Judy is the principal of Woodlake Middle School and implementing new rules can be a challenge. Many of her students complain while others greet her with excitement about new school rules. One particular school year Ms. Judy and her staff were excelling in extracurricular activities and the entire school was excited. Most extracurricular activities run past the hours of school and Ms. Judy was starting to get concerned. There were so many factors at risk for the students and teachers being at the school so late. It raised safety, health and emotional concerns. She was concerned about the students leaving late, past dark just to endure the practice times and thought to herself if she could get the students and teachers to school earlier they could have regular school and practice before the sunset. Ms. Judy was sure that her new schedule would free up time for students and teachers to be home and enjoy dinner with their families and still have time to get adequate rest to get them through the days to come. One day Ms. Judy announced that the new school day would start at 7am, end at 3pm, and all activities should

Some of the students and teachers rejoiced that the new schedule would allow them to accomplish so many other things. One teacher even expressed how behind she was on grading papers due to her evening coaching sessions with the softball team. Whether completing a task or meeting a goal, satisfying everyone is impossible. You can’t make an omelet without breaking a few eggs.

TONI MORRISON AT 88, PERSONIFIES THE STRENGTH OF BLACK WOMANHOOD

This week, this month and likely throughout Women’s History Month in March, Morrison will undoubtedly be talked about. Her words will flood social media and other platforms, and somewhere a young Black girl will be inspired. Born Chloe Ardelia Wofford in Lorain, Ohio, on February 18, 1931, Morrison earned a B.A. in English from Howard University in 1953 and a Master of Arts from Cornell University in 1955. She later taught at Howard for seven years. In 1958, while she was teaching at Howard, she married Harold Morrison, a Jamaican architect and the couple had two sons before they divorced in 1964. In 1988, Morrison won the American Book Award and the Pulitzer Prize for Fiction for her novel, Beloved, which was later adapted for a film starring Oprah Winfrey and Danny Glover. Her first novel was The Bluest Eye in 1970. Other

celebrated novels include Sula, Song of Solomon, Tar Baby, Jazz, Paradise, and God Help the Child.

The first Black woman to ever be awarded the Nobel Prize in Literature and a recipient of the Presidential Medal of Freedom and a Grammy Award, Morrison’s list of accolades are nearly endless.

TAKE PART IN THE 2020 U.S. CENSUS

ou count and everyone in your home counts. That’s why I encourage you to take part in the 2020 U.S. Census. Yes it’s months away. But preparations are well underway now, along with related public education campaigns, because your participation is important to the city of Houston’s financial future and in turn, your future. I know there are reasons why some people may hesitate about being counted as residents of Houston: Fear of being singled out, distrust in government, or believing it doesn’t matter if you’re counted. But it does matter, and the information used in the census is not used against anyone. Houston could lose nearly $1,600 in government funding for each person who is not counted. If we undercount 10% of the city’s population, we could lose $3.78 billion over the course of a decade. The roads we all use, the parks we all enjoy, public health services and public facility projects could be jeopardized. Housing and

workforce development programs could be hurt and school programs could be cut. Racial and ethnic minorities, non-English speakers, low-income residents and homeless people are some of the hard-to-count populations we are working to ensure take part in this civic duty of being counted. The City of Houston is partnering with Harris County and Houston in Action for a robust outreach campaign that includes going door-to-door in communities to encourage participation in the census count. You can earn extra money while helping your community to get a full count. The U.S. Census Bureau is hiring for a variety of positions, including census takers. You’ll knock on doors to get an accurate count on the number of people living in homes. When I was in school, I spent some time as a census taker. I met many of my fellow neighbors for the first time and it’s an experience I still remember positively. To learn more about jobs with the Census Bureau and to apply, please go online to 2020census.gov/jobs. The success of the 2020 Census, and making sure the City of Houston gets the proper funds to support our residents, depends on everyone’s participation. I know you count. Now let’s make sure everyone in our city is counted as well.

More than two-thirds said they wanted advice from fellow entrepreneurs. Relatable role models and mentors are invaluable when you're making the leap to starting or building your own business.

W

omen are starting businesses at a record pace motivated to pursue passions, financial independence and the flexibility that eludes most traditional jobs. In the U.S. alone, women entrepreneurs generate $1.1 million in revenue on average across retail, professional and personal service businesses that have operated for 11 years. This stat comes from Visa's new 'State of Female Entrepreneurship' report, which informed their recently announced program, She's Next, Empowered by Visa, a global initiative to support and champion women in their efforts to grow their small businesses. That's powerful stuff, highlighting the important role women entrepreneurs play in the prosperity and economic development of local communities. The typical entrepreneur is 42 years old and earns nearly $110,000 in household income a year, making a profound difference in building and supporting families in the community. Clearly, female founders are coming into their own. In fact, the Visa study found that 79 percent of American women entrepreneurs feel more empowered now than they did five years ago.

Still, key challenges exist: 73 percent say funding does not come easily, and nearly 2/3 use their own funds to get started. Assembling a good team, finding the right tools and dealing with competitors are among the biggest challenges keeping women entrepreneurs up at night. For any entrepreneur, it can feel like there's never enough time or resources to grow a business. To help other entrepreneurs and based on insights from the 'State of Female Entrepreneurship' report, Visa polled four areas women entrepreneurs focus on to turbocharge success:

Find your feet: Strategy development is critical for women starting up their own company. Assembling a good team was a challenge encountered by 37 percent of women founders. Other challenges include: finding the tools to grow and manage their business (36 percent), competition (36 percent) and growing as quickly as they need to (33 percent). Have a plan and pursue your vision. Gather capital to invest in your business: Cash flow is the lifeblood of any business. Respondents cited profits and revenue growth as the top two priorities for improvement. Thirty-two percent of women would direct additional funding toward newer technology.

Put in overtime: When building a business, time is precious. Given the investment and high stakes that come with the territory, it comes as little surprise that a majority of women entrepreneurs (56 percent) are putting in more work hours than before they started their business. Education Department helps loan servicers instead of borrowers By Charlene Crowell NNPA Newswire Contributor

I

n an increasingly competitive global economy, highly skilled workers have a sharp advantage in securing and keeping employment. And as technological advances result in life-long learning in many occupations, many worker-students turn to federal student aid, the largest source of funding for higher education, to expand and/or hone their value in the marketplace. But a newly-released audit report finds fault with how the Department of Education (Department) is managing both its loan funds and its 15 contract student loan servicers. According to an Office of Inspector General (OIG) report released on February 12, “borrowers might not have been protected from poor services, and taxpayers might not have been protected from improper payments.” That statement covers a range of student loan concerns and include loan payments, loan consolidation, principal and interest payments and repayment options like income-driven repayment plans and forbearance. But its content takes direct aim at the Federal Student Aid (AID) division of the Department, charged with being a thrifty steward of the billions of dollars dedicated to higher education. Could it be that the current student loan crisis is facing the same threat today that was rampant a decade ago during the mortgage crisis? Are borrowers’ payments being properly applied? Or are unchecked and unaccountable loan servicers bilking consumers into unwarranted costs and payments? I’m betting that the 44 million borrowers who together owe more than $1.4 trillion in student loan debt seriously want to know. “FSA’s not holding servicers accountable could lead to servicers being paid more than they should be (the contracts with servicers allow FSA to recover amounts paid for loans not serviced in compliance with requirements),” states the report. “FSA management rarely used available contract

accountability provisions to hold servicers accountable for instances of noncompliance,” continued the report. “By not holding servicers accountable for instances of noncompliance with Federal loan servicing requirements, FSA did not provide servicers with an incentive to take actions to mitigate the risk of continued servicer noncompliance that could harm students.” According to OIG, all student loan servicer contracts are supposed to be awarded on the basis of performance measures in five weighted areas. Two factors, borrower satisfaction and the percentage of borrowers who were not more than five days delinquent, together account for up to 60 of the contractors overall score. Servicers are also evaluated on the percentage of borrowers whose loans were more than 90 days late but less than 271, and a percentage who were more than 270 days delinquent but less than 361, and an FSA employee satisfaction survey. Although the Department has 15 student loan servicer contracts, four were the biggest beneficiaries during the OIG’s audit period. As of September 30, 2017, federal student loan debt was $1.147 trillion with 93 percent of those loans assigned to PHEAA ($319 billion), Great Lakes ($236 billion), Navient ($215 billion), and Nelnet ($180 billion). In February 2017, the Consumer Financial Protection Bureau (CFPB) sued Navient Corporation and two of its subsidiaries for allegedly using shortcuts and deception to illegally cheat 12 million borrowers out of their rights to lower loan repayments.

These practices, according to CFPB, led to an additional $4 billion in borrower costs. Much of the unnecessary costs were the result of Navient’s widespread use of forbearance that boosted corporate profits by minimizing time spent advising distressed borrowers. For example, three-years of deferment on $30,000 in student loans would cost a borrower an additional $6,742. Navient also had another dubious distinction. In 2017, more consumers filed complaints about Navient than any other student loan servicer. Complainants identified dealing with the servicer or lender as the key issue, compared to only 34 percent whose problems were based on an inability to pay their loans. “The Inspector General's damning revelations that the Department of Education failed to track all instances of non-compliance or to hold servicers accountable for errors demonstrates its lack of commitment to protecting student loan borrowers,”, said Persis Yu, director of the National Consumer Law Center’s Student Loan Borrower Assistance Project. “Unfortunately, this revelation is consistent with the Department’s prior actions, which have repeatedly put the interests of big business ahead of the interests of student loan borrowers. Many consumer advocates would agree with the Trump Administration’s mounting actions that favor businesses before consumers. The recently-announced rule reversal on payday loans is another example. “I am the Sheriff of Jefferson County. This program is very important for two reasons. First, when people have jobs, they are less likely to commit crimes. When I look at the population of my jail, it is predominantly African American men who are unemployed, so I am so excited to bring a company here who can prepare young men for a future that does not involve incarceration. “The more training you do in this industry, the more valuable you are,” Mr. Horn said. “The welding industry is vast but lacking the skilled workers it needs. Once you become a specialty welder, your value in this industry is outstanding at that time, as long as your skill is accompanied by impeccable work ethics.”

In addition to the welding training they offer, IWA hosts “Certification Day.” Before getting employed, every welder must take a test to prove their ability meet the welding code requirements. This can range from a structural welding test, which primarily involves buildings and bridges, all the way to a specialty welding test, which includes working at refineries and plants. “Certification Day is something we started with the American Welding Society about 12 years ago in the Houston area,” COO Dan Jones said. “We had high-school students and post-secondary students who finished their training at school but could not get a job because they were not certified

welders. We wanted to give them the opportunity and tools to bridge that certification gap.” In Houston, the Certification Day started with around 300 students and has since grown to over 800 students. This opportunity was brought to Beaumont in 2018 where they had close to 45 students participate. Their goal is to grow to over 400 participants this year. Apart from the obvious welding training goal at IWA, they also have another greater goal for this

a c a d e my, and that is to impact the communit y and use their school as a ministry to its people. “To us this is a ministry,” Miranda Horn said. “We see individuals come in who are actually broken, and we try to do as much as we can to mentor them to make sure when they leave here, they do not leave as the same person.” IWA’s goal is to focus on training up the whole person. While the main emphasis is on their welding skills, students learn the importance of strong interview skills, time management and overall professionalism. They even work with the City of Houston in assisting those who have been incarcerated and are released with no skill or trade by helping reintroduce them into society with the knowledge and training that can prevent them from ending up back in prison. “We come in to inspire, empower and educate,” Mr. Horn said. “Any time you are working on yourself, you are going to encounter some hardships and that is the ministry side of what we do. When you are sick and tired of being sick and tired, you come to IWA, and we are going to help you out.” On the outside, IWA may seem like any other training academy, but once a student enrolls into the program, their lives immediately begin to change. Mr. and Mrs. Horn have made it their purpose in life to positively impact the life of every individual to walk through their doors. At the Industrial Welding Academy, welding is just a stepping stone to changing lives, and with the opening of the Beaumont location, the number of lives being changed can only increase. “This is a ministry,” Mr. Horn said. “And the best way I know how to teach is to lead by example. As the family of Grammy-nominated hip-hop superstar Nipsey Hussle prepare to memorialize the late artist at a sold-out service inside Los Angeles’ Staples Center, many remain concerned that gun violence is America’s true national emergency. Hussle, whose real name was Emias Joseph Asghedom, who was shot to death outside of his Marathon Clothing Store in Los Angeles on March 31, will be laid to rest after the 10 a.m. (PST) ceremony on Thursday, April 11. “If we are to truly make progress on the crisis that’s facing every community across the country, I believe that we need to approach the issue of gun violence from a values-based perspective,” said Dante Barry, the executive director of Million Hoodies Movement for Justice and an expert for the personal finance website, WalletHub. “No matter how we identify, we all understand the value of what it means to be safe in our communities. Gun violence prevention policies should be connected to a shared sense of safety for all communities,” Barry said in response to a new WalletHub study that compared the economic impact of guns on each of the 50 states to

determine which among them leans most heavily on the gun business, both directly for jobs and political contributions and indirectly through ownership. “I do not believe that we have a unified vision for what safe communities look like,” Barry said. “We need solutions to address the prevalence of guns in our society. We also need to understand the root causes of violence in families and communities impacted by the devastating toll of gun violence,” he said. Barry continued: “This includes the loss of a loved one by a gun, and for many communities, the impact of generational trauma because of systemic injustices related to poverty and how people of color experience policing in their communities. “If we align our values for safety and justice for all communities, with a vision for a shared sense of safety, we can break the pattern of gun violence.” Guns contributed more than $52 billion to the U.S. economy and generated over $6.8 billion in federal and state taxes in 2018, according to the WalletHub study. In 2018, gun crime was a high-profile political issue, highlighted by incidents such as the February Parkland, FL school shooting and the October Tree of Life Synagogue shooting in Pittsburgh. Many states passed new gun laws and gun control groups outspent gun rights groups, the study revealed. 2019 has had its own share of violent incidents as well, such as the Aurora, Ill. workplace shooting in February. Accordingly, several new laws have been passed this year, including a federal ban on bump-stocks. Some of the studies main findings included:

• Alaska has the highest gun ownership rate, 61.70 percent, 11.9 times higher than in Delaware, which has the lowest at 5.20 percent. • New Hampshire has the most firearms-industry jobs per 10,000 residents, 42.16, 11.3 times more than in New Jersey, which has the fewest at 3.73. • Connecticut has the highest average firearmsindustry wages and benefits, $75,300, 2.5 times higher than in New Mexico, which has the lowest at $30,600. • Wyoming has the highest total taxes paid by the firearms industry per capita, $8.13, 12.3 times higher than in New York, which has lowest at $0.66. “We need to direct our efforts to expand funding for gun violence research, which should also involve accurate data about police shootings,” Barry said. “I believe that expanding our social safety net, which allows for all communities to receive a fair chance to live in a resilient, healthy community where working class people are afforded quality jobs, affordable housing, ensuring that having healthcare is a right, and providing quality education to our young people so that they don't fall too far behind because of the school to prison pipeline,” he said, adding that, “these are all effective ways to prevent gun violence in the communities that live at the margins of our society.” Source: NNPA

However, inequality in early childhood education produces inequality in ability, achievement, health and adult success. One example of a program leading the charge to move the needle is PNC Grow Up Great, a bilingual initiative to help children from birth through age 5 prepare for success in school and in life, now celebrating its 15th anniversary. Grow Up Great goes beyond the classroom, supporting learning and social-emotional development at home and across communities, by providing free resources and tools to parents, guardians, teachers and caregivers. When PNC employees chose this philanthropic focus in 2004, investing in early childhood education generally did not have the widespread support it does today. Fifteen years ago, in its headquarters state of Pennsylvania, the government didn’t have a line item in its budget for early childhood education, and fewer than 2,400 3- and 4-year-olds were enrolled in state-funded preschool programs. In 2017, more than 28,000 3- and 4-year-olds were enrolled in Pennsylvania state-funded preschool programs, according to research done by the National Institute for Early Education Research. A lot has changed in 15 years, but one thing has remained the same, PNC’s focus on and

commitment to improving access to quality early childhood education. To date, more than 5 million children across the country have been supported through PNC’s grants and educational programming. Employees spent more than 100,000 hours volunteering for Grow Up Great in 2018, up 13 percent from 2017. That trend is significant and powerful. 1. Clean it. Whether we're talking about your car, truck or outdoor power equipment, like your lawnmower, it could use a thorough cleaning if it endured winter elements or was stuck in your garage. For your vehicles, this means a complete wash, and making sure to thoroughly clean out the accumulated road salt from your undercarriage and the entire outer surface of your vehicles, plus the interior. If you ran out of time last fall and did not properly store your lawnmower or other outdoor power equipment, you're going to have to take extra care getting your equipment out of storage for the first time this year. Clean the dirt, grass or other debris from your machinery before the first use. While cleaning, check for damage or needed repairs that can range from wear on the cord to tightening up nuts or getting the blades sharpened. It's easier to assess the condition of any vehicle or piece of outdoor power equipment once you've gotten the basic cleaning finished.
