Fraternal Living According to the Buddhists In the hearts and minds of every Delta Chi, October 13, 1890 is a date to be remembered, and on behalf of the Board of Regents of The Delta Chi Fraternity, I am pleased to send along good wishes for the 114th Founders’ Day to Delta Chis all over North America and the world. On August 8th, I had the privilege of being sworn in as the 49th “AA” of The Delta Chi Fraternity. For me, that event was the culmination of a goal I set for myself as a junior at Kent State University in 1988. People who knew me then knew that one day I wanted to lead this great organization. That resolve only got stronger as the years went by, as I met the outstanding young men and alumni who make up this fraternity and as I continued to see every day how Delta Chi can change your life if you will provide it the opportunity to do so. Please accept my sincere thanks for the confidence you have placed in me. I wanted to share something personal about me with my first Founders’ Day Message. My closest friends know that you can learn a lot about me by looking in my wallet. I carry

some personal things with me at all times. One of those things is a small article titled Robert’s Rules of Order. It was written by Robert Dedman, who grew up in poverty but always had pride and optimism. He was the founder and chairman of ClubCorp in Dallas, Texas. Dedman had ten rules by which he lived his fabulously successful life: 1. A sense of balance must apply to all areas of your life, not just your livelihood. 2. It is so important in life to have a life plan. Planning is a prelude to balance. 3. The more you learn, the more you earn. Even more importantly, the more you learn, the more you live. 4. A positive mental attitude is a key ingredient to a balanced, long and happy life. 5. Humor is one of the best ways to get and keep a positive mental attitude. When times get tough, humor helps… even sick humor. 6. It’s nice to be important, but even more important to be nice. 7. Setting up win-win relationships is the ultimate measure of success in life.

8. Be a giver, not a taker. They don’t put luggage racks on hearses for good reason. 9. Integrity, good health, family and friends are worth more than money can buy. 10.Don’t forget to have fun. The more fun you have, the more money you make. It works both ways, the more money you make, the more fun you have. I have carried that article with me for a number of years now, and it has become a driving force in how I try to live my life. I share it with you because I believe it is applicable across all levels of Delta Chi membership. It applies to college students. It applies to alumni. It applies to chapters. Balance, planning, positive mental attitude, humor, fun, relationships, being nice – all things that can lead to success for a person or a chapter as a whole. On this Founders’ Day, I hope all Delta Chis, alumni and undergraduates alike, will commit to improving the quality of their lives as well as

that of those around them. Using any of Robert’s Rules can help you achieve that goal. I also want to focus this Founders’ Day on the importance of Fraternity. Our future may not be entirely within our control, but most of what we become is within our power to create. And what we seek to create, whether in a fraternity chapter, a family,

or in our business relationships, is a state of fraternity – of fraternal living. I read an article recently that highlighted the Six Steps for Fraternal Living from the Buddhist faith. It is highly appropriate to our mission to promote friendship, develop character, advance justice, and assist in the acquisition of a sound education. I paraphrase it for you here.

To accomplish fraternity, we need goodwill. We must first have actions based on goodwill. These actions will help to create a feeling of togetherness and, as such, add to the stability of our communities and provide the basic structure within which people can constructively express their full potential. We must have speech based on goodwill: this is important in meetings and discussions. When we speak with goodwill, we are motivated by a sincere desire for understanding and harmony, and we speak constructively. Without goodwill, problems become causes for argument and eventually lead to aggression. We must also have thoughts based on goodwill: when goodwill is incorporated into our reasoning it helps to counteract the negative forces of greed, hatred and delusion. Instead we consider things with a clear intention for mutual


benefit. Moreover, thinking based on goodwill imbues our bearing and facial features with pleasant attributes, and a pleasant smile is the forerunner of harmonious speech. With goodwill in our hearts, we do not deal with others out of ulterior motives; we do not meet them with a desire to find their similarities while holding on to our differences. Rather we accept the differences along with the similarities. The fourth step to fraternal living is the sharing of rightfully acquired gains. The well-trained and virtuous person is able to experience this higher kind of happiness, the happiness of giving. It is a relaxed and buoyant kind of happiness. In Buddhism it is taught that the ability to give should be developed through training, and the ability to experience happiness from giving is considered to be a gauge of mental maturity. People who are so developed will be the ideal members of a society. Step number five in the pursuit of fraternal living is uniform moral conduct. How many times have we told our undergraduate members, “If you don’t govern your actions, someone will govern them for you”? This holds true for risk management guidelines, but also can be said for the laws of the land as well. This last of the six conditions for fraternal living is of vital importance: people must have some common understanding and belief in principles. As Delta Chis we should at least possess the same beliefs in relation to what our organization stands for - justice, friendship, brotherhood. Without such a common understanding, problems are bound to arise. The Buddhists were smart. Think about it. By abiding by these six principles harmony and progress is assured. We will relate to each other with kindness, speak to each other with kindness, think of each other with kindness, share our gains, abide by the laws and regulations of Delta Chi and society and refrain from harming or exploiting each other, and ultimately have beliefs that are harmonious. In doing so, unity will arise and progress is assured. In the coming year, let’s all work hard to make sure unity will arise and progress will be assured. Delta Chi’s Board of Regents and staff are committed to the pursuit of that goal, and we stand ready to assist the chapters in any way we can.

Convention Review The 54 th International Convention of The Delta Chi Fraternity was held from August 4-8, 2004 at the J.W. Marriott Hotel in Washington, D.C. More than 400 undergraduates, alumni, and guests gathered in the U.S. capital for five days of fellowship and brotherhood with other Delta Chis. Brothers from across North America attended educational sessions, voiced opinions on Fraternity business, and learned more about Delta Chi’s values and brotherhood. Wednesday, August 4 Brothers arrived at the hotel and registered for the Convention throughout the afternoon. Many men took the opportunity to explore all that Washington, D.C. has to offer and visited landmarks like the Washington Monument, Lincoln and Jefferson Memorials, Smithsonian Museum, and the White House—all merely blocks from the hotel!

By evening, attendees gathered on the breathtaking 12th floor terrace for a reception and town hall meeting. Mother nature forced the event inside but did not dampen the evening’s spirit. Candidates vying for Executive Committee offices took the stage and answered questions from attendees regarding their visions for the Fraternity’s future. To end the evening, Aaron Otto, Kansas State ’98, led attendees on a late night walking tour of the capital’s monuments, memorials, and government buildings. Thursday, August 5 After an early breakfast, brothers gathered in the convention ballroom for General Session I. Russ Driscoll, Florida ’57, called the Session to order as the “FF”, and the Convention recited the Preamble to begin the session. “AA” Chuck Mancuso, Florida State ’84, welcomed the attendees, and Jimmie J. “Doc” Underwood, Kansas ’51, gave the invocation. The Memorial Resolution was then presented by Greg Hauser, Michigan State ’75, in honor of those brothers who had passed away during the past biennium. Executive Director Ray Galbreth, Missouri ’69, recognized attendees based on the number of conventions attended. “Doc” Underwood was recognized for attending his 21 st Convention and Fred Hammert, Oklahoma ’60, was recognized for having attended the 1956 convention. The Convention gave resounding applause for our senior members’ dedication to Delta Chi. Chuck Mancuso then took the microphone and deemed “Doc” the new elder statesman of the Fraternity with the recent passing of George Obear, DePauw ’30. George Obear, who had attended the most conventions, passed away in June—less than two months away from what would have been his 25 th


Convention. Brothers draped their badges in deep black throughout the Convention in memory of George. Steve Bossart, Kent State ’90, then honored Ray Galbreth for his 25 years as Delta Chi’s Executive Director by presenting him with 25 bars of silver and a gift certificate for Ray and his wife, Janet. After a brief break for the Convention photo, nominations for Delta Chi Executive Committee positions were the first order of business in General Session I. Steve Bossart was nominated for “AA”. The nominees for “CC” were John Dorner, Illinois State ’91, Tom Horowitz, Michigan State ’87, and Aaron Otto. Nominated for “DD” was Chuck Mancuso. After nominations, the Convention delegation unanimously approved two new officers emeriti. Dr. Alan Brightman, Kansas ‘67, was named “BB” Emeritus for his service as “BB” of the Illinois and Kansas State chapters. Raymond Borelli, Illinois ’58, was honored as “AA” Emeritus of the Fraternity by a standing ovation. General Session I came to a close as brothers headed to lunch. At the Delta Chi and Delta Chi Educational Foundation Luncheon, Foundation President Fred Hammert, Oklahoma ’60, addressed the attendees regarding the Foundation’s operations. Greg Hauser then gave a speech reflecting on the Preamble. After the luncheon, attendees broke into the various Regional Caucuses where the Executive Committee candidates stated their goals for Delta Chi and answered questions from the audiences. To begin General Session II, “Doc” Underwood gave the “Handshake Across Time,” a tradition begun by Founder Monroe Marsh Sweetland to bridge future generations of Delta Chis with the Founders through this meaningful and inspiring tradition. The session continued with the election of Executive Committee officers.

Steve Bossart was elected “AA” and Chuck Mancuso was elected as “DD”. A runoff election between Tom Horowitz and Aaron Otto was held for the office of “CC”. As a result, Tom Horowitz was elected as the new “CC”. Legislative items of note included: approving a new stipulation regulating inactive status, increasing associate member dues by $5, and increasing initiation dues by $5. The Convention also changed Delta Chi Law by increasing scholastic standards for its chapters to be in compliance with the newly adopted NIC standards. Chapters and colonies are now required to maintain a 2.5 cumulative G.P.A. to be in good standing. Also, associate members are now required to have a 2.25 college G.P.A. or a 2.5 high school G.P.A. to be initiated. After General Session II, the Convention broke for dinner, and the former Delta Chi staff members enjoyed a re u n i o n d i n n e r. T h e A l u m n i Ceremony and Ritual Exemplification ended the evening’s events on an inspiring and positive note. Members then gathered for a t-shirt exchange with other chapters. Friday, August 6 Educational sessions kicked off the morning with presentations on the chartering process, recruitment, managing change, and how to impress the women in your life. Attendees were then enamored by an interactive session on Gender Communications with Dr. Lori Hart-Ebert. Dr. Hart-Ebert expounded on the ways that men and women communicate differently and what each is really trying to say. Next, Jerry Nelson addressed the Convention on the topic of “Winners and Losers,” encouraging members to challenge themselves and to strive to be the best they can be.

After lunch, the Convention took part in a walking tour of the World War II, Korean War, and Vietnam memorials. A list of Delta Chis who died in each conflict and a wreath of white carnations were laid at the base of each memorial by Charles Valder, Augusta ‘82—a veteran of WWII, Korea, and Vietnam. The names of these gentlemen, along with the names of World War I and Operation Enduring Freedom deceased, were prominently displayed throughout the Convention. The 5 th Biennial Kimball Open Golf Tournament was held at Cross Creek Golf Club in Beltsville, MD. The team of Reed Davis, Appalachian State ’02, Jennifer Washburn, and Miles Washburn, Massachusetts ’87, repeated as champions along with the welcome addition of John Ziegler, Louisiana Tech ’01. In addition, Miles Washburn won the straight drive and Tony McClain, Kansas State ’00, won the closest-to-the-pin contest. Most attendees took the afternoon to see more of the D.C. area. Many groups enjoyed the ESPN Zone for dinner and the Adams-Morgan district for the nightlife. Saturday, August 7 Educational sessions continued to provide attendees with valuable information on a wide variety of topics. Attendees gained insight on such topics as Leadership Consultant recruitment, technology, risk management, battling mediocrity, and new member education. For lunch, Lorrie Bossart addressed the Convention with her presentation entitled “Manners Matter: A Lunch Like No Other.” Lorrie gave attendees valuable tips on proper etiquette and manners for a business or social dining atmosphere. Attendees left prepared to use these skills at the Convention Banquet that evening. In the afternoon, gentlemen enjoyed four of the most popular educational sessions of ∆X Quarterly Fall/Winter 2004 5


the Convention. First was “Warm Fuzzies, Cold Pricklies” presented by Ray Galbreth. Ray conveyed the importance of making those around us feel good about themselves through positive interaction and reinforcement. Paul Picciani, Connecticut ’89, captivated those in attendance with a presentation entitled “Movies, Lessons, Life.” This presentation discussed what it takes to be successful not only in business but also life in general. Paul discussed the strategies of working smart, working with passion, working with energy and the importance of having balance. Chuck Mancuso commanded attention in his “He Said, She Said” presentation. Chuck detailed the tragic demise of the Florida Chapter and gave attendees tips on how to avoid dangerous situations. Greg Hauser gave the final educational session of the Convention entitled “The History of the Ritual.” There was standing room only as Greg packed the house. Greg expounded upon how the Founders got the ideas used to compose the Ritual. At 6 p.m., Chuck Mancuso opened his Presidential Suite for a Life Loyal Reception. This time was taken to thank Life Loyal Delta Chi members for their continued support. They then made their way downstairs to join everyone at the banquet reception. The Convention Banquet was held in the evening to celebrate the many achievements of our Fraternity and its members. Dr. E. Duane Meyer, Hobart ’58, and an ensemble of brothers moved the Convention with the singing of the United States and Canadian national anthems and the Bond Song. After a wonderful dinner of filet mignon, Chuck Mancuso presented the Convention awards. The Certificates of Achievement, President’s Most Improved Trophy, Awards of Excellence, and President’s Cups were presented first. The 2003 and 2004 Delta Chi of the Year

Awards were awarded to Bob Stump, Arizona State ’51, and Richard Shelby, Alabama ’57, respectively. Ed Pease of Pi Kappa Alpha Fraternity was awarded the John J. Kuhn Award for outstanding service to the interfraternal movement. Mr. Pease addressed the Convention with words of admiration and respect for Delta Chi and its leaders. The banquet came to a close with the keynote address of Charles Manatt, Iowa State ’58. Manatt reflected on how his involvement with Delta Chi as an undergraduate prepared him for a career in public service. He shared a story about losing an election for associate member class president as a freshman and how this taught him to deal with defeat and adversity. Manatt is a former U.S. Congressman from the state of Iowa and the former chairman of the Democratic National Committee. After closing remarks and reflections of the past biennium by Chuck Mancuso, the Convention attendees circled up to sing the “Bond Song.” It was a fitting end to a special evening. Sunday, August 8 The Awards Brunch began at 9:30 a.m. when the chapter programming and individual awards were presented. One highlight during the awards program was the presentation of the Outstanding “C” Award. In recognition of Marge Lee’s 40 years of service to Delta Chi, the award was renamed the Marge Lee Outstanding “C” Award, and Marge was presented the first award bearing that name in honor of her dedication to maintaining the records of the Fraternity. Greg Hauser then swore in the new International Officers. Steve Bossart addressed the Convention with his closing remarks, reflecting upon the outstanding week. Steve encouraged everyone to make plans for the 2006 Convention in Cleveland,

July 26-30, 2006 at the Sheraton Convention Centre. The 54th Convention was then officially adjourned, and the attendees said their farewells and parted with a clear intent to see each other again in Cleveland.

A Tribute To George Obear, DePauw ’30

G

eorge W. Obear was one of the petitioners to Delta Chi to start the DePauw Chapter, was in the first initiation class on September 21, 1928, and was the “A” of his chapter. H e w a s a l s o p re s i d e n t o f h i s freshman class at DePauw and he attended Delta Chi’s historic 1929 Convention, the first of his record 24 conventions. This is quite an achievement when you realize that between 1935 and 1952 there was only one convention held. While attending law school at The University of Iowa, he lived at the Iowa Chapter house and was instrumental in saving the Chapter. George practiced law in Delphi, IN and was a stalwart in his community. It was apparent from the number of

That importance was recognized when he became a Sagamore of the Wabash, the highest honor that the Governor of Indiana can bestow. It is usually given to those who have rendered a distinguished service to the state. Eulogies at his funeral made one wonder just how he was able to impact so many people and organizations, including Delta Chi.

George was the Fraternity’s legal advisor from 1962 to 1968. He was elected “CC” in 1968 and became “AA” in 1969. He was granted “AA” Emeritus status at the 1975 Convention. Also at that convention, he proposed the Order of the White Carnation to recognize meritorious but inconspicuous service to Delta Chi and drafted the charge establishing the Order. In 1981, in recognition of his continuous, behind the scenes efforts on behalf of Delta Chi, he was inducted into the Order by the 43rd International Convention. continued on p. 26

he Brotherhood of Delta Chi is truly honored to call the Delta Chis of the Year for 2003/04 our brothers. Any chapter would be proud to have these men among its membership. Both have truly lived up to the Ten Basic Expectations and have upheld their oaths of being Delta Chis through their willingness to give a majority of their lives to public service in representing their home states in the United States Congress.

Senator Richard Shelby, Alabama ’57, was honored as the Delta Chi of the Year for 2004. Shelby has just finished his fourth decade of public service that started in 1963, which has included serving as Richard Shelby a City Prosecutor, U.S. Magistrate, Special Alabama Assistant Attorney General, Alabama State Senator, U.S. Representative, and U.S. Senator.

As Alabama’s Senior Senator, Shelby served as the Vice Chairman and Chairman of the Senate Select Committee on Intelligence from 1995 to 2003. Following the September 11, 2001 terrorist attacks, Senator Shelby served diligently to investigate the intelligence failures that led to those attacks. He has been critical of the CIA and other branches of the intelligence community, citing the need for stronger accountability standards. After completing his eight-year term on the Intelligence Committee, Senator Shelby immediately took over as Chairman of the Senate Banking Committee. In addition to his many accomplishments, Senator Shelby is the namesake of a $50 million arts, sciences, and mathematics building that opened in 2002 at the University of Alabama. Senator Shelby is a graduate of The University of Alabama’s undergraduate and law programs. He and his wife, Annette Nevin Shelby, have two sons: Richard Jr. and Claude Nevin. Claude and his wife Lisa have one daughter, Anna Elizabeth Shelby, and one son, William Nevin Shelby. Former Chairman of the House of Representatives Armed Service Committee, Bob Stump, Arizona State

’51, was recognized as the 2003 Delta Chi of the Year. One of the few members of Congress to have led two Cong r e s s i o n a l Committees, Congressman Stump also chaired the House Committee Bob Stump on Veterans Affairs from 1995 to 2001. Stump, a Navy World War II Combat Veteran and cotton farmer, served in the Arizona State House and Senate for 18 years, including service as Senate President, before beginning his quarter century of service in the House of Representatives. Stump passed away on June 20, 2003, only six months after his retirement from Congress. In addition to being named Delta Chi of the Year, Brother Stump is the only Member of Congress to have a street in Arlington National Cemetery named after him in recognition of his service to veterans. Stump is survived by his wife, Nancy Stump; three children, Karen, Bob, and Bruce; five grandchildren, Sara, Robert Patrick, Britt, Morgan and Bailey; and his sister, Patricia. ∆X Quarterly Fall/Winter 2004 11

2003-2004 Award Winners The Delta Chi Awards Program is designed to recognize and promote those areas that are critical to the success of the chapter. The “E” Key, the Fraternity’s oldest award, and the Marge Lee Outstanding “C” Award recognize the performance of two vital chapter officers. For the other awards, the Fraternity is divided into two divisions: Red and Buff. The Red Division contains those chapters with 15 or more fraternities on their campus or whose Greek systems have over 30 percent of the undergraduate student body. The remaining chapters make up the Buff Division.

In recognition of the chapter’s performance on campus and within the community, the Outstanding Campus Leadership, Outstanding Community Service Program, Outstanding Intramural Program, Outstanding Membership Recruitment Program, Outstanding Scholarship Program Awards, and Outstanding Financial Management Awards were presented. T h r e e a w a rd s a d d re s s t h e important alumni programming areas of a chapter: the Outstanding A l u m n i B o a rd o f Tr u s t e e s , Outstanding Alumni Newsletter, and Outstanding “BB” Awards.

Chapters that have shown a marked improvement in their overall operations are given the Certificate of Achievement. The “AA” selects the winner of the Most Improved Chapter from the recipients of this award. The winners of the Award of Excellence show strength across the board. In most cases they are winners of several awards. When they are not, they show above average performance in all areas with no area of weakness. From the recipients of the Award of Excellence, the “AA” selects the President’s Cup winners. There is a maximum of three Cups in each Division.

Special Awards CONVENTION HONOREE George Obear, DePauw ’30, was named as Convention Honoree. George served as “CC” 1968-1969 and “AA” 1969-1970. He was an “AA” Emeritus and a member of the Order of the White Carnation. He was a long-time Director of the Educational Foundation. EMERITUS RECOGNITION The highest recognition that can be bestowed on an elected officer of Delta Chi is Emeritus standing. It requires a unanimous standing vote of a Convention, and this year Raymond F. Borelli, IL ’58, who served two terms as “AA” from 1981 to 1985, was granted “AA” Emeritus standing. He had also served as Regent and “D” and was a long-time volunteer for the Illinois Chapter. “BB” Emeritus standing was granted to Dr. Alan Brightman, KS ’67. Dr. Brightman won numerous Outstanding “BB” Awards for his service first at the Illinois Chapter and later at the Kansas State Chapter. ORDER OF THE WHITE CARNATION Delta Chi established the Order of the White Carnation to honor those men who have displayed meritorious and inconspicuous service. This summer there were three candidates presented for consideration and, by standing acclamation, the Convention inducted the following men: Gene A. Johnson, OK St ’58, was inducted posthumously into the Order. Gene held numerous offices as an undergraduate, was a Field Secretary, was Regent in the 1960s and the 1980s, and achieved New Founder status. Monte Johnson, Ohio State ’69, has served the Fraternity as Regent and Ritualist. He has achieved the Order of the Shield giving level to Delta Chi, won a Meritorious Service Award, served on Ohio State’s ABT and is currently Denison’s “BB”. John Tunila, UConn ’77, has served the Connecticut Chapter in numerous alumni officer positions, achieved the Order of the Shield giving level to Delta Chi, has won a Meritorious Service Award and is the Foundation’s Legal Advisor.

Edward A. Pease of Pi Kappa Alpha Receives John J. Kuhn Interfraternity Service Award The Delta Chi Fraternity has a reputation for being interfraternally minded. In part, this comes from and is recognized by our having had five presidents of the North-American Interfraternity Conference (formerly known as the National Interfraternity Conference). No fraternity has had more, although three others have had as many. When the idea of sponsoring an award for interfraternity service was first considered, naming it after our first NIC president, John J. Kuhn, Cornell 1898, was the clear choice. Another clear choice was the seventh recipient of the Award, Edward A. Pease. Ed has been a long time supporter of the Greek movement and a long-time friend of Delta Chi. He gave a luncheon address on brotherhood at our 1981 Convention and counts many members of Delta Chi among his numerous interfraternal friends. Not only has Ed Edward A. Pease been president of the NIC, he is the only man in its 95-year history to serve twice in that illustrious position, an indication of the esteem in which he is held in the interfraternal world. He has also served as president of his fraternity and is currently secretary/ treasurer of its foundation. He received Pi Kappa Alpha’s Outstanding Chapter Advisor Award in 1983. Ed’s favorite role in the fraternal world, despite his many achievements, was that of chapter advisor. He also has a long record of service to the Boy Scouts of America where he served as Chairman of their National Order of the Arrow Committee and President of the Philmont Scout Camp in New Mexico. Ed has also served two terms as a United States Congressman from the 7th District of Indiana. During his congressional tenure, Pease served as a member of the House Judiciary Committee, the House Transportation and Infrastructure Committee, the House Small Business Committee, and served as the Assistant Majority Whip with extensive service as Speaker Pro Tempore. Prior to his election to Congress, Pease was Vice President, Indiana State University and, before that, he was State Senator, 37th District, Indiana. Currently, Ed is the Senior Vice President, Government Relations, for Rolls -Royce North America, Inc. FIPG, INC.*

RISK MANAGEMENT POLICY REVISED 7/97 The Risk Management Policy of FIPG, Inc. includes the provisions which follow and shall apply to all fraternity entities and all levels of fraternity membership. ALCOHOL AND DRUGS The possession, sale, use or consumption of ALCOHOLIC BEVERAGES, while on chapter premises, during a fraternity event, or in any situation sponsored or endorsed by the chapter, or at any event an observer would associate with the fraternity, must be in compliance with any and all applicable laws of the state, province, county, city and institution of higher education, and must comply with either the BYOB or Third Party Vendor Guidelines. 2. No alcoholic beverages may be purchased through chapter funds nor may the purchase of same for members or guests be undertaken or coordinated by any member in the name of, or on behalf of, the chapter. The purchase or use of a bulk quantity or common sources of such alcoholic beverage, i.e., kegs or cases, is prohibited. 3. OPEN PARTIES, meaning those with unrestricted access by nonmembers of the fraternity, without specific invitation, where alcohol is present, shall be prohibited. 4. No members, collectively or individually, shall purchase for, serve to, or sell alcoholic beverages to any minor (i.e., those under legal “drinking age”). 5. The possession, sale or use of any ILLEGAL DRUGS or CONTROLLED SUBSTANCES while on chapter premises or during a fraternity event or at any event that an observer would associate with the fraternity, is strictly prohibited. 6. No chapter may co-sponsor an event with an alcoholic distributor, charitable organization or tavern (tavern defined as an establishment generating more than half of annual gross sales from alcohol) where alcohol is given away, sold or otherwise provided to those present. 7. No chapter may co-sponsor or co-finance a function where alcohol is purchased by any of the host chapters, groups or organizations. 8. All rush activities associated with any chapter will be a DRY rush function. 9. No member shall permit, tolerate, encourage or participate in “drinking games.” 10. No alcohol shall be present at any pledge/associate member/novice program, activity or ritual of the chapter. 1.

HAZING No chapter, colony, student or alumnus shall conduct nor condone hazing activities. Hazing activities are defined as: “Any action taken or situation created, intentionally, whether on or off fraternity premises, to produce mental or physical discomfort, embarrassment, harassment, or ridicule. Such activities may include but are not limited to the following: use of alcohol; paddling in any form; creation of excessive fatigue; physical and psychological shocks; quests, treasure hunts, scavenger hunts, road trips or any other such activities carried on outside or inside of the confines of the chapter house; wearing of public apparel which is conspicuous and not normally in good taste; engaging in public stunts and buffoonery; morally degrading or humiliating games and activities; and any other activities which are not consistent with academic achievement, fraternal law, ritual or policy or the regulations and policies of the educational institution, or applicable state law.”

FIRE, HEALTH AND SAFETY All chapter houses should meet all local fire and health codes and standards. All chapters should have posted by common phones, emergency numbers for fire, police and ambulance and should have posted evacuation routes on the back of the door of each sleeping room. All chapters should comply with engineering recommendations as reported by the insurance company. The possession and/or use of firearms or explosive devices of any kind within the confines and premises of the chapter house is expressly forbidden.

EDUCATION Each fraternity shall annually instruct its students and alumni on the Risk Management Policy of FIPG, Inc. Additionally, all student and alumni members shall annually receive a copy of said Risk Management Policy. THIRD PARTY VENDOR CRITERIA THE VENDOR MUST: 1. Be properly licensed by the appropriate local and state authority. This may involve both a liquor license and a temporary license to sell on the premises where the function is to be held. 2. Be properly insured with a minimum of $1,000,000 of general liability insurance, evidenced by a properly completed certificate of insurance prepared by the insurance provided. The certificate of insurance must also show evidence that the vendor has, as a part of his/her insurance coverage, “off premises liquor liability coverage and non-owned and hired auto coverage.” Named insureds included on the certificate of insurance must as a minimum include the local chapter hiring the vendor as well as the international fraternity that the local chapter is affiliated with. 3. Agree in writing to cash sales only, collected by the vendor during the function. 4. Assume in writing all the responsibilities that any other purveyor of alcoholic beverages would assume in the normal course of business, including but not limited to: a. Checking identification cards upon entry; b. Not serving minors; c. Not serving individuals that appear to be intoxicated; d. Maintaining absolute control of ALL alcoholic containers present; e. Collecting all remaining alcohol at the end of a function (no excess alcohol — opened or unopened — is to be given, sold or furnished to the chapter). Vendor MUST remove all alco hol from the premises. POLICY GUIDELINES As adopted by FIPG, Inc. December, 1992 1. Closed parties (meaning those events with alcohol present) should have a guest list prepared at least 24 hours in advance. Attendance should be limited to two guests per member. 2. “Non-alcoholic” keg beer is not permitted because it can contain up .05 percent alcohol. Therefore, serving it would be a violation of our policy.

SEXUAL ABUSE AND HARASSMENT The fraternity will not tolerate or condone any form of sexually abusive behavior on the part of its members, whether physical, mental or emotional. Chapter Situations Hyrum Smith, Chairman of the Board of Franklin International Institute, defined addiction as, “compulsive behavior with shortterm benefits and long-term destruction.” According to this definition, some of the most risky behavior fraternity men engage in, such as: alcohol abuse, drug use, hazing, fights, vandalism, etc. could be considered an addiction. These addictions are obviously powerful, for these behaviors are not new to the college fraternity. Yet, they continue even though history contains literally hundreds of examples of how these addictions have destroyed lives and ended the existence of countless fraternity chapters. So why do these addictions occur? Hyrum Smith felt, “addictive behavior is the result of deep and unmet needs.” If this is true, then many fraternity chapters across North America are simply not meeting the needs of their members. What are our members’ needs? Again according to Smith, virtually every person has the following four basic needs: 1) live/survive, 2) feel important, 3) love and be loved, and 4) variety. Addictions may help meet these needs temporarily, but in the end they cannot sustain those needs and will eventually result in destruction, unless there is a change in behavior. While it is tempting to itemize examples of fraternity addictions that resulted in destruction, the reality is that they are far too numerous to list. The ever-increasing insurance premiums for fraternities speak to this fact. The policies and guidelines on the preceding page, which Delta Chi shares with many other fraternities and sororities, exist to help prevent these tragic experiences from occurring. It is the Fraternity’s belief that chapters can operate within these policies and guidelines, while still meeting the needs of their members. In fact, the Fraternity provides “The Party Continues” (a booklet with over 100 social event ideas), “Building Better Brotherhood” (a booklet with 58 Brotherhood Events), a Pre-Initiation BRIEF (with 38 different activities from which to choose) and a Membership Education BRIEF (which outlines a model Associate Member Program). Moreover, the Fraternity provides additional educational opportunities through the Jackson Leadership College, the Convention, Regional Conferences, and Leadership Consultant visits. Copyright 1990. Risk Management Violations Despite Delta Chi’s efforts to educate, the Fraternity continues to have chapters and individual members engage in risky behaviors. That is not to say the chapters on the following list are “bad” chapters. Likewise, it is unrealistic to assume that chapters that are not on this list are complying with every policy. The bottom line of this issue is that members of the Fraternity are engaging in certain “addictions” and taking unnecessary risks with their future and the future of Delta Chi, because they

believe these addictions will help fill voids where their needs are not being met. Whatever the case, the solution remains the same. Each and every chapter needs the involvement of mature alumni who can help the Fraternity’s student members discover that there are alternatives to addictions that can meet both their long and short-term needs. Corrective Action Levels Level 1—Level 1 Corrective Action shall include, but is not limited to, ordering that the Chapter cease and desist from the conduct in the future and be in accordance with the requirements of Delta Chi Law and the Risk Management Policy of the Fraternity. The Chapter shall be required to submit to the Executive Director a written statement that all prohibited conduct has stopped. The statement shall be signed by the “A”, “BB” and such other members of the Chapter, as specified in the report, who were involved with or had supervision over the conduct in the violation.

Level 2 —Level 2 Corrective Action shall include, but is not limited to, all provisions of Level 1, plus the Chapter shall submit a written plan of procedures and/or activities that comply with the Fraternity’s Risk Management Policy covering the activities in the violation. The plan shall be updated at least twice per year for the period of corrective action. Level 3 —Level 3 Corrective Action shall include, but is not limited to, all provisions of Levels 1 and 2, plus supervision of the activities of the Chapter that were involved in the violation by a person or persons acceptable to the Executive Director. Level 4—Level 4 Corrective Action shall include, but is not limited to, all provisions of Levels 1, 2 and 3, plus the charter of the Chapter shall be suspended for the period of time of the corrective action. Chapters under Level 4 Corrective Action shall either be placed in conservatorship, as provided in Delta Chi Law, or shall operate under the direct supervision of the Executive Director.

Level 5—Level 5 Corrective Action shall require the suspension of the charter and the cessation of operation of the Chapter as it then exists. In recognition of his generous donations to both the Fraternity and the Foundation, George was presented membership in the Martlet Club (gifts totalling between $75,000 and $99,999). He was well on his way to becoming a New Founder (gifts of $100,000 or more to Delta Chi) when he passed away just two months before what he was planning to be his 25th Delta Chi Convention. An effort is currently under way to have others make donations either to the Fraternity (not tax

deductible but also unrestricted in how the money may be used to benefit Delta Chi) or the Foundation. Please visit either organization’s website to make a donation electronically, or you may send a check to “Delta Chi Fraternity” at PO Box 1817, Iowa City, IA 52244. Please indicate that it is in memory of George Obear, and both he and you will receive recognition for the gift.This would be a fitting gift to a Delta Chi who gave so much to his Fraternity.
