A letter from our President
A MESSAGE FROM 2019 CWHBA BOARD PRESIDENT CLINT ADAMSON In this my first newsletter message to each member, please allow me to thank you for your support as we plan for our future together, adjust our focus and grow a better and more vital CWHBA that has stood the test of time for over 60 years. Central Washington is where I was born and raised, and it’s future as a great place to live is an essential part of who I am. My home building business is in Yakima County. My wife is a realtor - like so many of our members who work closely with builders throughout our communities. Many still consider me a “young builder” but I’ve been a builder now for over 15 years – time flies when you’re having fun, raising a family, and making business succeed. We look ahead to a year in which we renew our commitment to members present and future, with a focus on bringing greater value to being a part of the CWHBA. Whether in education, special events or the many other benefits - we commit ourselves to a new energy that places our CWHBA Members first. During this next year, the Board and I look forward to bringing a renewed commitment to our members and the communities we share. We will advocate on issues that are important to the home building industry and engage in efforts toward helping make housing more affordable in all of our communities. Thank you for being an active and engaged membership, and most importantly – for building community everywhere that the CWHBA is and everyplace we go!

Executive Officer’s Message
OUR NEW CWHBA STAFF TEAM We've had a few changes at the CWHBA staff level that we'd like to share: This month we said farewell to Chascidi White who had been a valued member of the CWHBA Staff team for 13 years. As Chascidi embarks on a new career in the business world in our area, we wish her the very best personally and professionally. Chelsea Snodgrass remains as our Events and Communications leader in addition to supporting other areas. In February she becomes our Public Relations Director which includes events, marketing and communications oversight. After a panel interview process including board members we are truly pleased to welcome the following new CWHBA team members: Emily Jameson - Membership Director. Emily previously was the Director of Donor Development at Heritage University since 2017. Prior to that, she served two years as Perry Technical Institute’s Director of Institutional Effectiveness, and has a Masters degree as well as certificate in nonprofit fundraising. Even more importantly for us, she brings an energy and focused commitment to member service, retention and recruitment. Ashley Brown - Finance Director. Ashley is a CPA, and joins us after serving as the Finance Director for the Yakima YWCA. She has a Masters in Accountancy, and has prior work experience at Petersen CPA & Advisors, PLLC in Yakima. Ashley brings strong accounting practices in implementing financial controls and organizational systems. Ashley Ferreira – Administrative Specialist. Ashley is a native of Hawaii, and joins us after working for the Walt Disney Company in reservation and guest services. Ashley graduated from Northern Arizona University (Go Lumberjacks!) with a Bachelor’s degree and brings very effective customer service and organizational skills to our team. Watch for Ashley to continue her work in supporting events, membership and educational programs. We look to a year ahead in which we renew our commitment to members present and future, with a focus on bringing greater value to being a part of the CWHBA. Whether in education, special events or the many other benefits - we commit ourselves to a new energy that places our CWHBA Members first. GOVERNMENT AFFAIRS UPDATE Government affairs can mean many things to different folks. When I first heard the phrase, I thought it sounded like a steamy novel – but when it was part of my job title 15 years ago, I learned that it was anything but that. Government Affairs at CWHBA is about building relationships and advocacy to ensure that the voices supporting home building and the array of businesses who succeed with us are heard: locally in our counties and cities, statewide, and federally. Government Affairs or GA isn’t a spectator sport for those who wish to succeed – it requires participation to work effectively. It’s also not just one-person meeting with Government leaders on our behalf – it’s also - working together in collaboration with other like-minded individuals and organizations on a common goal. - all of us taking a few moments whenever asked to share your thoughts with others about our industry and the benefits to our communities. This spring, in addition to our state legislative efforts, we will continue to engage in conversations in communities within Kittitas, Yakima and beyond on affordable housing. We believe, and our history has shown, that when home building opportunities are supported and enhanced, rather than restricted: we all win. The result is greater housing supply, which make more affordable housing options available to meet local demand. We welcome the opportunity to share with our community leaders, as well as with State representatives, our thoughts on ways to help address this nationwide economic issue. While the issues are many, we are very confident that state and local regulatory reforms reducing unnecessary costs that hinder home building create concrete ways to help now. Equally, ideas such as offering beneficial tax incentives and code flexibility for construction within in-fill areas enhance housing options in central city districts. Above all, we look to remain very engaged in the governmental issues that affect how you work and succeed as builders and to minimize if not remove hurdles that stand in your way. Together we can ensure a healthy home building industry, a market with affordable pricing based on free market solutions, and a future of growth for homes and business throughout Central Washington. The CWHBA is pleased to provide with our training partners educational opportunities and classes that assist Members and their employees with necessary classes and courses to keep them compliant. Below are some upcoming classes to be held in February at our CWHBA Yakima Office. Seating for each class is limited.

Certified Lead Renovator - Initial
Firms who knowingly or willingly violate the RRP Program requirements could result in penalties of up to $10,000 per day, per violation and/or face imprisonment. Does your business involve the renovation, repair or painting of structures built before 1978? If so, there are federal regulations that took effect, April 22, 2010, which may prevent you from performing your work. Under the United States Environmental Protection Agencies Lead-Based Paint Renovation, Repair, and Painting (RRP) Program. Construction firms must apply for and receive EPA Certification to disturb paint as part of their work in pre-1978 housing and child-occupied facilities. In addition, all of these jobs must be supervised by Certified Renovators; specifically, individuals who have completed an EPA-accredited, full-day training course. The training course is required for any contractor that is involved in any activity that will - or has the potential to - disturb six square feet of lead-based paint in a room or 20 square feet on the exterior. The rule does not apply to minor maintenance or repair activities; however, window replacement is not considered minor maintenance or repair. We bring a blend of easy compliance, practical application, and real answers to your questions to this training. In addition to the EPA curriculum, we will provide you with valuable insights on how L&I views lead related work along with other free resources to help your company stay in compliance. Name, home address, and birth date are required at registration. Seating is limited so be sure to register as soon as you can. You are required to renew every five years. Certified Lead Renovator - Refresher
Firms who knowingly or willingly violate the RRP Program requirements could result in penalties of up to $10,000 per day, per violation and/or face imprisonment. This 6-hour refresher training class, which is required every 5 years, is for individuals who have previously completed the Certified Lead Renovator Initial in compliance with the Renovation, Repair and Painting (RRP) rule. Your are required to renew every five years. If you renew through an online program, it’s every 3 years. The training will refresh RRP contractors in how to work safely in housing and child-occupied facilities with lead-based paint and to teach them how to comply with both EPA’s RRP Rule and the Washington State Department of Commerce’s Lead Safe Housing Rule. Participants will learn lead-safe work practices. Students will also review the information that was provided to them in the Initial Certified Lead Renovator class and be provided with current information regarding regulatory changes, changes in state-of-the-art work practices, as well as other changes to the RRP Certified Lead Renovator discipline. The training focuses on working safely with lead-based painted surfaces and topics include: regulations, testing for lead-based paint, review of set-up practices, review of prohibited practices, personal protective equipment, dust control, cleaning activities and checking your work, record keeping, training of non-certified renovators, review, and test. *Students are required to show documentation of initial certification. Bring your unexpired CLR card to class. If you cannot find your CLR card, you will need to contact the company who previously certified you to obtain a copy. All of this needs to be done prior to the class. Because this is a individual certification, it is required to obtain your personal home address and date-of-birth before class. If you show up to the class without your CLR card, you will not be able to attend the CLR Refresher and will still be held responsible for the class fee. However, if this a a combination class of the Initial and Refresher, with Instructor approval you may attend the CLR Initial and pay the difference between the two classes.
