The challenges of 2020 (sigh) have been something, and they are not about to let up. The long winter is ahead and I hope you find the Laura Ingalls Wilder books and Winter Tips helpful amidst these different times. The pioneer days do keep things in perspective. The holidays will still come. As COVID has already risen throughout the world, it will be different with family travels being affected. Many of us may not have our traditional gatherings. Keep adapting and remember, it will not always be this way. With the upcoming Christmas Season, kudos to our churches who have also adapted–learning and implementing new technologies to bring online services available to many. God’s peace and presence. Kudos to our school district staff and students, our postal workers, and the many businesses that have taken extra measures for our safety. Keep wearing those masks, washing those hands and keeping safe distances. This too shall pass.

Concepts begin with “thumbnail” sketches and a folder of saved ideas. These are the framework for beginning an issue of Discovering De Soto. These “pieces” are then put together intricately and cohesively, as they unfold into a 32-page puzzle. Finding just the right place for advertisers and features, designing pages to be well-balanced and have good flow. Each issue often times reminds me of working on a puzzle. With a framework, tweaking, editing, adapting last-minute changes, being fluid and concrete. Pdf files are sent online to my printer. Proofs are prepared, plates made and the job is run on a Heidleberg Press. The magazine is then folded and stitched. Once completed, it is delivered to our local De Soto Post Office in sorted bins, and delivered by your postal carrier to your mailbox. Printing and distribution funded by the City of De Soto.

Business news . Exploring Milburn Civil Engineering expands Downtown building for growing business

Milburn Civil Engineering began as a one-man shop in August 2015, based out of owner Justin Milburn’s home. Today, the company is located in downtown De Soto, at 33135 West 83rd Street, with a total of five employees. As the business continues to prosper, Justin was proactive in expanding the building he’s owned since 2016, preparing for future endeavors and his ever-growing business. “Before the expansion, we were roughly 1,400 square feet and the building took up half of the lot,” Justin explained. We added 2,800 square feet and have tripled the square footage of the office space.” The expansion will accommodate 20 - 25 employees, and adds a new conference room. Justin’s wife, Shelly Doris Milburn’s Real Estate office, is also located in the building. Once the expansion is completed, Shelly will occupy the front office space that includes the original conference room. “My business is planning and creating plans,” Justic adds “It is a long process, from getting ideas down on paper, getting plans approved, breaking ground and seeing the finished product.” The planning process for the building expansion began in May 2019, and is expected to be completed by midto late November. The original building will also include some remodeling with a completion date by mid-December. Justin and his team have been involved in multiple projects that have contributed to De Soto’s growth. Those projects include: USD 232 parking lot parking/access road, K-Ten Place Apartments, HIKE Properties re-plat, Custom Foods building expansion, Cedar Valley Forest site plan and various City of De Soto projects.

“We’re very fortunate to be working in the town and doing business with local people, so it makes it exciting for me,” Justin noted. In the five years Milburn Civil Engineering has been up and running, MCE has completed over 230 successful projects with approximately 90 percent of those engineering projects being from repeat clients. “Our work and our plans speak for the level of quality that we do,” Justin stated. “That makes me happy when people recommend us based on our work.” Civil Engineering involves a lot of planning and plan preparation or as Justin explains, “We create plans for contractors to build from.” However, there is so much more behind the planning and plan preparation to take into consideration. We look at the terrain, sanitary and storm sewers, and waterlines. A lot of our work is underground or beneath the pavement that everyone uses on a daily basis.” Justin explained. If you have recently visited us in City Hall, you probably noticed our current construction! Lasting several months into next year, the lobby and surrounding entrances are getting a security makeover. At the heart of this safety transformation is the redesigned and secured main entrance. When visitors enter the front doors and walk up the steps, they will be immediately greeted on their right at our new guest services window, fitted with secure glass, a natural voice port for clear communication, and a transaction tray. Here, residents can more quickly pay utility bills, ask questions, pick up or drop off forms, get Court Clerk assistance, or be directed to their desired destination. This is a significant benefit for people who have never visited City Hall before; instead of searching individual offices for their needed department, visitors will be welcomed and guided by front desk staff. Quick exchanges with the City of De Soto will be easier than ever! Past the transaction window will be the new set of staff-accessible security doors that lead into the administration offices. Johnson County Public Works has decided to postpone all Wyandotte Bridge construction until the spring of 2021. The multi-month project, which will cause increased travel time for our residents and employees, has been delayed since early 2020 due to COVID-related issues and backlogs. With the winter season approaching and the safety of bridge-using travelers in mind, Johnson County felt it was best to delay construction until warmer weather. The City recently adopted a new economic incentive policy which is used to promote the growth of jobs, investment, and revitalization in the local economy. Our "ahead-of-the-curve" policy targets specific industries or businesses and uses areaspecific incentives to encourage them to develop in certain parts of the city. We continually update our long-term land use, infrastructure, and strategic plans to clearly identify and communicate desired future growth patterns and governing policies that align with our mission, vision, and values statements. We plan for the best use of De Soto's land, which is the development that would most benefit the city, its businesses, and the residents. This vision is documented in the Comprehensive and Strategic Plans found on the City website.

While the east and west entrances to the administrative offices will be only accessible by staff, providing a secured area for employees, the ground-level ADA entrance will continue to remain open. City Planning & Capital Projects Director Brad Weisenburger said, "What we don't want is City Hall to feel inaccessible, and it's our goal to make this an easy change for everyone. For our guests that need ADA accommodations, the elevator will still be available and take you to the first floor. As soon as you exit the lift, we added another secure transaction window with credit card machine; you'll just ring the doorbell and a front office staff member will come assist you."

Although these City Hall upgrades have been in progress since 2018, the necessity for increased security has been around much longer. City Clerk Lana McPherson said, "Since we moved our admin offices to this building, which once housed a high school and then middle school, we have discussed the need for an expanded safety plan."

Lana continued, "First and foremost, it's about the safety of our employees, especially our frontline staff who work with the public each day. If there ever were an emergency, we want our employees to know they are protected and there is a system in place for them. We are actually one of the last cities in Johnson County to implement a security system, with communities much smaller than ours upgrading years ago. We will always have that small-community feeling and service at City Hall, but now we are providing that comfort of security to our employees as well."


Prior to the new policy, we were attempting to achieve those initiatives with a one-size-fits-all incentive program that did not offer prospective businesses much guidance about which incentive requests would be viewed favorably. The new policy is a much better tool to incentivize the types of developments in appropriate areas of the city that align with our land use and infrastructure planning. Through consultation with the Economic Development Council (EDC), our new incentive policy was developed to provide applicants a roadmap to help them better decide if they want to pursue an incentive in a certain district for a particular business. It sets the level of expectation of where we want developers to grow and what they can expect to receive in the way of incentives to begin their project. Moreover, it represents the vision that we are focused on projects like the expansion of existing businesses, adding affordable housing options, downtown

redevelopment, and creating skill development opportunities for our existing workforce. For example, a developer can expect that if they develop their business downtown, they are eligible for a tax abatement of 100% for up to 10 years. If they build near K-10 highway, the tax break is capped at 50%. While the policy offers guidance that better shows where the City and EDC want to direct resources, the intent is not to rule anything out. It is designed to be flexible and stay current with De Soto's needs. Any business looking to call De Soto home now has a better guideline but should know the policy is fluid and can be changed as our strategic plans and objectives change. While the pandemic events of 2020 were not what we had in mind, the security renovations come at a much-needed time.

During April and May of this year, we were closed to the public due to COVID-19; our current infrastructure would not allow us to provide front desk staff and visitors a safe way to interact. While we still internally functioned as normal, residents were unable to freely come into to City Hall to pay their bills, visit the building department, or just ask questions in person. City Administrator Mike Brungardt said, "Now, we are ready and will be prepared. The new glass-separated transaction window will allow us to provide a hygienic and safe interaction for our staff and visitors. Instead of closing our doors, we will be able to continue to provide face-to-face service during a potentially similar shutdown; while not the original purpose, added hygiene safety is the cherry on top." 99

Even with the rainy and cold weather days, you can continue your excercise program indoors inside the City of De Soto Gymnasium. Walk laps, walk up and down the bleacher stairs, and shoot hoops indoors in the spacious City gym. (Note that there is plenty of space to walk around the perimeter of the gym, with those practicing their basketball shots.) • Masks are currently required inside De Soto City Hall. However, per current mandates, masks are not required inside the gym when exercising or working out.

Many lessons can be gleaned from these delightful, inspiring books about life on the prairie. All ages will enjoy the writings about fortitude, determination, optimism, hardwork, wholesome adventure and survival of the pioneer days. A great read for both kids, young and old! As I am writing and laying out this page at the end of October, it is snowing outside. A perfect day to share the Little House on the Prairie books. Though in Kansas, by the end of the week it will be 60 degrees. Throughout our Winter, we can expect an occassional reprieve from winter. However, this year will not be without its challenges, as the pandemic continues on and on. As you step into the struggles and hardships of the pioneer days, it is my hope that you will come to appreciate all that we have during these current times. Remember, this too shall pass. Below are additional tips and suggestions on how to cope in the long winter ahead...

A lot of that hinges on the narratives I model for my kids. We can give our kids one of two perspectives. That of victimhood...Or that of empowerment: We need to acknowledge and work through their real feelings, and give them permission to feel fear, doubt, rage and sadness, just as we do. But beyond that, we also need to give our kids hope. We need to help them see this as a temporary season, to give them some sense that their world, while being profoundly changed, will not be forever marred.

“Remember and Reminisce”

Recall and relive special memories, trips and gatherings by posting on facebook, sending a text, or writing out and journaling. Homebound this Winter gives you the time to compile those photo albums or order one online. Making vacation albums or a family cookbook make great gifts and momentos. Send holiday memories of past celebrations, if you will not be together this year.

“Make plans for the future”

Start planning for when traveling will become safer and/or find a safer way to travel. Research airline safety practices that are being implemented, find a road less travelled and bring Lysol, wipes and masks along. Think ahead for future family gatherings and start planning. It is good to have something to look forward to.

“Light up your home and lighten up.”

Put up those Christmas lights early and keep them up till Spring. The ambiance and warmth of light help soothe the soul, along with candles flickering in the room and the warmth of a fireplace or woodburning stove (which helps me get through winter). Note that natural lighting lamps can help with SAD (seasonal affective disorder) and makes a great gift. And lighten up with laughter– which is great medicine for all.

The Laura Ingalls Wilder Little House on the Prairie Series holds special childhood memories. My daughter, Chesney, and I were part of a hands-on book group in our prior home in Moline, Illinois. We read each book, made lye soap, and candles. Make your own treasured memories this winter.

Visit the Little House on the Prairie Site & Museum The museum stands on the original land where Laura Ingalls Wilder lived with her family in a one-room log cabin in 1870. Since this is an outdoor museum, it is presently open, but contingent on weather conditions. Masks are requested. The cabin was rebuilt in 2018 and is open to the public. $3 adults $1 Children Proceeds benefit the site, its operation and upkeep. The historic site also includes a one-room school house from 1872, post office and farm house. Open Wed-Sunday 10 am to 3:30 pm. Located 13 miles southwest of Independence, Missouri. Too cold to go outside, or a rainy day...make dashes with removable painters tape or strips of fabric and have your kids follow the trail in and around your home...up and down stairs...around furniture. Also consider walking the perimeters of uncrowded stores.

Not everyone can get outside to enjoy fresh air. Recently I sent a friend in hospice who was bedridden photos of our property. Her precious text to me was a special blessing:

Special Board of Education Meeting, September 28

At the direction of the Board of Education, District Superintendent Frank Harwood formed a COVID-19 Advisory Committee to make recommendations on COVID-19 school gating criteria– assisting the Board in future student learning environments decisions. The Board of Education also shifted elementary students (Pre-K through 5) to On-Site Learning, effective Thursday, October 8. This decision aligns to current public health guidelines within the parameters of the Kansas Schools Gating Criteria. Students in the parent-choice optional remote learning model are not affected. 2020 District Student Art Awards and Cedar Trails Exploration Center/Work-Based Learning Initiative presented virtually November 2 to Board of Education

Students from each school in the USD 232 School District were honored virtually this year at the board of education meeting that was streamed on November 2. Artwork was selected by district art teachers, created from the prior school year, and will become part of the district’s permanent art collection in the district office. Students and artwork are shown on page 24. Cindy Swartz, USD 232 Career and Techinical Coordinator, presented to the board information about The Cedar Trails Exploration Center and Work-Based Learning Initiative. Students will have the opportunity to connect their interests, skills and goals with career opportunities through Career Awareness, Career Exploration and Career Preparation. Exicting opportunities are ahead for our district’s students as Cedar Trails Exploration Center opens in 2021 and the Work-Based Learning Initiative continues to be developed and implemented.

ACT scores remain strong; more students taking exam Students in USD 232 continue to score above state and national peers on the ACT College Readiness Exam. According to official 2020 data released by ACT, district students recorded a composite average of 23.3. The score represents a slight decrease compared to the previous year of 23.5, but remains above the state average of 20.4 and nationally 20.6 for 2020.

The USD 232 band and choir holiday performances are highlyanticipated events for the school district’s students, parents, and community members alike. However, like most public performances in 2020, these concerts will face obstacles and limitations due to the COVID-19 pandemic. Both the Mill Valley and De Soto High School bands are hopeful that in-person productions will be possible. If the district allows live concerts, the DHS band would perform in the school’s gymnasium, with limited seating being a challenge. DHS band director Matthew Bradford would need to split the band into groups, allowing family members and friends to view a portion of a performance. A livestream would also be available online. Mill Valley recently added a performing arts center, seating 800. MVHS band director Debra Steiner expects this seating amount to be satisfactory. Many options have been presented by the directors, including a meshed recording of multiple individual performances, or a live-streamed video of a combined musical display. With both band performances quickly approaching, a final decision is expected to be made by mid-November. The district’s high school choirs are currently anticipating live performances, following the Kansas State High School Activities Association’s instruction. KSHAA allows singers to perform for a thirty minute time period while wearing masks and remaining six feet away from other performers. Similar to the band concert, DHS choir director Mindy Fry would likely have to limit the amount of tickets available. The choir will be without its traditional concert finale, where members performed with former choir members. MVHS choir director Jessie Reimer will utilize the large capacity performing arts center. Reimer is still expecting for each choir to perform the traditional three pieces. A tribute to a godly man

Daughter Tara Stucky, founder of Cause Coffee in De Soto, shares her heart on behalf of the Wilting Family. Her father, Bill Wilting, made an incredible impact locally in De Soto, and internationally through many mission trips he was passionate about. His presence will be missed by many near and far. When I went to him with my idea of Cause Coffee, he embraced my dream and gave me space in his organization’s building in downtown De Soto. He was very proud of the community impact the coffee shop had on its customers. as well as the way our not-for-profit coffee shop gives back to help those in need. He donated hundreds of volunteer hours of service washing dishes at Cause Coffee. In July of 2020, I lost my dad way too young, to a mysterious tropical illness. But De Soto lost an amazing man who had done a quiet work for many years in the community. The incredible thing is, that if you were someone whose life was affected by Bill Wilting, then you have the ability to keep his legacy alive. Be kind to people. Go that extra mile to help someone ... even if it isn’t convenient for you. Care about today’s youth and future generations. But most of all, love your family and live with integrity. Live like Bill, so his impact will never end. That is just how I intend to live my own life!

Memorial Gifts in Bill’s honor

Sometimes in a community there is a person with such great impact that countless lives are never the same. If this person lives under the radar and quietly lives his/ her life making other people’s lives better, then you might not have heard of him. Bill Wilting was just that kind of man. His life on this earth may be over, but the difference he made will go on forever. Bill and his wife, Donna, lived in the De Soto School District area since 1976 and became residents of De Soto in 2004. Although Bill traveled to many places, De Soto, Kansas, was his home. He loved this town and its residents. In the 1990’s Bill closed his construction business because he had a vision of working full time with teenagers and investing in their lives. In 1995, Bill and Donna founded our local De Soto Youth Ministries, a not-for-profit, non denominational youth organization, dedicated to helping teens make the most out of their decisions, talents, and lives. Hundreds of teenagers have been involved through the years in De Soto Youth Ministries, headquartered in downtown De Soto. Bill invested time in hundreds of teens lives by getting to know them, going to their games, and he even drove an activity bus for the high school just to spend more time with them. Bill was respected by school officials and would be called in at times to help in a crisis situation. De Soto High School even asked if a student who was in crisis could come live with Bill and Donna. Of course they said yes. In fact, they had a total of five De Soto students live with them at different times. One thing that Bill loved to do was take a group of teens on a mission trip to a third-world country to make a global difference in the lives of people in need. Bill traveled on 60 trips bringing hope and tangible help to those in need, all the while training young people on the trip to do the same. Schools, orphanages, and villages needing food were just some of the recipients of his amazing effort. But the people he affected the most with his selfless giving was his family. He was one of the best dads anyone has ever had. The way the public saw him was also how he privately lived in his home. His greatest joy was taking care of his wife, kids, and grandkids. I know this because he was my Daddy. Bill was my earthly hero and my father. He taught me to love God, my country, my family, and my community. He also instilled in me a love of travel, history, reading, hiking, sailing, and baseball. He lived his life by example and showed me how to reach for dreams and accomplish them.

Kudos to the churches and their staffs who have devoted extra hours to social distancing, extra sanitary measures and worked their way to bringing online services to many. Note that many traditional live holiday services, outdoor live nativity events may be cancelled or modified this year. Locally, Kaw Prairie’s Christmas at the Barn will not be held this year due to COVID-19 safety concerns.

Treasuring memorable times with a homemade 2020 Nativity Ornament, heartmade from your yard. Each of our children made this keepsake ornament in 2000, after our recent move to De Soto. An orginal design by mom before pinterest Make your own rustic, handmade ornament...On your computer make a “nativity” shape template and type out the words to “Away in a Manger” in 10-12 pt. type, centered (or write out by hand). Print onto heavy, creamcolored paper (or mount onto cardboard). Cut out the Manger shape. Draw “baby Jesus” on the bottom side (leaving room for the hay). Punch a hole on the top corner, allowing space for the “manger roof.” Gathers “twigs” from your yard or favorite park. Safely Cut twigs with garden shears and hot glue to “build-you-own” manger. Add “golden glitter” or actual bits of hay, where baby Jesus is “asleep on the hay.” Add rafia or ribbon through the top hole and hang in a special place. “Like”Discovering De Soto on facebook and share your “Nativity” creation.

Carriage Houses of Johnson County successfully purchased the property adjacent to their business.

The old landscape building was immediately demolished, and the owners are currently working on making the 83rd Street frontage attractive and consistent with the existing Carriage House entrance. The group will go before the City Council this winter to modify the existing Carriage House Master Plan Site to accommodate the new property. “We are excited to have the opportunity to improve the overall look of East De Soto. But we are equally excited for the possibilities and opportunities this additional land provides, and are confident that the great folks of De Soto will love the improvements and direction we are going,” shared owner, Eric Offill. Carriage Houses of Johnson County is located at 29230 West 83rd Street on the east side of De Soto. The business opened the doors to their first garage building in 2011, and currently have 149 garage units. A fun, supportive, garage owner community of collector cars, RV’s and boats. Each year, Carriage Houses open their gates to the community with a “People’s Choice” Car Show and Air Show. This year the group held its first BBQ competition. Owners Joe Nuti, Eric Offill, Craig Wilcox and Kent Yohe are all retired Air Force Pilots and currently Southwest Airline Pilots. The team rely on each other’s skills, drive and understanding of working together to accomplish their goals and look forward to expanding in 2021. PUBLIC SAFETY Master Deputy Wes Peel assigned to De Soto Patrol Car

Upon his return from Afghanistan in November, Master Deputy Wes Peel looks forward to patrolling the De Soto area. “I joined the United States Air Force out of high school. After six years and earning my AA in Aircraft Armament Systems Technology, I decided to explore the civilian world. I spent 12 days unemployed after receiving a job offer from the Johnson County Sheriff’s Office in 2006. In 2008, I decided I wasn’t done serving my country and enlisted in the United States Air Force Reserves. Serving in two capacities, I believe I am doing my best to serve my country and community. I have been to Afghanistan twice and recently deployed to Turkey as a section chief, supervising 40+ personnel.” –Wes Peel

Master Deputy, Wes Peel came to the Johnson County Sheriff’s Office in June, 2006. Prior to his reassignment to the Patrol Division in July 2010, he worked in Detention and Court Security. Wes can also hold his own in Dispatch. Since transferring to Patrol, Wes is a former Drug Recognition Expert, previous member of the Bike Unit, and currently a Field Training Officer. Most recently, Wes was assigned to the De Soto Patrol Car. This assignment was made by having a series of interviews, which also included City of De Soto Councilman, Rob Daniels. Wes appreciates the ability his Patrol assignment allows him to help the community and utilizes the freedom it gives him to roam our county. Live Christmas Tree Disposal for De Soto Residents Honey Creek Sanitation will pick up real trees placed out at the curb in De Soto through December 31.

Johnson County offers Free Christmas Tree Recycling The County Program begins the day after Christmas. Live trees can be dropped off from December 26 through January 31 during winter park hours, 7:30 am to 8 pm at Kill Creek Park, 11670 Homestead Lane, Olathe (marina parking lot) and Shawnee Mission Park (The Theatre in the Park parking lot). A special entrance for tree disposal is located at 7710 Renner Road. No other yard waste will be accepted. Wrapping or any plastic should be removed from the trees, as well as any remaining decorations or lights. Trees will be used to mulch park trails and in landscaping, while others will be used to improve fish habitat in park lakes. Rediscover Downtown &De Soto RotaryClub

The De Soto Rotary Club had big plans for 2020! Under the leadership of Barry Zimmerman we made plans for a Community Chili Competition in February, the Ruth Zimmerman Memorial Corn Hole Tournament in April, a remake of Winesong with a June event planned at Blue Jacket Crossing Winery, The Pop Up Paddle at Lexington Lake in August, our awesome Octoberfest at the Barn in October, and of course ending the year with the Community Soup Dinner at the Mayor’s Tree Lighting in December. Well, we did accomplish a few of these plans. We did hold the Community Chili Competition in February. By working with the Friends of the Kaw and the sponsorship of Great American Bank and Keller Williams Realty, we were able to hold the Pop Up Paddle at Lexington Lake. Plans are underway for a Downtown De Soto Showcase and Corn Hole Tournament November 21. We want to continue to be active in the community! We want to continue to raise funds to give back to the community as we do every year! We hope you consider supporting the De Soto Rotary Club in these efforts! Any donation to the De Soto Rotary in 2020 will score recognition at any event we hold in 2021, as an extra bonus.
