EDITORYAL BALIKATAN 2015 Walang tigil ang ginagawang Balikatan ng mga tropang Amerikano at Pilipino sa iba’t-ibang lugar dito sa bansa. Ito raw ay pagtuturo ng mga makabagong teknik ng pakikidigma. Mabuti at mayroong ganitong gawain sa panig ng mga militar, subalit sa totoong engkuwentro ng ating mga sundalo hindi man nagagamit ang kanilang pinagaralang taktika, dahil makikita mo na marami laging casualties sa tuwing napapalaban ang ating mga tropa sa mga rebelde. Sa Balikatan, mga makabagong armas ang hinahawakan ng mga sundalong Pilipino ngunit pagalis ng mga Kano ay balik sa dating pre-war na mga armas. May silbi ba ang Balikatan? Dapat siguro ay gawing moderno na rin ang mga armas ng Armed Forces of the Philippines (AFP) na ilang dekada na pinag-uusapan ang AFP modernization. Subalit bakit hindi magkaroon ng katuparan ang modernization? Dahil ba sa kakulangan ng perang pambili ng gobyerno ng Pinas. O, dahil sa ang nasa kongreso at Senado na dapat magsulong dito ay panig o nasa maka-kaliwang grupo? o pinagkakakitan din ito ng ilang opisyal sa gobyerno? Sa ngayon, ito ang dapat pagtuunan ng pansin ng pamahalaang Aquino dahil na rin sa pagiging agresibo ng mga Intsik, na sinaskop na ang mga isla na sakop ng Pilipinas. Dapat moderno din ang mga sasakyang pandagat, panghimpapawid at mga armas ng AFP nang hindi laging binubuli ng mga intsik dahil alam nilang walang kakayahan ang ating bansa na sumabay sa bakbakan. Lakas ng loob lang ang lagi nating pinangangahas. AFP modernization at Balikatan, tila tinatakam lang ng mga Kano ang ating armed forces sa mga dalang modernong kagamitan na magkakaroon lamang tayo kung may salaping pambili sa kanila. CENTRAL LUZON

Ilang activities na rin ang naisagawa ng Tarlac Media Association (TAMA) sa Tarlac Province, kabilang na dito ang mga Medical at Dental Missions na halos ay naikot na ang buong bayan sa lalawigan ng Tarlac, mahigit 100 estudyante na rin ang nabiyayaan ng SCHOLARSHIP Grant at ang ilan dito ay nagsipagtapos na sa kursong Computer Hardware Servicing sa International Computer Technology College sa may Barangay Sto. Cristo, Tarlac City. Namahagi din ang TAMA ng mga Tsenelas at Books sa ilang piling paaralan upang makatulong sa paghubog ng mga kabataan. Sa pangunguna ng inyong lingkod bilang Founding President at Mr. Abel Pablo, kasalukuyang Pangulo ay naisakatuparan ang nasabing mga activities. Nagbigay din ng mga awards at recognition ang TAMA sa ilang piling Individuals na sa tingin ng grupo ay may naiambag sa lipunan. Naging aktibo ngayon ang TAMA sa dami ng kanilang mga activities. Ito ang masayang pagmamalaki ng mga organizers at founder nito. Nagpaabot din ng pasasalamat ang buong organisasyon sa lahat ng tumulong at sumuporta sa mga adhikain nito, kabilang na ang ilang piling pulitiko na hindi nagsasawang sumuporta sa pamunuan ng Tarlac Media Association… ooo000ooo Nakaka-awa ang mga mamamayan ng Tarlac City dahil sa maagang pamumulitika ay nawalan ng mga biyayang dapat sana’y tinatamasa na ng mga residente. Lalo na ang mga barangay na sakop ng siyudad ng Tarlac na dapat sana ay may mga proyekto na, subalit hindi na naisakatuparan dahil sa sobrang pamumulitika ng mga nasa konseho, ayaw nilang bigyan ng daan ang kaunlaran dahil natatakot na baka makinabang ang ilan sa mga proyekto. Dahil hanggang ngayon ay hindi pa ipinasa ang budget ng Tarlac City. Kawawang mamamayan ng siyudad, biktima na naman ng maagang pamumulitika. Kaya dapat na talagang palitan ang karamihan sa ating mga konsehal para umusad na ang Tarlac City. Halos wala ng sesyon ang SP dahil busy sila sa pagrebisa nang kung ano-anong mga dokumento, kaya pati ang budget ay napabayaan na ng mga bagong konsehal, Kawawang Tarlac City biktima na naman ng mga imbing pulitiko. Sino ang nag-0rchestrate nito? ‘Yan po ang tanong ng maraming Tarlakenyo! Sino pa ba ? kung hindi ang mga ambisyusong pulitiko, na gustong makuha ang Tarlac City. Sana sa 2016 na lang sila magbangayan, serbisyo muna ang kailangan ng mga tarlakenyo. Sa ngayon , tulog pa ang mga barangay officials dahil walang kumikibo, walang nagrereklamo at nagsasampa ng kaso. Sino ba talaga ang dapat nating ilagay sa puwesto na walang personal na interes, walang pagnanasa kundi ang kapakanan ng mga mamamayan at kapakanan ng kanyang bayan. Puro na nakalublob sa putik ang mga pulikong nagbatuhan ng putik noong nakalipas na halalan. Marami ang nangako noong election nang kanilang serbisyo, pero nasaan na ang mga pulitikong ito? Tahimik na rin dahil nakikinabang na sa katas ng pulitika! Garapal pa kung humingi ng share.. lalo na yung batang konsehal...
Kambingan Cook Fest showcased in 17th City Charter Anniversary TARLAC CITY (CIO) – Culinary enthusiasts flocked to the Tarlac City Plazuela on April 15 as some of the best cooks in the city competed against each other, showcasing their best goat meat dishes for the Kambingan Cook Fest.
As part of the 17th City Charter Anniversary Kambingan Festival, where different breeds of goat were placed on exhibit and up for sale, the Kambingan Cook Fest aimed to encourage goat meat consumption and convince non-fans to try it out. Though said to be the healthier option compared to other kinds
of meat, goat meat is not universally loved, with some people attributing their dislike to an off after taste they get from the meat, and this is what the contestants of the cook fest needed to overcome. Armed with their culinary expertise, cooks and chefs from six different establishments in the city battled it out, with Primadeli Restaurant bagging first place with their version of goat rendang, while Popoy’s Grill and TSAT teachers emerged in second and third place, respectively. Esteemed chefs Eric Domingo, Edsen Manabat, and Victoria Tañedo, and reputable goat breeder and cheese maker Angelina Mendoza served as judges in the said cook off. Mayor Ace Manalang, together with Councilors Frank Dayao and Noel Soliman, Chairmen of the Tarlac City Council Committee on Tourism and Committee on Agriculture, graced the event, showing their support to the city’s livestock industry and food tourism. City Agriculturist Susan Concepcion and City Tourism Council Chairman Maribel Dizon, whose offices organized the said affair, were also present, proudly witnessing the success of the event.

The highlight of the Veteran’s week is the “73rd Araw ng Kagitingan” rites in Mt. Samat Pilar, Bataan on the 9th of April 2015. TCFS conducts 2nd Barangay and Industrial Fire Olympics 2015 TARLAC CITY (CIO) – The Tarlac City Fire Station conducted the 2nd Barangay and Industrial Fire Olympics on March 18 at the Robinsons Luisita Football Field, Brgy. San Miguel as part of the activities in observance of the Fire Prevention Month with a theme: “Kaligtasan sa Sunog: Alamin, Gawin at Isabuhay Natin”. It started in an opening ceremony attended by Association of Barangay Chairmen President Allan “Manchoy” M. Manalang, City Fire Marshall Jimmy Suba, City Disaster Risk Reduction and Management Office Chief of Operations and Warning Engr. Arnold Samson representing CDRRM Officer Atty. Godofredo M. Sabado Jr. and barangay chairmen of the participating barangays. The lightning of the torch was initiated by Brgy. Chairman Winston Torres of Matatalaib followed by the Oath of Sportmanship carried by Engr. Samson. The competition for the barangay level was participated by Brgy. Armenia, Binauganan, Matatalaib, Poblacion, San Roque and San Vicente which included officials and some residents involved in emergency response while on the industrial events, companies/ industries such as SM City Tarlac, Tarlac City Water District and ON Semiconductors joined the activity. There were up to 15 members for every participating barangay and company. NOLCOM from p.3 “Paggunita sa Capas”. This is in remembrance of those who died during the Death March and those POWs who died during its interment at the Capas Concentration Camp. On the 11th of April, the “Capas Freedom March” will be conducted in Capas, Tarlac. This activity is a Re-enactment of Death March to inform the public of the hardship that the veterans have endured in World War II. The march will start from the Death March Memorial Shrine and end at the Capas National Shrine. NOLCOM has been closely supervising the security of these activities. The NolCom Commander, Lieutenant General Felicito Virgilio M Trinidad Jr AFP has instructed the military forces in the area to support the events and be vigilant against the security threat during the conduct of these activities.

Following items were reported missing: one (1) Samsung Cellphone, one (1) military boots, one (1) rubber shoes, one (1) wallet containing USA credit card, drivers lisence, and U.S Army Military ID, one (1) pair of slipper, two (2) pairs rubber shoes, $2150 USD and P2,000. On April 18, 12:00 p.m. Military Police Personnel of this Command recovered the missing
personnal belongings, it was turned-over to Captain Wilson JONC, U.S Army last April 19, 2015.
