Mrs. Harbeson: Hello, Everyone! I hope you're doing well this week and are looking forward to this Easter weekend. What a wonderful time of the year! As usual, we're busy in the middle school! Last Friday evening was our final dance of the year, and by the looks of it, everyone had a lot of fun. I'd like to thank all our student council members and their parents for decorating, chaperoning, and cleaning up. We couldn't do these fun events without you! Mid quarter reports are coming home a week from today. I would encourage all students and parents to check grades. It's important that the students continue to do all assignments and study for quizzes and tests. It will be summer break before we know it, and that's when you can take a break! I pray that you all have a very blessed weekend! Mrs. Pacey: Happy Easter (I know it’s early, but I am excited)! Enjoy this long weekend! 8th grade Pre-Algebra has their test next Tuesday. Mrs. Hanson: Happy Holy Week! As we journey to the cross with our Lord Jesus Christ, remember we have services all week to honor, worship, and celebrate, starting Thursday with Maundy (command) Thursday; drink and eat, then, Good Friday; beaten and killed, and finally, Easter Sunday; life and resurrection! And because we will have been going through the emotional roller coaster of Holy Week, we will need Monday to recuperate, so no school Monday, 4/17. For all of you who took on Lenten disciplines, the wait is almost over! But still remember the greater sacrifice Christ made; you may have given up candy for 40 days, but HE gave his life for YOU! 7th and 8th grade will have vocabulary quizzes this Wednesday; we did not end up having one last week. Track shirt order forms are attached to chatter; if you want to purchase one, please return to the office by April 19th. Cheer Tryouts will be held April 24-28 with open mock tryouts for family and friends on April 27. Tryouts are open to current 6th and 7th graders. If you wish to try out, a permission form is attached to the chatter, please return this to Mrs. Hanson by April 18 if you wish to try out. Mr. Covert: Happy early Easter! I pray that God blesses us all this upcoming weekend as we reflect on the sacrifice made for us and the victory over sin and death that was won for us by Jesus! We’re finishing up a few things in class before our break. 8th grade is wrapping up World War I, and we’ll start off the 1920’s when we get back. In 7th grade, we just started Northern South America. In 6th grade, we’re going to be finishing up the Renaissance Era this week. I pray that God blesses this school family as we move past Easter. Blessings on your week and break!

Board of Parochial Education Dear FLS parents, As a reminder, the school board meets the first Tuesday of each month at 6:30 pm. We welcome parents to attend to express concerns to us. We do, however, ask that you go through the appropriate channels to request to be on our agenda which is very packed each month. Principal Birnbaum and I set the agenda’s for the meetings; therefore, one of us needs to receive that request for a spot on our agenda ahead of time. We are working on updating our policy about requesting agenda time at school board meetings and making that a part of the Parent Handbook next year. There may be times we need to defer a request to the next meeting, or if more urgent, to a special meeting. I thank those parents who requested time on the agenda and presented their concerns to the board at our last meeting. I also apologize to the parents who were unable to attend our last meeting due to a misunderstanding concerning this. Please contact me if you haven't already, and we can schedule a proper time. The school board has heard parental concerns about bullying problems in our school. As a result, we are implementing a new bullying policy effective immediately. Our plan is to finalize it for the Parent Handbook for the next school year which gives us time to evaluate its effectiveness over the remainder of the current school year. The new policy is attached to this Cardinal Chatter along with the minutes of our last meeting. Please contact Principal Birnbaum or me if you have any questions about this policy. Thanks to everyone for their support to help improve our school and Christ's ministry at FLS. Your input is valued by us. Blessings, Tim Burden President Board of Parochial Education Board of Parochial Education Minutes 4.4.17 In attendance: Tim Burden, Kendra Mayer, Jason Heitman, Rhonda Stolhand, Ryan Burkett, David Birnbaum, Jeremy May Tim opened meeting with prayer. The staff will be informed of the changes and asked for input to support the development process. Emergency plan updates were discussed, Ryan motioned to approve the suggested changes, and Kendra seconded. The motion was approved. Playground supervision policies were discussed. Temporary responsibility for extra supervision will be assigned to the teachers for the remainder of the school year. A more permanent solution will be developed for the upcoming school year. Next steps were discussed. The policy for guests to address the BOPE was discussed and updates discussed. An addendum will be developed to include in the Parent Handbook. The board agreed to hold special meetings with individuals about any current issues they need to discuss with the board. Requests must be made through the school board chair, so an agenda can be set. BULLYING POLICY DRAFT Purpose Bullying is not condoned at FLS, and students who bully are subject to disciplinary actions. Bullies may also be provided with assistance to end their unacceptable behavior, and targets of bullies may be provided with assistance to overcome the negative effects of bullying. Although mandated to public schools only, FLS makes a reasonable effort to following guidance from the Oklahoma School Safety and Bullying Prevention Act which is also a good resource for how to prevent bullying, how to recognize bullying, how to report bullying, and consequences of bullying. More detail can be located at http://sde.ok.gov/sde/bullying-prevention. Definition of Terms “Bully” means any pattern of harassment, intimidation, threatening behavior, physical acts, verbal or electronic communication directed toward a student or group of students that results in or is reasonably perceived as being done with the intent to cause negative educational or physical results for the targeted individual or group and is communicated in such a way as to disrupt or interfere with the school’s educational mission or the education of any student. Types of bullying include physical bullying, emotional bullying, social bullying, and sexual bullying. “Bully” is also a term used for the person committing the aforementioned acts. “Threatening behavior” means any pattern of behavior or isolated action, whether or not it is directed at another person, that a reasonable person would believe indicates potential for future harm to students, school personnel, or school property. “Electronic bullying” means use of any written, verbal, pictorial information, or video content by means of an electronic device, including, but not limited to, a telephone, a mobile or cellular telephone or other wireless telecommunication device, or a computer that exhibits bullying and/or threatening behavior as defined previously. Such communication does not necessarily have to originate while the student is at the school or with school equipment to be considered electronic bullying. Understanding and Preventing Bullying All school staff who work with or are in the presence of children will receive annual training regarding preventing, identifying, reporting, and managing bullying. Volunteers will be made aware of the bullying policy in this handbook. Students will receive annual education regarding behavioral expectations, understanding bullying and its negative effects, disciplinary consequences for infractions, reporting methods, and consequences for those who knowingly make false reports. Parents and guardians may participate in a parent education component. Students (2nd to 8th grade) will be required to sign a “no bullying” contract on an annual basis. The principal and school staff may utilize resources from the Oklahoma State Department of Education at http://sde.ok.gov/sde/bullyingprevention as needed to assist in the efforts in this policy. Numerous other anti-bullying resources are available through the internet. Reporting Students are expected to inform school personnel if they are the target of or a witness to bullying. Retaliation to bullying either physically or verbally is not condoned. To make a report of bullying, students should notify a teacher, a staff member, a school volunteer, the principal, or the pastor. This can be done in person or via FastDirect. Students may make an anonymous report of bullying by using the Bullying Reporting box, and such reports will be investigated as thoroughly as possible. However, it is often difficult to fully investigate claims which are made anonymously and disciplinary action cannot be taken against a bully solely on the basis of an anonymous report.

7

Staff members will encourage students to report bullying. All employees are required to report acts of bullying to the school principal in written or electronic form. In addition, any staff member or volunteer who witnesses, hears about, or suspects bullying is required to notify the principal in written or electronic form within one school day. Investigating Bullying Reports For any alleged incidents of bullying reported to the principal, the principal will investigate the alleged incident(s) and determine (i) whether bullying occurred, (ii) the severity of the incident(s), (iii) the potential for future bullying, and (iv) the reason for the actual or perceived bullying. In conducting an investigation, the principal shall interview relevant students and staff and review any documentation of the alleged incident(s). The principal may also work with outside professionals, such as counselors or local law enforcement, as necessary. At the conclusion of the investigation, the principal will document the steps taken to review the matter, the conclusions reached and any additional action taken, if applicable. Furthermore, the principal will report to the Board of Parochial Education electronically or at a meeting that an investigation has occurred and the results of the investigation. The principal will also keep a record of all bullying incidents for a period of time no less than 5 years from the date of the incident. Parental Notification The principal will notify the parents of a target within a reasonable time period (1-2 school days) that a bullying report has been received. The principal will provide the parents of a student being bullied with the results of the investigation as soon as possible after the investigation has been conducted. If the report of bullying is substantiated, the principal will contact the parents of the bully to discuss disciplinary action. Parental Responsibilities All parents/guardians are notified of FLS’s bullying policy through the FLS Parent Handbook. An administrative response to a reported act of bullying may involve certain actions to be taken by parents. Parents will be informed of the program and the means for students to report bullying acts toward them or other students. They will also be told that to help prevent bullying at school they should encourage their children to do the following:  Report bullying when it occurs  Take advantage of opportunities to talk to their children about bullying  Inform the school immediately if they think their child is being bullied or is bullying other students  Watch for symptoms that their child may be a target of bullying and report those symptoms and  Cooperate fully with school personnel in identifying and resolving incidents. Disciplinary System Different levels of bullying require different levels of discipline. A tiered system is used such that consequences are appropriately administered. The principal has the right to adjust the following suggested disciplinary action as needed according to the severity of each situation and time period between incidents: 1st substantiated report of bullying – Meeting with principal about proper behavior including review of the bullying policy and written (not typed) formal apology to the victim 2nd substantiated report of bullying – Same as first incident plus verbal apology to the victim and detention 3rd substantiated report of bullying – Same as second incident plus loss of privileges such as extracurricular activities, field trips, etc. 4th substantiated report of bullying – Suspension or expulsion with recommendation for counseling
