BEAT SUPPLY-CHAIN CHALLENGES FOR HOME BUILDERS

With supply-chain disruptions, compounded by labor shortages, builders have been forced to improvise, adapt and overcome. Throughout these stillchallenging times, builders have come up with creative and viable solutions to properly complete homes when the critical path becomes the path less followed. Here are some examples.

WINDOW FLASHING

To keep projects moving when the windows are nowhere in sight, leave the housewrap stretched over their rough openings, which will help to protect the interior until windows arrive.

STRUCTURAL ELEMENTS

Structural sheathing can be interchanged with other more readily available options but work with your architect or engineer to ensure compliance with the building’s requirements. It’s also important to understand how differences in vapor permeability among sheathing materials affect wall performance. Be aware of and stay close to the wall vapor profile that’s recommended for your climate.

HOUSEWRAPS

Housewraps vary significantly in permeability ratings and in their ability to function as an air barrier. Do your homework and be aware of your climate conditions.

INSULATION

While wall cavity insulation products can be interchanged, they vary significantly in their thermal (R-value) ratings and impact on a wall’s vapor profile. Fiberglass batts and loose-fill products can be used in any climate, but damp-sprayed cellulose isn’t recommended for hot/humid areas. Closed-cell spray foam insulation can be used in any climate and also provides an excellent air barrier.

TILE BACKERS

FIVE SOLUTIONS TO AIA ANNOUNCES PARTNERSHIP

There are two primary types of wet-area tile backer: those that are surface, and those recommended to be installed over a water-resistant barrier or made to be waterproof on the surface. There’s also a class of waterproof membrane that provide a fully waterproof membrane over a variety of backers that are adequately secured to the framing to bear the weight of the tile. The critical point is to avoid simply swapping out tile backer products without knowing what’s required to make them waterproof. Before you try alternatives to these critical material specs, perform your due diligence on the differences in their performance, and confer with your architect, engineer and especially your trade partners.

The American Institute of Architects (AIA) and America By Design are proud to announce their new partnership showcasing the immense value of architecture to a national mainstream audience. The AIA will play a significant role in Season 2 of America By Design: Architecture, a six-part series on select CBS stations promoting American architectural innovation, ingenuity, and design excellence later this summer. Architects highlighted in the show are AIA members, and the partnership will reinforce the importance of architecture and design in all communities from schools to skyscrapers.

ABD is home to a global collection of primetime television shows on CBS that explore design, featuring the innovators who bring ideas to life. The collection of series speaks to the beating heart of design, encompassing concept through realization and featuring a range of industry leaders, from architects to industrial designers. The show highlights innovative individuals, whose creative vision shapes the world around us.

INSIDE LOOK: THE $8.5B TEXAS

POLYETHYLENE PLANT AND ITS CONTRACTORS SERIES

goods including food and medicine packaging, per Engineering News Record TexasLouisiana. Golden Triangle Polymers Company LLC, a joint venture of Chevron Phillips Chemical Co. and QatarEnergy, have plans to begin and finish construction at the plant in 2026.

GTP’s owner said that nearly 4,500 construction jobs will cater to the project. CPChem, who will be the acting manager over construction, has a team of contractors to occupy different projects.

PCL Industrial Construction Co. is building seven plant cracking furnaces, while Technip Stone & Webster Process Technology Inc. is handling engineering and procurement for the furnaces, the owner says. A joint venture of JGC America Inc. and Kiewit Energy Group Inc. is responsible for engineering, procurement, and construction of additional portions of the ethane cracker. The contracting team also includes a joint venture of Zachry Industrial Inc. and DL USA Inc., for engineering, procurement, and construction of polyethylene units, according to Golden Triangle Polymers.

Utilities and infrastructure are under the scope of BMZ Third Coast Partners, a joint venture of Burns & McDonnell Engineering Co. and Zachry Industrial Inc. W.T. Byler Co. is managing heavy civil work, as well as construction of a rail and storage-in-transit yard. Emerson Process Management is handling the plant’s automation.

The plans call for the facility to include a 2,080 KTA ethane cracker that will be among the largest in the world, according to Emerson, as well as two 1,000 KTA high-density polyethylene units. CPChem will operate the plant.

The location, near Port Arthur on the Gulf Coast, was picked in part for its access to Permian Basin shale natural gas liquid reserves, the owners previously said. Ethane crackers use natural gas to produce ethylene. CPChem and QatarEnergy announced the partnership in 2019. They are also currently building a petrochemical facility in Qatar that they say will include the largest ethane cracker in the Middle East.

Dallas-Plano-Irving, Texas and Janesville-Beloit, Wisc. Have Largest 12-Month Gains

Construction employment increased in 306 of 358 metro areas between January 2022 and January 2023, according to an analysis by the Associated General Contractors of America of new government employment data. Association officials urged officials in Washington to ease hiring of foreign-born workers to accommodate

expected growth in infrastructure, manufacturing, and renewable energy-related projects.

“This report shows construction has been growing nearly everywhere, with jobs being added in 85 percent of metro areas,” said Ken Simonson, the association’s chief economist. “Despite a decline in homebuilding, contractors in many markets are likely to have trouble finding enough workers to undertake more projects.”

Dallas-Plano-Irving, Texas added the most construction jobs (13,600 jobs or 9 percent), followed by Houston-The Woodlands-Sugar Land, Texas (9,200 jobs, 4 percent);

Midland, Texas (6,800 jobs) and Odessa, Texas (3,100 jobs).

Construction jobs declined over the year in 29 metro areas and were unchanged in 23 areas. The largest loss occurred in Sacramento--Roseville--Arden-Arcade, Calif. (-6,200 jobs, -8 percent), followed by Los Angeles-Long Beach-Glendale, Calif. (-4,000 jobs, -3 percent) and Minneapolis-St. Paul-Bloomington, Minn.-Wisc. (-3,300 jobs, -4 percent). The largest percentage losses (-17 percent each) occurred in Monroe, Mich. (-400 jobs) and Lake Charles, La. (-2,400 jobs), followed by Gulfport-BiloxiPascagoula, Miss. (-14 percent, -1,300 jobs).

Association officials said that demand for manufacturing plants, data centers, and a variety of infrastructure and renewable energy projects will add to the need for more trained construction employees. They warned that many of these projects may stall or be canceled if contractors cannot find enough skilled workers.

The association is working to ease labor shortages, including running targeted digital advertising campaigns to recruit workers . In addition, over 800 firms have signed up for the association’s Culture of Care program to make workplaces more welcoming and inclusive to retain a higher percentage, and more diverse, workforce. But association officials urged Congress to pass immigration reform to allow more construction workers to enter the country. They also pushed for greater investments in construction-focused training and education programs.

“We are doing our best to attract and retain a new set of construction professionals,” said Stephen E. Sandherr, the association’s chief executive officer. “Public officials can help put more people into high-paying construction careers by enacting targeted immigration reforms and investing in construction prep programs.”

API CEO MIKE SOMMERS DISCUSSES

THE IMPORTANCE OF H.R. 1 FOR PERMITTING REFORM

American Petroleum Institute (API) President and CEO Mike Sommers today sent a letter to House Speaker Kevin McCarthy and House Democratic Leader Hakeem Jeffries expressing API’s support for H.R. 1, the Lower Energy Costs Act, a bipartisan proposal that could help strengthen America’s energy security and ensure meaningful action on permitting reform.

“Real, lasting change comes from bipartisan, commonsense, economically-sound solutions. We all share the common goals of providing reliable energy to Americans; enhancing our energy security; cementing our energy independence for years to come; and making energy safer, cleaner, and more affordable,” Sommers writes. “API and our members are encouraged by this Congress' efforts to enact such change, which will make a measurable and meaningful impact in the lives of many. We look forward to continuing to collaborate on solutions that make a difference and commend this exciting step toward

enacting permitting reform this year.”

McCarthy and Jefferies’ letter on behalf of API’s energy focus included,

“One particular focus of API and our members is enacting serious, bipartisan permitting reform. Too many projects have been scuttled because of onerous regulations and uncertainty. The delays and denials of permits, stemming from lengthy regulatory reviews and drawn-out judicial proceedings, have stifled needed investments and increased costs,” they said in statement.

Modern infrastructure can ensure energy remains reliable and affordable for American consumers; create good-paying jobs; give U.S. manufacturers a competitive advance through lower energy and raw material costs; and provide revenue to local, state, and federal governments. Permitting reform not only supports our ability to increase oil and natural gas production safely and effectively but could also allow renewable and other infrastructure projects to move forward instead of languishing in a regulatory maze.

Houston Community College’s Procurement Operations Department has improved its Small Business Development Program (SBDP). With the additions, it's provided greater opportunity to certified small businesses that participate in the procurement process at the junior institution.

Part of those expansions included the City of Houston MBE (minority), WBE (women), PDBE (person with disabilities) and DBE (disadvantaged). This is an extension of the SBE certifications for the City of Houston, Metropolitan Transit Authority of Harris County (METRO), Texas Department of Transportation, City of Austin, South Central Texas Regional Certification Agency and Small Business Administration 8(a).

Earlier in March, HCC hosted a Procurement Expo with a mission to bring awareness to the procurement and contracting opportunities at Houston Community College (HCC). “One of the ways we accomplish this is by hosting ‘Access to HCC’ annually,” said Veronica Douglas who manages the SBDP department.

“Each year we invite our internal client departments, such as Information Technology, Facilities, Talent Engagement and our Community Partners, which are comprised of state, county and local

governments, as well as schools, colleges and nonprofit agencies to participate as exhibitors.

The exhibit welcomed over 400 attendees. Following breakfast, keynote Ret. Staff Sergeant Earl Granville spoke on overcoming obstacles and perseverance. Granville has received numerous awards for his volunteer work and his speaking, including the 2018 Attorney General Heart So Big Award, 2018 Daughters of the American Revolution Veterans Volunteer Award, the Combat Infantryman Badge

and the Purple Heart. This year’s expo featured a virtual paint booth, a photo booth, 27 HCC and 19 community partner exhibitors.

The report outlines numerous policy recommendations for Congress and state lawmakers, including:

• Investments in better education, training, and apprenticeship programs for members of historically underserved communities.

• Creation of “green banks” and other financing mechanisms to jump-start clean energy companies and jobs, with specific metrics for minority owned companies and communities.

• Enforcement of funding and performance targets for efficiency programs in under-resourced communities.

• Financing requirements to ensure underserved communities directly benefit from any clean energy facilities such as solar or wind farms, gigafactories, or clean vehicle factories – built in their neighborhoods.

With individuals of color expected to fill about 54 percent of the projected 1.9 million job opportunities in the natural gas, oil, and petrochemical industry over the next two decades, the American Petroleum Institute (API) has added more historically Black colleges and universities (HBCUs) along with Minority Serving Institutions to its Minority Serving Institutions Initiative (MSI).

API is providing Grambling, Southern, Prairie View A&M, Fort Valley State, and New Mexico State University, among the universities, free access to a library of world-class standards for oil and gas equipment, processes, and systems. This access will allow the schools to introduce their students to practical knowledge and industry standards, and the tools will apply to their future careers.

“API is proud to make our standards catalog available to educate and prepare our nation’s future energy workforce,” said Debra Phillips, senior vice president of API’s Global Industry Services.

“A diverse, equitable, and inclusive workforce is an essential part of our industry’s future success and API is honored to play a small part in supporting progress toward these students’ bright futures.”

Reportedly, the mission of the MSI Initiative is to develop and promote diversity, equity, and inclusion in the natural gas and oil industry by providing API’s 700+ standards catalog to students at HBCUs and other Minority Serving Institutions. API standards are widely used by the natural gas and oil industry globally to ensure health, safety, and environmental protection and advance sustainability. Therefore, students will benefit significantly by increasing their familiarity and understanding of the standards themselves and the development process.

The MSI Initiative reflects the commitment by API and the industry to help people of color thrive in professional careers, officials noted. Officials stated that partnering with these highly regarded institutions fosters the oil and natural gas industry’s drive toward a more diverse, equitable, and inclusive workforce.

API is continuing to partner with additional HBCUs, Hispanic-serving institutions, and other minority-serving institutions as they grow the MSI Initiative. Access to these standards will enhance the students’ overall educational experience, making them more knowledgeable and competitive in the job market.

In addition to standard catalog access, API’s Global Industry Services division is offering internships to students at participating schools. Applications are currently being accepted for the internships.

Supported by the company’s growing crude production in the Permian Basin, the largest refinery expansion in more than a decade will help meet growing demand for affordable, reliable energy.

“ExxonMobil maintained its commitment to the Beaumont expansion even through the lows of the pandemic, knowing consumer demand would return and new capacity would be critical in the post-pandemic economic recovery,” said Karen McKee, president of ExxonMobil Product Solutions. “The new crude unit enables us to produce even more transportation fuels at a time when demand is surging. This expansion is the equivalent of a medium-sized refinery and is a key part of our plans to provide society with reliable, affordable energy products.”

The added volume in Beaumont increases its total processing capacity to more than 630,000 barrels per day, making it one of the largest refineries in the United States.

The refinery is connected to pipelines from ExxonMobil’s operations in the U.S. Permian Basin, providing the company with significant strategic advantages. Permian crude oil is processed at the Beaumont refinery where the company manufactures finished products, including diesel, gasoline, and jet fuel. With the completion of Wink to Webster and Beaumont pipelines, the new crude unit will also be well-positioned to further capitalize on segregated crude from the Delaware Basin.

In 2022, ExxonMobil reached record production at its North American refineries and achieved its highest global throughput since 2012. The company’s commitment and capability to meet society’s energy needs includes its willingness to invest, even counter cyclically.

Construction on the Beaumont expansion began in 2019 and involved 1,700 contractors. ExxonMobil has hired more than 50 full-time employees to help with the operation of the expanded refinery. The company’s extensive project management experience enabled the new crude and hydrotreater units to startup according to planned cost and schedule.

ExxonMobil’s integrated operations in Beaumont also include chemical, lubricants, and polyethylene plants. ExxonMobil has approximately 2,100 employees in the Beaumont area and its operations account for approximately 1 in every 7 jobs in the region.

RRC BEGINS WELL PLUGGING WORK IN

HOUSTON NEIGHBORHOOD

The Railroad Commission of Texas has begun work to plug an orphaned oil and gas well in a North Central Houston neighborhood to further protect residents and the environment in the area.

The orphaned well is in a cement yard near the intersection of Aldine Westfield and Lone Oak roads.

When a well ceases production, most operators fulfill their obligations responsibly and plug their wells. For those that do not, the RRC steps in to plug the wells as part of its core mission protecting community and environmental safety.

The plugging work at the Houston orphaned well will

ensure that no hydrocarbons can leak from the well and pollute groundwater in the area. There has been no evidence of prior pollution.

We have decades of expertise in plugging orphaned wells in diverse locations around Texas,” said Clay Woodul, RRC Assistant Director of the Oil and Gas Division for Field Operations. “Whether it’s in rural areas or urban settings, we work with contractors to protect private property when moving rigs and other plugging equipment and work as quickly as possible to finish projects.

The work at the Houston site is expected to take 1-2 weeks.

The well plugging is part of a $25 million federal grant the RRC received to plug orphaned oil and gas wells in Texas. The RRC anticipates plugging about 800 wells this fiscal year using that federal grant, in addition to at least 1,000 wells also scheduled to be plugged through the State Managed Plugging Program (SMP) this fiscal year. Since 1984, the SMP, which is funded through oil and gas industry revenue including fees and financial securities paid by the industry, has plugged more than 44,000 wells to date.
