As a minority business journal, we feel it is our obligation to celebrate the agencies who spend their money, time and resources to give minority companies opportunities. Often times, companies do not meet their minority participation goals. We like to highlight the ones that do and we also strive to be the bridge that fosters growth in the Houston area for small businesses who want to do business with their larger counterparts. While preparing for this year’s awards luncheon, we realized it was important to be inclusive, so this year we added architects and engineers because they, as well as the contractors, are the primes on numerous jobs. The agencies (our supplier diversity champions) create the programs to provide opportunities for the primes to perform. d-mars.com takes great pride and pleasure in honoring the top primes and agencies who allow these great things to happen. NAMC

The National Association of Minority Contractors (NAMC) is a nonprofit trade association that was established in 1969 to address the needs and concerns of minority contractors. While membership is open to people of all races and ethnic backgrounds, the organization’s mandate, “Building Bridges – Crossing Barriers,” focuses on construction industry concerns common to African Americans, Asian Americans, Hispanic Americans, and Native Americans. Women Contractors Association

WCA History The Women Contractors Association (WCA) was founded in 1996 in Houston, Texas. A small group of women joined together to ensure that the City of Houston and other Texas agencies did not eliminate women-owned businesses from minority participation goals. WCA has continued to support women in construction since its inception, through education, support and networking. In 2009, when the City of Houston removed the WBE goals from construction due to the results of a disparity study conducted that year, WCA members met with City Council and the Affirmative Action Department to stress the importance of the goal being reinstated. Their efforts, along with other like-minded

organizations in Houston, resulted in the City of Houston commissioning a new disparity study and the restructure of Affirmative Action to the Office of Business Opportunity. The new disparity study, finally completed in 2012, showed a 50% drop in the utilization of woman-owned business since the WBE goals were removed. Armed with these results, the City of Houston finally put the “W” back into the MWBE Construction Contract Goals. On May 8, 2013, Mayor Annise Parker and City Council unanimously approved amendments to Chapter 15 Code of Ordinances, which governs the City’s Minority and Women Business Enterprise (MWBE) program and a new citywide participation goal for construction contracts was to increase construction contracts goals from 14% to 34%.

The WCA is not satisfied with the status quo of acceptance of women within the construction industry. Houston Community College Chief Executive Officer within 10 years and grew the business to international prominence. Ultimately, he led Tex-Steel through a successful acquisition into a larger publicly held enterprise. Maldonado then joined ASSA ABLOY as Division Vice President and Chief Technical Officer and led joint venture technical groups in the development of new business lines and in the support of $500 million/year in engineered products. Subsequently, Maldonado became an executive in two successful engineering firms and, in 2008, was named President of Texas State Technical College in Harlingen, Texas. In the same year, he earned a Ph.D. in Systems and Engineering Management from Texas Tech University. In 2011, Maldonado was named Vice Chancellor for Institutional Effectiveness and Commercialization for the TSTC System, while remaining President at TSTC Harlingen. In addition to his demonstrated business acumen, he led legislative efforts to create high school/college dual enrollment opportunities in Texas, and has served as a board member (twice as president) of the Harlingen Consolidated Independent School District (TX) since 2003. He served as the interim Chairman of the Border Governors Conference on Science and Technology, where he worked to foster bi-national research and technology exchange with scientists across the U.S. and Mexico border. He was also appointed by the governor to serve as a Regent of the Texas State Technical College System. His business experience encompasses strategic planning, project management, infrastructure design, industrial systems and software design. Dr. Maldonado holds Bachelor and Master of Science degrees in Chemical Engineering from Texas A&M University, a Doctorate in Systems and Engineering Management from Texas Tech University and is an alumnus of the UC Berkeley Haas School of Business. Further, he was recently elected to the Texas Tech University Industrial Engineering Academy.
