Balboa Yacht Club hosts annual wooden vessel parade, silent auction and family fun for the weekend of June 8. By Devon Warren NEWPORT BEACH — Balboa Yacht Club welcomes the 5th annual Newport Beach Wooden Boat Festival, June 8-10. A popular event many yachting enthusiasts look forward to each year, admission to the show is free and will be a gathering of some of Southern California’s best vintage and new wooden boats. More than 50 classic show-ready wooden vessels will be displayed on land and in water, including one of the more recent SoCal Classic spotlights by The Log, Sea Boarder. Members of the Classic Yacht Association – who in the past have mentioned the desire to increase membership – are often in attendance at this show, which boasts a variety of wooden vessels with intriguing histories. Twiggy the Waterskiing Squirrel cruises into retirement 2C

Deltona, FL — For decades, the iconic water-skiing squirrel Twiggy has been entertaining trade-show goers, movie fans and others all around the world with her abilities. In April, it was reported Twiggy and handler Lou Ann Best would be retiring from shows. It all started when Best and her husband, Chuck, found an abandoned baby squirrel in 1978 after her nest had been destroyed by a hurricane. The Bests had previously bought their daughter a toy boat, which they would eventually use to train Twiggy to water-ski. In 1997, Best’s husband had a boating accident that took his life. Norwegian Cruise Line introduces new ship Norwegian Bliss NEW YORK (AP) — Norwegian Cruise Line’s newest ship, Norwegian Bliss, has begun its U.S. inaugural tour with stops in New York, Miami and Los Angeles before a christening in Seattle kicking off a season of cruises to Alaska. Michigan calls on state anglers to share data about catches LANSING, Michigan (AP) — As the open-water fishing season

begins in Michigan, state biologists are asking anglers to share information about their catches. The Department of Natural Resources is assigning creel clerks to boat launches and piers around the state. They’ll survey anglers about matters such as trip length, target species and the number and type of fish caught. In some cases, they may ask to measure or weigh fish and take scales or other body parts for aging. Students participate in Michigan program raising salmon By KATE CARLSON Midland Daily News MIDLAND, Michigan (AP) — Fifth-graders recently said goodbye to the 117 Chinook salmon they had raised in their classroom for months as the fish were carried away by the current of the Pine River. Pine River Elementary School in the Bullock Creek district is one of three schools in the Great Lakes Bay Region raising Chinook salmon. The eggs were provided to Rebecca Dubuque’s fifth-grade classroom in October by the Michigan Department of Natural Resources with support from the Great Lakes Bay Region Steelheaders Chapter. About 300 schools across the state take part raising salmon in classrooms with the goal of encouraging students to become advocates for the Great Lakes and the environment, Susan Rummel, a member of the Great Lakes Bay Region Steelheaders Chapter, told the Midland Daily News. It is Dubuque’s fourth year raising salmon in her classroom, said the fifthgrade teacher. Raising more than 100 salmon is worth it in the end, because it gets her kids interested in salmon, conservation and the fishing industry, Dubuque said. Dubuque’s students all had jobs to take care of the salmon, from changing the water three times a week, feeding them and tracking their growth. Funding for about $1,200 in equipment to raise the salmon was provided through

the Great Lakes Bay Region Steelheaders Chapter. Tanks had to be aerated and kept at 55 degrees Fahrenheit using chillers. The Chinook salmon were about four inches long when the students released them into the Pine River at the Chippewa Nature Center on May 4. The fish had reached a point in their life where they were about to imprint -- meaning they should to the Pine River where students released them when they are ready to spawn. A new dock on the Pine River at the nature center allowed more children to witness the release of the salmon. Students took turns scooping salmon out of a bucket with a net and letting them swim downriver.

STATE Bay area gray whale’s death caused by ship collision SAN FRANCISCO (AP) — Marine experts say a dead gray whale found in the San Francisco Bay appears to have died from blunt-force trauma from a ship. It’s the third gray whale found dead in the San Francisco Bay since March, when a gray whale that died of malnutrition was found on Angel Island. Another died last month after an orca attacked it and it then got entangled in fishers’ nets. The Marine Mammal Center in Sausalito said a team of 11 scientists found significant bruising and hemorrhaging to the whale’s blubber and muscle tissue and several skull fractures. It said the team on Wednesday performed a necropsy on the 44-foot adult female gray whale. Gray whales are making their annual northward migration from Mexico to Alaska.

Re: Battling “sneakaboard” tenants in Southern California (April 20-May 3 issue)

SoCal vs. every other state What a bunch of crap – who came up with this? It does not surprise me though. Only in California do you constantly have people interfering and criminalizing otherwise law-abiding citizens. To refer to someone as a sneakaboard who has paid an exorbitant amount for their vessel, plus insurance, and ridiculous slip fees, along with state and county property taxes is the most insulting and completely ridiculous accusation or attempt I have ever heard and to compare them to squatters is absolutely insane. I have lived on my vessel for over 20 years in Southern California, a $750,000 vessel, and pay over $2,000a year in property taxes and for what? The slip fees are completely out of line with the rest of the U.S and the facilities for the most part are sub-par. The City does absolutely nothing to promote or encourage boating in comparison to many, many other states and communities. Perhaps the marinas, local and

state governments should take a look at themselves and their services or lack of before making stupid claims and titles to people who have worked hard and deserve a fair opportunity to live the way they choose. Capt. Mike Thompson

Sneakaboards are not the issue As someone who has lived aboard, both as a sneakaboard and now as someone who holds a liveaboard permit for my vessel, I can tell you that the main issue is not the sneakaboards who want to pay for the services that they are using, but the derelict people that buy floating piles of garbage from harbor masters and then further trash the boats, docks and surrounding areas. This article does a poor job at explaining the situation. Harbormasters will keep boats that have been totaled in their marinas and sell them to derelicts to bring up their bottom line. Imagine if a car lot kept a bunch of rotting totaled cars that can’t move instead of paying to have them cleared out of the lot, and instead sold them to street bums; it seems pretty obvious that

Sneakaboards: Too Much Government Regulation? Where do boaters’ rights end and governmental mandates take charge when it comes to living on boats? By Parimal M. Rohit

STATEWIDE — The term “sneakaboard” certainly garnered the attention of The Log’s readers. Coverage in our April 20-May 3 issue was an opening salvo, bringing the term “sneakaboard” to the head of the line to explore what it means and why it matters to boaters and harbor managers alike. People living aboard a boat without permission might not be a new topic. The bigger question is to what extent living aboard one’s boat should be regulated in the first place, if at all. To date there appears to be no answers, let alone a cohesive direction as to how to manage those who seek to live aboard their boats. Is a contractual relationship between liveaboard and marina enough? Should harbors and marinas be more flexible with the mix of liveaboards they allow in light of what elected officials and the media identify as a widespread housing crisis in Southern California? Readers provided interesting feedback of

our coverage, all of them opposing regulation, in one form or another, of living arrangements aboard a vessel. “With the housing shortage that we are experiencing in California, I am surprised that the ports/cities/marinas have not expanded the percentage of liveaboards allowed,” Lucinda Lilley said on a Facebook share of The Log’s article. Lisa Barrick, who identifies as a liveaboard, wrote she found the term “sneakaboard” to be misleading. “As a liveaboard I was expecting to hear about people actually sneaking in and onto other people’s boats, which has been known to happen. It’s the bigger issue, not the vessel owners who decide they want to liveaboard their own property,” Barrick wrote to The Log via Facebook. Barrick raises fair and valid questions. Is it fair to identify someone who makes his or her boat a residence as a “sneakaboard” (versus someone who might come onto a recreational vessel without the owner’s permission)? OCEANSIDE — San Diego County’s northernmost harbor is soon approaching its 60th anniversary – the landmark arrives in 2023 – but did you know a recreational boating destination in Oceanside initially met with opposition from an arm of the federal government. An Oceanside historian noted the city looked into the possibility of a harbor back in 1949. Proposals, however, met with pushback from the military personnel at Camp Pendleton, which is adjacent to the northwestern Oceanside coastline. Opposition thawed about nine years later, when federal military officials signaled a willingness to build a harbor in the shadows of Camp

Pendleton. Plans finally came to fruition in 1959, when a delegation from Camp Pendleton met with Oceanside’s leadership and congressional representatives to designate the area where a new harbor would be built. A harbor district was created in 1960, followed by a groundbreaking in early 1961. The harbor itself was completed in June 1963 – with a price tag of $7 million. Oceanside Yacht Club was founded a few months later. Groundbreaking on the Cape Cod-style village occurred in 1964. The $7 million price tag to build Oceanside Harbor, when adjusting for inflation, would cost nearly $57.5 million today, according to the U.S. Bureau of Labor Statistics. The harbor district eventually merged with City Hall, as Oceanside Harbor becoming a city entity in 1993.

Poe was born on May 3, 1963 and raised in San Francisco’s Bay Area. He had been sailing since the age of three. MANHATTAN BEACH — Andrea Newmark, who served as a board member and past president of the California Yacht Brokers Association, or CYBA, died in February after a long battle with a debilitating illness. Guy Newmark, her husband of 46 years, and her son, Matthew, survived Andrea Newmark, 71. She was born in Cincinnati, Ohio on March 20, 1947 and attended Deaconess School of Nursing and later earned degrees in nursing and psychology. Guy and Andrea Newman married in April

1972. Information shared with The Log about Andrea Newmark’s life stated she was a Registered Nurse who worked for a prominent plastic surgeon in Beverly Hills. She also loved fashion and, according to information shared with The Log, once worked for Ralph Lauren. Andrea Newmark called Manhattan Beach home and was a member of the local country club. She spent the last 10 years of her life battling Parkinson’s disease. A memorial service was held at her Manhattan Beach residence on March 29.

“Perhaps the marinas, local and state governments should take a look at themselves and their services or lack of before making stupid claims and titles to people who have worked hard and deserve a fair opportunity to live the way they choose,” he continued. What governments, harbors and marinas often do rely upon, however, is a confined set of laws limiting the rights of liveaboards (for better or worse). David Weil, who authored The Log’s “Ask The Attorney” column series, regularly stated boat owners and renters had limited rights when it came to living aboard a recreational vessel. “State and federal law assume that people who live aboard a boat do so as a matter of choice rather than necessity and, as such, liveaboards are not afforded the same protections as people who live in more traditional

spaces,” Weil wrote in a 2011 column. He echoed a similar position nearly four years later, in a column outlining his legal analysis of marina tenancies. “The bottom line is that a marina tenant, even a liveaboard tenant, is not renting a home. He or she is simply renting a parking space for a home that they already own,” Weil wrote in his November 2015 column. But what protections should be afforded to boat owners who choose to live aboard their vessels? Should slips continue to be treated as parking spaces for the purposes of limiting boaters’ rights? Is there a happy medium where some level of basic regulation could co-exist with lifestyle choices of boat owners? What are harbor and marina managers doing to address other issues raised by The Log’s readers?

TAKE ACTION Regulating liveaboard activities at our harbors and marinas is an evolving topic. The Log will continue to reach out for additional perspectives in future issues. Boaters, in the meantime, are encouraged to engage in a conversation with harbor/marina managers about what to do about “sneakaboards” at their local waterfronts. Taking over routine responsibilities from the Coastal Commission Your story is misleading and sends the wrong message. Of course Newport Harbor is not a port. Proposed AB 1196 would designate it one, if approved. The Coastal Commission did not vote on an action. Why would the City of Newport Beach want to have Newport Harbor designated as a port? The reasons were stated at prior Newport Beach City Council hearings and are part of the public record. Currently, the city first processes and approves an application (an example given was dock repair and maintenance) then forwards the city approved application to the Coastal Commission for their review and approval. This process cost the applicant lots of money and due to the permit processing backup at the Coastal Commission, months to obtain approval. Not only does the cost and permit timeline discourage applicants from filing applications for needed repairs and maintenance, but the lack of maintenance impacts the environment, the city’s image and tourism revenue. By having Newport Harbor designated a port the city hopes to take over these routine responsibilities from the Coastal Commission subject to Coastal Commission rules with any action(s) taken by the City appeal-able to the Coastal Commission. These routine actions are identified in a Port Master Plan approved by the Coastal Commission in a similar process to a Local Coastal Plan. Why would the city want to take on this responsibility? The city believes it can process these routine permits faster and cheaper than the Coastal Commission is. Who approves the Port Master Plan? The Coastal Commission does similar to

The equipment will provide the Harbor Department and the surrounding region with the ability to respond to the immediate needs of an oil spill.”

Channel Islands Harbor will have access to a state grant to help respond to oil spills. The funding will help the harbor purchase equipment and provide training.

Ventura Harbor could update docks, fishing pier What Happened: The Ventura Port District’s Board of Port Commissioners was presented with a staff report on the potential replacement of four docks at Harbor Village Marina and a commercial fishing pier during it April 25 meeting. Commissioners also received a report on the condition of the Fish Pier at their May 9 meeting. Harbor Village Docks C, D, G and H are wooden and have been in place for about 40 years. Port district staff described the wooden docks as being “in a very substandard condition.” Four other docks (E, F, I and a portion of D) were replaced with a concrete system nearly one decade ago. Replacing the remaining docks with a concrete system could cost about $4.5 million, according to port district staff. The port district, meanwhile, has been trying to extend the commercial fishing pier’s service life for more than 10 years now. Replacing the pier with a like-sized structure could cost somewhere between $3 million and $5 million to build. What’s On Tap: The port district will continue its current analysis of the commercial fish pier and weigh multiple dock replacement scenarios.

What’s On Tap: Balboa YC will install new pre-treated timber decking in place of the aging dock floats at its marina, which is home to 64 slips. Slip sizes range from 30 to 90 feet; a majority of slips accommodate boats in the 35- to 40-foot range. No changes would be made to the number of slips, slip mix or dock footprint.

CORONADO — The debate of whether to allow new offshore drilling opportunities off the coast of California has trickled from the capitol building in Sacramento all the way down to City Hall in Coronado. Coronado’s City Council could soon have a discussion of whether to ban offshore drilling activities off its coast. The San Diego suburb’s western shore rests on the Pacific Ocean and could be one of the first areas affected should an oil spill strike the Southern California metropolis. Council member Whitney Benzian sent a letter to his colleagues on the dais, April 12, requesting they join him in supporting a resolution calling for the ban of offshore drilling activities. “I am proposing we support a resolution expressing our opposition to offshore drilling,” Benzian wrote in his memorandum. “In short, the potential long term environmental and economic damage a spill would do to our ocean, bay, beaches, wildlife, city, region and state drastically out-weighs any short-term incentive to drill off our beautiful and clean coastline.” Benzian added offshore drilling could be harmful to Coronado’s economy. “The reasons to support this resolution are many and here are a few for your consideration: The Coronado and regional economy depends on tourism, recreation and fishing to thrive. Without clean water these industries would collapse,” Benzian wrote in his memorandum. “According to a study by Oceana, the 1969 Santa Barbara spill, the 2015 Refugio Beach spill

and chronic leaks from regular pipeline work has ‘released more than 4 million gallons of oil into the Pacific Ocean.’ Let’s not add to this problem by increasing oilrigs. “The same report notes that in California alone, 596,254 jobs are at risk and $42.3 billion in GDP if a spill took place off our coast,” Benzian continued. “These facts just speak to the economic impacts. The environmental and wildlife impacts would be catastrophic. Let’s join the many other California coastal cities in opposing this plan.” Benzian’s letter was included in the Coronado City Council May 1 agenda packet as a written request. The council did not discuss the matter or take any action on Benzian’s request. An update on when Benian’s letter would actually be debated or discussed was not immediately available. The council member’s request, however, was consistent with a section of Coronado’s 2018 legislative policy guidelines, which was published on Feb. 20. Page 12 of the policy guideline document specifically states the City Council should “oppose legislation which includes any San Diego coastal areas in the lease/sale program until environmental protection has been assured and the need for this resource has been demonstrated.” The policy guidelines added the City Council should “support legislation which provides for oil spill prevention and response” and “support legislation which creates a Coastal Sanctuary which prohibits a state agency from entering into a new lease for the extraction of oil in state waters.” The City Council, according to the policy guidelines, should also “support legislation which provides funding for waterfront coastal restoration, protection and enhancement” and “support legislation to fund advance planning for the potential of sea-level rise.”

SACRAMENTO — California’s state legislators continue to engage in a game of chicken with the White House, as two bills challenging Pres. Donald J. Trump’s plan to expand oil and gas lease opportunities in federal waters made it out of their respective committees and move forward to the next stage of review. State Sen. Hannah-Beth Jackson’s Senate Bill 834 (SB 834) was approved by the upper house’s Natural Resources and Water (6-2 vote) and Appropriations (6-0 vote) committees on April 16 and 30, respectively. Assembly Bill 1775 (AB 1775), meanwhile, cleared out of the lower house’s Natural Resources Committee on April 9 by a 7-3 vote; Assembly members Al Muratsuchi and Monique Limon introduced AB 1775 earlier this year. Both bills have since been placed on the suspense file, meaning they will be reviewed in greater detail due their respective budgetary implications. SB 834, for example, would result in an “unknown loss of revenue” by prohibiting the State Lands Commission to enter into, extend, modify or renew leases for the exploration or production of oil and gas on state tidelands or submerged lands on the Outer Continental Shelf (OCS). Jackson’s proposal would specifically grant the State Lands Commission authority to deny expanded offshore drilling opportunities on new right-ofway leases. “Currently, [State Lands Commission] and local trustees have 19 right-of-way leases to allow pipelines that transport oil and natural gas produced in federal waters across state waters. Once onshore, the oil or gas can be process and transported to refineries to become transportation fuels,” a legislative analysis of SB 834 stated. “If new oil and gas leases are issued by the federal government, the product would need to be transported for processing and refinement, then to market. “This bill gives [the State Lands Commission] the authority to deny expanded offshore drilling by prohibiting the issuance of new right-of-way leases or the renewal, extension, or modification of any existing lease for new oil or gas exploration, development, or production,” the legislative analysis continued. AB 1775 also prohibits new leases or construction of oil-and-gas-related infrastructure on state tidelands or submerged lands on the OCS. A legislative analysis of AB 1775 stated California’s General Fund could lose some revenue should the bill become law, but such losses would be

unlikely. “There is a potential for an unknown amount of future forgone [General Fund] revenue, however unlikely, since [the State Lands Commission] has not approved a new offshore lease since 1968,” the legislative analysis out of the Assembly’s Appropriations Committee stated. The State Lands Commission, in 2001, issued a few resolutions in opposition of federal offshore oil and gas leases. Each resolution was based upon the aim of avoiding another oil spill similar to what happened in Santa Barbara in 1969. “The foundation for each resolution was the same: the danger of an oil spill like the 1969 Santa Barbara oil spill was too high and oil development and potential spills would adversely affect fishing, tourism, and environmental, recreational, economic, scenic and other values,” a legislative analysis of AB 1775 stated. “The resolutions are also based on and expressive of the state’s policy and practice of not issuing new offshore leases.” Offshore drilling on the Pacific Ocean OCS was prohibited through 2022 under the Obama administration. The prohibition, however, was to be reconsidered as part of review under an executive order issued by Trump last year. The State Lands Commission is a three-member independent panel; sitting on the panel are the acting Lt. Governor, State Controller and Director of Finance. It manages nearly 4 million acres of Public Trust lands, tidelands and submerged lands and has authority over lakes, rivers and sloughs. “The commission has exclusive jurisdiction over un-granted tidelands and submerged lands owned by the state. It has also maintained exclusive jurisdiction over the leasing of offshore state lands for oil and gas production since 1938 as well as issuing right-ofway leases for pipelines necessary to support offshore oil and gas infrastructure,” the Assembly’s legislative anal-

Numerous state entities … opposed the proposed leasing, as did [Gov. Jerry] Brown, both U.S. Senators representing California, many members of [California’s] congressional delegation, and members of the legislature,” the most recent legislative analysis out of the State Senate said. “They cite as reasons for their opposition, flaws in the federal authorities’ leasing process, the significant risks to the environment and the coastal economy – now valued at $44.5 billion annually – without a commensurate benefit, and an apparent lack of interest from industry, among others.” An estimated 18 million barrels of oil were produce from California’s offshore fields and OCS waters, combined, in 2016, according to the California State Senate. “California is a major producer of oil and gas from both onshore and offshore fields. Offshore fields may fall under the State’s jurisdiction or be situated in adjacent federal waters,” the State Senate’s legislative analysis of SB 834 said. “More than 50 offshore oil and gas leases were issued between 1938 and 1968. In general, lease terms remain in effect as long as oil and gas production continues and lease terms are met. When production ceases, a lease should be quitclaimed back to the [State Lands] Commission after the infrastructure has been removed and the lease terms satisfied.”

SAN DIEGO — Shelter Island Boat Launch Ramp will remain closed at the start of San Diego’s boating season and into the beginning of summer as the venue’s improvement project suffered another delay, it was announced on May 10. The boat launch ramp’s improvement project was supposed to be completed ahead of this year’s Memorial Day Weekend, but the Port of San Diego stated “longer-than-expected delays” will keep the high-traffic boating venue offline for a few more weeks. Boating season traditionally begins Memorial Day Weekend and continues through Labor Day. The Port of San Diego anticipates the boat launch ramp will re-open in late 2018. Port district staff added there is a possibility one lane could be temporarily opened to the public during the summer season. “During excavation operations, the contractor encountered an extensive amount of large buried concrete debris, and the removal of this debris required a change to the project schedule,” port district staff stated. “Given the recent findings, the Port is working with the contractor, and staff from the California Coastal Commission and the Department of Boating and Waterways, to allow for the temporary use of one boat ramp lane by the public beginning later in the summer season.” This is the second delay announced by the port district in two months; construction was initially delayed in March. The revitalization project was about 50 percent behind schedule in January. “The Port of San Diego recognizes that this extended closure impacts boaters during the summer season, but due to safety concerns, the ramp cannot be opened at this time,” port district staff said in a released statement. “We apologize for the inconvenience and appreciate your patience as we continue

this project.” Work on Shelter Island’s boat launch ramp – the busiest in San Diego – began in May 2017, meaning it has been under construction for one year now. Port district staff anticipated work the revitalized boat launch ramp would be completed within nine months. The original target for the launch ramp’s re-opening was set for March of this year, but “an unforeseen element” forced port district officials to alter plans. Shelter Island Boat Launch Ramp has been closed in entirety since the end of summer last year. The boat launch ramp improvement project carries a $9.5 million price tag; the Department of Boating and Waterways, Wildlife Conservation Board and Port of San Diego provided funding for the project. Shelter Island’s 10-lane boat launch ramp handled about 50,000 boats annually, according to port district staff. Improvements were necessary, they added, to address wearing and the corrosive effects of seawater. “The heavy daily use, and the increase in larger recreational boats, resulted in congestion and delays in launching,” port district staff stated. An updated boat launch ramp at Shelter Island is expected to be safer for launching and more navigable for boaters once in the water, according to port district staff. “Upgrades include enlarging the maneuvering area in the basin, replacing the worn-out launch ramp, increasing the lengths of the boarding floats, installing public walking platforms with viewing areas, installing signage and lighting and updating the docks, public walkways, adjacent parking and restroom to current Americans with Disabilities Act Standards,” port district staff said in a released statement. Workers are currently conducting pile-driving operations. A few items, such as demolition of the previous boat launch ramp, installation of a temporary cofferdam, and fabrication and partial installation of breakwater wall panels, have reportedly been completed. SAN DIEGO — Sea level rise is real and more needs to be done to address its potential impacts. This was the message advanced by the U.S. Navy and Port of San Diego, as both agencies entered into a memorandum of agreement to coordinate and cooperate on sea level rise preparedness and adaptation, May 8. The Port of San Diego’s Board of Port Commissioners unanimously approved the memorandum at its May meeting. Commission members hailed the partnership with the Navy as a milestone for California’s southernmost coastal region. Commission Chair Rafael Castellanos said the partnership between the port district and U.S. Navy transcends politics and demonstrates a need to proactively address sea level rise. “There are a lot of politics associated with sea level rise [and] climate change, but the reality is when you have someone like the Navy that understands the significance of this and is planning for this, [regardless] of the politics, that’s something we all need to pay attention to,” Castellanos said. “We need to preserve our quality of life. We have to think long-term about protecting the Port of San Diego.” Commissioner Marshall Merrifield said preparing for potential sea level rise is smart planning, as the San Diego Bay is surrounded by an international airport, residences, an urban downtown core, tourist attractions, businesses and the Navy. “We also have a lot of economic activity: 33,000 jobs are contingent on the bay,” Merrifield said. “It’s not just about preparing for [storm surges or sea level rise], but it’s recovery from

NEWPORT BEACH — Efforts to establish a second permanent (and yearround) anchorage at Newport Beach Harbor have hit a snag, as the U.S. Coast Guard withheld initial support of the city’s plans. Newport Beach officials, however, will be meeting with representatives of the Coast Guard’s Los Angeles-Long Beach Sector to discuss the possibility of a trial run. The city’s second anchorage, which is located near the Turning Basin in the harbor’s west end, had operated as a temporary boating venue during the past few years. A permanent public anchorage already exists on the east side of Lido Isle. City officials hoped to establish the anchorage as a permanent facility this year, however the Coast Guard’s lack of support, as of now, has put those plans on hold – at least for now. High traffic volume in the Turning Basin area was cited as the reason for the lack of Coast Guard support, two sources with Newport Beach City Hall confirmed. Newport Beach Harbor Resources Manager Chris Miller told The Log he is campaigning the Coast Guard to reconsider its position and allow the city to move forward with a trial run of the public anchorage. Miller added he hopes to ease the Coast Guard’s concerns about safety and traffic. The west end anchorage, however, won’t be operational in time for Memorial Day, Miller said. Whether it does come online at some point during the next few months will depend upon his discussions with the Coast Guard. Newport Beach’s City Council would also have to approve plans should the

Coast Guard be on board. Plans to make the city’s second public anchorage permanent began earlier this year with a recommendation by the Newport Beach Harbor Commission. Commissioners specifically recommended city staff to jump over the various hurdles to create a permanent and year-round anchorage at the Turning Basin. A representative from the Coast Guard’s Alameda base visited Newport Beach and toured the portion of the harbor where the permanent anchorage was proposed. The representative, according to Miller, expressed some concerns but said the Coast Guard would conceptually be open to a trial run before considering a permanent year-round anchorage. Miller added the Coast Guard wanted to be involved with such a trial run, if it were executed. City staff then followed-up the meeting by submitting a formal proposal for a permanent and yearround anchorage near Newport Beach Harbor’s Turning Basin. The proposal was not approved, with the Alameda base relying upon advice of the Los Angeles-Long Beach sector. Miller, accordingly, reached out to the Los Angeles-Long Beach sector to request a meeting between Coast Guard representatives there and Newport Beach’s city staff, with the intent of discussing concerns and negotiating a solution. The future of the anchorage remains uncertain at this time, but Newport Beach has spent a few years trying to make the venue work as a destination for boaters angling to visit the central Orange County coast. A temporary anchorage at the Turning Basin was first established in 2015 and was brought back again in 2016 and 2017. Each temporary anchorage was established during peak boat season and with the intent of measuring demand for a second such venue in Newport Beach.

Catalina Island Conservancy anticipates grand opening of Trailhead Visitor Center in late summer AVALON — Catalina Island Conservancy has been working diligently toward finishing one of the most highly anticipated recent projects: the new Trailhead Visitor Center. Scheduled to open in August of 2018, the trail is located in a prominent position where most come in through Avalon. Dubbed the “Imagine Catalina” campaign and following the completion of Trekking Catalina, which adds 27 miles of new and enhanced trails and eco-friendly restrooms, the Trailhead Visitor Center aims to welcome each guest as they explore Catalina’s beauty. Towards the end of April 2017, Catalina Island Conservancy held the 23rd Annual Ball welcomed guests who focused on some of the major accomplishments by Catalina Island Conservancy, namely the progression towards opening Trailhead Visitor

Also coming to the largest recreational boating harbor in Los Angeles County is 2018 Cal Race Week (June 2-3). Both events are held at California Yacht Club in Marina del Rey.

California Cup Participation in the California Cup is for the Pac52 Class and by invitation only, according to the Notice of Race. The racing committed has schedule eight races for the California Cup Regatta - three on June 1, three on June 2 and two on June 3. King Harbor Yacht Club welcomes young sailors at Optimist regatta Ken Hoover Memorial Youth Regatta held final series event at Redondo Beach. REDONDO BEACH — King Harbor Yacht Club played host to the final event of the Carrie Series of ‘Optimist’ youth sailing regattas, wrapping up this annual six-race competition, May 5-6. The rookie sailors competed on a racecourse inside the breakwater. The “Champion Fleet,” which participates in the International Optimist competition, sailed in the open ocean. Optimists are 8-foot, single-sail race boats, piloted by single youth racers, ages 8-15 and comprise the largest ‘one-design’ competition fleet in the world, with racers graduating to become the best high school, university, and Olympic sailors. Katherine Doble, from California Yacht Club, won the local Ken Hoover Memorial Trophy, as well as the Carrie Series overall regional championship.

Blake Behrens, Santa Barbara Yacht Club (SBYC), took second place in both the local regatta and in the regional championship. Aston Smith, Santa Barbara Youth Sailing Foundation, took third place in the local regatta, while Oliver Stokke (SBYC) took third place in the regional championship. California’s U.S. senators introduce driftnet modernization legislation By Parimal M. Rohit WASHINGTON, D.C. — Three U.S. senators – including both from California – formerly introduced a bill in Washington, D.C. to protect California marine life from drift gillnets. Sens. Dianne Feinstein, D-California, Kamala Harris, D-California, and Shelley Moore Capito, R-West Virginia, proposed the Driftnet Modernization and Bycatch Reduction Act (S. 2773) in an effort to phase out large-scale driftnet fishing practices and phase in “alternate fishing practices that minimize the incidental catch of living marine resources.” S. 2773 would allow the federal government to spend up to $450,000, for each fiscal year between 2018 and 2020, to address the reduction of driftnets. “The driftnets, which can be more

than a mile long, are left in the ocean overnight to catch swordfish and thresher sharks. However, at least 60 other marine species, including whales, dolphins, sea lions, sea turtles, fish and sharks, can also become entangled in the large mesh nets, injuring or killing them,” a released statement from Feinstein’s office stated. “Most of these animals, referred to as bycatch, are discarded.” Large mesh driftnets are currently legal to use in California, according to the offices of Feinstein and Capito. Other states and regions, however, have already banned the use of such mechanisms in their waters. Large mesh driftnets are specifically outlawed in the Gulf of Mexico and Atlantic Ocean, as well as off the coasts of Alaska, Hawai’i, Oregon and Washington state. A few international agreements – which include the United States as a party – also ban the use of large-scale driftnets in international waters. “The Driftnet Modernization and Bycatch Reduction Act phases out the

FILLMORE — A rainbow trout hatchery in eastern Ventura County was temporarily shut down for maintenance, May 7. The Fillmore Trout Hatchery will remain closed until September or October, according to the California Department of Fish and Wildlife (DFW). State officials will move all rainbow trout at the Fillmore venue to the Mojave River Hatchery in San Bernardino County. The state opened the upgraded Mojave River Hatchery in 2017. Fillmore Trout Hatchery will undergo a similar maintenance upgrade as Mojave River Hatchery. “The hatchery is again growing and stocking trout to approved waters in

Recent three-quarter-day trips returned to shore with batches of rockfish and some lingcod. “It’s been all about the rockfish for the Dana Wharf fleet both on the beach and over at San Clemente Island,” a recent fishing report out of Dana Point Sportfishing stated. “Fury continues to have some great bottom fishing over at Clemente. Real nice cod counts for him over there, as has been the standard deal on his recent trips … and a few lings and a kicker yellow. “The water along the beach still trying to fix itself both in temp and color,” the report continued. “It’s been the benthic blanket of red crab that has made the deep water fishing tricky. “But we’ve been able to get through some of it and catch some decent cod. Fortunately we’ve had some gorgeous anchovy for bait so that’s helped a bit with the rockfish”

By Bob Vanian SAN DIEGO — The spring fishing season marches on. Some mild late season northern weather systems continue to pass through Southern California and keep water temperatures on the cool side. The spring surface fishing continues to progress even with the sometimes unstable weather conditions and is starting to provide more consistent action for those chasing bluefin tuna and yellowtail in offshore waters. The surface fishing is also continuing to improve around Los Coronado Islands and along the San Diego County coast. There have been occasional flurries of action on yellowtail, bonito and barracuda at Los Coronado Islands. There has also been an occasional yellowtail or white sea bass biting at La Jolla. Calico bass have been starting to become a bit more active at some of the coastal kelp bed areas. The offshore fishing for bluefin tuna and yellowtail continues to grab the spotlight as boats fishing areas within 40 miles of Point Loma have started to see an increase in the size and the number of bluefin tuna biting. There have also been finding good numbers of yellowtail biting from some of the offshore kelp paddies. In recent days the best area for the bluefin tuna and yellowtail action has been for boats fishing between the 371 Bank and the 390 Bank, which puts you between 30 and 38 miles 205 to 210 degrees from Point Loma. As an example of the recent fishing, Pacific Queen out of Fisherman’s Landing had one of the better days of bluefin action on May 12, when 18 anglers on an overnight trip boated 20 bluefin tuna. Fisherman’s Landing reported most of the bluefin were in the 50- to 60-pound range and Pacific Queen had a big bluefin tuna aboard weighing in at about 180 pounds. Condor out of Fisherman’s Landing also got into bluefin and yellowtail on the same day and had 6 anglers on a 1.5-day trip catch 6 bluefin tuna and 35 yellowtaisl. Fisherman’s Landing reported the bluefin caught on Condor were quality fish in the 40- to 60-pound class. The yellowtail fishing around Los Coronado Islands has been hit or miss with some very good days of fishing on the “hit” kind of days. A recent fish count from one of the hot days of fishing as posted by Mission Belle out of Point Loma Sportfishing was 17 anglers on a three-quarter day-trip catching 61 yellowtail and 3 barracuda. Most of the yellowtail schools have been found by stopping on spots of working tern birds and the fish under the working tern birds have also included some barracuda and bonito. The hot yellowtail bite area has been along the South Kelp Ridge below South Island with the inside part of the ridge being the best. Over the past 10 days or so yellowtail have been biting from spots of working birds found from the South Kelp Ridge on down to the Finger Bank and locating the working tern birds has been a key to locating the yellowtail. The fishing along the San Diego County coast continues to produce an occasional nice sized yellowtail or white sea bass at the upper end of La Jolla but the water continues to be cool and off color in many areas along the coast and on most days, the bite

on these species has been rather scratchy. The remainder of the fishing along the San Diego County coast has been productive for a mix of sand bass, calico bass, sculpin and rockfish along with an occasional halibut. Hard bottom and structure spots have been best for the bass, sculpin and rockfish and fishing the sandy bottom adjacent to hard bottom and structure spots has been best for a chance at a halibut. In addition to fishing hard bottom and structure spots for bass, there has been a bit more calico bass action starting to stir in some of the kelp bed areas. Look to fish kelp bed areas where you find your cleanest and warmest water and where there is a moderate downhill current flow. If you want to give the La Jolla area a try for yellowtail, the best bet has been fishing with a live mackerel, surface iron or yo-yo iron outside of the upper end of La Jolla in the 18 to 30 fathom depths. Looking for meter marks, sonar marks or spots of breaking fish has been the best way to locate yellowtail. The best bet for a white sea bass has been fishing along the edges of the kelp beds at the upper end of La Jolla with a live mackerel. Capt. Joe Cacciola of Sea Star with Sea Star Sportfishing and the Oceanside Sea Center reported about a recent three-quarter-day trip where they fished hard bottom areas south of Oceanside. Cacciola said they worked areas between Leucadia and Solana Beach in 60 to 70 feet of water and found good mixed bag fishing for an assortment of sand bass, calico bass, sheephead and whitefish. They also had success with halibut and caught a 23-inch and a 33-inch halibut. Cacciola said the water temperature was running 62 to 63 degrees and he said the water was off color during the morning hours. He says the pattern has been that the water tends to clean up as the current picks up and runs downhill during the afternoon hours. Cacciola reports having live anchovies for bait and says they have been working very well. Strips of fresh frozen squid have also been working well for the whitefish. There is occasional thresher shark action reported outside of La Jolla but the past weekend saw some better numbers of thresher sharks biting for boats fishing outside of the Carlsbad Power Plant at the Carlsbad Canyon. A few thresher sharks were also biting as boats were working outside of the stretch of coast between Oceanside and Carlsbad. The thresher sharks have gone to 400+ pounds and have been biting on BaitO-Matics that are baited with mackerel and have also been biting on trolled Rapalas. The spring fishing season has struggled against some unsettled weather at times but is continuing to improve. As we get into a milder spring weather pattern heading into the summer months I am thinking that the surface fishing is getting ready to bust wide open. Rohit NEWPORT BEACH — Boat broker and avid sailor Wayne D. Rodgers died, May 9, a little more than one month after his 70th birthday. His daughter, Elizabeth Rodgers Horan, and son-in-law, Nicolas Horan, survive him. Rodgers was born in Philadelphia on April 4, 1948. He most recently operated his own firm, W.D. Rodgers Co., where he serviced boat-buying clients in Orange County. The Log received the following narrative of Rodgers’ life from Bunker Hill:

Teams are not allowed to use entangling devices, firearms, harpoons or spearguns throughout the shootout; contact with commercial fishing vessels or spotter planes are also prohibited.
