Spring is a wonderful time to visit the lovely Blue Mountains and a major seasonal attraction is The Leura Gardens Festival from 5th to 13th October. A selection of Leura’s finest private gardens will be open to the public giving visitors an opportunity to view and meander through a variety of gardening styles designed specifically for the cool climate conditions in the upper Blue Mountains. Iris, daffodils, anemones and tulips amongst many others, present an exciting mix of colour and interest for garden lovers. Many of the gardens in Leura are well known for magnificent spring displays of cool climate exotics such as rhododendrons, camellias, azaleas and hellebores. Following favourable weather conditions over the last several years this year will be no exception. For visitors wanting tips and advice they will find that many of the friendly garden owners are on hand to answer questions and offer guidance. Festival 2013 will have nine private gardens on show as well as the magnificent National Trust Property ‘Everglades’. The sprawling grounds of ‘Everglades’ make the property an ideal place to take a breather for a refreshment break or picnic in the extensive grounds. Continued Pg 7...

From the Editor The oh so subtle scent of freesias is in the air, the blossoms are blooming, the grass is growing... yes, Spring is in the air! Time to clean out the pool and prepare yourselves for the warmer weather. We have lots of great reading in store for you in this bumper Spring edition! I’ve included a couple of inspirational spring recipes for you to try – see ‘What’s Cooking’ on page 12. It seems like only yesterday that our Olympic hero Jessica Fox was collecting silver on the Olympic podium. Now, 12 months later, she’s adding World championship gold to her hefty medal collection. Meanwhile, Jessica’s younger sister Noemie teamed up with McCarthy Catholic College student Alexandra Broome and Georgia Rankin to win gold in the Junior Canoe Slalom at the 2013 World Canoe Championships in Slovakia. See page 13 for all the canoeing news. Hey kids, did you spoil dad this Father’s Day? I’m looking for the coolest, funniest or most embarrassing Dad’s Day pics. Send them in, along with a few words about your delightful dad, and you might see him in the next edition. Baxter Finds His Way Home After Seven Years After seven years, Baxter the spaniel’s owners had thought they’d never see their missing pooch again. Last month, Council’s Animal Services team member Phil Doy picked up Baxter in Queen St, St Marys, scanned his microchip and discovered he was registered to owners living on Queensland’s Sunshine Coast. “When we called them, they were overjoyed. Within two hours Baxter was booked on a plane home to be reunited with his family the next day,” Penrith Mayor Mark Davies said. Penrith is one of the best councils in NSW when it comes to re-homing lost and abandoned dogs. Of all dogs impounded at the Hawkesbury Animal Shelter from our area, approximately 92% are returned to their owners, sold to new owners or rescued by appropriate organisations. Our Rangers and Animal Services staff make every effort to identify the owner of any dog found wandering, and impounding is always the last resort. They return many dogs to their grateful owners without impounding. In the past six month we have returned 127 dogs to their owners. Owners can increase their pet’s chances of being returned home safely by making sure they are microchipped and that their contact details are up to date on the Companion Animals Register through any local council in NSW. Remember if you are selling or giving away your dog or cat, it is the current owner’s responsibility to update the register with the new owner’s details. Council is hosting a free microchipping day on September 21 at Jamison Park. For more information, contact Animal Services on 4732 7543.

Only 115 sleeps till Christmas It’s only 115 sleeps till Christmas (on September 1)! Is that the first time you’ve heard that this year? But even as you read this there are probably shops advertising potential Christmas gifts. Giving gifts is great. Receiving gifts, even better. What does receiving a gift make you think? How much someone cares about you? How they’re willing to wear the effort and cost to give it to you? How you don’t deserve it, but appreciate the kindness? There are wrong ways of thinking about gifts too. Like thinking we deserve it. Or we’ve earnt it. Then it wouldn’t be a gift, would it, it would be payback. Now in 115 sleeps time the gift we remember at Christmas is God’s son Jesus coming into the world to save us from death. That’s the most extraordinary gift that’s ever been laid on the table. And it’s not a gift we deserve, or one that we could earn. And yet it is the most valuable gift in the whole world. For that reason it’s called God’s grace. Grace just means gift. But here’s another way of remembering the significance of this gift based on how GRACE is spelt – God’s Riches At Christ’s Expense. Now that the gift buying season is underway, but all the other Christmas functions are still a way off, why not consider now what it means to accept this gift. What could be better than to receive this gift – the gift of God’s GRACE.
Penrith Wins Heart Foundation Tick of Approval The efforts of Council and our community towards a healthier lifestyle have been recognised at this year’s Local Government Week Awards, announced on Thursday 1 August in Pyrmont. Our Penrith Health Strategy and Action Plan won the 2013 Heart Foundation Healthy Community Award in the category of councils with populations greater than 15,000. These prestigious annual awards, hosted by Local Government NSW, recognise excellence in local government in a range of categories. In choosing Penrith as the Healthy Community winner, the Heart Foundation recognised Council’s long term commitment to promoting health and wellbeing, as demonstrated in our Community Strategic Plan, and our success in working closely with other organisations and residents to make our initiatives as effective as possible. Some highlights over the last 12 months include: · installing outdoor gym equipment · smoke free school entrances at an additional 21 schools · childcare education programs · consulting children on a new playground design · construction of shared bike trails and bike parking facilities · coordinating Heart Foundation walking groups. Fernhill to Host Melbourne Cup 133 years after Fernhill produced the legendary horse ‘Grand Flaneur’, winner of the 1880 Melbourne Cup, the iconic trophy is returning the Estate on Wednesday 2 October as part of the Emirates Melbourne Cup Trophy Tour. Fernhill is one of only three NSW host destinations on the Cup’s Tour around Australia in the lead up to the “Race that Stops a Nation”. Fernhill is working with the Penrith Valley Chamber of Commerce, Penrith CBD Corporation and Penrith Paceway to ensure maximum community involvement and opportunities for the people of Mulgoa, Penrith and Western Sydney to share in this unique experience. The days’ schedule includes a breakfast at Fernhill followed by a parade through the Paceway Markets, a display in the Paceway SkyLounge, lunch at Memory Park, and a charity function at Fernhill in the evening. In addition, in the lead up to the Melbourne Cup Tour on 2 October, Fernhill will host five local schools for ‘A Day on the Farm’ at Fernhill between 9-13 September (one school per day). Students will learn the history of the region, the Cox family, Fernhill and The Cup. They will experience a working equestrian farm including a farrier, horse dentist, groomer and trainer. The school visit program has received generous support

Insurance – A Necessary Evil Let’s face it, no one likes paying for insurance. When it comes to insuring our car and homes, despite hoping we never have to make a claim, we all see it as something we must have to protect our assets, in fact if a friend of ours didn’t have it, we would howl them down as being irresponsible. However, when it comes to protecting our most important assets, ourselves, far too many Australians do not have adequate insurance - if any at all. I think people are sceptical when you tell them they need life insurance or income protection insurance. But I ask one simple question. If you or your partner were unable to work for 6 months, how would you pay your rent or mortgage? Would you have enough to buy your groceries and pay your electricity, your phone bill? How long would your savings last? What if you or your partner were out of action even longer? In most cases families will at some point be financially ruined if they lose an income for an extended period. The financial picture is just as bleak if you or your partner passes away. Once we buy a house together or start a family, we become financially dependent on each other; we can’t afford our lifestyles without each other. I think if we all consider the above, most of us will acknowledge that we need income protection and life insurance. Yet statistics tell me that most do not have these insurances. The question is “Why not?” I think people don’t like to contemplate these things, which is understandable, but ignoring them does not make these things any less likely to occur. The other is affordability; many people say they can’t afford it. One of my colleagues is very blunt on the question of affordability. He likes to identify a small luxury of the client, take away coffees, beer, make up and alike. He tells the client that they are putting coffee ahead of their family. Personally I’m far more pragmatic and realise we all need our little pleasures, but do offer a solution on the aspect of affordability. Insurance can be funded from your superannuation. This way the premiums do not affect cash flow. In some cases this can be the answer. Like all insurance, no one likes paying premiums, and we hope to never reap the benefits, but life insurance and income insurance are necessary, as the consequences of not having the cover can ruin a family. Little Wings Hangar Renovation We are asking for your assistance in refurbishing our transit area into a welcoming space for our families. A renovation rescue you could say… Little Wings Australia is a not-for-profit charity, providing an exceptional service to regional NSW families. Little Wings relies on support through corporate sponsorship as well as the community to keep the plane in the air, transporting children in need to the Children’s Hospital at Westmead for treatment. Children diagnosed with a serious illness and living far from specialised medical treatment in NSW face bigger challenges than their city counterparts – family cohesiveness is affected, and a child and parent often face repetitive long, arduous travel to and from country locations for treatment in Sydney. Little Wings not only makes the physical journey easier for these families, but also helps them financially, emotionally and lessens the health risks to the child as having an immunosuppressed child exposed to viruses on public transport trips can have terrible outcomes. What we need is for the community to assist us with transforming our waiting area at our hangar located at Bankstown airport into a pleasant, exciting and uplifting space for our patients. A place they can relax whilst we get the Little Wings plane ready for their Journey home. Somewhere mum and dad can relax and have a cup of tea or coffee while the kids are entertained in a play area. The waiting area is only 30m2. If you are a tradie or business that could give a little to help kids with cancer please consider coming on board and working together with us to achieve this goal. Waldorf Leura Gardens Resort made its debut in the Festival last year and this extensive property promises to provide visitors with yet another visual feast of colour and variety. The Waldorf is also a popular refreshment venue with teas, lunches and afternoon teas served in The Olive Tree Restaurant. Two of past years favourites are also returning to the festival this year. The lovely garden of Ewanriig, adjacent to the picturesque Leura Golf course, and Wai-Ila which successfully combines creative ideas with clever planning. The Leura gardens have all been selected to provide visitors with a wide cross section of gardening styles. Other gardens in the line up are Davaar, Rustlings, Brabourne, DeadEnd House, Tandella and for the last time on the show the very popular garden Shenstone, where a marquee will be erected to provide daily music programmes and a two day series of horticultural events to be held on Wednesday 9th and 10th October. The events programme ‘Under the Marquee’ will feature a series of talks and workshops conducted by noted gardening experts. The programme will cover subjects such as pruning, growing lawns, worm farming, sustainable gardening and more. The Festival nursery selling a wide variety of both native and exotic plants at great prices has also been a favourite with visitors and this year should be no exception. The nursery will be in Watkins Road next to the golf course. Opening 5th and running to 13th October festival gardens are open 9.30am to 4.30pm daily. M4 Off Ramp Improvements at Leonay Member for Penrith Stuart Ayres MP has announced proposals which aim to reduce congestion and improve safety for motorists exiting the M4 via the off ramps at Russell Street, Leonay. “Motorists exiting the M4 via the Russell Street westbound off ramps are being delayed by traffic queuing to give way to southbound traffic on Russell Street,” Mr Ayres said. “The queue can, at times, extend back onto the M4, creating major traffic problems and increasing the risk of high speed crashes on the motorway. “The $246 million NSW Government Pinch Point program will target this intersection with a range of proposed improvements to reduce congestion and improve safety. The propsal includes: • Installing traffic lights at the southbound approach to the roundabout on Russell Street from Emu Plains to improve traffic flow • Installing a queue detector on the M4 off ramp to activate the traffic lights to stop southbound vehicles on Russell Street and allow a free flow of vehicles from the M4 off ramp through the roundabout • Providing a 90 metre long left turn lane on the approach to the roundabout from the M4 westbound off ramp to reduce queuing and improve turning conditions for heavy vehicles • Rebuilding the roundabout and right turn into Russell Street to improve safety for heavy vehicles and other road users. RMS has carried out noise assessments for the proposed work and will ensure noise reduction measures are in place during proposed work. SPRING @ THE GALLERY Artists Margo and Gerald Lewers designed and established the gardens in the 1950s and 1960s. The gardens attracted acclaim and controversy - their style of ‘shaggy’, rambling planting, and choice of species were out of synch with mainstream fads. Margo entered the garden in the Sydney Morning Herald garden competitions from the mid-1950s, twice winning first prize. The garden played an integral role in the creative and artistic life of the Lewers, in family life, and in entertaining family and friends – especially people also involved or interested in modern art and design. This change of season we would like to invite visitors to come and enjoy the wonderful heritage garden with a special event planned on the 8 September, when the garden is in full bloom. We have teamed up with the Penrith City Council to run a Sustainable Living Workshop ‘Veggie Garden in a Box’. These workshops are great for learning how you can reduce your impact on the environment, and to save some money around the home.

Do you do Time-Out at your place? Although Dr Matt Sanders from Triple P advises that Time-Out is a positive strategy for parents, Time-Out has been receiving a bad rap in the parent education field the past few years. And foster carers are not allowed to use Time-Out at all any more. There are a few good things about it… - It gives parents an alternative to smacking and yelling. - It gives kids and parents a chance to cool down. - In Triple P, time-out lasts no longer than five minutes, and five minutes in the life of a child is not a lot. - At the end of time-out, you get on with things – no lectures, recriminations, or apologies. The child has done the time for their crime, end of story. However, based on the latest findings in brain development, when Time-Out is used with young children we are asking them to do something which scientists say they are not yet capable of doing – calming or soothing themselves. It is better for young children, to have their parents help organise their feelings by acknowledging and labelling their feelings, and soothing them with calming words and touch. In the Circle of Security parenting course, this is called being Bigger, Stronger, Wiser, and Kind. The thing about Time-Out is that it is very addictive for parents because it works so very well. The problem with using Time-Out a lot is that it is a big disconnect in the parent-child relationship, and children don’t learn very much from it. They don’t learn the skills to resolve conflict. They don’t learn to calm themselves in situ. They don’t learn relationship repair. Part of our job as parents is to give our kids skills that they can take into adolescence and adulthood so they can be competent citizens, good friends, and caring, supportive, and nurturing partners and parents. I just don’t think Time-Out provides the goods in that department. I’ve seen plenty of angry and resentful kids who have spent a lot of time in Time-Out, because every time they look the wrong way they are sent off to their room. And they frequently don’t have a good relationship with their folks. A little bit of Time-Out is OK. A whole lot of Time-Out is going to backfire on you in the long run you’ll be wondering why your kids are so surly. Quite often, Time-Out is used by parents because they don’t have the capacity to control themselves. The very thing they are asking their children to do. Some parents I have worked with who have problems controlling their anger, give themselves a TimeOut. They tell their kids that they need to go and calm down, and they will come back to repair the relationship when they are feeling better. This is a lot better than ‘losing it’, blaming it on the kids, and regretting the things we have said and done to hurt our kids. I believe Time-Out is the discipline of last resort. At my place, I only use Time-Out for what I call ‘crimes against humanity’, that is being hurtful, violent, or aggressive. There are so many more positive parenting strategies that you can use to guide and educate your kids.

Emu Plains Kids Turn Council Green
The community can be assured that Council is looking after the city’s environment with a number of Council employees now using environmentally friendly computers thanks to an ongoing agreement between ACER Computer Australia & Dataflex Pty Ltd. ACER and Dataflex recently supplied Penrith City Council with 160 new computers and will plant 160 trees to offset their carbon emissions. These trees were planted at Ellison Reserve in Werrington by Emu Plains Pubic School students and staff from Council’s City Parks Department. It’s another example of Council demonstrating its commitment to the environment and a sustainable future, The new Veriton L4620G range of Acer’s L-series desktop computers use half the power of conventional personal computers (135W compared to 300W of power) which not only reduces carbon emissions but also cuts energy costs significantly. Penrith Mayor Mark Davies said, “We are passionate about the environment and want to continue to do the right thing. The trees planted are expected to offset the carbon emissions for the lifetime of the computers and to further reduce our carbon footprint, Council will refurbish our old computers for distribution to Third World countries or re-use the working spare parts.”

• Serves 4 Equipment You’ll need 20 pre-soaked bamboo skewers. Ingredients 12 (600g) chicken tenderloins 1/4 cup Ayam Thai green curry paste 1 large red capsicum, cut into 2.5cm pieces 2 medium zucchini, halved lengthways, cut into 1.5cm pieces 150g button mushrooms, halved Rice bran oil cooking spray 100g rice vermicelli noodles 1/2 cup coconut milk 11/2 tablespoons lime juice 2 teaspoons brown sugar 2 teaspoons fish sauce Fresh coriander leaves and lime wedges, to serve Method 1. Place chicken in a shallow glass or ceramic dish. Add curry paste. Toss to coat. Cover with plastic wrap. Refrigerate for 2 to 3 hours. 2. Thread chicken onto 12 skewers. Thread capsicum, zucchini and mushrooms onto 8 skewers. Spray vegetables with oil. 3. Heat a greased barbecue plate or chargrill on medium-high heat. Cook skewers for 3 to 4 minutes each side or until chicken is cooked through and vegetables are tender. Transfer to a plate. Cover loosely with foil. Set aside to rest for 5 minutes. 4. Meanwhile, place noodles in a large heatproof bowl. Cover with boiling water. Stand for 5 minutes or until tender. Drain. Combine coconut milk, lime juice, sugar and fish sauce in a jug. Divide noodles between bowls. Drizzle with coconut milk mixture. Serve with skewers, coriander and lime wedges.

Ginger & Apple Cordial Ingredients 11/2 cups caster sugar 2 teaspoons citric acid 1 teaspoon tartaric acid 10cm piece fresh ginger, sliced 2 granny smith apples, grated Method 1. Place sugar, citric acid, tartaric acid, ginger and 2 cups cold water in a saucepan over medium-high heat. Stir to combine. Bring to the boil. 2. Place apple in a heatproof bowl. Add water mixture. Stand for 10 minutes. Strain into a large, heatproof jug. Pour into hot, sterilised bottles and seal. Refrigerate until chilled. 3. To serve: Use 1/3 cup cordial to 1/2 cup chilled sparkling mineral water or iced water. Serve with fresh mint leaves and finely diced granny smith and red apples.

THIS SPORTING LIFE World Gold Medal Heroine Returns To McCarthy Alexandra Broome has returned to McCarthy Catholic College a World Junior Champion after triumphing with Noemie Fox (sister of our 2012 London Olympics Silver Kayaker, Jessica) and Georgia Rankin in the 2013 World Canoe Championships at Liptopsky Mikular in Slovakia. The Australian girls teamed up to win the World Junior Canoe Slalom. The three kayakers paddled individually through 22 gates on white water rapids. Collectively, they only hit the gates 5 times and finished 10 seconds faster than the second placed team. The Australians’ achievement was sensational! A very modest athlete, Alex said ‘When I realized we had won, I was so surprised and excited!’ Alex had been sick most of the championships so it was a great way to finish! Alex trained up to 7 times a week prior to the championships. ‘Getting a balance between sport and HSC has been a challenge’, she said. Alex returned to Australia and right into trial HSC exams. ‘It’s been tough,’ said Alex, sporting a huge grin. Alex would love to represent Australia at the Olympics but currently only one Australian female kayaker has that opportunity. Three Australian male kayakers are selected. ‘It needs to change for us girls for it to be fair,’ Alex said. Miriam Fox, mother of Jessica and Noemie, is Alex’s coach.
