AUGUST FOR THE ASSOCIATION Summertime and the living is … BUSY! With our Builders’ building at a greater pace, and the economic engine in Central Washington continuing to churn, our team continues its daily efforts to bring our members the value they seek at CWHBA. We’ve been out and about in North Central, Kittitas and Yakima regions working to help make our members’ work with governments easier. Hopefully the days of “take a number and wait in line” at building and planning departments are a thing of the past allowing our builders to incur less unnecessary expenses from needless wait times. As with innovations in many sectors including the building industry, this shift to a leaner model of building service delivery has been spurred by technology! One great example is what the City of Leavenworth’s building department has recently completed. They’ve worked to put a GIS map that shows both city and Chelan county zoning on demand. You can check it out right here: https:// cityofleavenworth.com/city-services/gis-map/, and then use the layers button in the top right corner to check the box for county or city zones. At the process end of things, we have been very pleased with the work done by Yakima County Public Services, and County Commissioner Ron Anderson and Department Director Lisa Freund specifically, in making transparency and process improvement their goal. Their efforts to automate the county’s building permitting process have been groundbreaking and effective, and with a new pay portal planned soon the process should only improve in its speed and delivery. Finally, special thanks to the City of Selah leaders for working with the CWHBA in crafting a workable approach forward on sewer connection costs. To also Kittitas County, Yakima and Ellensburg leaders and staff we thank you for engaging with us regularly to address policies to help bring about greater availability of housing at various price points and affordable options. When we work together on a realistic vision of more quality housing throughout Central Washington, there are almost no limits to what we can accomplish. Let’s keep up the good work of building and building better communities together in partnership with local and other government entities toward a prosperous and sustainable future for all. 2

Member Spotlight One gorgeous afternoon in late July, I met up with Judy Huggett of Peak Construction Services, LLC at the Washington Ski and Snowboard Museum where she volunteers. Nestled at the top of Snoqualmie Pass, in between the popular Dru Bru tap room and The Commonwealth restaurant, I had no idea what a fitting backdrop this would be for our conversation. Judy grew up in Utah and taught herself to ski on an old pair of wooden skis that she and her siblings found (much like one of the antique skis displayed in the museum). She described how they would tie their boots to the skis with ropes and set off down the slope. Then they would drag the skis back up to the top and do it all over again. Kevin competed in Freestyle skiing in the late ‘70s and 80s, specializing in moguls. In the 1980s, Judy and Kevin Huggett were both ski instructors at Snoqualmie Pass. Teaching together led to spending more time skiing together after hours, and eventually their relationship blossomed into a partnership. In the early 90s they began working in the roofing trade together. Roofing together truly meant together. Both Judy and Kevin would harness up to get the job done. Between the skiing antics and stories of hanging off the roof of a house, I began to get a sense of Judy’s fearlessness and adventurous spirit. The Huggetts formed Peak Construction Services, LLC in 1996 focusing primarily on installing and repairing metal roofs that would withstand winter in the Cascades. Judy estimates that Peak Construction has probably roofed most of the homes in the Snoqualmie Pass area over the past two decades. Through the past twenty years, they have fine-tuned their craft – with Kevin developing special techniques for snow country. As their business grew, they became Certified Green Builders. They added composition roofs due to demand and shifts in architectural design preferences. Roofs have become larger, far more complex, and require additional custom work. Many new homes in the Suncadia/Tumble Creek area have roofs featuring both metal and composition and include radius sections, heat cables and snow stops. 12
Living a life that allows you to both pay the bills and pursue your passions is a dream for most people, but the Huggetts have purposefully created this kind of life for themselves. Though they are busy with their roofing business throughout the year in the Snoqualmie Pass and Suncadia areas of Kittitas county, they also try to take time to ski and enjoy all that upper Kittitas county has to offer. Kevin also serves as the leader of the Kittitas County Search and Rescue Dogs and Alpental Backcountry Avalanche K9s (BARK). With their sevenyear-old Labrador retriever, Jett, Kevin volunteers on missing persons cases throughout the year. Jett and Kevin were a part of the volunteer effort during the Oso landslide, and have located a person caught in an avalanche and searched for persons missing on hikes, berry picking, and in water searches. Jett is the third search and rescue dog that has belonged to the Huggetts. Jett is by Kevin’s side every day – whether that means riding in the truck to work, heading out to training, or on a rescue mission. GOVERNMENT AFFAIRS UPDATE Affordable and Attainable Housing – these phrases we now hear as a regular part of public policy discussions from Congress, to Statehouses, and now at every city and town council level. Home Builders have been just as affected by this economic challenge as consumers; fewer buyers who can afford to build means fewer customers. Because of that fact, HBAs nationwide have become engaged in helping our communities find solutions to these challenges by working together. In all of that we do, our emphasis is on ensuring that the free market continue to allow consumers the freedom to choose what kind of home they want to live in – rather than having to follow the dictates of others on issues that do not affect consumer safety. In 2016, the City commissioned a housing study to look at the cost and availability of housing in the Greater Wenatchee Area, including within the City. The study highlighted a conclusion that “housing prices are significantly higher in the Greater Wenatchee Urban Area compared to other Eastern Washington cities.” Where Will We Live: Our Valley, Our Future, October 2018, page 15. One of the most important elements noted in that study and work noted the costly effect of passing “all or most of the cost down to developers and builders” for new housing development. Where Will We Live, at 30. We believe that if there is one approach that will truly “bear fruit” in this arena, it would be to work collaboratively with builders in finding ways to incentivize building more homes including those in every reasonable price range. Such an approach, such as significantly reducing regulatory permitting and building fees and wait times, relaxing costly building dictates such as parking and design requirements, using tax incentives and tax abatements to incentivize building infill or in other government-desired locations, making surplus city lots available for housing, and many other opportunities. As a part of our continuing and concrete engagement on these issues, we had the opportunity to participate at the State Housing Forum bringing together statewide leaders for housing solutions held on July 8, 2019 at the Hilton Bellevue. This AWB event was a collaboration of 10 statewide associations including the BIAW, and included US Rep. Denny Heck, and over a dozen State Legislative leaders Homebuilders, lenders, and many others discussed the reasons why homes have become so expensive, including Growth Management Act land restrictions as well as growing building code requirements that all add costs. The CWHBA has been a direct participant in appearances before the Yakima City Council, and in work with the Ellensburg City Council and Kittitas County Commission. We welcome being a part of this critical conversation in all of our communities in Central Washington - After all, all of us seek a climate in which affordable housing and greater housing choices are available and accessible to those in our region who seek them.
