Converting oilrigs into artificial reefs could become easier if SB 588 becomes law. By Parimal M. Rohit SACRAMENTO — Offshore oil companies could be required to fund a state-mandated rigs-to-reefs program, according to a legislative proposal introduced by State Sen. Bob Hertzberg (D-Van Nuys). Senate Bill 588 (SB 588) would establish a clear path to realize California’s plan of converting decommissioned oilrigs into artificial reefs. State officials originally proposed the rigs-to-reefs program in 2010, but the initiative has effectively been dormant since it became law in 2011. Hertzberg said his bill reworks the program to make it easier for oil companies to commit to California’s rigs-toreefs program. “This legislation establishes the process and safeguards necessary to ensure the rigs-to-reefs program will be environmentally beneficial and successful,” Hertzberg stated shortly after introducing SB 588 in February. “Turning old oil rigs into artificial reefs is a creative solution to an old problem that has shown enormous benefits in other parts of the world.” Lawmakers approved the rigs-toreefs policy in 2010. The policy, how-

ever, “proved to be unworkable” since it went into effect the following year, according to Hertzberg. “No oil company has submitted an application under it,” a statement from Hertzberg’s office about SB 585 said. The current proposal spawned from two years of refining language and working with stakeholders to create “an honest assessment of the environmental trade-offs of partially removing defunct oilrigs versus fully removing them,” Hertzberg’s staff stated. “SB 588 aims to turn the current rigsto-reefs policy into a workable program, without sacrificing any level of environmental review. An effective program would encourage oil companies to start shutting down their rigs and eliminate the danger posed by their aging structures. In addition, the legislation will provide much-needed funding for other ocean conservation programs.” More than two-dozen oil platforms dot the California coastline, each one extracting fossil fuels from beneath the ocean floor, according to Hertzberg. “Most of the platforms were built in the 1960s, and as they near the end of their lives, they pose an increasing risk of springing a leak or breaking down,” Hertzberg’s staff stated. “Oil companies have expressed interest in decommissioning platforms, but the permitting process for partial removal of rigs under the California Marine Resources Legacy Act (CMRLA) is so cumbersome and

vague that no operator has applied for a permit. “Federal law requires platforms to continue pumping oil and gas until they have received a permit for decommissioning, and so oil companies have continued operating rather than shut down their rigs,” Hertzberg’s staff continued. Decommissioned oilrigs – along with ships and subway cars – have been converted to artificial reefs around the world. Oil companies, prior to the rigsto-reefs program, had to remove an entire rig to have it decommissioned. Removing an oilrig entirely would destroy marine life habitats and create other environmental damage, according to Hertzberg.

The Bureau of Safety and Environmental Enforcement (BSEE), a federal agency created in 2011, stated 470 oilrig platforms in the Gulf of Mexico were, as of July 2015, converted to permanent artificial reefs. An eight-leg oilrig structure could provide a home for 12,000 to 14,000 fish, the Coastal Marine Institute stated in a recent study. Rigs-to-reefs programs spawned from federal legislation signed into law during Pres. Ronald Reagan’s first term in office. The 1984 National Fishing Enhancement Act opened the door for artificial reef development in coastal states. The Sportfishing Conservancy sponsored SB 588, which is currently being vetted by committee.

Arctic sea ice dips to record low for winter WASHINGTON (AP) — The frigid top of the Earth just set yet another record for low levels of sea ice in what scientists say is a signal of an overheating world. The National Snow and Ice Data Center in Colorado says the Arctic this month set a record low for winter peak sea ice area: 5.57 million square miles. That’s about 35,000 square miles below 2015’s record.

Center Director Mark Serreze says the less ice that grows in the winter, the deeper the melt problem is in the Arctic in the crucial summer. More areas will likely be ice-free. California Coastal Commission backs project proposing to replace 81 slips with 46. By Parimal M. Rohit VENTURA — A plan to reduce the number of boat slips at Channel Road Marina on Lido Peninsula in Newport Beach by almost half was approved by the California Coastal Commission on March 8. An updated Channel Road Marina will feature 46 boat slips, down from the current mix of 81. Lido Peninsula Company proposed to demolish the current marina in Newport Beach and replace it with a new waterfront dock. Plans do not call for dredging to take place. “The applicant states that the marina slips are 50 years old and have exceeded their useful life and that the new marina would comply with current Americans with Disabilities Act (ADA) access standards and Department of Boating and Waterways (DBAW) design criteria requirements, while being optimized in terms of demand,” Coastal Commission staff stated in a report to commissioners. “Conforming to ADA and DBAW standards, results in a marina design that includes wider walkways and structurally robust construction which results in slightly

more surface coverage than the former marina.” The new marina would include 23 slips – half of the total slip mix – for boats of 35 feet or smaller. Coastal Commission staff confirmed the new marina would be larger in size despite having 35 fewer slips than the current venue. The updated Channel Road Marina would be 12,762 square feet in size and have 52 piles – compared to 10,968 square feet and 30 piles currently. Most slips would be reserved for boats measuring 50 feet in length or smaller. Slips for 20-foot vessels or smaller would be increased from six currently to 13 in the new marina. However boaters with vessels between 21 and 25 feet would only have 9 slips in the new marina, compared to 19 in the venue about to be demolished. A majority of slips being gutted would affect boaters with vessels in the 26- to 30-foot and 31- to 35-foot range. Only one slip would accommodate a 31- to 35-footer (and none for 26- to 30-footers), compared to 53 total for the two categories in the old marina. The new marina would have 15 slips for boaters with 41- to 50-footers; the marina about to be demolished did not accommodate such boaters. Another new class of boaters being accommodated in the new marina: owners or leaseholders of 71- to 80-foot

vessels. There will be 7 slips for boats between 71 and 80 feet in length, compared to none currently. The one slip set aside for 91- to 100foot vessels in the current marina would also be included in the new venue. Two slips currently reserved for 36to 40-foot vessels will not be replaced in the new marina. Channel Road Marina is a privately owned and managed marina at larger Lido Yacht Anchorage Marina in Newport Beach. “The public can lease these slips for private use, the slips are not restricted, and are available for anyone to lease and this will not change with the proposed project,” Coastal Commission staff stated about the marina spaces at

Lido Yacht Anchorage Marina. Lido Yacht Anchorage Marina is home to 230 wet boat slip spaces (including the existing configured Channel Road Marina) and space for 221 boats (up to 40 feet) in the dry docks storage area. “Post project, the Lido Yacht Anchorage Marina will have a total of 195 wet boat slips spaces (including the new Channel Road Marina) and the dry dock storage area will continue to have 221 boat spaces for a total of 416 dry and wet boat slip spaces, resulting in a reduction of 7 percent of total available dry and wet boat slip spaces,” Coastal Commission staff stated. The Coastal Commission held its March meetings in Ventura.

Everyone needs to take responsibility The ocean and harbors are multiuse arenas that are utilized by many different types of people and craft. Any multi use area needs rules/laws to make sure people using the area are safe. Boating law, including human powered vessels, is well established and has been around for decades. The trick is getting everyone to learn, know and follow the rules, including the boaters. There are always instances when someone “gets in the way,” including, but not limited to SUPs, kayaks, canoes, power vessels (big and small), sailboats, crew teams and their escort boats, ferries, swimmers, PWCs, outriggers, rental boats, electric boats, etc. The article is focused on SUPs and I think everyone would agree that stand up paddling has become extremely popular over the last few years and thus the number of people participating in the sport has increased dramatically. SUP rentals are a big factor, but they are not the only part of the equation. Many boaters do not know the rules or think they are exempt

due to the size and expense of their yachts and sometimes have the misconception that “this is my harbor” because they live on the water or belong to the this and that yacht club. The most dangerous (truly dangerous) situations I have seen on the water almost always includes a motor vessel that has a prop. Add some alcohol and we are talking real danger. You can put 10,000 human powered vessels out on the water by themselves and if all 10,000 people wear PFDs, there would be little “true” danger. Take all those human powered vessels away and replace them with 10,000 motor vessels and sailboats and let the mayhem begin. Now, mix in all of the above and what are we going to do? I am not on one side or the other, but would rather advocate for a safe multi use experience. Education (and then following the law) is the key to safety on the water. Go ahead and make up some new rules. Or, you can follow the rules that are already in place. Make up some laminated cards and pass them out. Just make sure to pass them out to everybody that uses the harbor. Have fun out there and be safe! William

California Coastal Commission: Environmental Superhero or Window Dressing? State agency to draft action plan to pursue environmental justice, but will the vision have bite? By Parimal M. Rohit STATEWIDE — Marvel Studios is set to release four superhero films in 2017. None of them feature members of the California Coastal Commission, yet the quasi-judicial agency hopes to position itself as fighting on the frontlines of environmental justice. Of course many questioned this very idea in early 2016, when commissioners voted to fire Dr. Charles Lester as the agency’s executive director. Many considered Lester to be the Coastal Commission’s greatest asset when it came to environmental policy and stewardship. Firing him, it was believed, could only mean the Coastal Commission would be at the mercy of real estate developers, who thought the agency’s firm environmental policies were a major barrier to lining California’s waterfront with profitable projects. About 13 months later, the Coastal Commission appears to be dabbling with the idea of establishing a policy on environmental

justice. A draft policy was to be deliberated on the dais when commissioners met in Ventura on March 8, however the discussion was postponed. The Coastal Commission won’t be meeting in April, meaning any discussion on the agency’s environmental justice policy will be forestalled for a few more weeks, at minimum. Language of and references found in the Coastal Commission’s staff report on a proposed environmental justice policy seem to indicate the public’s worst fears of Lester’s firing might not be coming true. A legislative finding of Proposition 20 emphasizes the state’s policy to protect coastal resources, stating, “It is necessary to protect the ecological balance of the coastal zone and prevent its deterioration and destruction” in order to promote public safety and “protect public and private property, wildlife, marine fisheries, and other ocean resources.” Additionally there have been several efforts in Sacramento to regulate or ban ex parte communications, an action allowing commissioners to communicate with private parties, some of whom might have skin in the game and would want to gain the commission’s favor. The commission itself appears to have made some effort to walk the walk, demonstrating its commitment to protecting California’s coast (and overall environment) by firmly voting against plans to develop 401 acres of open space near the Newport Beach coast. Many saw this decision as a litmus test of whether the Coastal Commission’s dedication to protecting California’s environmental assets would fall to the wayside, allowing developer interests to rule the day. More recently the Coastal Commission challenged the Port of San Diego’s approval of a waterfront development replacing a longtime dining establishment with a newer restaurant project promising to be bigger and better. Commissioners, on one hand, were well in their place to question the developer’s plans. Does a dock-anddine catering to private boaters prohibit public access to the water, for example? There were also questions of whether the general public would be discouraged from accessing public viewing areas of the waterfront by being forced to enter a restaurant. Yet commissioners did not press the Port of San Diego as to why a longstanding tenant (Anthony’s Fish Grotto) who maintained its lease terms since the 1960s was upended by another restaurant group (The Brigantine). It would have been fair to ask whether The Brigantine was favored over Anthony’s because the former could bring the Port of San Diego increased revenues. Perhaps this is all a care of severe hair-splitting. The Coastal Commission’s draft environmental justice policy does strike many chords. California law, according to the Coastal Commission’s draft policy, defines environmental justice as “the fair treatment of people of all races, cultures, and incomes with respect to the development, adoption, implementation and enforcement of environmental laws, regulations, and policies.” Applied to the boating world this would mean ensuring anyone and everyone access to the water, regardless of whether your boat, kayak, paddleboard, canoe or other vessel is docked in a marina, stationed at an anchorage, on a trailer and hitched to the back of a truck or stored in a rack. On a broader scale the Coastal Commission stated it advances environmental justice initiatives through coastal education, marine research and sea level rise planning. “The commission’s Public Education program continues to provide dozens of annual grants that support coastal education, marine research projects, and programs designed to increase coastal awareness, such as beach field trips for underserved, rural and diverse inland communities,” Coastal Commission staff stated in its draft environmental justice policy. “The Commission’s Sea Level Rise Policy Guidance document, adopted in 2015, addresses the disproportionate impact of sea level rise on underserved communities, as does the commission’s Strategic Plan.” Interestingly enough the draft policy stated there are deficiencies in the state’s

pursuit of environmental justice. “The Coastal Act’s vision of coastal protection and access for all the people has not been fully realized,” Coastal Commission staff stated in its draft policy. “In addition to the enforceable policies … protecting water quality, open space, public access, and lowercost visitor serving and recreational opportunities, the Coastal Act’s original construction included policies protecting affordable housing, which were later amended out of the Act.” Philosophical platitudes continue later in the draft policy document, where Coastal Commission staff points out California’s substantive population gains, evolving demographics and a growing body of judicial and policy decisions created “intentional and unintentional barriers to public access not only to the beach, but to the broader benefits of coastal protection, and the Commission’s public process itself.” “Not only is access to the coast for all Californians essential, equally so is protecting coastal resources so that future generations of all Californians can enjoy the beauty and opportunities the coast provides to those lucky enough to live directly along the coast,” Coastal Commission staff stated in the draft policy document. The true test, of course, is whether the Coastal Commission will do more than just talk about public access and environmental justice. Will the environmental policy have enough bite to substantiate the Coastal Commission’s bark? To its credit, the Coastal Commission stated it would solicit public feedback on its drafted environmental justices’ policy and develop a working group to implement principles in regions across the state.

Avalon continues lease extension talks with Catalina Island Yacht Club What Happened: A planned discussion on lease extension talks to keep Catalina Island Yacht Club at its current waterfront location in Avalon was postponed to a later meeting, according to City Manager David Jinkens. The yacht club lease extension was to be discussed at Avalon City Council’s March 21 meeting. However a representative from Catalina Island YC (or CIYC) was

Yacht club staff sought a longer lease with the city, however both sides need more time to negotiate certain details, according to Avalon city staff. “While the CIYC management would like a longer term lease that conforms to previous city extensions they understand that more time is needed to discuss and negotiate terms and the bases and rationale for a longer-term lease,” city staff stated in a report to council members. “City management has suggested … the basis for a longer term lease could be agreement by the CIYC to provide financial support for construction of a new city-owned recreational facility in the harbor area.” Both sides will come to terms on a lease extension, city staff added; it’s just a matter of determining the length of the lease extension.

What’s On Tap: The yacht club could remain at its current location through 2033 should both parties reach amenable terms. Current lease terms, last extended in 1995, were originally set to expire in 2020. An agreement could be finalized later this year.

CenterCal sues Redondo Beach over ballot initiative What Happened: A developer hoping to redevelop Redondo Beach’s King Harbor waterfront has reportedly filed a lawsuit against the city, hoping to block the implementation of a voter-approved anti-development measure. CenterCal, the development firm behind a $3 billion redevelopment project known as The Waterfront, alleges a ballot initiative, approved by voters on March 7 and aiming to restrict coastal development, is not constitutional or legal, according to multiple news reports.

Vestas 11th Hour Racing plans to call attention to renewable energy, the health of the oceans and marine debris. Vestas, a Danish manufacturer of wind turbines, returns after the boat it sponsored in the last Volvo Ocean Race ran aground on a reef in the Indian Ocean. The boat was salvaged, rebuilt and rejoined the fleet late in the race. The Volvo Ocean Race begins Oct. 22 from Alicante, Spain and will cover 45,000 nautical miles. It will make 10 stops, including in Newport, before finishing in The Hague. Ex parte communications are on the legislative docket yet again as state lawmakers continue to take aim at making the California Coastal Commission as transparent as possible. Two bills in the Assembly could regulate how private party communications operate within the commission.

State bills aim to regulate California Coastal Commission Legislators take aim ex parte communications for a second straight year. By Parimal M. Rohit SACRAMENTO — California state legislators unsuccessfully took aim at eliminating the California Coastal Commission’s practice of private third party interactions after the quasi-judicial agency fired its executive director in February 2016. Efforts to regulate the use of ex parte communications were revived again this year when two bills in the State Assembly were introduced in hopes of making the Coastal Commission more transparent. The two bills preceded a separate action in Los Angeles, where the city’s mayor banned planning commissioners from engaging in ex parte communications. Assembly member Anna M. Caballero (D-Salinas) proposed a law to require any written reports of ex parte communications to be published on the Coastal Commission’s website and formally entered into the public record. Assembly Bill 1642 (AB 1642) also proposes to require all communications between commissioners and third parties cease to be private as soon as they are publicly disclosed and made part of the commission’s official record. A database where ex parte communications are reported online could become reality if Assembly member Mark Stone’s proposal is signed into law later this year. Stone’s proposal, Assembly Bill 684 (AB 684), calls for the development and implementation of a database to have all private meetings between commissioners and interested third parties become public information. “The bill would require that the database be regularly updated to include all information pertaining to an ex parte communications between a commission member and an interested person, and that any disclosure of an ex parte communication be made available to the public on the online database prior to the beginning of the meeting at which the matter to which

the communication pertains will be discussed,” the language of AB 684 stated. The database would include information about the date, time and location of the communication and list the person who initiated the private meeting. The names of everyone who attended the private meeting would also be listed in the database. AB 684 would require the database to be developed and implemented by July 1, 2018. State Sens. Ben Allen (D-Santa Monica) and Toni Atkins (D-San Diego) co-sponsored AB 684. Commissioners are currently required to reveal communications with private parties (interactions outside the scope of public meeting or record) within seven days or at the meeting itself if made less than seven days before a scheduled hearing. Both bills were introduced in mid-February. Ex parte communications became a lighting rod of a topic in early 2016, shortly after Dr. Charles Lester was fired as the Coastal Commission’s executive director. Many believed Lester, who garnered strong support by environmental advocacy groups, was dismissed at the behest of developers who hoped to gain quicker approvals for their respective projects. State Sen. Hannah-Beth Jackson (D-Santa Barbara) pushed for all ex parte communications to be banned almost immediately after Lester’s firing. Her proposal – Senate Bill 1190 – failed to get off the legislative floor last summer. Los Angeles Mayor Eric Garcetti, through an executive order issued on March 9, banned ex parte communications from the city’s Planning Commission deliberations. The ban was issued, according to Garcetti, to “enhance public confidence in our planning process.” “No Planning Commissioner shall initiate, permit or consider private, ex parte communications concerning a pending quasi-judicial proceeding unless the commissioner is recused from the proceeding,” Garcetti wrote in his executive order.

Upgrades to the San Diego waterfront are in the works, with port district officials hoping to streamline future developments by consolidating zoning codes and updating visioning documents. The port district has been hosting public workshops to receive input in the Integrated Planning process.

Port of San Diego continues to seek public input on Integrated Planning Initiative would set a new course for future uses along San Diego’s waterfront and port district. By Parimal M. Rohit SAN DIEGO — A planning effort to establish a new blueprint for development of nearly 6,000 acres of land and water throughout San Diego Bay continues to make its civic rounds as the Port of San Diego pushed its Integrated Planning initiative at a public hearing and open house event in March. The Integrated Planning initiative could have substantial ripple effects within the San Diego boating community once it is fully realized in the next few decades, as the port district’s impending redevelopment is expected to dramatically alter the region’s waterfront. Port district staff stated the Integrated Planning initiative would “modernize our method for land and water planning and serve as a guide for future uses and development of … tidelands.” Key goals include protecting natural resources and establishing the port district as a regional economic engine. Specific details of the initiative’s impact on recreational boating have not yet been fleshed out. However, if recent approvals of redevelopment projects serve as an indication, the Integrated Planning initiative and Port Master Plan Update would balance boating interests with dining, retail, tourist, visitor-serving and other uses. Anthony’s Fish Grotto, for example, is being replaced with a dining-themed redevelopment project featuring an open-to-the-public waterfront viewing area and dine-and-dock space. Port district staff and commissioners are also considering a waterfront

development at Seaport Village to serve boaters, tourists and visitors. A planned redevelopment of the Chula Vista waterfront a few miles south of San Diego has already occupied much of the port district’s resources, and construction is not yet on the radar. Finalizing and enacting the Integrated Planning initiative would allow the port district to have a set of establish standards applicable to all future developments along the San Diego waterfront – as opposed to considering each one piecemeal, such as is currently the case with the aforementioned projects. Ultimately the port district hopes to achieve five objectives with the Integrated Planning initiative: reorganize content within the Port Master Plan Update; consolidate and simplify 35 land and water use designations into 20; obtain input on draft goals for the Land and Water Use Element; seek additional public input opportunities for the Port Master Plan Update process; and, foster public participation through open, collaborative and collegial workshops. The port district most recently held a sanctioned workshop (March 9) and open house (March 23) to review the current status of the Integrated Planning initiative, which is roughly halfway through its five-year development timeline. A draft Port Master Plan Update based upon the Integrated Planning process, which started in 2013, could be available as soon as this summer. The port district also plans to initiate an Environmental Impact Report in the next few months as well. Port staff and the agency’s Board of Commissioners will revisit the Port Master Plan Update and Integrated Planning initiative at a special board meeting on April 27.

Alamitos Bay Landing, a potential microcosm of waterfront redevelopment costs Long Beach marina struggles to balance boater interests with visitor-serving uses.

Parking and Noise Michael Lesner, a liveaboard adjacent to the Alamitos Bay Landing, told The Log the story about the valet’s erratic driving which almost caused a car to end up in the water. Lesner also relayed the delivery trucks are another big issue. He said a delivery truck drove straight into his car while Lesner was unable to move his car due to gridlock in the area. Dean Zanone, also a boat owner with a slip next to the revitalized center, had similar complaints about the delivery trucks. “Restaurant delivery trucks are either in the Marina lot or double parked on the roadway, forcing boaters to drive into opposing lanes,” Zanone stated. Lesner contends he had to wait 12 years to get his liveaboard status. Now he says he has to deal with gridlock, parking issues and noise. “Amplified music with no roof keeps us awake all night,” Lesner asserts. “We went to noise abatement. It was ignored.” Zanone relayed a similar sentiment.

Long Beach’s attempt to draw more visitors to Alamitos Bay Landing has caused friction with the area’s boaters. Restaurant patrons and boaters have been fighting over parking spaces, all while local law enforcement struggle with code enforcement. Theft has been on the rise as well.

“It is now the norm to have traffic, noise, trash, graffiti, and crime in the marina lot,” Zanone said. The establishments are only allowed a certain threshold of decibels, according to Elvira Hallinan, Marine Bureau Manager for Long Beach’s Department of Parks, Recreation and Marina. Anyone who exceeds the established decibel threshold would be cited, she added. Violators who are cited on multiple occasions risk losing their entertainment permit. Hallinan said she couldn’t speak to whether or not any of the restaurants have been issued a citation, however. As the reporter of this article was speaking to the Marine Patrol Officer on March 26, the officer turned towards a patron asking him to move his car. The patron was not a boat owner and yet was parked in a designated boater parking space. “I am a city employee though. I always park here when I meet the mayor. That’s why I don’t move it,” the patron responded when asked by the officer if he had a boater parking permit. The patron insisted on keeping his car there and told the officer to go ahead and issue a citation. “I move $3,000 in parking tickets to the city anyways,” the patron stated and walked away. The Marine Patrol officer turned to the reporter of this article saying these are the types of situations they deal with all the time here.

LONG BEACH — Coastal cities up and down the coast from San Diego to Ventura are redeveloping waterfront properties to be more appealing and to ultimately increase the economic value of these harbors. These marinas provide many amenities not just to the surrounding community but also to visitors from near and far including local and out-of-town boaters. Alamitos Bay Landing, located at the south end of Alamitos Bay Marina in Long Beach, has been dealing with growing pains amidst its recent evolution. The area was originally called Seaport Village. Bancap, a real estate investment firm, took over the property in 1996 – 26 years after the center first opened and changed the name to Alamitos Bay Landing. A recent redevelopment of Alamitos Bay Landing brought new restaurants to the area, all in hopes of drawing more visitors to Long Beach’s waterfront. The city’s goal to increase visitor-serving foot traffic at this locale is consistent with similar visions of redevelopment projects at harbors in San Diego, Dana Point, Redondo Beach, Marina del Rey and Ventura County. However some of the Alamitos Bay Marina’s boaters have expressed their frustrations with the recent changes at this establishment. Many nuisances root from parking issues and alleged theft.

Law Enforcement and Boater Complaints The Marine Patrol officer, who wishes to remain anonymous, told The Log they were told by the marina the valets were allowed to do whatever they wanted. They parked cars along curbs painted red and stopped cars in the middle of roadways causing gridlock. Valet took over some of the parking designated for Marine Patrol. The officer said they just recently got those parking spaces back. Lesner said a marine patrol officer told him they were told to back off on enforcement. “Marine patrol will always enforce the laws. It’s their duty to enforce,”

Hallinan stated when asked if Marine Patrol was asked to hold back on issuing citations. “I am not in the position to tell marine patrol (that’s police officers) to enforce or not enforce. There are a lot of rumors out there.” Hallinan said she receives numerous complaints from boat owners about these issues as well as requests from restaurant owners wanting to take over the boat owner parking lot. “I understand businesses have been affected but what about the boaters that rent slips there? They are having a hard time accessing their vessels. I constantly get requests from the restaurants to turn boat owner parking into public parking. My answer is and will always be a firm ‘No.’ I have a hard time

Ballast Point and Boathouse on the Bay Ballast Point is the newest development in the area. The brewery opened last summer in time for the Fourth of July holiday weekend. Boathouse on the Bay opened its doors three years ago replacing McKenna’s on the Bay. “If you ask Bancap, the management firm, they will tell you [the redevelopment] has been good for the entire shopping mall there that was kind of quiet. The other restaurants and businesses in that same mall are actually getting the overflow business,” Hallinan stated. The challenge has been to accommodate all the traffic and the overflow of parked cars as more patrons visit the area. “The 300-space lot serving the Alamitos Bay Landing businesses — and fishermen who like to fish off the rock jetty — has proven woefully inadequate, at least during busy times of the week,” the Long Beach’s Gazettes reported last year. Bancap views the parking issue in a positive way but has been looking at resolutions. A boater with a slip at the north end of the marina told The Log he has no issues with parking. Zanone, however, has had to deal with traffic and crime. “Interestingly for the first time, in the forty years I have been a tenant of Alamitos Bay, I have been victimized

twice since this expansion,” Zanone told The Log. “The first week of the new concession, my windshield was smashed and the only thing stolen was my Alamitos Bay parking permit. Several weeks later my bike was stolen from its locked vehicle rack.” Crime has increased with boaters’ parking passes being stolen from their cars, a Marine Patrol officer confirmed to The Log. Zanone asserts when Ballast Point first opened in Alamitos Bay Landing issues arose within the parking lot there. “That parking lot now fills quickly on weekends and immediately had an impact of Long Beach Sport Fishing, Sundowner Dive Concession, Malarkey’s and the Boathouse,” Zanone stated. Ballast Point requested to have paid parking in the lot to the Coastal Commission, but the request was denied. The Boathouse, however, got approval for a temporary valet parking program. The valet created more problems, according to a couple boat owners in the marina. “Mixing the Marina parking lot with valet has been problematic. Valets are less than careful driving too fast often against the posted direction. One recently jumped the curb, crossed the parkway, sidewalk and through the new railing, leaving the vehicle’s front end over the water,” Zanone said which correlated with Lesner’s account of the valet. The problem is with the Boathouse getting away with too much, according to Lesner.

Work In Progress Long Beach has three marinas. Alamitos Bay Marina is the biggest marina with nearly 2,000 slips (both private and public) and has been around the longest in Long Beach. This marina continues to generate revenue for the city and businesses bringing in over $10 million a year, according to Hallinan. Long Beach is not the only city implementing programs in an attempt to improve parking issues at its marina. Officials at Marina del Rey, Newport Beach and San Diego also hope to address parking concerns.

Casino Dock Café’s future is still uncertain after current owners backed out of previous negotiations. By Nina K. Jussila AVALON — Catalina Island’s sole municipality put out a call for bids to interested parties capable of building a new restaurant at the local fuel dock after the original vendor withdrew. Avalon city officials published a Request for Proposals (RFP) on March 10, hoping to attract a vendor to take over the responsibility of leasing, constructing and operating a restaurant on the pier in Avalon. Vendor bids must be submitted by April 14, according to the RFP. The RFP follows the Armstrong’s retreat from building a new Casino Dock Café. Russ and Jenny Armstrong, owners of the café, were negotiating lease terms with the city in October 2016 following a temporary closure due to renovations. The Armstrongs decided to back away from negotiations when then realized abiding by the city’s terms was not worth the financial risk. “They want someone to build the building and then start paying top-line rent, triple the lease. It’s ludicrous. I have never heard of that before. I don’t

know of any businesses that build a building for the landlord and then start paying rent on it,” Russ Armstrong told The Log. Capt. Alison Osinski, a boater, business owner and resident of Avalon, agrees with the Armstrongs. “If you were a business person, why on Earth would you sign an agreement on that, to be responsible for building the building and pay so much for rent? It was a terrible deal. If I were the Armstrongs I wouldn’t have taken that deal either. It was smart of them to say no,” Osinski stated. “I certainly hope that Jenny and Russ come back, because we liked their restaurant.” A new vendor could be selected to operate Avalon’s fuel dock restaurant after negotiations with the previous owners recently broke down. Avalon issued a Request for Proposals in March, with bids due April 14. Nicole Sours Larson Hearing the sad news of the dire physical condition of the Long Beachdocked Queen Mary – which I confess I’ve seen from afar but not yet visited – brought back near-forgotten memories of my adventures on her sister ship, the RMS Queen Elizabeth, on her second to last transatlantic crossing in September1968. The grand lady of the sea, launched in 1938 four years after the Queen Mary, was my “ride” to my first year of college. If this tale seems archaic now, it felt like a throwback to an earlier, more elegant era back then. My unlikely voyage developed from the need to transport my steamer trunk to London University.

Cunard was retiring the Queen Elizabeth following another crossing and an around-the-world voyage, just as they’d retired the Queen Mary the previous year. Both ships would be replaced with the more economical and smaller Queen Elizabeth 2. My fellow travelers proved a motley lot. In addition to the expected retirees enjoying a leisurely crossing, there were many students like me who’d found a good deal. One brash student, bound for medical school in Belgium, even brought along his new Mustang, that year’s Indianapolis 500 Pace Car. “The Beautiful Lady,” as she was called, by then was showing her age and slap-dash maintenance. The once legendary dining rooms’ cuisine suffered from the poor morale of staff awaiting imminent layoffs. However each morn-

Marine Gear Swap Meet Among the memorabilia I saved from my voyage on the RMS Queen Elizabeth is a brochure describing the 83,673-ton vessel as “the world’s largest liner.” It carries a publication date of 1946, which marked her first voyage as a luxury passenger liner following her inaugural service as a troop carrier during World War II.

I’d always dreamed of crossing the Atlantic by passenger liner, but it seemed an impossible fantasy. Yet once my mother, who shared my romance with lovely ships, calculated the cost of shipping my old school trunk and plane fare from Washington, DC to London, the idea of sailing on the Queen Elizabeth seemed downright economical, not extravagant. By the late 1960s it was clear the era of the passenger liner was ending, replaced by air travel – my usual transportation to and from my English boarding school. The whole adventure was a step back in time, beginning with the train trip with my parents to New York along rickety rails that rattled the dining car china and slopped coffee into saucers as we dined on freshly scrambled eggs. On arrival at the docks, porters took my trunk to the hold and my suitcases to my (second) class stateroom cabin. The size of the massive ship, though small by today’s standards, overwhelmed me. The vessel’s send-off, complete with streamers and confetti tossed from guardrails, was worthy of a schmaltzy old movie. Soon after leaving port we learned

ing we woke to the ship’s printed newspaper, summarizing the outside world’s headlines, slipped under each door. The Cunard liners still officially had a rigid class system, but, because the ship was being pulled off service, class divisions had broken down and were relevant only in dining rooms. My group of new on-board friends went from party to party, lounge to lounge, ignoring unenforced class restrictions. During breezy days I braved the cool saltwater swimming pool and chilly sea air and enjoyed long promenades along the decks. Every night the officers hosted parties, inviting all the single girls, the perfect setting for a shipboard romance that seemed to last forever. Arriving in Southampton was akin to stepping from a time warp. After five days on board, surrounded by varnished wood and service of a bygone era, I tearfully said goodbye to my fling with the ship’s engineer and boarded the boat train headed for London and a new phase of life, sad to depart my fairy-tale-land. I bawled when I learned she’d burnt and sank in Hong Kong Harbor in 1972, and I would never see her again.

Boaters will be subject to a 75 percent transfer fee under updated policy. By Nina K. Jussila NEWPORT BEACH — Mooring owners in Newport Beach’s harbor will be subject to a higher transfer fee, thanks to a City Council decision on March 28. Newport Beach City Council reviewed recommended modifications to the rules concerning mooring in its harbor as part of a study session at its Feb. 28 meeting and voted on these regulations exactly one month later. City Council initially voted 5-2 on the original proposals, with Council members Diane Dixon and Brad Avery voting no. Not common practice but permitted, Council member Scott Peotter requested a motion for reconsideration of the mooring transfer fees at the latter part of the meeting. Harbor Resource Manager Chris Miller pointed out the mooring transfer fee was increased from 50 percent to 75 percent based on the direction of the last council meeting. This time, the City Council voted 6-1 to increase the transfer fee to 75 percent, with Mayor Kevin Muldoon voting no. “I, for one, don’t believe in increasing taxes and fees in the city, especially a

city as well-heeled as we are for lowincome boat access,” Muldoon stated prior to the final vote. A second reading of the revised rules will be conducted at the next City Council meeting. The Newport Beach Harbor Commission, in collaboration with Newport Mooring Association, recommended the following allowances: no fee for mooring transfers between family or trust; up to two names on a mooring permit; a maximum of two permits per person (if one has more than two permits at this time, one will be allowed to keep them); the city to rent moorings to the third party if a mooring is vacant; and, the city to auction revoked moorings. Another recommendation was to abolish the wait list, “because our wait list is 35 to 40 years old and nonfunctioning,” Miller stated. Another new rule allows unlimited mooring transfers between private parties. “What it states now is any particular mooring can only be transferred twice in 10 years. After those 10 years, no moorings can be transferred,” Miller pointed out. City Council had requested staff to come up with a fair market value for the mooring transfer fee. “The current fee is set at 50 percent of the annual permit fee. In 2015,

The Back Story: Athena, a 47-foot Stock Cruiser built in Stockton, California by Stephens Brothers Boatbuilders, turns 88 this year. She was constructed with cedar planking over oak frames, solid teak planked sides and aft decks with raised panel teak cabin houses and deck superstructure. Her initial owner was Frank A. Cressey Jr., president of the Modesto Gas Company and a member of the St. Francis Yacht Club. For 65 years, she was in Northern California and used in freshwater. Athena has been in Southern California for the past 23 years. Her previous owners, Dan and Joni Carter of Corona Del Mar, eventually donated her to a foundation in 2011. What’s in a Name: Athena’s original name was Tapawinga, believed to mean “happy home” in a Native American language. The Carters renamed her Athena after Greek goddess of navigation. Community concerns regarding construction noise and mess are being addressed. By Nina K. Jussila AVALON — Building a new Vons in Avalon continues to be a source of contention. City officials and the company’s representatives are working to come to some sort of consensus. “We hope to be able to begin construction by the end of (April),” Director of Real Estate San Shink stated. The length of construction, once work does commence, has been determined. “The (construction) timeline as described to me by San Shink calls for one year of construction from the time they pull their permits,” Avalon Planning Director Amanda Cook affirmed. Initially it was reported the construction would take 10 months to complete. “After they pull their permit and demo the property, they have a

Thereafter they have an eight week soil settlement period for the site (during which time very little construction happens),” Cook stated. “Vons would like for the settlement period to occur during a portion of the busy summer months in order to minimize the amount of construction activity during this time.” City officials hope Vons could begin construction on its new market on Catalina Island in the next few weeks. Cheers to the city’s efforts In relation to the current article about the LA Waterfront being a boondoggle or not– I will tell you my family has returned to the La Harbor area from Long Beach harbor for boating-Now there are visiting boater docks at the Downtown Marina… we stop, get out and visit the USS Iowa, the local restaurants and shops, even walk down to West Marine for supplies–We can’t wait for the revitalization of Ports O Call. We have communicated the new enhancements to our friends in our boating organization and take friends and family out who are surprised to find there is so much to do in what every considers a commercial harbor. The local marinas all offer daily, weekend or weekly slip rentals for a quick get away without the cost of the gas and hotels as well as the two hour open ocean trek across the channel to Catalina. Lately I hear there is even consideration being given to another launch ramp in the LA Harbor area to augment the Cabrillo ramp! mooring permit rate is based on the Consumer Price Index (CPI) for offshore from 2016 at $35 per foot to $35.43 per foot for 2017. For onshore, the 2106 rate was $17.50 per foot to the current 2107 rate of $17.71 per foot. Numerous local boaters spoke up and expressed their concerns, questions and appreciation to the council at the Feb. 28 meeting. “I want to thank the Harbor Commission, Newport Mooring Association and the City Council for following through on all these issues related to moorings. You made a good point, Mayor, in that moorings make boating more affordable,” said a local boater with a mooring in the Newport Harbor. The City Council agreed with all the recommendations including adjusting the mooring transfer fees, according to Miller. Back in June of 2015, the City Council directed the Harbor Commission to revise mooring rates and code revisions. In January of 2016, the city council approved the revised rates. This past February, the commission came back to the council with further recommendations. The revised regulations were provided at the City Council meeting in March. The March 28 meeting was adjourned in memory of Newport Beach resident and Ficker Cup founder Bill Ficker.

John Melton wins Malibu Kayak from The Log following the Fred Hall Shows FOUNTAIN VALLEY — John Melton from Camarillo is this year’s winner of the Malibu Kayak Sierra 10. Melton has been going to the Fred Hall Shows every year for the past 20 years. He saves up his money to attend and buy all the tackle he needs for the year. Melton, an angler who enjoys fishing as far south as San Diego and Los Cabos, appears to have luck on his side. A dedicated reader of The Log, his name was picked out of more than 700 names collected during 12 days of Fred Hall Shows at three locations. Last year, he won a three-day sportfishing trip. This year, Melton was surprised to learn he won the kayak; he entered his name in the running while visiting The Log booth at the Fred Hall Show in Long Beach on a crowded Saturday afternoon. “I thought it was crazy that I won this,” Melton stated. He has his own boat for freshwater adventures, and he would kayak with his son in the past. “My son at 12 years wanted a kayak, so we got him an ocean kayak. A Malibu Two XL, a two-seater, could handle 350 pounds,” Melton told The Log. “Now my son is grown up. He’s like 6-foot-2 inches

The other two yacht clubs with teams in the series are Cabrillo Beach Yacht Club and Buccaneer Yacht Club. “The three-race George Griffith Racing Series was changed last year to feature three inverted start, and we will follow last year’s model. The best three race finishes for competing yacht clubs will be used to determine the overall yacht club team winner,” wrote Race Committee Chairman Cassandra Heredia. The completion of each race is celebrated with a party and Los Angeles Yacht Club claimed the first of George Griffith Series’ three races, with a first place finish on March 25. The 9th annual Amazing Race of Children’s Wishes, benefiting Make-AWish Foundation of San Diego, returns to San Diego for two events both hosted by yacht clubs in Coronado. Realizing a child’s wish through the Make-A-Wish Foundation costs, on average, $8,000, according to an entry written

Sailor dons Crimson Blazer after his team comes from behind to win regatta in Long Beach. LONG BEACH — In a series of matches which were as mercurial as the weather, Ian Williams (GBR) and his team GAC Pindar triumphed in the 53rd Congressional Cup, beating Johnie Berntsson (SWE) in a fifth and final winner-take-all match that concluded April 2. Not since 2012 has Ian Williams [GRB] donned the coveted Crimson Blazer, the honor bestowed to the top names in sailing since 1965. What The Masters Green Jacket is to pro golfing, the Crimson Blazer is to yacht racing. Williams and his crew, despite consecutive Congressional Cup wins in 2011 and 2012, finished last in the 2016 Congressional Cup. He returned to the 2017 Congressional Cup looking for redemption, building momentum throughout the five-day event. In the quarter finals he conquered New Zealand’s Chris Steele, moving on to beat defending champion Taylor Canfield in the semifinals in three strokes. The victories set up a final matchup with Sweden’s Johnie Berntsson. Races were aggressive with two matches taking place as a thick bank of fog rolled through. “It’s rare to race like that; difficult when you can’t see the top mark,” Williams said. His team, however, was able to keep close to Berntsson, and get a win in the second match. “Johnie has been on fire this week, and we thought once we got a win on him, maybe we could break his spell,” Williams said. In the fourth flight, that fire turned explosive. Williams was penalized, as the boats skimmed the pier during the pre-start, for nosing in without room. Flagged, he continued his combat with Berntsson, sprinting toward the start

line, but didn’t keep clear of Berntsson, picking up a second penalty. Then as he tacked back to clear the committee boat, he was forced to fend off, warranting a third and terminal (black) flag. The race was over nearly as soon as it had begun. “We were expecting it,” Williams admitted, but they shook it off. “We just had to forget about it and move on to the next race.” With wheels spinning, racing resumed in a final winner-takesall match. Splitting tacks at the leeward gate, Williams went left while Berntsson banked on the right side of the course … and lost. With the late afternoon wind waning, Williams got the Ian Williams (Great Britain) and his team GAC Pindar celebrate after winning the 2017 Congressional Cup event in better breeze and defeated Long Beach. Berntsson by over a minute. Sunday’s final day of Congressional Cup racing had commenced in 11 knots of southerly OVERALL RESULTS breeze in Long Beach. BISHOP — Two of California’s leastpopulated counties will be bustling with anglers during the final weekend of April as the 2017 fishing season kicks off in the Eastern Sierras. Anglers from Southern California and other corners of the state will descend upon Bishop, Bridgeport, Independence, June Lake, Lone Pine and the rest of Inyo and Mono counties to celebrate the start of this year’s trout season. The Eastern Sierra opener kicks off April 29, the final Saturday of the month and official start of the fishing season. This year’s Eastern Sierra fishing season is expected to continue through Nov. 15. “This is when most waters in Mono County are open to anglers to fish for as many as 5 trout to catch-andkeep per day,” a calendar post on Mono County’s official website stated. “Popular waters where these rules apply include Crowley Lake, Convict Lake, the Mammoth Lakes Basin, June Lake Loop waters and the Bridgeport Reservoir. From Nov. 16 through the last Friday in April all waters in Mono County … are closed to fishing.” Local fishing regulations might vary from lake to lake. Be sure to check for waters with special restrictions. Regulations are available online at wildlife.ca.gov/Regulations; anglers can also call 760-872-1171 for more information. Several lakes are already promoting the 2017 opener. California’s recreational anglers and commercial fishermen are being unfairly harmed by climate change and federal policy decisions, according to a joint committee hearing on fisheries and aquaculture in Sacramento. State Sen. Mike McGuire said California’s fisheries are “in trouble” and face “unprecedented challenges.”

“Despite what some might say at the federal level, climate change is a reality, and it’s made California’s coast and ocean sick. We’ve had extremely warm ocean conditions. According to scientists, we’ll continue to face them for decades.” A combination of climate change and policy decisions on the federal level resulted in calamitous fishing conditions for anglers and commercial fishermen in California, according to McGuire. “We are facing a true calamity here in California. SACRAMENTO — California’s fishing economy is in dire straits, according to a joint committee hearing in Sacramento on the state of fisheries and climate change. State Sen. Mike McGuire (D-Healdsburg) chaired the Joint Committee on Fisheries and Aquaculture’s 44th annual Zeke Grader Fisheries Forum on Capitol Hill on March 29, bringing legislators, department heads and the fishing community together to discuss current industry conditions and impending policy considerations. One potential lightning rod of an issue is Gov. Jerry Brown’s proposal to establish an increased fee for commercial fishing landings, which is opposed by joint committee members. “Our state of the fishery right now is in trouble. The hard working fishermen of this great state are dying the slow death of a thousand cuts. California’s formerly robust fisheries are facing unprecedented challenges,” McGuire said in his opening remarks. The forum’s theme was “Fisheries in a Changing Climate” and featured several presentations on aquaculture, crab, lobster, salmon, sea urchin and seafood marketing. McGuire said the state of California’s fisheries are directly affected by recent changes in weather conditions. “The reason why we’re focused on climate: it’s changing,” McGuire said.

Offshore bluefin and yellowtail bites continue to highlight spring fishing By Bob Vanian Southern California anglers have had a very nice early start to the 2017 offshore fishing season as improving numbers of yellowtail and bluefin tuna are biting at offshore banks outside of and below Los Coronado Islands. The fish have been close enough to San Diego that boats fishing on three-quarter-day trips out of San Diego Bay and Mission Bay have been able to easily reach the fish and get in on the early season offshore action. There have been bluefin tuna and kelp paddie yellowtail biting offshore for several weeks and the past couple of weeks have seen the fish move onto some of the offshore banks outside of and below the Coronado Islands such as the 302 Spot, 371 Bank, 425 Bank, Upper Hidden Bank and Lower Hidden Bank. Kelp paddies are producing most of the yellowtail and are also producing a few bluefin tuna. Most of the bluefin tuna action has come from stopping alongside of spots of breaking fish and using sardines, Flat Fall jigs, Colt Sniper jigs or surface iron. Yellowtail bites are running from 3 to 14 pounds, with most in the 3- to 8-pound range. Most of the bluefin tuna have been in the 20- to 25-pound class but there have also been some fish in the mix that have gone up over the 100pound mark. Water temperatures have been running from 61.5 to 64 degrees and there has been some clean blue water reported. Seaforth Sportfishing reported Tribute was out on an April 2 overnight trip with 32 anglers and caught 15 bluefin tuna and 123 yellowtail. Two of the 15 bluefin caught were reported to be more than 100 pounds. Seaforth also had San Diego out on a three-quarter day trip the same day. The 56 anglers aboard caught two bluefin tuna and 52 yellowtail. April 2 fishing also saw H&M Landing have Malihini fishing on a three-quarter-day trip with 51 anglers catching one bluefin tuna and 255 yellowtail. Fisherman’s Landing had Prowler out on an April 2

overnight trip and had 29 anglers catch 70 yellowtail. Private boater Bill Parker of Cabo went out fishing on a recent threequarter-day trip aboard Liberty out of Fisherman’s Landing. They had a fish count of 22 anglers catching 23 bluefin tuna and 20 yellowtail. Parker said the yellows ranged in size from 3 to 7 pounds, with most were up around the 7-pound mark. Their biggest bluefin was reported to be a 27-pound fish. Parker said they found their action while fishing kelp paddies and spots of breaking fish out at the 371 Bank, which is located at 28 miles 206 degrees from Point Loma. Most of their bluefin action came from stopping on spots of breaking fish. Parker said when they threw chum the bluefin would usually respond and come to the boat. Parker personally caught three yellowtail and a bluefin and said most of the bluefin on the boat were caught on sardines. There has not been much fishing pressure at the Coronado Islands lately, with most boats fishing the bluefin and yellowfin offshore. At last word there were a few 15- to 20-pound class yellowtail biting along the weather side of North Island. There were also some yellowtail bites below the Rockpile at the 27 Fathom Spot and the Finger Bank. Along the San Diego County coast boats fishing in the La Jolla area have been reporting occasional catches of nice sized yellowtail. As an example of the fishing, a private boater fishing at the upper end of La Jolla on a busy Saturday reported there were a good number of boats fishing the area and he saw an occasional yellowtail hookup within the fleet but only three yellowtail boated. The rest of the fishing along the San Diego County coast has been producing some pretty good to good fishing for a mixed bag of sand bass, calico bass, sculpin and rockfish along with an occasional halibut. Productive rockfish areas have been the Imperial Beach Pipeline, the hard bottom to the west and the northwest of the Whistler Buoy at Point

Loma, the 270 out to the west of Mission Bay, the upper end of La Jolla, Del Mar, Leucadia and Box Canyon. Some of the better areas for the bass and sculpin have been the Imperial Beach Pipeline, the kelp off Imperial Beach, the Jetty Kelp outside of Mission Bay, the upper end of La Jolla, Leucadia, the Anderson and Buccaneer Pipelines, the artificial reefs outside of Oceanside and the kelp at the Barn and San Onofre. Halibut fishing along the San Diego County coast remains scratchy but this is the time of year when halibut should become more active. There have been reports of occasional halibut activity by boats fishing outside of the Golf Balls above Oceanside, at the sandy bottom next to the structure of the sunken NEL Tower off Mission Beach, at the sandy bottom adjacent to the Yukon Shipwreck off Mission Beach and in the area below and outside of the Imperial Beach Pier. Boats fishing Catalina Island have been finding good mixed bag fishing for calico bass and rockfish and there has also been a chance at finding an occasional flurry of yellowtail or white sea bass action. Spots where flurries of white sea bass action have been reported have

been Church Rock, Salta Verde, Orange Rocks, the V’s and China Point. Live squid has been working well for bait and the China Point and Salta Verde areas on the back side of Catalina have been spots where there has been some squid to catch for bait at night. Recent squid fishing has been inconsistent with one squid boat reporting that they were not able to catch any squid on Saturday night of the past weekend. Try to raise the squid boats on VHF channels 11 or 72 to see what they might have available for sale. The 2017 Southern California fishing season did not take long to kick into gear with the arrival of spring. Keep on fishing and I hope to see you out on the water! SALTWATER OCEAN FISHING REPORT By Terrence Berg 976-TUNA.com WINDY AND WILD: Ocean fishing is blowing up, even with water temperatures still in the 50s. Yellowtail action is taking off and the bluefin tuna bite already started to gain traction. The bite is just going to get better, what with tons of red carp and anchovy in local waters. Also picking up steam: white sea bass and halibut bites. The only thing slowing the spring bite has been the weather, as nasty winds roughed up much of the final week of March. Conditions were almost unfishable March 27 and 28 after a moderate weekend; the 29th was a calm day and the bites were exploding. SAN DIEGO BLUEFIN TUNA AND YELLOWTAIL: The bluefin tuna have been from 8 to 45 miles off of Point Loma, mostly in Mexican waters. The sport boat fleet caught fish into the 50-pound class, with most of the catches on three-quarterday boats. Private boaters found fish in U.S. waters and have landed fish up into the 200-pound class. There have been good catches on open water yellowtail on the surface around floating kelp. Most of these yellowtail are small, however, 3 pounds and under, but some are up into the 8- to 12-pound class. Midday reports on March 29 were good. Sea Adventure II had 21 bluefin to 50 pounds by 2 p.m. Liberty had 13 bluefin and 15 yellowtail at midday, while San Diego reported in early with six bluefin to 50 pounds and 10 yellowtail. San Diego out of Seaforth Sportfishing had 44 anglers on its March 28 three-quarter-day trip, but

only landed 40 yellowtail due to tough conditions. The same boat on March 26 with 37 anglers returned with 185 yellowtail (limits). Mission Belle out of Point Loma Sportfishing had three bluefin tuna and 67 yellowtail on its March 25 three-quarter-day trip with 22 anglers. Liberty out of Fisherman’s Landing had 22 anglers on its March 26 three-quarter-day and landed limits of yellowtail (110) along with two bluefin. Malihini out of H&M Landing on a March 26 threequarter-day trip had 33 anglers who landed 165 yellowtail and two bluefin. CATALINA AND CLEMENTE UPDATES: More and more yellowtail and white sea bass are starting to show around San Clemente, and Catalina is starting to produce one-fish limits for private boaters. Fortune reported in midday on March 29 with a 50-pound class white sea bass and 20 yellowtail. Dreamer, a six-pack charter out of Pierpoint Landing, had nine anglers on Sunday and landed nine white sea bass to 40 pounds or better at Catalina. Thunderbird out of Davey’s Locker reported in on the same day with 44 yellow, just less than 30 pounds, at Clemente on its overnight trip. The 11 anglers on board a March 26 trip landed 102 yellowtail. LOCAL ROCKFISH UPDATE: The best bite continues to be up in the Channel Islands, but the bite off the Los Angeles and Orange county coastlines had also been excellent, especially on three-quarter-day trips, which have been returning with full limits or nearly so. The overnight trips targeting rockfish have been exceptional with limits of quality rockfish, along with good catches of whitefish, lings, and sheephead adding to the bag. The more northerly Channel Islands are still

the best bet, with boats from the Oxnard to Santa Barbara landings seeing the best action and highest quality fish. Speed Twin out of Channel Islands Sportfishing had 24 anglers on its March 29 halfday-trip and landed 240 rockfish, 110 whitefish, three sculpin and one sheephead.
