The Unsolved Mystery of the MV LyubovOrlova

After breaking free from a towing line on its final journey to a scrap yard, the MV Lyubov Orlova , a Russian cruise ship, has been drifting unmanned in the North Atlantic since January 2013. The ship had been a Yugoslav ice-strengthened Maria Yermolova class cruise ship, used mainly for Antarctic tours.

To this day, no one knows the exact number of how many ships are floating on the ocean surface– or how many are resting on the floor. So until the Russian vessel is discovered or it beaches itself on some shore, Lyubov Orlova’s fate remains a total mystery that can be told as the story of a ghost ship.

After being decommissioned in 2010, the ship was left in St. John’s, Newfoundland, for nearly two years. Unfortunately, her condition only continued to deteriorate. Finally, she was assigned to be transported to a scrapyard in the Dominican Republic. However, the towing cable snapped only a day into the voyage, and the ship was cast adrift. Concerned about the risk to local gas and oil operations in the region, Transport Canada sent the 157-ton constant bollard pull-rated sup-

ply ship Atlantic Hawk under contract by Husk Energy to recapture Lyubov Orlova.

Once in international waters, Transport Canada ordered Lyubov Orlova cut loose and has since forfeited responsibility for the ship, which they say is unlikely to re-enter Canadian waters or cause damage to offshore installations now that it is in open seas.

Although it was assumed to have sunk, a document from the U.S. intelligence agency obtained by the Agence France-Presse revealed that the abandoned ship had recently been spotted around 1,300 nautical miles from the coast of Ireland and was drifting in the direction of Europe. However, with the prevailing winds and typical current patterns, it’s unlikely that she will float back into Canadian jurisdiction.

Suppose the ship ever reaches a final destination. In that case, it is predicted to end up anywhere from Western Africa to the Norwegian Arctic, or it could get caught in the North Atlantic Gyre.

Transport Canada repeated that the ship’s owner is still responsible for the ship’s movements, and measures were taken to monitor the position of the drifting vessel.

After being taken out of service in 2010, MV Lyubov Orlova sat in St. John's, Newfoundland, Canada, for two years. However, decommissioning was filled with problems, and the ship eventually became a floating derelict in the North Atlantic Ocean in

Research Finds Dolphins and Humans Benefit From Fishing Together

BRAZIL— According to research published on Jan. 30 in the journal Proceedings of the National Academy of Sciences, a fishing community in southern Brazil has made an unusual ally— wild dolphins.

Reports of people and dolphins working together to hunt fish go back millennia. While historians and storytellers have recited the human point of view, it’s been challenging to verify

how the dolphins have benefited, or if they’ve been taken advantage of, prior to sonar and underwater microphones could track them.

In the coastal city of Laguna, Santa Catarina, scientists have used drones, underwater sound recordings, and other tools for the first time to document how locals and bottlenose dolphins coordinate activities and benefit from each other’s work to catch a migratory fish called mullet.

According to the University of Bristol biologist Stephanie King (who was not involved in

the study), the study shows that humans and dolphins pay equal attention to each other’s behaviors. King also stated that the dolphins provide a cue for when to cast the nets.

In the seaside community, the fisherman waits for the dolphins to signal where the fish are. The most common signal the dolphins give is a jump.

The researchers used sonar and underwater microphones to track the positions of the dolphins and fish. At the same time, drones recorded the interactions from above, and GPS devices attached to residents’ wrists recorded when they cast their nets.

The more closely the people synchronized their net-casting to the dolphins’ signals, the more likely they were to trap a large catch.

But how does this benefit the dolphins? The nets startle the fish, who then break into small-

er schools, making it easier for dolphins to hunt. The dolphins have also been known to remove fish from the nets— the fisherman can feel the dolphins tugging on the net.

The Laguna residents rate the individual dolphins as “good,” “bad,” or “lazy” — based on their hunting skills and effort in cooperating with humans.

It’s unclear how the local cooperation between the two mammals first occurred. Still, it has survived numerous human and dolphin generations. Re-

Researchers in Brazil worry that the alliance between the Laguna dolphins and humans, perhaps one of the last of its kind, is in danger as well, as pollution threatens the dolphins, and artisanal fishing succumbs to industrial approaches.

Scientists hope bringing awareness of the unique interspecies cooperation can help support and protect it.

LOCAL Orange County Coastkeeper Urges the U.S. Army Corps of Engineers to Fix Environmentally Harmful Newport CAD Project

The proposed Newport CAD facility would jeopardize marine life and put Newport Bay at risk of contamination due to an insufficiently thin layer of sediment atop toxic chemicals.

NEWPORT BEACH — Orange County Coastkeeper has demanded the U.S. Army Corps of Engineers and the City of Newport Beach take further action to protect Newport Bay and its biota from the disposal of dredged, contaminated sediment in the City’s proposed Confined Aquatic Disposal (CAD) facility.

The City of Newport Beach proposed the CAD facility to address underwater sediment buildup in the harbor’s main channel. However, samples of the polluted sediment showed exceedances too high in mercury and polychlorinated biphenyls (PCBs) to qualify for disposal in the EPA-approved offshore dump site known as LA-3.

In partnership with the U.S. Army Corps of Engineers, the City plans to dredge areas of Newport Bay and bury the removed sediment in a hole under the harbor’s turning basin. Because the dredged material is highly polluted with toxic chemicals, the City will eventually cover the hole with layers of less contaminated sediment to act as a partial barrier.

On January 5, 2023, Coastkeeper sent the Army Corps a 60-day notice of intent to file a lawsuit for failing to consider the project’s potential impacts on federally threatened species. Under the Endangered Species Act, the Army Corps was obligated to consult with the National Marine Fisheries Service about the project’s effects on specific species, including green sea turtles.

Though still recovering from historic overharvesting, green sea turtles are present in many Southern California waterways, particularly those rich in seagrass like Newport Bay. Green sea turtles have been sighted in Newport Bay more recently, and the National Oceanic and Atmospheric Administration expect Southern California to see green sea turtles more frequently soon.

Coastkeeper first expressed its Endangered Species Act concerns to the Army Corps in early 2022 through the National Environmental Policy Act public comment process. The letter also addressed the Army Corps’ failure to consider, among other things, adequately:

1. Project alternatives such as remediation.

2. A thicker interim cap layer to better protect against the escape of toxic pollutants.

3. Impacts on marine mammals, including dolphin species known to enter Newport Bay.

According to the Coastkeepers, the Army Corps did not consider these comments before drafting its final Environmental Assessment and Finding No Significant Impact on the project.

Coastkeeper hopes the Army Corps and City will correct the project’s inadequacies for the health of Newport Bay; however, Coastkeeper is prepared to take legal action if not.

Port of San Diego Issues Statement on Mitsubishi Cement Proposal

SAN DIEGO — “Negotiations between the Port of San Diego and Mitsubishi Cement Corporation (MCC) are not moving forward at this time. The Port is open to future negotiations with MCC that meet the goals of our Maritime Clean Air Strategy (MCAS), which strives to support our maritime businesses that help the regional economy thrive while also significantly improving air quality for our neighbors and those who visit and work on our waterfront. We appreciate the community and stakeholder engagement throughout the process with MCC and also believe that meaningful engagement with portside communities and all stakeholders is wise and benefits all parties. We would urge MCC to continue their most recent path should the day come when they want to re-open negotiations. In the meantime, the Port continues to collaborate with our current tenants to meet the goals of our MCAS and is open to businesses that share our dedication to a zero emissions future,” said Chairman Rafael Castellanos, Port of San Diego Board of Port Commissioners in a press release from Feb. 1.

A new tri-deck FD100 has launched and will soon deliver to her experienced owners. This is the first Horizon yacht built for American clients, who worked closely with the Horizon Yacht USA team to incorporate a design that emphasizes entertainment with family and friends.

Can I record a maritime lien against the boat to secure my attorneys’ fee claim?

QUESTION:

I am in litigation over the sale of my boat last year. The buyer sued me, as well as my yacht broker and his own broker. This is clearly a frivolous lawsuit, and it looks like we will be on the winning side. My question concerns the recovery of my attorneys’ fees at the end of the lawsuit. The purchase and sale agreement for the boat includes a provision that awards attorneys’ fees to the prevailing party, and I would like to record a maritime lien against the boat to secure payment. My attorney is skeptical about this, but he is not a maritime attorney. Since the attorneys’ fee claim will be related to the dispute over the sale of the boat, it seems like I should be able to assert the lien. What are the rules for this? Can I record a maritime lien against the boat to secure my attorneys’ fee claim?

ANSWER: Our reader is putting the cart before the horse here (or maybe the barge before the tugboat?). His question concerns the possible assertion of a maritime lien to support a claim for recovery of attorneys’ fees, but the lawsuit is still ongoing. Slow down. Litigation often takes a few unexpected turns before the judge makes his or her final ruling. Even so, we can take a look at his question by assuming that he will in fact win the lawsuit. Hopefully we won’t jinx anything in the process!

Let’s jump right in and get right to the answer of our reader’s question. The bottom line is that his attorney is correct. He won’t have a lien aganst the boat for attorneys’ fees, even if he wins the lawsuit.

Three Nights on the Queen Mary

LONG BEACH —I stayed on the Queen Mary in November 2012 as a birthday present and was there for 4 days and 3 nights. I was in Room A 131. I had a digital camera at the time and could not look at the actual photos until I got home and loaded them on my computer. There were orbs everywhere, a common occurrence on this ship I understand. However, my experiences were anything but common, at least to me. Let me be clear. I did not go to the Queen Mary to ghost shop, I am very interested in British Royalty and wanted to tour the Windsor Suite and see other places of interest that related to the British Royal Family. I got to accomplish that while I was there. The Queen Mary was hosting an event featuring gowns of the late Princess Diana. I got to attend this event as well.

On my first night, the TV turned on and off by itself about three times. I just attributed it to faulty batteries, and it did not happen again during my stay.

However I was awakened in the middle of the night by the sounds of a party. Loud voic-

es, laughter, clinking glasses... I looked out the porthole which overlooked the water and there were no party boats around, in fact nothing was near. I looked out in the hallway and could see and hear nothing. When I inquired at the front desk, the next day, I was told the room next to mine was empty and had been all weekend.

Also that morning the light in my bathroom burned out so I reported it to the front desk at the same time and they said they would have a maintenance worker repair it. I went and had breakfast and came back to the room. The light had been repaired. I was in the room about 30 minutes getting ready to go on the self-guided tour when a maintenance man knocked on my door and said he was there to fix the bathroom light. When I told him it had already been repaired, he looked puzzled and showed me his work order. He said it was his first job of the day. Who and how did the light get repaired?

On the self-guided tour, I was pretty much alone for much of the time. I got to the steps to the Isolation Ward and could not make myself go down the steps. I felt uneasy and unsafe as if I was not alone. I felt closed in even though did not go down the steps.

I continued on to the bridge

and around the ship for I really do not know how long but got turned around and needed to find a rest room. I asked a painter near the back of the ship to assist, and he showed me where a staff stairwell was near the stacks that led to a rest room near the playroom inside. When I got back to the outside of the ship, there was no evidence of a painter or fresh paint anywhere. The painter had overalls and dark hair with a mustache. I did ask a woman who was walking near the lifeboats if she had

When I went on the guided night Ghost tour, nothing out of the ordinary happened in the usual places such as the swimming pool, vortex, or Door 13. I took several photos (when later loaded showed several orbs ). However, when I got into the boiler room, my camera battery went dead. It was a new battery for the tour so it should have lasted. The tour guide said that

obligation. Regardless of the nature of the particular lien, the question of whether a lien is valid depends on whether various requirements have been met, all separate from the question of whether the money is actually owed. For maritime liens, the underlying claim must be something that provides a service or benefit to the vessel (rather than to the owner).

The “service to the vessel” requirement leads to some unexpected outcomes. For example, looking at our reader’s question, a contract for the purchase and sale of a vessel would seem to most of us to be a maritime contract. In fact, it is not. A vessel purchase contract establishes rights and responsibilities between the buyer and seller, but it does not provide a service to the vessel. This extends to any provision of the contract, including a provision for the recovery of attorneys’ fees in a dispute.

Technically, even if you have a true maritime contract, such as a contract to provide fuel to a vessel, and that contract calls for the recovery of attorneys fees in a dispute, a maritime lien asserted for unpaid fuel delivery invoices cannot include a claim for recovery of attorneys’ fees. Legal fees (maritime or otherwise) do not give rise to a maritime lien, because attorneys do not provide a service to the vessel. They provide a service to the vessel owner or other individual.

It should be noted that the exclusion of attorneys’ fees from the amount secured by a maritime lien has no effect on the underlying claim for fees. The other side in the litigation will still owe the money. This discussion refers only to the maritime lien, and as such, only to the question of whether the boat can be used as collateral for the recovery of the fees.

cluding attorneys’ fees from a maritime l ien relates to an attorneys’ fees clause found in a Preferred Ship Mortgage (a mortgage on a Coast Guard documented vessel). A mortgage is technically not a maritime lien because it does not provide a service to the vessel. Similar to a purchase and sale contract, a mortgage provides a service to the buyer or owner of the vessel.

A Preferred Ship Mortgage is a product of a statute (the Federal Ship Mortgage Act; 46 U.S. Code § 31321) that uses t he same enforcement procedures that are used to enforce a maritime lien. It is the only claim of this sort that exists only if it is supported by a written contract (verbal agreements for other services provided to a vessel do give rise to a maritime lien). As such, courts have found that everything in that mortgage contract falls under the statutory claim against the vessel for the enforcement of the mortgage.

Like most other areas of maritime law, maritime liens in general, and specifically the recovery of attorneys fees in connection with a maritime disputed, can lead to a nuanced discussion of arcane legal concepts that may not be familiar to general legal practitioners.. Always look to an experienced maritime attorney for answers.

Dockwalkers Program Information:

Dockwalkers are trained to safely engage members of the public and the boating community to adopt clean boating practices. Dockwalkers share clean boating information with boaters and distribute educational 2023 California Boater Kits while visiting marinas, launch ramps, marine supply stores, boat shows, special events, or wherever boaters are. “Dockwalker” is only a general term because you are not limited to “walking the docks” to talk to boaters about safe and clean boating practices.

Dockwalking is a way to interact with boaters to help keep California’s marinas, waterways, and oceans clean and healthy. The training provides an overview of potential sources of boat pollution, federal and state laws, environmentally-sound boating practices, information on how to conduct Dockwalking, and an overview of the educational materials Dockwalkers will distribute.

Since 2000, over 1,000 Dockwalkers have taught 100,000 boaters about oil, fuel, sewage, trash, and marine debris prevention. Participation in the program, including the training sessions, qualifies as community service.

Marine Flares— “It’s Not the Future.”

When you buy a big new piece of furniture, often the manufacturer will come and pick up your old piece—this process makes sense to us. However, when you buy pyrotechnic marine flares, and they expire, there is no order of operations for safe and proper disposal. Community events are held sometimes, but that isn’t a guarantee that everyone attends and drops off expired flares. The coalition behind these events urges residents to stay alert for future temporary collection events and consider switching to reusable eVDSDs

T he electronic flare is a direct replacement in the movement to remove a ll flares from recreational boats after the negative results of disposal and safety, in addition to the toxic nature of improper disposal. An estimated 174,000 outdated flares are generated yearly by California

recreational vessels.

“There are billions and billions of flares that just pile up on boats that can’t go anywhere,” said Engineer and Coast Guard Auxiliary Division Captain, Capt. Hood. “I mean, you can’t dispose of these things, and when they find their way into the trash, which they do, they go to the landfill, and then they contaminate our groundwater with a compound called perchlorate. One single marine flare will contaminate 240,000 gallons of water.”

By law, the U.S. Coast Guard requires that boats carry three visual distress signals at all times approved for both day a nd night use or three for day use and three for night use. In addition, the marine flare must not be expired and must be stowed accessibly.

“So, it is evolving, but every vessel that is 16 feet and over that operates at night or with the intention of interacting in international waters is required to carry a distress signal,” said Hood. “That means both night and day, so basically, there are 30 states in the U.S. that have registered boats that would be required to carry eVDSDs.

“ The eVDSD, you only buy them one time. They’re battery-operated, and I

think the more expensive ones have lithium batteries that last like ten years. It’s significant. They don’t need to be replaced.”

Single-use pyrotechnic marine flares expire and must be replaced approximately every 42 months. However, due to their classification as hazardous waste, proper disposal of these pyrotechnic marine flares is restricted and extremely expensive, costing up to $50 per flare for safe disposal. The difficulty of disposal of these single-use flares causes some boaters to continue to store them, dispose of t hem in regular garbage, or even throw them into lakes, rivers, and oceans. In addition, pyrotechnic marine flares contain a multitude of toxic chemicals, including perchlorate, that can leech into the d rinking water supply and damage the environment when improperly disposed of. Currently, many counties in California have no safe disposal options for single-use pyrotechnic marine flares.

“I believe there’s only two incinerators in the United States that can properly,” said Hood. “Basically, when a flare is expired, it is a hazardous toxic material, and in order for it to be transported, it has to be in something called a class four

magazine. And then it has to be shipped in that special magazine… to the company that incinerates them.

“ That’s why it’s so significant that the education and the trend change,” said Hood. “It’s not the future.”

Recommended Best Practices for Marine Pyrotechnic Flares Disposal:

• Never put flares in the regular trash or any waterway. It is illegal and can endanger solid waste workers or our waterways.

• Do not discharge expired marine flares during civic fireworks festivities or any event. Firing a flare in a non-emergency is considered a false distress message —it is a federal crime and is treated seriously by law enforcement. U.S. Code Title 14, section 88 provides that an individual who knowingly and willfully communicates a false distress message to the Coast Guard or causes the Coast Guard to attempt to save lives and property when no help is needed is guilty of a Class D federal felony (subject to up to six years in federal prison, up to $250,000 in fines a nd reimbursement of all costs the Coast Guard incurs as a result of the false distress signal or call). In addition, misuse of marine flares can c ause serious injuries and can be a fire hazard.

• Encourage your county to conduct a collection event for recreational boaters.

• Purchase a USCG-approved electronic visual distress signal to replace old pyrotechnic flares. Electronic visual distress signals are reusable alternatives that do not release chemicals when used, do not expire, and are safe to use.

• Stay informed about legal methods for disposal of hazardous waste and tell other recreational boaters when safe marine flare disposal becomes available. Your marina or yacht club

DANA POINT — Dana Point, the city famous for year-round whale watching, is celebrating whale migration season with the 52nd Annual Dana Point Festival of Whales, March 4 - 5. The festival, now in partnership with the Dana Point Chamber of Commerce, commemorates the annual migration of California gray whales through Dana Point, the honored Dolphin and Whale-Watching Capital of the World ®.

“The Chamber of Commerce is thrilled to work in partnership with Dana Wharf Sportfishing & Whale Watching and Dana Point Harbor Partners to carry on a tradition that is so treasured by the community,” said Vickie McMurchie, Executive Director of Dana Point Chamber of Commerce in a press release from Feb. 1. “This beloved annual celebration brings locals and visitors together to highlight the prevalence of environmentalism, art and community in Dana Point and we’re honored to be more involved this year.”

The festival wasn’t always what it is today. It started as a five-day celebration in March, then transformed into a nineday festival in February before it eventually grew into the weekend celebration it is today.

Dana Point kicked off 2023 by witnessing the birth of a gray whale calf outside of Dana Point Harbor— a story still fluttering around the city. The incredibly rare event is an excellent representation of what the Festival of Whales is all about. Since Jan. 1, Dana Point has seen sightings of 113 gray whales, some of them being cow/calf pairs. California Trail Marathon Championship

CATALINA ISLAND — On March 11, Spectrum Sports Management, Inc. will host the California Trail Marathon Championship. This marathon will be the 46th anniversary of the event, also known as the Catalina Island Marathon.

Considered a “bucket list” trail marathon by most, the event is California’s oldest trail marathon and the only one that runs across an island in the Pacific Ocean. The marathon starts in Two Harbors and runs back to the City of Avalon. Along the way, runners will encounter views of the Pacific Ocean, wildlife, wildflowers, and scenery you can only experience by running at the island’s peaks.

The marathon begins at 7 a.m. in Two Harbors (those wishing to walk the marathon will start at 6:30 a.m. and have an eight-hour cut-off time), and the 5K & 10K are at 8:15 and 8:30. This event benefits the Catalina Island Conservancy and its mission to keep Catalina Island pristine and beautiful.

The Catalina Island Marathon costs $200, and the 10k currently costs $65 and will increase to $70 after March 5. The 5k currently costs $60 and will increase to $65 after March 5. In addition, there is a kids run that currently costs $25 and will increase to $30 after March 5. The kids run is a 1k starting at 9 a.m. in Avalon, and parents are welcome to escort their little runners to the finish line in downtown Avalon.

The course is marked with arrows to guide runners and cones to block roads and trails that need to be avoided. In addition, look for flour on the ground to

keep you in the right direction.

For those interested, the Catalina Island Triple Crown Challenge is $320 and includes the 2023 Catalina Island Marathon, the 2023 Catalina Island Half Marathon, and the 2024 Avalon 50M/5k races.

Long Beach Yacht Club Announces Lineup for 2023 Congressional Cup

LONG BEACH The world’s top match r acing skippers will return to Long Beach from April 18 - 22 for the 58th Congressional Cup regatta – presented by Long Beach Yacht Club— a premier event on the prestigious World Match Racing Tour.

Reigning 2022, Congressional Cup Champion Ian Williams (GBR) will return to defend his title and clinch the crown as the winningest skipper in Congressional Cup history. However, Williams’ attempt won’t go without challenge. On the roster this year are some of the top match racing skippers on Earth, as ranked by World Sailing: the governing body for the sport of sailing. Number-one-ranked Chris Poole (USA) seeks to continue his determined climb up the Congressional Cup ladder. Poole finished third in the Spring 2022 running – edging out a past champion (2009), Johnie Berntsson (SWE), who also returns this year, eager to add another Crimson Blazer to his closet. Jeppe Borch (DEN), who ranks number three, will also be appearing, in addition to fifth-ranked Eric Monnin (SUI), back after a 2022 ‘babymoon’ h iatus. A perennial Congressional Cup favorite, in 2021, Monnin captured his first podium finish and is poised to continue his ascent.

But that’s not all, folks. The lineup includes Nick Egnot-Johnson (NZL), who was recently crowned 2022 World Sailing Match Racing World Champion, plus H arry Price (AUS) and hometown favorite David Hood (USA) – all of who

a re veterans of Congressional Cup racing. Rounding out the Congressional Cup roster will be the top two finishers in the April 13 to 15 Ficker Cup regatta. Opener for the 2023 WMRT and a prominent Grade Two event in its own right, t he Ficker Cup also serves as a qualifier for the Congressional Cup. As a result, t he 2023 field is vibrant, and competition will be thrilling when racing begins on April 18.

The Congressional Cup is recognized as the ‘grandfather’ of modern worldclass match racing. Founded by Long Beach Yacht Club in 1965, the event set the standard for top-level match racing worldwide, pioneering the concept of onthe-water umpiring in a spectator-friendly venue.

A fter a practice day on April 17, racing will begin on April 18 off Belmont Veterans Memorial Pier at roughly 11:30 am each day. Five days of racing will see the sailors compete in a double round-robin format that gives competitors two c hances to familiarize themselves with the boats and conditions and sharpen their skills. Famed for turning the leaderboard upside down, the 10-boat double round-robin format promises spirited contests as teams pair off and battle around the course.

Matches are held directly off the pier, where spectators can enjoy live commentary and camaraderie. After three days of round-robins, the leaders will advance into semi-finals and petit finals, culminating with the final matches Saturday, April 22, where the winner of the Congressional Cup will receive the coveted C rimson Blazer. The Crimson Blazer is

Maneuvering Your Boat with Dock Lines— Part One of Five

Ahoy Sailors, as you may or may not know, dock lines are ropes that secure your boat in place at the dock for short-term mooring. They’re often made of nylon, making them strong, elastic, and resistant to abrasion, UV rays, and rot. Dock lines are a must-have for your boat, so you must know how to use them. Here is the first of five basic techniques that allow your dock lines to go above and beyond their usual duties. Stay tuned. I will explain the next four techniques in the following issues of the Log’s Sailing 101.

First Technique—Springing Off

When the wind is up and you’re pinned against the dock, it’s time to use what might be the most known dock line-assist technique — springing off. First, use a spring line and a sturdy dock cleat or piling to position yourself off the dock. A couple of large fenders and a crew member that has been briefed on the process beforehand and knows what’s expected is all that this maneuver requires. Steps will vary, depending on whether you want to leave the dock stern-first or bowfirst. Other circumstances include wind strength, current, and the proximity of other boats around you. A Preview for Lake Garda 2024

Wildlife Conservation Board Funds Environmental Improvement and Acquisition Projects

The Wildlife Conservation Board (WCB) approved approximately $70.14 million in grants to help restore and protect fish and wildlife habitats throughout California at its Jan. 13 meeting. The t hree projects approved will benefit fish and wildlife via funding tools that support biodiversity, watershed restoration, c limate resiliency, and working landscapes that integrate economic, social, and environmental stewardship practices beneficial to the environment, landowners, and the local community.

F unding for these projects comes from the General Fund, Budget Act of 2022. It supports the 30x30 Initiative— the goal to conserve 30 percent of California’s lands and coastal waters by 2030, and nature-based solutions.

Funded projects:

• A $26 million grant to Point Blue

Conservation Science for a cooperative project with local volunteer educators and students. This project w ill implement wildlife habitat restoration on working lands in multiple counties across California.

• A $24.73 million grant to Point Blue Conservation Science for a cooperative project with the National Fish a nd Wildlife Foundation, U.S. Forest Service, U.S. Fish and Wildlife Service (USFWS), and Sierra Meadows Partnership to plan. This project w ill implement and monitor meadow restoration in the Sierra Nevada a nd Cascade mountains spanning 23 California counties.

• A $19.41 million grant to the California Association of Resource Conservation Districts for a cooperative project with the California Department of Fish and Wildlife, the California Department of Food and Ag-

riculture, the California Department o f Conservation, the USDA Natural Resource Conservation Service, a nd USFWS. This project will expand monarch, pollinator, and other w ildlife habitats on public and private lands and assist landowners in

i mplementing carbon farm practices that create habitat and sequester c arbon in multiple counties across California.

WISE ANGLERS MONITOR THE WEATHER TO PICK GOOD WEATHER DAYS FOR FISHING

Another effect of the unsettled weather conditions is that the water temperatures off the Southern California and Northern Baja coast have dipped down into the 57.5 to 60 degree range. In addition to the bottom fish species there have been a few calico bass and barracuda biting along with a chance at finding some yellowtail. The most recent trips had very good fishing for the bottom fish species and found a few bass and barracuda biting but the yellowtail fishing was slow. If you do locate some
