A MESSAGE FROM 2019 CWHBA BOARD PRESIDENT CLINT ADAMSON April is a month of showers, even in Central Washington – and all month it showered with activity at the CWHBA. From our Dozer Day® event to our Hard Hat Happy Hour in Selah, to last week’s meeting with Congressman Dan Newhouse: our team is out there doing it! This year’s Dozer Day® event was such a fun time for kids, families and operators. We brought in thousands to this two-day event in Yakima where we introduce young people to the trades and provide a safe and wholesome family activity for our Central Washington neighbors. We had visitors and volunteers from as far as Spokane, Olympia, Vancouver, and Northern Idaho. After spending time helping at this incredible community event, with family and crew, I can see why it’s so successful and enduring. In the last full week of April, we had two great opportunity to engage with and for our membership: our Hard Hat Happy Hour for members and a visit with Congressman Dan Newhouse on critical issues facing our country. We had great attendance, and great conversation at both events. These events show that our dedicated CWHBA staff and board members continue working hard to make your membership as valuable as it can be. Thanks so much for your membership, involvement and support. EXECUTIVE OFFICER'S MESSAGE Often times in life, we aren’t sure what we’ve got. I remember as a kid getting a box of Cracker Jacks and checking for the prize, because in the immortal words of Forrest Gump - “you never know what you’re gonna get.” Well I’ve had an opportunity to open my Cracker Jack box here at the CWHBA – and I’ll tell you what I’ve found … - A professional and energetic staff team that is absolutely committed to working for you as members. Chelsea, Emily, Ashley B. and Ashley F. – if there was ever an all-star team in our business, these four would be in the lineup every year. - A dedicated and supportive Board of Directors lead by President Clint Adamson that helps to chart our course and guide the CWHBA to doing the very best we can in member related services. - YOU - our valued members who work every single day to make certain that home building remains successful throughout our region, by building businesses and supporting families looking for their next home. The CWHBA is without a doubt a team activity, and we are seeing just how successful we can be when we work together and grow together. You’ll see much more as we roll into May with our Pizza, Pop and Powertools event in Wenatchee followed by our Annual CWHBA Golf Classic at the Elks on May 23rd. We thank you for being a strong part of our work and our successes. GOVERNMENT AFFAIRS UPDATE All too often we tend to see the negative side of government and our political leaders. That’s too bad when that happens, for we miss the incredible dedication of many leaders who are working for our benefits today and into the future. Our CWHBA GA team visited with one of those dedicated leaders just last week during the congressional recess: U.S. Representative Dan Newhouse. The Congressman was kind to invite our visit to his Yakima office to discuss issues including regulatory reform, opportunities for timber harvest, and water availability. Foremost in our conversation was a recognition of Dan’s exemplary work in ensuring passage of the Public Lands bill by Congress with express support for the Yakima basin water storage plan. We look forward to greater opportunities to address making more timber and water available for future generations in our State, and ensuring an adequate supply for agricultural, industrial and home residential use for tomorrow’s Central Washington residents. Many thanks to CWHBA President Clint Adamson, AHCCW Chair Chris Nass, and CWHBA’s LPC member Jerry Martens for joining me at the Newhouse visit. The State Legislature finally finished its work just in the nick of time to be done without calling for a special session. They did pass new taxes including an increase in the Real Estate Excise Tax (but not for sales under $500,000) and B&O taxes for selected industries. BIAW and CWHBA victories in Olympia this year included passing the Condominium Liability reform measure (with bi-partisan backing) and avoiding passage of: (a) capital gains tax, (b) expanding general contractor liability, (c) new stringent energy code requirements far above current standards. Our thanks to each and all of you as you forward issues and questions on Government Relations matters of interest to home building, and many thanks for being engaged citizens and leaders of our industry! 7

Member Spotlight Growing up amongst construction workers, Chris Ostgaard of AbleGate Homes wanted to get as far away from emptying sawdust bins as he possibly could. Sometimes life has a funny way of working out, however, and as fate would have it coming back to the construction industry is exactly what happened. Ostgaard and his wife, Brooke, own AbleGate Homes; a unique design/build company serving a niche segment of custom home builders in Central Washington. Typically mid-range buyers have already established their budget and what they are approved for prior to house shopping. When it comes to a custom home, the process isn’t quite as straightforward. Normally, a customer works with an architect or design firm to design a floor plan and then the project gets bidded out to several contractors before the prospective home owners knowing exactly what the numbers look like. Taking this demographic into consideration, AbleGate employs a reverse engineering tactic for house-hunters with dreams of a custom home: start with the budget and design with their needs in mind, accommodating for specific lifestyle needs and adjusting finishes as the budget permits. Ostgaard’s unique approach to the home building process blends his construction heritage and his training from Perry Technical Institute in Instrumentation and Process Automation. After years working in Instrumentation, Chris went to work for some of the high-volume homebuilders in eastern Washington. As the first point of contact for the customers, he noticed that people would 14
frequently want to customize their floorplan, something that was just more difficult to do in a development working from a predetermined set of plans. These conversations with home builders set something in motion for Ostgaard. Responding to a need for a new way of doing things, he set out to fill a niche in the market for those prospective customers looking for something between high-end custom homes and spec homes. Working together with the customer, Ostgaard first begins the process on the property. There he takes into consideration the lay of the land, the views, and the specific desires and needs of the customer. From there, and with a budget in mind, the plans are drawn up – but this is a very personal process. Lifestyle needs, family size, proximity preferences, specific hobbies or spatial needs are all considered, then the plan begins to take shape. “I wouldn’t say that this is a special formula, but it is a customercentric formula,” says Ostgaard. During construction, making adjustments on the fly is easier for AbleGate due to their in-house team. “We can literally say ‘Ok, everybody, stop! Let’s go meet on site to make a decision. The we can make the change, get the change order from the customer and do it in an affordable manner.’” Ostgaard notes that his experience with instrumentation and process automation taught him how to approach challenges looking for solutions. Rather than saying “We can’t do that,” the AbleGate team tries to say, “How can we do that?” The AbleGate team consists of Chris Ostgaard, general contractor, and Brooke Ostgaard serves as scheduler and chief communicator lending her organizational talents to coordinating subcontractors and communicating with the home owners. Jason Clark is their engineer and draftsman, AbleGate also works with carpenter, Nate Eells to complete all the finish work, and they use the same sub-contractors on every build.
