Todd Anderson Tell me about yourself and how long you’ve been GPCA president for.

I moved to Grande Prairie 15 years ago and brought Chinook Drywall with me. I have been the GPCA president for one year and I currently just started my second and last year as president of the association.

What have been some initiatives and main priorities for the association this year?

What are some projects going on in the Grande Prairie area and why is this exciting for the region? The Grande Prairie Composite High School is very exciting. The old high school currently occupied is very old and has scaffolding in every hallway, which braces ceilings or other things. It was long overdue and will be a safe and modern facility. Another project, Seven Generations recently announced their new office building. This will be one of the larger offices in the area and will be built for longevity with quality products and trades. Seven Generations is an industry leader in oil and gas, and having them build a long-term expanded office is exciting for the stability of the region and local workers. We also have more dealerships on the way with a new Volkswagen, Chrysler, and Ford dealerships in the finishing stages of being built. This is exciting because with their investment into new bigger, nicer buildings,

Our initiatives this year will be the rebranding and roll out of our new logo in April. We have also added discounts to local businesses as part of our benefits program. More importantly, we have spent a lot of time with our local and provincial politicians promoting prompt payment and WCB reform. Prompt payment legislation has been recognized by our ministers as a major priority for the construction industry to keep it healthy and viable. We talked to Minister Nate Glubish who is working on prompt payment and were very excited to hear of his progress and interest in having the construction association be a part of the solution. The majority of our industry consists of small trade companies of 10 employees or less and prompt payment legislation will lower our risk on jobs and keep companies from going bankrupt due to lack of payment. We recently had the opportunity to talk to Premier Kenney about this and he also confirmed it is on their radar as they look for an Alberta-made solution for Albertans.

How has the association evolved since you’ve been a member? Why should one join the association? When I joined the association many years ago, the main reason anyone joined was access to the COOLNet online plan room so we could bid on government jobs. With the current economic situation, the need is still there for the renamed BuildWorks access, but more importantly, the need to provide members with a credible, common voice with access to government is essential. Our members need to know we are improving and protecting the construction industry and making it sustainable. If someone is on the fence about joining, know your membership fee not only gives you access to government jobs, but it also gives you member benefits with local companies and printing services with us, discounted access to a commisioner of oaths and industry contracts, discounted safety documents, the opportunity to attend and mix with other trades and general contractors at our mixer events, help support local apprentices with scholarship funds from our golf tournament, and gives you a voice with our government. With all the changes that have occurred with legislation over the past four years, I feel this is one of the most important parts. What do GPCA members have to look forward to this year? This year we will continue to have our regular mixers and scholarship promotion, we teamed up with local schools to have a Trades Cafe and promote the next generation coming into the trades. We also have several meetings planned with local and provincial government leaders to make changes to our industry in prompt payment, education, WCB, and anything else our members need. Watch for updates on prompt payment as this is such a big deal in our industry and long overdue. -

Carmen Lemay In 2019 we had 235 projects and 163 member companies. We are still working on increasing our social media presence currently with Facebook and Instagram. With our new marketing committee in place, we hope to increase these posts and eventually get onto the LinkedIn and Twitter platforms. 2019 was a difficult year with projects and memberships showing a decrease, and print requests continued to decline as well. We have struggled with getting attendance and sponsorship to our events, as well as seminars. The social committee has reviewed our sponsorship opportunities

After the UCP was elected, we met with Minister Panda to discuss the hospital and payment issues, procurement process, prompt payment, and how to prevent future issues from happening. We also met with MLA Tracy Allard regarding Red Tape Reduction. Our advocacy went on to include a meeting with the City of Grande Prairie Council and inspection services around inspections and consistency with inspections. We participated in the Alberta Energy Efficiency Passive House conference and the Chamber of Commerce Round Table with local politicians and industry leaders. The executive then met with Minister Copping and attended an event regarding the long-term need of skilled trades in this region and Alberta. If there is anything you would like us to work on either at the local government level or that we need to take to the Alberta Construction Association for the provincial level, please reach out to us, this is a large part of the benefits of being a member. -

economy, faster recognition for foreign credentials, breaking down trade barriers, and getting our fiscal house in order were a few of the measures outlined. This ambitious agenda will mean a lot of legislation will have to be passed over the coming months. On February 27, Minister of Finance Travis Toews introduced Budget 2020. I am happy to share that our government is keeping Alberta on track to achieve a balanced budget by 2022-2023, while maintaining strong support for social services and programs. Despite what you might hear or read, let’s be very clear about what’s actually in the budget. Health care spending has increased since the NDP were in government. Education funding is the same as it was under the NDP. The Ministry of Community and Social Services, Building the Grande Prairie & Peace Region 2020 11


Message from the mayor of Grande Prairie

Grande Prairie has long been a community that’s seen the economic benefits of resource abundance, population growth, and diversity of industry. We are a young city, with a median age of 31.9 and more children under the age of five than seniors over the age of 65. We are also a community that has been impacted by a shifting economic landscape on all fronts. Now more than ever, it is important we anticipate our city’s needs long into the future with clarity to understand and plan for a healthy and thriving community. It is no secret that recent years have slowed the production of natural resources across Alberta. At home in Grande Prairie, we felt an economic slow down, but we continued

to see investment and industry activity. Moreover, we continued to be one of the most prosperous cities, in one of the most prosperous provinces, in one of the most prosperous countries in the world. There are positive signs for our community, particularly related to the construction industry. Housing starts in Grande Prairie were up 38 per cent in 2019 compared to 2018. As well, 923 permits worth $242.2 million were issued in the city in 2019 while the previous year saw 1,013 permits issued worth $172.2 million. The Tri-Municipal Industrial Partnership (TMIP) consisting of the City of Grande

Prairie, County of Grande Prairie, and MD of Greenview signed a Memorandum of Understanding with the Province of Alberta that will continue to see work being done to attract global investors to Northwestern Alberta, creating long-lasting jobs and boosting the local and provincial economies. Highway 43X opened in the summer which allows for easier passage of truck traffic through the region. The opening also means that control and maintenance of the old Highway 43 route was passed on to the City, which will require paving and road rehabilitation work in the coming years. Seven Generations Energy is building their $35 million operational headquarters in Grande Prairie that will house 175 offices for their entire current staff and growing workforce. The headquarters will support operations in the region within a single, collaborative working environment, particularly as they develop the world-class Montney resource as part of their Kakwa River Project. Our strength as a regional urban hub for retail, business, government, and health services continues to be demonstrated with new development investment and retail opportunities being attracted to Grande Prairie. The provincial government also announced the Grande Prairie Regional Hospital is slated to be opened in late 2020, a project that, upon completion, will draw more health care providers to Grande Prairie and bolster the services available to residents across the Peace Country. From new development, to agriculture, to oil and gas, Grande Prairie continues to be an area that draws investment from big players and homegrown entrepreneurs. With many positive signs, 2020 is shaping up to be a successful year in the Grande Prairie area, and we look forward to partnering with industry to build the future of the region. -

Year two of our five-year strategic plan was one that had the Canadian Construction Association (CCA) focused on increasing its profile as a trusted thought leader and strong industry advocate on issues that matter to our members. Together we are creating a more proactive, responsive, and engaging association.

The power of the industry in influencing the government #Construction4CDNs Being an election year, 2019 was a great opportunity to elevate our issues of concern to the government. We launched our campaign, #Construction4CDNs, and its associated website (construction4cdns.ca), to call attention to the importance of strengthening investor confidence, supporting innovation and technology, planning and funding a long-term infrastructure strategy, and attracting a skilled, diverse, and tech-savvy workforce. Over 1,000 letters were sent to candidates – demonstrating the strength of working together to the benefit of the industry.

Hill at Home These four issues also formed the basis of our Hill-at-Home initiative – a first for the CCA – that had members meeting with local MPs in their ridings to amplify the industry’s voice in the summer leading up to the election campaign. The CCA held 58 meetings, six of those with cabinet ministers and one with the leader of the official opposition.

National Construction Day Tuesday, November 26, 2019 marked the CCA’s first annual National Construction Day. In collaboration with our partner associations, this day recognized and celebrated the dedicated, hard-working men and women instrumental in building and connecting our communities through infrastructure. Over the course of the day, we are proud to say that #Construction4CDNs was trending in Canada – cracking the top 10 at midday on Twitter! A video highlighting the exciting and diverse careers and people that make up our industry was launched in connection with National Construction Day, and as part of our larger Talent Fits Here initiative. There will be more to come on this inspiring new campaign in 2020, but we invite you to visit cca-acc.com/national-construction-day to watch the video. Prompt payment The CCA advocated for and was successful in having the government use a consultative process prior to finalizing legislation on federal prompt payment. Following the report in June 2018, which addressed the CCA’s concerns and recommendations, prompt payment legislation was officially introduced on April 8, 2019 as the Federal Prompt Payment for Construction Work Act, a sub-section of Bill C-97, the Budget Implementation Act of 2019. We are proud to announce that the Federal Prompt Payment for Construction Work Act received royal assent on June 21, 2019. The date of its official enactment remains undetermined, but, according to various related documents, is designated to come into force “on a day to be fixed by order of the governor-in-council.” The CCA will be working with the government on the development of policies that would make the legislation as efficient as possible.

Enhancing member services CCDC documents

CCDC documents are a great example of how the industry – from owners to architects and contractors – work together. We have issued a few new and revised CCDC documents: • Revised CCDC 23 - A Guide to Calling Bids and Awarding Construction • New CCDC Master Specifications Division 00 • New CCDC 30 - IPD Contract In late 2019, the CCA piloted an introduction to CCDC documents webinar that has been viewed by over 350 people. Using technology strategically to share knowledge with more people, this webinar was a complement to our face-to-face seminars and is an important step forward in being digital first in communications, content, and services.

Gold Seal online The Gold Seal Certification program’s transition to online exams included everything from an update to the application portal to the actual exams themselves. Moving to a digital platform enhances the experience, as well as enables faster marking and collecting feedback.


Becoming a best-in-class association The CCA’s board has grown to 90 directors, well outside association standards for optimal and effective decision-making. At a special general meeting in September, CCA board and members unanimously endorsed the final recommendations brought forward by the governance renewal working group. The new model will result in a smaller board; a new national advisory council to represent five sector voices, including civil, trade contractors, general contractors, manufacturers, suppliers and services, and local construction associations (LCAs); and two new board committees (audit/finance and nominations/governance), leading to increased opportunities to engage more people with the CCA.

With over 4.5 million impressions since we started the campaign last summer, together we are raising the profile of the industry as a good corporate citizen and an employer of choice. 2019 GPCA social committee update The Social Committee had a very busy 2019 planning and hosting a number of fun events. We hope to see attendance grow at each event and are looking at different partnerships for them. Chili Cook-Off 2019 marked our second year hosting the Chili Cook-Off and it just keeps getting better. We had five competitors and the hottest chili title was won by Nichole at JMS Construction. The prize for best chili had a tie with Nichole from JMS Construction and Kevin from Overhead

Steps for Life allows Canadians from coast to coast to share their reasons why workplace health and safety matters, and help families of workplace tragedy find the hope and support they need.

2019 Steps for Life recap When someone asks you why you do what you do, what’s your answer? “Why” questions can be hard because they ask us to articulate our core values and motivations. But sharing our “why” helps inspire others, connect communities, and build relationships. Those “whys” are what drive our annual Steps for Life – Walking for Families of Workplace Tragedy events across the country. Every year in Canada, close to 1,000 workers are killed on the job or die as a result of a work-related injury or illness. Thousands more are injured or become ill as a result of their work. Each of those families knows exactly why workplace safety is so important. Steps for Life allows Canadians from coast to coast to share their reasons why workplace health and safety matters, and help families of workplace tragedy find the hope and support they need. Steps for Life is the primary fundraiser for Threads of Life – the Association for Workplace Tragedy Family Support. Threads of Life is

Redefining northern Grande Prairie Trader Ridge development providing a benefit to the local economy By Shayna Wiwierski

If it wasn’t for Husky Energy willing to offload a parcel of land they purchased in the ‘70s, Trader Ridge wouldn’t even be on the radar in Grande Prairie. The Trader Ridge development started years ago when Cushman & Wakefield in Edmonton had 20 acres for sale on the corner of 132 Avenue and 100th Street. The land was originally owned by Husky Energy since 1979 who didn’t want to let it go until 2016 when they had a different vision of where the company was going. The coveted site ended up becoming surplus which Cushman & Wakefield pitched to Edmonton-based Trader Properties who had been working with them on another transaction. Sam Osman, president of Trader Properties, loved the location but want54 Grande Prairie Construction Association

ed to acquire the acres around the original 20 that was from Husky Energy. As a result, over the span of a few years, he was able to successfully purchase 156 acres in the area to build what is now Trader Ridge, and the subdivision was registered with the city in 2016. Now that Osman owned the land, he was able to work with the City of Grande Prairie and the County to finetune which road linkages were best for them. Working as a group, they were able to create a new opening off the highway with the lighting in all directional intersections which ties into both the east and west side of the highway at 139th Avenue. “Grande Prairie is probably the best place

to invest in Alberta right now considering the circumstances,” says Osman, who adds that his company does business in both the U.S. and Canada. “I think there’s a lot of opportunity there. We have been working with the City and we have a good relationship. They want the business there, they want the construction there, and we have been able to sign up a lot of great tenants to the site.” The first business built at the site was the Windsor Ford dealership, which is Canada’s largest Ford dealership. The building is over 140,000 square feet and is located at the south corner of 139th Avenue. After Windsor Ford was announced, New Horizon Co-Op expressed interest in building a grocery store there. Jeff McCammon,


partner with Cushman & Wakefield, says that they had another grocer potentially interested in the land, but Osman really liked the idea of a home-grown business being the anchor tenant, so they sold four acres to them to build the grocery store, as well as three acres across 132 Avenue on 102 Street to build a liquor store, gas bar, and convenience store in what is now unofficially known as Co-Op Corner. GP Acupuncture was also sold an acre of land in the area for their new office as well, and Petro Canada has also purchased two lots comprised of five acres north of Windsor Ford at the corner of 139 Avenue and 100th Street. In front of Co-Op, Osman is building an almost 50,000-square-foot multi-phase development, the Shoppes of Trader Ridge. Phase 1 of the commercial retail unit, which started construction in 2018, will include a Starbucks, Edo Japan, Popeyes Chicken, Bone & Biscuit, Panago Pizza, a dentist’s office, a local nail salon, and more. Phase 2, which McCammon mentions they are just starting talks with now, will be in the north side of GP Acupuncture. McCammon says that this development has not only helped bring new retail and services to the area, but it have also helped transform the entire northern region of the city.

As part of Saddle Hills County, a large geographical area with a scattered population, Woking, Alta. consists of around 150 people, making it the largest community in the county. Saddle Hills County did a study around five years ago to evaluate the condition, size, and suitability of their fire halls, of which there are five, and the report indicated the need to build some larger facilities.

Including the site fill and landscaping, the project was budgeted at $2.7 million and was funded by reserves that the county put away over a number of years.

“The original fire halls were fine at the time they were built and met that need,” says Brian Ballard, director of community and protective services, Saddle Hills County. “With the expanding services our firefighters are providing, as well as expanding equipment, we have outgrown those facilities.”

The building was constructed with concrete pile foundation with a pre-engineered structure on top. There are concrete aprons and sidewalks outside the building and a gravel parking lot with a potential to pave it in the future. Scott Webster, project manager at Chandos in Edmonton, says that the building was constructed sustainably with as many local materials as possible. Although there aren’t any solar features, he says it’s a durable building and meant for a long life. Webster says that building replacement service-type buildings, such as firehalls, are a big component of the work they do at Chandos. He says they are seeing a lot of

You’re not in a major centre where you can run down to the hardware store and pick up whatever you missed, so for us that was probably the biggest challenge to make sure the job ran smoothly.” The replacement fire hall opened earlier this year and some concrete work, fencing, and landscaping will still need to be completed after the spring thaw. Ballard says that the new facility will meet the needs of the fire department and the community for years to come. “It’s built for the future, not the present. It’s also expandable beyond what we’ve built,” says Ballard. “If Woking somehow turned into a much bigger centre, the facility could grow with the community. The original shop and office was 14,000 square feet and they added on a little over 11,000 square feet to the existing building to accommodate a lunch room, a couple offices, a parts room, a meeting room on the second floor, and a large shop with a 120-footdeep wash bay. The addition was made onto the east of the building and Dorrin Diesel, project manager for Camdon Construction, says that they made an opening in the existing wall, as opposed to tearing it down. Camdon Construction had actually built the original shop in 2009, so they were quite familiar with the building. Diesel says that they added an architectural feature to make the expansion more pleasing to the eye.

A better retail experience Red L Distributors moves and expands Grande Prairie store and warehouse An industrial supplier distributor has recently moved into a new location in Grande Prairie. Red L Distributors, a hose, fitting, tool, shop supply, and lubricant distributor with 11 locations across Western Canada, moved into a new building earlier this year. Their old location, which was located at 11219 98th Avenue, was in a strip mall and the company found that they had outgrown the building and needed more space to accommodate customers. They ended up going from renting out a space to buying land and building new. “We ran out of room in our [old] location and needed to upgrade into a bigger [building]. We needed a bigger retail space

to show off all of our products since we had diversified our product lines dramatically over the past several years,” says Guy Ludwig, president of operations and coowner at Red L Distributors. “The old place was in a strip mall, so our retail space had a low ceiling. It was also in the older part of Grande Prairie and in a multiple-tenant building so the parking wasn’t great.” The Nisku-based company moved their operations to 12001 97th Avenue in Grande Prairie and expanded their space from 9,000 square feet to 15,750 square feet. Construction started in May 2019 and was completed in December of that year. The new building officially opened for business on January 13, 2020.

Clark Builders were the general contractors on the project and Sean Crockett, vicepresident of business development for Clark Builders, says that it was a fast-track designbuild of a pre-engineered metal building system. “[We] self-performed the supply and erection of the pre-engineered building for a warehouse and service facility for Red L Distributors,” says Crockett. “The project was delivered safely, on schedule and on budget with excellent permitting support from the City of Grande Prairie and strong local subcontractor participation. We’re excited for the Red L team and proud to have been a part of their growth in Grande Prairie.” Some GPCA subcontractors who worked on this project include Northgate Electric, TEK Plumbing & Heating Inc., and Green Acre Ventures Ltd. The new facility is aluminum metal cladding with their company colours of white and red. It features a large 2,000-square-foot showroom and an open-concept warehouse to accommodate large trucks, as well as yard space for storage. It also has two offices with a mezzanine area for staff, including a lunch room, and features high 28-foot ceilings.
