EDITORYAL EXTENSION OF TERM A FLOODGATE TO TYRANNY For an effective governance, a President must be given enough power in order for him to pursue his objective in a swift and smooth manner without being obstructed by any opposing forces whose main objective is political consideration. But how can the sitting President exercise such power without giving much of it.How can we allow him to govern to carry on his objective in a manner of good governance without infringing the right and liberty of the people. The great issue facing the people in Batasan would be the problem of adjudicating between power and liberty. The Government must have enough command to be effective; but it must be sufficiently controlled so that it could not rob the people of their liberties. A dynamic national government can be tested if it can move with energy in many directions, but such powers must be curbed when liberty of the people is in jeopardy. It was a proven fact during the dark days of Martial Law that too much power accorded the President was susceptible to abuses. Temptation to corruptions was the prime consideration of such power, People surrounding that powerful man in Malacanang who have gone further in enriching themselves are the one exercising greatest effort in executing a game plan so as to convince their immediate boss to perpetuate himself into power. Such a scenario, would lead to a tyrannical regime with only one people in power surroun ded by cronies holding the bastion of support to buttress the foundation of power otherwise, an ironic turn of events would be expected.

REVISED IMPLEMENTING GUIDELINES OF THE OPERATION AND MANAGEMENT OF SCHOOL CANTEENS IN PUBLIC ELEMENTARY AND SECONDARY SCHOOLS These guidelines are hereby issued in order to rationalize the operation and managements of school canteens in public school system and to ensure that: 1.1The school canteen shall help eliminate malnutrion among pupils/students. 1.2The school canteen shall serve as a venue for the development of desirable eating habits of pupils/students. 1.3The school canteen shall serve as a laboratory for Home Economics. Retail trade and in the incidental teaching of health and nutrition. It shall provide hands-on training for students on planning,purchasing,handling and storage,preparation,serving and sale of safe and nutritious meals. 1.4The school canteen guidelines shall serve as a mechanism to support the Department’s response to the mandate of Article 2 of Republic Act No. 6938 to create an atmosphere that is conductive to growth and development of cooperatives. 1.5Service should be the main consideration for operating a school canteen. Profit shall only be secondary since the clientele are pupils/students who are dependent only on thier meager allowance from thier parents. 1.6Reporting and accounting of the proceeds from the operation of a school canteen shall be made by the parties concerned to emphasize transparency and accountability. As herein used,the following terms shall be understood to mean: 3.1 School canteen refers to one of the ancillary services in the school system that sells food items to the pupils/students and serves as a support mechanism in the effort to eliminate malnutrition concerns of the school. It can be used as a laboratory canteen on food planning,preparation,serving,storage and selling. A school canteen can either be school-managed or teachers’cooperative-managed. 3.2 School-Managed Canteen - refers to a school canteen that is operated and managed by the school under the general supervision of the school head principal. 3.3 Teachers’ Cooperative Managed Canteen – refers to a school canteen that is operated and managed by a duly registered teachers’cooperative. 3.4 Laboratory Canteen - refers to the canteen operated and managed by secondary students as part of their H.E. classes. It can make use of the facilities of the school-managed canteen or the teachers’ cooperative-managed canteen in the absence of a separate room that they can use. 3.5 Canteen Teacher – refers to an H. E. Teacher who has been designated to operate,manage and supervise the school-managed canteen.He/ She also supervises the students doing practicum activities in the canteen. 3.6 Administrative expenses - refers to general expenses of business operation such as salaries,supplies,water and electric bills,insurance etc. The sharing of the gross margin derived from the teachers, cooperative-managed canteen shall be as follows: (a) Eighty percent (80%) for the teachers’cooperative and twenty percent (20%) for the school. However,the school head/principal and teachers’cooperative may agree on other percentage of sharing depending on the peculiar situation of the school:Provided that the share of the school shall not be less than twenty percent (20%). Remittance of the school share shall be due every fifth day of the month. (b) The school head/principal or his/her duly authorized representative shall receive the school share from the teachera’ cooperative and issue the corresponding acknowledgement receipt duly signed by the school heaed/ principal or his/her duly authorized representative. Any authorized disbursement made chargeable against such share shall be recorded,accounted for and supported by receipts. (c) The share of the school shall be utilized as follows:

City Anniversary’s Rice Cake Festival TARLAC CITY (CIO) – As part of the celebration of the 16th City Charter Anniversary of Tarlac, the City Agriculture Office bought a fantastic and entertaining competition for all Tarlaqueños in the form of Rice Cake Festival last April 24, 2014 at the City Hall Lobby. Inspired by the theme “Pagkakaisa sa Tuloy-Tuloy na Sigla” the 35 participants took pride of their personally-made rice cakes from different barangay of the city who joined the competition. Criteria for judging were based on taste which is 40%, originality and creativity 30%, and presentation 30%. Entries were of rice and sugar as the main ingredients, being the major product of the city. All products made were displayed during the contest which was participated in by 76 barangays of Tarlac City and each of them brought two bilaos of rice cakes of medium sizes. family for proper disposition and for a decent burial for the victims. The discovery of the mass grave was brought about by the trust and confidence of the

populace to the Army and the PNP. This is a clear manifestation of Internal Peace and Security Plan (IPSP) Bayanihan that all people are responsible in achieving peace. This only

shows that the Army and the PNP are the true protector of the people in Licuan-Baay, Abra.
