A MESSAGE FROM 2019 CWHBA BOARD PRESIDENT CLINT ADAMSON As we welcome the start of summer, builders all over our region are on the move and on the job. I’m proud to say that in May, the CWHBA was on the move and working to bring value to all its many members. The 2019 CWHBA Golf Tournament in Selah was as popular as ever with our members, even overbooked with teams. With super weather, and sponsored holes providing great marketing opportunities, our members who came out really enjoyed their time at the Selah Elks golf course. In June we look forward to a very busy month with ROII checks being delivered, and our member summer socials in Wenatchee, Ellensburg, and Yakima. These events are another opportunity to say thanks to our members with networking and refreshments for all. Look in this issue for the date and time if the summer social in your area. Finally, from June 20-21, we’ll host the State BIAW in Yakima as it holds its June Board meeting at the Yakima Convention Center. The full Board meeting will be on Friday morning, and we truly encourage all CWHBA members who are in the Yakima area and able to attend to do so. It’s a great way to stay connected with what they, and we, do for builders and those who work with them. The dates and registration for you to review are now ready! You will have until August 31st to put down a 50% deposit on your 2019 booths for the 2020 year. After that, those booths will open up October 1st when we post our registration open for all to sign up. If you wanted to move booths, the folks that were in that booth in 2019 has first right of refusal. I will do my best to get you that information in time to get that secured by the August 31st deadline. A couple items to note for 2020: • Pricing: we have reduced our booths pricing for both members and non-members, including the additional booths. 10x10 can be a very tight space and we hope this entices you to purchase more to allow for more product and demonstration space to have a quality experience with the attendees. • Dates: we are later a week in March • Times: we have increased our hours for Friday and Saturday as we are looking create some “after hour” events for couples/adults to come through – more information to come! We also are looking forward to kicking off our planning for the 2020 event later on this summer/early fall. EXECUTIVE OFFICER'S MESSAGE EXECUTIVE MESSAGE Spring and warmOFFICER'S weather are very good signs for our

business, and the many supportive business throughout our region that count on good conditions for building and growing. We’ve been pleased that our members are seeing building not just start up, but grow and grow well.

In May, I was honored to visit and speak to several Rotary clubs throughout our three main regions about local and national trends in the housing market: Ellensburg, Sunnyside and Omak. In Ellensburg we had the chance to meet some wonderful community members at the Noon Rotary including their Past President Umpqua Bank’s Brian Brennan, who is also an active CWHBA member and event sponsor. We shared a PowerPoint presentation on Kittitas Housing market trends along with national trends, and had an excellent discussion with the group about the red-hot market for housing in Kittitas County. In Sunnyside I shared coffee with an energetic daybreak Rotary club and shared some interesting data about national, state, county and local trends for Sunnyside. The liveliest part of our conversation included a talk about the effects of over-regulation on planning and housing. Finally, late in May Omak’s Rotary club afforded a perfect opportunity to delve into the unique market and housing needs of Okanogan County. I spoke there with School Superintendent Erik Swanson about the compelling need for more housing – and more builders to build them. That allowed for a good discussion on workforce development and encouraging local young people to enter the trades. It was also fun to say hi to my daughter who came to Omak from Oroville where she is a High School teacher. We look forward to a lively June with more exciting opportunities to learn, network and connect at the CWHBA. GOVERNMENT AFFAIRS UPDATE FEDERAL HIGHLIGHTS Housing Prognosis Up Nationwide US Commerce Department reports that housing starts were up by 5.7% in April from March. Residential building permits rose 0.6% - the first monthly increase since December. Read more on this topic here: https://www.realtor.com/news/real-estate-news/homebuilding-in-the-u-s-rose-in-april.amp/ The Uptick Comes with Caution Signs National Homebuilder calls 4th Quarter 2018 “worst quarter we’ve had as an industry since the downturn.” “[W]e ended the year with a tremendous amount of inventory,” Sheryl Palmer, CEO of Arizona-based Taylor Morrison Homes. The article notes that demand for more affordable housing remains strong: “No one can figure out how to build more affordable without some type of change in either the regulatory structure or some form of additional subsidy,” said David Brickman, incoming CEO of Freddie Mac, speaking at the Capital Exchange conference. “It is just fundamental economics of building. STATE HIGHLIGHTS Legislature Creates Opportunities for “Tiny House” Communities. This new State law passed this session does several things (a) directs the State Building Council to adopt standards specific to tiny houses by year end; (b) expands the definition of factorybuilt housing to include tiny houses and tiny houses with wheels; and (c) allows for local regulations permitting tiny house communities. Representatives from both parties have shared their vision for the future of affordable urban housing in our State. The measure, HB 1797, that was passed this session by the legislature encourages cities and counties to adopt ordinances, development and zoning regulations that authorize creating accessory dwelling units within designed urban growth areas. They suggest that “[s]prinkling cottages, mother-in-law suites and basement apartments across existing neighborhoods will create additional housing throughout our cities without changing the look and feel of those communities, or dipping into the public purse.” Read more about this topic here: https://www.seattletimes.com/opinion/a-unified-vision-for-our-housingfuture-starts-with-backyard-cottages/?amp=1 NOTE: As a result of that bill’s passage, you will be noticing that many cities and counties will be looking at doing affordable housing studies – with the availability of state funding as the hook.

LOCAL HIGHLIGHTS Kittitas County: The County Planning Commission passed on to the County Commissioners the revised Comprehensive Plan without recommendation either way. The Board of County Commissioners will be holding their initial public hearing on June 3 to consider adoption. The CWHBA submitted comments and attended open meetings held during the process. Although we appreciated that staff adopted several of our suggested changes, we remain concerned about several anti-growth aspects remaining in the revised draft. See CWHBA Comments: https://records.co.kittitas.wa.us/WebLink/DocView. aspx?dbid=0&&id=4537494&cr=1 Yakima: The CWHBA has been invited by the City to appear before a council committee on June 21 to discuss ways to encourage development of more affordable housing within the City. We have continued to meet and work with City staff and the City Planning Commission on ways to incentivize more single and multi-family development to increase the availability of housing stock in the city. Member Spotlight “Life is what you make it. Don’t let anyone tell you anything different. If you can believe it, it can happen. I am living proof of that.” These are the first words that Mike Whalen says to me after we’ve buckled our seatbelts and headed out of Wenatchee towards Ingalls Creek to see the log home restoration his crew just completed. For over 20 years, MM Wood Restoration & Protection has been returning log cabins and timber homes to their full glory through the process of wood restoration that Whalen has developed. A chance encounter in Coeur d’Alene brought Mike to his destiny. Another entrepreneur had a log home on lake Hayden and was looking for someone to restore it. He offered to send Whalen to training in Colorado to learn the craft if he would return and refinish his home. Whalen accepted the offer and the rest is history. He did such a thorough job that word spread and his business took off, and his first customer ended up becoming his business mentor through the last twenty years. MM Wood Restoration & Protection leads the pack in log home restoration in Washington state. Whalen now employs four crews of four restoration specialists and deploys his teams throughout the northwest to restore, refurbish and refinish log cabins and timber homes. In addition to refinishing, MM Wood Restoration & Protection also has a construction side of the business. Their complete service line includes log home restoration and staining, chinking and caulking; log repair and replacement; wood siding restoration and staining; deck and fence restoration and staining, and masonry services like repair and sealing. A few years into the log home restoration business, Whalen decided to 14


develop and retail his own line of coatings. “I’m interested in lots of things. If I find something I don’t understand, I go deeper,” he says. With the heart of a true researcher, he utilized his experience of what worked well and didn’t work to create the best product he possibly could. Lovitt’s Coatings is the result. The NAHB promotes members recruiting new members through something called the Spike Club. Once you are a part of the Spike Club, you are eligible to attend exclusive events and receive recognition through the NAHB, BIAW and our local association. Becoming a Spike is easy! Start with talking to folks you know whose businesses could benefit from being a part of the CWHBA. Share with them what you benefit the most from –the advocacy, education, networking events, access to the BIAW Health Trust, or the ROII program. When they sign up, you will get the credit! This month, anyone who refers a new member gets triple spike credits! Members who have at least six Spike credits and at least one new recruitment credit in 2019 earn two complimentary tickets to the International Builders’ Show Closing Spike Concert in Las Vegas in January 2020! The 2019 IBS Spike Concert featured the Goo Goo Dolls, and you can be sure there will be another great act lined up for 2020. This year, at our state BIAW conference, all Spike Club members are invited to an exclusive after-hours party which will be held in Yakima on June 20th. To qualify for an invitation, a member must have achieved Spike status and must recruit at least one new member between May 1, 2018 and April 30, 2019, or have earned at least 100+ spike credits as of April 30, 2019. Qualifying Spikes will receive an invitation that includes the Spike member and one guest, as well as drink and raffle tickets! The theme for this year’s party is “A Night At The Movies,” and CWHBA would like to acknowledge our local association member Conover Insurance for being a sponsor of this great event! If this sounds like fun to you, and you’re not yet a Spike Club Member, you are also invited to attend! The cost for all other association members is only $40 per person. CWHBA is excited to host a Confined Space Competent Person Training on Monday, June 10th, 2019 from 2:00 p.m.-5:00p.m. at the CWHBA Wenatchee Office located at 25 N Wenatchee Ave Suite 207-B. This Confined Space Competent Person course provides information for any person who may be called upon to execute any task that requires entering a confined space. The course covers OSHA Regulations, review of permit entry program, emergency procedures, and demonstration of special equipment. In addition, the course will cover atmospheric hazards, monitoring and ventilation techniques, physical hazards, and self-contained breathing apparatus donning operations. Lastly, special hazards of rescue entry situations and resource techniques will be addressed. This training is required before an assignment to work in confined spaces, when there is a change in assigned duties or confined space hazard for which specific training has not been covered.
