Amended policy puts increased emphasis on safety, but also aims to foster multiple water uses. By Nina K. Jussila OCEANSIDE — Waterfront developments up and down the Southern California coast have left some boaters feeling as if they are being pushed out of their respective harbor or marina. Officials and policymakers in coastal communities, in response, have been trying to balance a desire for visitorserving uses with attempts to appease the local community and boaters. One such attempt to maintain boating activities in a waterfront venue is Oceanside’s Harbor and Beaches Advisory Committee Work Plan, which was recently endorsed by the local City Council. The plan aims to encourage and promote boating at Oceanside Harbor. Oceanside already had the work plan in place – with the City Council’s action last month approving the plan for another two years. The work plan for the next two years has not changed from the previous two years, according to Oceanside’s Harbor

Manager Paul Lawrence. “It was our view that it remains relevant in its current form,” Lawrence told The Log. An updated amendment in the plan, Lawrence did point out, has been put in place to ensure safety. “One change from the recent past was that human-powered craft must keep clear of all sail and power vessels in Oceanside Harbor,” Lawrence stated. What does this means exactly and how will it be enforced? “Operators of human-powered craft would ideally maneuver out of the path of any sail or power vessel such that the operator of the vessel would not need to change course to safely pass them,” Lawrence answered. “The best evidence that a human-powered craft operator has not kept clear of a vessel is that the vessel operator changes course to avoid them and to maintain a safe distance between them.” If powerboats and sailboats need to move in order to avoid human-powered watercrafts, then Harbor Patrol is there to provide enforcement. Oceanside recently reversed the ban on paddleboards in the harbor, as reported by The Log. “So one of the concerns with that change was…boat owners have been

Frigid air, scorching geyser Dave Rizzo, picture here holding an issue of The Log, visited the Strokkur geyser near Reykjavik, Iceland. Rizzo didn’t see a single sailboat or even a personal powerboat – only commercial fishing vessels. The air temperature was never higher than 41 degrees Fahrenheit, but the run-off from the 100-foot geyser can reach up to 200 degrees. Rizzo was warned not to dip even a pinkie into it.

Gas tax repeal Letter to the Editor: In your article “SB 1 and Boaters: What you need to know about the Gas Tax Hike,” you made the Gas Tax Hikes sound as if they are a foregone conclusion. In fact, there are very strong efforts underway to get the Gas Tax repealed. Also, to get elected officials recalled that voted for the tax (Stopthecartax. org). This would send shots across the bows of other Sacramento Politicians that enough is enough with taxing Californians. We already pay the highest Gas Tax in the Country which is supposed to go to Road Repair, but is stolen to pay for things like Government Pensions and entitlement programs. Any additional taxes on Marine Fuel is going to seriously hamper the entire Marine Industry. Boats do not use the roads: why are boaters being taxed to fix them? Will California’s boaters and drivers successfully revolt against gas tax hike? Assembly member Travis Allen spearheads campaign and initiative to repeal fuel levy. By Parimal M. Rohit STATEWIDE — A Republican member of Congress who once represented a sizable portion of Los Angeles County told this writer he wished he could have been a Democrat. His heart was always supportive of social causes. His mind, conversely, overrode his heart and always erred on the side of practicality. It would be impossible for taxpayers, fiscally speaking, to support every single social cause or “greater good” proposal, regardless of its good intentions. Odds are most people would not identify the recent gasoline tax hike as a noble social cause – even though policymakers have argued the levy is necessary to modernize our roads. The words of the now-retired representative, regardless of your position on the gasoline tax, are applicable nonetheless. California’s roads are failing and the state needs an infusion of cash to pay for much needed infrastructure improvements, those who supported the gas tax hike argued. Not paying for these improvements now would only mean greater costs down the line, supporters continued. Enacting a 12-cent fuel hike – diesel users would pay more – would provide the state with enough cash to pay for the needed improvements. The question, to the former representative’s point, is whether the gasoline tax hike ventured into “fiscally impractical” territory. Sure our roads are in of repair and modernization, but at what

cost? Legislators, voters and others who were against the gas tax hike argued other funds were already allocated for road repairs and other infrastructure improvements, so why weren’t those funds being used as intended? This same question has persisted in recent weeks and is part of what’s fueling an attempt to challenge the gasoline tax. Some questioned whether policymakers were genuinely planning to direct revenues from the new gasoline tax revenue to California’s roads, bridges and other similar infrastructure. Obviously boaters are not too happy the extra money going into their vessels will be used to fix roads. (Although the tax hike does have a provision to ultimately redirect some money to California’s Division of Boating of Waterways.) The previous issue of The Log provided a broad overview of what the gas tax hike could mean for boaters once the measure begins kicking in later this year. A handful of readers commented on the article almost as soon as it was published online – with some of those commentators stating a movement is in play to repeal the gas tax hike. At least one legislator appears to be an active voice against Senate Bill 1, a bill the majority of Assembly members and State Senators approved before Gov. Jerry Brown signed it into law. Assembly member Travis Allen, R-Huntington Beach, formally filed a ballot initiative request to repeal the gasoline tax in May. Allen is also asking for $5 donations to help collect enough signatures to have the gasoline tax repeal placed on the November 2018 ballot. A post on Allen’s Facebook page stated the See STANDING WATCH page 10

FAST FACTS: San Salvador – 475 years later By Parimal M. Rohit Imagine San Diego maintaining the name originally bestowed on her by the explorer who sailed through these parts in 1542. Today we’d be calling the nation’s southwestern-most city as San Miguel instead of San Diego. San Miguel was what Juan Rodriguez Cabrillo named the natural deep harbor he discovered in what is now one of the largest coastal cities in the United States. Cabrillo sailed into the San Diego area in September 1542 – about three months after he and his crew set sail from Navidad, Mexico aboard San Salvador. June 27 marks the 475-year anniversary of San Salvador’s departure from Navidad, Mexico

(just south of Puerto Vallarta) and voyage north to California. The fateful journey would bring him to San Diego about three months later, allowing Cabrillo to be hailed as the “discoverer” of the United States’ southernmost metropolis. Spanish leadership pegged Cabrillo to lead an expedition up the California coast in 1542, directing him to command a fleet from Mexico’s central Pacific coast to points due north. The Spaniard arrived in San Diego in September of 1542 and claimed the bay for Spain before continuing north to Catalina Island and, ultimately, the Russian River. Cabrillo died about six months later, with San Salvador returning to Navidad in April 1543.

Kayakers have a new launch ramp to use at Channel Islands Harbor.

Channel Islands Harbor installs kayak launch ramp What Happened: Ventura County officials announced on June 1 the installation of a kayak launch ramp at Channel Islands Harbor in Oxnard. The kayak launch ramp was installed by Ventura County’s Harbor Department and would be available to kayakers and canoe users. “We couldn’t be more pleased to increase access for the growing community of kayakers,” Ventura County Harbor Department Director Lyn Krieger said. “This flexible, easy-to-use launch makes getting into a kayak easier for kayakers, from beginners to experts.” The kayak launch ramp features integrated paddle notches, a V-shaped entry and a wide format.

The pedestrian bridge will include signage indicating it could be used for public access to the waterfront.

Ventura Harbor Department administrative staff to temporarily relocate What Happened: Plans to house the Ventura Harbor Department in temporary trailers during reconstruction of its main office were approved during the California Coastal Commission’s June 7 meeting. What’s On Tap: Two trailers with office

space inside and a portable restroom would be built to accommodate Harbor Department staff as the Harbor Administrative Building is renovated. “Harbor administrative staff had originally planned to temporarily relocate to existing office space available elsewhere within the Harbor during reconstruction of their administrative building. However, the county has indicated that there is no suitable existing office space within the Harbor at this time for temporary staff use during construction, which is anticipated to commence shortly,” Coastal Commission

staff stated in a report to commissioners. One trailer would be 2,880 square feet in size, with the second occupying 384 square feet, according to Coastal Commission staff. The portable restroom would take up 128 square feet. The three trailers would be located on a parking lot near Murre Way. “A total of 11 public parking spaces will be temporarily occupied by the proposed development,” according to Coastal Commission staff. The Harbor Department is headquartered at Channel Islands Harbor in Oxnard.

What’s On Tap: The new “EZ Kayak Launch” will be located on the Ventura County Day Dock, near the boat launch ramp. County officials stated kayakers and canoe uses could access the launch ramp at the Curlew Way and Victoria Avenue parking area. Kayakers can still launch from Hobie Beach, the boat launch ramp and day docks around the harbor, county officials said in a released statement.

Pedestrian bridge for OCC Sailing School approved What Happened: A proposal to increase pedestrian access to Orange Coast College’s Maritime Training Center and School of Sailing and Seamanship was approved by the California Coastal Commission, June 7. The school plans to build a pedestrian bridge connecting the training center with the sailing school and providing additional access to the coast, according to a Coastal Commission staff report. What’s On Tap: OCC’s new Maritime Training Center is in the works on West Coast Highway in Newport Beach. The college aims to connect the center with the School of Sailing and Seamanship on the other side of West Coast Highway.

petition requires at least 365,880 valid signatures to halt the tax and have the proposal voted on by the electorate. “With Jerry Brown’s new gas tax, California will now rank among the highest gas taxes in the nation,” Allen said on his Facebook page a few weeks ago. Complementing Allen’s ballot initiative campaign is an effort to recall State Sen. Josh Newman, D-Fullerton. Newman’s election to the State Senate in November 2016 gave the Democrats a super majority in Sacramento, effectively allowing the party to push SB 1 through the legislature despite Republican opposition. Of course any proposal to raise taxes is sure to cause a spike in the electorate’s collective blood pressure, no matter the reason for the hike. It’s one thing to principally support a well-intentioned initiative. Obviously no one wants California’s roads and bridges to fall apart. Paying for such an initiative, however, is always the difficult part. Now California’s policymakers will tell you a tax hike today is less painful than tomorrow, if we don’t go forward with this levy. Brown, for example, was recently quoted in an Orange County Register article as saying money to repair our roads, if not paid for by the tax hike, could be taken out of funds for education. A legislative analysis out of the Assembly stated California’s gas tax has not been increased since 1994. California’s population has increased by 8 million people in those 23 years, with

more people taking to the roads within the same time span. “Californians also drive more than 350 billion miles a year – more than any other state – yet road and transit investments have not kept pace with this growth,” the Assembly’s legislative analysis stated. “The deterioration of California’s state and local streets and roads and state highway system has been widely documented. Specifically, the state highways system is facing $59 billion deferred maintenance backlog for road maintenance and repairs. The total shortfall for local streets and roads maintenance is approximately $7.3 billion annually.” The Assembly’s legislative analysis stated rough roads cause the state’s drivers to pay an extra $700 annually in vehicle repairs – and conditions might worsen within the next 10 years. “State highways and local streets and roads are not the only areas in need of additional funding for basic maintenance and upkeep. Transit operators are similarly experiencing their own respective funding shortfalls, estimated to be $72 billion over the next ten years,” the Assembly’s legislative analysis stated. At least two natural questions stem from this analysis – assuming the figures cited are accurate. Is the extra $700 on maintenance more or less costly than what the same person would spend during the life of this 12-cent-per-gallon (or more for diesel uses) levy? Where else can money be found to pay for infrastructure repairs while also avoiding a tax hike?

Paul Gosar, R-Arizona, wants to see Benjamin Tuggle removed or relocated, Today’s News-Herald reported. Gosar said Tuggle did not follow proper protocol during the boating restriction proposal and failed to collect public opinion on the action. “(Tuggle) did not follow the law, and there need to be consequences. I’m not done with Fish and Wildlife . I probably can’t get Tuggle fired, but I can get him relocated. I’m looking for a deserted island that he can have jurisdiction over - maybe someplace out near the Bahamas,’’ said

STATE California anglers warned: great white fishing’s illegal DANA POINT (AP) — Wildlife officials say

they’ll be watching to make sure fishermen don’t try to hook great white sharks congregating off the Southern California coast. The Department of Fish and Wildlife Service says great whites are a state and federal protected species. It’s illegal to fish for them and if caught accidentally they must be released immediately. Wildlife officers will be looking out for illegal shark anglers at the region’s beaches. The May 26 warning came a week after Capt. Chris Pica freed a great white that was hooked and tangled in fishing gear off of Dana Point. Pica believes the shark was deliberately hooked because the gear included a steel cable and heavy-duty fishing line.

Mexico, DiCaprio, Slim team up to help endangered porpoise MEXICO CITY (AP) — Mexico’s president, its richest man and actor Leonardo DiCaprio signed an agreement June 7 aimed at protecting marine ecosystems in the upper Gulf of California where the vaquita porpoise is critically endangered. The agreement is collaboration between President Enrique Pena Nieto, multi-billionaire Carlos Slim and DiCaprio and will be backed by the respective foundations of Slim and DiCaprio. The vaquita is native to the upper Gulf, but only an estimated 30 porpoises are left in the wild today. Because illegal traders pay thousands of dollars per kilogram of the swim bladders, efforts to curb totoaba fishing have been ineffective and the number of surviving vaquitas has fallen rapidly. The agreement sets objectives to prevent illegal fishing and gillnet use, which threaten the vaquita. Authorities say that later this year they will begin capturing and enclosing the few vaquitas that remain in a protected marine sanctuary as a last-ditch effort to save them from extinction.

2018 Key West Race Week canceled due to declining entries KEY WEST, Florida (AP) — Organizers of Key West Race Week have canceled the 2018 regatta in the Florida Keys. In a statement on the Storm Trysail Club’s website , Leonard Sitar and John Fisher said the annual sailing race became unsustainable because of declining participation and dependence on sponsorship. They said they’re exploring other formats that address changes in the sport of sailing. Key West hosted the race for 30 years. Participation peaked at 326 in 2001. REDONDO BEACH — The moorings at Redondo Beach’s King Harbor are rarely used. It might take a while before anyone notices the local Harbor Patrol is no longer managing the open-water boat parking system. A private firm officially assumed management control of Redondo Beach’s moorings on June 1. The management shift relieved the Harbor Patrol from mooring management duties; council members unanimously approved the shift at their May 23 meeting. Stephen Proud, Redondo Beach’s waterfront director, told council members it was the city’s intent to designate a private firm to manage the mooring field ever since it was brought online in 2014. The Harbor Patrol’s management of the mooring field was a temporary measure, Proud stated. Leonardo Management, which already manages Redondo Beach Marina and the harbor’s boardwalk area, was selected to manage the mooring field. The management firm maintains an on-site staff at King Harbor and will manage all reservations and other mooring-related business, according to Proud. “The day-to-day presence of Leonardo staff in the harbor provides better coverage for inquiry calls and the ability to manage reservations on a real time basis. Staff feels that this improved on-site presence, coupled with an increased marketing push, can lead to an increase in the level of usage of the mooring field over time,” city staff stated in a report to council members. Moorings were installed at King Harbor in the fall of 2014 in an attempt to draw short-term cruisers to the Redondo Beach waterfront. Boaters were unable to moor in the harbor for the previous 25 years. The mooring field’s capacity is 25 vessels. Council members and city staff acknowledged the mooring field has not been used much in nearly three years

of existence. However they also hoped Leonardo Management would increase interest in the moorings. “They are going to be making … a marketing push to start to increase awareness of the mooring field. That was one of the things that the Harbor Commission has been requesting of us,” Proud told council members. “Since the mooring field has been put in, there

hasn’t been the utilization that everybody hoped would occur. It just hasn’t been utilized as effectively as it could be. “That’s, in part, because we haven’t been marketing it as robustly as we could be,” Proud continued. “Frankly that’s just not a core function of the city’s Harbor Patrol.” An online reservations system could also be in the works, according to Proud. Mayor Bill Brand told city staff and his colleagues he wanted to keep an eye on the mooring field’s maintenance costs and revenues during the next few years. The field could be removed if moorings continue to be lightly used and costs associated with maintaining them are high. July 2016 was the busiest month on record for Redondo Beach’s mooring field; 22 mooring reservations were made that month. Mooring use has been in the highest demand during the summer months of July, August and September, according to data released by city staff. City staff specifically reported 46 reservations during the July-September stretch of 2015; 39 mooring reservations were made during the same time period in 2016. In all, 202 mooring reservations were made in the 28 months since the field became operational, according to official data.

Jussila SAN DIEGO — The new restaurant on Shelter Island, Ketch Grill & Taps, is expected to open this summer. Ketch is taking the place of Red Sails Inn. Frequented by many boaters, Red Sails Inn had a nautical theme and legacy and served as the original home of The Log. “The Red Sails Inn was a home away from home for me when I would come to San Diego,” as one reader (who also happens to be a boat captain) put it. “Boaters may bring engine oil, oil [and] fuel filters, used bilge pads and engine coolant to the Harbor District Office for proper recycling at no cost; new bilge pads are also available at no cost,” Lawrence continued. Dredging in the harbor is an ongoing annual project to replenish sand on beaches in Oceanside, Lawrence mentioned as well. Docks in the harbor are being renovated as needed, according to the new Harbor and Beaches Advisory Committee Chair Liz Rhea. The committee chair also mentioned Lawrence had some floatation docks tied together to give the sea lions a place to get out of the water and lie in the sun. “Has that been working? At times, yes – seen quite a few of [the sea lions] out there – [but] other times, they still like our guest docks better,” Rhea admitted. “There’s still a chance that they will go there. They want to be out and get some sun, but we also have to leave them alone.” The Harbor and Beaches Advisory Committee meets six times a year and makes recommendations on behalf of harbor and beach interest groups to Oceanside’s City Council and Harbor Board of Directors. “Oceanside is so unique. We have a harbor that is not as large as most harbors. That’s why on the advisory board we are very protective of it. We want to keep making it better and keep making sure that things are renovated, but also not to the point that it is making a detriment to our capability of running a harbor,” Rhea maintained. The goal is to not limit recreation on the harbor, but to make sure everyone is safe and everyone’s interests, including the boaters, are upheld. “As much as we want everybody out there enjoying themselves, we also have an obligation to our slip renters that are paying to have their boats there, so we have to certainly represent their interests as well. That’s the goal anyways,” Hoover affirmed.

Co-existing with Sea Lions: Don’t Become a Viral Hit Pinnipeds are quite common at local harbors and marinas; interacting with them isn’t easy.

SOUTHERN CALIFORNIA — One of the quickest ways to become a viral internet sensation overnight is if someone captures you on a cell phone video as you’re pulled into the water by a sea lion. Case in point: footage from a cell phone camera captured a sea lion pulling a young girl by her dress from a dock and into the water. The video was featured on various broadcast news outlets and became a social media sensation. (Watch video link: https://www. youtube.com/watch?v=pMDtibc13fc.) Fortunately the sea lion didn’t hold on to the young girl for long. An adult dove into the water, quickly grabbed her and safely relayed her back to someone on the dock. The situation, undoubtedly, could have been worse. What happened at a Vancouver, Canada area marina is a reminder of what could go wrong when humans interact with wildlife. Pinnipeds are a common feature at many marinas and harbors in Southern California. The California sea lion, for example, can be heard barking at Dana Point Marina or Oceanside Harbor,

Bay Area stated the California sea lion is intelligent and playful. However, as evidenced north of the border, California sea lions are capable of putting humans in difficult or dangerous situations. The National Oceanic and Atmospheric Association (NOAA) issued a sea lion advisory within days of the incident in Vancouver. Although the advisory was for NOAA’s Greater Atlantic region the message resonates just the same here in Southern California. “As tempting as it might be to get that perfect shot of yourself or your child with an adorable seal pup, please do the right thing and leave the seal pup alone. Getting too close to a wild animal puts you—and the animal—at risk,” the NOAA advisory stated. “Seals have powerful jaws, and can leave a lasting impression. We have received reports of a number of injuries to humans as a result of getting too close to an animal during a quick photo op. “When you get too close to a wild animal, you risk stressing or threatening it, and stressed animals are much more likely to act unpredictably,” the advisory continued.

Brown already signed SB-1 back in late April but a grassroots campaign began last month to try and repeal this new tax hike via a three-phase strategy: Phase 1 – Recall state senators who supported the bill, starting with Sen. Josh Newman (D-Fullerton). His decisive vote helped give Democrats the super-majority needed to pass SB-1. The NOAA advisory also warned it is illegal to harass any wild animal; the mere act of approaching a wild animal could qualify as harassment, according to federal officials. “Under the Marine Mammal Protection Act of 1972, harassment is defined as ‘any act of pursuit, torment, or annoyance,’ which has the potential to injure or disturb a marine animal. This can be dangerous for the animal, but can be dangerous for you, too,” the NOAA advisory stated. Would what happened in Vancouver qualify as an act of pursuit, torment or annoyance, had it occurred in the United States? Obviously we won’t know for sure, but the incident nonetheless is indicative of what could go wrong when human interaction with a pinniped is too close for comfort. NOAA officials, in their advisory, stated humans should maintain at least 150 feet of distance from seals or sea lions. Of course there are times a sea lion or other pinniped engages in dangerous activity with a human without being coerced through annoyance, pursuit or torment. In April 2015 The Log featured a news story of an angler who was being photographed with a fish catch when a sea lion leaped out of the water and dragged him in – apparently because the pinniped was hungry. The man was reportedly submerged underwater for 15 to 20 seconds, as the pinniped dragged him along. He finally resurfaced after breaking free and was treated for his injuries. Plenty more stories of sea lions dangerously interacting with humans can be found in a basic news search online. A NOAA stock assessment of California sea lions estimated the species’ minimum population is 153,337. Humans must inevitably co-exist with sea lions (and other wildlife beings). Giving them their space and practicing common sense are always safe bets.

Numerous waterfront projects are underway at the same time in this recreational harbor. By Nina K. Jussila MARINA DEL REY — Construction projects appear to be rampant in the largest recreational harbor known as Marina del Rey. Current endeavors are simultaneously underway in various marinas of Marina del Rey. With so many marinas under construction in Marina del Rey, a large number of slips are unavailable creating quite a challenge for boaters with boats being displaced. “There are five marinas that are currently under construction; 753 existing slips are not available for rental (offline),” Nicole Mooradian, public information officer for the Community and Marketing Services Division of Los Angeles County’s Department of Beaches and Harbors, confirmed on May 23. “Please note that once the marinas come back online, they may have fewer slips than they did before due to reconfigurations.” Parcel 10, Parcel 15, Parcel 43, Parcel 44 and Parcel 53 are all the marinas in Marina del Rey currently offline due

to construction about to start, already under construction or just completing construction, according to Mooradian. Why are all these projects in Marina del Rey occurring at the same time? Numerous leases were signed when the marinas were first built. Leases are now expiring and infrastructure is old, so redevelopment is necessary and happening with lease renewals, Mooradian explained. How has this affected the boating community there? Two local boaters spoke to The Log about the challenges in Marina del Rey. “Pertaining to the recent redevelopments, probably the biggest annoyance is that they approved three or four [even five] rebuilds all at the same time. I don’t know what moron did that, because now you can’t get a boat slip in the marina,” Mike Leneman, who has a boat and is in the boating business in Marina del Rey, commented. “It’s not bad to rebuild section by section. It’s just you don’t approve everyone at the same time. It was just completely insane. “Where are all those boats suppose to go? All the marine brokers are hurting big time, because they’ve got no place to put a customer’s boat,” Leneman continued. Brokers had to leave and do busi-

ness, at least temporarily, in places such as Long Beach and San Pedro, according to Leneman. Leneman points out how the highrise buildings block the wind making it difficult to sail in the harbor. “I just know the west end of the marina, they’ve approved and are ripping out and building all those monster, high-rise apartments, which is truly amazing because either this is a marina or this is a housing development. So they’re blocking the wind, but more than that, it seems to me that the county would rather not have any boats in the marina,” Leneman declared. The Log spoke to Leneman separately, but it’s as if he and Nahhas are completing each other’s thoughts. “We do have the Neptune Marina apartments being built. They’re currently under construction at Parcel 10. Villa del Mar is under redevelopment on Parcel 13, family residential Parcel 15, Mariner’s Bay at Parcel 28 and then the boat yard, Parcel 53. These have all been under construction at this point,” Mooradian said. The redevelopment of Parcel 44 which will include a Trader Joe’s and West Marine is planned to begin in June or July, according to DBH. Once started and without delays, the project should take less than 1.5 years to complete. It remains to be seen if construction at Parcel 44 starts at the beginning of summer. The lessee for Parcel 44 is

He is also the leaseholder for Fisherman’s Village which is in need of renovations. “As far as Fisherman’s Village goes, we have not received anything in the last 10 years for redeveloping the area,” Mooradian of DBH stated. Nahhas said this village is like an “icon” for the 10 million people from Los Angeles to visit and see the boats on the water. “They are talking about putting in a hotel there. We have enough hotels in the marina. In fact, we’ve got several commissioners and politicians which have stated over and over again that there should be no more hotels in the marina,” Nahhas asserted. “The county makes a huge profit on those hotels. But with that hotel there, it cuts down on pretty much every other use because of the amount of parking that is required.” The Log reached out to Pashaie but has yet to receive a response. Construction of a Marriott project on Parcel 9U (off Via Marina) is anticipated to start in July as well, but there are no slips there, Mooradian informed The Log. While many projects are occurring at the same time, Mooradian says DBH is making every effort to limit the number of slips taken offline. “DBH is working to balance the interests of residents, boaters and developers during this period of redevelopment,” Mooradian maintained. “As redevelopment projects come back online, new ones will begin.”

SAN DIEGO — Ken Spaulding, a long-time liveaboard on a classic boat in Shelter Island and then at Koehler Kraft boatyard, died on March 20. His cause of death was due to sepsis brought on by an infection of a mechanical heart valve. He was only 64. His boat, Herta, was built in 1956 by Heinz Braun. He purchased the 33-foot full sloop wood cutter in 1991 and lived aboard her for most of the 26 years in which he owned her. Ken Spaulding was known for his skills in marlinspike rope work making bowsprits, fenders, dog leashes and even monkey fists sold by Downwind Marine. A pair of Orange County rowing programs officially merged together, unifying Newport Sea Base and SoCal Scullers under one roof. The merger gives both rowing teams access to more resources as they’ll share athletes, coaches and equipment.

Rohit NEWPORT BEACH — Two Orange County rowing programs officially joined forces, it was announced in late May. Newport Sea Base and Southern California Scullers formally announced a merger last month, bringing a youth boating/maritime center and competitive rowing organization together under the same roof. The new joint venture will feature Dan McGill as men’s varsity head coach, Ian Simpson as managing director and Michelle Green as rowing director. Simpson and McGill founded the Scullers in 2013. All operations will now be based in Newport Beach. This merger means Newport Sea Base and Southern California Scullers will share athletes, coaching staff and equipment. Both organizations experienced a solid track record of success as individual entities. Newport Sea Base, located at Newport Beach Harbor, offers educational programs in marine sciences, paddling lessons, sailing, scouting and wood working to all youth between 6 and 20 years old. The organization also offered competitive programs in dinghy sailing, junior and master rowing, and offshore sailing. The Sea Base’s rowing team had three boats competing at this

year’s U.S. Rowing Youth National Championships, held June 9-11 in Sarasota, Florida. Newport Sea Base, which launched in 1937 and celebrated its 80th anniversary this year, served more than 6,100 youth in 2016. Meanwhile Southern California Scullers, a U.S. Rowing High Performance Partner Club, won the inaugural Red Bull High Stakes in 2015 and several national championships. The club finished second and fourth in the women’s single at the 2016 Olympic Trials. The Scullers club, based at Sunset Aquatic Club in Huntington Harbour, offered training programs for various levels of rowers. An elite training program was available for adult athletes. Separate training programs were available for college and high school students. The club also offered private rowing classes. Scullers’ co-founder Simpson left his position as head coach of Cal State Long Beach’s women’s rowing team to act as the joint venture’s managing director. Some members of the Scullers club were training for youth nationals, U23 trials and senior trials when the merger was announced. The merger would not interrupt the various training process, according to Simpson. AVALON — William Richardson Hill, a resident of Catalina Island for 55 years and owner of the Old Turner Inn Bed and Breakfast since 1989, passed away recently at the age of 99. Born on August 7, 1917 in Pasadena, Hill grew up spending his summers on Catalina Island where his grandfather built three houses. Hill ended up taking permanent residence on the island in 1962. Rohit SACRAMENTO — Legislators have reached a fork in the road with a pair of bills intending to regulate the California Coastal Commission’s practice of engaging in ex parte communications. One of the two bills has advanced for further consideration, while the other won’t be going anywhere this legislative session. California’s lower legislative house unanimously approved Assembly Bill 684 (AB 684) on May 31. The bill seeks to require any written reports of ex parte communications submitted to the Coastal Commission to be published on the agency’s website and formally entered into the public record. Another proposal to create a public database of private meetings between commissioners and interested third parties, however, has been virtually inactive since it was introduced. Assembly Bill 1642 (AB 1642) was referred to the Assembly Committee on Natural Resources in mid March. The

bill, however, has not been up for a single vote or discussion since then – meaning the proposal is dead for this legislative session and AB 684 is the only opportunity legislators will have to regulate the commission’s practice of ex parte communications this year. Jussila NEWPORT BEACH — In conjunction with the new harbor management pilot program beginning on July 1 in Newport Beach, the city hired a new harbormaster. Dennis Durgan has taken on the role of harbormaster one month prior to the city of Newport Beach assuming responsibility of harbor operations. Newport Beach Harbor Resources Manager Chris Miller introduced Durgan at the city’s June 6 Chamber of Commerce Marine Committee meeting. The meeting was held at Marina Park where Durgan’s office is situated. Durgan, who grew up in Newport Beach, spoke briefly about his sailing background and his harbor plans. From racing sabots in the local harbor to competing in the America’s Cup, Durgan said he has been sailing all his life. He also mentioned his love for fishing, diving and a no-wake

harbor. One of Durgan’s goals, coincidentally, is to have a harbor with no wake in Newport Beach. Other plans, Durgan mentioned, are to regulate standup paddleboarding as well as hold town hall meetings. “Set up some town halls with all the yacht clubs, sailing clubs and get everyone’s input so we can make the harbor better – that’s our ultimate goal,” Durgan stated. Avalon pier is open but the dinghy and fuel docks are still a work in progress AVALON — The fuel dock pier in Avalon is open and has been operating since May 13, both Avalon’s City Manager David Jinkens and Harbormaster Brian Bray confirmed. The new restrooms on the pier are open to the public, according to Jinkens. The dinghy dock, however, should be ready in the next couple weeks, Jinkens told The Log on June 2. Bray is hopeful the dinghy dock will be complete by the first of July. “We’re working on the ramp. As soon as that is done, we can install the [dinghy dock], Bray said. The seasonal floating dock, which is made up of two floats and supports the fuel pumps, is still a work in progress. Hannah-Beth Jackson, D-Santa Barbara, proposed banning ex parte communications altogether after the commission ousted Dr. Charles Lester from his position as the agency’s executive director. The bill never made it out of the legislature. Jackson’s bill, however, indicated a majority of commissioners at the time were in favor of eliminating the practice of ex parte communications.

“The Commission voted 6-5 last year to support banning ex parte communications, and in a support letter for SB 1190 (Jackson) of 2016 they state, ‘Commissioners have expressed concerns that the practice lacks transparency, undermines due process, and erodes public trust in the Commission,’” the Assembly’s legislative analysis of AB 684 stated. “‘Some have stated that they would prefer not to conduct ex partes, but feel pressured to do so because the practice is so widespread. The general conclusion is that the current process leads to an ‘uneven’ level of information available to the public.’”

Uranga previously told The Log he believes ex parte communications are actually a valuable asset to the commission’s deliberations. He specifically stated the ex parte process provides all interested parties with an opportunity “to state their case.” AB 684, if it were to become law, would not be without financial repercussions. The legislative analysis of AB 684 stated the creation of an ex parte communication database would cost $500,000 to $600,000 (from the General Fund), plus ongoing administrative costs of about $50,000. The State Senate is currently deliberating AB 684.

“From the Tree to the Sea: Father’s Day Wooden Boat Show” in Oxnard Classic vessels will be docked behind Channel Islands Maritime Museum to welcome guests, June 18. OXNARD — A day dedicated to appreciating the patriarch of the family is also a day devoted to admiring classic crafts and cars. The Channel Islands Maritime Museum (CIMM) is holding the 2nd annual “From the Tree to the Sea: Father’s Day Wooden Boat Show” on June 18. On the same day and adjacent to the boat show is the annual classic car show hosted by the Channel Islands Harbor. Guests are welcome to climb aboard classic vessels and marvel at these wooden works of art between the hours of 10 a.m. and 4 p.m. on Father’s Day. “The wooden boats are courtesy of members of the Pacific Corinthian Yacht Club,” Tom Johnston, vol. chair of CIMM, stated.

Children can participate in making hats made out of paper and racing sailboats made out of styrofoam. A taco truck and picnic tables will be on the premises on that day for those wanting a bite to eat. Attendees can also shop for maritime merchandise at the “Tree to the Sea Treasure Sale” on the patio in front of the museum. This year’s Warrior Sailing Program featured 21 wounded veterans participating in a weekend regatta on San Diego Bay. The program gives wounded veterans an opportunity to learn how to sail despite physical limitations.

San Diego Yacht Club host sail for veterans Wounded veterans participated in a rigorous, three-day sailing course on the bay. By Parimal M. Rohit SAN DIEGO — Wounded veterans took to the waters of San Diego Bay one week before the official start of summer to learn how to sail with physical limitations. A group of 21 wounded veterans took to the waters of San Diego Bay on June 13 and participated in a three-day sailing course. A partnership between Armed Services YMCA and San Diego Yacht Club brought these wounded veterans onto the water and sail despite their disabilities and injuries.

The Warrior Sailing Program, according to organizers, aims to train veterans in the sport of sailing. Participants are offered basic training at no cost. Veterans hail from all branches of the military and suffer from injuries such as limb loss, Post Traumatic Stress Disorder and traumatic brain injuries, among others. Veterans train in teams of three and aboard a J-22 sailboat. Also on board is a professional coach. San Diego YC provides sailboats and other amenities. Training does not end at the end of the program, which was June 15. Each participating veteran, at the threeday sailing program, became eligible to continue training for a keelboat certification and advanced racing skills. Graduates would also be able to

compete in racing events. The U.S. Merchant Marine Academy’s Sailing Foundation officially supports Warrior Sailing as a means to offer ill, injured and wounded veterans or service members with maritime education. New Jersey native and San Diego area resident Melissa Klotz joined the Warrior Sailing program in 2015 shortly after undergoing a total hip replacement. Klotz, who will be retiring from the Navy soon, heard about the program during treatment. Through her participation Klotz discovered her love of the water. “It’s a program where they teach you, but then you go out … and you’re actually doing it,” Klotz told The Log. “So they’ll show how to do sails, but the

participants do it themselves.” Klotz added her sailing team won a race held on program’s final day. She added the program allowed her to meet other like-minded people and sail continuously ever since. A member of her sailing team discovered a love for boating through the program, Klotz, who will be attending graduate school for financial taxation planning, added. “People who didn’t think they could do this are now making careers out of it,” she said. “I know this is something I want to do. Upper legislative house unanimously approves measure seeking to create 12-month licensing cycle. By Parimal M. Rohit SACRAMENTO — It is said June Gloom follows May Gray. However anglers across California probably felt anything but gloomy on June 1, thanks to the State Senate’s approval one day earlier of a proposal to require fishing licenses remain valid for a full 12 months. State Senators unanimously approved Senate Bill 187 (SB 187) late May 31, opening the door for the legislation to be deliberated in the Assembly. SB 187, if approved by the Assembly and signed into law by Gov. Jerry Brown, would do away with California’s practice of selling calendar-based fishing licenses. Currently the state only issues fishing licenses through Dec. 31 of a given year. Anglers pay the same fee for the license regardless of when purchased. The proposed fishing license system, which was introduced by State Sen. Tom Berryhill, would allow anglers to purchase the necessary permit for a full 12 months, regardless of when it was purchased. Anglers would be allowed to pur-

chase a 12-month fishing license in 2020, assuming SB 187 clears the Assembly and is signed into law. Fishing advocacy groups have long stated a 12-month fishing license system would spur angling activity in California. Berryhill introduced similar bills in the State Senate in 2013 and 2015; the 2015 proposal was gutted just ahead of its scheduled vote in the upper house. His latest attempt, so far, was more successful. Marko Mlikotin, executive director of California Sportfishing League (CSL), said the current fishing license system has been costly for anglers and contributed to diminished angling participation in the state. “California’s costly and antiquated fishing license program is a contributing factor to an alarming decline in fishing participation rates,” Mlikotin stated. “As fishing license sales face a death spiral, fishing’s economic contribution will continue to decline, as will revenue for state conservation and fishery programs.” A CSL statement issued shortly after the May 31 vote pointed out 12-month licensing cycles are already in effect in nearly one dozen states and Mexico. One of those states is Texas. The Lone Star State reportedly implemented a 12-month fishing license cycle in

Rohit MARINA DEL REY — A consumer advisory issued by California’s Department of Public Health (DPH) warned against consumption of recreationally harvested clams, mussels and whole scallops from Los Angeles County. Health officials have detected “dangerous levels of domoic acid” in the bivalve shellfish species harvested near Marina del Rey, according to a DPH statement. “This naturally occurring toxin can cause Amnesic Shellfish Poisoning (ASP) and possibly lead to illness or death in humans,” DPH officials said in a released statement. The DPH warning only applies to recreationally harvested shellfish in Los Angeles County. Clams, mussels, oysters or scallops sold by approved commercial sources are exempt from the warning. “State law permits only state-certified commercial shellfish harvesters or dealers to sell these products. Shellfish sold by certified harvesters and dealers are subject to frequent mandatory testing to monitor

Ojai’s Matthew Whitherspoon snatched this 27-pound yellowtail during a recent trip aboard Hook’s Landing’s New Hustler out of Oxnard. He reeled the yellowtail in near the outer Channel Islands using live anchovy and sardines. New Hustler had 25 anglers aboard its June 3 overnight trip and returned to shore with 180 rockfish, 11 lingcod, seven whitefish and three yellowtail. A June 4 overnight jaunt featured 19 anglers reeling in 150 rockfish, 15 yellowtail, 13 lingcod, one rock sole and one white sea bass.

Both the FDA and Center for Disease Control (CDC) announced they are working with various state and local officials to assess the risks of Hepatitis A exposure from frozen yellowfin tuna. Frozen yellowfin tuna distributed in California, Oklahoma and Texas could be contaminated with Hepatitis A, according to the FDA. The potentially contaminated tuna were sourced from Sustainable Seafood Co. of Vietnam and Santa Cruz Seafood Inc. of The Philippines. “The FDA is collecting additional frozen tuna samples and increasing its screening measures and testing for imported seafood for these companies,” the federal agency’s announcement stated. What’s Up: Anglers who love fishing for rainbow trout might want to consider making Big Bear Lake a go-to watering hole. The local water district recently announced Big Bear Lake would have its own rainbow trout hatchery. Several news reports confirmed the planned establishments of a $3.5 million rainbow trout hatchery at the freshwater lake in the San Bernardino Mountains. Big Bear Municipal Water District reportedly announced it would stock its own rainbow trout. The water district currently relies on outside third party agencies to source its trout plants. However news reports indicated the size and stock of rainbow trout have slowly diminished over time. Bottom Line: The new hatchery could be operational by next year and would produce 150,000 pounds of rainbow trout annually, according to news reports.

SALTWATER OCEAN FISHING REPORT By Terrence Berg 976-TUNA.com SAN DIEGO BLUEFIN TUNA NEWS: The threequarter-day to 2.5-day trips running out of San Diego landings continue to have up-and-down picks of bluefin tuna on the offshore grounds. The fish are also moving around a lot right now, showing here one day and someplace else the next throughout the California Bight. The skippers are reporting seeing 20 to 40 schools of fish under birds per day, but the trick has been finding fish willing to bite. Bluefin always seem to bite better on the backside of the full moon, so this coming weekend and early next week could see an uptick in this action. The scores from the past few days tell the story. Pacific Queen out of Fisherman’s Landing on June 4 had 35 anglers on its 1.5-day trip and landed 10 bluefin from 20 to 115 pounds, while the June 2 overnight with 35 anglers produced 13 bluefin. New Lo-An out of Point Loma Sportfishing had 28 anglers June 4 on its 1.5-day trip and landed 15 bluefin. Old Glory out of H&M Landing had 16 anglers June 4 on its 1.5-day and landed five bluefin. Mission Belle out of Point Loma Sportfishing has had some consistent, but not dazzling days on recent three-quarter bluefin tuna trips. On

the June 6 trip, 16 anglers landed two bluefin, while the June 3 trip with 16 anglers produced 12 bluefin. Liberty out of Fisherman’s Landing had 13 anglers on the June 6 three-quarter-day, and they caught four bluefin. Meanwhile the June 5 trip with 26 anglers returned with just three bluefin. Liberty’s best trip of the past week was on June 4 when 26 anglers landed 27 bluefin. San Diego out of Seaforth Sportfishing had 33 anglers on its June 6 three-quarter-day trip and landed four bluefin. The June 5 trip with 14 anglers produced nine bluefin, and the June 4 trip with 35 anglers returned with nine bluefin as well. CATALINA AND CLEMENTE UPDATE: The Los Angeles and Orange County overnight boats making the run to San Clemente Island (or more distant islands) continue to see a decent pick on yellowtail with an occasional white sea bass too, but numbers range from about a half-fish per rod to five-plus fish. First String out of Pierpoint Landing posted one of the top scores on June 4. The 14 anglers had 113 yellowtail, 20 rockfish and one halibut on a two-day trip. Thunderbird out of Davey’s Locker had 22 anglers on its June 6 overnight trip and landed 33 yellowtail, 10 rockfish, eight calico bass, five bonito, two barracuda and two sheephead. Toronado out of Pierpoint Landing had 10 anglers on its overnight trip June 6 and landed four yellowtail and two white sea bass. El Dorado out of Long Beach Sportfishing was on an overnight trip with nine anglers and

landed 65 bonito, 15 calico bass, six yellowtail and a barracuda. At Catalina, Pursuit out of 22nd Street Landing had 47 anglers on its June 6 full-day trip and caught 17 yellowtail, 14 sheephead, 11 bontio, 10 calico bass, five perch, three barracuda and three halibut.

BARRACUDA BREAK OPEN, GOOD ROCKFISH FOR NEARSHORE BOATS: The barracuda bite broke wide open for the half- and three-quarter day boats fishing the Los Angeles and Orange County coastline early this week. The best news report most of these fish are on the surface iron and most of the fish are good quality 6- to 10-pound class fish. Out of Pierpoint Landing, Enterprise had seven anglers on June 6 and caught 60 log barracuda along with 30 sculpin and two whitefish. Native Sun out of 22nd Street Landing had 28 anglers on its three-quarter-day trip June 6 and had 35 barracuda, 14 calico bass, three rockfish, two sand bass and one sculpin. Both of these boats had even better scores when they reported in on June 7. Of course, there has continued to be good action on mixed rockfish and other bottom species, especially mid-week when the boats aren’t jammed. Victory out of Long Beach Sportfishing had been hammering the sculpin, whitefish and rockfish on its three-quarter-day trips. On June 6 with 18 anglers, the boat returned with limits of sculpin (90) and 45 barracuda. The June 5 trip
