reached out to the County for additional information and will report on that soon. The County is also forming a WUI Code Variance Advisory Committee. Here is the press release in full: 03/21/2018 - Kittitas County is forming an advisory committee to assist with the development and adoption of Wildland-Urban Interface Code variance criteria, standards, and procedures. The International Wildland-Urban Interface Code is a model code that has been adopted by Kittitas County and applies to areas where structures and other human development meet or intermingle with undeveloped wildland or vegetative fuels. These areas are known as the wildland-urban interface. The code is a supplement to adopted building and fire codes, and is intended to establish minimum regulations for safeguarding life and property from the intrusion of wildland fires and to prevent structure fires from spreading to wildland fuels. The advisory committee would meet approximately three to four times to develop criteria, standards, and procedures for varying from the Wildland-Urban Interface Code where it is difficult to meet the strict application of the code. LOCAL, STATE, FEDERAL – CWHBA IS WATCHING IT ALL! Local Are you concerned about a local policy issue or proposal? CWHBA is becoming more engaged in all 6 counties it represents and needs your help keeping an eye on what is happening in your local area. Chelan, Douglas, Okanogan Counties (North Central) The Our Valley Our Future (OVOF) Housing Solutions Group held a meeting last week and will hold two more meetings in April. The objective of these meetings is to consolidate the recommendations of the subcommittees and ultimately develop comprehensive recommendations to the entire OVOF group that can then be used to encourage policy makers to create a predictable and consistent climate for housing, whether that is development or current inventory. CWHBA will remain engaged in the process and will share specific findings of the Housing Solutions Group once those are finalized. Kittitas County The word of the day for Kittitas County is “change.” That’s right, change is coming in 2018. What does that change look like? • Paul Jewell, County Commissioner, announced his resignation effective June 30, 2018. Learn more about the reasons and the process to find his replacement by clicking here. • Brett Wachsmith, County Treasurer, announced he will run for the County Commissioner seat (Position 3), which is currently held by Obie O’Brien. Obie has indicated he will not seek re-election if Wachsmith is in the race. Learn more about this by clicking here. • US Congressman Dave Reichert (R-8) is retiring. This district has been identified as a potential pick up for Democrats in the US House of Representatives, so we should see plenty of activity here. Right now, there are about half a dozen Democrats vying to be the nominee to run against presumptive Republican nominee Dino Rossi. WUI (Wildland-Urban Interface Code) is also making waves in Kittitas County. CWHBA has 2
Yakima and Klickitat Counties State Representative Norm Johnson (R-14th) announced his retirement. Learn more about this by clicking here. CWHBA appreciates Representative Johnson’s career in public service and the support offered to the Association. Concerns regarding the Yakima County Water Resource System (YCWRS) have been shared by multiple CWHBA members. As a result, a dialogue with County officials began and there was an acknowledgement that County staff was not fully prepared for the new Yakima County water requirements. At the time of this writing, staff should be fully up to speed and better able to answer the questions and address specific concerns from our membership. The County has also developed a Frequently Asked Questions (FAQ) document and a “Where Do I Start” informational sheet. Both of which can be found in PDF format by clicking here. State Governor Inslee Signs SBCC Bill BIAW has worked hard for several years to see reforms with the State Building Code Council (SBCC). On Thursday, March 22nd, the Governor signed HB 1622 which implements several SBCC reforms. The bill addresses the funding of the SBCC, but also has many helpful reforms. Key among them is that the bill requires cost analysis and clearly states that those appointed to represent a particular private sector need to remain employed in the private sector. 3
This is a significant success for the home building industry and illustrates one of the benefits of membership in CWHBA, which in turn includes membership with BIAW. The Washington Department of Revenue Launched a New Online Portal

This means you are well represented on all national and global issues that impact your bottom line. Here is a sample of what NAHB is working on now: Canadian Lumber Trade Dispute – Cost of Housing Increases New data compiled by NAHB economists shows that the changes in lumber prices between Jan. 6, 2017 and March 16, 2018 are enough to increase the price of an average new single-family home by $6,388, and the market value of an average new multifamily housing unit by $2,430. These cost increases are in the average price paid by consumers — not just the change in cost paid by the builder. Tariffs averaging just over 20% on Canadian softwood lumber exports to the U.S. are exacerbating market volatility, putting upward pressure on lumber prices and harming housing affordability. This is why NAHB believes it is absolutely vital that the U.S. resumes serious negotiations with Canada to find a just resolution. Though the U.S. Trade Representative appears to have expressed a clear lack of urgency on this issue, NAHB strongly disagrees with this approach.

The 2018-19 education scholarship application is available to assist and encourage workforce education in the construction industry. Two scholarships are available: Cliff Tanasse Scholarship and the CWHBA Scholarship. We will accept applications for 2018 through May 25th. The Scholarship application is available at cwhba.org In addition to the CWHBA scholarships, the Building Industry Association of Washington will also offer up to $20,000 in scholarships. orkplace accidents can happen in an instant and in a million different ways. But many of them fall into four dangerous and sometimes lethal categories.
All workers must be aware of and trained to avoid the focus four hazards identified by OSHA as the most common causes of fatalities in the workplace. They are: • Fall Hazards – The most common hazard where a worker loses their balance and fall a significant distance to cause injury. • Electrocution Hazards – Exposure to lethal amounts of electricity for a significant amount of time. • Struck-by Hazards – When objects, usually heavy equipment or loads of material, strike a workplace worker. • Caught-in/between Hazards – when a worker gets compressed, pinched, squeezed, crushed, rolled over or caved in. The best way to protect against the “Fatal Four” is a solid safety focus in the workplace. A company committed to safety should develop safety regulations that are based on OSHA safety guidelines. These should include written and enforced safety precautions and procedures (Safety Plan), a reporting mechanism for observed safety hazards, safety meetings, and occupational health and safety training for all workers.

We celebrated our 4th Annual Dozer Day this March which was by far the best one yet. What made it the best one yet? The amazing support we received from Sponsors, Volunteers and the families that drove from near and far to attend. The team that puts on Dozer Day is such an a mazing group that cares about providing a weekend for families that they won’t forget. We had families from: Wenatchee, Kirkland, Puyallup, Harrah, Pendelton, Selah, Yakima, Prosser, Pasco, Kennewick, Granger, Tacoma, Ellensburg. It’s so exciting to see the reach this event has. Thanks to our sponsors and volunteers kids got to operate real dozers, excavators, cranes and much more. In additional to educating the public about all of the career opportunities in the construction industry, Dozer Day offered police, ambulance and fire department experiences. There are pipe crawls, tire crawls and tractor ride fun for all ages, articulate haulers and even a helicopter landing. Pizza, Pop, and Power Tools is a hands-on career exploration event for 8th grade girls in
the Wenatchee School District. Girls get to weld, operate heavy equipment, power tools and machining equipment, participate in a tire tire rotation rodeo, try on fire fighting turn out gear and scale a 30’ power pole with Chelan PUD.
The goal of the event is to help girls explore a variety of non-traditional careers for women. Through the involvement of female role models and skilled professional, students gain confidence that could lead them to enroll in a high school career and technical education class such as construction trades and welding or pursue post secondary vocational training or an apprenticeship program. CWHBA will be helping out with the construction portion of the event. How Can You Help? We are looking for volunteers to help with construction activities for Pizza, Pop, and Power Tools. We understand getting kids interested in the industry will provide the future workforce and we need your help to create an interactive experience that peaks their interest to say—I WANT TO DO THAT!
