BLENDED OFFSITE COLLEGE ONSITE FLEXIBLE TRAINING WORKS BEST!
Biga Training has developed a training model that breaks away from the traditional 4 week block. Biga training will only book apprentices for a week at a time. If they can complete the subjects quicker in that week they will be returned to work or they will be given more subjects. The blended model allows for one on one time with a trainer to pick up on the finer detail and those trade tricks. Our trainers have many years of experience within their trades in Queensland conditions. The blended model also allows for the apprentice to attend college if work is slow or on wet days.
ONSITE PORTION
Biga Training is able to deliver training and assessment to apprentices on site. The apprentice will work through task based work books, completing both theory and practical components onsite. The apprentice will need to capture pictures or video of them completing practical tasks relevant to the subject; they will also be required to keep a diary of work performed that is verified by the employer. Your trainer will be in regular contact, with both the employer and the apprentice, to see how the apprentice is progressing and will visit each apprentice at regular intervals throughout the year. All apprentices enrolled into this model of delivery will also be required to attend college to complete subjects that they are not exposed to onsite, unless they can demonstrate otherwise.

ASBESTOS: THE FACTS Asbestos in construction has been phased-out since 1989 and completely banned in 2003. However, builders still face significant risk of doing work that may disturb asbestos containing materials (ACMs) and contract a deadly disease. Prior to the mid‐1980s, Australia has historically been one of the world’s highest users per capita of asbestos. This resulted in extensive use of asbestos throughout the construction industry in thousands of different products including asbestos cement roofs, walls and ceilings, asbestos cement pipes, asbestos containing electrical switchboards and asbestos vinyl flooring. The peak period for using ACMs during construction of domestic dwellings in Australia was between 1945 and 1987. However, construction and maintenance workers are still likely to be involved in work tasks that may disturb ACMs.
Prevention is straight-forward Preventing asbestos exposure in this day should be a relatively straight-forward task given there are only three basic principles to adhere to. Recognising the hazard, evaluating the risk and implementing controls to prevent exposure. It is disappointing that despite the numerous public asbestos awareness campaigns, and all the information available through the various media portals, people are still exposed to asbestos fibres in circumstances that are totally preventable.

Firstly, asbestos is viewed as an old person’s disease. Seeing a young apprentice die from electrocution in the prime of their life, is viewed as far more tragic than an asbestos sufferer in their retirement. The widely held attitude is why should someone spend precious dollars and resources when at best asbestos sufferers only have a few years to live? The latest mesothelioma registry reported 25 new cases of mesothelioma under the age of 55 during 2012. This trend is likely to increase. Secondly, the long latency period for asbestos disease (15 to 40 years from exposure) is a significant roadblock for us to communicate the dangers associated with asbestos. Most people have the attitude that it won’t happen to me.
Hazardous when inhaled Asbestos fibres become hazardous when airborne and inhaled. The inhalation of asbestos fibres is known to be associated with a number of diseases, including asbestosis, lung cancer and mesothelioma. While there is a strong-dose response relationship between asbestos exposure and disease, there is no safe level of asbestos fibre. According to the World Health Organisation, at least 90,000 people worldwide die each year from asbestos-related lung cancer, mesothelioma and asbestosis resulting from workplace exposure.
Aussies have highest number of cases Australia has one of the highest incidences of mesothelioma in the world. Overall, the incidence of mesothelioma in Australia has increased since 1982. The latest Australian mesothelioma report issued in 2013 reports in excess of 600 notifications of people newly diagnosed with mesothelioma between the 1st of January and 31st of December, 2012. To put this into context, this equates to 12 new diagnosed cases of mesothelioma per week over a 12-month period. There is no cure for mesothelioma and progression of the disease is rapid. Average life expectancy from diagnosis to death is just nine months.

False information passed to the next generation Every week, people working in the construction industry tell me they have drilled, cut and worked with asbestos for years and feel fine. These attitudes pass onto the next generation of apprentices. The highest age-incidence rates for contracting an asbestos related disease are in the age groups, ranging from 65 years to 84 years. These are the years when people should enjoy the fruits of their hard-working careers. Unfortunately, these people do not have the time and physical health to re-educate those in the workforce that they have misinformed others about the hazards of asbestos. It was interesting reading a study by the Australian Capital Territory Asbestos Task Force conducted in 2005. It involved investigating behaviours of tradespeople in the ACT regarding asbestos in the workplace. The majority of participants thought they were able to identify many or most ACMs based on their own experience. Too often we see inadvertent exposure to asbestos within the construction industry as a result of person’s not referring to asbestos registers or not testing suspected ACMs at NATA accredited laboratories.
Lab testing is the only way to know for sure In order to dispel myths and theories about asbestos identification, the only way to confirm the presence of asbestos is by laboratory testing. When asbestos was identified a number of the tradespeople interviewed were aware of dangers involved in handling in situ asbestos. However, they admitted to proceeding with work recklessly, as following the appropriate guidelines would delay the job or increase costs. With a slow economy, increased competition and lower profit margins, attitudes have not changed today. The statistics and data with respect to asbestos disease are clear for all to see. If we are going to have any impact on preventing

the next wave of asbestos disease, we need to work together collectively to educate those around us. The fact is there is no safe level of asbestos fibre and, for that reason, builders should limit their exposure. CODE PROVIDES NEW PROCESS TO DETERMINE COMPLIANCE OF EXTERNAL CLADDING SYSTEMS The Building Code of Australia 2015 (BCA) has been adopted in Queensland, providing a new way to check the suitability of external cladding systems. The BCA took effect on 1 May 2015, and one of the code’s recent amendments is a new methodology to existing verification methods already contained in volumes one and two of the BCA. The code allows for a number of Deemed to Satisfy (DTS) building solutions in relation to weatherproofing external walls via utilisation of products such as: • masonry • metal cladding • plywood sheeting • timber weatherboards • fibre-cement planks or sheeting Building contractors who utilise the above DTS solutions can be confident those systems comply with performance requirements of the BCA if installed appropriately. As new and innovative building materials and cladding systems are developed, these new systems and products might not comply with the current DTS solutions.
Popularity soars for external cladding systems Products gaining increasing popularity as external cladding systems, such as polystyrene panels, aluminium composite panels and phenolic panels, fall into the above category. The Queensland Building and Construction Commission (QBCC) supports innovation and new technologies that improve building performance or efficiencies. However, there has been concern for
several years that some non-traditional cladding systems may not have been thoroughly assessed to ensure compliance with all of the relevant performance provisions of the BCA. In particular, the QBCC has witnessed many examples of nonDTS cladding system failures in relation to water penetration of buildings, particularly around door and window openings and at exposed edges of the cladding systems.
Excessive reliance on flexible sealants questioned The QBCC recently noted what appears to be excessive reliance on flexible sealants, which deteriorate, shrink or detach for weatherproofing rather than the use of permanently installed flashings that are proven traditionally to last the life of buildings. When considering the use of any non-DTS solution, architects, residential design draftsmen and building contractors should be cognisant of the importance of weatherproofing external cladding systems, particularly at openings. When parties are lodging a Development Application utilising non-DTS cladding systems, they will need to provide evidence to the private certifier that the proposed system fully meets Performance Requirements of the BCA. When assessing the suitability of a non-DTS solution, a private certifier will rely heavily on evidence, such as a report issued by a Registered Testing Authority, a Certificate of Conformity, Code Mark Accreditation, a certificate from a professional engineer or other material, which evidences its suitability for use.

Building certifiers will now also be able to consider the results of reports commissioned under the new verification method in the BCA, which considers a number of risk factors for a proposed cladding system on a building. These risk factors include the: • wind region speed • rise in storeys of the building • exposure of roof and wall junctions • widths of eaves • shape of the building and complexity of cladding systems • design inclusions such as decks, porches and balconies
Building contractors are reminded that strict compliance with the product manufacturer installation instructions is necessary to ensure the “tested system” performs as intended, thus meeting the performance requirements of the BCA and providing a weatherproof building for the occupants. The new verification methodology prescribed in the BCA 2015 does not replace the traditional process of “evidencing suitability”. Rather, it is another methodology that practitioners may utilise to evidence compliance with the performance provisions of the BCA. The QBCC is hopeful the new verification regime will continue to encourage development and innovation of new cladding systems and materials, and ensures buildings are safe for occupation and weather-tight.
An accompanying testing regime is now referenced in the BCA, which requires a test specimen to be produced and subjected to a number of tests to replicate things such as wind pressure and water penetration. AS 4284 “Testing of Building Facades” has been referenced as the criteria for a number of simulated tests for weatherproofing, including around door and window junctions, horizontal and vertical control joints and at electrical boxes and the like. If the private certifi er is satisfi ed that sufficient evidence exists to approve the use of the proposed system, an alternate solution is approved and the system may then be utilised in the proposed construction.

ENERGY EFFICIENCY A new discussion paper confirms that authorities compare lighting products to ‘low-hanging fruit’ when it comes to regulating the energy efficiency of electrical equipment. Australian and New Zealand regulators have released a document entitled ‘Product Profile’ on the future regulation of incandescent, halogen and compact fluorescent lamps. The 68-page document contains detailed analysis of these products in the Australian and New Zealand markets. The document contains options for future regulation of these products, including a ban on the ubiquitous halogen lamp, and prohibition of the remaining incandescent lamps in the Australian marketplace. Its release reaffirms a widely held notion in the industry that governments view lighting products as “low-hanging fruit”, when it comes to regulating energy efficiency of electrical equipment.
as an alternative to CFLs as tungsten filament lamps were phased out. While somewhat more efficient than incandescent lamps, the ongoing use of halogen lamps is a lost opportunity with respect to savings that could otherwise be made with a full transition to CFL and LED lamps.
Popularity of LEDs leads to greater scrutiny The widespread adoption of LEDs across most applications of lighting in recent times has provided authorities with another opportunity to regulate lighting products. LEDs are inherently more energy efficient than GLS lamps. The same grouping of regulators mentioned at the beginning of this article is expected to release an options paper covering LEDs in the first quarter of 2015.
Regulations ban the sale of GLS lamps Virtually all Australians would be aware the common pear-shaped incandescent lamp, technically known as the GLS lamp, has been banned. Australia was the first developed country to implement the ban. When announced, the initiative led to a rise in sales of compact fluorescent lamps (CFLs) as consumers in general embraced the measure as good for the environment. Australian standard AS 4934.2:2011 specifies requirements for minimum energy performance standards (MEPS), maximum wattage and other requirements for incandescent and halogen lamps with a range of common shapes and caps, which operate at extra lowvoltage or at mains voltage. The standard covers lamps individually supplied or as part of a luminaire. Excluded are coloured lamps, automotive lamps and special purpose lamps including traffic signals, navigation lamps, oven lamps, infrared lamps and ‘rough use’ lamps. Minimum requirements also apply to compact fluorescent lamps (CFLs). MEPS for CFLs came into effect in Australia in November 2009, along with the sales restriction on GLS lamps. The regulations apply to CFLs with integrated means for controlling starting and stable operation that are intended for domestic and similar general lighting purposes. The requirements apply to self-ballasted lamps of all voltages and wattages irrespective of the type of lamp cap, supplied as individual lamps or as part of a luminaire.
Consumer preference for halogens over CFLs At the time the Australian Government announced the phase-out of GLS lamps it was thought the measure would result in substantial energy savings. The government estimated that phasing-out incandescent lamps in Australia would save four million tonnes of greenhouse gases a year. Subsequent developments suggest the anticipated energy saving from the phase-out was too optimistic. What regulators did not envisage was consumer preference for energy hungry halogen lamps over CFLs. This is notwithstanding the spike in sales of CFLs when the phase-out was announced. A telling passage in the product profile reads: Despite CFLs (and LEDs) representing a superior economic choice, sales of halogen lamps have continued to be significant and a new range of mains voltage omnidirectional halogen lamps has emerged
Options for regulation explored Incandescent, halogen and compact fluorescent lamps have a range of options including: • no action (business as usual) • increasing MEPS stringency • a complete transition to CFL/LED technology • endorsement labelling • influencing lighting design to reduce overall energy consumption • changing consumer behaviour through information campaigns • grants and subsidies to encourage energy efficiency At the time this article went to print regulators were in the consultation stage with stakeholders, and there was no indication of which direction the new regulation would take. However, we can assume that ‘no action’ is not an option and considerable resources have already gone to producing the product profile and governments continue to look for greater energy efficiency dividends from lighting. New regulations are more likely to increase the stringency of minimum energy performance standards. The product profile devotes considerable space to options for this measure. Lighting Council Australia (LCA) has closely consulted with its lamp supplier members in response to the product profile. LCA’s intention, which aligns with the intention of regulators, is to support the phasing-out of lamp technology when viable alternatives are available. SOLVING DAMAGE ISSUES WITH INNOVATION Nearly 80% of building faults in Australia are related to waterproofing failures, making ineffective waterproofing one of the biggest problems faced by the building industry today. Despite Australia being known for its dry climate, water damage can affect projects on every level including terraces, decks, courtyards, balconies, basements and car parks. Unfortunately water damage can be more than just an inconvenience. It can cause long-term structural problems in buildings, and lead to flooding and property damage, especially in occupied areas like basements and car parks. Good drainage is essential if you want to ensure that your property and structures are protected but traditional paving and drainage systems often come with a number of limitations. Sub basements and car parks can be particularly vulnerable to water damage and flooding as they are often located well below ground level. This is becoming an increasing problem as with a growing shortage of street level parking in urban areas, more and more car parks are being located underground, leading to a need for more effective below ground, negative pressure waterproofing. The good news is that many waterproofing failures can be prevented. With adequate knowledge and understanding of the causes of membrane damage and the right systems in place it’s often not too difficult to alleviate the problem. Developments in technology have increased the options for those who are looking for a cost effective way to get rapid surface drainage while still allowing access to the waterproofing and services beneath, and for effective waterproofing of their subterranean basements and car parks.
What’s wrong with traditional paving and drainage systems? Traditional paving systems have a number of downsides over the more innovative modern paving systems out there. To start with, traditional paving systems can be susceptible to unwanted and unattractive efflorescence staining which means that over time their appearance will start to deteriorate.
Beneath the surface there can be other problems with traditional paving systems. Installation of pavers on sand cement usually requires multiple trades, tools and materials. These are all potentially hazardous to the membrane and can lead to damage and leakage. Cracking and staining of pavers means regular repair is often needed and this can also damage the integrity of the membrane. Ponding is common on traditional paving systems and this can cause damage to the mortar bed and affect overall paver stability. With traditional systems it can be very difficult to gain access to the membrane to repair it when a fault is identified, and bedding pavers or tiles can prevent access altogether. This difficulty accessing damaged membranes can mean that minor issues are left untreated until they get out of control and lead to long term, costly structural damage. Leakage coming down from the surface can cause ongoing issues in subterranean areas including car parks and basements, especially if their waterproofing isn’t up to standard. Older forms of waterproofing for basements and car parks are often not sufficient to withstand water pressure, which can lead to them being vulnerable to damage. In many cases, waterproofing problems aren’t detected until too late with traditional paving methods that can conceal problems, especially if the area is constructed over a habitable space. In many cases a serious structural issue is the first indication of a problem and by then the damage is done and major repairs will be needed. Fortunately, adjustable paving and drainage systems can provide many buildings with a way to eliminate a significant proportion of the waterproofing problems caused by traditional systems and reduce the likelihood of structural damage going undetected.

How can adjustable paving support help prevent water damage?
Under Slab, Planter Box & Vertical Sub Surface Drainage Solutions
Adjustable paving supports consist of height adjustable pedestals that go underneath pavers allowing the finished surface to be level. This creates a cavity that improves insulation and facilitates rapid surface drainage while at the same time keeping services and waterproofing accessible. There are a number of different adjustable paving systems available to meet different requirements, from roof gardens and balconies, to basements and car parks and everything in between. Although they may vary slightly, these systems are all easy to install and provide a flexible, cost effective solution for any space. Unlike traditional paving systems, adjustable paving supports eliminate ponding and efflorescence. The surface water moves quickly to the 4mm open grout joints to the cavity minimising any back up of water during heavy rain events. This eliminates the need for expensive & often clumsy drainage grates. Adjustable paving supports also reduce the load on slabs to improve their structural integrity and help reduce cracks and other damage. There is no mechanical fixing required when using adjustable paver supports. The supports simply sit on the membrane and are locked in place by the paver joint tabs. This allows easy access without the need for heavy tools that run the risk of damaging the waterproof membrane. Because the height and slope are adjustable, it’s easy to create a level finish even when the pavers are of inconsistent thickness. Adjustable paving support systems like VersiPave are commonly used in major civil construction projects and buildings to allow long-term access to the membrane.
Systems like VersiCell are ideal for car parks and basements as they are designed for sub surface drainage and waterproof membrane protection. Once they are installed with a waterproofing membrane there is no need for an additional layer of protection and the VersiCell modules are able to withstand heavy loads (100t/m2) including those imposed by mechanical equipment like bobcats and wheelbarrows. VersiCell is also used extensively in major civil construction projects as a drainage solution. Most recently as a rising ground water management tool under multi story building slabs. Geofabric is installed over the cut profile followed by the VersiCell and waterproof membrane. This enables the builder to eliminate the need to excavate & dispose of huge amounts of cut spoil. The cell will discharge water at a rate of 16.5 litres/m2/sec, which out performs traditional drainage methods of crushed aggregate by approx. 10 fold. The ground water is then collected in pits & pumped back to the surface as either irrigation or storm water. VersiDrain 8 mesh is a high strength dimpled HDPE drain sheet that is ideal for managing negative side water. This solution was used on the Chatswood to Epping rail link where a 25-50 mm layer of shotcrete was made, followed by a liquid applied waterproofing membrane. 100mm of shotcrete was then applied.
