MESSAGE FROM THE PRESIDENT OF EFMA

Chuck Morris Being bound by the Societies Act, we cannot allow much time to elapse without holding our AGM (should be held every 12 months). Normally, this is not an issue as we meet for our annual conference in Penticton each June and hold our AGM during this time frame. Enter COVID-19. We were running out of time, so we decided to hold our AGM and elections on September 25 via Zoom. There was a lot of preparation for the event. It was decided that eight of us would attend on site at the Penticton Conference Centre because they offered up a room with ample space for physical distancing. The Conference Centre also supplied a large screen and projector to allow the Executive to see the Zoom participants in a controlled environment. We met on Thursday afternoon after an Executive meeting so we could do a dry run. It turned out to be several dry runs as we found a number of glitches that had to be sorted out. That helped because

during the AGM we only had one, a sound issue on our end which was rectified within 10 minutes. Voting was carried out with the software tallying votes and motions as we moved through the meeting. The short version is that the AGM and all Executive meetings we held went well. Thank you to those who managed to Zoom in (we had a quorum!) to help us carry this out. In the Conference Centre, we needed to ensure we wore our masks, sanitized our hands, and practiced physical distancing as much as possible. Thanks to those present who recognized the importance of this and allowed us to move forward. A short byte of history for our newer members: I am not a newcomer to the Association or the Executive. I spent seven years serving on the Executive culminating with my Presidency in 2007/2008. I have always said that I like challenges and yes, this next year will be a challenge as we deal with COVID-19. Not to worry. We have a

number of things on the go including some education through webinars that will not eat up a huge amount of your time, a new website with a Members Only section, and a blog with other features on the new site. I am excited and look forward to moving us along through these uncertain times. We are strong and, with all of you, we can move mountains. Our goal is to support our members (you!), share information, and bring innovative ideas forward as we all work to support the districts we work in. If you have an idea about something, send it to me. Let’s talk about it and maybe bring it to fruition! I am your President and, simply stated, I will work for and communicate to you. I am excited about this coming year and the challenges it holds for all of us. Let’s work together and move this Association forward with all of our ideas and suggestions. We have a great executive team and they will shine! Thank you. n

2020 Annual General Meeting and Elections by Glenn Miller, EFMA Executive Director

A

s you all are keenly aware, our 2020 Annual General Meeting and Trade Show was cancelled due to the British Columbia Provincial Health Authority’s order to cancel all public events in the province where gatherings of 50 or more people would be in attendance. As you may know, it is still a requirement of the British Columbia Societies

Act that we hold an annual general meeting once per year before the end of the calendar year. As a result, President Rick Delorme called for our 2020 AGM to be held September 25, 2020 via Zoom video conference. In order to prepare and facilitate the annual general meeting for EFMA members across the province, the members of the EFMA Ex-

ecutive attended the meeting using a balance of in-person attendance (less than 10 people) and virtual attendance. The membership as a group attended virtually. Executive members who attended in person were required to follow strict health and safety procedures for COVID 19 established by the BC Health Authority. Wearing masks, socially distancing, and using appropriate hand washing and sanitizing practices was mandatory. President Delorme called the AGM to order at 9:00am on September 25, 2020.

Elementary Winner $5,000: Palsson Elementary Students at Palsson Elementary set an ambitious goal to use their bottle drive money to fund a 5-month drum lesson program for 3rd grade students. High School Winner $5,000: Holy Cross Regional High School The Marketing & Promotions 11 class at Holy Cross Regional High School used their marketing skills to encourage fellow students to recycle and “go green” through their #hcgoesgreen campaign. upcoming Executive members of EFMABC for the 2020/2021 school year. Past President Steve Jackson (virtual attendance) and myself (in attendance) facilitated the elections. Prior to the AGM, all membership received an advisory email giving 30 days notice of the AGM date, time, and venue (Zoom conference). All positions up for election were outlined for the members and requests for nominations from

the general membership were to be submitted to EFMA Executive Assistant Molly Shipowich by a determined date. As a result of this process, it was necessary to vote by secret ballot for the position of Director for the two-year term which was completed using Zoom’s anonymous voting ability. The Executive of EFMABC for 2020/2021 was determined and a motion to destroy the electronic ballots was

received. Congratulations to all elected officials!!!!! To put together an AGM and elections program via Zoom for 184 members at a time of unprecedented circumstances was no easy task. A huge thank you and our appreciation goes to our Past President Rick Delorme for his leadership and strength in getting us through this difficult time and holding a successful AGM. n

The loss of one of us It is with a heavy heart that we advise of the passing of Richard Renault.

R

ichard was the Manager of Operations in SD#61 (Greater Victoria School District) and a contributing member to our Association for many years. He was the co-chair of the Bursary Committee and an active member of Zone IV (Vancouver Island). Richard was always proud and enthusiastic when announcing the winners of the bursary program as he and his co-chair presented the successful bursary winners at each Annual General Meeting. We send our condolences to Richard’s wife Shannon and daughter Lyndsay. As we will sadly miss Richard, we will always be happy and proud to have known and worked with him. n

Shifting gears Profile of Dino Stiglich Director of Facilities, New Westminster School District

T

housands of students, hundreds of staff, and a pandemic to work around. Working in high volume requires diligence, perseverance, and a love of multitasking. Dino Stiglich has been the Director of Facilities and Operations for the New Westminster School District for five years, serving 12 schools — one secondary school, eight elementary schools, and three middle schools. His 20-year career in facilities management has kept him busy and allowed him to explore many regions including Williams Lake, the Sunshine Coast, Saskatchewan, and Qualicum Beach on Vancouver Island. Going from the quiet seaside community of Qualicum Beach to the bustling district of New Westminster is what Stiglich enjoys about his position in operations. “This school district has had me hopping since day one,” he says. “Because it’s a growing district, we are building new schools which is a far cry from the school closures that were happening a number of years ago due to lower enrollment.” The district currently has approximately 7,000 students and continues to grow with construction of new elementary and high schools under way. Stiglich says the hustle and bustle is what he loves about his career, and that once things would get settled and organized, he would look for a new challenge which is what he got when he started with 20

the New Westminster School District in 2015. He agrees that this year has brought its own unique challenges with the Covid-19 pandemic changing the way the world operates and interacts. “Our first priority is to keep students and staff safe,” says Stiglich. “We feel really lucky to have all the students back.” On top of updating health and safety procedures and purchasing safety equipment, Stiglich has been coordinating the purchase and installation of touchless taps for the sinks throughout their schools. He is also coordinating the construction of four outdoor play and learning centres at École Glenbrook Middle School, Kee­­kike École Qayqayt Ele­ men­ tary School, Lord Kelvin Ele­ men­ tary School, and Queen Elizabeth Ele­men­tary School. “I enjoy what I do, it’s exciting to coordinate a project and see it through to completion.” Shifting gears from his fast-paced work day, Stiglich enjoys the peaceful tranquility of the outdoors where he hunts, fishes, and hits the open road on his Harley Davidson motorbike. And, when he’s had enough of the leisurely pace, Stiglich shifts gears again to spend time with his large family which includes eight grandchildren who are aged from four to 16 years old. He also says that he enjoys attending the EMFA conference each year. “Everybody looks forward to the conference. It’s

a great opportunity to get answers to questions, learn new ideas, and share ideas with other members. There’s so much knowledge in one room, and there’s always someone who has had the same experience as you did and will have a different angle on how they resolved an issue.” Plus, there’s another incentive that Stiglich looks forward to, “It also gives me a chance to catch up on some fishing after the conference.” n

he new Quesnel Junior School is set to be a significant upgrade to buildings in the Quesnel School District, and it

aims to help foster in a new era of learning. The $52.2 million project, which broke ground in September, is the first major school capital proj-

ect in the region since 1997 and has been designed by CHP Architects and will be constructed by Jen-Col Construction. The school will hold 550 grade eight and nine students and has been designed to incorporate 21st Century Learning. This type of learning focusses on teaching students competencies and skills that are best suited in an updated learning environment, one that is open, flexible, and promotes collaboration and interaction among students. “This new school is uniquely positioned to benefit most students in the Quesnel School District,” says school board chair Dave Chapman. “All of our grade eight and nine students will have the opportunity to enjoy this new facility and its modern equipment and resources.” The original school, which was located in downtown Quesnel and built in the 1950s, has been demolished. The students were moved into the former Maple Drive Junior School which was a district-owned school located in South Quesnel. The new school will be built on the same site and, once the new school


is complete and the students are moved in, the temporary school will be torn down to make way for a parking lot and field. “It is a bit complex when you have an active construction site on the same property as an active school,” says Scott Thomson, operations manager of the Quesnel School District. “Grade eights and nines are curious people. We prepared a stringent safety plan that we developed along with the contractor, the school district, and the principal.” He says the plan includes fencing around the construction site, monitoring, and making updates to the plan as construction and the school year move forward. In 2017, the Province announced $1.5 billion in school capital projects for new and expanded schools, seismic upgrades, and land purchases for future schools. Budget 2019 includes $2.7 billion for school capital funding over the next three years to continue expansion. Thompson says that when presenting their request to the Ministry of Education, they presented three business cases: renovate the existing downtown site, renovate and add an addition on to the Maple Drive site, or build a brand new school. “And through our project definition report, we gained the support of the Ministry of Education that the low-cost option was to build a new school, and it made the most sense.” The new QJS will be a two-storey facility built in alignment with LEED Gold standards and will include a new parking area and a pickup/ drop-off area for buses along with a neighbourhood learning centre that will offer infant-toddler and beforeand after-school child care. Some environmental elements that will help promote the 21st Century Learning style include outdoor learning areas, flexible furniture, and small learning “communities”

that include learning nooks, a commons area, and maker spaces varying in size. “It was a good process,” says Thomson, “I was glad to be involved then, and I am excited to be involved now and continue to watch the progress.” Students are expected to be welcomed into the new Quesnel Junior School in September 2022. n

e live in a busy time; all of us. Throw in an ever increasing workload as we strive to accomplish more to satisfy those demands and then top it off with COVID-19. There is no doubt that people are stressed, full of angst, and wonder if they will be without an income or if an immune-compromised family member will become ill. You can see it in their faces; the way some are reserved when speaking and losing concentration while trying to do their work. One method to deal with some of these distractions at work is to pause, and take 30 minutes for yourself to collect your thoughts and clear your mind. Leave the phone and email alone and ensure you close your door. This is your time, and after those 30 minutes, it will become productive time. Set a calendar appointment for yourself to allow you the time to move into that 30-minute period. If you do not, like many small projects, it will get pushed to the

However you describe that 30-minute time frame, it will become one of the most valuable periods for yourself that you can allow for, during your workday. Aldous Huxley once said, “There is only one corner of the universe you can be sure of improving, and that is your own self.” With that in mind, why not use your 30 minutes of Mind Rejuvenation (MR) to relax, de-stress, and just ‘be’. If you are like many I know, that will eventually (soon) morph into “how can I tackle this from a different angle” and enable you to move the job along. Or, what frequently happens while working your way through the 30 minutes, you may think of a different method to tackle whatever it is you are working on. I have seen it countless times in my long career. Just sitting back with the phone off and email ignored, suddenly a new thought pops into the mind with that new path showing the next step or completion you may have been struggling to find! Build this session into your work week. Practice it at least once a week. However, make sure you dedicate the half hour to the aforementioned processes. When stuck on a problem, taking the 30-minute break works wonders! In a recent book, author Todd Henry asked, “Why don’t we pause to think?” That’s a good question. He went on to suggest: 1. T oo busy doing the work. 2. Afraid how it may look to others around us. We have entered a new dynamic around work and the way in which it is accomplished. There is a lot of work out there that speaks to this. Help yourself, take your MR, and benefit from it. Ovid, a Roman poet who died in the 17th Century simply stated this: Take rest; a field that has rested gives a bountiful crop. n

n a time of uncertainty, school facilities are doubling down on the importance of creating healthy spaces that enhance the health and performance of students,

teachers, administrators, and staff. Heightened awareness around the risk of airborne diseases matched with climate-induced seasonal wildfire smoke reinforce the importance of properly ventilated indoor environments. At the same time, there is a need to respect and protect the local ecosystem and take climate action to deliver on carbon neutrality commitments. School buildings are a foundation for student health and success. With a large number of Canadian schools built before 1980, concerns around poor ventilation, uncomfortable temperatures, exposure to environmental toxins, and excessively noisy conditions have arisen. There have been numerous studies that relate facility design and environmental quality to student achievement. School studies conducted in North America have found the following links between green buildings and student performance: • Five per cent increase in student attendance after improvement of building air quality. • Better school facilities add three to four per cent to a school’s standardized test scores (after controlling for demographics). • Green school buildings show a 15 per cent decrease in absenteeism, and a five per cent rise in test scores.

• Students who have moved from a conventional school to a LEED Gold school building showed major health improvements as well as a 19 per cent increase in average student oral reading fluency scores. In deciding what choices to implement, facilities managers are balancing the needs of students and staff with the need for energy conservation and carbon reduction, all while trying to keep costs down. In the past it has seemed at odds to reduce energy consumption while also implementing systems to improve indoor air quality and thermal comfort; however, clean indoor air and energy efficiency doesn’t have to come at a cost to the environment or your budget. Having implemented climate resilient design strategies in institutions as well as other sectors over the last two years, Integral Group’s approach has focused on implementing the BC Step Code for educational facilities, low carbon design, Passive House school design, energy modelling for optimization, deep green retrofits, and climate action planning.

Inspect more, reduce risk Developing an inspection program for schools and facilities

T

he inspection requirements for schools can be fairly extensive. Whether it’s inspecting playgrounds, fire extinguishers, filter changes, fire alarms, and trash cans. There is a lot to look at. And this doesn’t even take into account inspections of mechanical systems, geothermal systems, boilers, HVAC, or electrical systems.

Codes and standards Several (Code and Standard) examples come to mind - areas that we discuss on a regular ongoing basis. The BC Fire Code requires that all owners of buildings shall be responsible for carrying out the provisions of the Fire Code regardless of local Fire Commissioner, Fire Inspector, or other AHJ (authority having jurisdiction) inspections. The CSA Z614 Standard – Children’s Playspaces and Equipment discusses the minimum recommended practices for inspections, audits, and maintenance in regards to playgrounds and play spaces. 32

Preventive maintenance – Predicting a problem before it happens Whenever there are cutbacks, preventive maintenance usually takes a hit. The need to provide a regular Digitally Documented preventive maintenance program cannot be overstated. How do we know how long our equipment will operate? What condition is the equipment in? What maintenance and testing should be provided if we don’t develop a Digitally Documented inspection program?

What applies in schools – inspections 1. Safety Inspections – Emergency Exiting of Buildings, Fire Protection Equipment, Fire Alarm Systems, Storage Concerns, Fire Planning, Fire Drills, Fire Code Requirements, etc. 2. Preventive Maintenance Inspections – Filter Changes, Trash Can Inspections, Mechanical Inspections, Boilers,

HVAC, Geo-Thermal, Electrical Systems, Roofs, Building Envelope Inspections, etc. 3. Interior Safety – Applies to Hallways, Steps and Stairs, Storage, Hazardous Occupancies (Maker Labs, Tech Shops, Science Labs), etc. 4. Exterior Safety – Applies to Playgrounds, Sports Fields, Sidewalks, Steps and Stairs, Parking Lots, Dumpsters, etc.

Your responsibilities 1. You are required to inspect your buildings. 2. You are required to maintain a record of inspection for any AHJ’s review. 3. You are required to inspect air movement systems, filters, boilers, electrical equipment, HVAC systems, etc. 4. You are required to inspect all fire protection equipment (fire extinguishers, fire suppression systems, fire alarms systems, sprinkler systems, standpipes, etc.).


Inspection requirements A regular (monthly) inspection program, preferably digital, should be developed and put into place which covers the following areas, as a minimum: a) All rooms, hallways, means of egress, exterior exit stairs, pathways, and fire exits; b) A ll mechanical systems, heating, electrical, and plumbing; c) F ire safety systems, fire alarms, sprinkler systems, fire extinguishers, fire suppression systems, etc.; d) Hazardous Processes and Operations- specific to shops, labs, maker labs, 3D printers, etc.; e) All exterior areas including playgrounds, sports fields, parking lots, sidewalks, steps, stairs, and walkways.

Conclusion Remember the following: 1. I t is your building / facility you are required to keep it operational and safe. 2. Identify all areas to be inspected. This makes it easier to determine specific ways of developing an inspection program that will meet your requirements. 3. Develop a monthly inspection program, monitor your progress, and make changes if needed. 4. Stay informed. 5. Talk to risk management professionals, people in your industry, staff, and various other organizations. Educational facility designers, administrators, and maintenance personnel are all tasked with understanding the challenges and providing access to the best solutions in all areas of the building for students and staff. Whether new construction or retro-fit, plumbing and electrical infrastructure needs to be considered when placing drinking water solutions. yon Falls Middle School with several energy-efficiency features, they further reduced the school’s carbon footprint by using the proceeds of their FortisBC rebate to purchase solar panels. “These upgrades are important to create a greener environment for our students and our community,” says Harold Schock, Energy and Sustainability Manager, Central Okanagan School District. “FortisBC challenged our design team with the construction of Canyon Falls Middle School to achieve a 100 per cent ENERGY STAR rating, and supplied us with rebates that ensured this project would be successful.” Richmond School District earned FortisBC’s inaugural Innovation Award by achieving a dramatic reduction in natural gas consumption through several innovative natural gas projects, including installing a solar wall at McMath Secondary School, and gas absorption heat pumps as part of a FortisBC pilot project at both Richmond and Cambie Secondary Schools. “Energy system retrofits are the best way for me to achieve energysaving targets”, says Thi Nguyen,

Energy Specialist at Richmond School District. The Richmond School District is a vibrant learning community with a long-term commitment to sustainability. More than 20 years ago, the district adopted their Environmental Stewardship Policy as a framework to create and support an integrated, system-wide approach to environmental stewardship. The annual Efficiency in Action Awards recognize customers who incorporated higher than standard energy efficiency into their projects and achieved significant energy savings. Through their combined efforts, this year’s eight award recipients reduced natural gas use by more than 12,000 gigajoules annually, which is equivalent to the annual natural gas use of approximately 140 homes in B.C. They also reduced electricity use by approximately 6,700 megawatt hours—the equivalent of the annual electricity use of about 600 homes. Together this helps meet B.C.’s climate action goals, reduces costs in their operations, and lessens the need for new utility infrastructure, which helps keep rates lower for all FortisBC customers. n
