Komparativer Kostenvorteil
Als komparativer Kostenvorteil wird in der Volkswirtschaftslehre eine Situation bezeichnet, in der eine Region ein Gut zu geringeren Kosten herstellen kann als die Konkurrenz in anderen Regionen. Im Zusammenhang hier verweisen komparative Kostenvorteile auf standortbedingte Kostenvorteile des suburbanen Raums, insbesondere bei flächenextensiven Branchen des produzierenden Gewerbes.

Effizienzvorteile bei der Energieversorgung mit Kraft-Wärme-Kopplung) ermöglichen die höhere bauliche Dichte und das höhere Maß an Nutzungsmischung in Städten vergleichsweise energiesparende Wohn- und Mobilitätsformen.#10 Vor diesem Hintergrund muss es bei einem gegebenen Wohlstandsniveau das Ziel nachhaltiger Stadtentwicklung sein, die Effizienzvorteile von Städten konsequenter zu nutzen und das Ausmaß der ökologischen Defizitwirtschaft urbaner Systeme auf ein verantwortbares Maß zu beschränken. Metropolen und Städte sind somit keinesfalls als Hemmnisse einer nachhaltigen, menschlichen Entwicklung anzusehen, im Gegenteil, sie sind der entscheidende Lösungsbeitrag. Allerdings setzt dies ein radikales Umdenken in der Planung und Gestaltung von Städten voraus. Der Umbau von Städten mit dem Ziel, Dichte, Kompaktheit und Nutzungsmischung zu bewahren und zu fördern sowie wertvolle Freiräume zu schützen, muss als wichtiger Beitrag zur Nachhaltigkeit angesehen werden. Urbanisierung Nach Meinung vieler Wissenschaftler leben wir längst im neuen Erdzeitalter des »Anthropozän«, in dem menschliche Einflüsse die Erde prägen.#11 Einer der wirkmächtigsten Prozesse ist dabei die Urbanisierung (Abb. 2). Die Mehrheit der Weltbevölkerung wird in Zukunft in städtisch geprägten Siedlungsräumen leben.#12 Ihren Antrieb findet die Urbanisierung in zwei eng miteinander verbunden Faktoren, dem natürlichen Wachstum
der in Städten lebenden Bevölkerung und der Zuwanderung von Bevölkerung aus ländlichen Gebieten.#13 In frühen Urbanisierungsstadien dominieren häufig einzelne Städte, nicht selten die Hauptstädte, was als Urban-Primacy-Phänomen bezeichnet wird.#14 In diesen Städten konzentrieren sich die politischen und ökonomischen Steuerungsund Kontrollfunktionen eines Lands, sie sind die Kraftzentren der wirtschaftlichen Entwicklung und Zielgebiete von intrastaatlichen und internationalen Migrationsströmen. Dieses Phänomen dominiert die aktuellen Urbanisierungsprozesse in den Entwicklungs- und Schwellenländern. Nicht zuletzt aufgrund übermäßiger Agglomerationskosten in den Primärstädten haben sich in den stärker entwickelten Ländern hingegen meist mehrpolige Städtesysteme herausgebildet. Das physische Wachstum großer Städte findet weltweit in den suburbanen#15 Gebieten statt, die meistens ein gegenüber dem städtischen Kern geringeres Maß an baulicher Verdichtung, eine diskontinuierliche, disperse Siedlungsform und eine geringere räumliche Mischung städtischer Funktionen aufweisen.#16 Nicht nur in entwickelten Staaten, auch in Entwicklungs- und Schwellenländern ist ein Rand-Kern-Gefälle des demografischen und wirtschaftlichen Wachstums zu beobachten. Während für suburbane Gebiete hohe Wachstumsraten typisch sind, lässt sich für innerstädtische Gebiete eher eine stagnative oder schrumpfende Bevölkerung feststellen. Die Entstehung suburbaner Gebiete geht auf komparative Kostenvorteile dieser vorstädtischen Standorte zurück. Sowohl für private Haushalte als auch für Unternehmen sind suburbane Standorte aufgrund geringerer Bodenpreise, besserer Flächenverfügbarkeit oder auch geringerer Umweltbelastungen attraktiv. Suburbanes Wachstum wird aber nicht selten auch durch aktive staatliche Politiken, vor allem den Ausbau der

Verkehrsinfrastruktur und staatliche Fiskalpolitiken, gefördert. Mit der Suburbanisierung entstand ein funktionaler Raum (Suburbia) mit spezifischen baulichen, ökonomischen und sozialen Eigenschaften.#17 Durch die veränderte Siedlungsstruktur verändern sich auch die Mobilitäts- und Interaktionsmuster stadtregionaler Akteure. Die Nutzung von Wohn-, Arbeits-, Konsum- und Freizeitstätten in einem ausgedehnten stadtregionalen Handlungsraum prägen den Lebensalltag der Menschen. In zahlreichen Industriestaaten ließen sich in den 1970er- und 1980er-Jahren zudem sogenannte Deurbanisierungsprozesse feststellen (Counterurbanisierung).#18 Danach waren ländlich-periphere Gebiete für standort-ungebundene Industrien wie auch für private Haushalte zunehmend attraktiv. Das ubiquitär ausgebaute Verkehrssystem und negativ bewertete Standorteigenschaften wie hohe Bodenpreise oder überalterte Infrastruktursysteme in den verdichteten Stadtregionen gelten als entscheidende Bedingungen für ein derartiges räumliches Übergreifen des Bevölkerungs- und Beschäftigungswachstum in ländliche Gebiete.
In den vergangenen 20 Jahren hat sich der Wachstumsschwerpunkt jedoch wieder in städtisch geprägte Gebiete zurückverlagert. Im Zuge des Bedeutungszuwachses von Wissen für die Ökonomie gelten Metropolregionen mit internationaler Bedeutung als die wirtschaftlichen Taktgeber (Metropolisierung). In vielen westeuropäischen und nordamerikanischen Stadtregionen ist zudem eine Reurbanisierung zu beobachten, die sich in einem erneuten Wachsen der Kern- und Innenstädte äußert.#19 Die Renaissance historischer Zentren vollzieht sich jedoch eingebettet in die Herausbildung polyzentrischer Stadtregionen, in denen sich komplexe Muster funktionsräumlicher Arbeitsteilungen innerhalb eines stadtregionalen Zentrensystems ausbilden. Suburbane Gemeinden profitieren von derartigen Entwicklungen durch funktionale Anreicherungs- und Verdichtungsprozesse, was Vermutungen einer zunehmenden Angleichung von Kernstadt und Suburbia Nachdruck verleiht. Sogenannte postsuburbane Räume ähneln danach in funktionaler Hinsicht zunehmend den Kernstädten, sie emanzipieren sich teilweise von deren hegemonialem Anspruch und ihrer funktionalen Abhängigkeit.#20
trägt dieser Tatsache mit dem Themen- und Arbeitsfeld Energieversorgung Rechnung. Das Hauptziel besteht darin, einen ausgewogenen Energieverbrauch zu erreichen, entweder durch Maßnahmen zur Steigerung der Energieeffizienz und/oder durch die Nutzung erneuerbarer Energien und Ressourcen. Dazu wird eine stadtweite Energiestrategie formuliert, die einzelne Maßnahmen und Herangehensweisen im Hinblick auf eine optimale Gesamtwirkung koordiniert. Die Bereitstellung von Wärme und Strom übernimmt in Ludwigsburg ein lokales Holzheizkraftwerk – das größte seiner Art in Baden-Württemberg (Abb. 5, S. 209). Im Jahr 2010 konnten damit ca. 70 % des benötigten Wärmebedarfs der Fernwärmeversorgung in Ludwigsburg gedeckt werden.6 Aktuell erfolgt die Ermittlung der Potenziale erneuerbarer Energien für die weitere Energiestrategie der Stadt. In diesen Prozess sind alle relevanten Akteure, also die Stadtwerke, Bürger und Interessengruppen wie z. B. private Wirtschaftsunternehmer und öffentliche Institutionen, integriert.

Seit 2002 dient der Stadtteil Eglosheim als Pilotprojekt, für das unter intensiver Bürgerbeteiligung die zukünftigen Entwicklungsziele formuliert wurden. Ein Managementzyklus kontrolliert seit 2003 den dortigen Nachhaltigkeitsprozess. Im September 2009 beschloss die Stadt Ludwigsburg darauf aufbauend einen Managementzyklus für die Verwaltung mit fünf Schritten, um die nachhaltige Weiterentwicklung des Stadtentwicklungskonzepts (SEK) bzw. der Stadtteilentwicklungspläne (STEP) zu sichern und zu steuern (Abb. 7). In der abschließenden Berichterstattung werden die Ergebnisse ausgewertet, um zu sehen, inwiefern sie zur Erreichung der im Indikatorenkatalog formulierten Ziele beitragen. Dabei ist auch eine
Feedbackfunktion integriert, mit der sich Maßnahmen oder Projekte im Einzelnen nachjustieren oder steuern lassen.
Stadtteilentwicklungspläne In der nachhaltigen Stadtentwicklung werden sogenannte brownfields (Brachgrundstücke bzw. Konversionsflächen) den greenfields (Entwicklungsflächen auf der »grünen Wiese«) vorgezogen. Die Stadt Ludwigsburg verfolgt diesen Ansatz nicht nur durch die Umnutzung vieler ehemaliger Kasernen, sondern auch mit der Entwicklung von innerstädtischen Wohnsiedlungen auf der Grundlage von integrierten Stadtteilentwicklungspläne. Darin werden die Leitlinien und strategischen Ziele des SEK an die einzelnen Stadtteile angepasst. Sie umfassen jeweils detaillierte Pläne für die Entwicklung im Hinblick auf die elf Themenfelder des SEK. Darüber hinaus setzt der STEP spezifische, von den SEK-Masterpläne abgeleitete Ziele fest und definiert konkrete Maßnahmen. Im Jahr 2006 begann Ludwigsburg mit der Erstellung von STEPs für vier ausgewählte Pilot-Stadtteile: Innenstadt, Eglosheim, Grünbühl-Sonnenberg (Abb. 6) und Karlshöhe. Gleichzeitig gelang es, über das Regenerationsprogramm »Stadtteile mit besonderem Entwicklungsbedarf – Soziale Stadt« Fördermittel von Bund und Land zu erhalten. Den nach dem Krieg sehr schnell und kostengünstig erbauten Stadtteilen Grünbühl, Hirschberg und Schlößlesfeld ordnete die Stadt eine hohe Priorität zu und konstatierte dort einen dringenden Bedarf für eine energetische Sanierung. In der Innenstadt besteht ein besonderes Ziel in der Reduktion der CO2-Emissionen. Dafür stellte die Stadt seit 2004 Bundes- und Landesfördermittel in Höhe von 50 Millionen Euro für ca. 100 Projekte und Maßnahmen zur Verfügung.7 Derzeit werden für acht weitere Stadtteile STEPs ausgearbeitet. B
ei der Entwicklung eines Quartiers können verschiedene Strukturen und Modelle eingesetzt werden. Die Herausforderung für staatliche Akteure besteht darin zu prüfen, welches Vorgehen für die Erfüllung der sich stellenden Aufgaben geeignet und zielführend ist. Im Idealfall basiert die so entwickelte Herangehensweise weitestgehend auf der sachlichen Analyse der gegebenen Umstände vor Ort. Die möglichen Modelle und Strukturen bieten jeweils unterschiedliche Vorzüge und Nachteile. Zugleich ist deren Anwendung im einzelnen Projekt meist mit einer politischen Positionierung verbunden, da jedes Modell unweigerlich gewisse Interessengruppen gegenüber anderen begünstigt.
Organisationsformen und -strukturen In Deutschland bilden Kommunen oft Zweckverbände für die interkommunale Zusammenarbeit, auf freiwilliger Basis oder infolge einer Verordnung des Landes. Solche Zweckverbände dienen in den meisten Fällen dazu, eine bestimmte infrastrukturelle Dienstleistung bereitzustellen, beispielsweise in der Wasserversorgung oder im ÖPNV. Für die Quartiersentwicklung gründen Kommunen häufig Stadtentwicklungsgesellschaften, die als Gesellschaft mit beschränkter Haftung (GmbH) konstituiert sind. Dabei bietet das Handelsgesetzbuch die Möglichkeit, einen Aufsichtsrat einzurichten. Mit dessen Hilfe kann die Kommune die Geschäftsführung der Gesellschaft überwachen
bzw. sicherstellen, dass die Quartiersentwicklung entsprechend den von der Kommune festgelegten Zielen umgesetzt wird. Diese Organisationsform eignet sich auch für den Fall, dass mehrere Körperschaften des öffentlichen Rechts gemeinsam ein Quartier entwickeln möchten, etwa auf einer militärischen Konversionsfläche, die kommunale Grenzen überschreitet. Eine Stadtentwicklungsgesellschaft kann als privatrechtliche Firma flexibler und dynamischer agieren als eine Kommune, weil Entscheidungen nicht im Detail durch kommunale Gremien behandelt und beschlossen werden müssen. Der Nachteil dieser Strategie kann sein, dass die Quartiersentwicklung sich teilweise der Kontrolle kommunaler Gremien entzieht bzw. dass sich die Zielsetzungen der Quartiersentwicklung gegenüber den allgemeinen Zielen der Stadtentwicklung verselbstständigen. Da meist öffentliche Gelder für die Quartiersentwicklung zum Einsatz kommen, kann sich die Frage nach der demokratischen Rechenschaft ergeben. Rechtfertigen lässt sich dieses Modell, wenn die Vorzüge der Agilität größer sind als die Risiken, die durch die schwächere demokratischen Kontrolle durch die Kommune entstehen. Ein Beispiel für eine solche Stadtentwicklungsgesellschaft ist die HafenCity Hamburg GmbH, die sich zu 100 % im Besitz der Hansestadt Hamburg befindet (Abb. 1, S. 212). Es können auch private Unternehmen als Gesellschafter in die Entwicklungsgesellschaft eingebunden werden, etwa im Rahmen einer Public Private Partnership (PPP). Das Modell der Projektentwicklung allein durch private Träger ist im angelsächsischen Raum weitverbreitet. Dabei stellt ein Projektentwickler neben der Bebauung meist auch die gesamte Infrastruktur bereit und vermarktet diese zusammen mit den Gebäuden. Im besten Fall eignet sich das Modell dazu, ein koordiniertes Gesamtkonzept

bensraum, der gleichzeitig für individuelle und öffentliche Mobilitätsangebote sorgt, ist das Ziel vieler Akteure. Ein Ansatz liegt in der Vernetzung und Automatisierung: Alles interagiert mit Allem, um so Platz, Geschwindigkeit, Komfort und Sicherheit gewährleisten zu können.
Mobilität und Verkehr als dynamisches Tätigkeitsfeld für Ingenieure Mobilität zu gewährleisten oder zu verbessern, war von jeher eine der Hauptantriebsfedern für die Schaffung von Verbindungen und Verkehrsbauwerken, seien es Wege und Straßen, Brücken oder Tunnel, Bahnhöfe und Personenverkehrsknoten, Flughäfen oder Häfen, Güterverteilzentren etc. Verkehrsbauwerke prägen dabei im guten wie schlechten Sinne unsere Landschaften und Städte. Sie schaffen Verbindungen, verbrauchen Ressourcen wie z. B. Plätze in den Innenstädten, werden immer mehr Aufenthaltsund Begegnungsraum. Sie unterstützen die Wirtschaft durch die schiere Bau- und Erhaltstätigkeit (z. B. Autobahnbetriebsgesellschaften) wie auch durch die Ermöglichung effizienter Wirtschaftsprozesse (kurze Wege bedeuten schnelle Prozesse, Optimierung der Logistik etc.). Gute Verkehrsverbindungen sind zugleich eine wichtige Grundlage persönlicher Lebensqualität, schlechte Verbindungen können diese entscheidend beeinträchtigen – sei es durch schwierige Erreichbarkeit von wichtigen oder interessanten Zielen, durch mangelnde Leistungsfähigkeit und dadurch verursachte Stauungen, durch Lärm und schädliche Emissionen.

Renovation of a dilapidated farmhouse An old farmhouse near Schedlberg in the Bavarian Forest is the latest architectural intervention of the Munich-based architect Peter Haimerl – and an attempt to save a dying building tradition. Using a daring design, the architect brought the centuries-old farmhouse back to life. Although the dilapidated structure of the wooden construction was supplemented with glass and concrete – the traces of history remain visible and can be read off the structure of the house as well as the intrusions into its substance. The house near Schedlberg is monument of building
culture and its history in the Bavarian Forest. This book documents the project in a special way. With large images of the building, including designs and descriptive texts, the architecture of the house and its history is explained and illustrated. The artist duo of Edward Beierle and Jutta Görlich uses an associative series of photos to show the special location of the house at the edge of the forest, as well as the mysterious state of the house before its reconstruction, thereby bringing its history to life with imaginary fragments.

A concert hall in the Bavarian Forest As a result of structural changes in the Upper Palatinate, houses in Blaibach were abandoned, and schools, shops and restaurants closed. To revitalise the village centre, architect Peter Haimerl developed the design and implementation of a concert hall and civic centre with the support of baritone singer Thomas Bauer, a Blaibach native, and a group of engaged locals and sponsors and the urban development programme. While the shape of the new building suggests an ancient boulder, the excellent acoustics within has transformed the concert hall into
a cultural magnet for music lovers near and far. An adjacent dilapidated building was redeveloped as a civic centre for Blaibach citizens after undergoing extensive renovations and expansion. The new centre of Blaibach is documented with photos, designs and descriptive texts. In addition, the surroundings have been newly staged by the artist duo Edward Beierle and Jutta Görlich through their suggestive prints, with forgotten areas brought into focus and a new field between past and present opened up – the same as fashioned by the new architecture.
