MARITIME CLUSTER EXPANDING IN YOUNGEST DUTCH PROVINCE Ellen Lengkeek Urk, the Municipality of Noordoostpolder and the Province of Flevoland have been given the go ahead by the Council of State to develop a new transhipment dock under the name Flevokust. A consortium of maritime companies has been working towards this goal for a number of years, and aims in the future to focus on offshore activities and the development of offshore supply companies, from this location. “The plans have been the subject of discussion for years and at last are set to become reality,” explained spokesperson for the Flevo Port consortium, Jaap Brink. “The port should be up and running by 2018. The area
is home to a cluster of maritime operators active on the international market for super yachts, transport vessels, the offshore sector and fisheries. A serious, modern maritime service port offers these businesses an opportunity to expand further at a unique location, with deep-water access to the IJsselmeer, where they can offer an equally unique concept of outfitting, maintenance and repair for all vessels, along one of the busiest shipping routes and at the junction of three navigation channels to Amsterdam, the Afsluitdijk and Kampen.”
COOPERATION In this area, where wind energy is also a flourishing sector, cooperation is being sought with the ports of Rotterdam and Amsterdam, to boost the further development of the maritime sector. The Province of

Flevoland, the Municipality of Lelystad, the Amsterdam Port Authority and Central Government are jointly financing the port and the related industrial estate. The costs have been estimated at between 50 million and 75 million euro. Flevokust will be a brand-new multimodal transhipment port and container terminal located outside the dyke, with a ‘wet’ industrial estate on the landward side. A 1000-metre dockside is set to be built with a 250 metre-wide harbour basin, and two port entrances. The province is responsible for the container terminal and transhipment port beyond the dyke, while the Municipality of Lelystad will take responsibility for the land-based industrial estate. “Flevokust will underpin the logistic position and competitive capacity of local entrepreneurs, thereby delivering a major boost to the region’s economy,” suggested the provincial authorities. The port will be aimed at both inland shipping and the offshore sector. The Netherlands’ youngest province is part of the network of ‘pilot projects’ for numerous wind turbines.
Ever more ‘strange visitors’ have been observed in the port of Rotterdam. It is becoming increasingly common practice to deploy drones to carry out inspections of wind turbines and dykes, for example. The unmanned aircraft are proving highly popular within the inspection business, as a safe option for ‘high-altitude’ tasks. However, not only the port personnel but also the sheep are having to get used to these unusual apparitions. Later this autumn, the creatures will once again be herded to roam and graze on the the Maasvlakte 2, the newest piece of the ‘sand-replenished’ Netherlands, where more and more offshore activities are being developed. The sheep will be released on the sea dyke, where they will help compact the ground. As a result, cracks in the clay layer are sealed up, preventing the sand washing out. According to the port of Rotterdam, Maasvlakte 2 offers huge opportunities for further growth in the knowledge-intensive and innovative offshore sector. The company Fistuca, for example, recently equipped a test location on the new land where they intend to carry out trials with their blue piling hammer, a pile driver that works using falling columns of water. It is hoped that the system will make it possible to drive piles for the foundations of windfarms and for oil and gas platforms into the sea bed, more quietly and more cheaply.

4TH AW139 HELICOPTER FOR NHV

On 1 September 2015, the NHV Group commissioned its fourth AW139 intermediate twin helicopter. The new aircraft, based in Norwich, will be deployed for offshore transport tasks in the North Sea. The commissioning of this new aircraft marks the expansion of the NHV Group’s helicopter fleet with a special AW139. The latest AW139 has been fitted with the optional kit Increased Gross Weight 7 tonnes, enabling the helicopter to carry an additional payload of more than 300 kg in what remains a typical offshore configuration. Three of these aircraft are already in use in Nigeria, and this fourth helicopter will be the first to see service in the North Sea. With the arrival of the AW139s, NHV aims to underline its strategy for operating and owning a young and modern fleet of aircraft. The commissioning of this new aircraft also represents a further expansion of the presence of the AW139 in the North Sea sector. State-of-the-art technology, tried-and-tested performance, low operating costs and the fact that his is one of the relatively few helicopters in its class that already complies with the latest safety standards are the factors that make the AW139 the most widely chosen helicopter on the market for twin-engine mid-segment aircraft, according to NHV spokesperson Céline de Clercq. Thanks to its additional power, the AW139
can be deployed as a Category A (Class 1) helicopter from either a helideck or airport, with a maximum take-off weight, making it a unique aircraft for its type, even if one of its engines fails.

KOOYHAVEN DEN HELDER: THE RACE IS NOT YET OVER Jan van de Nes The Port of Den Helder Authority has acquired practically all the land in the Municipality of Hollands Kroon for the 10-hectare (first phase) new inland shipping port, the aim of which is to strengthen the economic position of the two municipalities in the northern North Holland region (Kop van Noord-Holland). However, two local residents have submitted an objection to the Council of State, the highest legal power in the Netherlands, against the construction of the quaysides for the first harbour basin, suitable for accommodating four large inland shipping vessels. The main cause of the objection by the local residents in Anna Paulowna is the huge
conglomeration of industrial estates and resultant traffic flows that the new projects will represent. On one side is Den Helder airport and the adjacent large (offshore specialist) Kooypunt industrial estate, and on the other side the new port that itself is set to attract a large number of industrial companies, many of them also focusing on the offshore business. “The infrastructure is not equipped to handle such huge traffic flows, in particular the freight traffic by road, which will be generated as a result of this development,” argued L. van Eijk van Heslinga, counsel for the two objectors, in a hearing with judge mr. M. Parkins. According to Heslinga, the development is already generating additional traffic on the parallel route to the N9 trunk road, with many trucks attempting to avoid the busy traffic on the main route. In the opinion of the local residents, the establishment of the port will merely exacerbate the problem. Counsel for the Municipality of Den Helder, G. Kreutzberg said in his reaction that if problems did
arise, special speed abatement measures could be taken in the parallel route. Because the N9 is a provincial trunk road as far as the junction with the N99, the municipalities are not in a position to propose measures to improve the infrastructure.
RESOURCES In the course of the past few years, the Province of Noord-Holland has made it known that no resources are available for further improvement or expansion of the traffic route between the ports in Den Helder and the rest of the Netherlands. The question whether the port authority will be permitted to start building the first quay walls before December 2015 – vital to ensure receipt of the grants from Central government – has therefore not yet been answered. After the hearing on 8 September 2015, the judge announced he was unable to give any indication of the further course of the proceedings.

In addition, with this electric propulsion the vessel is capable of more accurately manoeuvring in comparison with the common diesel direct propulsion system. This way a more efficient operation is achieved and the risk for damage reduced. The existing hull (a delivery of Koedood) is lengthened and widened and is outfitted with a new aluminium deck house. The SilJeske B after extensions measures 23.95 x 8 x 2.80 meters and has a bollard pull of 24 tons. This way an end product is realised which is completely customer specific equipped, being one of the most advanced vessels in its class. The delivery of the vessel is scheduled for mid October 2015.

HOLLAND DIESEL MAASSLUIS REWARDED FOR OFFSHORE MAINTENANCE WORK

LIFE EXPERIENCE
Holland Diesel Maassluis (HDM) maintains, repairs and overhauls diesel and gas engines worldwide, on oil and gas platforms, dredging vessels, tugs, super yachts and other installations in the marine sector. One major German oil and gas producer recently extended the maintenance contract for all its platforms in the North Sea. “A huge compliment for our business,” suggested Director Hans Ossewaarde. Within the contract, HDM has technical responsibility for the engines on board a whole raft of platforms. Each platform houses engines for power supply, fire fighting, crane operation, etc. For the past three years, HDM has been maintaining the entire fleet. The extension of the contract was the perfect excuse for cream cakes and a buoyant mood. “For us it is an important contract that generates much challenging work, but it clearly has advantages for both parties. The company no longer needs to call in service engineers from different companies, but simply uses us as a one-stop shopping address for all maintenance, either with or own staff or as the contact for calling in assistance from other maintenance companies,” explained Ossewaarde.
OVERHAUL HDM owes the contract to the broadening of expertise and the level of education of its staff. They have acquired experience with practically all regularly-used engine makes, giving them the necessary skills to carry out the maintenance work successfully. HDM started as Detroit Diesel specialists.
Director of Holland Diesel Maassluis, Hans Ossewaarde. Between the 1970s and 1990s, these solid engines (simplicity means power) were highly popular in the offshore sector and other markets. The two-stroke principle delivers high torque ratios as low revolutions. “Detroit has stopped supplying engines outside the defence sector, but all the engines supplied in the past still need to be maintained,” continued Ossewaarde. HDM even keeps a stock of reconditioned Detroit Diesels.
ONE-STOP SHOPPING HDM are also authorised dealers for MTU, the ‘Mercedes’ among industrial applications and super yachts. In Ossewaarde’s words, “MTU now supplies a new generation of certified (fully electronic) engines. They can certainly be described as state of the art.” Because service engineers from HDM regularly come across engines from other makes while on board platforms and vessels, the company has invested in further training to enable the staff to carry out this
maintenance work too, with the necessary degree of expertise. “The one-stop shopping motto clearly represents added value. We now handle all makes of engine, including gas engines,” explained Ossewaarde. “Offering that service means you have to train your people to a completely different level. One day they are working on a mechanical engine, and the next an electronic version. It is also important to maintain close contacts with suppliers, so we can call upon them for parts or technical information. That underlines the need to ensure a positive relationship. We aim for a win-win situation every time, to use yet another cliché.” The company’s mission is to offer its customers a worry-free service. At HDM that includes flexibility, 24/7 availability, speaking the language of the customer (with all its jargon), deploying staff capable of operating independently and of course successfully handling the safety aspects too. Our engineers for example know that a completely different set of rules applies on a super yacht
The engineers often work irregular hours, and travel to every continent of the world, supported by the back office. In 2015 alone, staff of the company have visited a list of countries that would not look out of place on a travel show. Scotland, Spain, the United States, France, the Ivory Coast, the Virgin Islands, Tanzania, Panama, Mexico, Malaysia, Kuwait, Azerbaijan and a number of other exotic destinations. Not bad for an organisation that was originally established to serve inland shipping. With the right attitude and in response to the economic crisis, HDM broadened its horizons tackling not only the offshore sector but other markets, too. Ossewaarde concluded, “We recognised the need to make this seachange just in time, and shifted our focus, with success! Our figures are positive, and staff numbers are growing. Not unimportantly, the work remains challenging for the staff, so they remain constantly encouraged to acquire more life experience as they go. Many of them view this as an added extra in their professional career. It nonetheless pays to remember our roots and we continue to serve our loyal customers from the inland shipping sector with the same level of passion and enjoyment as always.”

CHANGES AT OFFSHORE BUSINESSES IN ROTTERDAM REGION

Earlier this year, Shipdock Amsterdam and Shipdock Harlingen also acquired a new name, namely Damen Shiprepair Amsterdam and Damen Shiprepair Harlingen, respectively.

Imtech was declared bankrupt, but the Imtech Marine division, with head offices in Rotterdam, has been successfully taken over. The name Oranjewerf Scheepsreparatie in Amsterdam has been officially changed to Damen Shiprepair Oranjewerf, and the troubled Schiedam-based business SBM Offshore has announced higher turnover expectations for this year. To the considerable relief of personnel, customers and suppliers, Imtech Marine was taken over in its entirety by Pon Holdings and Parcom Capital. The takeover, it is suggested, now offers the business space to grow. The new shareholders have acquired their interest in Imtech ‘for the long haul’. and Parcom Capital has also been active as an investor in these sectors, for many years. Alongside their financial investments, both parties will also put their knowledge and expertise at the disposal of Imtech Marine, to further strengthen the company’s market position.
Schiedam-based maritime service provider SBM can look back on a successful six months, and in response has raised the turnover expectations for 2015. Previously, the company assumed a turnover of at least 2.2 billion dollars. The new figure is 2.6 billion dollars. During the first six months of the year, SBM Offshore turned over just under 1.6 billion dollars, less than in the same period last year but more than market watchers had expected. SBM is market leader in the field of floating production and storage platforms used for deep sea oil production. Due to lower oil prices, oil production groups are generally cutting back on investments. The image of SBM suffered serious damage following a series of bribery scandals that took place between 2007 and 2011.
ORANJEWERF BECOMES DAMEN This summer, the name Oranjewerf Scheepsreparatie in Amsterdam was officially changed to Damen Shiprepair Oranjewerf. Oranjewerf has been part of the Damen Shipyards Group since 1989. The name change represents the final step in the integration of the yard in the Damen Shiprepair & Conversion organisation.
