State Water Board resolves to address climate change Agency’s policy mandates will now include comprehensive responses to greenhouse gas mitigation. By Parimal M. Rohit STATEWIDE — The merits of whether climate change is manmade – or even exists – continue to be questioned by deniers, leading federal administrators and others. However yet another state agency acknowledged climate change must be addressed California’s State Water Resources Board (SWRB) approved a resolution in February to better respond to the potential effects of climate change and become more engaged with the public on educational initiatives about adaptation or mitigation. Interestingly enough a group of researchers co-authored a March 13 article on Nature.com stating natural causes actually plays a significant role in the loss of Arctic’s sea-ice. SWRB’S Feb. 22 resolution cited an Intergovernmental Panel on Climate Change (IPCC) in stating increased concentrations of greenhouse gasses is the result of human activity. “Sharp rises in the atmospheric concentration of greenhouse gases over the last century and a half, due to human activity, have led to an increase in global
average temperature, and associated climate change,” the SWRB resolution stated. Future impacts of climate change, according to SWRB, include sea level rise, increased frequency of extreme weather events, more (and prolonged) drought periods and saltwater intrusion into groundwater, among others. SWRB officials hope to address the threats of climate change by aiming to reduce greenhouse gas emissions, increase water conservation and efficiency efforts, capture storm water to augment water supplies and ensure flood protection, enhance ecosystem resilience, incentivize shoreline protection initiatives and use the most current scientific data when enacting policies on sea level rise. An IPCC report published in 2014 stated, with “medium confidence,” the 30-year period between 1983 and 2012 was the Northern Hemisphere’s warmest in 1,400 years. “Each of the last three decades has been successively warmer at the Earth’s surface than any preceding decade since 1850. The period from 1983 to 2012 was likely the warmest 30-year period of the last 1400 years in the Northern Hemisphere, where such assessment is possible,” the 2014 IPCC report stated. IPCC’s scientists stated the global surface temperature is likely to increase

by as much as 1.5 degrees (Celsius) by 2100. “It is virtually certain that there will be more frequent hot and fewer cold temperature extremes over most land areas on daily and seasonal timescales, as global mean surface temperature increases. It is very likely that heat waves will occur with a higher frequency and longer duration,” the 2014 IPCC report stated. “Occasional cold winter extremes will continue to occur.” Whether these future projections, which are extrapolated from past data and historical patterns, come true remains to be seen, of course. The scientific team behind the 2014 IPCC report stated much of what is forecast could be prevented if certain measures
are put in place now. “Strategies and actions can be pursued now which will move towards climate-resilient pathways for sustainable development, while at the same time helping to improve livelihoods, social and economic well-being and effective environmental management,” the 2014 IPCC report stated. “In some cases, economic diversification can be an important element of such strategies. One of the widest ships in the world looks like half a ship At first glance, it looks as if it is only half a ship. However, don’t let the image fool you. That is the ship in its entirety, and it is one of the widest ships ever built. The ship, named Ramform Titan, is owned by Petroleum Geo-Services (PGS). Some refer to Ramform as the “world’s ugliest ship” because of its odd appearance. The unusual shape is necessary as it is a seismic ship. This triangle-shaped vessel is 70 meters (nearly 230-feet wide).
NEWS BRIEFS NATION/world Pint-size dog trains to search for drugs at Norfolk Navy Base NORFOLK, Virginia (LOG NEWS SERVICE) — An unusual drugsniffing dog is joining the ranks of Naval Station Norfolk. Puskos, a 17-pound Jagdterrier, has been in training since January and is expected to be certified to search for narcotics by the end of March, Navy spokeswoman Chief Petty Officer Leeanna Shipps said in a release. He is the smallest of four drug detector dogs assigned to Norfolk. However his small size – about one-fifth the size of most working dogs like German Shepherds and Belgian Malinois – makes him stand out and is a great advantage

Fundraising effort underway to save Kennedy’s sailboat BOSTON (AP) — President John F. Kennedy loved the sea, and perhaps nothing represented that love more than the wooden sailboat the family bought when he was just 15. To help preserve the boat the teenage Kennedy dubbed Victura, the John F. Kennedy Library Foundation March 15 launched a GoFundMe campaign to raise $25,000 for maintenance.

Trial anchorage could return to Newport Harbor for another run By Nina K. Jussila NEWPORT BEACH — Boaters planning to visit Newport Beach this summer may have a trial anchorage available to them yet again. Newport Beach’s Harbor Commission recommended a temporary anchorage be established once more at the Turning Basin for the third year in a row. The trial anchorage, which still requires City Council approval, could be activated by Memorial Day weekend. “There [are] some appetite for moorings in that area and some clever thoughts on how they might be maintained and administered,” Harbor Commission Chair Paul Blank said. “The subcommittee will do a bit more research on costs and the best way to administer the use of those potential moorings and then come back with recommendations.” A subcommittee of the Harbor Commission did ask the commissioners to go to the City Council with the

The report basically points out nature plays a significant role in contributing to melting ice conditions in addition to man-made causes to climate change. “Circulation variations over the Arctic have been a significant factor in driving sea-ice variability since 1979, and have had a non-trivial contribution to the total surface temperature trend over Greenland and northeastern Canada,” Ding and his colleagues stated. “The potentially large contribution of internal variability to sea-ice loss over the next 40 years reinforces the importance of natural contributions to sea-ice trends over the past several decades.”

Don’t Forget About Us I enjoyed reading your article on boating safety. It is something we’ve seen as a need for some time. You seemed to have missed an entity. Our 28 strong 45-foot Outrigger clubs. These canoes that provided Pacific Islanders basic transportation for thousands of years is still alive in SoCal. Our family of paddlers, 3,000+, all belongs to Southern California Outrigger Racing Association (SCORA). We have various guidelines that we teach yearly and practice daily. The bigger scope of our sport has over 30 countries paddling these extra long canoes. Because we abide by these standards, our accident ratio in So Cal is quite low. Organized clubs have extra provisions for each site they paddle from, which there are 28 different sites in SoCal. Going to SCORA.org/Education/Safety gives you our commitment to safe boating in these crowded harbors. Solutions to situations are what we do constantly, because we are unique. Because we are a racing group of water enthusiasts, we go
that extra mile in regards to rules and guidelines. The rash of standup phenom and roof top explorers is a situation that needs regulating. We’d be interested in helping in any way to resolving or educating persons that your paddlesports chart displayed. That new boating card exemption list is ridiculous. A renter is exempt? That’s just allowing accidents to continue! And what exactly is their reasoning for exempting organized boat regattas, are they positive those individuals are safe? What are the criteria they used? Yes, we’ll ask them. Does your findings have accident ratio from those individuals that are exempt. We’d enjoy being part of the solution. Bud Hohl

Los Angeles Waterfront: $1 Billion Boondoggle or Benefit? Changes are in store for the city’s harbor area, but will boaters come out ahead? By Parimal M. Rohit LOS ANGELES — The March 2017 primary election came and went with little to no fanfare for Los Angeles’s NIMBYs. Those city residents who believed Los Angeles was biting off more than it could chew when it came redeveloping major swaths of communities and neighborhoods were unsuccessful in getting local voters to back Measure S, an anti-development ballot initiative aiming to severely restrict building in the nation’s second largest municipality. We’ll never know whether Measure S, if passed and enacted into law, would have hindered plans to revitalize the only boatingthemed waterfront managed by the city of Los Angeles. As of right now, however – and in the wake of Measure S’s defeat – plans to revitalize the L.A. Harbor area are still moving forward, albeit at a snail’s pace. It’s no secret the city of Los Angeles wants to activate the San Pedro and Wilmington area to become a visitor-serving destination much in the same way tourists flock to Santa Monica Pier
or San Francisco’s Fisherman’s Wharf. To this end city officials are betting $1 billion in public and private money to redevelop and transform the San Pedro and Wilmington waterfronts. Boaters will have their own set of questions, including whether a revitalized L.A. Waterfront would affect their access to and enjoyment of the water. Will boaters have fewer parking spaces available to them, giving up their spots to visitorserving uses? Could the influx of visitors result in novice kayakers and standup paddleboard users taking to the water, potentially interfering with commercial and recreational vessel traffic? What benefits would be made available to boaters once the L.A. Waterfront project is fully realized? A feasibility analysis commissioned by city officials for the L.A. Waterfront project stated the area’s development initiatives “are expected to result in major public and private investments totaling [more than] $1 billion.” One-third of the expected $1 billion investment has already been spent, according to the city’s feasibility study. “About $330 million of public and private investment in infrastructure, capital facilities, public amenities, and private development have occurred on the LA Waterfront since 2003,” See STANDING WATCH page 9

Nils Nehrenheim, a co-founder of Rescue Our Waterfront and local boater, forced a run-off election in May with incumbent Martha Barbee for the District 1 City Council seat; he received more than 49 percent of the vote, compared to Barbee’s 40 percent. The winner needed 50 percent plus 1 vote to win the seat outright.
Nehrenheim, who helped spearhead the Measure C campaign through Rescue Our Waterfront, has been a vocal opponent of CenterCal’s The Waterfront project. In a separate vote, incumbent mayor Steve Aspel lost his bid for re-election to District 2 council member Bill Brand. Aspel and Brand represented opposite ends of the spectrum when it came to development. As mayor Aspel supported an ambitious redevelopment of Redondo Beach’s waterfront. Alternatively Brand advocated for slow growth and smaller projects. Redondo Beach is one of the few cities
to hold separate mayoral and City Council elections. What’s On Tap: What the results of March 7 election means for the future of King Harbor and CenterCal’s plans remains to be seen, though the election of Brand and Nehrenheim to the dais is not a positive development for The Waterfront project. CenterCal’s redevelopment project would likely be subject to major changes once Measure C is implemented. No word yet, however, on whether CenterCal would challenge the ballot initiative.

Port of Los Angeles approves amendment to yacht club lease What Happened: A fourth amendment to the permit agreement between Los Angeles Yacht Club and the Port of Los Angeles was approved March 2. The contract amendment, approved by the Port of Los Angeles’ Harbor Commission, keeps the yacht club at the L.A. Harbor through 2053 – or 30 years beyond when the lease was previously set to expire. What’s On Tap: Los Angeles YC will continue to operate at its current location in San Pedro. New terms of the lease with the Port of L.A. call for a revised map of its premises, annual rent payment adjustments, assignment options and overall continued operations of the club and small vessel dry storage area. The club’s lease will expire in March 2053 (unless extended again at a future Harbor Commission meeting).

Rohit VENTURA — Plans to redevelop an iconic restaurant on San Diego Bay with a larger dining-themed project can be reviewed by the California Coastal Commission, according to a March 8 vote by commissioners in Ventura. Whether the Coastal Commission has authority to review restaurant projects was the central question of a dispute resolution between the state agency and the Unified Port District of San Diego. Commissioners, in a 9-1 vote, determined they do have authority to appeal or review restaurant projects. The Brigantine currently proposes building a large dining-themed project on San Diego Bay. Boaters would have a dock-and-dine option at the proposed Portside Pier complex, according to plans. Port of San Diego representatives argued the Coastal Commission couldn’t appeal or dispute restaurant developments within the five-city district’s jurisdiction. The Coastal Commission, conversely, worried whether being precluded from appealing The Brigantine’s Portside Pier project would prevent the agency from reviewing similar development in the future. There are as many as 60 restaurant developments on tap within the port district, according to Coastal Commission staff. Rebecca Harrington, a member of the port district’s legal counsel, alleged the Coastal Commission failed to follow due process. She added the port district is not a local government but instead its
own entity. The Coastal Commission’s authority to appeal or dispute projects like Portside Pier only applies to city and county governments, not port districts, Harrington added. There are 11 existing dock-anddines in the Port of San Diego, all of which are non-appealable, according to Harrington. Steven Kaufmann, who spoke to commissioners on behalf of The Brigantine, called the dispute resolution an “invented proceeding.” “You don’t have the inherent authority, as an administrative agency, to create proceedings that aren’t otherwise in the Coastal Act or your regulations,” Kauffman told commissioners. Coastal Commission members and staff both stated the Portside Pier proposal has a few issues in need of resolution. “This project … hasn’t been reviewed by this commission for consistency for [Coastal Act] policies,” Karl Schwing, the Coastal Commission’s San Diego Coast deputy director, told commissioners. “There are concerns with several aspects of the project, including its size, intensity of use, and resulting effects on coastal access, marine resources [and] visual resources.” Counsel for the Coastal Commission added the state agency would still have the authority to address and review its concerns of the Portside Pier project at a later date, regardless of whether the March 8 dispute resolution was held (or even necessary). One such issue was the project’s increase of water coverage. Increases in water coverage are generally reserved for projects where coastal-dependent use is the predominant theme. The only coastal-dependent use element of the Portside Pier plan is the dock-and-dine proposal. Coastal Commission staff stated the dock-and-dine element is See ANTHONY’S page 10

authors of the city’s feasibility study stated. “These improvements have paved the way for an additional $700 million in planned investments, notably including the transformative AltaSea project—a maritime innovation center and think tank—and the San Pedro Public Market—a major commercial development with retail and tourismrelated uses. As well as bringing new investment to the L.A. Waterfront, these two projects are expected to draw millions of new visitors and establish a new employment center.” We don’t quite know how the L.A. Waterfront project would affect boaters, although the pricey redevelopment project already resulted in boaters being evicted from Ports O’ Call Marina and the space soon to be replaced by a public marketplace. City officials are also in the dark when it comes to predicting future success of the planned L.A. Waterfront development. “The overall catalytic impacts of these projects will not be fully known until they are built but are expected to be substantial,” authors of the feasibility analysis stated. Such unpredictability could be moderated, according to the feasibility study, by fostering residential real estate development and allowing for hotels and office space to be built in Downtown San Pedro and along the waterfront. “Depending on site acreage and

zoning parameters, the downtown opportunity sites could potentially support a range of medium- and highdensity residential and residential mixed-use projects,” authors of the feasibility study stated. “New hotel and office development are longer-term opportunities that will depend on establishing a more robust tourist and employment node in the LA Waterfront area. Recovery of the cruise business, construction of the San Pedro Public Market, and/or construction of AltaSea in the next 5 to 15 years are likely pre conditions to unsubsidized develop-
ment of these areas.” A hotel and creative office space could be built in the Cabrillo Way Parking Lot, for example. Creative office spaces could also be the dominant theme of new uses at parking lots along the Wilmington waterfront. Lots in Downtown San Pedro, which is adjacent to where Ports O’ Call Marina used to be, might soon be home to residential and mixed-use projects. Naturally these project ideas would bring about a fair share of opponents and skeptics questioning the project’s traffic and environmental impacts.
The future of L.A. Waterfront’s revitalization will rely, in huge part, on stakeholder input. Local boaters should take an active role in the public process and inform local policymakers of what they would like to see once San Pedro and Wilmington are upgraded. Revitalization plans have already resulted in the loss of one marina. The area immediately surrounding the L.A. Harbor would likely realize an influx of new residences and visitors if the city’s plans and ambitions come to fruition – all of which could come at a high cost to boaters.
TAKE ACTION There are many departments and policymakers involved with the L.A. Waterfront revitalization. Plans are still years away from being realized, but the earlier boaters reach out to City Hall to provide input the more likely their interests would be factored into the revitalized San Pedro and Wilmington. All it takes is a steady stream of phone calls, letters and comments at public meetings. Taking money from the “wealthy” boat owners and spending it on “affordable housing” for the less fortunate probably sells very well to most people. He claims these interest deductions cost the state $300 million in tax revenue, but the numbers don’t add up. One wonders if Mr. Chiu’s office figured in the costs to the State of reduced boat and yacht sales that this bill would cause: • Reduced boat sales will eliminate jobs in the industry • Reduced demand for boats will eliminate jobs at boat manufacturers • Reduced sales tax receipts to the state of CA

not a dominant theme or use of the Portside Pier proposal. The Coastal Commission also challenged the project’s parking plans and signage. Commissioner Greg Cox, who was the sole vote against the prevailing motion, said although he’d like to see The Brigantine’s proposal to come to reality, there are still issues the commission and port district still need to resolve. “It does seem like it’s going to be a substantially bigger facility. I know one of the issues I think our staff had raised was in regards to the public access. I do think there are some legitimate issues there,” Cox said. “I’d like to see this project move forward on an expeditious manner, but I think there’s some issues that probably still need to be worked out.” Commissioners were originally scheduled to vote on an appeal of The Brigantine’s proposal. However the appeal was postponed after commission staff and port district did not see eye-to-eye on whether the state agency could review the project at this time. The Coastal Commission could revisit the appeal as early as May, when the quasi-judicial state agency meets in San Diego. Conceptual plans to replace Anthony’s Fish, a longstanding restaurant in Downtown San Diego, with a new restaurant plaza known as Portside Pier were approved by the Port of San Diego’s Board of Port Commissioners in December 2016. Anthony’s first opened its doors in 1946; the restaurant officially closed its doors on Jan. 31. The Brigantine beat out five other proposals to redevelop the waterfront property. Current plans call for Portside Pier to replace the current Anthony’s structure on the eastern bay with new restaurants, dock-and-dine opportunities for boaters and a public viewing dock. Portside Pier would be a two-story restaurant redevelopment featuring four dining concepts and three public access amenities. A dock-and-dine feature would be able to accommodate up to 12 vessels. The Coastal Commission met March 8 and 9 in Ventura.

Successful bidder would liaise between owners and county during revitalization. By Parimal M. Rohit DANA POINT — Firms hoping to represent Dana Point Harbor’s business owners at the county level during the waterfront venue’s revitalization formally submitted their bids to O.C. Public Works and now begin waiting for officials to complete the review and deliberation process. A Request for Proposals (RFP) was issued in early February and potential respondents were asked to submit applications by March 6. Public Works staff began evaluating proposals March 15; respondent interviews are set for April 4 and contract negotiations are expected to begin the following day. Orange County’s Board of Supervisors will decide who would be awarded the contract, though a timeline for when the vote would occur has not yet been determined. Also yet to be determined is how much the selected firm would earn from the county once it is awarded the contract. Whoever is chosen would be responsible for representing the harbor’s vendor owners, monitoring and managing construction of the revitalization project and offering quality assurance consulting services, according to the RFP. Bidders must have managed at least two projects with a $25 million budget (or higher) within the past 10 years to be qualified as a potential owner’s representative and project manager. The RFP, issued publicly Feb. 6, differs from another proposal request issued by O.C. Parks in October 2016. O.C. Parks issued an RFP late last year in search of a potential development partner to enter into a public-private partnership, or PPP, with Orange County to complete the planned Dana Point Harbor revitalization project. Proposals for the O.C. Parks request are supposed to be submitted to the department by March 16. The selected vendor would be expected to sign a 50-year lease with the county to “plan, design, permit, fund, construct, renovate, market, operate, manage and maintain” an upgraded Dana Point Harbor. Orange County has planned a revitalization of Dana Point Harbor for 20 years now, though no improvements to the venue’s waterside elements were ever made since officials initially determined upgrades were necessary. The county awarded a multi-year contract to a property management firm in 2003 to manage the revitalization project. An initial five-year, $7 million contract eventually ballooned to a $13.1 million obligation, according to an Orange County Grand Jury report
released in 2014. Dana Point Harbor endured a few more punches in 2016, when the venue’s director resigned just before Orange County’s AuditorController published an audit report finding certain harbor employees offered

Leonardo DiCaprio invests in Colorado aquaculture company BOULDER, Colorado (AP) — Actor Leonardo DiCaprio has invested in a Boulder food company that focuses on sustainable aquaculture. The Daily Camera reports that LoveTheWild on March 8 said that the actor was among the backers that helped fund their $3 million Series A investment. The Boulder company makes cook-it-yourself seafood kits sourced with sustainably raised fish. DiCaprio will join the company’s advisory board. His financial contribution was not disclosed. In a statement, DiCaprio praised LoveTheWild’s sustainable fishing practices. The recent round of investing will help LoveTheWild, which currently offers a mix of wild-caught and farmed fish, to move toward sourcing 100 percent of its fish from aquaculture operations. This is not the Oscar-winning actor’s first eco-investment. In May he invested in Runa, an organic, fair-trade tea company. Samantha Murray, J.D., a long-time environmental advocate, has state and federal ocean policy experience. San Diego Coastkeeper has also determined the unanimous election of its 2017 board of director’s executive committee: Watershed Scientist Taya Lazootin as president, Government Law Attorney Jack Brown as vice president, Financial Executive Stewart Halpern as treasurer and Accounting Executive Catherine Stiefel as secretary. “Serious federal policy threats to our waters make our role as a locally focused watchdog group more crucial than ever. Newport Beach has a public boat launch ramp at Newport Dunes Waterfront Resort. While the ramp itself is functional and features plenty of parking there are some who have questioned the merits of its location. The city has struggled to find a feasible – and spacious – location to build a new public boat launch ramp somewhere along the harbor (and closer to the ocean). The city’s Harbor Commission acknowledged a shortage of public boat launch ramps in Newport Beach during a September 2015 meeting. “Both the public and the Harbor Commission have [in recent years] noted the lack of available locations where vessels may be launched, particularly from a trailer. Currently, the only option for trailered vessels is at the Newport Dunes launch ramp, which is north of the Coast Highway bridge,” a Newport Beach city staff report issued to commissioners stated. “During peak summer days, holidays or during Newport Dunes special events, the Newport Dunes has closed the launch ramp upon reaching capacity, which has discouraged some boaters.” Nearly 18 months has passed since the issue was discussed amongst commissioners and, to date, no solutions to address boat launch ramps and public access are in sight.

Newport Beach SOUTHERN CALIFORNIA — Owning a boat doesn’t necessarily mean you’re always on the water, especially for those who have their vessels on a trailer instead of a boat slip or marina. Here in Southern California there are certainly a few harbors catering to boaters who bring their vessels to the water via trailer. Yet there are other venues where transferring a boat from land to water is so challenging it might not be worth the time and effort. Boat launch ramps are a vital lifeline for boaters, providing public access to the water for anyone who wants to take in a sail or enjoy local waterways on any other form of personal watercraft. Of course public access to public waterways is guaranteed under California law. Therefore it follows the lack of boat launch ramp facilities – or ones where uses are effectively limited – harms or interferes with a boater’s right to access public waterways. Long Beach might just be the friendliest city in Southern California when it comes to the number of boat launch ramps available to boaters. There are five public boat launch ramps spread out across the city’s waterfront. Marina del Rey has a large, unstaffed public boat launch ramp at 13477 Fiji Way. The ramp is located on the harbor’s eastern edge and, despite heavy vehicular traffic in the area, is relatively easy to access from Lincoln Boulevard (Highway 1) or the 90 Freeway – both major highways serving the Marina del Rey area. In preparing for a safety check, be sure to download the list of required equipment from the USCGA’s website at cgaux.org/vsc, where you can also fill out a form requesting a vessel safety check. When going through the checklist you’ll quickly note what isn’t legally required, but otherwise necessary, such as first aid kits, marine radios, emergency position indicating radiobeacons (EPIRBs) as well as paper/electronic charts and other modern electronics. Please consider the checklist as the absolute minimum equipment needed

While compliance is mandatory under federal law, the reality is, under current staffing constraints the USCG rarely stops boaters for such safety inspections unless they suspect something illegal, such as drug smuggling or human trafficking. It’s wise always to comply gracefully and invite the inspectors aboard. The California Coastal Commission could still weigh in on the ultimate fate of the boat launch ramp, as the state agency is expected to schedule a hearing soon to weigh in on Measure C and King Harbor’s revitalization plans.
San Diego The Port of San Diego is on the verge of selecting a vendor to upgrade the Shelter Island Boat Launch Ramp. Port district staff announced the vendor bidding process for the boat launch ramp’s renovation project had closed in mid-March. A vendor could be awarded a contract as early as April 11. Once construction starts the Shelter Island Boat Launch Ramp – which is the only port-based boat launch ramp within San Diego city limits – will be shut down almost entirely until at least March 2018. “During construction, the Shelter Island Boat Launch will be subject to closure,” port district staff stated. “However, one lane will remain open during the summer months. Expect delays if launching during the summer months, or utilize one of many alternate launch facilities.” The port district plans to improve public access to San Diego Bay by enlarging the boat launch ramp’s basin maneuvering area, replacing a worn-out
ramp, increasing the length of boarding floats as well as installing signs, lighting and public walking platforms. The new boat launch ramp would also be up-todate with Americans with Disabilities Act (ADA) standards. John Campbell, who organizes the area’s annual Yellowtail Derby, worried the design of the new public boat launch ramp would cause several avoidable problems. The entrance of the new boat launch ramp would be in the middle, instead of closer to eastside of the facility as currently designed. Wave currents and prevailing winds could possibly result in an increase of silt and water movement within the launch ramp basin, Campbell believed. Additional silt would result in the port district dredging the boat launch ramp facility area more often, according to Campbell. Another issue: limiting the boat launch ramp to one lane during construction would likely result in increased congestion, as local anglers and boaters use the facility all day and night. Other boat launch ramp locations on the San Diego metro area are found at National City’s Pepper Park, Mission Bay, Coronado’s Glorietta Bay, Oceanside and Chula Vista. The boat launch ramps immediately connected to San Diego Bay, though somewhat distant from Shelter Island, would possibly absorb some of the recreational vessel traffic deflected from the upper edge of the port during the construction period.

IN MEMORIAM Two boating industry leaders pass away By Parimal M. Rohit The Southern California boating world lost two industry leaders in the past few weeks: Mike Martin of Helmut’s Marine Service and Nick Barron of Hallett Boats. Martin succumbed to cancer on Feb. 3. His last career stop was at Helmut’s Marine Service, where he joined as a salesman in 2012. Martin was most commonly known as a leading associate of Volvo Penta. He left behind a son and two granddaughters. Barron passed away March 2 after a battle with cancer, according to a news report. The former Pasadena area native was first introduced into the boating world when he would install engines into wood ski boats. He later started Hallett Boats, a manufacturer of V-bottoms and deck boats. According to a news report he was also a Southern California Marine Association board member and an inductee of the Marine Association Hall of Fame and Water Ski Association Hall of Fame. His wife, four children, six grandchildren and five great-grandchildren reportedly survive Barron.

Jussila SANTA BARBARA — Projected financial plans are being proposed for Santa Barbara’s waterfront projects with the 2019 fiscal year budget anticipated to be much less than 2018. The significant reduction in the budget compared to 2018 is due to the expected completion of the Marina One project by 2019. After meeting with the Santa Barbara Harbor Commission’s budget committee, Waterfront Business Manager Brian Bosse presented the proposals to commissioners at their Feb. 16 meeting. The proposed budget for fiscal year 2018 covers the following nine capital projects: Marina One replacement; Stearns Wharf waterline replacement; marina renovation program; parking infrastructure improvements; repower Harbor Patrol vessels; seawall guardrail upgrade & cobble removal; Marina Two restroom ADA remodel; parking lot maintenance program; and, Stearns Wharf guardrail. Total expenses for these 2018 capital projects are projected to be $3,908,000. Many of these are existing projects necessary to keep the marina operational, according to Bosse. The projects for 2019 include Stearns Wharf timber/pile replacement, marina renovation program, replacement of hoists 1, 2 and 3, Harbor Way sidewalk, parking lot maintenance as well as marina end tie widening project. Total proposed budget for these fiscal year 2019 projects amounts to $1,155,000. Surplus Venue/Reserves Above Policy and Capital Reserve/Harbor Preservation Fund (HPF) will fund these capital projects. “We used to have Division of Boating and Waterways (DBW) loan, but our plan is to not use DBW funds,” Bosse told the
commission. For both fiscal year 2018 and 2019, a 2 percent increase is proposed for slip rental fees as well as a $25 per foot to $450 per foot for slip transfer fees. The slip transfer fees apply only to 35-foot vessels and larger. “This does not include 20-foot, 25-foot, 28-foot, 30-foot slips and commercial fishing vessel berths as your commission froze those,” Bosse explained. The next step for the fiscal year 2018 and 2019 proposed budgets will be a review by the city administrators. Following the city administrators’ budget review, the harbor commission will conduct a formal budget recommendation on April 20. The final approval for fiscal year 2018 and 2019 budgets will take place on June 20. Skip Abed, owner of The Santa Barbara Sailing Center, was there to accept the award. “As many of you know, Skip has been a mainstay in the harbor since 1992 when he started working at the Santa Barbara Sailing Center,” Bosse said to the harbor commission. “He then went on to purchase the business in 2000. Since that time, he has successfully worked to really improve that business.” The Santa Barbara Sailing Center provides charter services for whale watching excursions and scenic cruises. The center also offers summer camps, sailing lessons as well as rental services of boats, kayaks and standup paddleboards. “Skip is very active in the harbor community. He is also very involved with the nautical swap meet, the Parade of Lights as well as the Harbor and Seafood Festival. The Sailing Center, and the people who work there, are always willing to lend a helping hand for boating matters throughout time,” Bosse stated.

New Conservancy President and milestones will be celebrated on April 1. AVALON – The Catalina Island Conservancy’s theme for this year’s 22nd Annual Conservancy Ball is

Kelp forests, flying fish possibly on verge of comeback in Avalon Airborne species aren’t yet expected to soar through the sky around Catalina Island in big numbers.
AVALON — Tourists and marine enthusiasts once flocked to Catalina Island to witness large numbers of flying fish emerge from the water and pierce the air surrounding a 50-foot power catamaran cruising across the channel just after sunset on any given night. The numbers of flying fish quickly diminished, however, as warming waters surrounding Catalina Island caused once plentiful kelp forests to all but disappear. No kelp forests meant the flying fish would no longer be found near the Catalina coast. Capt. John King, who offered flying fish tours aboard his catamaran, Catallac, took fewer trips before outsourcing the offering altogether. The flying fish were not back last summer like they were before, King said. Accordingly he leased out his catamaran for flying fish tours to the Santa Catalina Island Company. “I just decided [to lease the boat to Santa Catalina Island Company],

because we didn’t have a lot of the flying fish since the kelp was pretty much wiped out in 2014,” King, who runs Afishinados Charters and Catallac Tours, said. “On our tours, we love to give them a good show. For a number of years, we pretty much could guarantee you were going to see 400 to 500 flying fish. Since October 2014, we really have reduced expectations. Now you would have to look hard to see even 50 of them.” When El Niño brought warmer tem-
peratures to the local waters it caused a lot of the kelp to die. The kelp thrives in cold water but was diminishing around Catalina Island due to the warmer water. The flying fish rely on the kelp to spawn and attach their eggs. The flying fish did return as did the kelp according to Capt. Alison Osinski, owner of Aquatic Consulting Services in Avalon. “The kelp disappeared a year ago because of the warm temperature of the water. It’s back. Kelp grows. It’s a very fast growing plant. It didn’t get wiped out totally, but it’s certainly growing back,” Osinski stated. There is a regrowth of kelp, King agreed, but he is not seeing the lush forest of kelp as there was in the past. When the flying fish were plentiful and he was providing the night tours, it was not uncommon for the fish to fly right onto the boat. If a passenger got hit by a flying fish, they were given a free t-shirt. “Three years ago, we gave away 24 t-shirts in one season and last year only 11 shirts were given away,” King stated. King does not expect to see more flying fish this summer, as cooler water hasn’t yet returned. It remains to be seen what the
upcoming season for flying fish will bring, which begins in May or June. Meanwhile King’s Afishinados Charters will begin offering a new charter service for couples, thanks to a waterside permit approved by the Avalon City Council on Feb. 21. Couples specifically will be able to rent a private charter for two aboard a 14-foot skiff to cruise around Catalina Island. “We are primarily a fishing charter business, but we get people who want to go and cruise up to Two Harbors,” King told The Log. “We are going to experiment this year and offer [a 14-foot skiff] as an alternative.” The City Council’s permit approval allows Afishinados to add a third boat to its charter business. “Having been doing this since 2002, we continually get calls from couples and they’re looking to get out on the water. It is very expensive for two people to charter a 40-foot boat, which can handle up to six people,” King stated. “Our big 50-foot boat is more of a tour boat for sunset cruises, happy hour cruises, that kind of thing. If people want to fish or just get out on the water and look for birds or dolphins, we do that too.”

SWYC’s Benefit on the Bay to raise funds for ElderHelp of San Diego Sailing and fishing charity events planned for April 1, April 22 and May 6. SAN DIEGO — Southwestern Yacht Club (SWC) will host three separate events between April 1 and May 6 to help raise funds for ElderHelp of San Diego, an organization dedicated to providing seniors with dignified and independent living. The public is invited with reservations to enjoy any or all three days (April 1, April 22 and May 6) on the bay with a sailing race, fishing tournament, food, drinks and more. Charity Bay Regatta and Race Party kick off the Benefit on the Bay events. The sailing race begins April 1 at noon followed by an awards ceremony and party (open to any boat owner or skipper, whether or not a SWYC member). SOUTHERN CALIFORNIA — A new sailing class will be featured on the 2017 regatta circuit, with the onedesign performance vessel ready to debut as early as May. The Pac 52 Class is expected to be included in San Diego Yacht Club’s Yachting Cup, which runs May 5-7. At least two Pac 52s will be featured in the 45th running of the Yachting
Cup: Manouch Moshayedi’s Rio (St. Francis Yacht Club) and Victor Wild’s Fox (San Diego Yacht Club). Coincidentally Moshayedi was the businessman who purchased several land parcels along Newport Beach’s Mariners’ Mile in early 2016. Other Pac 52 vessels are Invisible Hand and Bad Pak. Pac 52 vessels are also on tap to be featured at the Offshore One-Design Championships in Newport Beach (June 9-11), Long Beach Race week in Long Beach (June 23-25), a pair of regattas in San Francisco (September) and the upcoming Transpac race to Hawai’i. Members of the Pac 52 Class must obtain and possess a Pac 52 Certificate. The certification outlines the requirements a sailing team must meet and maintain to sail in the Pac 52 Class. CABO SAN LUCAS — A multi one-design claimed first place in the ORCA Class of Newport Harbor’s Newport to Cabo race, it was announced March 16. New York Yacht Club’s Lloyd Thornburg raced his Phaedo3 to the finish line ahead of the pack. Finishing behind Thornburg was H.L. Enroe of Silver Gate Yacht Club, whose Mighty Merloe (an ORMA 60) came in second. Mighty Merloe came in about two hours behind Phaedo3. Sitting atop the ORR 1 Class (fourth in ORR overall) was Zephyrus (skippered by Los Angeles Yacht Club’s Damon Guizot). James McDowell’s Grand Illusion claimed top honors in both ORR 2 and ORR overall. Other finishers were Holua (second on ORR 2 and ORR overall) and Horizon (first in ORR 3, third ORR overall). The race also serves as a tuneup for the summer’s Transpac or Pacific Cup races. Roy Disney’s Pyewacket won the NHYC Cabo Race on 2013 and 2015. Other two-time race winners are John Delaura’s Silver Bullet (1989, 1991) and Swiftsure (Nick Frazee 1979, Nick and Robert Frazee 1985).

The sailing world mourns the loss of one of its most recognized sailors, as Bill Ficker passed away March 13, according to news reports. He was 89. The sailor and Newport Harbor Yacht Club member founded the Ficker Cup, a qualifying race of the Congressional Cup. This year’s Ficker Cup takes place in Long Beach, March 24-26. Ficker was also inducted into America’s Cup Hall of Fame and National Sailing Hall of Fame. Among his most notable sailing wins included America’s Cup (1970), Congressional Cup (1974) and Star Worlds (1958). “Ficker is Quicker” became a popular catch phrase within the sailing community after the sailor skippered Intrepid to victory during the 1970 America’s Cup. Beyond sailing Ficker was also an architect based in Newport Beach. Bill Ficker, seen here honored in 2012 by Newport Sea Base, passed away on March 13.

California lawmakers revisit attempts to increase fishing activity Senate Bill 187 and Assembly Bill 478 aim to spur angling participation. By Parimal M. Rohit SACRAMENTO — Sportfishing activity in California is on the verge of a “death spiral,” a 2016 study proclaimed. The study, published by the California Sportfishing League, coincided with legislative efforts to reform fishing policy and spur angling participation in the nation’s most populous state. Those efforts, though, fell short. State legislators hope for a different result in 2017 as lawmakers proposed separate bills to make fishing licenses easier to obtain or purchase. Senate Bill 187 (SB 187), introduced by State Sen. Tom Berryhill (R-Twain Harte) in late January, proposes to
make fishing permits valid for a full 12 months from the date they are purchased. Fishing permits are currently valid for a calendar year, meaning they expire on Dec. 31 regardless of purchase date. Meanwhile Assembly member Marie Waldron (R-Escondido) proposed making fishing licenses free to anyone who is not an adult. Assembly Bill 478 (AB 478) specifically increases the minimum age to buy a fishing license to 18; current law requires anyone age 16 or older to purchase and be in possession of a stateissued fishing license. Fishing license sales in California have reportedly been declining in recent years. California Sportfishing League, in its state of the industry study last year, said fishing license sales statewide have dropped by 55 percent since 1980, despite a 60 percent increase

These were among the findings and highlights of a report published by the California Ocean Trust and backed by the state’s Department of Fish and Wildlife and Sea Grant. Marine communities are positively responding to the creation of MPAs up and down the California coast, according to the report, titled “State of California’s South Coast.” “Biomass of targeted fish species has increased in kelp and shallow rock ecosystems inside and outside of the northern Channel Islands MPAs (established in

Los Angeles County, which includes Santa Catalina Island, accounted for 60 percent of those total violations, 15 percent mainland and 85 percent Catalina Island, respectively,” the report stated. California’s south coast region, which includes Los Angeles and San Diego regions, supports more than 800,000 jobs and about $40 billion in ocean-dependent tourism.

A freshwater lake in San Diego known for producing large bass catches just set the bar for anglers visiting the watering hole between now and the end of 2017. Joe Ahrens of Santee reportedly reeled in a 14.8pound bass at Miramar Lake on Feb. 27. So far it’s the largest bass catch of 2017. SDFish. com reported the bass measured about 28 inches long and was released alive. Ahrens was reportedly aboard a Ranger bass boat and caught the monster using a swimbait (amidst 20 mile-per-hour winds and rainy conditions, no less).

SANTEE — The annual Santee Lakes Catfish Opening Weekend returns to the northeast San Diego County watering hole, with anglers kicking off the 2017 season on April 1. The two-day weekend opener will feature 2,000 pounds of catfish. Anglers with the five largest catches will be eligible to win a prize. The action has mostly been for quality bottom fish, but skippers are finding a smattering of yellowtail and white sea bass. Thunderbird out of Davey’s Locker had a pair of overnight trips to San Clemente on March 11 and 12. The March 11 trip with 21 anglers returned with 120 red snapper, 90 rockfish, 15 bonito and six lingcod. The March 12 trip with 19 anglers landed 114 red snapper, 76 rockfish and two lings. Pursuit out of 22nd Street Landing had 28 anglers on a full-day trip to Catalina on March 13
LOS ANGELES-ORANGE COUNTIES NEARSHORE: The three-quarter-day boats fishing off the Orange County and Los Angeles County coastline are generally seeing a very good mix of bottom fish action. The scores really tell this story. Sportking out of L.A. Waterfront Sportfishing was on a three-quarter-day trip March 13 with nine anglers and had full limits of red snapper (90), 35 whitefish, seven perch, four sheephead, three sand bass and two sargo. Spitfire, running three-quarter-day trips out of Marina del Rey, has had light loads and limit-style rockfish action. On March 13, the 13 anglers on this boat landed 130 rockfish and 15 sculpin. The March 12 trip, with just 12 anglers, returned with 120 red
snapper. Patriot out of Newport Landing had 33 anglers on its March 13 three-quarter day trip and landed 72 rockfish, 43 red snapper, 12 whitefish, four bonito and a sheephead. Enterprise out of Pierpoint Landing was on a three-quarter-day trip March 12 with 22 anglers and landed 200 rockfish, 145 whitefish and 25 sculpin. Victory on March 12, fishing out of Long Beach Sportfishing, had 30 anglers on its three-quarterday trip and landed 200 rockfish, 152 sand dabs, 41 red snapper, 31 whitefish, 10 sculpin and two sheephead.
