EDITORYAL INAUGURAL ADDRESS NG MGA PULITIKO, SANA HINDI PURO SALITA LANG! Isa-isang nagtatalumpati ang mga nanalong kandidato sa mga lokal na pamahalaan. May mga kinuha pang writer upang mapaganda ang kanilang pagsasalita sa unang araw ng pag-upo sa tungkulin. ‘Wag naman sanang puro salita lang ang laman ng kanilang mga talumpati. Hinihintay ng taong bayan ang resulta ng kanilang mga ipinangako. Baka naman sa mga susunod na mga araw ay hindi na makikita ang mga ito lalo na sina mayor at vice mayor sa kanilang mga tanggapan. Laging katwiran ng mga naiwan sa opisina ay may seminar, may out of town business kaya walang maaabutan ang mga constituents, kawawa naman ang ating mga kababayan kasisimula pa lang ng kanilang pag-upo, talo na agad ang ating mga kababayan.. Ang katwiran ng mga pulitiko, “Abay bayad ka na noong Eleksiyon, kaya wala kaming utang na loob na dapat tanawin!.” Kaya yung mga tumanggap ng bayad noong election sa halagang 3daan o 5 daang piso , wala kayong karapatang mag-reklamo ngayon! Di pa rin ba kayo natuto?
APF calls for open, transparent appointment of new CHR leaders The Commission on Human Rights of the Philippines (CHR) is a longstanding and valued member of the Asia Pacific Forum of National Human Rights Institutions (APF). As a national human rights institution (NHRI) accredited with “A-status” by the Global Alliance of National Human Rights Institutions (GANHRI), the CHR continues to share its exemplary body of work with other NHRIs in the Asia Pacific. Following his recent inauguration, the President of the Philippines, Ferdinand Marcos Jr, will oversee the appointment of a new leadership team for the CHR. This is an important responsibility, as an effective NHRI relies on a strong, dedicated and capable leadership to ensure it fulfils its mandate to protect and promote human rights. The Paris Principles, the agreed universal standards for NHRIs endorsed by the United Nations General Assembly, set out the minimum requirements for the process of selection and appointment of the leadership of an NHRI. These include requirements that vacancies are advertised widely, that civil society organisations and other groups are consulted throughout the selection process, and that appointments are based on merit. GANHRI accreditation of A-status institutions takes place every five years, and the CHR will be reviewed again in 2023. The selection and appointment of the leadership of the NHRI is one of the most important issues of focus under the NHRI accreditation system, and we expect the upcoming appointments to the CHR to be an important part of its review. In light of this, the APF urges that the new Marcos Jr administration ensure that the appointment process for CHR leadership complies with the minimum standards under the Paris Principles. Doing so would indicate a commitment by the government of the Philippines to the institutional protection and promotion of human rights for all Filipinos.

Pampanga highlights disaster... from p.2 reduction and climate change adaptation exhibit including Information Education and Communication (IEC) materials, interactive lectures, photographs, and information boards of the different efforts of the province geared towards attaining disaster resilience. For his part, Governor Dennis Pineda, who led the ribbon-cutting, stressed the importance of preparedness by encouraging local chief executives to complete their equipment from the municipal down to the barangay levels so they can readily respond to disasters. “We are continuously coordinating with them. There is a need to conduct trainings especially at the barangay level and in schools to amplify first aid approach in preparation for the resumption of face-to-face classes,” he said. Meanwhile, Blanco assured that they do not stop conducting awareness activities to various sectoral groups to prevent loss of lives during calamities and disasters. “Our approach is multifaceted. We have IEC materials; we have direct training for the public as well as for officials. At the same time, we provide the equipment for our responders,” she said. DTI CL prompts public on profiteering, hoarding TARLAC CITY (PIA) -- Department of Trade and Industry (DTI) Central Luzon reminded the public to avoid profiteering and hoarding amids hike in fuel prices. Republic Act 7581, otherwise known as the Price Act of the Philippines, provides protection to consumers by stabilizing the prices of basic necessities and prime commodities and by prescribing measures against undue price increases during emergency situations and like occasions. DTI Regional Director Leonila Baluyut said they have teams tasked to monitor establishments on their compliance to the law. “We have monitoring teams from the provinces and the regional office to closely monitor prices of basic necessities and prime commodities to prevent profiteering to take place especially now with the price of fuel increasing,” the official disclosed. Profiteering occurs when a retailer or wholesaler offer any product for sale in excess to its true worth. There also arises a presumption of profiteering
whenever a product does not have a price tag, misrepresented as to its weight or measurement, or whenever a retailer or wholesaler raises the price of a product more than 10 percent of its price in the immediately preceding month. “We follow a certain process before we say that a retailer or a wholesaler for that matter practices profiteering,” Baluyut explained. Meanwhile, hoarding happens when there is an undue accumulation by a person or combination of persons of any basic commodity beyond his or her normal inventory levels or refusal to dispose of, sell, or distribute these products. Baluyut assured that price monitoring is done on a weekly basis to prevent these potential problems for the protection of consumers. DTI conducted 561 basic necessity and prime commodity monitoring activities from January to June 2022 in a total of 695 establishments all over the region yielding 100% compliance rate. TARLAC CITY (PIA) -- Department of Public Works and Highways (DPWH) completed the concreting of a local road in Anao, Tarlac. The 902-lineal meter Guerrero Road is located in barangay San Jose North. DPWH Tarlac 1st District Engineer Neil Farala said improving mobility within agricultural communities by providing residents with better and safer roads is part of the agency’s commitment to boosting rural development.
“This new paved road will make it easier to deliver agricultural products from barangay San Jose North to the town market and we are optimistic that this project will greatly contribute to the province’s agricultural development,” Farala said. Resident Cornelio Cayme said the road project helps in improving the livelihood activities of the farmers. The P9.6-million infrastructure was funded under the 2022 General Appropriations Act. TARLAC CITY (PIA) -- Department of Trade and Industry (DTI) provided about P606 million worth of livelihood assistance to Central Luzon residents during the first half of 2022. They are recipients of the agency’s Pangkabuhayan sa Pagbangon at Ginhawa (PPG), COVID-19 Assistance to Restart Enterprises (CARES) Program, and Livelihood Seeding Program-Negosyo sa Barangay (LSP-NSB). DTI Supervising Trade-Industry Development Specialist Rowie Miranda said a total of 136 livelihood kits were distributed under PPG.

DTI CL assures enough supply of medical-grade oxygen TARLAC CITY (PIA) -- Department of Trade and Industry (DTI) assured the public that there is no shortage of medical-grade oxygen in Central Luzon. Regional Director Leonila Baluyut said the agency continuously monitors supply as it is one of the important life-saving commodities against COVID-19. Bulacan Provincial Director Edna Dizon disclosed that Central Luzon’s eight manufacturers can produce a total of 3,945 50-lb cylinder tanks per day. “With the daily production rate, there is enough to supply the demands of the region. Not only in the region but we are also a major supplier of medical oxygen in the National Capital Region, Western Visayas, and Mindanao,” Dizon furthered. DPWH completes 4 road projects in Rizal, NE CABANATUAN CITY (PIA) -- Department of Public Works and Highways (DPWH) completed the improvement of various local roads in Rizal, Nueva Ecija. About P19.3 million was earmarked for road concreting works in the agricultural barangays of Casilagan, General Luna, Aglipay and Maligaya. DPWH Nueva Ecija 1st OIC-District Engineer Armando Manabat said the infrastructures aim to provide commuters and motorists with faster mobility and convenient travel in and around the municipality. “The development of local roads gives Rizal’s agricultural economy a big boost as it will improve the transportation and trade of farm products. We have paved a total of 4.04 lane kilometers of roads which is also expected to ensure the safe travel of the residents,” Manabat furthered. Casilagan Punong Barangay Larry Engelito expressed satisfaction with the completion of the project because rescuers can easily reach their village in case of an emergency. DPWH completes Brgy. Training Center in Guagua CITY OF SAN FERNANDO, Pampanga (PIA) -Department of Public Works and Highways (DPWH) completed a two-storey training center in barangay San Antonio in Guagua, Pampanga. It was implemented by DPWH Pampanga 2nd District Engineering Office. Assistant District Engineer Cecil Lawrence Cruz said the newly constructed 100-square meter multipurpose building will help village officials in providing social services to residents. “This two-storey building is primarily a training facility that can be the venue of a variety of communitybased capacity building programs and providing residents with training opportunities is key to improving their socioeconomic status,” Cruz furthered. The facility was inaugurated by former Pampanga 2nd District Representative Juan Miguel Arroyo and barangay officials.
