EDITORYAL 16 NA TAON NA ANG BANAT Parang kailan lang 16 na taon na pala ang Banat, mula nang magsimulang mamayagpag sa lalawigan at lungsod ng Tarlac. Taong 1998 ng itayo ang pahayagang BANAT, nang magpulong ang mga media sa tanggapan ng noo’y Vice Mayor Noel Soliman. Nabuo ang pangalan at concept mula sa isang namayapang kasamahang broadcast journalist na si Rey Tañedo sa kanyang mga salitang, “dapat banat tayo ng banat.” Nadagdagan ito ng “dapat solid tayo” mula sa isang kasamang reporter ng Balita na si Leandro Alborote. Dahil sa mga ideyang yaon, ang Publisher/Editor ng pahayagan na si Jess Malvar ay ginawa ang titulong “Solid Journalist Diyaryo Banat”. Subalit ng muli itong irehistro sa Department of Trade and Industry, kinalaunan ay may titulo na itong “Diyaryo Banat” at tanging si Jess Malvar na lamang ang naiwang nagtaguyod. May Sub-title itong “Matapang, Parehas, Totoo. Sa unang isyu ng Banat, nakatulong sina Broadcaster Lyn Gabilan bilang unang Editor at Abel Pablo na naging Associate Editor, Malou Malvar-Marketing Manager at ang matapang naming abogado na hindi sumusuko sa laban na si Atty. Edwin Mergas na siya naming Legal Counsel. Ang BANAT ay acronym ng “Bagong Anyo Na Ang Tarlac,”dahil kasabay nito ang pagbabagong anyo ng Tarlac City mula sa pagiging Munisipyo. Ginawa ng Banat ang kakaibang pagsusulat na hindi nagagawa ng pangkaraniwang lokal na community newspaper, mala-tabloid ang dating, kaya’t humakot ng readers. Ang Banat din ang nagsimula ng political survey, mga expose’ na umabot sa walong sunod-sunod na kasong libel mula sa mga pulitikong kalaban ng BANAT na naipanalo namang lahat, bagama’t nagbuwis din ito ng buhay, nang paslangin ang kasama namin sa La Paz na binaril sa sentido ng makalawang ulit. Ipagpapatuloy ng Banat ang ganito kainit na paghahatid ng balita kahit na mangahulugan ng pagtaya ng buhay para lamang sa kapakanan ng MALAYANG PAMAMAHAYAG. CENTRAL LUZON

Bayanihan Program hurt NPAs Dear Sir, The CPP-NPA-NDF declaration that the Internal Peace and Security Program or the IPSP Bayanihan program as a failure, is untrue. In fact, they are hurt by the program objectives which has gained headway since it was launched and embraced by communities once; those overpowered by NPA through extortion, kidnappings, burnings, bombings, recruitment and all other illegal acts which maybe attributed to their presence in a certain locality. Insurgency remains as a serious national security concern. In year 2013, out of 80 provinces nationwide, 62 or 78% have different levels of communist insurgency. But with the sustained internal peace and security activities in line with the Bayanihan, the level of insurgency has been reduced, such as in Sorsogon, Iloilo, Davao del Norte, Davao Oriental, Ilocos Norte, Rizal, Batangas, Occidental Mindoro, Aklan, Negros Oriental, Sultan Kudarat, and Pampanga. NPA’s continue with violent incidents, harassment, criminal and terrorist activities even as the group is without a legitimate leader. But no matter how they put down the positive outcome of the Bayanihan, they are always proven wrong, as they can no longer go back to these communities as they have lost all support, even from sympathizers who once believed in their cause. They have nowhere to go but resort to criminality. And no sooner, they will again start with extorting candidates for the 2016 elections and could be preparing their plans and moves, to the detriment of our people. We have to thank our military and law-enforcers who do their job by being with the people, working and helping them and to live their lives away from the NPA. M. P. Banera Cabanatuan City

MGenPalparan face charges squarely Dear Sir, As it is, leftist militants, activists and Maj. Gen. JovitoPalparan’s supposed victims are rejoicing with his capture. To many Filipinos however, especially those who have been victims of NPA atrocities in the past and the recent past, MGen. Palparan, did his duties in running after these rebels, and during the time he was still active, he was responsible for the apprehension of known NPA leaders who were charged with various crimes. He is faced with serious charges like judicial killings, kidnapping, enforced disappearances, torture, arbitrary arrests and other supposed serious human rights violations but which has to be proven in court. He is the prime suspect in all these charges. In all these accusations, the general has denied he had a hand in it. We know that he will undergo trial and if found responsible for some of the charges, I’m sure a courageous soldier like him is ready to face it. He had his own reasons to run away as he knows he has made numerous enemies particularly leftists and rebels who point their finger at him, and he knows his life is in danger. Newly installed PNP Provincial Director pays courtesy to Mayor Ace TARLAC CITY (CIO) - The newly installed Provincial Director of the Tarlac Police Provincial Office (TPPO) SP Supt. Alex Sintin, with other police officers from the TPPO made an official visit to the city hall to meet Mayor Ace Manalang and receive a warm welcome. Tarlac City Chief of Police PSupt. Bayani Razalan and Mayor Ace Manalang warmly welcomed the group as they made their first exchange of pleasantries. Manalang lauded the appointment of SP Supt. Sintin and told the group that he will support the programs of the PNP saying that all that is important is the maintenance of peace and order not only in the city but also in the whole province of Tarlac. He assured the city government’s full backing and cooperation in every purpose and undertakings that are deterrent to criminal activities in the four corners of the province. SP Supt Sintin appealed to the good mayor for cooperation with the police authorities for the police to effectively deliver their assigned task in the prevention of crime. Mayor Ace Manalang also added that upon his assumption of office as the Mayor of Tarlac City, the area became peaceful and orderly.
