Jim Brownrigg Vice President and General Manager, Turner Construction Company - Houston Jim was a founding member of Turner Logistics. The company evolved from the successes and project requirements of Turner Construction Company’s Global Critical Facilities Group. Under Jim’s leadership, Turner successfully completed in excess of $1 Billion in Mission Critical projects. Jim is passionate about impacting the community positively, both personally and through Turner. His focus has been on helping develop and grow the capacity of industry MWBE firms through active participation in the Turner School of Construction Management (TSCM), contributions in advocacy panel discussions, as a member of the Houston Minority Supplier Development Council (HMSDC) Board of Directors, and ultimately, through the subcontracts awarded by Turner to deserving MWBE partners. As a result of the efforts of the firm’s preconstruction and construction teams, Turner’s Houston office has awarded an average of $40 million in subcontracts to MWBE firms annually. Led in part by Jim’s efforts, the 2018 TSCM in Houston introduced the Advanced TSCM Program. Expanding upon the standard curriculum, the ATSCM provides a more intense and interactive experience, and introduces a diverse group of subject matter experts to share their experiences with participants.

im Brownrigg serves as Vice President and General Manager for Turner Construction Company’s local Houston office. Jim oversees sales, finance, preconstruction, and project operations for the 120-employee, full-service office. Jim has served Turner for 18 years through a variety of roles including Vice President and General Manager of Houston, Business Manager, General Manager of Turner Logistics (subsidiary), and as Director of Turner’s National healthcare market sector group. Jim earned a Bachelor of Science in Mechanical Engineering from Washington State University. As Vice President and Director of Healthcare for Turner Construction Company, Jim Brownrigg was responsible for the effective management and development of Turner’s healthcare projects valued at over $2 billion annually. He oversaw the national healthcare market segment providing solutions in technology, strategic sourcing, supply chain management and facility support services. 12

J

im Rice is President of Rice and Gardner Consultants, Inc., an engineering and construction management firm that was recently named one of Houston Business Journal’s 100 fastestgrowing companies. Jim has over 40 years of experience in the industry, managing a wide variety of projects for clients ranging from school districts to privately-owned businesses. A Texas native and graduate of the Jones Graduate School of Administration at Rice University, Jim has lived in Fort Bend County since 1981 with his wife of 38 years, Mary Walker. They have three sons together. Aside from his professional duties, Jim is passionate about education and the vital role it plays in bettering his community. He currently serves as the Fort Bend Chamber of Commerce’s Education Division Chair, as Second Vice-President for TASB and a trustee on the FBISD School Board. Jim is also very involved in numerous civic organizations for Fort Bend including the Fort Bend Literacy Council, Fort Bend P 16 Regional Council, and Greater Fort Bend Economic Development Council. He is also a co-founder of the charity Fort Bend Cares, which benefits underprivileged youth in the community. Continues to Grow while Fulfilling By Subcontractors USA News Provider

I

n recent years, government statistics have shown an increase in Minority(MBE) and Women-Owned Businesses (WBE) in the U.S. Much like Historically Underutilized Business (HUB), these entities have not always received the same opportunities for government contracts as other businesses in the state of Texas.

This is precisely why HUB programs in Texas were created and are so important. With a focus on actively involving HUBs in the Texas procurement process, these types of programs help to ensure HUBs receive their fair share of the state’s business. The University of Houston’s (UH) HUB Operations Department, which is independent of the Purchasing Department, was established to identify and encourage HUBs to participate in the competitive bid process with the objective of increasing the number

of contracts and subcontracts awarded to HUB vendors. In July 2014, UH hired a full-time HUB director and in Fiscal Year 2015, the HUB director hired two HUB specialists to assist the director with HUB outreach and compliance. UH’s HUB Program has seen successful growth since inception, having 13.82 percent of spend with African American HUB vendors in Fiscal Year 2015, 11.91 percent of spend with African American HUB vendors

Thornton took some time to chat with Subc about UH’s HUB Program, its importance and the institution’s future goals for the program. Subc: Why do you feel it’s important that minority businesses that qualify as HUBs utilize the resources offered by UH’s HUB Program? Thornton: The University of Houston has a vast amount of resources and networking opportunities for HUB vendors to utilize. The first Wednesday of every month HUB vendors have the opportunity to meet one-on-one with a member of our department to discuss how to do business with the university or to introduce themselves to our department. We host monthly HUB Business Development Seminars and we host the following annual events each fiscal year: • HUB Construction Fair • HUB Vendor Fair • HUB Forum

Program provides accessibility and access to contract opportunities that were historically unavailable to HUB vendors. The University of Houston’s HUB Program provides exposure, networking, mentorship and subcontractor development opportunities. While all our business development initiatives are important, we believe that development paired with program change initiatives have a more impactful outcome in garnering more HUB participation. A significant program change that the university has initiated is adding HUB Procedures and Past Performance as a solicitation criteria for solicitations that exceed $10 million. We believe that this provides additional contract opportunities for HUB vendors.

We partner with the Greater Houston Black Chamber of Commerce and East End Chamber of Commerce, as well as various other chambers of commerce and provide chamber members with free specialized training and one-on-one interview sessions with our prime contractors. HUB vendors would be selling themselves short if they did not take advantage of our program.

Subc: Tell me about the Mentor Protégé Program. Thornton: The Mentor Protégé Program was revamped and relaunched in March 2015. The Mentor Protégé Program is designed to foster relationships between prime contractors and HUBs. The intent of the program is to provide professional guidance and support to HUB vendors. The one-on-one relationship between a University of Houston prime contractor and HUB vendor is mutually beneficial. The mentor (prime contractor) can use their protégé (HUB vendor) to fulfill HUB subcontracting requirements when bidding on state contracts and the protégé can learn business practices and techniques from the mentor that will help their business grow. Subc: Do you think it helps level the playing field in a sense for all Texas businesses to be afforded the same opportunities for work? Thornton: I believe the intent of the HUB Program is to level the playing field. The HUB

or almost 20 years, Dannette K. Davis worked as a Project Manager and Director in Construction. But after years of working for someone, she knew there was a better way to do the work that had consumed her for almost two decades. So, she stepped out and started her own company.

Kay Davis Associates (KDA) was formed in 2000 to provide project and move management, while offering a quality furniture, fixture and equipment space planning service/sales group. With over 40 years combined experience, KDA’s staff offers services where the primary focus has become project development and management for FFE and Logistics’ Projects. This includes FFE specification, value engineering, purchase/sale oversight, and transition management if required. “I wanted the technical expertise in the office, my associates have degrees in pure design, but some of the ladies are more artists. Even though they all have training they all have their strengths. It is important that the synergy is there,” said Davis. That synergy is what helps Davis provide total client satisfaction. “Space planning is more than a layout and furniture is more than chairs and tables, etc. It is interaction with your space,” she said. “It is colors and fabrics which

provoke feeling and mood. It is calming and/or refreshing on purpose. Space planning affects your very ability to be effective in your everyday work and pleasure. The concept was to understand the need behind the request for furniture and to really listen to the client. Having worked as an owner in a Facilities Group, I know what it is like to have things misrepresented to me as a client.” Achieving that satisfaction means Kay Davis Associates has to go above and beyond to get to know the client. “Owners many not know what they really need, but they will know how they want to feel, (i.e. warm, relaxed, excited, etc.),” she said. “A client’s space, like clothes and other possessions, should represent and reflect personality or individuality. It should have a certain distinctiveness.” Much of KDA’s work is with schools. The firm has extensive K-12 and Higher Education, Health and Public Experience, such as handling FFE space planning/design and furniture for the HISD, Garland ISD, and Aldine ISD Bond Program and the Power-Up Tech Lab Pro-

jects for over 40 high schools over the last three years with HISD. KDA has participated in previous Bond programs with HISD and Houston Community Colleges. At HCCS, Kay Davis was responsible for all Furniture specifications and design/installation as well as move management/inventory of fourteen (14) new/renovated facilities. Through these projects, Kay Davis has always kept a relationship with K-12 Projects and the Evolving 21st Century Design Model in Education. Kay Davis holds HISD, Conroe ISD, Aldine ISD, Garland ISD, and Fort Bend ISD Contracts. Recent and current work has included the HISD Bond 2012 Campuses of Wisdom High School, Mickey Leland College Preparatory Academy, Waltrip High School, Scarborough High School, Milby High School, and Furr High School. The projects included working closely with Architects and Providing Furniture Layouts, Space Planning, Furniture Specification and Purchase, Delivery and Install Coordination, and On Site Install , Oversite of Complete Classroom,

Administrative, Learning Commons, and Cafeteria Furniture. Library Spaces, or the 21st Century Learning Commons, have become a Kay Davis Specialty and we are proud to have completed Library overhauls for Carnegie High School, Wheatley High School, Westside High School, and MC Williams High School, all in HISD. rom Rockport to Houston to the Beaumont-Port Arthur Triangle, thousands of residential, commercial and government buildings have been affected by Hurricane Harvey and require rebuilding. As a native of Houston, I, along with the Permit Us Now team, want to help our communities get back into operations faster, so we want to share with contractors, architects and project owners what we know to-date on obtaining city building permits.

Here’s the Latest News on Area Here’s the Latest News on Permitting Centers Area Permitting Centers CITY OF HOUSTON PERMIT CENTER *The emphasis is on helping Houstonians get back on their feet and get their homes and businesses repaired and usable. Check QFLOW for Residential and Commercial One Stop and assist with overflow until further notice; will work submitted plans when One Stop is under control. The City of Houston and other permitting jurisdictions have made adjustments to internal processes to assist project owners, contractors and architects in obtaining building permits as quickly as possible. Walk-ins are allowed in the Floodplain Management Office (FMO); just pull a flood damage ticket on the first floor. The FMO may need to do an inspection before issuing a permit depending on where property is located, the nature of the work and the completeness and reasonableness of the cost estimate. Please review with FMO if you have any questions and you can check their website to see if property is located in a floodplain. FEMA has set up Disaster Recovery Centers and Houston Permitting Center staff are handing out basic permitting information at designated tables. Note: Cosmetic work involving painting, flooring, etc. does not require permits. HPC has extended business hours to close at 7pm instead of 5pm and will add Saturdays if needed. Please check the City of Houston Permitting Center website for more information. HPC’s intention is to focus first on ‘Repairing Houston,’ with resources available at One Stop to meet demand. Also, the HPC is expecting the goahead soon to roll out mobile and regional based OneStop centers in the hardest hit areas. We are estimating a possible four-week delay in obtaining building permits and for the workload to

s a historically Black University and a member of multiple Chamber of Commerce(s), Texas Southern University’s (TSU) Historically Underutilized Businesses Program, i.e. HUB is aware of their duty to the community. HUB is a minority or woman-owned Texas business that must meet a criteria to be certified. TSU accepts HUB certifications from agencies such as The City of Austin, Houston Minority Supplier Development Council, and Women’s Business Enterprise Alliance to name a few. Many minority businesses stress the lack of opportunity given to receive contracts in fairness with big competitors. TSU’s HUB Program concentrates on producing more effective small business participation relating to the University’s contracting and procurement opportunities. The Program utilizes the Central Masters Bidder List (CMBL) to inform relative companies on the specific commodity codes for each bid and as a state entity they are required to advertise any solicitation over $25,000 on the Electronic (ESBD) website. In addition, the program posts all bids over $25,000 on the University’s website. By doing so they are alleviating unfairness among competitors unless subject to a bidding exemption. In partnership with TSU, the HUB Program educates the University about their process, guidelines and procedures by participating in multiple mentoring programs such as small business forums and supplier diversity events. As Senior Buyer and HUB Coordinator, Kisten Rhodes, takes her leadership role seriously by meeting an array of daily demands. Her duties entail: working with buyers, end users, prime contractors, purchasing department, and the University’s body. In addition, she conducts audit reviews, assist vendors in the certification process as well as reporting activities associated with procurement for internal purposes or for submission to external uses with the Texas Comptroller of Public Accounts.

Rhodes also tracks updates to supplier files and developing/maintaining the data base for HUB spending with the procurement-card program. Her multiple services as an executive to the program coincides with the following mission statement she instilled, “Our outreach initiative includes attending state and Local HUB events, hosting HUB Vendor Fair’s on campus, attending local Chamber of Commerce(s) and welcoming Lunch and Learn events on campus.” The program’s efforts and strive for excellence has earned multiple accolades. In 2016, TSU ranked #12 of all state agencies with a total spend of at least $5,000,000. Also, TSU ranked #16 among the state agencies in 2013. The Program has consistently ranked among the top 50 of state agencies with the most HUB participation and with a goal to be ranked amongst the top three (3) in the nation they show no sign of slowing down. The HUB Program’s specific goal is to increase procurement and opportunities. TSU makes an effort to assist HUBs by receiving a portion of the total yearly expenditures. Procurement expenditure goals by the Texas Government Code consist of 11.2% heavy construction, 21.1% building construction, 32.9% special trade construction, 23.7% professional services, 26% other services and 21.1% commodities. TSU prides on transparency in all business dealings and their ethic code ensures their good will. Moving forward, the HUB program at TSU will continue to provide highly qualitative service to the students, staff, faculty, and external customers. Under the leadership of Mr. Gregory Williams, Executive Director of Procurement Services, the members of the Purchasing Division all make the program successful and there will always be considerate services to all internal and external customers. Mr. Thomas Britt, Director of Materials Management, Mr. Sceffers Ward, Buyer, Mrs. Felicia Garrett, Procurement Services Department Administrator along with Ms. Rhodes cohesively work to achieve TSU’s mission, vision and the accomplishment of the HUB Program. The Purchasing Division is formulating a strategic plan to enhance specific efforts towards the success of HUBs and TSU and as the University continues to expand more opportunities will become available for HUBs and small business partnerships. “A Better Commute is just a Project Away!” The team awarded the construction of the Project is Almeda-Genoa Constructors (AGC), a fully integrated joint venture between Dragados USA, Inc., Pulice Construction, Inc., and Shikun & Binui – America, Inc., known collectively as the Design-Build Contractor. AGC is dedicated to supporting diversity and is constantly seeking local, non-majority groups to work with on the lo project. The DBE goal for this $815 million project is 12%, and AGC is firmly committed to meeting this goal by working with the impacted community who lives, works and travels on SH 288 on a regular basis. As a testament to this commitment, the AGC team is proud to have awarded in excess of 90 Million to non-majority suppliers, services providers and subcontractors. Currently, there pr are still available opportunities where AGC is looking for qualified DBEs* to perform the following scopes of work:

A better commute is just a project away! The SH 288 Toll Lanes Project aims to implement improved functionality of 10.3 miles of SH 288, from US 59 to the Harris County line at Clear Creek with an expected completion by the fall of 2019. By constructing new toll lanes, installing toll infrastructure and establishing toll operations and maintenance, SH 288 will handle traffic an better than ever before.
