FY 2020-21 Budget Schedule Here are important dates in the budget schedule for the City of Decatur’s fiscal year 20202021 budget process, subject to City Commission approval. The public hearings will be held at Decatur City Hall, 509 N. McDonough St. June 1, 7:30 p.m. Public hearing on Proposed FY 2020-21 Budget and Revised 2019-20

Budget and 2020 Millage Rates.

June 8, 6 p.m.

Copies of the FY 2020-21 Proposed Budget and FY 2019-20 Revised Budget are available at Decatur City Hall and at the Decatur Library, 215 Sycamore St. The budget is also available at decaturga.com/budget. Following a formal presentation of the budget to the Decatur City Commission, the city will publish a legal advertisement with more detailed information about the budget amounts and again identify the public hearing dates and times. Fourth of July Celebration Canceled Because of the COVID-19 pandemic, the city has made the difficult decision to cancel Decatur’s annual July 4th Celebration. Floodplain Information Decatur’s Design, Environment and Construction Division provides general floodplain information on property located within the incorporated city limits. The Decatur Library also provides references on flooding and flood protection. A map and information service is available for a $10 fee. This service provides inquirers with flood insurance rate map information and identifies whether a property is in a special hazard area. Glennwood Estates Creates Outdoor Art Gallery Stroll In May, the Glennwood Estates neighborhood transformed into an outdoor art gallery. “Art-In-The-Yard” invited people to stroll around the neighborhood and enjoy art while practicing safe distancing. Dozens of neighbors displayed their created and collected art in their front yards: paintings, pencil and chalk drawings, photography, ceramics, gardening, tapestry, and more. Contributing artists ranged in age from 3 to 60+. The event included the artwork of Mary Louise C., who promoted the stroll, a storytelling challenge about aliens by Bella, and a collective project titled “Birds of Glennwood Estates,” displayed by Glennwood neighbors on Birch Street from their balconies. Musical artists enhanced the visual artwork. They included Beth Kelhoffer and Sy Burnett of Comfort Food and The Flock playing popular folk music, and Robert P. Cushing, a pianist and composer, performing classical, late-romantic, modern and original compositions through the front windows of his home. Artists and strollers alike were uplifted and felt more connected to their neighbors through this community experience. Assistant Fire Chief Ninetta Violante recently earned “Fire Marshal” designation.

BUSINESS & NONPROFIT News Imagining Community Differently During COVID-19

I

f you visited the L’Arche Atlanta house around noon on a typical weekday, before the COVID-19 pandemic, you might have found one house assistant at home, quietly preparing that evening’s dinner. Now, with social distancing in place, if you visited the L’Arche Atlanta house at noon, you’d find the dining room filled with core members (adults with disabilities who live in the L’Arche house) and house assistants eating lunch together. L’Arche residents, like many of their Decatur neighbors, are using this time of sheltering-in-place to strengthen their relationships with each other. L’Arche (it rhymes with “marsh”) is French for “the Ark,” a place of safety and refuge. L’Arche Atlanta is part of an international federation of 154 communities, 17 of which are in the United States. The L’Arche Atlanta home opened in Oakhurst in 2012, and a second home is expected to open in Decatur next year. In L’Arche homes adults with and without disabilities live together in community. No one is viewed as a client, patient, or recipient of services; core members and house assistants share their lives with each other as a family. Because L’Arche seeks to overcome social isolation for people with disabilities, the current stay-at-home reality presents a particular challenge. Household members miss getting out into the broader community. Terry misses his girlfriend, whom he used to see every day in his day program. John misses going to Kavarna for coffee with friends. Corbin misses bagpipe practice. Patrick misses working as a greeter for the Gwinnett Stripers. Everyone misses the friends and neighbors L’Arche regularly invites to the house for dinner. L’Arche assistants have responded quickly and creatively to the challenge of overcoming isolation during the pandemic. The house team has re-scheduled and shifted routines to have more assistants at home for more hours of the day. Core members have changed how they engage with each other and with the broader community: lots of art projects, FaceTime calls with friends and family, attending church online, reconnecting with old friends, Bingo nights, and board games. Birthday celebrations, an important part of community life, now involve guests joining via Zoom. Decatur Makers and First Christian Church Create a Little Free Pantry First Christian Church of Decatur has partnered with Decatur Makers to set up a Little Free Pantry on their property along Ponce de Leon Avenue to support those with food insecurity in Decatur. Through the team’s creative and innovative skills, the makers designed, built, and painted the pantry to mimic the style of the church. It was installed to provide food and water to those in need during the the COVID-19 pandemic, as well as in the future. Everyone is encouraged to leave nonperishable items, or take what they need. BUSINESS & NONPROFIT News Arts Alliance Shares Virtual Fine Arts Exhibition Although the Decatur Arts Alliance was unable to present its Fine Arts Exhibition for 2020, art lovers can see the 69 pieces selected by jurors in a virtual exhibition hosted at decaturartsfestival.com. Several of the artists have agreed to record short presentations and/or explanations for their works, which will be clickable within the virtual exhibition.

BUSINESS & NONPROFIT News& Business My Panda Partners with OurStreets to help Residents Find Essentials My Panda (Personal Assistants Next Door App Decatur), co-founded by Decatur resident Tamara Lucas, has partnered with OurStreets mobile app to help people get the goods they need during the current public health crisis. Last month, OurStreets introduced OurStreets Supplies, a tool people can use to search for essential supplies at stores anywhere in the United States, share what they find, and make shopping trips more efficient. My Panda’s mission is to connect those who need an extra hand with others in their local community who have the time and desire to help. Because of COVID-19, the company has recently pivoted from providing mostly in-home personal assistant services to personalized shopping and delivery. Decatur Cemetery Offers Fresh Air and a Peaceful Stroll During the weeks of sheltering in place, many Decaturites have discovered the peaceful pleasure of wandering in the cemetery. The 58-acre site, with a main entrance on Bell Street, provides a venue for exercise and fresh air while you practice social distancing and contemplate the gravestones of past members of the Decatur community. Put on your walking shoes and sunscreen, grab a bottle of water and enjoy some fresh air and a peaceful stroll. Self-guided walking tours, courtesy of the Friends of Decatur Cemetery, are available outside the office or on the city website.

Decatur Student Sets Sights on Classical Music Career Decatur cellist Jonathan Walton, 16, is a member of a group of classically trained musicians. Chamber music is a growing and hugely competitive field, and has played a pivotal role in Jonathan’s life. Jonathan’s musical training and love for the cello began in third grade. He credits his first cello teacher for encouraging him, and he now trains and plays year-round with Franklin Pond Chamber Music. As a part of their summer program and their Fall into Spring school-year program, Jonathan is coached by Franklin Pond’s faculty from the Atlanta Symphony Orchestra, and attends master classes with world-renowned soloists. Jonathan hopes that his determination pays off. In addition to his cello training, he has started learning the piano along with music theory and plans to continue his training after graduating from Academe of the Oaks.

SCHOOL News ASC Student and Lawrenceville Native Earns 2020 Barry Goldwater Scholarship

Engaging Social Challenges:

The Barry Goldwater Scholarship and Excellence in Education Foundation has named Agnes Scott College’s Furyal Ahmed ’21 a 2020 Goldwater Scholarship recipient. Furyal is one of 396 scholars selected from the 1,343 natural science, engineering and mathematics students nominated by 461 academic institutions out of an estimated pool of more than 5,000 college sophomores and juniors. Students were selected based on their strong commitment to a research career, effective display of intellectual intensity and potential for a significant future contribution to research in natural sciences, mathematics and engineering. Furyal, a biochemistry and molecular biology major with a minor in mathematics, plans to obtain a Ph.D. in biochemistry, conduct research in the field and teach at the university level. She is deeply engaged in the Agnes Scott STEM community and has been repeatedly recognized by her peers as a learning assistant and used as a model for her outstanding teaching ability by the Resource Center for Math and Science. Furyal, a native of Lawrenceville, Ga., will spend the summer participating in a research experience for undergraduates at the University of Michigan studying enzyme mechanisms.

SCHOOL News Renfroe Middle School’s Solar Panels

A year of using the sun for energy and education

L

ast year, Renfroe Middle School became the first CSD school to add solar panels to its roof. In addition to the installation of 57 solar panels, Refroe’s lighting was upgraded to LED. Both of these actions help address climate change, offer new opportunities for students to learn, and reduce electric bills, which saves school funds for education instead of energy. The 57 Renfroe solar panels have prevented emission of 49,824.09 pounds of CO2, equivalent to planting 1,254.89 trees. The panels, on average, produce the following amounts of clean energy: • 29.36 Kwh daily • 673.52 Kwh weeky • 798.41 Kwh monthly • 32.18 Mwh expected lifetime output Funding for the solar panels came from a matching grant from the Georgia Environmental Finance Authority (GEFA). The panels provide an opportunity for students to connect science concepts to their own lives. Specifically, they have been able to engage in real-world inquiry of renewable solar energy production in a meaningful way. For example, last year after reviewing Renfroe’s real-time solar panel energy production in class, students had a ton of questions. One student asked, “What happens to the energy production if we turn off all the lights on our science hallway?” This question spurred an investigation and a heated discussion on the difference between energy production and energy use. Students were so excited to run up and down the hallways turning off lights and rushing back to their computers to watch whether the data would change. Thus, by engaging in real world, relevant inquiry students gave themselves an exciting reason to

learn – to answer their own questions. From there one group of students took on a service learning project that resulted in energy conservation posters being hung around the school. So not only are the solar panels on RMS benefiting the school by reducing our reliance on fossil fuels, but also they provide students with the opportunity to analyze data for patterns, ask questions and develop their own investigations. Last year, Renfroe sixth graders analyzed and presented their solar data to parents, representatives of Southface, City Schools of Decatur and GEFA, and Decatur City Commissioner Kelly Walsh. The presentation was completely student created and enacted.

Eighth grade students discussed the science of solar energy transformation and greenhouse gas emissions, while 6th grade students presented the components of the solar array and the data it collects, as well as the benefits of solar energy in reducing the greenhouse effect and climate change (all of which are middle school standards set by the Georgia Department of Education).
