SAN DIEGO — A planned presentation to update the Port of San Diego’s Board of Port Commissioners on the redevelopment of East Harbor Island – where Sunroad Marina is located – was postponed to a future meeting; commissioners were originally scheduled to discuss updates to the redevelopment on Dec. 11. Sunroad hopes to develop a 7-acre stretch of East Harbor Island with a new hotel. The port district’s staff report to commissioners stated the redevelopment could include some new requirements, such as building the hotel project with 450 to 500 rooms, all built within one phase and within one or two buildings. Port staff also hopes parking for the hotel project would be built in such a way its visibility would be as minimal as possible to anyone on Harbor Island Drive. Also suggested by port district staff: the hotel operator should be similar in quality to AC Hotels by Marriott, Element, Aloft, Hyatt Place, Hyatt House, Hilton Hotels and Resorts, Curio, Tapestry or Swissotel. It is unclear when commissioners
will receive a presentation on the updated East Harbor Island redevelopment project. Just as unclear is when a decision on the project would officially be made – the Dec. 11 agenda stated the East Harbor Island redevelopment item was a presentation, but whether an action would have followed won’t be known until commissioners revisit the discussion in 2019. SAN DIEGO — A collaborative effort between the Port of San Diego and California State Lands Commission to better understand offshore ocean uses near California’s second largest metropolis earned its first milestone. Both agencies involved in the collaborative effort accepted a preliminary assessment report of the San Diego Ocean Planning Partnership. The Port of San Diego formally accepted the report at its Dec. 11 port commission meeting – just days after the State Lands Commission did the same. The preliminary assessment report includes public and stakeholder input, collected data, observations, lessons learned and a game plan for what’s ahead. Both agencies made clear the ocean partnership project was not created to create ocean space zones for specific uses or otherwise govern the waters off San Diego County’s coast. “The purpose of the first phase of the … pilot project – the Assessment Phase – was to better understand the ocean space by asking users and com-

piling and reviewing relevant coastal and marine-related data,” according to the partnership’s preliminary assessment report. State Lands Commission staff added the ocean planning partnership would help policymakers better understand offshore uses, interactions and dynamics. “The purpose of this pilot project is to understand current ocean uses more fully, the interactions and dynamics among them, including challenges and potential sources of conflict,” State Lands Commission staff stated during a presentation to Port of San Diego commissioners. The most frequently identified ocean use during the assessment report’s public and stakeholder input phase were recreation, resource management, conservation, research and
commercial. Recreational uses include boating, fishing, swimming, sailing and dock space. Resource management covers fisheries management (take limits, fish size, permits), environmental reviews and Marine Protected Areas. Conservation, meanwhile, covers ecosystem restoration, species conservation and understanding population dynamics. Other recognized ocean uses included dredging, salt extraction, deep-sea fishing, aquaculture and maritime business (such as cargo ships or shipping). Stakeholders and members of the public also recognized several challenges associated with the diverse range of ocean uses, including regulatory and management hurdles, environmental conditions, balancing competing uses,

operational resources, pollution, limited data, coastal access, interagency coordination and effectively communicating with the public. The port district and State Lands Commission, in light of the preliminary assessment report, could realize a few benefits in properly executing an ocean planning partnership, such as improved communication and coordination among agencies, figuring out how to balance competing uses and increasing conservation initiatives. A web mapping application is also part of the collaborative ocean planning partnership. The application, according to the preliminary assessment report, “is intended to provide an interactive, user-friendly interface for exploring current and best available ocean data.” Both the port district and State Lands Commission stated they want the public and stakeholders to continue providing input. The port district and commission created the San Diego Ocean Planning Partnership in 2016 and aims to identify current ocean uses offshore of San Diego County. The gathered information, ultimately, could guide the decision-making process on ocean space initiatives and policies. The seaserpent-like worm is actually a colony of tiny organisms called zooids that embed themselves in a jelly-like substance. Though the 26-foot pyrosome has drawn attention for its extraordinary size, sea pickles have actually been plaguing the West Coast for years and have become problematic for fishermen. University of Oregon has studied the arrival of the sea pickles to the Pacific Northwest and how they have been adapting to cooler waters. In a paper published on

Duffield, the incumbent, edged out candidate Tim Stoaks by 36 votes. Supporters of Stoaks called off the final recount on Dec. 18, according to a news report; the recount had started on Dec. 12. Duffield spent 2018 as Newport Beach’s mayor.

Long Beach to upgrade Belmont Pier Aqualink landing What Happened: The California Coastal Commission approved a request by the city of Long Beach to rehabilitate the eastern end of the Belmont Veteran’s Memorial Pier, Dec. 12. Coastal Commission staff stated the pier was damaged during a 2017 storm. Belmont Veteran’s Memorial Pier’s landing is made up of two dock floats and occupies 2,080 square feet of water. The pier supports recreational boating, sightseeing and other visitation uses. “[Long Beach] is proposing to replace these dock floats with a single 2,080 square foot concrete floating dock,” Coastal Commission staff stated in a report to commissioners. Aqualink is one of the visitor-serving amenities offered at the pier. “The Aqualink, one of the public services that would be offered at the proposed new dock float, is a visitor-serving water taxi service provided by Long Beach Transit with drop-off and pick-up locations at Downtown Long Beach (near the Aquarium of the Pacific), the Queen Mary, and Alamitos Bay,” Coastal Commission staff stated.

Can the state magic a right into a privilege? California is not willing to change their policy because the right to fish in California is written into the State’s constitution. No license is required, yet they legislated the privilege in anyways charging a fee. See the Article 1 Section25 of the Cal Constitution. Furthermore, in accordance with Murdock v. Pennsylvania 319 U.S. 105 (1943), the State cannot turn a “right” into a privilege and charge a fee. STATEWIDE — Another new year is upon us and at least one member of the Division of Boating and Waterways Commission hopes the state agency makes the following resolution for 2019: evolve and get with the times so the industry can welcome in a new generation of boaters. Policymakers and industry leaders need to address the future of recreational boating with greater urgency, Division of Boating and Waterways Commission member Virginia Madueño told her colleagues during the agency’s Nov. 14 meeting at Alameda’s City Hall.
“Boating is definitely evolving. It’s changing,” Madueño said. Madueño talked about “opportunity zones” in California, previously underserved places identified by the governor to provide private sector investment. Could a boating element be included in these opportunity zones and private sector investments in redevelopment or revitalization? “We know the demographics are changing in California. Millennials are the fastest growing population in California. So what are we doing, as this agency, to … better address what it is that we do in communities,” Madueño said. “We need to evolve with time. PUERTO PEÑASCO, Mexico — The small Baja California city of Puerto Peñasco is a relatively popular destination for boaters, with many bringing their vessels in by trailer and using a public launch ramp within the city’s harbor area to access the Sea of Cortez. But the city also known as “Rocky Point” was once a strategic coastal town during the U.S.’s involvement in World War II. Puerto Peñasco, after the war effort, was a destination for commercial fishing. A military base was built in Ajo, Arizona, shortly after Pearl Harbor was attacked in 1941. Ajo is one of the closest U.S. cities to Puerto Peñasco. The cities agreed to build a highway connected Lukeville, Arizona to Puerto Peñasco – Lukeville sits on the U.S.-Mexico border, on the road between Ajo and Puerto Peñasco. The highway would allow folks from the Ajo base to access a military harbor in Puerto Peñasco. The U.S. military, apparently, still has permission to use this road on an as needed basis. Puerto Peñasco, once the war was over, began to grow, with permanent infrastructure, such

as schools, churches, shops, even a shipyard, quickly popping up. The growth eventually led to Puerto Peñasco, in 1952, being recognized by the Mexican government as a city. It was in the 1960s when Puerto Peñasco became known as a destination for commercial fishing. The price of shrimp was reportedly so high by the middle of the decade that Mexico’s fishing fleet established Puerto Peñasco as a base for its operations. Dredging at the harbor and concrete docks on the waterfront would come the following decade. Puerto Peñasco, which was a small fishing village during the early 1900s, has since become a draw for anglers, boaters and U.S. tourists in general.

BoatUS, in a 2017 article on the topic, stated only two percent of boat owners were between 20 and 39 years old in 2015 – down from four percent in 2005. The BoatUS article shows boat ownership amongst those aged 20-39 has consistently dropped between 1995 and 2015. Overlooked in these statistics, of course, are those who are members of families who own boats. Who’s to say a 65-year-old boat owner won’t allow his or her son, daughter, niece or nephew – coincidentally in the 20 to 39 age bracket – to access the family yacht. Obviously the younger family member won’t be included in boat owner statistics if there’s a vessel already in the family. The larger question – especially when it comes to demographics – shouldn’t specifically focus on age range, but instead on whether a group of individuals today have the same access (financial, social or otherwise) to boating. Do those who aged 20 to 39 today have the same earning power as those in the same bracket did 10 or 20 years ago? What about slip prices – are rates today significantly higher than when were in the 2000s or 1990s (and adjusted for inflation)? Wait lists are also an issue, right? A recent Facebook thread revealed there’s a three- to five-year wait for some slips at Dana Point Harbor. Someone who wants to dock his or her boat at Dana Point Harbor but doesn’t want to wait at least three years (and doesn’t want to trailer it back and forth) might balk at the idea of owning a recreational vessel. Then there are the statistics showing growth within the recreational boating industry. A recent National Marine Manufacturers Association (NMMA) study, for example, reported total recreational boating expenditures for 2017 was at $39 billion – 6.5 percent higher than in 2016. Powerboat sales were up 4.7 percent in 2017 (compared to 2016), as well, according to the NMMA study. Also up in 2017 (as compared to 2016) were sales of new boats, marine engines and accessories. The ability to actually purchase a boat, however, remained the most significant obstacle to boat ownership, according to BoatUS. In addition to the actual cost of buying a boat there are also maintenance, slip, transportation, insurance and fuel costs. “Financial strain came up as the number-one challenge for the young boaters we interviewed,” BoatUS stated in its October 2017 article about millennials and boat ownership. Costs might be an issue anyone could immediately tackle, but, perhaps the Division of Boater and Waterways Commission, to Madueño’s point above, could launch an education campaign to inform the public that boat ownership is not, as the BoatUS article cited above stated, “reserved for retirees and trust-fund babies.”

Bayside Performance Park, located adjacent to a marina, would bring symphony shows to downtown waterfront. By Parimal M. Rohit SAN DIEGO — Plans to build an outdoor music hall at the far corner of a downtown San Diego marina took one step forward on Dec. 11, as the Port of San Diego’s Board of Port Commissioners approved a formal document, overall concept and development permit necessary for the project to come online. The waterfront concert venue, known as Bayside Performance Park, would bring regularly feature the San Diego Symphony and other musicthemed events in between Marriott Marquis Marina and Fifth Avenue Landing. San Diego Symphony, since 2004, had been hosting concerts on a temporary stage at the waterfront park. Bayside Performance Park would convert the area into a permanent outdoor music venue. Commissioners specifically formalized the project’s Port Master Plan Amendment (PMPA) and issued a conditional and non-appealable Coastal Development Permit (CDP).
Adoption of the PMPA would allow the port district to address public access, park amenities and sea level rise adaptations. Issuing a CDP is part of the California Coastal Commission process. The Coastal Commission must sign off on the final PMPA before the waterfront concert venue could go forward. The park surrounding the concert venue would be open to the general public for 85 percent of the year. Port district staff added the concert venue would offer four free public events per year, including Memorial Day and Labor Day. The public would also be offered free admission to rehearsals, free educational events and reduced ticket pricing. Boaters at Marriott Marquis Marina and Fifth Street Landing could also take in shows from the water. Bayside Performance Park would be located at the port’s Embarcadero Marina Park South. The Coastal Commission extended preliminary approval of the project and will likely revisit the proposed outdoor concert venue at a meeting in 2019. Bringing Bayside Performance Park online would cost about $45 million, according to port district staff. The Symphony reportedly raised about $6 million, to date.

Seating capacity at the new Bayside Performance Park would be about 10,000 people, almost double what the makeshift concert venue in previous summers. There will also be more events held each year. The Symphony, for 37 nights each year, put on a concert series known as Bayside Summer Nights. The new Bayside Performance Park would host 110 half-day or 55 full-day events each year.

IN MEMORIAM: Art Henry By Devon Warren-Kachelein HUNTINGTON BEACH — Arthur Scott Henry, known as Art, died early in December. Henry was removed from life support after he suffered from a brain aneurysm. He was a well-known yacht broker. Born and raised in Seattle, Henry graduated from Magnolia High School. He enlisted with the Coast Guard, where he entered into a two-year tour, and served in the reserves for 11 years. A lifetime member of the Seattle Yacht Club, Henry was a lifelong boater and was born into a marine business family. At age 14, he volunteered to keep his father’s 45-foot boat in shipshape. His wife Judy said he was a natural sailor, which he passes onto his sons. Throughout his life, Henry worked in the marine industry. At the beginning of his career, he manufactured Jolly Roger Jet Boats and then moved Art Henry onto American Sailboats. A

talented manufacturer’s representative, he worked for many years with Tiara, Pursuit, Bertram and Blackfin. Later, when Henry tired of being on the road, he became a yacht broker, using his vast knowledge to help others find their dream boats. Henry is survived by his wife of 48 years, Judy Henry of Huntington Beach, his two sons Captain Jesse Henry and Kelly Henry, and his brother Don Henry, who resides in Walla Walla, Washington. In 1890, however, Redondo Beach was considered one of the best vacation spots around, as seen pictured here. This was the year the Hotel Redondo opened, which was considered one of the most refined seaside resorts. The railroads, which are also seen in this picture, brought many people to California’s coast. According to Redondo.org: “The Redondo Railway Company and the Santa Fe Railroad left Los Angeles daily for Redondo at regular intervals. Army Corps of Engineers proposes new danger zone along Guam’s coast HAGATNA, Guam (AP) — The Army Corps of Engineers has proposed creating a new surface danger zone that would restrict boat traffic along Guam’s northwest coast when a firing range is in use. The zone supporting the military’s small arms firing range at Finegayan would extend about 2.4 miles (3.9 kilometers) from shore and about 1 mile (1.6 kilometers) from end to end, the Pacific Daily News reported Dec. 18. Vessels would not be allowed to stop or loiter in the zone when the range is in use, according to the proposed rule published in the Federal Register. Boats would be allowed to quickly travel through the zone, but the commander of Naval Base Guam would be allowed to restrict passage. “The danger zone is necessary to minimize potential conflicts between local populace activities and ongoing military training in the subject area,” the proposal stated. The military plans to display a red flag during the day and use a strobe light at night when the range is active. It also plans to post lookouts. “When the range is not in use, the danger zone shall be open to normal maritime traffic and all activities to include anchoring and loitering,” the proposal states.

The military is planning to improve and expand the existing small arms firing range at Finegayan as the Marine Corps relocates to Guam. “This location is an existing range and meets all of the landside requirements of a small arms range,” the proposal stated. “With limited land on the island, it is not feasible to have the firing range and safety zone completely on land.” The U.S. government is taking public comment on the proposal until Jan. 14.
Preserving wood from Blackbeard’s vessel has become challenge GREENVILLE, North Carolina (LOG News Service) — Blackbeard’s plunder has become a precious bounty for preservationists. Since the remains of Queen Anne’s Revenge were found 22 years ago, state conservators have recovered thousands of metal parts from the pirate’s sunken ship, including cannons and a 12-foot-long anchor. But they are dealing with a bigger challenge: Preserving the vessel’s wood. Storms, strong currents and shipworms have destroyed all but a few remaining pieces of the famed ship, which sunk 300 years ago. “There isn’t much wood left,” said Sarah Watkins-Kenney, director of the Queen Anne’s Revenge laboratory based at East Carolina University’s West Research Campus near Greenville.

“What we do have is very precious.” Divers have found 35 pieces of ship planks, 11 frame fragments, a 1,600-pound sternpost and other tiny wooden bits. The longest plank is just over 13 feet. The sternpost, which is the bulkiest, will one day be a featured piece of the Queen Anne’s Revenge exhibit at the North Carolina Maritime Museum in Beaufort, N.C. Blackbeard’s vessel originally was a French slave ship, La Concorde. The first record of it shows up in 1710, said curator Kimberly Kenyon. Blackbeard commandeered the ship from the French in 1717, renamed it Queen Anne’s Revenge and terrorized the North Carolina coast before running his vessel aground in the summer of 1718. Intersal Inc. found the remains of Blackbeard’s ship off Beaufort, N.C., in 1996 and later turned them over to the North Carolina Department of Natural and Cultural Resources. Preservation of every artifact requires years of work, but wooden objects are the most fragile. “You have to keep them wet,” WatkinsKenney said. Over years, water replaces the cell structure of submerged wood, WatkinsKenney said. The lumber looks fine at first, but begins to deteriorate soon after it is removed from the water. Every piece must be submerged in a tank quickly. “Our task is to stabilize them,” she said. “That gives us time to do research.” It may take decades before the recovery and preservation of the entire site is complete, Kenyon said.

Boyan Slat, 24, who launched the Pacific Ocean cleanup project, said the speed of the solar-powered barrier isn’t allowing it to hold on to the plastic it catches. “Sometimes the system actually moves slightly slower than the plastic, which of course you don’t want because then you have a chance of losing the plastic again,” Slat said in an interview with The Associated Press. A crew of engineers will work for the next few weeks to widen its span so that it catches more wind and waves to help it go faster, he said. A ship towed the 2,000-foot-long barrier in September from San Francisco to the Great Pacific Garbage Patch – an island of trash twice the size of Texas. It has been in place since the end of October, Slat said. The plastic barrier with a tapered 10-foot-deep screen is intended to act like a coastline, trapping some of the 1.8 trillion pieces of plastic that scientists estimate are swirling in the patch while allowing marine life to safely swim beneath it. Slat said he is not deterred by the setback because engineers expected to make tweaks to the system. “What we’re trying to do has never been done before. So, of course we were expecting to still need to fix a few things before it becomes fully operational,” he said of the system created by the Ocean Cleanup, an organization he founded. Fitted with solar-powered lights, cameras, sensors and satellite antennas, the device intends to communicate its position at all times, allowing a support vessel to fish out the collected plastic every few months and transport it to dry land for recycling. Slat said he expects shipping containers filled with fishing nets, plastic bottles, laundry baskets and other plastic trash scooped up by the system to be back on land within a year.

Oceanside did not drop the ball Thanks for the nice article. As a future note, the harbor and the city do not apply for the dredging permit. That permit is solely the responsibility of the Army Corps. The Army Corps did make all of the appropriate permit applications this past spring, however, the Regional Water Quality Board requested additional information after the permit was received. That created an additional delay. Since Oceanside does not allow dredging past Memorial Day, Manson Construction had to skip us and head to another contract they had. NATIONWIDE — Boat manufacturers will now be required to install an engine cut-off switch for recreational vessels measuring 26 feet or smaller and capable of developing at least 115 pounds of static thrust, thanks to a piece of federal legislation recently signed into law by Pres. Donald J. Trump. The engine cut-off switch requirement for small recreational vessels was a major provision of the Frank LoBiondo Coast Guard Authorization Act of 2018, which was signed into law by Trump on Dec. 4. Manufacturers installing these engine cut-off switches under the new federal mandate must also meet American Boat and Yacht Council Standards, according to the Coast Guard Act. The engine cut-off switch requirement will kick in by December 2019 and applies to vessels with inboard engines, outboard motors and sterndrive engines. “Cutoff switches save lives,” Dave Kennedy, BoatUS’s manager of government affairs, said in a released statement. Kennedy added the Coast Guard Act also extended the vessel documentation term from one year to five years. Anyone renewing his or her vessel documentation through the Coast Guard’s National Vessel will receive a five-year certificate – instead of the usual oneyear renewal – thanks to the new law. “Making recreational-vessel documentation renewal easier by now requiring it only once every five years is a consumer-friendly move,” Kennedy said. Also included in the most recent Coast Guard Act was the Vessel Incidental Discharge Act, or VIDA. “VIDA deals with the regulation of
discharges incidental to the normal operation of vessels, such as ballast water and grey water discharges,” a blog about the Coast Guard Act, posted by the law firm Winston & Strawn, stated. “Among other things, VIDA makes permanent exclusions for small vessels and fishing vessels. “VIDA also requires the U.S. Coast Guard to promulgate regulations to allow state enforcement of the federal discharge standards in lieu of state standards, requires the Environmental Protection Agency to establish standards within two years of enactment for discharges consistent with revised definitions to be followed by new Coast Guard enforcement regulations,” the blog post, written by firm partner Charlie Papavizas, continued. The Coast Guard Act, which also provides $167 millions for three new fast response cutters, was named after Frank LoBiondo, who has served in the House of Representatives for New Jersey’s second congressional district since 1995. LoBiondo did not run for re-election in 2018, meaning he won’t return to Washington, D.C. as a representative in 2019. He served on the lower house’s Subcommittee on Coast Guard and Maritime Transportation. His congressional biography described the 12-term representative as a defender of the environment and aficionado of outdoor activities. The Coast Guard Act, in all, authorizes $7.9 billion for operating expenses, according to LoBiondo. More than $2.5 billion in funding for construction, facilities improvements and renovation is also authorized under the Coast Guard Act. U.S. Senators approved the Coast Guard Act by a 94-6 vote on Nov. 14. The House of Representatives agreed to senatorial amendments by voice vote on Nov. 27. Sen. Jeff Flake, R-Arizona, sponsored the Coast Guard Act, which was introduced in the upper legislative house in January 2017.

DANA POINT — It’s finally happening. Dana Point is about to get a brand new harbor and the developers, collectively known as Dana Point Harbor Partners (DPHP) and who recently struck a deal with the county of Orange to lease the waterfront property for the next 66 years, isn’t wasting time in getting started. The county’s presence in the harbor has been greatly diminished, Embarcadero Marina’s boat hoist is no longer accessible due to safety issues (and will not come back – the hoist is not in revitalization plans), and work on the colossal undertaking of restoring Dana Point’s harbor to its once glory is underway.
Embarcadero Marina’s Boat Hoist The Log received a phone call from an unnamed source claiming the boat hoist had been taken down. The caller claimed that boaters had been given notice that the hoist would stay up until Jan. 1, but it had been roped
off around Thanksgiving weekend. Staff at Embarcadero Marina, which is located on the east side of the harbor along Golden Lantern Street, passed on a message from The Log to general manager Ken Stetson, but no response was given by press time. As of Dec. 19, the boat hoist was not operating and about two-thirds of the parking lot on the east end was also marked. NEWPORT BEACH — The city of Newport Beach, as it enters 2019, has a new harbormaster. Kurt Borsting, who previously worked in Long Beach, has taken the reins from Dennis Durgan, who had served as the first harbormaster since July 2017. The harbormaster position was created last year when Newport Beach city staff amended the city ordinance to create the harbor department. The harbor department’s operating budget is $1.1 million. Borsting started his new position on Monday, Dec. 10 and was given an introduction at the harbor commission meeting the following Wednesday. Borsting, who spoke at the meeting, said he had grown up in Long Beach and had also raised his family there. His most recent job was as the marine operations superintendent for Marine Bureau of Long Beach where he managed three municipal marinas. City staff worked with Bob Murray & Associates, a Sacramento-area recruiting agency, to fill the harbormaster position. The annual salary for the harbormaster falls between $98,016 and $147,000, according to the job listing for the position. There were other perks for the position including a $400 a month automobile allowance, a monthly smartphone, administrative leave for up to 80 hours per calendar year with permission from the city manager, a $50,000 life insurance policy paid for by the city and a monthly $1,725 cafeteria plan with medical, dental and vision insurance coverage. The job listing stated: “This newly created position will serve as Executive Director of the Harbor Department reporting directly to the City Manager and serving as a member of the man-
agement team. SACRAMENTO — California’s Department of Water Resources (DWR) has begun the process to realize its ambitious Salton Sea Species Conservation Habitat, a project aiming to protect endangered migratory birds at what the describes as a “fast-receding sea.” DWR staff, on Dec. 14, specifically published a Request for Qualifications to solicit a design-build contractor. The selected contractor would execute what DWR staff hails as a “large-scale, multimillion dollar project at the southern end of the Salton Sea.” The Salton Sea Species Conservation Habitat would occupy 3,770 acres and create a safe space for certain endangered migratory birds. “The project is aimed at preventing further degradation of air quality and habitat and will anchor phase one of the state’s Salton Sea Management

California’s Salton Sea will have a new habitat for endangered migratory birds, as the state Department of Water Resources seeks a design-build construction firm to bring the ambitious environmental project online.

DWR’s Request for Qualification specifically seeks a design-build construction firm “with the resources, expertise and vision to help advance the [Species Conservation Habitat] project.” The project is part of the Salton Sea Management Program’s 10-year first
phase. A proposals request will follow the Request for Qualifications, likely in July 2019. State officials anticipate allocations $190 million to the project. One of the hurdles between now and July 2019, however, is land access. The Salton Sea Management Program would need access to the area where the habitat would be built. Access would have to be granted by the Imperial Irrigation District. The habitat, if realizes, would be built in the New River area, a tributary of the Salton Sea and located 8 miles
northeast of Westmorland in Imperial County. Companies must submit their Request for Qualifications applications by 5 p.m. on April 15. Establishing a habitat at the Salton Sea spawns from the waterway’s current conditions. The Salton Sea, which is 35 miles long and 15 miles wide, is a large, inland desert lake, containing higher salt levels than the ocean. Several species of fish are found at Salton Sea; the fish are a food source for millions of migratory birds that pass through the area on the Pacific Flyway. Water levels at Salton Sea have steadily declined over the years, causing salinity concentrations there to increase. A Salton Sea Task Force was created in May 2015 by then Gov. Jerry Brown. The task force was created to direct agencies “to develop a comprehensive management plan for the sea.” State officials hope the realization of the species conservation habitat would be the first step in restoring or improving conditions at and around the Salton Sea.

LONG BEACH — A collaborative effort is underway at aquariums and zoos across the United States to send Mexican President Andrés Manuel López Obrador a message: continue efforts and initiatives to conserve and save the vaquita porpoise population. Participating aquariums and zoos hope to deliver the collective message via one million postcards. Among the institutions participating in the campaign is The Aquarium of the Pacific in Long Beach. The campaign was spawned from continuous reports of the vaquita’s near extinction. Fewer than 30 vaquitas remain in the world, according to most estimates. Vaquitas are found in the Sea of Cortez, mostly in the upper reaches of Baja California’s northeast coast. The one million postcards effort is a collaborative effort spearheaded by member institutions of the Association of Zoos and Aquariums and part of the Vaquita Saving Animals From Extinction campaign. Visitors are participating aquariums and zoos across the United States

Catalina Connection Construction for Avalon’s Vons market is complete, grand opening tentatively scheduled for early 2019 By Devon Warren-Kachelein

AVALON — Almost exactly a year ago to this issue’s date, The Log reported construction had finally broke on the Vons project. A lot has happened this past year in waterfront developments and infrastructure, but it appears as though the Vons supermarket stayed on track and finished construction in December 2018 as planned. Now there are just the final details of solidifying a grand opening date. No official date has been given from Avalon’s contacts, but an unofficial opening date has been set for Jan. 9, 2019, according to planning director Amanda Cook. Cook told The Log in an email: “I have been told unofficially January 9 [of 2019]. I don’t have an official date.” Construction project manager Tony Smith, who is Cook’s contact, was copied into the email, but did not respond by press time. Any information provided will be updated online. The construction for the Vons has

The 2020 Summer Games in Tokyo, Japan, is roughly one-and-a-half years away, but U.S. Sailing is already looking to select the team of sailors to represent the United States at the quadrennial athletic competition. U.S. Sailing officially announced the selection procedures for the Games’ sailing events. The United States could be represented by as many as 15 sailors, competing in one of 10 sailing events.

BRISTOL, Rhode Island — The selection procedures for the 2020 U.S. Olympic Sailing Team, which will give sailors a chance to represent the United States at the Summer Games in Tokyo, were officially released by U.S. Sailing in mid-December. Sailors can attempt to qualify to competitively sail at the 2020 Tokyo Games through one of three phases: early selection, middle selection and late selection. As many as 15 athletes could represent the United States at any of the 10 sailing events slated for the 2020 Summer Games in Tokyo. All sailing events will be held at Enoshima Yacht Harbour, July 24-Aug. 9, 2020. “The reframed selection criteria allow for certainty earlier in the cycle for athletes that are performing at the highest level,” Malcolm Page, U.S. Sailing’s chief of Olympic sailing, said in a released statement. “In addition, the later selections allow greater opportunity for other well performing athletes to qualify and compete at the Olympic Games.” Those qualifying via early selection would have to finish in the top three at one of nine regattas held throughout 2019: • 2019 Olympic Test Event (Aug. 15-22, 2019) • 2020 World Series of Japan (Aug. 25-Sept. 2, 2019) • 470 Men and Women (Aug. 2-9, 2019) • Nacra 17 (Nov. 29-Dec. 8, 2019) • RS:X Men and Women (Sept. 22-28, 2019) • Laser Standard (July 1-9, 2019)

Latest challenger, whose name is a nod to 4-time America’s Cup winner Dennis Conner, is backed by Long Beach Yacht Club. SAN DIEGO (LOG News Service) — Stars & Stripes Team USA has been accepted as a challenger for the 2021 America’s Cup, promising to have an all-American squad in a competition where nationality has mattered little in recent decades. The name is a nod to Dennis Conner, who won the America’s Cup four times, the final two with boats named Stars & Stripes. Stars & Stripes Team USA was co-founded by professional sailors Taylor Canfield, one of the world’s top match-racing skippers, and Mike Buckley. The team is backed by the Long Beach Yacht Club, which hosts the prestigious Congressional Cup match-racing regatta. Canfield has won the Congressional Cup four times in the last five years. Stars & Stripes Team USA is the fifth challenger, and the second from the United States, to be accepted by the Royal New Zealand Yacht Club for the 36th America’s Cup in Auckland

WASHINGTON, D.C. — A federal bill proposing to enhance marine fishery conservation and expand recreational fishing opportunities was approved by the U.S. Senate on Dec. 17 and the House of Representatives on Dec. _. A compromised version of the Modern Fish Act now heads to Pres. Donald J. Trump, who will decide whether to sign or reject the proposed legislation. The Modern Fish Act – also known as the Modernizing Recreational Fisheries Management Act of 2017 – would modify the Magnuson-Stevens Act, the nation’s authoritative fishing law. Representatives passed their own version of the Modern Fish Act in July,
but updated the proposed legislation to reflect the Senate’s input. A spokesperson with the Environmental Defense Fund (EDF) stated the Senate-approved bill maintains science-based conservation standards and provides regional fisheries management councils with several tools to meet local needs. “[Senators] have reached agreement on a bill that responds to the demands of recreational fishing advocates without jeopardizing either sustainability or Americans’ access to local seafood,” Matt Tinning, EDF’s associate vice president of oceans, said Federal legislators backed the Modern Fish Act. STATEWIDE — The West Coast groundfish fisheries received some good news in early December, as federal officials increased catch limits and eased fishing restrictions on groundfish (Pacific Ocean perch), flatfish (petrale sole), roundfish (Pacific cod) and sablefish. NOAA’s West Coast Fisheries announced the changes as part of a final rule published in December. The changes are expected to have a positive trickle down effect on commercial and recreational groundfish fisheries, according to NOAA staff. “West Coast communities will see an increase of about 900 jobs and $60 million in income in 2019, according to an economic analysis of the new harvest

The commercial and recreational groundfish fisheries are considered one of the most valuable fisheries on the West Coast, according to NOAA. The commercial groundfish fishery, for example, is responsible for $140 million of
annual revenue. Several groundfish species, such as canary rockfish, bocaccio, darkblotched rockfish and Pacific Ocean pearch, rebounded from endangered status and are now fully recovered, according to NOAA’s West Coast Fisheries. The rebuilding of each species, according to NOAA, was achieved “through careful science-based management and collaboration among fishermen, the Pacific Fishery Management Council, tribes, West Coast states and NOAA Fisheries.” NOAA’s West Coast Fisheries anticipates species such as cowcod and yelloweye rockfish are on pace to be fully rebuilt. The West Coast groundfish fishery collapsed in the late 1990s and, according to NOAA, “led to severe fishing cutbacks so these stocks could rebuild, greatly curtailing a mainstay of the coastal economy.” ”The groundfish fleet had to limit fishing even for the other more abundant groundfish stocks to avoid unintentional catch of the overfished stocks,” NOAA staff stated.

Rohit NATIONWIDE — Seafood consumption is up and recreational saltwater fishing continues to be a popular national pastime – these were the takeaways from two new reports published by the National Oceanic and Atmospheric Administration, or NOAA. The NOAA Fisheries reports, which came out on Dec. 13, stated U.S. fishermen landed 9.9 billion pounds of fish and shellfish in 2017, up 344 million pounds – or 3.6 percent – from 2016. The United States also imported 5.9 billion pounds of seafood last year, an increase of 1.6 percent. Salmon, at $688 million, was the highest valued commercial species of 2017, according to the NOAA report. Other highly valued species were: • Crabs, $610 million • Lobsters, $594 million • Shrimp, $531 million • Scallops, $512 million • Alaska polluck, $413 million.

A Merry-Ling Christmas SANTA BARBARA — A Dec. 8 fishing expedition aboard Stardust out of Santa Barbara had quite the pre-holiday season haul. Lingcod and rockfish filled Stardust’s decks, reeled in from near Santa Rosa Island and mostly in shallow waters. The 35 anglers reportedly caught 319 whitefish, 136 rockfish, 26 lings and two sheepheads. “We primarily fished in shallow waters all day, although we did not catch a lot of rockfish, the ones we did were really nice. We got a few good schools of whitefish that put up a good fight,” Stardust’s Jaime Diamond wrote on a blog. “The live bait caught the lingcod and rockfish but the squid worked the best on whitefish.”

Will 2018 offshore fishing season roll into 2019? By Bob Vanian SAN DIEGO — It is Christmas Eve as this report is being written and the past week has seen an amazing run of bluefin tuna, kelp paddie yellowtail and striped marlin activity in Southern California’s offshore waters. There is currently an area of relatively warm 64.5-degree water ranging from the waters outside of Dana Point on down to the 9 Mile Bank, allowing bites of tune, yellowtail and striped marlin to remain a possibility leading up to Christmas week. Whether this warm water pocket will survive until the start of 2019 is in question though as a weather system with rain, gale strength winds and large seas is forecasted to be moving through Southern California on or around Christmas Day. A second weather system is forecasted to be arriving a couple of days after Christmas and the question is whether this series of weather systems will deliver enough disturbance to cause the water to roll and turn cold. If that happens, the tuna, marlin and kelp paddie yellowtail might well leave us for a while to frolic in warmer waters. The showings of bluefin have been sporadic. Yet some spots of breaking bluefin have been seen and a few have been caught. Specific areas where bluefin activity has been reported have been the lower end of the 9 Mile Bank, the upper end of the 9 Mile Bank, the area 6 to 10 miles outside of Solana Beach and in the Carlsbad Canyon. There have also been some yellowtail biting under kelp paddies found within the warm water area ranging from the 9 Mile Bank on up to the offshore waters outside of Dana Point. One of the better zones for yellowtail over the past weekend was for boats fishing 6 to 10 miles outside of Oceanside. The yellowtail has been mixed size fish from 4 to 12 pounds and the bluefin tuna have ranged from 20 to 60 pounds. The late part of the fishing season saw striped marlin holding in tight to the east end of Catalina into the first week of December and there might well still be some marlin holding in that zone. Very few boats have been out looking for marlin lately so it is hard to know what might still be around. An area where there were a couple of marlin seen more recently was in the warm water area outside of Dana Point. If the pocket of 64.5-degree water between the 9 Mile Bank and the offshore waters outside of Dana Point can survive the approaching weather systems, it would seem to me that someone who might be interested in trying to catch the first marlin or the first tuna of 2019 might have a decent chance on New Year’s Day (weather permitting). The upbeat news about surface fishing is ongoing as the first sportboat trip I know of to fish Los Coronado Islands in a week was out on Dec. 22 and found good surface fishing with lots of bonito and pretty good numbers of yellowtail. The bottom fishing was also reported to be solid with good numbers of reds and assorted rockfish biting. Malihini out of H&M Landing – the boat fishing at Los Coronado Islands – had a fish count of 28 anglers on a full-day trip with eight yellowtails, 50 bonito, 120 rockfish, 45 reds, 11 sheephead and two lingcod. The best chances at finding surface fishing action around Los Coronado Islands
have been while fishing off the weather side of North Island, at the South Kelp Ridge and at the Middle Grounds. Good areas for the rockfish fishing have been at the South Kelp Ridge while fishing in the 25 to 40 fathom depths and at hard bottom areas to the north and northwest of North Island while fishing in 35 to 45 fathoms of water. The fishing along the San Diego area coast has seen a lot of boats transitioning into a rockfish fishing mode that are finding good numbers of reds and assorted rockfish biting but there are also some bass biting along with a chance at finding some bonito action or scratching out a halibut or yellowtail. Yellowtail and white sea bass fishing has been slow but there has been a bit of recent improvement in the yellowtail activity. Hard bottom and structure areas have been best for the bass and rockfish and the best areas for a chance at finding bonito action have been while fishing around the Whistler Buoy at Point Loma, outside of the Green Tank at Point Loma, outside of Point Loma College or outside of the upper end of La Jolla. Boats fishing for reds and rockfish off Box Canyon are also finding occasional bonito action incidental to fishing for the reds and rockfish. Some of the more productive rockfish fishing areas have been the International Reef, the Imperial Beach Pipeline, the Whistler Buoy at Point Loma, the Point Loma Pipeline, the Green Tank, The 270, Del Mar, Leucadia and Box Canyon. There have been a few halibut biting in coastal areas. Some productive halibut areas include the sandy bottom near the Aliso Pipeline off South Laguna Beach, the sandy bottom next to the structure of the sunken NEL Tower located outside of Mission Beach, the structure of the Yukon Shipwreck located outside of Mission Beach and San Diego Bay. The 2019 fishing season is right around the corner but the late part of the 2018 fishing season is still producing a chance at finding some action on warmer water species such as bluefin tuna, yellowtail, striped marlin, bass and bonito!
