY LIMITED WOLLONGONG PRIVATE HOSPITAL JUDGES’ COMMENTS

This project involved the development of a design brief for the hospital, developing enabling works, construction documentation and cost-planning advice, and the construction and fi tout of an eight-storey reinforced concrete structure building and bulk excavation of 55,000m3 of rock for three levels of basement carpark with post-tension floor slabs and a pre-fabricated steel frame with composite aluminium and glass façade cladding. The fit out of the private hospital incorporated 151 medical, surgical and maternity inpatient beds, nine operating theatres, a cardiac catheter laboratory, intensive care unit, day oncology unit, retail pharmacy and pathology. In addition to the hospital fit out, provision was made for 4000sqm of specialist medical suites on the upper floors. The project presented the building team a number of challenges for the site establishment and materials handling due to the irregular shape of the building, limited surrounding site area, an aerial ambulance flight path, another major project under construction on the opposite of the road and a functioning day surgery on the eastern boundary. The impact of two large projects taking place on the opposite sides of the one road was minimised by both builders developing a combined traffic and pedestrian management plan. An extremely high quality of services installation and fi nishes has been achieved throughout the hospital while accelerating the construction program to provide early access for the client months ahead of contract program, at no additional cost.

WINNER HEALTH BUILDINGS $100,000,001 & OVER

MULTIPLEX SOUTH EAST REGIONAL HOSPITAL, BEGA JUDGES’ COMMENTS

Co-locating the primary, community, ambulatory and acute health services onto one campus, the design and construction of the South East Regional Hospital, Bega constituted the largest infrastructure project in the history of the Bega Valley. During the ECI period, 150 value-engineered items were considered and eventually adopted with significant savings to enable the project to proceed. Extensive consultation with the local community and initiatives to attract and maintain a good working environment in a rural district were maintained throughout the construction period. A major challenge was accessing skilled labour in the Bega region to enable a complex project to be completed to the required standard and timeframe. The site planning of roads, access and shedding facilities was intensive in the early stages as it was constructed over a large sloping site, with a potential for some access points to be affected by flooding. Granite floaters were identified by the Geotech survey, which had the potential to delay the in-ground services leading into the building. This delay was mitigated by Multiplex by way of implementing three alternate plans which included employing an explosives expert and obtaining approval for blasting. Redesign, removal and explosives were utilised as necessary in order to maintain progress. The external façade is primarily metal cladding with punch windows with extensive landscaping around the perimeter. The hospital facility comprises emergency facilities, maternity, operating theatres and recovery areas and mental health facilities. Additional scope was added late in the project for a Medical Records Department requiring extensive confined excavation, services alteration and fire-engineered solutions to be completed within the contracted time. Multiplex has delivered a hospital finished to a high standard and was delivered ahead of schedule.

WINNER RESIDENTIAL & MIXED-USE DEVELOPMENT BUILDINGS OPEN PRICE CATEGORY

BILLBERGIA SKYLINE APARTMENTS VILLAGE QUAY, RHODES JUDGES’ COMMENTS

Skyline Apartments is Stage 3 of the Village Quay Project. This 26-storey high-rise residential building consists of 226 apartments, seven retail stores and a community parkland. Billbergia was engaged on a design and construct contract and completed the building in 20 months with the use of pre-cast concrete-driven piles, jump-form lift and stairwell cores, pre-cast concrete walls to internal and façade elements, post-tension slabs with double-glazed windows and quality fitments. The building was completed under budget and three-and-a-half months ahead of program. The constraints of the site’s ground conditions and the cantilever nature of the building form posed key engineering and construction challenges. The design and construction solution adopted was two 1200mm-diameter reinforced concrete at a 73-degree angle to a 20m height. This was successfully achieved by introducing structural transfer slabs at levels five and seven of the structure to transfer loads to the sheer walls and lift cores, along with the bearing capacity of the feature columns – making the columns both aesthetic and functional. The ESD measures implemented at Skyline Apartments included double-glazed windows to reduce demand for air conditioning, solar panels installed on the roof, on site retention tanks for rainwater from the paved area for the irrigation system to water the common landscaped areas, natural cross ventilation to lobbies to reduce energy costs and heat trace and thermal lagging to the hot water pipework in the centralised hot water system. This system is installed on the roof and circulates to all floors. A heat trace system allows for the pipework system to maintain an approximate 40-degree temperature. Skyline Apartments is an aesthetically exciting building and has been completed to a very high standard. The site team paid close attention to every small detail to ensure low long-term maintenance for the apartment owners and provided Canada Bay Council with an excellent public area for use by all residents of Village Quay.

JOHN HOLLAND PTY LTD CHAFFEY DAM AUGMENTATION AND SAFETY UPGRADE, BOWLING ALLEY POINT JUDGES’ COMMENTS

The augmentation and safety upgrade of the Chaffey Dam project required the raising of the Morning Glory Spillway by 6.5m for the augmentation, raising the existing dam embankment and crest by 8.1m, re-using the existing pre-cast concrete parapet units for the safety upgrade and replacing the existing bridge at Bowling Alley Point with a new bridge and associated roadworks above the new full supply level so they would not be inundated. The raising of the dam embankment and crest and raising the Morning Glory Spillway (MGS) required 180,000 tonnes of crushed and screened quarry product. The material was crushed and screened from stockpiled rock on the dam site from the original dam construction and hauled from the bottom of the dam wall to the top of the dam crest and to the area around the MGS on the upstream side of the dam wall. The most technically challenging element of the construction was raising the Morning Glory Spillway. The new raised MSG started 5.7m down the inside of the existing MSG and rose 6.5m in height above the existing spillway lip. The method devised and engineered was to insert circular needle beams into aeration ducts (32 no.) located 7.6m below the lip. These needle beams protruded 1.7m from the existing inside face and provided support for a pre-fabricated work platform. The work platform then supported the six levels of temporary access platforms and the wet concrete loads of the first two half-pours. This civil engineering project has been carried out in a very professional manner to exacting high standards that demonstrate the engineering skill and experience of the contractor’s project team to work co-operatively with the client, WaterNSW, to resolve and implement unique solutions to complex construction issues in a safe and successful manner.

WINNER INNOVATION - NEW PRODUCT OPEN PRICE CATEGORY

BUILT 20 MARTIN PLACE, CAST GLASS, SYDNEY JUDGES’ COMMENTS

The 20 Martin Place Project consisted of a complex refurbishment of an existing 1970s commercial tower. Incorporated into this project was the use of cast glass panels to the lower podium columns. This required the innovative development of cast glass, often referred to as slumped glass, which is generally only used in artistic and sculptural applications. An art studio familiar in cast glass was engaged to see if it could be ‘industrialised’ to ensure compliance with Australian Standards, building tolerances and consistency of colour and finish. The glass was developed in the USA in conjunction with an artistic glass studio which had experience casting glass into carved graphite moulds. The key was to develop the artistic product into a useable and repeatable material to clad the existing façade columns. The idea was to achieve a colour and texture sympathetic to the adjacent buildings in Martin Place while displaying a high-tech characteristic reflecting the upgraded building. Issues requiring resolution included the final finish, colour and backing. Backing options ranged from sandblasted stainless steel to mirror-polished stainless steel. In order to achieve repeatability in manufacture and structural, visual dimensions, Built facilitated the retooling of the glass studios in the USA with a new furnace, equipment and racking facilities to enable the daily quota of panels to meet the program. Samples of each batch had to be shipped to a glass testing facility in Los Angeles and tested for impact and flexural strength to establish compliance with the parameters set in the Melbourne testing. Significant investment in time, money and engineering was required to get this product to the point where all the requirements from aesthetics to compliance, consistency and engineering were achieved.

GRINDLEY CONSTRUCTION PTY LTD ASCHAM SCHOOL, SCIENCE AND BOARDING FACILITIES, EDGECLIFF JUDGES’ COMMENTS

This project consisted of multiple services and building upgrades, integrating with existing facilities of the school, including an addition and refurbishment of the heritagelisted Duntrim House. The project provided the school with a new state-of-the-art multi-function science building with no less than nine formal teaching laboratories, one preparation laboratory, meeting room, lecture theatre, several non-formal open learning spaces, a 37-space underground carpark and an additional terraced breakout multipurpose area. Additional to this, the heritage-listed Duntrim House and annex buildings were refurbished and joined together through a new wing to the south of Duntrim, which provide accommodation for staff and boarding students with all the modern facilities befitting a project of this stature. Great efforts were put into the energy efficiency of all buildings, with special effort made to reduce power consumption required for heating, cooling and lighting. The building management system within the Science Building operates using electronic motorised double-glazed windows, an automated mechanical system activated by rain and wind sensors, and a movement-activated lighting system. The window automation control system controls façade and roof windows so that they automatically open and close by incremental amounts on the basis of desired room temperature and CO2 levels, as well as measurements of external temperature, rain and wind speed. The Duntrim and annex buildings make use of ceiling fans and natural ventilation for cooling, while heating is achieved through the use of hydronic radiant heaters. This project produced an outstanding addition to the school, resulting in energy-efficient buildings that are comfortable throughout the year, offer reduced operating costs and are an investment in future education.

BILLBERGIA SKYLINE APARTMENTS VILLAGE QUAY, RHODES JUDGES’ COMMENTS

The Skyline Apartments is stage three of the Village Quay project at Rhodes. This 26-storey high-rise residential project consists of 226 residential apartments, seven retail stores and community parkland. The Skyline Apartments were designed and constructed to ensure the apartments retained low operating costs by designing thermally insulated buildings and selecting energy-efficient fittings and appliances, along with stand-alone systems to ensure strata fees remained low. This, combined with a user-pay approach, ensured the most sensible way for reduction in energy costs. The Skyline Apartments implemented measures to ensure it exceeded its compliance requirements for the project. The apartments have high levels of wall insulation to R2.6, with all windows to the living areas and bedrooms being double glazed in thermal-break frames to reduce the demand for air-conditioning. There are two balconies for each apartment, one open and the other enclosed with a mix of fixed glazing and louvres for flexible year-round comfort. Each apartment has two split inverter air-conditioners for the living zone and bedroom. Cooking is by gas and there are also two gas bayonets supplied, one in the living zone and one on the open balcony. Lighting is a combination of compact fluorescent and LED, owing to the lead time from design to completion. A 10,000-litre rain collection tank is used for landscape irrigation and the building is plumbed so that toilet flushing can use the district grey water reticulation system when the council infrastructure becomes available. This project has produced a community park and a mixed residential and commercial building where the tenancies are comfortable throughout the year, that are energy efficient with reduced operating costs, and are an investment in a better living environment.

WINNER EXCELLENCE IN ENERGY EFFICIENCY $100,000,001 & OVER

BUILT 20 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

This project has been designed to exceed the 5 Star NABERS Base Building Energy Rating. An integrated approach was taken to Heating Ventilation and Air Conditioning (HVAC), façade delivery and lighting design to maximise energy efficiency across the building. This is the first major installation of full LED lighting in a commercial office building in Sydney. The wattage savings over a T5 fluorescent solution is only approximately 10 per cent, but there are ongoing energy savings associated with the reduced maintenance due to the extremely long lamp life of the LED fitting. Additionally, PIR sensors to 100m2 zones ensure that after-hours lighting energy usage will only apply to occupied spaces and other lighting will automatically turn off. Code requires fire stairs to maintain lux levels at all times so that in the event of an emergency, light switches don’t need to be turned on. Over 20 floors and several sets of stairs, a significant opportunity was presented to save energy use over the life of the building. By incorporating fire stair lighting with ultrasonic sensors, the lights remain off until a door is opened into the fire stair and the LED lights come to full brightness in a fraction of a second. As the ultrasonic sensors are integrated into each light, lighting energy is only used where needed. The HVAC system was designed to meet the high energy-efficiency standards of NABERS 5 Star while maintaining comfort conditions across the floorplate. This project has produced a commercial building where the tenancies are comfortable throughout the year, that are energy efficient with reduced operating costs, and are an investment in a better working environment.

WINNER EXCELLENCE IN RESOURCE EFFICIENCY OPEN PRICE CATEGORY

BUILT 20 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

The project, which achieved a 6 Star Green Star Office v3 As Built rating and targets a 5 Star NABERS Energy rating in operation, gave new life to the underlying steel structure that made up 20 Martin Place in its original form as a 1970s office building. By leaving the original steel in place, a calculated reduction of 1290 tonnes of CO2 equivalent was achieved within the project’s life cycle assessment. The saving is calculated based on the quantity of steel that would have needed to be manufactured, delivered to site and erected. The excellent outcome in the life cycle assessment was assisted by the reduction in the steel use as well as the additional concrete that would have been required if a reinforced concrete structure had been specified. This project stands as an example of the positive and adaptive re-use of steel, a material that can have a potential lifespan of more than 100 years, but which fashion dictates that it rarely enjoys. The LED lights are rated for 100,000 hours, providing approximately 32 years usage at 60 hours per week. By designing a ceramic frit to the interior of the glazing on the east and west façades, a shadowbox look was achieved without the added materiality of aluminium sheet, thus saving the façade system and project 7.43 tonnes of aluminium. This has resulted in a GHG emission saving of approximately 87 tonnes of CO2 equivalent. Overall, the project achieved a recycling rate in excess of 95 per cent. This project has shown how careful planning from the design stage can utilise existing materials and structures and reduce the level of waste to landfill. It has produced a commercial building where the tenancies are comfortable throughout the year, that are energy efficient with reduced operating costs, and are an investment in a better environment.

BLUE ECO HOMES BYGONE BEAUTYS, LEURA JUDGES’ COMMENTS

Bygone Beauties is an iconic building in Leura and is home to the world’s largest private collection of tea wares, including more than 5500 teapots from all over the world and spanning five centuries, with most on display in the Treasured Teapot Museum. Located close to the famous Leura Village Mall in the picturesque Blue Mountains, the original circa 1917 building was renovated to create a new museum space which better showcases the large collection of teapots and tea wares. As a major tourist destination, it was essential that the tearooms remained operational throughout the complex works. A significant amount of the demolition materials were re-used in the project to maintain the charm of the building. This was not only achieved with no incidents (and no teapot breakages!) but also exceeded all client expectations. Environmental management for the site included selection of appropriate materials, minimising packaging wherever possible, recycling or reusing materials, and silt barriers. Dust control was minimised by the use of partitions between the work area and public spaces, and by wetting down debris when moving materials around the site. Underpinning was excavated by hand with minimal machine work. Excavated rock and soil was reused on site for landscaping. This project has shown how careful planning and operation can produce a building that has reused most of its original materials and maintained its heritage charm, while expanding the size of the building and its facilities, all with minimal waste being produced.

DEWCAPE PTY LTD BINGO RECYCLING CENTRE, AUBURN JUDGES’ COMMENTS

The Bingo Recycling Centre Auburn is the most advanced and innovative recycling centre in the southern hemisphere. The unique facility faced storm damage in 2013 which not only jeopardised that industry-leading facility’s ability to process waste at an exceptional rate, but unfortunately resulted in the warehouse’s closure for more than two years. The site’s location adjacent to Duck River, Auburn required special environmental considerations, as the wetlands are of regional conservation significance, providing home to endangered ecological communities. Furthermore, geological conditions required specialised engineering solutions. The damaged building was removed prior to Dewcape taking over the construction of a new 6000m2 warehouse on the site. The existing site offered a concrete hardstand which provided for effective movement of heavy vehicles. However, as the site is adjacent to the Duck River, the water table served as a challenge during excavation and in-ground structures. Steel screw piling systems were introduced, which eliminated the effect of the high water table. Existing expansive machinery could not be relocated, requiring the new building to be constructed around and over the existing machinery. Environmental impact controls were put in place to limit/eliminate dust and surface run off and the contamination of the natural surrounding environment. This project was faced with difficult site constraints, with the high water table from being adjacent to the Duck River and wetlands of regional conservation significance providing a home to endangered ecological communities requiring special environmental considerations. The project has shown how careful planning can produce a large commercial facility with proper consideration for the environment.

WINNER EXCELLENCE IN ENVIRONMENTAL MANAGEMENT $50,000,001 & OVER

BUILT 20 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

The project was delivered in the heart of the Sydney CBD, an area highly exposed to the public eye. Therefore, diligent environmental management featured prominently in the delivery strategy. The largest components of this included asbestos removal, noise and vibration management and dust suppression. One of the bigger picture environmental benefits was the re-use of an existing site, rather than a greenfield site. This, coupled with the re-use of the steel structure and the inherent resource savings associated with removing the need for all that new steel, resulted in significant impact savings to the broader environment. Early on, noise and vibration monitors were established in surrounding buildings to determine whether demolition activities were creating excessive noise so prompt action could be taken. Given the unique nature of the concrete, de-casement of steel members, anti-vibration matting and polystyrene dampers were strapped to columns above the location of demolition works to dampen the sound generated from the jack hammers. This project has shown how careful planning and a site-specific Environmental Management Plan can monitor and respond to environmental issues such as dust suppression, noise pollution, exhaust emissions and storm water pollution prevention before they become a problem. It has also shown how to reduce waste to landfill by separating out non-contaminated and contaminated demolition waste on site, resulting in usable materials being diverted into the recycled aggregate stream instead of landfill.

This entry exemplifies the identification of hazards and appropriate controls for high-risk construction work through thorough planning and consultation. There was a high degree of difficulty in ‘surgically’ removing sections of a group of circular structures safely. Innovative design of bespoke reinforcing cradles were used to lift out large and small segments of the silo, eliminating the need for exclusion zones, drop chutes and the risk of damaging the remaining structure. Fine tolerances in demolition and construction were achieved through trial and error, training, and close supervision of sub-contractors. Access, safe working platforms, and emergency evacuation routes were established early on in the work, providing safety, welfare, and productivity.

The methodology was reviewed and proved the ability to install steel glazing channel to hold the glazing balustrade of the staircase and welding fixing tags to install steel beams to hold plywood frames creating a safe cover for the penetration, preventing any falls from heights enabling the continuity of work.

This was one of the most heavily regulated projects in recent times, requiring reporting to infinite interested parties including NSW Health Infrastructure, the EPA and service providers of critical infrastructure, with the principal contractor reporting to key stakeholders and neighbours including an operational day-care centre, brain injuries unit, acute services department and an operational helipad. This was compounded by neighbouring principal contractors operating on neighbouring building envelopes, public safety issues including traffic management of numerous operational internal businesses and constant air monitoring during the removal of hazardous substances, adjacent to a natural eco system bordered by a flowing river. All of this seemed to be taken in the project team’s stride. A pleasure to judge.

This project was on a grand scale - 90,000m 2 of site area - to use the Woodlawn Mine Site as a waste disposal facility. This required the property to be rehabilitated for agricultural use – no mean feat. The precision and orchestrated coordination of dayto-day operations judged was second to none, with the inclusion of elements such as 24m lengths of pipe installed within a 2mm tolerance, structural beams installed at 25m above ground level within 2mm +- tolerance, each welded joint x-rayed and certified. Integral to the cohesive manner in which the trades undertook their high-risk activities was the ability, where possible, to have trades working on their own designated multi work zones, mitigating the hazard of overlapping high-risk work activities when moving or installing infrastructure elements of a grand scale. A project where precision and wisely calculated decisions by the site team made quality the natural catalyst for excellent safety procedures on site to follow.

BUILDCORP GROUP JUDGES’ COMMENTS

An electronic approach to manage health and safety high-risk construction work (HRCW), making it as simple and easy as possible for their site teams to understand, implement and monitor. Simply put, the overall aim was for their staff to plan safe, work safe and get home safe. The new system was designed with a focus on the end user, reducing paperwork and meaning more time spent on planning and managing safe work practices for HRCW. This culminated in the development of an online safety dashboard which provides audit findings as they are observed, i.e. as soon as they are entered. In particular, the management team finds the internal dashboard useful to stay on top of audit findings/results and compare site-to-site performance to better understand trends and ultimately work out where support is needed. The transparency has also motivated their site teams to remain focused on safety risk management, observing instant performance of their own site and their peers on other live projects.

LAING O’ROURKE AUSTRALIA MOOREBANK UNITS RELOCATION PROJECT HOLSWORTHY ARMY BASE JUDGES’ COMMENTS

The Department of Defence appointed Laing O’Rourke in 2011 as managing contractor for the Moore bank Units Relocation project (MUR) – the largest single-site Australian Defence capital works project since the end of World War II. An early team decision was to be split the project into six precincts. The precinct approach ensured the efficient management of all aspects of the design and construction phase. The sheer scale of the project meant that without the precinct model, the risk of delay or inflated costs were too high. The project included 80 buildings of various shapes, sizes and structures designed to a fast-tracked program. Digital engineering and standardised detail was used to support the process. The use of digital engineering including BIM allowed for the development of a 3D model that incorporated the building works, in-ground infrastructure services, road works and civil surface profile. The model assisted in the planning and coordination of interface works. The use of digital engineering has also left the client with a digital model of the entire base and a project workforce trained in the use of BIM technology. There were 9000 people employed in the delivery of the project, with an average daily workforce of 800, with a peak workforce of 1600. The whole project team worked more than four million hours, with only seven lost time injuries recorded. The project reached a peak spend of $45 million per month or $1.6 million per day and on completion was delivered $50 million under budget. The managing contractor’s innovative approach to this project, together with the supply chain management, the delivery methods, and the detailed stakeholder management ensured the successful delivery of this unique project.

STEPHEN EDWARDS CONSTRUCTIONS PTY LTD AUSTRALIAN NATIONAL MARITIME MUSEUM WARSHIPS PAVILLION, SYDNEY JUDGES’ COMMENTS

The exterior of the Pavilion building in part reflects the shape and forms of the two adjacent warships, while the interior is modelled after the interior of a naval vessel. The Pavilion is a lightweight metal structure fabricated with steel for the internal support and for the exterior metal cladding and was built over and connected to an existing timber wharf structure. This unique design and construct project comprised many construction challenges such as the structure of the building having to be as light as possible to ensure the existing wharf structure was not overloaded Additional challenges included: working over water on an existing narrow timber wharf structure, choosing materials suitable for the marine environment, working within a busy tourist and operational environment, building disciplines including all the various services coordinated within the fabrication and installation of a complex curved articulated lightweight structural-steel frame and façade, complex geometrical shapes and projections and the safety of the daily tourist inspections of the two warships moored alongside the building site. The completed steel building, both internally and externally, demonstrates the highest quality of workmanship which has been achieved under extreme constraints and working conditions. It is a credit to the whole design and construct teams.

This is a truly exceptional installation of a suspended timber staircase, ceiling and wall panelling extending over four levels with the added enhancement of glass balustrades and is a credit to all the craftsmen who were involved in this project. The extensive use of timber throughout gives fantastic warmth to the installation and creates an appealing ambience to achieve a most pleasant working environment. Definitely a benchmark project that will stand the test of time.

WINNER BEST USE OF CONCRETE

BUILT 478 GEORGE STREET, SYDNEY JUDGES’ COMMENTS

Concrete was used as the solution to resolve an extremely complicated structural load requirement in the construction of an 18-storey building on a very narrow complex Sydney CBD site, and coupled concrete and pre-cast concrete as the building’s architectural aesthetic features. The project incorporated exposed concrete as an architectural finish for all façades of the building and in many areas of the integrated fit out to the commercial levels (such as columns and exposed soffits). This included turning significant working structural concrete areas including the level seven cantilever and the building lift core jump forms into components with Class Two-finished work. Structural pre-cast concrete panels were used extensively for the external building walls – with the intention of concrete being a visual feature when viewing the façade along George Street and from the adjoining Hilton Hotel. The quality and consistency of the finishes achieved with the off-form concrete elements, and the pre-cast concrete elements throughout the entire building structure, under extreme and difficult circumstances is a credit to the entire site management team, their major formwork, reinforcement, insitu concrete sub-contractors and the pre-cast concrete manufacturers.

WINNER BEST USE OF GLASS

BUILT 20 MARTIN PLACE, SYDNEY JUDGES’ COMMENTS

The 20 Martin Place project consisted of a complex refurbishment of an existing 1970s commercial tower. A key aspect of the project is the new glass façade and the Schott glass tubes in the foyer. The Best Use of Glass is demonstrated in the tower façade through the construction of an unusual shingled glass façade shape and incorporating specialist dichroic glass. Due to the shape of the curtain wall panels for the shingled southern façade with panels stacked overlapping each other to create a shingled effect, the shingling of the façade required special structural engineering of the stack joints and mullions to accommodate the loadings. Increased strength of the glass itself was required due to the façade profile. The horizontal infill panels of the façade used dichroic glass panels to the shingled wall on the Martin Place façade. Dichroic glass is manufactured by applying ultra-thin layers of different metals such as magnesium, zirconium, oxides and titanium and vaporising them with an electron beam in a vacuum chamber. The base layer was then mated to toughened glass with a PVB interlayer in order to comply with Glass Codes and Australian standards. The main lobby area has a unique hanging extruded glass tube ceiling feature developed in conjunction with Schott (suppliers of the dichoric glass). In order to comply with safety requirements given the tube was being used for lighting and suspended over the public lobby area, the tubes had to be sprayed internally with a clear polyurethane film to achieve a ‘Safety Glass’. The incorporation of several glass features being in the façade profile, the use of dichoric glass, large panels of low-iron float glass in the podium and extruded glass tubes to the foyer indicate several unique applications of glass that place it in high consideration for this award.

A dedicated site foreman was appointed to ensure the mottling of bricks and brick patterns were laid consistently throughout the entire project. Nathan’s work ethic is exemplary, with his passion for the industry best illustrated by the fact that from age 12, Nathan volunteered on weekends and school holidays to work at Swadlings Timber Yard. During his time at HELM, Nathan has become an integral part of the team and is held in very high regard by the sub-contractors who work on our projects. This has resulted in Nathan being approached by several sub-contractors to work on Saturdays (when Nathan is not working with HELM) and Sundays. Nathan volunteers on a monthly basis at 3 Bridges Charity as an administration assistant, carrying out ad-hoc work and giving his time to assist the community. Since commencing his apprenticeship with Grindley, Andrew has worked on various construction sites within the commercial, industrial, community and aged care sectors. COMMUNITY INVOLVEMENT

Andrew is an active member of his local community and strives to help those less fortunate whenever he can. Andrew was involved with the HopeStreet charity, assisting those in need by providing breakfast to the homeless. In addition, Andrew also helps out his neighbours by mowing lawns, gardening and has worked in customer service at Bunnings Warehouse. Furthermore, Andrew is a talented athlete and has a keen interest in soccer. He is involved in his local soccer club, Thornleigh Thunder Football Club.

Andrew is an extremely diligent apprentice who completely commits himself to assigned tasks. Andrew possesses a work ethic rarely observed in youth of his age. This attribute, combined with a high level of physical strength and fitness, has resulted in Andrew possessing a diligence that is extremely valuable to the business. Andrew takes pride in his work and the satisfaction he feels in completing tasks well is obvious to those who work with him. Andrew’s positive approach to life and to his work is infectious to those around him. Andrew’s supervisors have observed that in meticulously applying himself to tasks, those working with and around Andrew naturally start working to Andrew’s level, which results in greater work team productivity. This natural leadership of work teams has developed in Andrew particularly over the past 12 months as he has assumed greater supervisory responsibility. COMMUNITY INVOLVEMENT

Andrew is an active participant in his local community, particularly as a competition tennis player. In addition, Andrew, along with other Taylor staff, volunteered in a two-day renovation for the Salvation Army’s Blacktown Youthlink Centre. Working alongside sub-contractors and suppliers, the team installed a new kitchen, renovated the training room and constructed an outdoor covered patio area. The project provided an opportunity to give back to the community and for the building team to achieve a sense of goodwill by working together, which lasted long after the downing of tools.
