EDITORYAL SA DRUG WAR NG ADMINISTRASYONG DUTERTE - TARLAC DI PA RIN DRUG FREE Ipinagpatuloy ng Marcos Administration ang Drug War na sinimulan noon ni dating pangulong Rodrigo Duterte. Marami ang namatay at nakulong sa mga bahay kalinga. Sa pagpapatuloy ng ikalawang yugto ng drug war, mahinto na kaya nang tuluyan ang droga lalo na sa Tarlac Province at Tarlac City? Gaano ka epektibo ang giyera laban sa droga? Ang sabi ng ilan ay pawang mga maliliit na drug pushers lamang ang nahuhuli at napaparusahan, at ang iba sa kasamaang palad ay napapatay kung nanlalaban. Subalit kung ang mga may kapit sa mga otoridad o mismong nasa gobyerno ang involve sa operation, minsn ay napagtatakpan pa.. Maraming barangay ang diniklarang drug free, pero napakarami pang adik at pusher ang makikita mo... Ilang mga barangay officials na rin ang naging sangkot dito at ilang matataas na may katungkulan sa gobyerno, o High Value Target ang pagala-gala sa kalsada.. Isama pa ang pagkontra ng Human Rights sa usaping ito at ICC.

Ito ang nabatid mula kay P/ LTCOL JERROLD JAKE C. MANGUERA, Chief of Police ng Tarlac City sa panayam ng TAMA Tele RADYO. Sinabi ni Manguera na nalansag na nila ang mga high value targets at ang basag kotse syndicate na bumibiktima ng mga may-ari ng kotse sa Tarlac City, ang modus ay binabasag ang salamin upang pagnakawan ang laman ng nasabing sasakyan. "Hindi naman laganap ang iligal na droga dito, pero meron pa'" pagdidiin ni Manguera. Noong nakalipas na mga araw ay natimbog ng PDEA ang ilang tulak sa Barangay Balete at nahulihan ng himigit kumulang sa 100 libong

halaga ng shabu. Sinabi pa ng hepe na may ugnayan ang PDEA at Pulisya upang hindi magkaroon ng misencounter kung sakaling magkaroon ng buybust operation. Sinabi pa nito na naging "Best Component Police Station,”ang Tarlac City PNP sa tulong na rin ng kaniyang mga kapulisan na humigit kumulang ay 200 ang mga ito na sabay-sabay na gumaganap ng tungkulin sa kanilang mga lugar na nasasakpan. Katulong pa rin nila ang mga volunteers o Force Multiplyers sa trapiko pagroronda lalo na sa gabi. DPWH completes road in Tarlac City TARLAC CITY (PIA) -Department of Public Works and Highways (DPWH) completed a 1.2-kilometer road in Tarlac City that connects barangays Sinait and Sta. Maria. It was implemented by Tarlac 1st District Engineering Office. District Engineer Neil Farala said the road project was implemented under DPWH’s Sustainable Infrastructure Projects Alleviation Gaps (SIPAG) program. “It aims to provide better access for residents and improve interbarangay connectivity in Tarlac City,” he added. Residents lauded the DPWH

project for improving rural road infrastructure that enables connectivity and safe mobility. “Gumanda na po ang daan, di katulad ng dati na kapag umuulan ay maputik at mas madali na po sa amin ang magbiyahe (Our road is better now compared to before when it gets muddy after the rain. Our travel is much easier now),” Salaste Tonelada, a resident of barangay Sinait shared. The P9.59 million infrastructure funded under the 2022 General Appropriations Act is one of the local projects implemented by DPWH in Tarlac that will help stimulate the local economy and in turn provide more business and employment opportunities. Konstruksyon ng Paliparan sa Bulacan, tuloy LUNGSOD NG MALOLOS (PIA) -- Hindi mahihinto ang pagtatayo ng New Manila International Airport o NMIA sa Bulacan. Ito’y sa kabila ng ginawang pag-veto ni Pangulong Ferdinand R. Marcos Jr. ng panukalang batas na lilikha sa Bulacan Airport City Special Economic Zone and Freeport. Ayon kay Gobernador Daniel Fernando, nauna nang napagkalooban ang San Miguel Aero City Inc. ng 50 taong prangkisa para maging konsesyonaryo ng paliparan na itatayo sa 2,500 ektaryang lupain sa bayan ng Bulakan na katabi ng Manila Bay. Nakapaloob sa prangkisa ang pagbibigay ng palugit na 10 taon upang kumpletuhin ang konstruksyon ng NMIA at pasimulan ang operasyon nito. Mungkahi ng Gobernador, magandang mabigyan muna ng pag-aaral ang isinumiteng Bulacan Airport City Special Economic Zone and Freeport bill at dumaan sa public hearing sa munisipyo at sa Sangguniang Panlalawigan bago muling isumite sa Kongreso. Giit ni Fernando, ang pag veto ay walang magiging epekto sa mga mamumuhunan dahil marami pang lugar sa lalawigan na maaring paglagakan. Patunay anya ang ginawang pagbisita ng mga mamumuhunan mula South Korea kung saan ipinakita ang ilang potensyal na paglalagakan tulad ng lupa ng Bulacan State University at ng pamahalaan panlalawigan sa bayan ng Guiguinto. SEC, CL Police RTC partner vs illegal investment acts TARLAC CITY (PIA) -Securities and Exchange Commission (SEC) Tarlac Extension Office and Police Regional Training Center (RTC) Central Luzon partnered against illegal investment activities. It was fulfilled through signing a Memorandum of Agreement for the project SEC Communication, Advocacy, and Network (SEC-CAN), which aims to strengthen the campaign against scams, illegal financing schemes, and money laundering. SEC-TEO Director Richard Laus said the collaboration will intensify measures on identifying keyplayers of illegal acts to protect the people engaging on investments. “The SEC is working with the anti-cybercrime authorities and other law enforcement agencies such as the Philippine National Police to track down and prosecute those behind illegal investment activities, and this collaboration will further increase the awareness and understanding of illegal investment schemes among the ranks of our national police as the partner of the Commission on enforcement and investor protection,” Laus said. In the agreement, SEC and its partners will pursue common interest in financial literacy and investor protection by means of information dissemination, promotion, and knowledge and resource sharing. Miguel Guzman said in his message that this effort will provide expanded financing advocacy to its trainees and become part of its human resource development programs. “This partnership is potentially a gateway to help the recruits in terms of investing, financial literacy, and investor protection,” Guzman said. CIVIL DEFENSE 3 CALLS FOR PROACTIVE ACTIONS VS. DISASTERS, CALAMITIES CITY OF SAN FERNANDO, Pampanga (PIA) -- Office of Civil Defense (OCD) is calling on Central Luzon residents to be proactive against natural disasters and calamities. OCD Regional Information Officer Francesca Quizon stated that their office is still on blue alert due to the COVID-19 pandemic, and is now on guard for possible disasters during the rainy season. “We should always be ready. Let us be prepared before, during, and after any disaster… We hope that being prepared begins in our homes. Let us prepare in our own families for us to help our communities in times of calamities, and tragedies that we may face,” she said. Quizon also shared that they are conducting blended or virtual trainings and capacity-building activities involving local government units, and local disaster risk reduction and management (DRRM) officers or councils.

“We are doing these sessions so that during the rainy season, the whole region is equipped and ready. At the same time, we are involving those in the grassroots level especially those in the barangay DRRM committees as they are our manpower and force providers,” she added. She assured the public that their agency, the provincial, and local DRRM offices are fully-equipped and ready to respond to any calamity or disaster. Meanwhile, with the celebration of the National Disaster Resilience Month (NDRM) this July, OCD emphasizes the importance of collaboration of all Filipinos to overcome the challenges due to the pandemic. With the theme “Ang Sambayanang Pilipino, Nagkakaisa Tungo sa Katatagan at Maunlad na Kinabukasan”, it urges the public to prepare themselves in the emerging diseases or disasters to come towards building a safer, adaptive, and resilient future. PSA targets 774, 485 Bataeños in PhilSys registration BALANGA CITY (PIA) -- Philippine Statistics Authority (PSA) targets to register about 774,485 Bataeños aged 5 and above in the Philippine Identification System (PhilSys). As of June 30, a total of 575,333 or 74.29 percent of the target population has been registered. “PSA has been facing difficulty in achieving our target for the year due to three reasons; one is the late distribution of the physical IDs of those who have registered with us. This leads the public to become uninterested to register due to the delay in distribution and quality of the physical PhilSys IDs,” PSA Bataan Registration Officer Maria Rosario Dela Rosa shared. Other reasons are lack of supporting documents such as birth certificate particularly those who belong to lowincome families, and conflict in schedule of mobile registration in remote areas. In line with this, PSA Bataan has launched a Birth Registration Assistance Project to help individuals who are facing difficulty in presenting required documents to prove their identity in order to process their PhilSys registration. “In spite of these challenges, PSA has been closely coordinating with our local chief executives in different towns and city to help us encourage more Bataeños to register and get their PhilSys IDs,” Dela Rosa furthered. They also target Indigenous Peoples communities and Persons Deprived of Liberty (PDLs). JULY 9-15, 2022

As of May 2022, PSA Bataan registered a total of 212 PDLs in the towns of Orani and Dinalupihan. Relative to this, about 212,387 PhilSys ID have already been delivered in the province, with priority given to low income families who registered in 2020 and 2021. While many are still waiting for their physical IDs, the agency is set to launch the PhilSys mobile app wherein an alternative and digital version of the ID can be used for future transactions. Republic Act No. 11055, otherwise known as the Philippine Identification System Act, aims to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines. Signed into law by former President Rodrigo Duterte in August 2018, the valid proof of identity provided by the PhilSys shall be a means of simplifying public and private transactions, and shall be a social and economic platform that promotes seamless social service delivery and strengthening of financial inclusion for both public and private services. As a foundational digital ID system, PhilSys will transform how services are delivered and accessed in the Philippines, and accelerate our transition to a digital economy, including to enable presenceless, paperless and cashless transactions. Ayon kay DAR Nueva Ecija Information Officer Wally Martinez, maliban sa pagpoproseso at pamamahagi ng mga titulo ng lupa para sa mga magsasaka ay mayroon ding support services ang ahensya tulad ng Climate Resilient Farm Productivity Support Project na pamamahagi ng mga kagamitang kailangan ng mga Agrarian Reform Beneficiary Organizations o ARBOs. Ngayong 2022 ay nasa 53 mga kagamitan sa pagsasaka ang naipamahagi na sa walong ARBOs sa mga bayan ng Lupao, Laur, General Natividad, Jaen, Talavera at Santa Rosa gayundin sa mga grupo ng mga magsasaka sa mga lungsod ng Gapan at San Jose. Ilan lamang rito ang tig-isang yunit ng hand tractor with trailer, STW 8HP water cooled engine, at 4-stroke grass/ bush cutter gayundin ang dalawang yunit ng 4-stroke knapsack sprayers na parehong tinanggap ng Pinag-Isang Adhikahin ng Mamamayan ng Talavera Agricultural

Cooperative mula sa bayan ng Talavera at San Pablo MultiPurpose Cooperative mula sa bayan ng Jaen nitong Marso. Naging benepisyaryo din ang Siclong Upland Planters Association Inc. mula sa bayan ng Laur na napagkalooban ng isang bagong hand tractor na may kasamang trailer at iba pang kagamitan, 10 yunit ng 4-stroke knapsack power sprayer at isang yunit ng 4-stroke grass/ bush cutter. Ang paalala ng DAR ay pangalagaang mabuti ang mga kagamitang tinanggap mula sa pamahalaan nang sa gayon ay mahabang panahon pa magamit at mapakinabangan ng maraming magsasaka sa lalawigan. Ayon pa kay Martinez, tumutugon din ang ahensya sa pagtuturo ng mga kasanayan sa pangangasiwa ng samahan, pagpapabuti ng mga inaaning produkto at pagsusulong ng negosyo tungo sa patuloy na pag-unlad ng pagsasaka at pamumuhay. Bukas lagi ang tanggapan ng DAR sa lungsod ng Cabanatuan upang umasiste sa mga magsasaka gayundin ay maaaring makipag-ugnayan sa mga nakatalagang Municipal Agrarian Reform Officer sa iba’t ibang distrito, bayan at siyudad sa Nueva Ecija. Bataan kicks off Nutrition Month celeb in Dinalupihan DINALUPIHAN, Bataan (PIA) -- Provincial Nutrition Council kicked off Bataan’s celebration of Nutrition Month with a forum in barangay Colo, Dinalupihan town. The activity aims to educate parents about proper nutrition and diet thus preventing malnutrition, obesity, and stunting in children. Provincial Health Office Nutritional Dietician Maria Verna Intal-Sunga stressed the role of parents in providing the right nutrition in maintaining their child's health. "It is very vital that the parents are knowledgeable about proper nutrition especially in preparing their food because they are the primary provider in their household," she emphasized. Sunga also mentioned the initiatives of the government in keeping track and solving malnutrition cases in the province amidst the COVID-19 pandemic. Although schools have been closed and children are

not allowed to go out, Barangay Nutrition Scholars are continually implementing the programs including the rollout of micro-nutrient supplements to pregnant women and children, deworming, and distribution of food supply in each household as an alternative of the feeding program. "Based on our data, cases of malnutrition in the province have decreased," Sunga furthered. A similar forum will be held in the other towns of Bataan this July. This year’s celebration carries the theme “New Normal na Nutrisyon, Sama-samang Gawan ng Solusyon.” A feeding activity was likewise held in the village spearheaded by the National Service Training ProgramCivic Welfare Training Service of Bataan Peninsula State University, MaCoPan Toda, and the Liaban Group of Farmers Association. Pinainam na salin sa Filipino ng mga Aklat tungkol kay Plaridel, inilunsad BULAKAN, Bulacan (PIA) -- Inilunsad ang unang serye ng mga aklat na iniakda tungkol kay Marcelo H. Del Pilar, na isinaling mainam sa wikang Filipino bilang paggunita sa Ika-126 Taong Anibersaryo ng kanyang kabayanihan. Kabilang dito ang may pamagat na ‘Marcelo H. Del Pilar’ na iniakda ng isa ring bayani at kaibigan niyang si Mariano Ponce; ang ‘Taliba sa Paglaya’ ni Efipanio Delos Santos; ‘Lihaman nina Marcelo at Marciana’ at ang ‘Dasalan, Tuksohan at iba pang Dapat Ipag-Alab ng Puso’ na iniakda mismo ni Del Pilar. Ang pagsasalin ay isinakatuparan ni Perfecto Martin, pangulo ng Kabisera-Samahang Pangkalinangan ng Bulacan. Ipinaliwanag niya na bagama’t orihinal na nakalimbag sa wikang Filipino ang nasabing mga aklat, pinagtuunan sa pagsasalin sa mainam na Filipino ang ortograpiya. Ibig sabihin, iniakma ang salin sa kasalukuyang basa at bigkas sa wikang Filipino. Halimbawa ang mga naisulat sa titik Y ay isinalin sa titik I. Ang mga ginamitan ng mga hiram na titik o salita ay isinalin sa mainam na wikang Filipino gaya ng ‘ciudad’ na ginawang ‘siyudad’. Ayon pa kay Martin, layunin nito na mas mailapit sa karaniwang mamamayan at lalo na sa mga kabataan ang mga makabuluhang sulat ni Gat. Del Pilar ang mga iniakda para sa nasabing bayani. Sa kasalukuyan, libreng ipinamamahagi ng Kabesera ang soft copy ng mga naisaling mga aklat sa mga guro sa mga pampublikong paaralan sa Bulacan. Ang sistema, sinumang mga guro o indibidwal na may interes sa mga aklat na isinalin sa mainam na Filipino, ay uubrang makipag-ugnayan sa National Historical Commission of the Philippines o NHCP upang mabigyan ng soft-copy na nasa PDF format. Bukod sa pagiging isang propagandista at mamamahayag, kinikilala rin si Gat. Del Pilar bilang pinag-ugatan ng konsepto ng Katipunan na nagbunsod sa noo’y layunin na pagsasabansa o pagsasarili. Sa kanya rin naugat ang unang pagsusulong na magkaroon ng mga sariling institusyong pang-edukasyon ang mga Pilipino, gaya ng School of Agriculture noong 1889 at ang State of Arts and Trade noong 1890. Gayundin ang pagsusulong ni Del Pilar na magkaroon ng sariling Hukbong Dagat ang Pilipinas dahil sa noo’y sumiklab na Chinese-Japanese War noong 1894. Samantala, ayon kay Alex Aguinaldo, kurador ng Museo ni Marcelo H. Del Pilar ng NHCP sa Bulakan, ang paglulunsad ng mga aklat na ito ay kauna-unahang face-to-face na programang idinaos ng komisyon bilang pag-alaala kay Del Pilar mula nang tumama ang pandemya noong 2020.
