Jussila LOS ANGELES — The Los Angeles County Board of Supervisors approved a $900,000 budget increase for Marina del Rey’s Boathouse renovation project, Aug. 8. Los Angeles County Department of Public Works submitted a letter of recommendation to revise the budget due to unforeseen but necessary improvements needed for the site. Damage from termites and moisture were discovered while renovating the building, located on the water at Burton Chace Park. “The building structural framing and roof structure, including the wood framing, beams, columns, and plywood sheathing, were extensively damaged from termite infestation and moisture from exposure to the harsh coastal environment over the years,” Public Works’ letter to supervisors stated. “Extensive repairs, reinforcement, and/or complete replacement of these damaged elements” is necessary in

The initial budget of $6,407,000 for the Boathouse renovations was approved on Dec. 1, 2015; the revised budget is now $7,307,000. Los Angeles County’s Department of Beaches and Harbors (DBH) was able to uncover additional funding to finance the extra work. Money from the Services and Supplies Marina Accumulative Capital Outlay Fund would reportedly cover the extra expense. The Boathouse accommodates DBH staff as well as Water Awareness,
Training, Education, and Recreation (WATER) staff. WATER offers youth sailing, kayaking and safety instructions. The renovation started in April 2016 and was expected to be completed in August. The building upgrades make the facility compliant with the Americans with Disability Act (ADA). “The renovation work also includes reconfiguring the interior floor plans for more efficient office and public meeting use space and reconfiguring the exterior roof deck as a public viewing and event area; replacing the existing elevator; repairing and upgrading the
electrical, plumbing, and mechanical systems; adding a fire sprinkler system; remodeling the restroom facilities; repairing and upgrading the interior finishes; and installing new modular open-office furniture,” Public Works’ letter stated. The termite and moisture damage has resulted in delays with additional work starting in September 2017 to address these issues. DBH still anticipates occupying the Boathouse within the next couple months, once renovations are completed. “We hope the Boathouse will be ready for DBH staff to move into and begin using this fall,” Nicole Mooradian, a DBH spokesperson, wrote in an email to The Log. Commercial and residential renovation projects always seem to have set backs uncovering hidden problems and requiring additional funds. The setbacks here delay the public from being able to utilize the facility. “The Boathouse will not be open to the public until the site improvements are completed next year,” Mooradian mentioned. The site improvements are expected to be finished by February 2018, according to the Public Works’ letter.

Federal money targets water pollution from vessel sewage OLYMPIA, Washington (AP) — Federal grants totaling $2.5 million has been awarded to prevent sewage pollution in Washington state waters. The U.S. Fish and Wildlife Service grants will be used to add more locations where recreational boaters and other vessels can pump out their vessel sewage. Washington State Parks, working with the University of Washington’s Washington Sea Grant, plans to install new septic pump-out facilities, as well as educate boats and marina owners about clean water and proper sewage disposal. Money will be used to

Newport Beach solicits bids to construct a cap on the island’s seawall. By Nina K. Jussila NEWPORT BEACH — Newport Beach City Council unanimously authorized city staff to seek bids for a seawall cap project to address rampant flooding issues on Balboa Island at their Aug. 8 meeting. The island has long been subject to flooding during king tides and storm surges, as water from the harbor comes over the top of the seawall. City Engineer Mark Vukojevic and Assistant City Engineer Bill Stein presented the concrete cap project for Balboa Island’s city-owned seawall to the council. The project entails constructing a 9-inch cap on the north and south sides of Balboa Island’s existing seawall. The north side would then have an 8.5-foot seawall; the south side would have a 9-foot seawall. “The reason there is a higher wall requirement on the south side is because that’s the side subject to storm surges and wave,” Stein stated. The project also includes 3-foot wide gaps at every public dock and street end, Stein also mentioned, so residents and the public have access to the docks and beach. A stop-board would be inserted in this gap and
secured with bolts during high tide events. A seawall cap is not a solution to mitigate the effects of “climate change and associated sea level rise,” but is rather a response to adapt to the current circumstances, Newport Beach homeowner Kathleen Andrews asserted. Mayor Kevin Muldoon also mentioned the plan does not take into account sea level rise. “The cap on the seawall is not necessarily to address the rising sea levels but more to do with currents and swell,” Muldoon indicated. Diane Dixon inquired about seawall replacement – as the topic was mentioned in past meetings and reports. Initial discussions regarding the condition of Balboa Island’s seawall began with Newport Beach’s Tidelands Council Sub-Committee in 2011. Everest International Consultants conducted an assessment on the seawall, built between 1929 and 1938, and found it to be “still in fair condition.” The city council received a seawall report with recommended actions in 2014. Recommendations included capping to replacing the seawall. The city decided on the cap project, since the life-expectancy of the seawall is projected to still have 10 to 20 years. The height of Balboa Island’s seawalls could be increased in some areas, as Newport Beach’s City Council approved the solicitation of bids to address possible shortcomings with city infrastructure.
Permit (CDP) was approved on July 25. Newport Beach is now ready to solicit vendors to bid on the capping project for Balboa Island’s seawall. The construction project is expected to take approximately 16 weeks to complete, once an approved contractor begins work, with an estimated cost of $1.5 million to $2 million. Construction will cease temporarily during the December holiday festivities. City Council member Jeff Herdman recused himself from the seawall
discussion and vote based on property interest. Balboa Island’s eroding seawalls, in combination with predicted sea level rise, opens the door for the Newport Beach enclave to be subject to flooding issues in even the slightest of rainstorms, according to the California Coastal Commission’s Sea Level Rise Policy Guidelines. Some scientific studies estimate sea levels along California’s coast could rise between 3 and 6 feet by the year 2100.

Change is good Dear Editor: With all due respect to Captain Larson, there appears to be a misunderstanding as to the facts surrounding the redevelopment of many long term businesses around San Diego Bay. It was reported (in The Log, by the way) that the previous owner of the Red Sails Inn SOLD his business to the Brigantine Group because they offered him “a price he couldn’t refuse” for his business and lease. So if one wants to assess blame, then point the finger at the owner who made a good and profitable business decision. Anthony’s was a fixture on the Embarcadero for half a century. They hardly kept the place up over the years, the docks were decrepit, and they closed “The Star of the Sea” room years ago and did nothing with the space. It was sad to watch the once venerable location deteriorate over the years. The lease with the Port came up for renewal and several restaurant groups bid on the site, including Anthony’s. Should the
citizens of San Diego and the Port Authority have made a “deal” with Anthony’s just because they had been there for so long at the expense of a good business decision? Anthony’s had no divine right to the location and bid what they thought was appropriate for the location. Unfortunately they lost to a better bid. That’s business! Lastly, the owner of Seaport Village, a private real estate development company, wants to renovate the 35+year-old specialty shopping center. The reasons are the same for any real estate developer, namely to increase the value of their property. After almost 40 years, certainly the buildings and retail environment needs updating and the timing was right in terms of financing and the economy. That’s smart business! These are the same arguments that the foes of gentrification always make. They want to keep property owners from profiting from their investments at the expense of nostalgia for some reason. These new developments will create jobs, increase tax revenue and allow these properties to be more efficient and increase their value. They will

Standing Watch Coastal Access: Appeals Court Ruling Benefits All Water Users Billionaire who blocked public access to beach near San Francisco ordered to keep coast open to everyone. By Parimal M. Rohit STATEWIDE — A small stretch of beach on California’s north-central coast has been ground zero in a battle between rich elite and everyday citizen. The fight for control over Martin’s Beach near Half Moon Bay – about one hour south of San Francisco – was the latest chapter in an increasingly popular class narrative pitting the few (the wealthy 1 percent) against the many (the common 99 percent). At the heart of this battle: California’s law granting public access to any waterway within the state. A member of that proverbial one percent club suffered a significant legal defeat in early August, as a California appeals court ruled Vinod Khosla – a Silicon Valley billionaire who
owns a prime piece of coastal real estate in San Mateo County – must allow the public to access Martins Beach. (Khosla, who made a fortune through Sun Microsystems, purchased land adjacent to the beach in 2008 and blocked the public’s access to the coast shortly thereafter.) The legal battle might not be entirely over – Khosla can still appeal – but the ruling is a victory for California’s masses. Public access to any waterway within the state’s borders is a lawful birthright for Californians and her visitors. Khosla’s current legal setback both upholds the birthright and – most importantly – establishes a precedent in the never-ending battle between public access and economic might. Regulating access of Martins Beach is not limited to this quiet stretch of sand, water and land on the outer edges of the San Francisco Bay Area. The final outcome of this contentious matter – whether or not Khosla appeals the decision – will have a ripple effect up and down the California coast and at every inland See STANDING WATCH page 7
Fast Facts: National Lobster Day By Parimal M. Rohit Two senators from Maine recently pushed a resolution through Congress to declare Sept. 25 as National Lobster Day. California’s own spiny lobster season begins a few days later, with divers and hoop netters officially allowed to hunt for the crustacean beginning Sept. 30. Maine lobster is significantly distinct from their California counterparts. California’s spiny lobsters, most noticeably, do not have claws. Nonetheless the resolution by Maine Sens. Angus King and Susan Collins hopes to encourage people to continue putting their “claws” into lobsters regardless of whether they are in New England or Southern California. The resolution declared American lobster is “recognized around the world as a prized and flavorful culinary delicacy” and fishing for the crustacean “has served as an economic engine and family tradition in the United States for
centuries.” “Thousands of families in the United States make their livelihoods from lobster fishing and processing,” the resolution further stated. “With approximately 150 million pounds of lobster landed each year in the United States, at an annual value of more than $500 million, lobster represents one of the most valuable catches in the [country].” The King-Collins resolution added foreign demand for U.S. lobster is “booming” and the crustacean has been a fabric in American culture since pre-Revolution times. “Historical lore notes that lobster likely joined turkey on the table at the very first Thanksgiving feast in 1621,” the resolution stated. “Throughout history, United States presidents have served lobster at their inaugural celebrations and state dinners with international leaders.”

waterway. Many boaters rely on coastal access to be able to launch their boat. Public beach access is also a necessity for anchored or moored boats – imagine securing your 35-footer on open water but not having a place to disembark from your dinghy. (There’s a stretch of beach on Shelter Island in San Diego where moored boaters leave their dinghies when they come ashore.) Kayakers, standup paddleboard users and other personal watercraft owners also rely on public access to the water for launching capabilities. Preservation of beach and coastal access was a necessary element of the recently completed Harbor Sands resort at Catalina Island’s Two Harbors. Visitors to the small village aren’t prevented from walking through the resort (there is a rental charge for beach chairs and palapas, however). A strip of beach in front of Harbor Sands is still preserved and not part of the Harbor Sands perimeter. Boaters, kayakers and standup paddleboard users can still access the beach area. A yacht club in Newport Beach recently committed funding to public infrastructure guaranteeing boaters and others access to the water. The California Coastal Commission required such funding before approving the club’s plans to renovate its aging waterfront clubhouse. Many others made similar concessions when it came to waterfront
projects in California. The mantra of preserving public coastal access for all was also a major factor in the Coastal Commission’s denial of the redevelopment of Banning Ranch near the central Orange County coast. Public access to the coast as a right was also the driving force in the Coastal Commission’s reported decision to fine beachfront property owners in Malibu in late 2016. The private property owners were reportedly issued a $5.1 million fine for blocking public access to a stretch of beach in the upscale coastal enclave. California’s coastal, lakefront and river beaches might be one of the last bastions for egalitarian use of land. Khosla spent $37 million on his waterfront property in Martins Beach. Yet someone earning $37,000 annually at any given job has as much right to enjoy the beachfront as the Silicon Valley billionaire. Surfrider Foundation’s successful legal challenge against Khosla (so far) helped preserve such access. So far it seems as if the Coastal Commission and courts are enforcing California state law. Yet someone else might invariably come along and test the limits of public coastal access. Do you believe all waters within California should be open for all to access? The agency says several hundred walruses were spotted in early August on a barrier island near the village of Point Lay. Walrus dive hundreds of feet to eat clams on the ocean bottom. The preferred habitat for females with calves is sea ice, which gives calves a safe resting place while their mothers dive. Rohit CORONADO — Plans to update Coronado Yacht Club’s clubhouse could soon be taking final shape, as the Port of San Diego and California Coastal Commission address a few outstanding topics on an initial iteration of the project. An early version of the clubhouse replacement project was approved about six years ago but is likely to be reduced in scope, according to a Port of San Diego spokesperson. The clubhouse replacement project was set to be revisited by the Port of San Diego’s Board of Port Commissioners in August, but was pulled from the agenda and is likely to be discussed again later in the fall. The item was pulled, according to the port district, to give the multi-city agency and Coastal Commission staff time to address a few lingering items. What changes will be made to Coronado YC’s clubhouse replacement project will likely be revealed once it’s back on the Board of Port Commission’s agenda, but plans would definitely differ from what the port district approved in September 2011. The commission had approved a proposal to allow Coronado YC to build a new clubhouse, add 108 slips and provide additional parking. Coronado YC’s leadership brought plans to the port district in July 2011, with the commission’s approval coming a few months later. The approval in 2011 came with certain accommodations for public access, according to information published by the port district. Port district staff also stated, in its 2011 report, the approved plans would require Coronado YC to demolition existing structures and create a larger sailing venue. The expanded sailing area, according to the port district, would have accommodated a junior
sailing program. Nearly half of the sailing program’s 300 junior members did not belong to the yacht club; the program was open to the public. Plans also called to build 372 total slips at the yacht club, up from the 264 already in place. The clubhouse replacement project was also in front of the State Lands Commission and California Coastal Commission after the port district’s approval. Replacing the clubhouse was expected to cost between $10 million and $15 million when the port district initially approved plans; the anticipated budget for updated plans is not available. Coronado YC and the Coastal Commission had separately been at odds in the past. Both parties were the subjects of a lawsuit over plans to build a dock extension at the yacht club. The lawsuit, which made it all the way up

to the state’s Court of Appeal in 1993, stemmed from a 1990 port district approval of the yacht club’s plans for a 640-foot dock extension. The yacht club, which has been at its current location since 1946, was founded in 1932 and originally met at the Hotel Del Coronado.
An attempt to reach the Coronado YC for this story was unsuccessful. Coronado YC is located at 1631 Strand Way and adjacent to Glorietta Bay. Several changes had been implemented at Glorietta Bay in the past few years, such as dock upgrades and a new boat launch ramp.
A Bene-Two Harbors Rendezvous By Parimal M. Rohit TWO HARBORS — One of the largest gathering of boats was held at Two Harbors during the second weekend of August, with more than 200 owners and guests congregating aboard 55 Beneteaus at the Catalina Island outpost for the 17th annual Southern California Beneteau Rendezvous. South Coast Yachts, in association with Beneteau America, invited owners of the boat manufacturer to Catalina’s West End for a raft up of sorts. Invitations to the meet-up were offered to owners of Beneteau powerboats and sailboats, ranging from 30 to 55 feet, and others. Festivities kicked off Aug. 10 and continued into the weekend. A luau was held Aug. 11 at the new Harbor Sands waterfront, followed by educational seminars the following morning. One of the sessions offered a few safety tips for boaters. Also featured at the annual rendezvous event was the Ship Rock Challenge Regatta, which was basically an exhibition race around Ship Rock, to Emerald Bay and back. A potluck cocktail and evening theme party anchored the back end of the weekend-long event. The Santa Catalina Island Company provided some services and amenities for the annual rendezvous.

The Harbor provides an area full of affordable activities to residents so they can enjoy their town while living comfortably, which is a great incentive to stay here for many years. There is a future for new voters, taxpayers and entrepreneurs right here in Oxnard! This area IS WORLD RENOWN. You see, as a community we are already intelligently planning our lifestyles in CI Harbor and residential beach areas; this is why we live here. An Urban 4 Story, 390 Unit Enclosed “Lifestyle Complex” (LA style) is just way too large for the Fisherman’s Wharf area. This complex would be placed at an already dangerous intersection and an unreasonable location that has one way in and one way out of Silver Strand/ Hollywood By the Sea. It could possibly put thousands of lives at risk in a natural disaster, would make it harder for emergency crews, and also block our local majestic mountain views over the harbor. The county’s project does not fit the heartbeat of our county and feels wrong for this area, as stated by over *6,250 + residents/visitors (and still counting). This is the beach......sloowww, not rushed. Remember tourism dollars years ago? It kept our local taxes down and we sure need that again. It’s only logical to keep it zoned the way it is, not for residential. After 20 plus years of perpetual amended paperwork submitted by the

county, let’s do something successful, welcomed instead. The voters/public have told the county what we want. The question is: Does the Board of Supervisors (BOS) really want to see this CI Harbor successful? Do they know how to work FOR the people? The great importance of this harbor actually reaches far beyond our area, we receive federal funds for dredging, have a public pier, Cal State CI University and Oxnard College in our harbor, and boaters’ fuel taxes also support this harbor. It is the fifth largest harbor on the west coast and visited by many sailing here to enjoy the Channel Islands. I say Trump should return it to them, as they were great stewards of the island. From 2011: history soon took a turn that would spell the end for the deer and elk. Fearing condemnation, Vail & Vickers sold Santa Rosa Island to the government for $30 million in 1986. At the time, the Vails knew they couldn’t go on for long raising 2 million pounds of beef a year in a spot widely likened to the Galapagos, but they understood that they could keep ranching for 25 years, until 2011. It didn’t work out that way. Family members say government restrictions, after the sale, forced them to quit 13 years earlier than they’d planned. A 1997 lawsuit by the National Park and Conservation Association hastened the end of both ranching and hunting. The group alleged that the game animals — as well as the cattle — were degrading the environment. Under a settlement, they were to be removed over a four-year period ending this Dec. 31. City agrees to finance the reconstruction of the decrepit pier. By Nina K. Jussila REDONDO BEACH — As plans for The Waterfront project in Redondo Beach stalls, the city is moving forward with plans to rebuild the dilapidated sportfishing pier. Redondo Beach City Council unanimously approved the rebuild of the city’s sportfishing pier on Aug. 1. The city will pay a company to reconstruct the sportfishing pier in King Harbor but not the buildings on the pier. The current businesses on the pier are Redondo Beach Sportfishing and Polly’s on the Pier. Redondo Beach Sportfishing already has plans to move to a temporary location, but Polly’s on the Pier has yet to find another location. Redondo Beach Sportfishing manager Jake Mark is looking forward to moving the ticket office location closer to the charter boats. “My business is primarily boat ticket sales and the boats don’t load here, so I’m actually very excited to move down to the boardwalk,” Mark told The Log. “We have a spot secured down there that we’ll be moving to in the next month or two.” City staff’s plan is to have the businesses cease operations on the sportfishing pier by the end of November. The City Council, on Sept. 6, 2016, chose Moffatt & Nichol, Inc. (M&N) to inspect the pier. “The inspections resulted in the discovery of several urgent defective and deficient pier components of the [sportfishing pier],” the staff report read. “The [sportfishing pier] was built in the 1960’s and consists of a timber substructure; including timber piles with timber bracing members, pile caps, and decks. “The M&N [sportfishing pier] inspection report found that the structure is in ‘serious’ condition, and in
need of urgent repair. The urgent repairs consist primarily of three new support piles, a new steel fender pile, and at least four lateral braces,” the report continued. The city sought contractors to bid on repairing or rebuilding the pier. One contractor responded with a $460,000 estimate for repairs. Rohit DANA POINT — The recently created Dana Point Harbor Advisory Council is not yet fully operational, though two of the council’s 11 open seats have officially been filled, according to county staff. Appointments to the commission could be coming in the near future. The Dana Point Harbor Advisory Council was created in May as an O.C Parks Commission subcommittee, with two commissioners and nine community members (boaters, dry storage tenants, harbor merchants, etc.) filling the board’s 11 seats. Two commissioners – Joe Muller and Justin McCusker – were appointed to serve on the council. Both of them will select the council’s remaining members, according to O.C. Parks Deputy Director Jonathan Nicks. The nine seats to be filled will be made up of boating representatives and local merchants, among others. “Commissioners Muller and McCusker, who were appointed by the Parks Commission to serve on the Dana Point Harbor Advisory Council, are currently in the process of reviewing applications for the other nine advisory council positions,” Nicks told The Log in an email. “No advisory council appointments have been made to date, however the commissioners are expected to bring their recommended appointments back to the Parks Commission for vote as soon as possible.
“The item to appoint members to the Advisory Council is anticipated to be agendized at a regular Commission meeting in the coming months,” Nicks continued. McCusker serves the commission on behalf of O.C. Board of Supervisors’ Fifth District, which is represented at the county level by Supervisor Lisa Bartlett, and includes Dana Point. Muller is the commission’s “coastal cities” liaison. Acting as a forum for public input, facilitating dialog among harbor boaters and other users, recommending direction on harbor-related capital improvements and supporting Orange County’s pursuit of certain grant opportunities are among the duties and responsibilities of the council. “Creation of a Dana Point Harbor Advisory Council … is recommended to serve as an advisory group to OC Parks and the commission to provide feedback on operations, policy and infrastructure,” county staff stated in a report on the council’s formation. Council meetings are held quarterly; membership on the council is voluntary and without compensation. Each member is appointed to a term of two years. No member may serve for more than three terms. Meetings will be held at the O.C. Sailing and Events Center in Dana Point. Representatives from wet slip boaters, dry storage tenants, trailer boat users, small craft operators, restaurateurs, harbor merchants, local clubs, service organizations and an at-large member would occupy at least one seat on the council. Don’t Slip by The Tax Man: Possessory Interest Taxes and You
By Parimal M. Rohit SOUTHERN CALIFORNIA — The dreaded “T” word – yes, we’re talking taxes – is one of life’s two guarantees. So it’s no surprise boaters are subject to filling Uncle Sam’s coffers while docked at any of California’s marinas or harbors. One of those levies imposed upon boaters is the possessory interest tax, which effectively allows the state to collect on a boat owner’s use of a slip. Possessory interest taxes have been in effect for some time now, but there are still questions as to how the government levy is executed. Who is the taxing authority? Is the tax assessed onto vacant slips? Are mooring permit holders subject to a possessory interest tax? Can a marina pass the tax to its boating tenants if such a pass-through is not specified in a lease agreement? Should there be a consistent approach in the way marinas handle possessory interest taxes and keep boaters in the loop?
Possessory Interest Tax Before delving into the way local marinas handle state levies it is important to first discuss the possessory interest tax. A possessory interest tax is essentially a payment for occupying a specified space overseen by a public entity. Occupying a slip – and the space immediately below your boat or vessel – in a harbor qualifies as a possessory interest, meaning you, as a permit holder, would be subject to a possessory interest tax. Jussila NEWPORT BEACH — The Newport Beach Harbor Commission expanded one of their objectives to ensure the welfare of Newport Harbor and addressed a request to abolish a practice in place for years at their Aug. 9 meeting. The commission added deep-water dredging in addition to shallow-water dredging to their goal of supporting harbor resources staff. The commission also abolished the practice of pairing of its officers with Newport Beach City Council members.
Dredging Waterfront property owners in Newport Beach apply for permits – Regional General Permit-54, or RGP-54 – to allow a certain amount of impact to eelgrass for dredging purposes. This unique process provides the city with the ability to manage its own dredging projects. One of the harbor commission’s goals supports harbor resources staff in getting the information out there about RGP-54. The Harbor Commission added to the existing goal to include supporting staff with deep-water dredging. “The Harbor Commission acted to amend [an objective] to include supporting staff in identifying feasible solutions to permit and dredge the deep water channels,” Harbor Commission Chair William “Bill” Kenney informed The Log. “In other words, the Harbor Commission will work with staff, and likely with Councilmembers, in identifying ways to dredge the deep water channels on a continuous basis, instead of waiting until navigation becomes an issue and then pursuing State and Federal agencies like the Army Corps of Engineers, to get the channels dredged.”
Dredging is a necessary element of maintaining the harbor to ensure boats can easily navigate through the channels. “I believe that pursuing dredging on a regular basis will be both cost effective and less burdensome to the boating community and other harbor users,” Kenney continued.
Abolished Pairings The Harbor Commission agreed to eliminate the practice of pairing a harbor commissioner with a city council member. “The Harbor Commission, at the recommendation of the city manager, voted to terminate the practice of formally pairing Commissioners with city council members,” Kenney confirmed. Commissioners approved the request once they had a better understanding as to the reasons for the recommendation. No other boards or commissions had such a practice, so the city manager made this recommendation to make it uniform across the board. “It is my understanding that the Harbor Commission was the only board or commission that had established the formal relationship,” Kenney stated. The practice of pairing possibly hindered rather than encouraged interactions and exchange of information. “The formal pairing probably limited communication among the commissioners and council members because a commissioner may have been hesitant to contact a council member because another commissioner had the formal relationship,” Kenney said. “As the city manager stated, now any commissioner can informally make contact with any council member.” Commissioners were original opposed to ending the practice of being paired with city council members, balking at the city staff proposal in July.

Obtaining and Maintaining a Mooring: A Quick Primer
By Parimal M. Rohit SOUTHERN CALIFORNIA — One of The Log’s readers recently reached out to us with questions about the mooring inspection and renewal process in Newport Beach. The city is one of a few in Southern California where boaters have the ability to “park” on open water. Mooring a boat, of course, does not come without regulations. Many rules deal with transferability, payment and where mooring or anchoring is not allowed. Some regulations clarify what activities are and are not allowed in mooring areas. Renting a mooring sometimes come with time restrictions, limiting the rental period to 72 consecutive hours or seven days total per month (regardless of when those seven days occur). All cities and port districts also have established mooring maintenance requirements. The schedule to lift, inspect and (possibly) repair moorings vary from harbor to harbor, with many requiring renewal annually or every other year. California’s Division of Boating and Waterways does not oversee the process of mooring inspections and renewals, according to a California State Parks spokesperson. Mooring fields also exist in Santa Barbara, Catalina Island, Redondo Beach and San Diego. Below is a quick snapshot of mooring and inspection regulations at select harbors across Southern California.
Newport Beach Newport Beach’s Harbor Code requires moorings to be lifted for inspection and repairs or replaced once every two years, according to the Harbor Resource Department. Marine contractors, such as South Mooring Co. in Newport Beach, must certify the results of any inspections they perform. Only once a verified company has certified the inspection is the mooring renewal approved. Any company servicing moorings in Newport Beach, according to city staff, must be a contractor – which comes with its own licensing requirements. South Mooring Co. in Newport Beach, for example, maintains an active contractor’s license, according to Contractors State License Board. South Mooring Co., a city-approved contractor, has a $15,000 contract bond, according to its license. The Newport Mooring Association did not respond to The Log’s questions about this story. A representative from South Mooring Co. stated all questions about licensing and inspections be directed to city officials.

Nicole Sours Larson If you’re considering cruising the Baja peninsula and, perhaps, beyond to mainland Mexico this autumn, now is the time to focus on planning and preparing your vessel for a potentially rigorous 750 nautical mile voyage to Cabo or about 900 n.m. if you’re continuing on to La Paz. Most people have some initial concerns. The first question I usually hear is whether it’s safe to travel by boat to Mexico. The answer is definitely “yes.” Arv and I go to Baja regularly, by foot to Tijuana, where we enjoy dining, and by car or boat to Ensenada. We always enjoy Mexicans’ friendliness, warmth and hospitality.
Both groups’ websites offer extensive information that any cruiser would find helpful in planning their voyage, including a mechanical inspection checklist found on CUBAR’s document page. Both include informative guides to cruising to Baja, which describe how to prepare and what to expect along the way, including handling entry paperwork. Because our thirsty boat doesn’t conveniently carry adequate fuel for the trip, Arv and I crewed on another couple’s trawler during the 2013 CUBAR (then called FUBAR) voyage. Do we have qualms about our personal safety? No more so than at home. As long as you use common sense and behave normally, you are as safe as, and possibly safer, than at home. By “common sense” I mean: stay in well-lit, populated areas; always be respectful of others; don’t flash wads of cash or lavish jewelry; don’t buy illegal drugs; leave guns at home, and – most important! – comply with all Mexican laws. If you need help, flag down the special tourist police in towns or telephone the Mexican tourist assistance hotline at 078 (it’s operated by the Secretary of Tourism). If you’d like to make the trip but hesitate to go on your own, consider joining CUBAR (Cruise Underway to Baja Rally; see cubar.sdyc.org). The San Diego Yacht Club organizes this powerboat flotilla, which departs this year and odd years in early November, while Baja Ha-Ha (baja-haha.com), the annual sailboat rally, leaves in late October. Both groups still have space for this year’s cruise and both offer the camaraderie and support of a large group in making the voyage, although only CUBAR offers the benefit of mechanical and medical professionals accompanying the fleet.

We learned that marine (and medical) services are minimal between Ensenada and Cabo San Lucas. Cruisers need to be self-reliant, able to take care of themselves and perform any running repairs or needed maintenance to their boats. Before committing to the trip make sure you, your boat and crew are fit and seaworthy and that you understand your boat’s systems and functions well. This is not a trip for “newbie” boat owners. If you don’t fully understand your boat’s systems and their operation, make sure a skilled professional you trust carefully checks out every system, making any needed repairs. In preparing for the cruise, equip yourself generously with tools and spare parts, including all pumps, filters, belts, hoses, clamps, connectors, gaskets, etc., to repair engines, generators, watermakers, electrical and plumbing systems. Don’t forget extra duct tape, sealants and adhesives for emergency repairs! Then ready yourself for a wondrous experience you’ll never forget.

Jussila SANTA BARBARA — Santa Barbara Harbor Commission was back in action on Aug. 17 after a two month hiatus. Both the June and July meetings were canceled due to having a light agenda and a lack of quorum. The commission’s first meeting of the summer was mostly business as usual, albeit with one of two commission appointments being rescinded on a technicality. Waterfront Facilities Manager Karl Treiberg reported on capital improvement projects. Harbor Operations Manager Mick Kronman announced the date and details on the autumn Harbor and Seafood Festival. Commissioners also conducted their annual re-organization of officers and welcomed a new commissioner.
New Commissioner The Santa Barbara Harbor Commission welcomed Shoham Yaniv to his first meeting as a commissioner. Santa Barbara City Council appointed Yaniv to the commission in June, as The Log previously reported. Yaniv spends a great deal of time on the water as a member of the Santa Barbara Outrigger Canoe Club (SBOCC). He has been a Santa Barbara resident for the past 13 years. “Commissioner Yaniv has been appointed to serve a [30-month] term, expiring on December 31, 2019,” Waterfront Director Scott Riedman stated. “That’s because he’s filling in for a commissioner that got off early.
So he’ll be filling out that term, and then he will be eligible for a four year term after that.” Sabrina Kranz was also appointed to the commission by the City Council in June. Election of Officers The Santa Barbara Harbor Commission nominated and unanimously voted for Jim Sloan to remain as chair. The commission also nominated and unanimously voted Bill Spicer to remain as vice-chair. Both Sloan and Spicer will serve another year as chair and vicechair respectively for the fiscal year 2017-2018. Commissioner Merit McCrea was absent from this meeting due to being out on a marine research trip, according to Riedman.

The Back Story: This classic boat was originally built in Santa Barbara for William “Bill” Hanna, the renowned cartoonist and co-founder of Hanna-Barbera Productions, Inc. His well-known cartoons included “The Flintstones” and “The Jetsons.” Galatea was one of 12 boats (six in Santa Barbara and six in San Diego) built as a trawler yacht in the 47- to 65-foot range, between 1957 and 1967. Arthur DeFever, a naval architect and designer of fishing vessels, designed the first line of these types of trawlers. Other previous owners of Galatea included an American Airlines pilot and Mike McKenna, a dealer of Audi and Volkswagen vehicles. A Welcomed Purchase: Brad Avery was racing in the San Francisco Bay, on one particular day, when his eyes fell upon a trawler. He noticed a man sitting comfortably in the pilothouse with the boat’s windshield wipers going back and forth on a damp day. Avery, who had been racing sailboats for 30 years, was tired and wet sitting on the railing of his sailboat. It suddenly dawned on
him – he was ready to make a change. Avery said he always admired the rugged trawler quality of west coast commercial fishing boats. He liked the efficiency of a single-engine vessel. He also appreciated the large carrying capacity of the wide hull. Avery ended up buying Galatea in 2000. What’s in a Name: The initial owner’s wife, Violet Hanna, name this boat Galatea based on the Greek myth. “It’s about falling in love with an inanimate object. So Violet, watching her husband build Galatea, thought that was a perfect name,” Avery stated. “Boats, many times, become a mistress based on time and money spent.” All 12 of the trawler yachts made in that time period have their original name, according to Avery. Restorations: Avery said he has done nothing structural to the boat, but he has had everything refinished. All the
electronic systems and much of the wooden interior have been replaced. Cruises: Avery has enjoyed Galatea for the past 17 years, taking many trips to the Channel Islands, down to Mexico and cruises up to Canada and Alaska. Galatea may be a little slow (top speed of 8.75 knots), but Avery said she can make it all the way from Newport Beach to Alaska without stopping for gas. Her range is 2,800 miles.

Catalina Island Conservancy announces the completion of Trekking Catalina The new trail system consists of 165 miles total, with 27 miles of newly expanded trails. By Nina K. Jussila AVALON — Boaters cruising to Catalina Island can stretch their sea legs by going on land and exploring the newly expanded hiking trails, as Catalina Island Conservancy announces the completion of Trekking Catalina. Trekking Catalina refers to the new master trail system on the island with 27 miles of newly developed trails. “We now have 165 miles of trail or road that you can walk on this island, so there are huge number of hiking choices available to people,” Catalina Island Conservancy’s President and CEO Tony Budrovich told The Log. Trekking Catalina is one of the elements of Imagine Catalina. Imagine Catalina was introduced in 2011 and entails a 20-year master plan of developing programs and infrastructures to make the island’s recreation, education and conservation more accessible. “With new signs, a greatly improved trails map and waterless bathrooms, Trekking Catalina will make the Island a world-class destination for outdoor enthusiasts,” Budrovich said. Better access points to the trails in Avalon and Two Harbors and new restrooms along the trails will be ready by the end of the year, according to Catalina Island Conservancy. The completion of the trail system
expansion is being celebrated just one month prior to the one year anniversary of Trekking Catalina’s groundbreaking. Catalina Island Conservancy in partnership with REI and Brouwerij West are inviting the public to the Trekking Catalina Launch Party. The free event is being held at the craft brewery Brouwerij West in San Pedro, Sept. 14, starting at 6:30 p.m. New Catalina hiking maps will be provided at the event. The celebration also includes live music, food trucks and prizes. The website for information about the event and to RSVP is bit. ly/2xbe5iZ. Hiking permits are required on Catalina Island’s trails. Southern California In-Water Boat Show returns to San Pedro Nearly 200 boats will be featured at second-ever show at Cabrillo Way Marina, Sept. 28-Oct. 1. SAN PEDRO — Step aboard cruisers, trawlers, sportfishers and more at the Southern California In-Water Boat Show, Sept. 28-Oct. 1. The second-ever boat show on the water takes place at San Pedro’s Cabrillo Way Marina. Approximately 200 boats will be docked in the Los Angeles Harbor marina for four days. Sailing and boating enthusiasts can browse and shop among the wide range of marine services, nautical products and watercraft, from paddleboards and sailboats to motoryachts. Choose from a selection of gourmet food trucks for a bite to eat when hunger strikes. ABYC to host 2017 Formula 18 Americas Championship Catamarans race for four days in Long Beach following Labor Day Regatta. By Nina K. Jussila LONG BEACH — Alamitos Bay Yacht Club (ABYC) welcomes the 2017 Formula 18 Americas Championship. The four-day race takes place in Long Beach, Sept. 6-9, two days after ABYC’s Labor Day Regatta. Sailors must have a boat membership with a National or International Formula 18 Catamaran Association to qualify for this race and are encouraged to fly their state’s or nation’s flag on their boat. “We expect to have 35 competitors including a team from Chile and last year’s National Champion from Florida Robbie Daniels,” regatta chair Eileen
Haubl informed The Log. This regatta has a limit of 120 boats. A single fleet will race in a series, if the regatta consists of 80 or less registered boats. Otherwise, qualifying races will take place with more than 80 boats participating. Windward and leeward courses will be determined by the race committee based on the wind. The race committee plans to have two days of open ocean sailing off Seal Beach or just south of the Long Beach breakwater. Boats will race the other two days between the two oil islands within the breakwater. The entry fee is $400 per boat. Registered sailors can start arriving and signing in on Sept. 4 and 5. Sailors will be briefed on Sept. 6 at 10 .a.m. and will begin racing at noon.
“We will have four races a day from Wed. to Sat. followed by music and food at ABYC,” Haubl stated. ABYC is sponsoring a food truck, music and photo booth for all participating sailors following the first day of races on Sept. 6. Gladstones is providing dinner to the sailors on Sept. 7. Dinner, music and raffle will be held upstairs at ABYC on Sept. 8. Prizes will be awarded to the top sailors after the final day of races, Sept. 9. ABYC is located at 7201 East Ocean Boulevard in Long Beach. Jussila LONG BEACH — Sailors will compete in the 34th annual Long Beach to Dana Point Race, held Sept. 2 off the Southern California coast. This Labor Day weekend race is not to be confused with the Labor Day Regatta hosted by Alamitos Bay Yacht Club, in which boats stay within the Long Beach Harbor and Alamitos Bay. Three yacht clubs are involved in hosting the Long Beach to Dana Point Race: Shoreline Yacht Club, Dana Point Yacht Club and Dana West Yacht Club. “This race brings together two great
harbors in [Southern California and] three yacht clubs that work very good together and also have multiple reciprocal privileges,” Dana West YC Race Chair and Club Director Roger Salway told The Log. Shoreline YC will have dinner and a no-host bar available for racers on Sept. 1 and a breakfast buffet the morning of Sept. 2. Dana West YC hosts an after-race party on Saturday evening. Dana Point YC will hold an awards ceremony on Sunday morning. The race is open to the following boat classes: PHRF, ORCA, spinnaker, double-handed spinnaker and all-women. Spinnaker and multiple class racers will have a 39-mile course. Other boats can race the shorter 32-mile course. “This event has somewhere

San Diego Yacht Club hosts the 2017 A-Cat North American Championship. This is the first time San Diego YC hosts both the Moth North American Championship, taking place a few days prior, and the A-Cat North American Championship. The A-Cat North American Championship involves 11 races over four days with three races each day
except for the final day holding two races. An International A-Class Catamaran Association (IACA) membership is required for boats to participate in this race. The IACA rules limit championships to 100 participating boats. The regatta registration fee is $275 per boat. Event gear will be given to those who pay for their registration on or before Sept. 5. The deadline to register is Sept. 27. Sailors with catamarans competing in this race can arrive as early as 10 a.m. on Oct. 3. A skippers meeting and reception will be held Oct. 4 at the yacht club. An after race reception will take place two days later, also at San Diego YC.
The post-race awards ceremony will take place at Loews Hotel in Coronado two hours after the final race, Oct. 8. Nehl Horton was elected as IGFA’s seventh president, it was announced Aug. 14. Horton will succeed Rob Kramer, whose tenure will end Sept. 1; Kramer served as IGFA’s president for 15 years. IGFA, which was founded in 1939, stated Horton is an avid angler and brings more than 30 years of experience in business, government, news media and politics. The fishing organization stated Horton’s first priority will be to work with IGFA Trustees on developing a long-range plan to stay connected with anglers, build new rev-

SAN DIEGO — Paul Leader, considered to be one of the most recognizable names in bass fishing, reportedly lost his battle with cancer and passed away on Aug. 8. He was 79. Leader reportedly supported many angling tournaments in the San Diego area and was inducted into the San Diego Bass Fishing Hall of Fame in 2002. The bass fisher was known as “Godfather” amongst his contemporaries, according to SDFish.com. “His impact on the San Diego County fishing community and concern for the wellbeing of the local lakes has been long-standing and far-reaching,” his Hall of Fame page read. “He is considered one of the most generous benefactors in local history, regularly assisting organizations such as [Western Outdoor News], The San Diego Council of Bass Clubs and the American Bass Association.” Leader also supported fishing
through his business. The bass angler owned El Cajon Ford and used the company to sponsor an annual local fishing event. “His El Cajon Ford San Diego Paul Leader Team Open has become one of the major annual local events, created out of his desire to thank the fishermen of the Southwest for their involvement in the sport,” Leader’s Hall of Fame page continued. His company also sponsored the San Diego Team Night Series and San Diego Team Day Series. The car dealer owner and bass angler was also “an award- winning competitor” and always eager “to share his love of the sport of fishing with others,” according to his Hall of Fame biography.

Rohit POWAY — Lake Poway’s night fishing season comes to an end Aug. 26, with anglers given one final shot to reel in catfish, trout and other fish after the sun sets. Night fishing at Lake Poway kicked off July 7 and continued each Friday and Saturday through the final weekend of August. Anglers were permitted to drop a line in the water until 11 p.m., provided they had a working lantern aboard. The lake was stocked with catfish four times during the night fishing season – July 7 and 21, then Aug. 4 and 18. Officials filled the lake with 1,300
pounds of catfish during the Aug. 18 stocking. Boat rentals for the final day of night fishing begins at 4 p.m. Daily fish catch limits are five bass (12-inch maximum), 10 bluegill, five catfish, 10 sunfish and four trout (no catch and release). Anglers do not need a state license to fish at Lake Poway, though a cityissued fishing permit is required. Lake permits and tackle are available at Lake Poway’s concession stand. Fishing at Lake Poway is year-round, with anglers permitted to drop lines for bass, bluegill, catfish, sunfish and trout five days per week (Wednesday to Sunday). SAN DIEGO — A photo of a 15.9-pound striped bass catch at San Diego’s Lake Murray had been circulating the inter-webs in mid-August, with SDFish. com hailing the big bite as a potential record-setter. One Cecil Brookins reeled the striped bass in on Aug. 12; three days later SDFish.com shared the photo of him and his catch, with a note identifying the fish as a Lake Murray record. “I did not have a previous confirmed striped bass record on file for Murray, so this one becomes an SDFISH lake record for Murray by default,” Kellen, an SDFish.com writer, stated in a newsletter article and forum post about Brookins’ catch. “He was using mackerel and fishing from the T-dock. It was not reported whether or not it was released, though based on the [photo] it certainly looks like it is dead based on coloring of the gills and fins.” Monster bass catches are not the norm at freshwater lakes in eastern San Diego County, as acknowledged by the staff at SDFish.com. “These pop up from time to time at the local lakes, most recently in 2014 [an] 11.95-pounder was caught at El Capitan,” Kellen wrote on the SDFish.com forum about fish catches.

Offshore bites continue to include bluefin, yellowfin, Dorado and marlin By Bob Vanian SAN DIEGO — The Southern California offshore fishing season has had some ups and downs but overall, it continues to be good fishing that provides a chance at finding bluefin tuna, yellowfin tuna, Dorado, yellowtail and striped marlin. To compliment the offshore fishing, the action for yellowtail, bonito, and bluefin tuna is excellent for boats fishing around Los Coronado Islands and the fishing along the San Diego County coast is very good for a mix of yellowtail, bonito and calico bass. Big bluefin tuna continue to bite out at San Clemente Island. The bluefin have been running from 30 to 250+ pounds, with a lot of the fish falling within the 120- to 200-pound range. Kite trolled Yummy Flyers have been the best bet for the bluefin, which have also been caught while drifting over meter marks or around spots of breaking fish and using mackerel, live squid and Flat Fall jigs. Occasional bluefin are also hooked on surface iron or poppers that are cast to spots of breaking fish. The best areas for the bluefin at San Clemente Island have been in the region of Desperation Reef, the 81 Fathom Spot, the 86 Fathom Spot, the 381 Spot and in the area to the northwest of the 86 Fathom Spot.
Another area where big bluefin have been biting at times has been 10 to 15 miles outside of Encinitas. Some 15- to 40-pound bluefin have been biting at the Cortes Bank. Boats fishing Los Coronado Islands have also been finding action on bluefin that have been running from 8 to 40 pounds. Kelp paddies from the Catalina Channel all the way down to the offshore waters outside of Ensenada are providing a chance at finding yellowtail and Dorado. There have been a few yellowfin tuna to be found throughout this stretch of ocean as well. The waters in the Catalina region and the waters outside of Ensenada have seen the bite turn scratchy in recent days with the best zone currently being at the offshore banks outside of San Diego such as the 9 Mile Bank, the 138 Spot, the 182 Spot, the 224 Spot and the Corner. What might well be a sign of some great late season action to come is a report from Capt. Scott Meisel of Condor out of Fisherman’s Landing. He reported they were out on a weekend 2.5-day trip and found excellent fishing for Dorado, yellowtail and yellowfin tuna. Meisel was just finishing up day 2 of a 2.5-day trip and at the time of his report was estimating they had between 200 and 300 mixed Dorado, yellowtail and yellowfin tuna aboard.
The striped marlin fishing picked up in mid to late August, with some good action being found by boats fishing the region around and between the 175 Spot and the 17 Fathom Spot above the West End of Catalina. My estimate is there were eight marlins caught and released by boats. There has also been some recent marlin activity reported outside of Ben Weston, at the Avalon Bank, between Los Coronado Islands and the Kidney Bank and at the 9 Mile Bank. The fishing along the San Diego County coast has been good for calico bass, bonito and yellowtail. Kelp bed areas have been the best for the calico bass with the Point Loma Kelp Beds, the La Jolla Kelp beds, the kelp beds between Del Mar and Leucadia and the kelp at the Barn, San Onofre and Point San Mateo producing good numbers of calicos. The best zone for the yellowtail and bonito has been while fishing the Flats above the Mexico Border outside of Imperial Beach. Going up the coast, there has also been improved bonito and yellowtail activity at La Jolla, Solana Beach, Leucadia, Carlsbad, the Barn, San Onofre and Point San Mateo. The bonito and yellowtail fishing at the Flats off Imperial Beach has been producing near limit to limit numbers of both species and the action has been
found in a variety of ways. Skippers have been locating fish by getting trolling strikes, sonar marks, meter marks or from stopping on spots of breezing fish. Once fish are located, they have been drifting on the schools of fish and anglers have been catching the bonito and yellowtail on sardines and surface iron. Capt. Joe Cacciola of Sea Star with Sea Star Sportfishing reports good calico bass fishing while working kelp bed areas between Leucadia and Solana Beach. It is amazing how many great options Southern California ocean anglers have to choose from in deciding what they would like to fish for. There is very good fishing to be found on different fronts, be it offshore, at the local Islands or along the coast. Take advantage of the opportunity presented by the summer season! SALTWATER OCEAN FISHING REPORT By Terrence Berg 976-TUNA.com SAN DIEGO OFFSHORE UPDATE: There is a wide variety of fish in the waters offshore San Diego throughout the California Bite, along with an incredible volume of bait. At the banks off San Clemente Island, some boats continue to target a large volume of big bluefin tuna. Anglers fishing down the line into Mexican waters are also seeing a huge number of yellowtail, yellowfin tuna, and Dorado – all three in increasing numbers. Anglers going out of San Diego landings can pick their poison right now and try for a trophy bluefin or opt for volume action on a growing number of pelagic species. The overnight fleet can reach both areas of fish. New Lo-An out of Point Loma Sportfishing was on an overnight trip Aug. 15, and the 16 anglers on board landed 25 Dorado, three yellowtails, and one yellowfin. The Aug. 14 overnight had 29 anglers landing 58 Dorado, nine bluefin, and three yellowtails. Grande, also Point Loma, had 23 anglers on its Aug. 15 overnight and landed 46 Dorado and 12 yellowtails, while the Aug. 14 trip with 27 anglers produced 54 Dorado, 10 yellowtails, one bluefin, one yellowfin, and one skipjack. Endeavor out of Seaforth Sportfishing focused on bluefin on its Aug. 15 overnight trip, and the 14 anglers on board managed to land eight of the bigger grade tuna. The 1.5-day boats are seeing similar or slightly better scores because of more time on the water, and limits of yellowtail have been pretty common. Pegasus out of Fisherman’s Landing, Aug. 15, had 16 anglers on its 1.5-day
trip and landed 81 yellowtails, 32 Dorado, and nine yellowfin. On Aug. 14, Prowler, also out of Fisherman’s Landing, had 18 anglers who caught 36 Dorado, nine yellowfin, and one yellowtail. El Capitan out of Point Loma Sportfishing had 18 anglers who landed 36 Dorado, eight yellowfin, and six yellowtails on the Aug. 15 trip. Voyager out of Seaforth Sportfishing had a 1.5-day trip on Aug. 15 and the 12 anglers on board landed 60 yellowtails (limits), 18 Dorado, four bonito, two yellowfin, two bluefin, and one skipjack. The boats making runs further down the line on longer trips are pretty consistently seeing good yellowfin action, along with nice mixes of Dorado and yellowtail on floating kelp. Fortune out of Fisherman’s Landing had 16 anglers on its weekend two-day trip and landed 82 yellowfin, 68 Dorado, and 60 yellowtails. Ocean Odyssey out of H&M Landing ran a 2.5-day trip (returned Aug. 14), and the 22 anglers on the jaunt landed 113 yellowfin and 43 yellowtails. El Capitan, out of Point Loma Sportfishing, had a 2.5-day trip, and the 18 anglers on board caught 138 yellowfin, 14 yellowtails, and four Dorado. SAN DIEGO THREE-QUARTER DAY YELLOWTAIL AND DORADO: The bite has broken open in the past week for the three-quarter-day fleet out of San Diego landings. The yellowtail bite remains the mainstay, with very good numbers showing around the Coronados and offshore on kelp. There are school-sized Dorado in good numbers, and some boats have seen a couple of Dorado per rod. More and more yellowfin are showing in the counts, and there are also still schools of smaller bluefin tuna that are on the bite some days. The scores from early in the week show the volume and variety. San Diego out of Seaforth Sporting had 32
anglers on its Aug. 15 three-quarter-day trip and landed 160 yellowtails (full limits) along with two bonus bluefin tuna and five keeper calico bass. On its Aug. 14 trip, there were 54 anglers who landed 213 yellowtail, 42 bonito, two bonus bluefin tuna, and one calico bass. On Aug. 15, Point Loma out of Point Loma Sportfishing was out with 21 anglers and landed 42 Dorado, nine yellowtails, and three yellowfin tuna. Mission Belle, also out of Point Loma, had 15 anglers on its trip and landed 75 yellowtails, 24 bluefin tuna, and five calico bass. Liberty out of Fisherman’s Landing had 54 anglers on its Aug. 15 three-quarter-day trip and landed 270 yellowtail. The Aug. 14 trip with 50 anglers produced 59 bluefin and 213 yellowtails. The Aug. 13 trip had 52 anglers who landed 260 yellowtails and 48 Dorado. Legend out of H&M Landing ran a threequarter-day trip on Aug. 15, and the 35 anglers landed 138 yellowtails, 23 bonito, 18 calico bass, and seven bluefin tuna.

New Seaforth out of Seaforth Sportfishing had 39 anglers on its Aug. 15 afternoon half-day and landed 30 bonito, 20 calico bass (including 60 or so short fish released), 16 yellowtails, 15 rockfish, one barracuda, and one sheephead. BLUEFIN UPDATE: The Los Angeles area and Orange County full-day and overnight boats continue to head to the banks off San Clemente Island to target the big bluefin tuna, where fish more than 100 pounds continue to show daily, and 200-pounders are being caught each week. There are still quite a few yellowtails in this region, and Dorado starting to move in.

SAN DEIGO HALF-DAY BITE: Even the half-day boats out of San Diego landings are finally seeing good local action on yellowtail, bonito, and calico bass. On Aug. 15, the half-day trip aboard Dolphin out of Fisherman’s Landing had 47 anglers and landed 45 bonito, 37 keeper calico bass (and about 150 other undersize fish released), 28 yellowtails, 13 rockfish, 12 barracuda, and three sheephead. The Aug. 14 afternoon half-day with 36 anglers produced 49 keeper calico bass (another 100 or so released), 31 barracuda, 25 bonito, six sand bass, three yellowtails, and one sheephead. Premier, out of H&M Landing, had 26 anglers on its Aug. 15 morning half-day and landed 98 bonito and one yellowtail. The Aug. 14 morning trip with 19 anglers produced 95
