Stratégie Nationale de la Formation Professionnelle 2021 mise en œuvre depuis bientôt un an, a fait l’objet d’une présentation captivante par M. Rachid Belmokhtar Benabdellah, Ministre de l’Education Nationale et de la Formation Professionnelle, devant un parterre de 60 Ambassadeurs et autres représentants de Gouvernements étrangers et Organisations Internationales accrédités au Maroc, et ce, lors de la 40ème édition du «Carrefour Diplomatique», organisée au siège de la Fondation Diplomatique.

he National Strategy for Vocational Training 2021, which has been implemented for almost a year, was the subject of a captivating presentation by Mr. Rachid Belmokhtar Benabdellah, Minister of National Education and Professional Training, before an audience of 60 Ambassadors and other representatives of foreign Governments and international organisations accredited in Morocco, during the 40th edition of the “Diplomatic Carrefour”, which took place at the headquarters of the Diplomatic Foundation.

Lors de cette rencontre, le Ministre Belmokhtar a annoncé que son département se penche actuellement sur la préparation du premier Forum Régional Africain sur la Formation Professionnelle, prévu en juillet prochain, en vue de renforcer les relations Sud-Sud, d’approfondir le partenariat dans ce domaine avec les pays africains et de partager les expériences réussies et les bonnes pratiques du système de formation professionnelle, et ce, conformément aux Hautes Orientations de Sa Majesté le Roi Mohammed VI, que Dieu L’assiste.

During this event, Minister Belmokhtar announced that his department is currently focusing on the preparations for the first African Regional Forum on Vocational Training, which is scheduled for next July, with the aim of strengthening south-south relations, deepening partnerships with other African countries in this area and sharing success stories and best practices in vocational training systems, in accordance with the distinguished guidance of His Majesty the King Mohammed VI, may God be with him.

Par ailleurs, cette rencontre a permis à l’assistance de s’enquérir des acquis et des expériences réussies du système de la formation professionnelle ainsi que de la réforme engagée dans ce domaine. Le débat engagé au cours de cette rencontre a été fructueux et hautement constructif et a permis de mettre en exergue la démarche adoptée dans l’élaboration de la SNFP 2021. Démarche qui a permis la participation de l’ensemble des intervenants et acteurs publics et privés concernés.

Moreover, this event gave those who attended the opportunity to enquire about the achievements and success stories of the vocational training system as well as the reforms that have been undertaken in this area. The discussions which took place during this event were productive and highly constructive, and helped to highlight the steps that were taken in the elaboration of the National Strategy for Vocational Training 2021, which ensured the participation of all the relevant public and private stakeholders and players.

Les objectifs, axes et leviers de cette stratégie sont en symbiose et en totale cohérence avec les orientations et les piliers de la vision stratégique de réforme 2015-2030 du conseil supérieur de l’éducation et de la formation et de la recherche scientifique. Et sur le plan de «l’équité et de l’égalité des chances», la Stratégie Nationale de la Formation Professionnelle (SNFP) vise à assurer et garantir «la formation partout, pour tous et tout au long de la vie». Une plus forte ouverture du système aux différentes catégories de populations est prévue et une attention particulière est accordée aux populations issues du milieu rural, des quartiers/communes cibles de l’INDH ou de familles à revenu limité. L’accès aux EFP publics est accordé en priorité aux jeunes issus de ces milieux. Leurs frais de formation dans les établissements de FP privée sont pris en charge par l’Etat. Au plan de la « qualité et du progrès individuel et sociétal » la formation professionnelle met particulièrement l’accent sur le développement des compétences clés (SoftSkills), parallèlement aux compétences techniques, et leur intégration dans les programmes de formation initiale et de formation continue.

The priority objectives and action points of this strategy are symbiotic and in total coherence with the policy guidelines and priorities of the strategic vision of the 2015-2030 reform of the Superior Council for Education, Training and Scientific Research and on the plan for “equity and equality in opportunities”, the National Strategy for Vocational Training (SNFP) which aims to ensure and guarantee “lifelong training everywhere, and for everyone”. A greater opening of the system to various categories of people is envisaged and special attention has been paid to people from rural areas, target neighbourhoods/ communities of the National Initiative for Human Development (NIHD) or low-income families. Access to public Vocational Education and Training (VET) for young people from these environments is also a priority. Their training fees in private vocational training establishments will be paid by the State. With the aim of achieving “high-quality and individual and societal progress“, the vocational training places special emphasis on the development of key competences (Soft-Skills), simultaneously with technical competences, and their integration in the initial and continuing training programmes. Les relations entre le Maroc et la République du Ghana ne cessent de se développer aussi bien sur le plan politique qu’économique. La visite royale a permis de renforcer davantage la coopération entre les deux pays. A Sa descente d’avion à l’aéroport international Kotoka à Accra, SM le Roi a été accueilli par le vice-président de

la République du Ghana, S.E.M. Mahamudu Bawumia. Par la suite SM le Roi a été salué par plusieurs hauts responsables ghanéens. Un accueil chaleureux a été réservé au Souverain à l’intérieur de l’aéroport. Le Président de la République du Ghana a réservé, le 17 février, au Palais présidentiel à Accra, un accueil officiel en l’honneur de Sa Majesté le Roi Mohammed VI. Le Souverain a eu des entretiens en tête à tête avec le président de Ghanéen. Au terme de ces entretiens, les deux Chefs d’Etat ont échangé des présents symboliques. Leadership Royal Par la suite, le président ghanéen a décoré le Souverain de l’Ordre de l’Etoile du Ghana, la plus haute décoration honorifique ghanéenne décernée par le président de la République. Sa Majesté le Roi a, de son côté, décoré le président ghanéen du Wissam Al Mohammadi, la plus haute distinction du Royaume. Le chef d’Etat du Ghana a tenu, à cette occasion, à saluer le leadership de SM le Roi au sein du continent africain et l’a félicité pour le retour du Maroc au sein de sa famille institutionnelle africaine.

is Majesty the King Mohammed VI went on an official visit to Ghana from 16th February to 18th February. Some 25 accords were signed, giving a fresh impetus to economic partnership. Relations between Morocco and the Republic of Ghana have continued to grow, both in the political and economic spheres. The royal visit was an opportunity to further strengthen the cooperation between the two countries. After he alighted from the plane at the Kotoka International Airport in Accra, His Majesty the King was welcomed by the Vice President of the Republic of Ghana, His Excellency Mister Mahamudu Bawumia. Subsequently, His Majesty the King was greeted by several high-ranking Ghanaian officials. A warm welcome was given to the Sovereign inside the airport hall. On 17th February, the President of the Republic of Ghana gave an official welcome ceremony in honour of His Majesty the King Mohammed VI at the Presidential palace in Accra. The Sovereign held tête à tête meetings with the President of Ghana. At the end of these meetings, the two Heads of State gave each other symbolic presents.

De Nouvelles Prespectives Pour le ministre délégué auprès du ministre des Affaires étrangères et de la Coopération, M. Nasser Bourita, l’objectif de cette visite royale est d’ouvrir de nouvelles perspectives de coopération avec la République du Ghana, pays « important et havre de stabilité dans l’Afrique de l’Ouest ». Partenariat diversifié Le renforcement du partenariat économique s’est concrétisé par la signature de 25 accords bilatéraux sous la présidence des deux chefs d’Etat. Ces accords portent sur les négociations pour la protection réciproque des investissements, la fiscalité, l’agriculture, la coopération industrielle, le partenariat public-privé, le climat, l’accompagnement des entreprises, l’électrification, le commerce, l’assurance, le secteur bancaire, les énergies renouvelables, la coopération scientifique et technique, le tourisme, la bourse… Le Souverain a adressé une invitation au Président de la République du Ghana pour effectuer une visite officielle au Royaume du Maroc dans les plus brefs délais. Au terme de Sa visite officielle, SM le Roi a adressé un message de remerciements au Président ghanéen. Intérêt régional Les deux pays entendent développer davantage leurs relations bilatérales à tous les niveaux. D’ailleurs, les dirigeants des deux pays ont réaffirmé leur engagement ferme et réitéré leur détermination à renforcer davantage la coopération sur un ensem-

Ils ont également convenu que les deux pays tiennent des discussions régulières de haut niveau et se soutiennent mutuellement lors des élections au sein des instances multilatérales. Outre le partenariat bilatéral, d’autres questions d’ordre continental doivent faire l’objet de concertation et de coopération entre les deux pays. Il s’agit notamment de la lutte contre le terrorisme et l’extrémisme violent sous toutes leurs formes. Les deux chefs d’Etat ont réaffirmé leur appui aux efforts régionaux et internationaux de lutte contre ce fléau. Ils ont convenu de joindre leurs efforts pour la revitalisation de la CENSAD en vue de lui permettre de jouer pleinement son rôle dans les domaines de la paix, la sécurité et la stabilité et du développement de ses Etats membres, en particulier dans la région du Sahel.

New prospects According to the Minister Delegate to the Minister for Foreign Affairs and Cooperation, Nasser Bourita, the objective of this royal visit is to open up new prospects for cooperation with the Republic of Ghana, which is an “important country and a haven of stability in West Africa”; On his part, the Vice President of the Republic of Ghana, Mr. Mahamudu Bawumia, affirmed that the royal visit will allow for the elevation of bilateral relations to a distinguished level, particularly in the economic sphere. Both countries have expressed their firm willingness to develop their economic cooperation through concrete actions. The Morocco-Ghana Business Forum, which held in Accra last January, allowed for the establishment of a suitable platform for partnerships in several promising domains.

The president of the National Chamber of Commerce and Industry of Ghana, Mr. Nana Dr Appiagyei Dankawoso, underscored that the Ghanaian government is being called upon to make more efforts towards improving the investment climate with the goal of creating jobs and promoting the Ghanaian national economy, On his part, the president of the General Confederation of Enterprises in Morocco, Madam Miriem Bensaleh Chaqroun, noted that within the context of unfettered globalization, Africa must follow the path and chart the course towards its own destiny, addressing shared challenges associated with job creation, emerging markets and the preservation of its identity.

Le Président zambien a saisi l’occasion pour saluer le retour du Maroc à l’Union africaine.

Une nouvelle synergie Les deux chefs d’Etat ont présidé, le jour-même, la cérémonie de signature de 19 accords gouvernementaux et de partenariat économique entre les deux pays portant sur divers domaines : les consultations politiques, les services aériens, la protection des investissements, la finance, les assurances, l’enseignement, la formation, le tourisme, l’agriculture, la technologie, l’industrie, les mines et les énergies renouvelables. A cette occasion, le président de la Chambre du commerce et de l’industrie de Zambie, M. Geoffrey Sakulan a salué la mise en place d’un Conseil d’affaires entre les deux pays, une structure de coordination, d’accompagnement et d’impulsion qui contribuera à la création de nouvelles synergies et d’une certaine complémentarité entre les deux économies. La visite royale en Zambie a permis d’insuffler une nouvelle dynamique aux relations aussi bien politiques qu’économiques entre Rabat et Lusaka. Le ministre zambien des Affaires étrangères, M. Harry Kalaba l’a qualifiée d’historique estimant qu’elle « ne manquera pas d’ouvrir la voie à l’approfondissement du dialogue bilatéral et à une meilleure concertation sur des questions d’intérêt commun sur le plan multilatéral».

Quant au ministre zambien des Finances, Félix Mutati, il a appelé les hommes d’affaires marocains à saisir cette opportunité et à porter plus d’intérêt au marché zambien précisant que son pays était ouvert aux investisseurs marocains qui peuvent bénéficier du climat des affaires et des opportunités offertes. An new synergy On the same day, the two Heads of State presided over the signing ceremony of 19 agreements on government and economic partnership between the two countries, covering diverse areas: political consultations, aerial services, the protection of investments, finance, insurance, education, training, tourism, agriculture, technology, industry, mineral resources and renewable energy. On this occasion, the president of the Zambian Chamber of Commerce and Industry, Mr. Geoffrey Sakulan commended the establishment of a Business Council between the two countries, which is a framework for providing coordination, support and impetus, and which will contribute to the creation of new synergies and a degree of complementarity between the two economies. On her part, the president of the General Confederation of Moroccan Enterprises (CGEM), Madam Miriem

Bensaleh Chaqroun, emphasized that the recent Moroccan-Zambian Business Forum has allowed for the identification of various sectors for collaboration, particularly the energy, agriculture, agro-allied, mineral resources, tourism, new information and communication technology (NICT), finance, infrastructure and housing sectors.

Le retour à l’UA salué Le retour du Maroc à l’union africaine a été salué par les responsables de la République de Guinée et à leur tête le chef d’Etat qui a souligné à la presse à l’occasion de la visite royale que les Africains comptaient beaucoup sur la présence du Maroc à l’Union africaine (UA) pour que cette instance ait davantage d’autonomie et puisse prendre en main les problèmes des Africains. Un nouvel élan Les deux chefs d’Etat ont visité, le 24 février, le projet de construction du point de débarquement aménagé de Temenitaye à Conakry qui vise à améliorer les conditions de travail et de vie des pêcheurs artisans, à augmenter les performances économiques de la pêche artisanale et à organiser et encadrer la profession. Ils se sont également informés de l’état d’avancement du projet de construction du point de débarquement aménagé de Bonfi à Conakry dont les travaux ont commencé en décembre 2015 et prendront fin en mars. Financé par la fondation Mohammed VI pour le développement durable et le ministère de l’agriculture, il vise à améliorer et à valoriser la qualité du produit, à consacrer la transparence des transactions commerciales et à augmenter le revenu des bénéficiaires.

Le Souverain et le président guinéen ont aussi visité le chantier de construction du complexe de formation professionnelle à Conakry avant de s’informer de l’état d’avancement des travaux de construction de l’hôpital mère et enfant dans la capitale guinéenne. Ils ont, par ailleurs, donné le coup d’envoi des travaux de construction d’une nouvelle mosquée à Conakry d’une superficie de 4.040 mètres carrés couverts. SM le Roi a fait don de 10.000 exemplaires du Saint Coran aux parties en charge de la gestion des affaires religieuses en Guinée. Islam modéré Le projet de construction de cette mosquée traduit le souci du Souverain de doter la ville d’un grand édifice qui comprend des dépendances culturelles, une école coranique, un espace de lecture en vue de promouvoir la pratique religieuse dans ce pays qui partage avec le Royaume les constantes de la foi et du rite sunnite, selon le ministre des Habous et des Affaires islamiques, M. Ahmed Toufik. «Ces initiatives royales visent à promouvoir un Islam modéré voulu par les populations africaines, et inspiré du modèle marocain conduit par SM le Roi »a-t-il indiqué. A ce titre, il est à rappeler que plusieurs étudiants guinéens bénéficient d’une formation à l’Institut Mohammed VI de formation des imams, morchidines et morchidates. Sharing Experiences On this occasion, the Minister for Agriculture and Maritime Fisheries, Mr. Akhannouch emphasized that Morocco desires to share its experience with Guinea, by virtue of the signed agreements which have to do with cooperation in the agriculture through the construction of a hydro-agricultural develop-

Le Maroc et la Côte d’Ivoire œuvrent conjointement pour renforcer leurs relations séculaires qui remontent à 1962. C’est dans ce cadre que s’est inscrite la visite d’amitié et de travail de SM le Roi Mohammed VI dans ce pays. À sa descente d’avion à l’aéroport international d’Abidjan, le souverain a été accueilli, le 24 février, par le président ivoirien, SEM. Alassane Ouattara, et la première dame de Côte d’Ivoire, Dominique Claudine Ouattara. Abidjan a réservé un accueil chaleureux et populaire à Sa Majesté le Roi. Le Souverain, accompagné de SA le Prince Moulay Ismail, a eu, le 27 février, au palais présidentiel à Abidjan, des entretiens avec le président ivoirien.

Projets structurants Le souverain a visité le 3 mars le chantier du point de débarquement aménagé (PDA) de Locodjro (commune Attécoubé, Abidjan Nord), et examiné l’état d’avancement de celui en cours de réalisation au Grand Lahou (150 kilomètres à l’ouest d’Abidjan). Ce qui témoigne de l’engagement royal permanent en faveur de l’amélioration des conditions de vie des citoyens africains, de la lutte contre la pauvreté et la précarité. Il s’agit d’une coopération SudSud réussie. La visite royale était l’occasion pour approfondir davantage ce type de coopération à travers des projets de la plus haute importance comme celui de la sauvegarde et de valorisation de la Baie de Cocody. Les deux chefs d’Etat ont présidé le 6 mars la cérémonie de présentation de l’état d’avancement de ce projet dont la première phase connaît un taux de réalisation très avancé. La seconde étape porte sur le développement de la baie et sa mise en valeur. Elle vise à améliorer le cadre de vie des citoyens et à consolider Abidjan, perle des lagunes, en tant que destination touristique de référence.

On March 6th, the two Heads of State presided over the presentation ceremony of the progress report of this project, the first phase of which is being constructed at a very rapid pace. The second stage involves the development of the bay and putting it to use. The new “Mohammed VI Tangiers Tech City” will stimulate the rapid development of economic activities in Tangiers and in all the Northern region of Morocco. It has to be integrated seamlessly into the industrial, commercial, residential, utility and recreation services, providing them with the latest technologies that are most suited to the exigencies of modern life. The new city will be developed on a land area of 2,000 hectares. Its construction will be spread over a period of 10 years, with a total investment estimated at 1 billion dollars.

Morocco-Chinese Partnership This project is part of His Majesty the King’s policy of diversifying economic partnerships with several countries, through numerous royal visits to China, Russia, India and several African countries.

On his part, the Chairman of the HAITE Group, Mr. Li Biao emphasized that “among the destinations that have opened up to Chinese operators, the Kingdom of Morocco occupies a top position, taking into account the robustness of its multiple resources”.

100,000 jobs As a whole, this project has to do with the building of an economic hub that is capable of creating 100,000 jobs, of which a minimum of 90,000 jobs will benefit the inhabitants of the Tangiers region. This project, which is supported by the cutting-edge manufacturing industry and the modern service industry, involves the establishment of 200 Chinese companies working in automobile manufacturing, aeronautic industry, aviation spare parts, electronic information technology, textile, machine manufacturing and other industries. The total investment of enterprises into the zone will reach 10 billion dollars after ten years. The President of the BMCE-Bank of Africa, Mr. Othman Benjelloun spoke along the same lines, affirming that this project should attract more than two hundred Chinese enterprises to the gates of Europe and thereby create tens of thousands of jobs

The celebrations marking this day, of which the theme for this year is “the Moroccan woman, between the challenges of economic empowerment and the constraints of social welfare”, continued with the projection of a documentary film on various activities and achievements of the UNFM. An exposition on the joint activities between African countries and the National Union of Moroccan Women was also presented on this occasion. Madam Aicha Nimaga - the wife of the Ambassador of the Central African Republic to Rabat and Dean of the Diplomatic Corps, commended the actions that have been taken every year by the UNFM, which benefit underprivileged people, particularly women. She also paid homage to the commitment and involvement of Her Royal Highness the Princess Lalla Meryem who in 2016 gave women from all over Africa the opportunity to become informed about the remarkable progress of Moroccan women and to share their experiences with other women from the continent. Furthermore, Madam Nimaga congratulated Morocco on its return to the African Union and commended the vision of His Majesty the King Mohammed VI for Africa. ans le contexte de la Tournée Royale en Afrique, et notamment dans certains pays d’Afrique de l’Ouest, et sur Très Hautes Instructions de Sa Majesté le Roi Mohammed VI, Que Dieu L’assiste, le Royaume du Maroc a informé, le 24 février, Son Excellence Madame Ellen Johnson Sirleaf, Présidente du Liberia et Présidente en exercice de la Communauté Economique des Etats d’Afrique de l’Ouest (CEDEAO), de sa volonté d’adhérer à cet ensemble régional en tant que membre à part entière. Cette demande se fait en conformité avec les dispositions du Traité fondateur de la CEDEAO, et en satisfaction totale de ses critères d’adhésion. La démarche du Maroc vient couronner les liens forts aux niveaux politique, humain, historique, religieux et économique avec les pays membres de la CEDEAO. Ces liens se sont renforcés aux cours des dernières années, à travers les 23 Visites Royales dans 11 pays de la région. Plusieurs centaines d’accords conclus au cours de ces Visites Royales, ont donné une impulsion forte à la coopération bilatérale avec les 15 pays membres de l’Organisation. Le Maroc entretient, également, des liens institutionnels avec la CEDEAO, à travers son Statut d’Observateur, obtenu depuis plusieurs années. A ce titre, le Maroc a participé à de nombreuses réunions de l’Organisation, et apporté sa contribution à ses activités, notamment dans les domaines liés à la paix et à la stabilité. Cette volonté d’adhérer à la CEDEAO s’inscrit, en outre, dans la Vision Royale de l’intégration régionale comme clé de voûte du décollage économique de l’Afrique. Elle intervient dans la droite ligne de la politique africaine du Souverain, couronnée par le retour du Royaume à l’Union Africaine. Ainsi, le Maroc concrétise sa disposition à contribuer aux activités de la CEDEAO et à apporter sa plus-value à son action, notamment dans les domaines de la stabilité, du progrès économique et du développement humain durable.

This request is in conformity with the provisions of ECOWAS founding treaty and meets fully its adherence criteria. This decision by Morocco comes to crown the strong ties, at the political, human, historical, religious and economic levels, with ECOWAS member states, said the ministry, recalling that these ties grew stronger over the past years thanks to the 23 royal visits in 11 countries in the region. Hundreds of agreements were concluded during these royal visits and gave strong impetus to bilateral cooperation with 15 member states of the organization. Morocco also has institutional relations with ECOWAS via its status of observer which was granted several years ago, said the ministry, adding that the Kingdom took part in many meetings by the said body and brought its contribution to its activities, mainly in relation with peace and stability. This will to adhere to ECOWAS is part of the royal vision for regional integration as a keystone for Africa’s economic takeoff, it added, underlining that it is in line with the sovereign’s African policy, crowned with Morocco’s return to the AU. Morocco is making concrete its keenness to contribute to ECOWAS activities and bring its value added to its action, notably in the fields of stability, economic progress and sustainable human development.

Mohammed Ali Lazreq a présidé, jeudi 09 février à l’Académie Marocaine des études diplomatiques, à Rabat, la cérémonie de clôture du cycle international de formation en diplomatie en langue anglaise au profit des diplomates de l’ASEAN. Dans son allocution d’ouverture, Mme Nadia El Hnot, Directrice de l’Académie, a souligné que cette formation s’inscrit dans l’esprit des dispositions de l’Accord d’amitié et de coopération en Asie du Sud-Est (TAC), signé en Septembre 2016 lors du dernier sommet de l’ASEAN à Laos. Dans le même sillage, la Directrice a rappelé que l’Académie a organisé un cycle de formation en diplomatie pour les diplomates du Myanmar et du Laos en 2015. Ce cycle de formation a duré deux semaines et a mis l’accent sur le système économique marocain, la coopération avec les pays asiatiques, la coopération Sud-Sud, l’expérience du Maroc dans le développement humain et la lutte contre le terrorisme. Le programme de formation a également compris des visites à portée économique, culturelle et cultuelle à différentes institutions et villes du Royaume. Sur un autre registre, les diplomates de l’ASEAN ont exprimé leur satisfaction du programme de la formation ainsi que leur gratitude à l’équipe de l’Académie pour leur hospitalité et leur accompagnement durant la formation qui a été pertinente et enrichissante. Cette cérémonie de remise de certificats et trophées s’est tenue en présence des Ambassadeurs de Thaïlande, de Malaisie et du Vietnam, et plusieurs responsables du Ministère et de l’Agence Marocaine de Coopération Internationale.

Thursday, 9th February, the Ambassador, Secretary-General of the Ministry of Foreign Affairs and Cooperation, Mr. Mohammed Ali Lazreq presided over the closing ceremony of the English language-medium international training course in diplomacy for ASEAN diplomats, at the Moroccan Academy for Diplomatic studies in Rabat. In her opening speech, Mrs Nadia El Hnot, the Director of the Academy, underscored that this training is in line with the provisions of the Friendship and Cooperation Agreement in South-East Asia (TAC), which was signed in September 2016 during the ASEAN Summit in Laos. She also recalled that the Academy organised a training course in diplomacy for diplomats from Myanmar and Laos in 2015. This training session lasted for two weeks and focused on the Moroccan economic system, the cooperation with Asian countries, South-South cooperation, Morocco’s experience in human development and the fight against terrorism. The training programme also included economic, cultural and religious-themed tours to institutions and cities in the Kingdom. The diplomats expressed their satisfaction with the programme as well as their gratitude to the Academy’s team for their hospitality and support during the training which was pertinent and enriching. This certificate presentation ceremony took place in the presence of the Ambassadors of Thailand, Malaysia and Vietnam, and several officials from the Ministry and the Moroccan Agency for International Cooperation.

Yousef Al-Othaimeen, en visite de travail au Maroc. Au cours de cette rencontre, les deux parties ont exprimé leur grande satisfaction des relations fraternelles et exemplaires existant entre le Maroc et l’OCI, saluant le niveau exemplaire et prestigieux atteint par cette coopération. Le Secrétaire Général de l’OCI a salué le rôle agissant et les efforts constants de Sa Majesté le Roi Mohammed VI, Président du Comité Al-Qods, dans la défense du statut juridique d’Al-Quds Al-Sharif et de son identité civilisationnelle, symbole historique de la coexistence entre les religions révélées. Tuesday, 7th February 2017, the Ambassador, Secretary-General of the Ministry of Foreign Affairs and Cooperation, Mr. Mohammed Ali Lazreq, hosted the Secretary General of the Organisation for Islamic Cooperation (OIC), Mr. Yousef Al-Othaimeen - who is on a working visit to Morocco - at the Ministry’s headquarters. During this event, they both expressed their great satisfaction with the brotherly and exemplary relations between Morocco and the OIC, commending the exemplary and prestigious level attained by this cooperation. The Secretary General of the OIC commended the proactive role and consistent efforts of His Majesty the King Mohammed VI, Chairman of the Al-Quds Committee, in the defense of the legal status of Al-Quds Al-Sharif and the identity of its civilisation, the historic symbol of coexistence between the revealed religions. Mr. Yousef Al-Othaimeen also commended the humanitarian and socio-cultural vocational projects being undertaken by the Bayt Mal Al-Qods Acharif Agency, an offshoot of the Al-Quds committee which is headed by His Majesty the King Mohammed VI, for the preservation of the identity of the Al Aqsa mosque and its protection against all forms of threats. The Vice President of the Municipal Council of the city of Laâyoune, the Director of the Regional Investment Centre as well as several other elected members of this city welcomed the Ambassadors for a friendly meeting in the big council hall. The priority areas discussed include the city’s urban development projects and the level of cooperation achieved. After looking at the models of several big, already completed projects, the Director of the Regional Investment Centre spoke in detail about the great socioeconomic indices of the Region, as well as resources that are yet to be exploited. In response to a question posed by the Chargé d’Affaires of Panama, who wished to know the nationalities of the big foreign investors in the Region, the Director of the Regional Investment Centre mentioned the USA, France, the Netherlands and Italy, to mention but a few. During the discussions, the the Ambassador of South Korea expressed the desire to be better informed about future infrastructural projects, particularly with respect to the future phosphate deep water port. histoire et l’évolution du système judiciaire marocain et les réformes engagées dans ce domaine ont été exposées, dimanche 26 février, devant des Ambassadeurs étrangers accrédités au Maroc, en visite à Laâyoune. Lors de cette rencontre tenue au siège de la Cour d’appel de Laâyoune, ces Ambassadeurs représentants différents pays ont suivi des exposés mettant en avant le bilan des activités de la Cour d’appel de Laâyoune et des tribunaux de son ressort, ainsi que les réalisations et les réformes accomplies dans le domaine de la justice au Maroc et les moyens logistiques et matériels mobilisés dans le cadre de la mise en place du projet de tribunal numérique. Au cours de cette rencontre, animée par le Premier Président de la Cour d’appel de Laâyoune, Mohamed El Bar, et le Procureur général du Roi près cette Cour, Abdelkarim Chafai, l’accent a été mis également sur l’approche adoptée dans le domaine des droits de l’Homme dans les Provinces du Sud, ainsi que les garanties prévues par loi pour des procès équitables au profit des justiciables. VIsite du Centre ONEE de désalinisation de l’eau Visit of ONEE station of water desalinization Le groupe des Ambassadeurs a visité la centrale de traitement de l’ONEE - Branche Eau, qui est chargée de la potabilisation et de la distribution de l’eau dans la ville de Laâyoune et sa région. Le responsable du centre a brièvement présenté l’évolution de sa station qui doit s’adapter à la forte croissance de la population de la ville. Plusieurs sites de pompages sont répartis aux abords de l’Atlantique et de la rivière jouxtant la ville de Laâyoune. L’eau saline pompée est filtrée et passe ensuite par l’étape d’ultrafiltration (technique de l’osmose inverse) qui lui permet d’être débarrassée du sel et des minéraux indésirables pour être ensuite injectée dans le réseau d’eau potable de la ville. Cette opération simple sur le papier nécessite néanmoins d’importants moyens car il s’agit d’une technologie très coûteuse, généralement réservée pour les bateaux. Le directeur du centre

The pumped saline water is filtered and then passes through the ultrafiltration step (technique of reverse osmosis) which allows it to be freed of salt and undesirable minerals and then be injected into the drinking water network of the city. This simple operation on the paper requires nevertheless substantial resources as it is very expensive technology, usually reserved for boats. The center’s director informed the Ambassadors that the inhabitants of Laayoune receive equalization, whereby production costs are amortized at the national level, which allows residents to benefit from the same national rate as anywhere else in Morocco. A further example of national solidarity with the inhabitants of the southern provinces. Le Commandant du Port d’El Marsa, situé à quelques kilomètres de Laâyoune, a présenté les activités portuaires aux Ambassadeurs. Ainsi, le port de pêche a vu transiter plus de 400.000 tonnes de marchandises en 2016 pour une valeur d’1.5 milliard de dirhams. El Marsa, c’est environ 450 bateaux de pêche et 2500 barques de pêche artisanale. Le port a déjà connu trois extensions. Quatre grands navires (jusqu’à 6 mètres de tirant d’eau) peuvent y accoster simultanément grâce à 270 mètres linéaires de quais. Le Port de Laâyoune voit transiter, outre les produits de la pêche et le sable phosphaté, du sable pour la construction, des hydrocarbures, des conteneurs, du clinker, du sel, ainsi que de nombreux “colis lourds”, nécessitant l’emploi simultané de deux grues, pour le secteur éolien en pleine expansion: ce dernier secteur représente à lui seul le premier client du port (33% des activités), viennent ensuite les phosphates (23% des activités).

quelques 100Km de la ville de Laâyoune, les Ambassadeurs et autres chefs de missions diplomatiques étrangers accrédités au Maroc ont été reçus par le Directeur de la mine de phosphates de Boucrâa, M. Maoulainine Maoulianine pour une visite exceptionnelle de la mine et de ses installations annexes.

Sud, à 100 km au sud-est de la ville de Laâyoune et à 1.200 km de Casablanca. Le gisement de Boucraâ, de type sédimentaire, présente 2 couches phosphatées. Discovered in 1947 The discovery of the phosphate field by the Spaniards in 1947, was the beginning of the industrial development of the village of Boucrâa. Exploited initially by a Spanish company, and later by the Phosboucrâa company (100% subsidiary of the OCP Group since 2002), the deposits of phosphate in Oued Eddahab are located in the Southern Provinces, 100 km southwest of the city of Laâyoune and 1,200 km from Casablanca. The Boucraâ deposits, which are of the sedimentary type, has 2 phosphate beds. Currently, only the first bed has been exploited with a production capacity in the order of 2 million tonnes per year. The Boucrâa site represents only 1.6% of the phosphate reserves in Morocco.

ticulièrement ardue. Compte-tenue de la distance séparant la mine du port de Laâyoune, un tapis roulant de 102 Km, le plus long au monde, a dû être construit. Sans autres accès aux ressources vitales (eau, électricité), une station thermoélectrique a dû être construite. Enfin, les aléas maritimes rendent dangereux l’accostage des navires et ce, plus de 180 jours par an. Cela rend l’exploitation des phosphates de Boucrâa quelques 2,5x plus chère qu’ailleurs au Maroc.

Investissements Lourds Afin de minimiser l’impact de ces contraintes à long terme, l’OCP a déjà investi, entre 1976 et 2010, l’équivalent de quelques 2 milliards de dollars américains dans le site. Quelques 1.7 milliards USD seront encore injectés ces prochaines années dans la constrution d’un nouveau port (wharf) ainsi qu’une unité de production d’acide phosphorique et d’engrais dédiée à l’Afrique. La mine de Boucrâa, quant à elle, bénéficiera d’une nouvelle unité de rinçage et de flotaison.Tous les revenus de la mine sont réinjectés pour assurer sa maintenance, son développement et soutenir les activités économiques et sociales de la Région.

des communautés locales.Ainsi, entre 2012 et 2020, 237 millions de dirhams ont été investis dans le club de sport, de loisir et de culture local. Les Ambassadeurs ont également pu visiter les 472 logements mis à disposition des employés au sein de la sité minière, ainsi que les annexes: restaurant, centre médical, hammam ayant nécessité une enveloppe de 277 millions de dirhams. Les activités de loisirs pour les enfants et les familles (centres d’estivages à Foum El Oued, Tantan et Dakhla ont coûté pas moins de 497 millions de dirhams. Une enveloppe de 62 millions de dirhams a été consacrée à la garderie et à l’école primaire dont plus de 1000 enfants ont

En décembre 2015, Phosboucrâa a lancé un programme de recrutement et de formation au profit de 500 jeunes issus des Provinces du Sud. Avec plus de 2300 postes, Phosboucrâa est incontestablement le premier employeur de la région.

Foremost employer Being the foremost employer of the Region, Phosboucrâa has a workforce of 2,300 persons distributed over three sites: the Boucrâa mine, the OCP port in Lâayoune for processing and shipping as well as administrative offices in Laâyoune. The Boucrâa site has several peculiarities which render the extraction process particularly arduous. Given the distance between the mine and the port of Laâyoune, a conveyor belt of 102 Km, the longest in the world had to be built. Without another access to vital resources (water, electricity), a thermoelectric station had to be constructed. Finally, the vicissitudes of Ocean make the docking of vessels dangerous for more than 180 days every year. This makes the exploration of phosphates in Boucrâa about 2.5 times costlier than elsewhere in Morocco.

Large investments In order to minimise the impact of these constraints over the long-term, the OCP Group has already invested the equivalent of about 2 billion US Dollars on the site between 1976 et 2010.

Some 1.7 billion US Dollars will be injected into the construction of a new port (wharf) in the coming years as well as a unit for the production of phosphoric acid and fertilizers dedicated to Africa. The Boucrâa mine will benefit from a new flushing and flotation unit. All the revenue from the mine will be reinvested into its maintenance, and towards development and support for the economic and social activities of the Region.

Social impact On many levels, Phosboucrâa has contributed to the welfare of its present employees and those who have retired, their families and local communities. Thus, between 2012 and 2020, 237 millions Dirhams have been invested in the sports club, recreation and local culture. The Ambassadors were also able to visit the 472 accomodation units made available to the employees within the mining site, as well as the ancillary facilities: restaurant, medical centre, and hammam (steam bath) which cost 277 million Dirhams.

The recreation activities for children and families (summer resorts in Foum El Oued, Tantan and Dakhla cost not less than 497 million Dirhams. A budget of 62 million Dirhams was devoted to the Daycare centre and the primary school which to date has benefited more than 1000 children. Lastly, a budget of 2 billion Dirhams will be devoted to the new technology hub: an international hub of education, technology and culture which focuses on Sub-Saharan Africa.

Local Priorities Priority is given to the locals in terms of employment. While they represented only 4% of the workforce in 1977, this percentage had increased to more than 62% by 2015. In December 2015, Phosboucrâa launched a recruitment and training programme which benefited 500 youths from the Southern Provinces. With more than 2300 positions, Phosboucrâa is unarguably the foremost employer of labour in the region.

Phosboucrâa Foundation

La Fondation Phosboucrâa Les Ambassadeurs ont ensuite été présentés à Mme. Hajbouha Zoubeir, vice-présidente déléguée de la Fondation Phosboucraa. Prennant la parole, elle informe les diplomates du rôl et des objectifs de cette Fondation, créée en mai 2014. Sa mission est de porter l’engagement social et sociétal du Groupe OCP dans les régions du Sud. La Fondation a également pour mission d’accompagner le développement socio-économique conduit par la filiale du Groupe, Phosboucraa, dans les régions de Guelmim Oued Noun, Laayoune-Sakia El Hamra, Eddakhla-Oued Eddahab. Sa vocation est de mettre en œuvre des actions de développement humain au profit des populations locales. Actuellement basée à Laâyoune, la Fondation mène son action à travers cinq principaux axes: le développement social et l’accompagnement de la jeunesse (la promotion de l’éducation pour tous, l’accès à la santé et l’amélioration des conditions de vie des populations les plus vulnérables); le développement agricole; la préservation de l’environnement; la conservation et la valorisation des patrimoines culturel et naturel et la redynamisation du territoire et l’amélioration de son attractivité économique et touristique. The Ambassadors were subsequently introduced to Mrs Hajbouha Zoubeir, Vice Chairman Delegate of the Phosboucraa Foundation. In her speech, she informed the diplomats about the role and the objectives of this Foundation, created in May 2014. Its mission is to reach out to the Southern regions with the social and societal commitments of the OCP Group. The Foundation also has the mission of supporting socio-economic development, in the Guelmim Oued Noun, Laayoune-Sakia El Hamra, Eddakhla-Oued Eddahab Regions. La cérémonie de pose de la première pierre pour la construction de cette clinique, rappelons-le, a été présidée en février 2014 à Bamako par Sa Majesté le Roi Mohammed VI qui était accompagné par le président malien S.E.M. Ibrahim Boubacar Keïta. Il s’agit d’une parfaite illustration de la coopération Sud-Sud et d’un ferme engagement du Maroc en faveur d’un partenariat solidaire et agissant au service des intérêts des peuples africains. Clinique moderne Réalisée par la Fondation Mohammed VI pour le développement durable sur une superficie globale de 5 hectares (don de l’Etat malien) dont 7.270 m2 couverts, cette clinique est dédiée aux populations maliennes. du Premier ministre malien M.Modibo Kéïta, la délégation marocaine a visité les différentes dépendances de cette clinique de référence de niveau 3 pour les maternités de la région de Bamako, et qui vise la fourniture de services périnataux spécialisés, la prise en charge de grossesses à risque et la limitation de la mortalité maternelle et infantile. Cette infrastructure devra prendre en charge les grossesses compliquées et les cas difficiles qui dépassent la capacité des autres structures sanitaires. Les femmes enceintes avec des pathologies cardiaques, d’insuffisance rénale et autres anomalies ont, en effet, besoin d’une prise en charge spécifiques. Un budget de 105MDH Fruit d’une collaboration entre Rabat et Bamako, cette structure moderne et intégrée dont la réalisation a nécessité un budget de 105 MDH, dispose de nombreux services: les soins intensifs et réanimations pour les mères, la réanimation néonatale, et la néonatalogie. Certains équipements vont fonctionner pour la première fois en République du Mali grâce à la coopération renforcée entre les deux pays. Le plateau d’exploration est équipé d’une radiologie avec radio conventionnelle

ultrasons et scanner, d’une angiographie, d’un laboratoire spécialisé, de deux blocs opératoires, de quatre salles d’accouchement, d’une salle d’accueil pour les familles accompagnatrices et d’une administration. Initiative saluée Réalisée dans un délai de 22 mois, cette structure sanitaire est d’une capacité globale de 79 lits, 5.000 naissances par an avec possibilité de traiter jusqu’à 2.000 césariennes, 1.400 admissions par an en soins intensifs et réanimations mères, et 470 admissions par an en néonatalogie et réanimation néonatale. Cette clinique, l’une des plus modernes de l’Afrique de l’Ouest, est dotée d’un effectif de 277 employés, dont 164 en personnel médical et paramédical. L’initiative marocaine est saluée par les responsables et citoyens maliens. Elle témoigne de la qualité des relations bilatérales maroco-maliennes. On February 23rd, under royal instructions, a Moroccan delegation inaugurated a perinatal clinic in Bamako, which was built by Morocco to contribute to the reduction of maternal and neonatal mortality in Mali. It may be recalled that the foundation-laying ceremony for the construction of this clinic, which held in Bamako in February 2014, was presided over by His Majesty the King Mohammed VI who was supported by the Malian President, His Excellency Mister Ibrahim Boubacar Keïta. It is a perfect illustration of South-South cooperation and the firm commitment of Morocco to a proactive partnership based on solidarity, in the service of the interests of African peoples. Budget of 105 million Dirhams This modern integrated facility, which required a budget of 105 million Dirhams, is the product of a good collaboration between Rabat et Bamako, and offers numerous

services: intensive care and resuscitation for mothers, neonatal resuscitation (severe cases requiring artificial ventilation), and neonatology. Some facilities are going to function for the first time in the Republic of Mali, thanks to the strengthening of cooperation between the two countries. The facility is equipped with a radiology department that has conventional X-ray, ultrasound and scanner, angiography, a specialised laboratory, two operating theatres, four labour rooms, a waiting room for accompanying family members and an administrative block. The initiative is commended This healthcare facility, which was built within 22 months, has a total capacity of 79 beds, 5,000 deliveries per year, with the possibility of handling up to 2,000 caesarean sections, 1,400 admissions per year in the maternal intensive care and resuscitation unit, and 470 admissions per year in the neonatology and neonatal resuscitation unit. This clinic, which is one of the most modern clinics in West Africa, has a staff strength of 277, of whom 164 are medical and paramedical personnel. n Thursday, 9th February, in Rabat, the President of the House of Representatives, Habib El Malki, emphasized on the need for national parliaments in Africa to find new paths for cooperation in order to speak out for Africa and defend its interests. “National Parliaments in Africa must seek for new areas of cooperation in order to speak out for Africa, defend its interests, make known the actual situation on the continent and correct the stereotypes about our situations”, he indicated during a meeting with Ambassadors and representatives of African countries accredited in Morocco. “Even though we have mechanisms for multilateral parliamentary cooperation, including the African Parliamentary Union and the Pan-African Parliament, we need to strengthen bilateral cooperation with national parliaments, through parliamentary

friendship groups which must constitute mechanisms of support and sustenance between African peoples and for parliamentary action”, emphasized Mr. El Malki. He nevertheless placed emphasis on the need to go beyond the “traditional aspects of parliamentary cooperation”, through the sharing of expertise, mutual support, the organisations of training sessions for the benefit of national parliamentarians and parliamentary sabbatical exchanges, putting in place parliamentary networks for interactions in the area of information technology, among others.

Furthermore, the President of the House of Representatives revealed that the Moroccan Parliament has had significant experience in the area of international cooperation and is ready to share its modest experience, while also learning from the experiences of brother countries, emphasizing that Morocco’s joining of the Pan-African Parliament will be productive and instructive, especially since the Moroccan Parliament will contribute to the development of the work of this continental institution and to the strengthening of its presence on the international stage.

Maroc au Parlement panafricain sera productive et instructive, d’autant plus que le parlement marocain contribuera au développement de l’action de cette institution continentale et au renforcement de sa présence au niveau international. Il a aussi relevé que cette rencontre s’inscrit dans le cadre d’une conjoncture qui connait des changements profonds et qui aura une répercussion importante sur la situation du continent africain et dans un contexte spécifique qui fait que “l’Afrique d’aujourd’hui est différente de celle d’hier, puisque les approches et les notions du siècle dernier nécessitent une révision et une mise à jour”. Concernant le retour du Maroc à l’Union Africaine (UA), M. El Malki a estimé que cette initiative constitue “un succès d’un projet continental et la consolidation de la présence du Royaume dans le continent africain, d’autant plus qu’il constitue un succès pour la diplomatie marocaine et pour la sagesse africaine”, ajoutant que ce retour traduit le renforcement des relations de confiance et de partenariat bilatéral et multilatéral avec les pays africains, selon une nouvelle conception de la coopération Sud-Sud. De leur côté, les ambassadeurs et représentants des États Africains accrédités au Maroc ont mis l’accent sur la nécessité d’une meilleure coordination entre les Parlements nationaux, relevant l’impératif de renforcer la coopération dans le domaine parlementaire et aller au-delà des acquis déjà accumulés pour donner l’image d’un continent africain marqué par une meilleure représentativité, par le respect des droits de l’homme, par la démocratie et par le développement au service des pays africains. Ils ont, par ailleurs, mis en avant le besoin de développer les échanges dans le domaine de l’information, de la communication, de la formation, des administrations parlementaires respectives et en matière d’usage des nouvelles technologies, émettant le souhait que l’expérience du Parlement marocain soit un plus et impacte positivement les rela-

tions déjà existantes avec les Parlements des pays de l’Afrique. Les différents intervenants ont aussi précisé que cette initiative, qui intervient au moment où le Souverain poursuit sa visite en Afrique et à point nommé avec le retour triomphal du Maroc à sa grande famille africaine, renforcera les relations multilatérales, rapprochera davantage les populations des différents pays et encouragera l’échange fructueux. L’accent a été également mis sur le rôle que le Maroc devrait jouer au sein de cette institution et sur sa contribution au développement des compétences au sein du continent africain qui fait face à de nombreux défis, notant que les Parlements sont les porte-voix de la population, de leurs aspirations et de leurs attentes en termes de coopération Sud-Sud. Cette rencontre, à laquelle ont pris part les Ambassadeurs et autres représentants d’une trentaine d’États africains accrédités au Maroc ainsi que les représentants de la Fondation Diplomatique a été une occasion non seulement de mettre en avant le rôle du Parlement marocain dans la stabilité aux niveaux régional et continental, mais aussi d’échanger les idées et les visions autour de questions liées au destin du continent africain.

With respect to the return of Morocco to the African Union (AU), Mr. El Malki reckoned that this initiative is “a successful continental project and the consolidation of the Kingdom’s presence in the African continent, and moreover, it is a success story for Moroccan diplomacy and African wisdom”, adding that this return translates to the strengthening of relations based on trust and bilateral and multilateral partnerships with African countries, according to the new understanding of South-South cooperation. Besides, he discussed the speech given by His Majesty the King Mohammed VI to leaders at the 28th AU Summit in Addis-Ababa, and stated that it “will remain an historic speech, a reference for a significant transition phase in the relations between Morocco and brother African

countries and friends”. On their part, the accredited Ambassadors and representatives of African countries in Morocco emphasized the need for better coordination between national parliaments, placing emphasis on the need to strengthen cooperation in the parliamentary area and to go beyond what has already been achieved, in order to project an image of Africa that is marked by better representativeness, respect for human rights, democracy and development for the benefit of African countries. Furthermore, they also emphasized the need to develop exchanges in the area of information, communication, training, respective parliamentary administrations and in the use of new technologies, expressing the desire that the experience of the Moroccan parliament will impact more positively on the already existing relations with the parliaments of African countries.

The various speakers also stated that this initiative, which comes at a time when the Sovereign is on his tour of Africa and in time with the triumphant return of Morocco to its great African family, strengthens multilateral relations and will lead to further rapprochement between the peoples of various countries and thereby encourage productive interactions. Emphasis was also placed on the role which Morocco should play within this institution and on its contribution to the development of competences on the African continent which faces numerous challenges, noting that parliaments are the representatives of the population, their aspirations and their expectations in terms of South-South cooperation. This event, which was attended by accredited Ambassadors and other representatives of about thirty African countries in Morocco, as well as representatives of the Diplomatic Foundation, was an opportunity to not only highlight the role of the Moroccan Parliament in regional and continental stability, but also for the sharing of ideas and insights about the issues which are pertinent to the future of the African continent.

In a demonstration of support, nine Heads of States and Governments from the subregion traveled to Gambia in order to impart a special resplendence to this occasion which marks a definite end to several weeks of political crisis with the outgoing President, Yahya Jammeh. On Friday evening, at about 11pm, the Bakau Stadium - the venue of the ceremony, located in the western part of Banjul, was stormed by boys and girls, dressed in their country’s na-

Late in the morning, Gambian ministers, diplomats and official delegations had difficulty making their way into the stadium which was already full to capacity. La musique des forces armées qui a accompagné les défilés militaire et civil, l’exécution répétée de l’hymne national gambien et surtout les 21 coups de canon tirés pour respecter la tradition militaire dans ces circonstances, avaient encore rendu plus festif le déroulé de l’évènement.

His Majesty the King Mohammed VI was represented by the President of Parliament, Mr. Habib El Malki who delivered a message from the Sovereign to the new Gambian President. Before the President of the Supreme Court and tens of thousands of witnesses, President Adama Barrow once again took the oath of office. In his closing speech, before thousands of children, Adama Barrow listed his priorities, placing emphasis on social issues: “The time of change has come in Gambia, that of a new Gambia. Yes, the hour has come... This victory of democracy belongs to all Gambians. We are working together to improve access to better nutrition and potable water as well as free universal basic education”. The people could not but cry in excitement with every word pronounced by their President. The music played by the armed forces, which accompanied the military and civilian parades, the repeated performance of the Gambian national anthem and especially the 21-gun salute in respect of the military tradition in these circumstances, added even more festivity to the events.

A l’entame de la rencontre, M. Abdelati Habek, le Président de la Fondation Diplomatique, et après avoir souhaité la bienvenue aux participants, a signalé que cette événement s’inscrit dans le cadre des séances de réflexion et d’échanges entamées avec le Corps Diplomatique et les membres de la haute administration et intervient, surtout, dans le cadre de l’intérêt qu’accordent, la Fondation Diplomatique et les Ambassadeurs, aux différentes reformes stratégiques et structurantes engagées, par le Royaume du Maroc, dans divers domaines notamment celui de la formation professionnelle. Mr Habek a, par ailleurs, précisé que cette rencontre est l’occasion de débattre activement sur le système de la formation professionnelle au Maroc, ses acquis et nouveautés inscrits dans la Stratégie Nationale de la Formation Professionnelle 2021. L’ambition recherchée, étant, de nourrir des réflexions quant au développement des différents systèmes de la formation professionnelle entre les pays présents, notamment avec les pays africains très largement représentés lors de cette 40ème édition du “Carrefour Diplomatique”. Mr. Jean-Christophe Bertrand, Secretary General of the Diplomatic Foundation gave a brief summary of the professional background of the Minister, and subsequently invited him to briefly discuss the salient points about the reform of the Vocational Training sector. The achievements of the Vocational Training system and the success story of Morocco in this area were highlighted by the Minister.

At the beginning of this event, Mr. Abdelati Habek, the President of the Diplomatic Foundation, after welcoming the participants, indicated that this event is part of the reflection and interaction sessions initiated in association with the Diplomatic Corps and highranking administration officials and demonstrates above all, the interest of the Diplomatic Foundation and the Ambassadors in the various strategic and structural reforms, being undertaken by the Kingdom of Morocco in various areas, particularly in the area of Vocational Training.

In this regard, his speech covered several points on the National Strategy for Vocational Training 2021, particularly: the involvement of all public and private stakeholders and players in the elaboration of this strategy but also the coherence of the objectives, priorities and leverages of this strategy, with the policies and priorities of the strategic 2015-2030 reform by the Higher Education, Training and Scientific Research Council.

Premature drop-out In response to questions from the Ambassador of Poland, His Excellency Mister Marek Ziolkowski, and the Ambassador of Panama, Her Excellency Madam Gloria Young, on the reasons for school drop-out, particularly among young girls, the Minister insisted on the need to address the real causes of this scourge, by making school attractive for pupils, sensitizing families about the importance of education and leveraging on the very positive influence of mothers in this area, as confirmed by several studies and research findings. As an example, he mentioned the project to create “mothers’ associations” in public schools, which is being envisioned by the department concerned.

Il constate que sur le marché du travail, les filles sont moins nombreuses. Ce qu’il attribue notamment aux pressions familiales qui poussent une grande partie de filles à revenir au foyer. Répondant à une question de l’Ambassadeur de Bulgarie, S.E.Mme. Boriana Siméonova, sur les mécanismes garantissant la continuité de la mise en œuvre de cette stratégie quinquennale, M. Belmokhtar a indiqué qu’un projet de loi cadre devrait être adopté pour acter juridiquement toutes les dispositions. L’approche de concertation menée auprès des différents acteurs est aussi un gage de continuité.

The concerted manner in which the various stakeholders were approached is also a measure of continuity. With respect to the question about the quality of training, which was asked by the Am-

Developing further Mothers’ Associations for the Public School

A ce titre, le ministre a signalé qu’il a été très important d’aller vers l’orientation des jeunes vers les formations professionnelles au lieu qu’ils optent par défaut pour des parcours universitaires qui ne sont pas demandés par le marché de l’emploi. On his part, Mr. Alexis Le Cour Grandmaison, the Deputy Head of Mission of the Embassy of France, wondered about the possibility of opening “Development centres” of Vocational Training to young students. In response to this question, the Minister recalled the objective of these numerous “Development centres” which allow for the streamlining of investments by pooling resources specifically with respect to costly equipments dedicated to the teaching of music, theatre arts, access to libraries and New Information and Communication Technology (NICT) equipment. In this regard, he announced the upcoming opening of these Vocational Training centres for young interns, beginning from the next resumption. Pour sa part, S.E.M. Ismaila Nimaga, Ambassadeur de la République Centrafricaine et Doyen du Corps Diplomatique, a pris la parole pour remercier, Monsieur le Ministre, le Secrétaire Général du Département de la Formation Professionnelle et leurs collaborateurs pour tous les efforts déployés, notamment pour l’accueil des étudiants des autres pays africains au Maroc et a exhorté le Ministre d’appuyer davantage l’utilisation intégrale de la langue française, face aux problèmes rencontrés par certains stagiaires d’Afrique francophone suite à l’utilisation intermittente de la darija par les formateurs. A l’issue du débat, le Ministre a tenu à remercier les Ambassadeurs et autres chefs de missions diplomatiques pour cette rencontre très riche, qui a été marquée par un vrai débat interactif, hautement constructif grâce aux remarques et aux questions des uns et des autres et à l’échange d’expérience qui était fructueux. oing Business with Togo était le thème du séminaire économique organisé par l’Ambassade du Togo au Maroc, en collaboration avec l’Association Marocaine des Exportateurs «ASMEX» et le Groupe HESTIM, le lundi 20 mars 2017. L’objectif principal de ce séminaire, qui s’est tenu en présence du Prof. Koffi Sodokin, Conseiller Economique du Président de la République du Togo, de M. Germain Méba, Président de la Chambre de Commerce et d’Industrie du Togo et M. Tchakoura Gnon, Chef Division Etudes et Législations de l’Office Togolais des Recettes, était de renforcer la coopération économique bilatérale par la mise en relation des opérateurs économiques des deux pays pour un partenariat Sud-Sud fructueux. Il s’inscrit dans la droite ligne de la nouvelle vision panafricaine des plus hautes autorités des deux pays. «Doing Business with Togo» a permis de présenter les opportunités d’affaires et d’investissement au Togo, les atouts de la zone franche togolaise, les appels d’offres et marchés publics au Togo, les facilités d’ouverture de bureau, représentation ou filiale et également la fiscalité douanière. Plus de 140 opérateurs économiques intéressés par le marché togolais ont participé à cette première rencontre du genre.

This was perfectly in line with the new pan-African vision of the highest authorities of the two countries. “Doing Business with Togo” presented the business climate and investment opportunities in Togo, the advantages of the Togolese free zone, the tenders and public contracts in Togo, the facilities for opening a new business, office, representation or subsidiary as well as customs incentives.
