CITY OF HOUSTON CHOSEN AS FIRST CITY OUTSIDE OF AFRICA FOR DIASPORA AFRICAN FORUM LOCATION By d-mars.com News Provider

Dr. Erieka Bennett, founder and Head of Mission for the Diaspora African Forum (DAF), and leadership visited Houston to scout locations for what will become the first DAF location outside of the African continent. This achievement is the direct result of relationships forged during the trade and investment mission, led by Mayor Sylvester Turner, to West Africa in July, with a 30-member delegation. During the mission, Mayor Turner and the delegation engaged with African leaders, businesses, and communities to build on existing relationships, explore new bilateral economic opportunities, and strengthen cultural and civic engagement between the City of Houston and Africa. Houston is the perfect choice as the most diverse city in the nation and home to one of the largest diasporas in the United States. “We are honored to be the first city outside of Africa to host a Diaspora African Forum location,” says Mayor Sylvester Turner. “Today’s announcement reaffirms Houston’s commitment to strengthening its bonds with the African continent and its diaspora. Mayor Turner also recognized

present and cordially greeted and shook hands with everyone who passed him. The event gathered some of the town’s most progressive and well-dressed residents and served as the ideal entrée for the Dallas flash mob that occurred the next day. While there, Broussard provided explanations of the Black Menswear brand’s significance beyond its clothing line. “The media loves to paint the picture of Black men as downtrodden, crude thugs, and too often, we play up to that hurtful stereotype,” he said.” It’s time to change the narrative of who we as Black men are and what we’re capable
of being and how we dress is the perfect way to start that conversation and shift that mindset.” Flash mobs have emerged as the defining spectacle for NéAndré Broussard and his Black Menswear brand. These extraordinary gatherings are nothing short of breathtaking, drawing crowds like must-see attractions. Even the scorching Texas sun, pushing temperatures close to the triple digits, paled in comparison to the sizzling energy generated by the assembly of sharp-dressed Black men from diverse backgrounds. The atmosphere crackled with electricity, palpable anticipation, and unbridled excitement as men, hailing from as nearby as Fort Worth to as far-flung as the United Kingdom, converged to support what can only be described as a burgeoning movement. The transformative impact of this gathering was unmistakable, evident in the aftermath as strangers who had never crossed paths before left as brothers, bound by a shared commitment to stay connected, foster growth, and bolster each other’s strengths. Broussard passionately asserts, “Advocating for our Black men and revealing their untapped potential had to start somewhere, and we chose to lay the foundation for change through fashion and self-presentation. I firmly believe that when you look good and dress your best, you inherently become a better version of yourself.

This transformation extends to being a superior father, a more devoted son, and a more attentive husband, among other roles. he Houston Metropolitan Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated presented 16 beautiful and accomplished young ladies to society at the Houston Marriott Westchase Hotel, culminating the Chapter’s 19th Biennial Debutante Season, themed Nights Over Egypt. The 2023 Debutante Season began with the Mother-Daughter Tea, the first formal social event of the Season. It was held at Sweetwater Country Club in Sugarland, Texas. Throughout Debutante Season, the 16 young ladies participated in a series of workshops to enhance personal growth and development, titled Destination Debutante.

Debutantes were deeply engaged, participating in various educational presentations including an Etiquette Workshop and a community service project at the Jean Hines Caldwell Elementary School’s Annual Community Resource Fair. Toward the close of the Debutante Season the young ladies were treated to a day of health & wellness activities at a Debutante Retreat. On the occasion of the Debutante Ball, each debutante was officially introduced to the esteemed guests by Mrs. Melinda Spaulding Chevalier, Vice President for Communications and Advancement at Texas Southern University and Mr. Jose’ Griñan of FOX 26-KRIV Houston. Attendees were entertained by the debutantes as they performed an elegant cotillion in a Grand Ballroom decorated in gleaming white with bold and beautiful gold accents. To mark the occasion’s magnitude a Proclamation from the City of Houston and Mayor Sylvester Turner was addressed to the Houston Metropolitan Alumnae Chapter and the 16 debutantes. HOUSTON’S HOMELESS PROJECT
$1 Million Grant Fuels Nine Art Installations in Midtown By d-mars.com News Provider
he award funds are designated for HueMan: Shelter, a project centered on addressing homelessness in the Midtown area. Houston secured a $1 million grant as a finalist in a nationwide public arts challenge. The funds are earmarked for a Houston initiative called “HueMan: Shelter,” a public art project designed to challenge perceptions of homelessness by uniting artists and unsheltered residents to create visual narratives from their experiences in the city. The project encompasses the activation of nine locations for public art installations along a central thoroughfare in Midtown.

Mayor Sylvester Turner expressed his enthusiasm for the project, stating, “HueMan: Shelter is an innovative project that will not only transform our city’s landscape but also foster empathy and understanding for our unsheltered community members.” “We’re excited about the opportunity to showcase Houston’s vibrant creative scene and make a positive impact in the lives of our vulnerable populations,” he added. HueMan: Shelter is a collaborative concept involving the mayor’s office, the Midtown Houston Cultural Arts and Entertainment District, the Coalition for the Homeless of Houston, Career and Recovery Resources, and METRO Houston. Initiated in 2014, the Bloomberg Philanthropies Public Art Challenge encourages mayors to collaborate with local artists to create public art installations
that address urban issues, such as homelessness. The grant will cover specific project expenses, including development, installation, and marketing. Among more than 600 cities with populations exceeding 30,000, Houston emerged as one of eight winners in the challenge after 154 applications were reviewed. Bloomberg Philanthropies will announce up to 10 winners from the 17 finalists in the challenge this year. Michael Bloomberg, the founder of Bloomberg Philanthropies, emphasized the role of public art in uniting communities, boosting local economies, and making cities more inspiring and vibrant.
Historic Houston Black Neighborhood Gets
$100K Grant for Conservancy

ouston’s Independence Heights neighborhood, historically the first municipality in Texas incorporated by African Americans, is facing challenges as its identity erodes due to rising property taxes and gentrification driven by increasing land values and development. Tanya Debose, the executive director of the Independence Heights Redevelopment Council and a descendant of early residents, revealed that the pace of gentrification is accelerating. The neighborhood’s designation as one of the City of Houston’s new conservation districts is further fueling development. “It’s definitely what I call a blessing because it does two things,” Debose said. “One, it gives us the funding to try to build the capacity of the conservancy and to build a presence of the conservancy in the community and beyond. But it also says to the rest of the world that this place is worth saving. This place is very important. And once this place is erased, you don’t get the first Black city in the state of Texas back. So, time is of the essence with saving what we can.” However, a recent $100,000 grant from the African American Cultural Heritage Fund is poised to counteract the impact of gentrification. This grant will support the establishment of the Independence

Independence Heights, now home to around 15,000 residents, faces gentrification and cultural erasure threats. It is one of 40 locations across the United States to receive grant funding this year from the African American Cultural Heritage Fund. Debose emphasized the importance of adding more historic landmark designations to protect homes, churches, and businesses, while also envisioning cultural destinations and neighborhood tours along North Main Street. The Emancipation Trail, featuring historic places settled by African Americans post-slavery, will incorporate Independence Heights, ensuring its significance endures. Debose’s personal connection to the neighborhood, dating back to 1924, underscores the historical importance of this independent city created by formerly enslaved people. he Black Professionals Alliance joyously marks over a decade of its cherished annual Holiday Social and Toy Drive, set to take place at the Community Collective for Houston (formerly “The Power Center”) on Nov. 30. Since its inception in 2009, the event’s visionary leaders, Carmen M. Herrera from the National Sales Network and Gene Padgett from the National Association of Black Accountants, have transformed it into the “must-attend” gathering for black professionals. As you commemorate the 13th anniversary of the Holiday Social and Toy Drive, can you share how this event has evolved and transformed throughout the years? Padgett: Our journey began with just four organizations participating in our inaugural event, and now we are proud to have expanded to include over 20 organizations. Our very first gathering had 125 attendees, and the last event turnout reached nearly 2,000 individuals. This growth prompted us to relocate from
our original venue, The House of Blues, to accommodate the increasing interest and participation. As we continually forge connections with more organizations and groups, we are committed to building upon the strong foundation we laid from the outset. We are excited to move to the Community Collective for Houston, an opportunity for us to partner with another Black-owned business as we continue to grow. Herrera: Throughout the years, we have witnessed a significant increase in the diversity of our attendees. In the beginning, our audience mainly consisted of Black Professional Alliance members. However, by extending our outreach beyond the organizations, including promotions through d-mars.com, we have successfully attracted a broader and more varied audience. We now welcome individuals from a wide array of sectors, including business, corporate, professional, nonprofit, and government backgrounds. As D-MARS.COM commemorates 24 years of dedicated service, can you reflect on how the partnership between BPA and D-MARS.COM has contributed to and positively impacted the African American community? Herrera: Our shared passion for the African American community drives all three of us to take action, make a positive impact, and uplift those in need, all while celebrating the remarkable individuals within our community. Given our collective dedication to the betterment of the Black community, partnering with Mr. D-MARS was an obvious choice. Together, over the past dozen years, we’ve been fortunate to bring blessings to numerous families through this event. We aspire to keep this meaningful tradition alive and continue our good work in the future. Padgett: Our partnership with D-MARS.COM aligns perfectly with our initial vision of collaborating with others to create a more impactful endeavor. This collaboration has always
been at the core of our mission, and the substantial growth we’ve achieved with his support serves as clear evidence of its effectiveness. What are you most anticipating about this year’s event? Herrera: Celebrating over a decade of this event is a major milestone for us. It’s remarkable to see how this meaningful and collaborative professional gathering has evolved and grown over the past thirteen years. We are genuinely thrilled to commemorate our 13th anniversary. Will you continue to support the same organizations as in previous years, and how do you choose which organizations to support? Padgett: We maintain consistent partnerships with core organizations, including the Blue Triangle Multicultural Center, Toys for Tots, the Nehemiah Center, the Emsemble Theatre, and Bread of Life. Additionally, we add two or three organizations each year based on recommendations from participating event organizations. While the event itself is enjoyable, the real reward lies in personally delivering the toys to these deserving organizations. This event attracts influential attendees. How do you envision the presence of such influential individuals benefiting the community? Herrera: Bringing together influential people in one setting to foster connections sends a powerful message about the strength of the black community’s ability to support one another and give back. Padgett: Many of us are individually accomplishing remarkable feats, but by joining forces, we’ve become even more influential. There’s an African Proverb that aptly states, “Spiders working together can tie up a lion.” That’s precisely what this event represents. Where do you see this event heading in the future? Herrera: Our hope is for the event to continue its legacy. We would be

HOW TEXAS’ STRICT VAPING LAW AFFECTS STUDENTS By d-mars.com News Provider
nder a recently enacted Texas law, students found in possession of vape devices at school will face consequences. House Bill 114, which came into effect on September 1, imposes stricter penalties for vaping while reducing penalties for students caught with THC.

1. Students who possess or distribute electronic cigarettes, marijuana, or THC on school grounds, near school property, or at school events will be directed to their district’s Disciplinary Alternative Education Program (DAEP). 2. Previously, students could be sent to county programs for vaping offenses and faced expulsion for THC-related violations. The bill leaves the duration of students’ attendance at DAEPs unspecified, granting districts the authority to establish their own guidelines. In cases where a district’s program reaches full capacity, students may be assigned to in-school suspension. Although it is not mandatory, districts have the option to incorporate drug and alcohol support programs into their disciplinary plans. Regarding the matter, Rep. Ed Thompson, R-Pearland, expressed his perspective, stating, “I believe we should discourage the use of vape pens among kids, without exception. These young individuals are of an age where they can comprehend the repercussions.” Thompson, the bill’s author, emphasized that its aim is to grant school districts greater flexibility in disciplining students caught with vaping devices. Jennifer Steele, the Associate Director of Youth and Community Initiatives at the Texas School Safety Center, advised parents to initiate discussions with their children about vaping as early as possible, given that some students start encountering and using e-cigarettes as early as elementary school. Steele reassured parents not to fear introducing the topic, as their children are likely already aware of it. “Don’t be scared that you’re introducing something they don’t already know about,” she said. “Because chances are, they do.” Students, parents, and educators can find tobacco use prevention and education resources here. As a mental health care worker and social work graduate student, I have personally experienced the importance of having a counselor or therapist who understands one’s cultural nuances and daily experiences. In my own quest for help, I often found myself educating white therapists about my cultural identity. Similarly, during my time as a psychiatric nurse, I observed that many vulnerable patients rarely encountered mental health professionals who shared their cultural background, creating additional barriers to care. This shortage of POC mental health professionals is a national issue, reflecting the broader problem of a lack of diversity in the field. As of 2019, approximately 40% of the U.S. population identified with a racial or ethnic group other than white, and these numbers are projected to grow. To address this shortage, federal policy initiatives should actively recruit students of color into the mental health workforce, while grants at the city and state levels can expand mental health services in communities of color. Reports from the American Psychological Association and the Bureau of Labor Statistics have revealed that a significant majority of psychologists, social workers, and mental health counselors in the United States are white. For people of color (POC), especially those seeking mental health support, this lack of diversity within the profession can be a significant challenge.

Finding a therapist or counselor who shares one’s racial or ethnic background can feel like searching for a needle in a haystack. In the mental health field, where the concept of “white saviorism” is a concern, the consequences of this lack of diversity are often underestimated. This lack of diversity can result in inadequate support for the unique cultural needs and experiences of POC. While some argue that the racial or ethnic background of the mental health provider should not matter, this perspective can be shortsighted. A lack of providers who POC
Efforts should focus on creating job opportunities and recruiting students from communities with the greatest need for a representative mental health workforce. Federal funds can support students’ professional education through scholarships and loan forgiveness, as well as grants to institutions that promote students’ well-being. Grants can also be used to train diverse peer specialists, individuals with personal mental health experiences who provide support to others in need. While ethnic matching alone is not always the most effective approach, it is crucial to create a mental health workforce that reflects the diversity of the population. By investing in a more representative mental health workforce, people of color can have a broader choice of practitioners, making mental health care more accessible and equitable for all. Why Addressing Disparities Matters: Tackling disparities in health and healthcare is not just a matter of equity; it’s a vital step towards enhancing the overall health and economic well-being of the nation. Various underserved groups, especially people of color, face disproportionately higher rates of illness and mortality across a broad spectrum of health conditions, ultimately affecting

Extensive research underscores the considerable costs associated with health disparities, encompassing inflated medical care expenses, reduced productivity, and additional economic losses due to premature deaths. The urgency to address health disparities intensifies as the population grows increasingly diverse and income inequality continues to widen. Projections indicate that by 2050, people of color will make up more than half (52%) of the population, with the most significant growth occurring among individuals of Asian or Hispanic descent. This demographic shift mirrors evolving immigration patterns, a rising multiracial population, and adaptations in how race and ethnicity are measured by the federal Census Bureau.
Furthermore, income inequality within the United States has expanded over time. As of 2021, the wealthiest 20% of households claimed over half of the total household income, with earnings exceeding $149,132. In stark contrast, the poorest 20% of households accounted for less than 3% of the total household income, with incomes of $28,007 or less. The top 5% of households boasted incomes of $286,305 or more. Research indicates that the disparate impact of the COVID-19 pandemic on lower-paid occupations may have enduring consequences, further fueling long-term income inequality. You must purchase a separate policy if you live in an area prone to any of these types of perils. Liability protection: You may be protected financially if you cause bodily injury or property damage to others due to a covered incident - either on the rental property or elsewhere - by your renters insurance.
