LAGUNA BEACH — Victoria Beach in Laguna Beach is home to a not-so-small hidden gem called Pirate Tower. Although the tower does look mysterious and medieval, it was actually built in 1926. While that doesn’t exactly make it young, the tower is deﬁnitely not old enough for pirates to have used it. According to see california.com, the last pirate to cause trouble in California was in 1818 when Frenchman Hippolyte de Bouchard raided the Presidio of Monterey (a military base) on Nov. 20, 1818. As a result, the revolutionary has been called California’s onlyInsteadpirate. of being used by pirates, Pirate Tower was actually built for state senator William E. Brown and his family as a private staircase for beach access. The chateaus and castles of France inspired Brown’s wife Mary Eleanor while on a trip to Europe, and once they returned, the 60-foot tower was built to give Brown her own little castle here in California. At least 11 innocent Mexicans were arrested and lynched across Southern California because of the search for Flores. Ultimately, Flores was captured and imprisoned, but a mob lynched him before the courts could judge the 22-year-old gangster. All the las Manillas were seized and either executed or lynched, with the last member apprehended in 1859.The Wild West earned its name for the lawlessness of the territories west of the Mississippi River. Its cowboys, pioneers, gamblers, gunslingers, outlaws, shootouts, and gangs are famous. Las Manillas was a collection of all these characters, comprised of gang members of all outlaw styles. A few more recognizable names from the period are Billy the Kid, Butch Cassidy, the Sundance Kid, “Wild Bill” Hickok, and Wyatt Earp.

Maritime Museum Let’s Visitors Under 18 in for Free CHANNEL ISLANDS — The Channel Islands Maritime Museum has started offering free admission for guests under the age of 18 starting on Sept. 1. The museum said this is part of the push to create access for guest education. “As part of our goal to provide improved access to all, including families with children, it was decided that the Museum would eliminate admission fees for those under 18 years of age,” said Museum Executive Director Adri Howe in an Aug. 23 press release. “We certainly hope it will allow for more families to come to CIMM and help them to enjoy and learn about the wonders of the maritime expe rience and human creativity. Museums play an important role in our society, and we very much believe that future museum lovers are created when people have access to museums, especially as youngsters.” The museum still offers $5 tickets for senior and active military members and $10 tickets for adults over the age of 18. On Sept. 2, a Los Angeles Federal judge threw out criminal charges for man slaughter against Captain Jerry Bolan for the Conception Fire, which killed 33 passengers and a crew member in 2019. On Sept. 2, 2019, the Conception, a dive boat, was anchored off the coast of Santa Barbara when it caught fire, trapping 34 people below deck. Bolan was accused of misconduct, negligence, and inattention by failing to train his crew, conduct fire drills, and have a roving night watchman on the boat when the fire ignited. Although Bolan was originally indicted on 34 counts of seaman’s manslaughter, each carrying a possible 10-year prison term, the count was reduced to one count of seaman’s manslaughter as defense attorneys argued that his actions were the result of a single incident and not separate crimes. U.S. District Judge George Wu then said that the indictment failed to specify that Bolan acted with gross negligence, which is a required element to prove the crime of seaman’s manslaughter. Family mem bers from seven of the victims’ families released a joint statement expressing their disbelief at the decision. “This is an outrageous miscarriage of justice and quite a slap in the face to receive on the third anniversary of this disaster,” they wrote. “The captain accepted the responsibility of ‘duty of care’ when he received his merchant mariner’s cre dential. He violated that duty and then was the first to abandon the vessel.” Prosecutors will seek approval from the Department of Justice to appeal the ruling.

On Sept. 2, the California Department of Fish and Wildlife Office of Spill Prevention Response announced they were seeking grant applications for proj ects that enhance or restore habitat for wildlife, with available funding totaling $750,000. Although the grants come from the Environmental Enhancement Fund, the selection committee includes representatives from the California Coastal Conservancy, the National Fish and Wildlife Foundation, and OSPR. The committee can select multiple projects. To qualify, projects need to meet the following requirements:

Port of San Diego Looks for Volunteers for Audit Oversight Committee

We had a close call this past weekend that required me to do a little rules-ofthe-road research after the incident. My research really didn’t answer my questions so I’m hoping you can help. We were slowly motoring out of our harbor in the right-hand side of the channel, keeping well clear of the docks and piers on the other side of the channel. As we left the harbor, we approached a large motor yacht off our port bow. The starboard side of the yacht was against a pier that extended into the channel at a 90-degree angle, so we were lining up with their port quarter facing our port bow. As we approached the yacht, they sounded three short blasts on their horn, indicating that their engines were engaged astern. The crew on the yacht yelled over to us, “asking” us to give them room to back out of their berth into our path. I assume that a large yacht leaving its berth would be considered a “vessel restricted in their ability to maneuver” under the Navigation Rules but this is not clear since they were just then starting to move. Who is the “stand-on” boat under the rules in this situation?

If a boat hits a boat that is tied to a dock, it is not a COLREGS violation. It is a simple case of negligence just as if they had slammed into a dock. The answer is more complicated if the boat in question is making way in reverse, as may be the case here, where it appears that the larger yacht had just started backing up.

The drafters of the Rules considered this problem by including various “catchall” provisions that apply under all scenarios. The most important of these is Rule 2(b), which provides:

Our reader has looked into this and asked whether the larger yacht may have the right-of-way as a “vessel restricted in her ability to maneuver.” This is a rule that is often misunderstood, because it does not kick in just because a big boat is involved. COLREGS Rule 3(g) deﬁnes “Vessel restricted in her ability to maneuver as a vessel which from the nature of her work is restricted in her ability to maneuver as required by these rules and is therefore unable to keep out of the way of another vessel.”

So, the yacht in this case is underway and slowly making way in reverse. This complicates our analysis because there is no speciﬁc section of COLREGS that deals with boats that are backing up. The closest rule to the described scenario is Rule 15, which deals with power boats in a crossing situation. But Rule 15 requires the boat that has the other boat on her starboard side to give way. That’s pretty simple in most cases. But in this case, where the larger yacht is backing up and our reader’s boat is crossing their backwards path, NEITHER boat has the other boat on her starboard side.

In the summer months, the south side of Huntington Pier is often blackballed, so the crowds move to the more reliable north. The wave is generally a high-performance play ground with shortboards in abun dance. The north wave is noticeably shorter but tends to hollow out much faster than the south. That’s why it’s often the go-to option for short boarders.Shortboards have become the popular board of choice in the surf ing community, and HB has the waves to accommodate. Their small er size allows the rider to perform the progressive maneuvers that are so much more common today, such as hitting the lip, swift carves, airs, and, of course, get ting pitted in a barrel. They are the rea soning behind such progress in wave rid ing skills and have granted surfers the ability to push the limits on what is pos sible on a wave. Before getting into the actual repair, it’s important to understand what gelcoat is. Gelcoat is the first thing sprayed into a female mold when a boat is built, usually to a thickness of .5 to 1 mm. Depending on the method of construction, layers of chopped mat and fiberglass cloth are then built up on top to form the hull, deck, and other molded parts. When the parts are taken out of the mold, it’s the smooth, now outside layer of gelcoat that you see. Gelcoat doesn’t fully cure when it’s exposed to air, but because one side is against the mold and the other is covered by fiberglass and resin, air is excluded, and the gelcoat cures to form an impervious barrier between the water and laminate.White is the most popular color for gelcoat, but there are other colors, too.

Gelcoat is thin, almost like paint, and will run, especially on vertical surfaces. Use several thin coats or use gelcoat paste that is thicker with fewer tendencies to sag. Which type you use will depend on the repair and your method of application. For vertical surfaces, I prefer spray application using several thin coats.

No matter how careful you are, fiberglass boats collect dings and gouges over time. Many of these are minor and limited to the gelcoat – that smooth, shiny outer layer of the fiberglass layup. Shallow scratches can often be wet sanded and buffed out. But when larger cracks and gouges form, they need to be filled. The center was funded primarily through Prop 68, passed in 2018, authorizing $4.1 billion for state and local parks, natural resources protection, climate adaptation, water quality, and ﬂood protection.“Thenew center was funded primarily by a grant from Prop 68 fund, and the State Wildlife Conservation Board, which

granted us a $689,000 grant to use toward the remodel of our interpretive center,” said Thompson. “Beyond that, we rely on the generosity of corporate partners and individual donors to continue to maintain the interpretive center.”

Their herpetology exhibits feature reptiles native to our coast, like the San Diego gopher snake, coastal rosy boa, California kingsnakes, and alligator lizards.

“Combined with being so near to the coast and the inﬂuence of salty air, the building had seen better days, and it was time to upgrade,” said Whitney Thompson, Senior Education Program Coordinator for Bolsa Chica.

“The interpretive center has been well-received by the public, and we’ve seen an overall uptick in visits as folks come to see the results of the remodel,” saidTheThompson.centeris home to the saltwater exhibits previously mentioned. HUNTINGTON BEACH — Serving as what CEO Patrick Brenden once described as the “grand entrance to the Bolsa Chica visitor experience,” the Bolsa Chica Interpretive Center sits at the entrance of the Bolsa Chica wetlands waiting for visitors to take part in the “big picture” of the Thewetlands.remodeled 1,400-square-foot center features several exhibits, including saltwater aquariums, a herpetology exhibit, and a microscope display that allows visitors to zoom in on the microscopic creatures which make their home in the wetlands.TheBolsa Chica Ecological Reserve is approximately 1,400 acres and is one of the largest saltwater marshes in California. Visitors can walk ﬁve miles of trails or join the tour once a month on the second Saturday from 10 a.m.-12 p.m., which meets at the center.

“Within the interpretive center, we have exhibits about the history of Bolsa Chica, and how the wetlands came to be how they are today, as well as ecosystems and native species found in and around the Bolsa Chica Ecological Reserve,” said Thompson.Thecenter also has an interactive touchscreen that shares a wide variety of information about Bolsa Chica, from a timeline of its history and habitat restoration to more information on protected and endangered species, which call the 1,400-acre reserve home.

The original center was built in 1994 and was initially only supposed to be in place for up to ﬁve years. However, after exceeding its life span by over 20 years, it was time for a remodel, which was completed and opened on April 2 of this year.

It is crossed by a series of streets with streetlights of unique design, each having a ship’s lantern in different colors. First is the Street of the Golden Lantern, and according to the reporter, the street was lit entirely by golden lanterns. The second was Green Lantern and was lit by green lanterns. Then went Amber Lantern, and so on. The reporter wrote that the streets wound up to the road Hillcrest and gave off a brilliant colorful effect.

“It is a dramatic description, but the streets are not in order, and one has to wonder if the reporter was even here or if here, stayed to see the colored lanterns at night,” said Jessica Spaulding, a public relations ofﬁcer who works for the City of Dana Point. “Current research and historic photos show it was only a colored dome light at the top of the post, located at the lantern street corners where they intersected Roosevelt Highway. The lantern itself was an uncolored frosted glass, as replicated today on the corners of Paciﬁc Coast Highway and Del Prado at the Streets of Blue, Ruby, Amber, Violet, and Golden Lantern in the Lantern District.”

Wendy Fonteneau passed away from sudden cardiac arrest on June 15 while returning to her new home in South Carolina from her son Peter’s wedding in Oakland, California. She is survived by her son Peter, daughter Madeleine, and husband of 37 years, Chris. Wendy ran the office of Fonteneau Yacht Repair until 2019 and was known for her warmth and friendly nature. There will be a memorial service for the family at Clairmont Covenant Church 5255 Mt Ararat Dr. at 11 a.m. on Sept. 24. All are invited to attend and share a memory.

By 1920, the citrus industry was employing about one-third of the local workforce, and several packing houses had been built in the area. The Santiago Orange Growers Association was the largest Valencia packing house in the world then. Their old packing house was later taken over by Villa Park Orchards and operated until 2006 and was the last citrus packing house to close in Orange County.

In those days, Southern California was promoted as a semi-tropical paradise; America’s Italy, our Mediterranean coast, and oranges fit that image. People already recognized that the trees did well in the California climate, but it was not until after 1900 that citrus became the area’s dominant crop.

By the time Orange County had separated from Los Angeles County, the local real estate boom had begun to settle down and to make matters worse, a blight destroyed many of the local vineyards. It was then that oranges started to dominate the local economy. The newly built railroads allowed fresh fruit to be shipped throughout the country. Local growers collaborated to form cooperative packing houses, and those cooperatives formed the Southern California Fruit Exchange, now known as Sunkist

The event will start at 9 a.m. with registration and plot assignments, and by 10 a.m., it is shovels up. Builders have until 2 p.m. to build their creations from natural materials found on the beach. Awards will be presented between 3:30-4:30 p.m.

There are also viewing areas for campers at the Huntington Beach RV Campground, and boaters can view the show from their boats and are encouraged to check out the US Coast Guard notice for more information. There will be several vendors available along the beach all three days. Flying will take place from 11 a.m.-4:30 p.m. daily. This year the U.S. Air Force Thunderbirds are confirmed to join the show, with other performers set to be announced.

Huntington Harbour Yacht Club

One of the best ways to experience Orange County is by water, and the coastal cities that line the county are filled with boating enthusiasts and their favorite yacht club homes. Here are a few yacht clubs for boaters looking for a home to house their vessel or a community to join.

The HHYC was formed in October of 1965 and is a welcoming place for boat ing and non-boating enthusiasts alike. Since 1966 the club has been a member of the Southern California Yachting Asso ciation, attaining senior membership in 1981. The club is also a current member of the United States Sailing Association and has a sailing school that trains more than 40 young sailors each year while also maintaining a competitive sailing program that has produced a good num ber of nationally ranked sailors, includ ing crewmembers on the American entry in the America’s Cup racing series. In ad dition, traveling members of the HHYC are welcomed to clubs all over the world.

The Must-See Destinations While Sailing the SoCal Coastline

Dana Point Harbor

Laguna Beach is another city that doesn’t have any harbors or marinas but is only 24 minutes up PCH from the New port Harbor. Once you get to Laguna, you have endless options for entertainment. Laguna is an art-focused city filled with boutiques that sit between the sand and PCH. Laguna is home to many beaches and parks including Crystal Cove State Park, Heisler Park, Crescent Bay Point Park, and Victoria’s Beach. The Beaches are home to tide pools, coves, and even a Pirate Tower built in 1926. The city is perfect for foodies as it has loads of din ing locations from casual to gourmet, ice cream shops to candy stores.

The marina features 23 boat slips from 40-55 feet with a maximum continuous stay of 30 days. Charges are based on the slip or boat length, whichever is greater. Under the plea deal, the companies will pay a $7.1 million fine and a reim bursement of $5.8 million to federal pro grams impacted by the spill. The com panies will also spend four years on probation and must make operational changes, including improved training, in stallation of a new leak-detection system, a nd meeting notification requirements, according to the U.S. Attorney’s Office.

Almost a year after the Orange Coun ty Oil Spill closed beaches and fisheries up and down the Orange County coast, Amplify Energy, and its subsidiaries pled guilty on Sept. 8 to violations of the fed eral Clean Water Act.

On Oct. 2, 2021, a 13-square-mile oil slick was reported three miles off the coast of Newport Beach, resulting from a crack in an underwater pipeline con nected to platform Elly.

T he pipeline was compromised on Oct. 1 after a cargo ship allegedly dragged its anchor across the pipeline, causing the crack. Before the oil spill was reported, 25,000 gallons of crude oil had been re leased into the ocean.

Dana Point Harbor was blocked off using a containment boom, and movement out of the harbor was prohibited until Oct. 8, 2021, affecting local businesses.

• Areas of the beach with coarse sand and shells are more likely to be near deeper holes that will hold fish, so look up and down the beach, for these areas to increase your chance of getting a strike. Remember that these subtle differences can have a huge effect on surf fishing.

• Sand bars are a critical part of figuring out where fish could be, letting you know whether the fish are behind it chasing bait fish or closer to the shore. Sand bars frequently change with the waves, but you can locate them by determining where the waves begin to break as they come in.

• June – Oct.: California Halibut

• Outflows, or rip currents, are breaks in the sand bar where the fish will often come to feed in the surf. Since fish may also feed to the left or right of an outflow, you may also want to try casting your line to either side of the outflow.

• Skippers have been reporting getting yellowfin tuna blind trolling strikes on 10 to 20 pound yellowfin which have been leading to baitfish on flylined sardines. There have also been improved numbers of yellowfin biting from drifting live sardines around kelp paddies. Colt Sniper jigs have also been worth a try around the kelp paddies and while drifting and chumming after getting a trolling strike. The yellowfin bite improved so much after the storm that San Diego out of Seaforth Sportfishing had 35 anglers on a full day trip catch 103 yellowfin tuna.

• Bluefin tuna to 200-plus pounds continue to be the most sought after species for a lot of anglers and the large bluefin remain a possibility for boats fishing out to the west of the West End of San Clemente Island, the Mackerel Bank, the 499 Spot and the area below the closure zone by the Osborn Bank.

SAN DIEGO — This has been a summer fishing season filled with an abundance of game fish for Southern California offshore anglers and it appears as if that bounty is going to roll right into the upcoming fall season with bluefin tuna, yellowfin tuna, dorado, yellowtail, and striped marlin biting offshore. Rumors about wahoo caught in Southern California offshore waters abound and hopefully some of these rumors will prove true so that wahoo can be added to the list of fish that are biting offshore.

• The dorado fishing remains red hot for boats fishing areas in the Catalina region. Hot spot dorado bites are being found around kelp paddies found in the region of the 277 Spot, the 289 Spot and 209 Spot. Most of the dorado have been running from 8 to 20 pounds and have been biting best on sardines.

• A private boater report on the yellowfin was of catching 6 yellowfin in just a couple of hours of fishing time out by the 224 Spot. The report was of getting troll strikes on cedar plugs and Rapalas and then hooking baitfish on flylined sardines after a trolling strike. His best fishing was being found at 23 miles 238 degrees from Point Loma.

• The expanse of fish ranges from the area of the Channel Islands on down to the offshore waters below and outside of Ensenada with anglers going to different areas within that large stretch of ocean to target different species.

• The fishing for striped marlin has been good for boats fishing in the Catalina area while working the region of the 270 Spot and 286 Spot that are located between the West End of Catalina and the mainland. This was a hotspot zone for the two days of fishing in the Balboa Angling Club’s Master Angler Billfish Tournament.

• Elsewhere, mixed size bluefin up to 100 pounds remain in the picture at spots such as the 178 Spot, the 9 Mile Bank, the Coronado Canyon and the area ranging from west of North Island on down to the waters around the 425 Bank, the 101 Spot and the 475 Knuckle. Bluefin have been biting both day and night with Nomad Madmac jigs, flying fish, sinker rigged sardines, flylined sardines, knife jigs and spreader bar rigs being top producers.

• Anglers were anxious to know what effect the nearby passing of Hurricane/Tropical Storm Kay might have on the local offshore fishing. After two days of boats being tied to the dock waiting for Kay to pass, anglers got their answer with the winds and rain associated with Kay having little effect on the fishing in local offshore waters. 5. M ix the gelcoat thoroughly follow ing the manufacturer’s recommen dations. Adding too much catalyst g ives insufficient working time; too little, and the gelcoat won’t proper ly cure. Note that I’m using waxed gelcoat, which cures even when ex posed to air.

As with all repairs, preparation is key. Just slapping on some gelcoat will give disappointing results as well as look un sightly, and the repair will probably need to be redone within a year or two. It’s bet ter to do it right the first time.

2. O pen up the crack a bit to give the repair the best chance of seamless

I could have done this last step by hand – it’s more than feasible for a small repair like this – but a slow-speed buffer is faster and leaves a better finish.

Protect yourself, especially from dust and fumes. Use common sense, and read and understand all the safety instructions that come with your tools and materials. Catalyst is especially noxious; avoid breathing in the fumes. Wear a respirator, Tyvek suit, and latex or nitrile gloves. If you get gelcoat on your skin, wash it off right away with soap and water. Spraying gelcoat

For larger repairs it’s possible to spray gelcoat. I’ve had good luck with disposable Preval sprayers available from home stores. These handy devices work just like aerosol cans, except you use them with your own paint or, in this case, gelcoat. You may need to thin the gelcoat a little with some styrene to get it to flow properly.

As mentioned, gelcoat has to be sealed from the air for it to harden properly. Otherwise it will stay tacky to the touch. For this reason, you’ll often see “waxed” and “nonwaxed” gelcoat for sale. Gelcoat that has wax added will fully cure; the wax rises to the surface after application, sealing out the air and allowing it to cure. Nonwaxed gelcoat can be used when sev eral coats are required, but that means having two different kinds of gelcoat on hand. The simpler way is to always use the waxed kind, lightly wet-sanding the cured surface between coats.

1. Start by wiping down the area to be repaired with acetone to remove sur face dirt, contaminants, and any sur face wax that might interfere with the bond of the new gelcoat.

If this is your first time repairing gel coat, start with a fairly small repair in an inconspicuous place. Gain confidence be fore moving on to more visible spots on the boat.

6. Use the mixing stick to run the gel coat into the crack. Using a tap ping motion ensures that there are no trapped air bubbles. Overfill the crack and leave it to cure overnight.
