Our deepest sympathy and concerns are, at present, with the thousands of households devastated by the NSW and Southern Queensland flooding, including our members and their animals. DOGS NSW has set up a Go Fund Me page and have also allocated funds from DOGS NSW via Dogs Australia, to help our DOGS NSW flood affected members.

The ‘Take Me to the Beach’ Wollongong Shows were most fortunate that there was a break in the bad weather we have been experiencing lately, as their two day event on Saturday and Sunday 29 30 January, experienced pleasant weather throughout, for which judges, exhibitors and the Club itself, were most grateful. Beach gear was once again the recommended attire, being just 30 metres from Woonona Beach, with all involved (including dogs) wearing their most colourful garb. With a report by Deb Harbin and colourful photographic coverage by Barbara Killworth, the feature commences on page 9.
After many years of devotion and bonding, it is difficult for an aged dog to be rehomed and for an aged owner to be separated from their beloved animal. It would be beneficial for both the owner and the pet to stay together, (where possible) and hopefully The Companion Animal Multi-Species Risk Management Tool (CAMSRMT) will pave the road to make changes for this to occur. Australia launches this new tool, which allows aged care homes to assess the risks of accommodating specific pets for residents objectively. For further information please turn to page 22.
Having your dog come to you when you call is a most important lesson, however with lots of distractions for dogs, it can also be one of the hardest things to train. The Pet Professional Guild have kindly given permission to publish one of their articles which has guidelines and tips of how you can successfully train your dog to come to you when called. The article commences on page 24.
The breed spotlight for this month is the loveable and quirky Soft Coated Wheaten Terrier. Sociable, affectionate and intelligent, the Soft Coated Wheaten Terrier is inquisitive with a great sense of fun. They tend not to lose their fun loving ways of their puppyhood well into old age, and retain their medium to high energy levels throughout their life. A study involving some 11,000 dogs demonstrated that the gender, age and breed of the dog, as well as any behavioral problems and certain environmental factors, are connected to hyperactive and impulsive behavior and inattention (ADHD).
“Our findings can help to better identify, understand and treat canine hyperactivity, impulsivity and inattention. Moreover, they indicated similarity with human ADHD, consolidating the role of dogs in ADHD-related research,” says Professor Hannes Lohi, head of a canine gene research group at the University of Helsinki.
“Dogs share many similarities with humans, including physiological traits and the same environment. In addition, ADHD-like behaviour naturally occurs in dogs. This makes dogs an interesting model for investigating ADHD in humans,” says doctoral researcher Sini Sulkama.
Professor Lohi’s research group collected data on more than 11,000 dogs by conducting an extensive behavioural survey. Hyperactivity, impulsivity and inattention were examined using questions based on a survey utilised in human ADHD research. The goal of the study was to identify environmental factors underlying canine ADHD-like behaviour and potential links to other behavioural traits.
The dog’s age and gender as well as the owner’s experience of dogs make a difference
“We found that hyperactivity, impulsivity and inattention were more common in young dogs and male dogs. Corresponding observations relating to age and gender in connection with ADHD have been made in humans too,” says Jenni Puurunen, PhD.
Dogs who spent more time alone at home daily were more hyperactive, impulsive and inattentive than dogs who spent less time on their own.
“As social animals, dogs can get frustrated and stressed when they are alone, which can be released as hyperactivity, impulsivity and inattention. It may be that dogs who spend longer periods in solitude also get less exercise and attention from their owners,” Sulkama muses.
The researchers discovered a new link between hyperactivity and impulsivity, and the owner’s experience with dogs, as the two traits were more common in dogs who were not their owners’ first dogs. The causality of this phenomenon remains unclear.
“People may pick as their first dog a less active individual that better matches the idea of a pet dog, whereas more active and challenging dogs can be chosen after gaining more experience with dogs,” explains Sulkama.
Breeding has had a significant effect on the breed-specific behaviour of different dog breeds. Differences between breeds can also indicate genes underlying the relevant traits.
“Hyperactivity and impulsivity on the one hand, and good concentration on the other, are common in breeds bred for work, such as the German Shepherd and Border Collie. In contrast, a more calm disposition is considered a benefit in breeds that are popular as pets or show dogs, such as the Chihuahua, Long-Haired Collie and Poodle, making them easier companions in everyday life. Then again, the ability to concentrate has not been considered as important a trait in these breeds as in working breeds, which is why inattention can be more common among pet dogs,” Professor Lohi says.
The study confirmed previously observed interesting links between hyperactivity, impulsivity and inattention, and obsessive-compulsive behaviour, aggressiveness and fearfulness. ADHD is also often associated with other mental disorders and illnesses. For example, obsessive-compulsive disorder (OCD) often occurs in conjunction with ADHD. In dogs, OCD-like obsessive-compulsive behaviour can appear as, among other things, tail chasing, continuous licking of surfaces or themselves, or staring at ‘nothing’.
“The findings suggest that the same brain regions and neurobiological pathways regulate activity, impulsivity and concentration in both humans and dogs. This strengthens the promise that dogs show as a model species in the study of ADHD. In other words, the results can both make it easier to identify and treat canine impulsivity and inattention as well as promote ADHD research,” Sulkama sums up.

Sun, sand, surf and a dog show! The Wollongong & District Kennel Club ‘Take Me To The Beach’ summer shows, are a mere 30 metres from Woonona Beach.
2022 gave us an interstate panel and great weather!!! The entry was just shy of 700 and the atmosphere was as expected, very relaxed and laid back. Our beach-dressed down theme was again a hit and was enjoyed by judges, stewards and exhibitors. The usual array of board shorts, floral shirts, hats and sunnies were the only accepted attire and together with a great barbeque and licenced bar, run by the Shamrocks Rugby Union Club, a great time was had by all. The Best Dressed Exhibitor Awards are always hotly contested and there were some outstanding winners this year.
The Wollongong ‘Take Me To The Beach’ Shows are one of the largest show weekends on the calendar and are proof that exhibitors love the regional venues. Our fantastic Judging panel loved the beach theme and commented on the relaxed and fun attitude displayed by exhibitors.
2022 saw the introduction of our New Exhibitor Sweepstakes. class was for those exhibitors who still class themselves as a newbie. A big thank you to Jim Black, Joyce Sullivan, Rob Harbin and John Comerford who were the Judges and mentored the exhibitors, giving
commented on how much fun it was with no pressure.
The licenced bar is always a feature with alfresco seating, with the Shamrocks Club members cooking their usual mean barbeque and throwing in some friendly banter for free. With a walking and bike track next to the ground, the shows are always a drawcard for the general public.
The Club would like to thank all the exhibitors who answered questions and chatted to the families who came to the show looking at the different breeds for their next family pet. Additionally, there were a number of new exhibitors who are keen to get to more shows due to the positive experience they received from other exhibitors. Well done!

Dogs Australia response in relation to recent court decision in Norway
The recent court decision in Norway to ban the breeding of British Bulldogs and Cavalier King Charles Spaniels, has resulted in debate and concern that a similar situation could occur in Australia. The Fédération Cynologique Internationale (FCI), of which Dogs Australia is an Associate Member, has stated that: “The FCI community – which represents not less than 98 countries and thousands of breeders worldwide – truly hopes that the verdict would not provide a privileged position to the unregistered, backyard uncontrolled puppy farmers who perform their activity without making use of any of the available scientific methods aiming at improving the general health of dogs.”
“To the contrary, registered breeders, with the assistance of responsible veterinarians, have been adopting quite an opposite approach for decades, getting very good results in terms of health.”
These sentiments reflect the approach taken by Dogs Australia/ANKC over many years. In response to media inquiries, we have formulated the following statements.
Do Dogs Australia currently hold any concerns over the breeding of ‘flat-faced’ dogs in Australia based on animal welfare?
We have concerns for all breeds of dogs, flat-faced or not. All breeds should be bred with due care to inherited diseases, especially where there are proven methods of disease testing whereby the incidence of severe disease can be minimised. This equally applies to flat-faced breeds and is based on animal welfare. Dogs Australia Breeders of British Bulldogs and Cavaliers use health testing regimes that ensure that breeding stock are suitable for breeding, as Australia has a large gene pool of both breeds, and other brachycephalic (flat-face) breeds.
What is Dogs Australia doing to improve the lives of dogs in Australia?
Dogs Australia breeders are bound by a Code of Ethics on frequency of breeding (basically one litter per year), maximum number of litters in the bitch’s lifetime (6 with the average bitch having 3 litters or less) and health testing for recognised diseases.
If breeds and their breeders operate outside of Dogs Australia control, there are usually no basic health testing requirements and no limits on frequency of breeding or litter numbers. The challenge in Australia is to sideline these breeders who do not address health and welfare in their breeding programs; their only motivation to breed is for a quick profitable sale. The health and heritable disease status of their breeding stock is not central to their business plan, many crossbreed to obtain exotic colours, which can introduce significant health problems into a breed. All breeders of dogs where heritable diseases have been identified should be compelled by legislation to conform to a breeding code of ethics as Dogs Australia breeders are.
For several reasons, Dogs Australia do not see any need for breeding bans. This would not stop backyard breeders or puppy farmers, and where breeds have a large population, there is sufficient genetic variety to gradually breed away from diseases and structural abnormalities. Each breed has within it a very wide range of structure, temperament, and health components. For the sake of a few severely affected individuals, why should the whole breed have to be banned. Our approach is to address the major problems, consistently remove any adversely affected individuals from breeding programs, and the breed can change over time to an overall healthier breed. With a large gene pool and access to DNA and other regimes to ensure the health of breeding stock, it has been proven that responsible breeders can reduce the incidence of heritable diseases.
Given the obvious ‘line in the sand’ approach taken by the Oslo District Court (which has the impact of significantly raising the profile of the welfare of certain breeds), in response to the concerns of Animal Protection Norway, where is the line for Dogs Australia on this issue?
The Norwegian response is a basic full stop. This should have been a considered response as mentioned previously, targeting specific diseases or construction issues, and giving breeders time (5-10 years minimum to improve breed averages, preferably longer). Many breeders have spent lifetimes preserving these breeds and need to be allowed to gradually adapt as breeds take generations to change without causing further conditions to occur due to a sudden narrowing of the gene pool. Outcrossing is of limited value unless to correct a fixed disease or an extremely limited gene pool such as numerically restricted breeds. Dogs Australia is confident that observing of the Breeding Codes of Ethics and using international diagnostic programs will ensure that people who purchase any breed, including brachycephalic breeds, from Dogs Australia breeders can be assured of a healthy, long-lived puppy.
Has enough been done in Australia – both about irresponsible and/or illegal breeders but also the actual welfare and health of breeds?
Dogs Australia has no control over rogue puppy farmers or backyard breeders. The problem in Australia is that state and territory legislation only targets responsible breeders who can be easily identified. The illegal breeders advertise on the Internet and are usually only contactable by mobile phone, which makes it virtually impossible for the regulators to find them; and they ignore government requirements to obtain a Breeders Identification Number because they know that they are untraceable, which means that there is no pressure on them to observe health and welfare issues regarding their breeding stock. We have well developed health testing schemes for hips, elbows, hearts, eyes, and DNA breed specific testing for a wide range of diseases. Some of these tests are national requirements for all litters bred (LRL’s – litter registration limitations) where all parents much be health tested, as well as numerous additional health testing requirements within breed clubs.
Is the Respiratory Function Grading Scheme a thing in Australia? Or something similar? Is it of use?
Dogs Australia are licensed to the Kennel Club (UK) / Cambridge University Respiratory Function Grading Scheme. We have appointed Dr Arthur House, a Veterinarian Specialist in brachycephalic diseases to head the RFG Scheme in Australia; however, due to COVID restrictions in his home state, Victoria, the implementation has been delayed, but we expect to be underway shortly. There are pockets within several states where this testing is being done (unofficially at present). Dogs Australia would prefer the scheme to be official so the results are internationally acceptable. We feel this system is the best possible means of moving forwards in validating healthy breeding dogs within the brachycephalic breeds.
the COVID Delta variant again caused issues in late April and June resulting in more prolonged lockdowns that still continue. The lifting of lockdown restrictions is promised in October/November, however, the final format of how we will be able to train, trial and show will need some detailed and ongoing considerations.

THAT the Minutes of the Annual General Meeting of Members held 30 November 2020, published in the April 2021 Gazette, be confirmed.
The President welcomed the Directors and Members to the meeting and thanked the Retiring Directors for their support and hard work over their years of service and introduced and welcomed the incoming Directors.
An invitation will be extended to the Retiring Directors to attend a Board meeting in the near future so that the Board can formally farewell them and show its appreciation to them.

This has been a difficult year for many in the Dog world with prolonged lockdown periods from July through to October in 2020. While shows and trials resumed after this first lockdown, we were reasonably limited for several months with extra care to cover all the pandemic requirements. 2021 started out fairly well, but the gradual spread of
On the political side, the Government does not do much in lockdown, and works are restricted to essential matters. With the potential lifting of lockdowns in October/November, we have been told the long delayed fencing of the Complex will begin in November and we should have, hopefully, finalised details of the lease and rental agreements with the Government at this time.
Further, on the political issues, the DPI has finally released its updated Codes of Practice. While these were only minimally altered, the problem areas have been attended to and fence heights, vaccinations and paperwork issues have all been successfully addressed. While Breeder Compliance Audits will continue after the lifting of lockdowns, the changes should make this easier on our breeders. The fence heights that we recommended have largely been adopted and are sensible. As soon as new paperwork regarding these audits are available, they will be published and available to members.
With the Animal Welfare Reform discussion paper, this is an ongoing issue that we all need to be aware of as this is a relatively lengthy process with ongoing consultation at various stages of this Law’s progress into legislation. This affects POCTA, the Exhibition and Research of Animal Acts, trying to combine these Acts with similar basic ethics and looking to establish a minimal standard of care as the basis across allthree Acts into a new Animal Welfare Act.
With regard to the Government and its issues, I would like to commend the DOGS NSW Media & Government Legislation Committee, ably headed by Brian Crump, and thank all the Committee members for their ongoing efforts, input and support.
The RNSWCC Health & Welfare Charity has been active this year and has put funds into supporting AMRRIC (Animal Management in Rural & Remote Indigenous Communities) to help prevent the spread of Ehrlichia disease into New South Wales. Ehrlichia is a tick borne disease that can have fatal outcomes in canines and is now widespread throughout the Northern Territory and the far north of Western Australia. This disease is spread by the brown dog tick and would have a devastating effect on our dog populations if it becomes widespread in this State. More on Ehrlichiosis can be found on the ANKC website. Again, many thanks to the RNSWCC Health & Welfare Charity for its hard work and efforts on our behalf.
During these various lockdowns, the staff have continued to work hard and have kept up to date with registrations and other matters. Both the Company Secretary, Virginia Gagan-Wilson, and Operations Manager, Anthony Khamis, need a big round of applause for all their behind the scenes efforts that keep DOGSNSW running, the grounds looking immaculate (even if we are not currently using them) and promptly fixing all those myriad little things that keep going wrong.
The Chair of the Finance Committee, Lynette Brown, and the Finance Team Lead, Nuwan de Silva, have done an excellent job on DOGS NSW finances, with a record profit for the year. With careful management over the past few years, we have been able to update most of our equipment both in the office and around the grounds as well as tend to long overdue maintenance in some areas such as lighting and electrical works. Solar power panels have been placed on the main block resulting in our electricity bills being considerably lower than previously.
I would personally like to thank Virginia, Anthony, Lynette and Nuwan for all their hard work and very effective efforts on behalf of DOGS NSW.
These Training Programs have been put on hold until such time as we can hold practical examinations. We have been using distance training methods, where possible, and, hopefully, we should be able to examine Trainees before the end of the year.
In closing, I would like to thank the Board of Directors for their support and assistance in another difficult year. While we still have had Board meetings, seeing each other outside of Zoom meetings would be a nice change.
To the outgoing Board members, my profound thanks for all the work you have put into DOGS NSW, in many different areas. Many of these Board members have served faithfully for years and will be sorely missed. My sincere thanks to Russell Britten, Jan Seary, Myron Arthur, Alan Lee and, in particular, to the former President Lynette Brown, for all their help both individually and collectively.
This coming year will welcome some new faces to the Board - Angus McIlrath, Kyle Charnock, Glen Vernon, Simon Mills and Rosemary Privett. I wish all these new Directors well and hope we can all work together effectively for the benefit of DOGS NSW.

7. CONSIDERATION OF FINANCIAL REPORT – FOR THE YEAR-END 30 JUNE 2021

The Financial Report for the year end 30 June 2021, as published in the 2020/2021 RNSWCC Ltd Annual Report, was considered by the meeting.
Members raised the following issues in respect of the Financial Report:-
• Excellent profit but many areas of concern
• Disappointing that traditional reporting has changed, ie, the new Auditors have vastly the information, causing a lack of expenditure details in the report, eg, Other Expenditure, ANKC expenses, Acquisition of Property
• Employment Costs, decreased from last year and although the Company received COVID relief, which was to retain employees, staff cost has reduced by $0.5M which is hard to understand
• Large amount of Cash at Bank but no Term Deposits – what has happed to the Term Deposits that the Company used to have
• Members expressed particular concern as to why the engagement of Auditors has not been put to tender and to the inability to question the Auditor during the meeting. It should be noted that the Auditor did participate in the meeting via Zoom Conferencing.
The Finance Team Lead advised the members as follows:-
• All ANKC expenses have been amalgamated into one account
• Term deposits matured prior to end of the financial year, however, were reinvested a few days later which reduced the amount showing in the account
The Chair of the Finance Committee addressed the members by stating that the current Finance Team Lead is a highly credentialed, professional person who works extremely hard and is very conscientious. In addressing the Finance Report, the Chair of the Finance Committee stated:-
• Employment costs were reduced as some staff were still on part time hours since the reduction in hours due to COVID
• Following the implementation of restrictions, staff were very concerned for the viability of the company with some staff who had small children choosing to move to the COVID part time hours permanently which allowed for a reduction in salaries
• Although there has been a reduction in staff numbers, the Office has managed to improve member services and productivity, in fact, are returning application very promptly to the envy of the country with unprecedented turnarounds
• Several acquisitions of fixed/capital assets were achieved throughout the year which resulted in an increase in those areas
• Auditors conducted the audit in accordance with Australian Auditing Standards.
• Depreciation expenses were reduced to $251K being a $90K reduction on last year.
• Some expenses were reduced from last year due to renegotiating contracts such as: photocopiers, insurance, electronic journal, including the Auditors, etc
• The changing of Auditors was a cost saving exercise. The current Auditors are the same as those used by the ANKC and were considerably cheaper than the previous Auditors, ie, Vincents and, particularly, Kelly & Partners.
• A donation of $88,000 was received from the German Shepherd Dog League to finance the new night lighting in the GSDL area
• Registration income increased significantly possibly due to members in lockdown and having the time to produce and care for litters
• Income derived from membership also improved and perhaps could be attributed, in part, to improvements to the website which now presents DOGS NSW as an organisation in a far more professional light.
• We also received stimulus package income of $257K and $57K increase on last year.
Director C Rafton noted that the Auditors had operated under the minimum disclosure requirements, which they also do for the ANKC, and that in the 2018/2019 year the then Auditors, Vincents, had asked if DOGS NSW required standard reporting or committee detail. Director Rafton had asked the Board for P&Ls, particularly for the Spring Fair, however, that has not yet been done and the Board will need to bring that back into line.
The Chair of the Finance Committee brought it to the attention of the meeting that no Spring Fair Dog Show took place in 2020, or 2021, hence there was nothing to report.

DOGS NSW agree by Special Resolution that the boundaries of the Northern Region and the Hunter Region as set out in Regulations Part IX – Electoral Regions, be varied in accordance with the detail set out below:-
THAT the part of the Mid Coast Council Local Government Area that was formerly known as Greater Taree City Council, be moved from the DOGS NSW Northern Region into the DOGS NSW Hunter Region.
The Electoral Regions, as currently set out in the Regulations, are based entirely on Local Government Areas. The Company’s Constitution in Article 32 requires that any attempt to change the Region boundaries be approved by the Members in General Meeting which is the reason for this motion.
Although Council mergers which have occurred in recent years have not yet been corrected by the Board of Directors in Regulations Part IX, all current Region boundaries in those Regulations continue to contain whole LGA areas with the one exception that what is now the Mid Coast Council area is divided between the two Regions of Northern & Hunter with what was Greater Taree Council area being in the Northern Region and what was Gloucester and Great Lakes Shire areas being in the Hunter Region.
It is appropriate that this anomaly be corrected so that all individual LGA’s are correctly allocated to a single Electoral Region.
As the Hunter Region has a lower per member Director representation than the Northern Region, it is appropriate that the shift be made from the Northern to the Hunter, rather than the reverse.
The President read to the meeting a statement from Mr T Couchman providing a rationale as to why he withdrew his Special Resolution as follows:-
I, Tom Couchman, speak against Motion 8.1.
As the author of this motion, it was written academically for the sole purpose of rectifying a situation when the merged LGA of Mid Coast Council straddled two Dogs NSW Regions which is a situation that has not previously been tolerated by the members. Normally all single LGA’s are regulated into one Region only.I have to admit that I was absolutely not thinking about Members or Affilates when I did it, but just focussing on getting it into one region.
Since submitting the motion, I have been reminded by the Members of the Mid Coast Canine Club that they are in fact the only ordinary Affiliate in the area and more particularly that they have been part of the Northern Region since its inception, a relationship which they value extremely highly.
Those submissions convinced me that I have in fact proposed the motion in the wrong direction heading the LGA to the Hunter Region when I am now convinced that the more correct direction would be to move it all to the Northern Region which, if this motion fails tonight, I will propose next year.
In relation to the Special Resolution at Item 8.1, the Mover has WITHDRAWN this Special Resolution.

The intent of this motion affects two (2) Articles:• the first: to reduce the number of Representatives as Directors of the Company by two (2) for the Metropolitan area; and • the second: to reduce the number of maximum Representatives that can be Directors by that same number of the two (2) Metropolitan Representatives.
At the moment, every annual election for the Board of Directors has a total of five (5) Directors for a three (3) year term. The specifics of the Regions and the number of Director/s each particular year is not stated in the Articles, therefore, not mandatory and as it is now, 2022 has all five (5) for the Metropolitan Region alone.
Regional representation on the Board has been discussed at AGMs, and elsewhere, over the years and it could be argued that we need an actual determination of the number of members for all Regions to get the correct totals. Regardless, there is not over 50% of the total membership resident in the Metropolitan Region, as it was decades ago. The reduction of the total number from 15 to 13 could also be argued to be not only more manageable as a total number of Directors but, more so, far more proportionately fair.
Consequently, Article 28(b) also needs to be amended in line with the reduction to the now reduced total number of Directors.

Few Directors hold too many Chair positions. This new Article allows for full attention to the one area of concern and, further, allows more individual and specialist attention to each Committee’s needs. It shares the responsibility more evenly and more inclusively of not only members of the Board but also opening up for more diversity of using our membership base of knowledge/specialised areas of experience. It alleviates the work load of one person being responsible for too many areas.
In accordance with advice received from the DOGS NSW Solicitor, in its present form, the wording of the above Special Resolution is not considered to be appropriate for adoption by a general meeting and, therefore, was not considered at the meeting.

RNSWCC Articles of Association, Article 10(d) currently allows 30 days from 1 July each year for a member to renew their membership. As the Office now allows three (3) months’ notice for renewals, it is considered this is sufficient notice to allow members to renew and would allow for a more precise calculation of members eligible to vote in elections. Further, it should be noted that, as a consequence of the above amendment to the Articles, if the membership rolls to unfinancial on 1 July, the member will be required to take out new membership with DOGS NSW.
In accordance with advice received from the DOGS NSW Solicitor, in its present form, the wording of the above Special Resolution is not considered to be appropriate for adoption by a general meeting and, therefore, was not considered at the meeting.

THAT DOGS NSW Regulations Part I-The Register & Registration, Clause 2.15, which currently reads:2.15 DOGS NSW may defer its processing of any transaction concerning a dog or prefix owned or part-owned by a Member who is the subject of an Inquiry or Investigation instituted or carried out pursuant to the Regulations, or who is the Defendant in any court proceedings the subject matter of which relates to the keeping of animals, pending the outcome and conclusion of such inquiry or investigation and the service or payment of any penalty imposed as a consequence of it. Regulations of DOGS NSW Part I, Clause 2.15 Direct violation of ANKC Section 3 Misconduct
3.2 Where a complaint or report is lodged alleging that an offence has been committed, the member body under whose jurisdiction the alleged offence occurs, shall have the matter dealt with under that member body’s disciplinary procedure that provide for investigation, hearing, penalty and appeals. Such procedures shall ensure that the alleged offender is dealt with fairly and given the opportunity to present their case in person or teleconference.
Regulations of DOGS NSW Part I, Clause 2.15 Direct violation of RNSWCC Inquiries, Investigations and Appeals Section 5
5.2 The member concerned shall be informed in writing of any complaint and be provided with a copy of all documents in the possession of the committee necessary to enable the member to understand the nature of the complaint and of any case that he may have to answer.
Regulations of DOGS NSW Part I, Clause 2.15 Direct violation of the law of Natural Justice
Requires that a person receive a fair and unbiased hearing before a decision is made that will negatively affect them. The three main requirements of natural justice that must be met in every case are: adequate notice, fair hearing and no bias. The notice requirement means that the people affected by the decision must be told about the important issues and be given enough information to be able to participate meaningfully in the decision-making process. The
fair hearing requirement means that the people affected are given a reasonable opportunity to present their point of view and to respond to facts presented by others, and that the decision-maker will genuinely consider what each person has told them when making the decision.
The no bias requirement means that the person making the decision must act impartially when considering the matter and must not have any relationships with anyone that could lead someone to reasonably doubt their impartiality.
As a member I do not wish to have this illegal violation of natural justice and human rights to ever happen to another member.
In accordance with advice received from the DOGS NSW Solicitor, in its present form, the wording of the above Motion is not considered to be appropriate for adoption by a general meeting and, therefore, was not considered at the meeting.
8.7 N Hammond (2100054230) to move:-
THAT the following COMPLAINTS PROCEDURE to be implemented by DOGS NSW to ensure an effective complaints resolution process:-
DOGS NSW will not deal with:-
(a) anonymous complaints, whether by telephone, email or in writing. (b) complaints that do not substantially comply with paragraph 5 below; or (c) complaints that are frivolous or vexatious, manifestly ill-founded or which use deliberately false or misleading information, unnecessarily biased, lodged maliciously or contain abusive or inappropriate language.
2. DOGS NSW will not become involved in disputes between members in relation to the sale of dogs. These are usually private matters to be determined by the contractual agreements between parties. Disputes regarding contractual agreements should be resolved in the Courts and not by DOGS NSW.
3. Complaints must be submitted directly by the complainant to DOGS NSW (not via a third party).
4. The complainant must, in the first instance make all attempts to resolve the problem with the member who is the subject of their complaint, for example a breeder, ie,, discuss options of refund, partial refund or replacement, DNA testing, etc.
5. If unable to come to an agreement, the complaint must: (a) be in writing and utilise the Complaint Lodgement Form which, at a minimum, contains: (i) the date the Statutory Declaration is made. (ii) the complainant’s name and contact details. (iii) the name of the other person(s) the complaint is being made about.
(iv) a factual description of the incident(s)/decision and/or alleged conduct in also any witness statements. (v) the time and date of the incident(s). (vi) a factual description of the complainant’s attempt at resolving the matter; and (vii) the complainant’s signature. (b) be written in a manner that is simple, concise and direct and describes the issues in the clearest possible terms. (c) include reference to the specific DOGS NSW Regulation(s) which are alleged to have been breached (DOGS NSW Rules and Regulations can be viewed on the DOGS NSW website at the following website address: http://www.dogsnsw.org.au (d) be supported by directly relevant materials and documentary evidence including proof that the complainant has attempted to resolve the matter and, where the breeder/seller has refused, proof of the breeder’s/seller’s refusal, receipt/proof of purchase, veterinary report, photographic evidence, etc. The evidence should state relevant facts and support the complaint.
(e) contain an acknowledgement that DOGS NSW has permission to forward a copy of the complaint to the member provided personal details are removed.
(f) be delivered in a calm and reasonable manner; and
(g) contain an actual copy of the post (ie, Screen shot) if it relates to the Social Media Policy.
In addition, and for the complaint to progress, a lodgement fee of $250.00 plus GST is required. This fee will not be required for any complaint by anyone lodging a complaint who is not a member of an ANKC Member Body. This fee will only be refunded if the complaint is referred to the Disputes Assessment Panel and thus deemed non-frivolous. The Company Secretary has the discretion to waive this fee in certain circumstances, which are:-
• Cases of alleged animal cruelty
• Cases of criminal conviction
• Cases of genuine financial hardship
Upon receipt of all the above requirements and confirmation that the respondent (defendant) is a current financial member of DOGS NSW, DOGS NSW must notify the member of the charge against them, and any evidence submitted must be affixed to the notification. The member must be given the opportunity to present any evidence in their support within 14 days of receiving any notification. This must also be provided in the form of a Statutory Declaration (such Statutory Declaration to comply with paragraphs 5(b) and 5(f) above).
Once the respondent (defendant) has provided their comments, which in turn will be provided to the complainant, the complainant is entitled to a single right of rebuttal (such rebuttal to also be provided in the form of a Statutory Declaration which complies with paragraphs 5(b) and 5(f) above). The complainant must reply within 14 days of days of date of correspondence.
A response from a respondent (defendant) or the complainant’s rebuttal to any such response will not be considered by DOGS NSW to the extent that it contains material that is frivolous or vexatious, manifestly ill-founded or which uses deliberately false or misleading information, unnecessarily biased, lodged maliciously or contains abusive or inappropriate language.
All correspondence will be forwarded to a DOGS NSW Disputes Liaison Officer and the Disputes Assessment Panel Chair, who in turn independently review and decide upon the outcome of the complaint, which includes referring the matter to Inquiry if deemed necessary.
In accordance with advice received from the DOGS NSW Solicitor, in its present form, the wording of the above Motion is not considered to be appropriate for adoption by a general meeting and, therefore, was not considered at the meeting.
At the conclusion of the meeting, members requested that the Board give consideration to the time frame for submission of Special Resolutions for the Annual General Meeting Agenda in light of the effect on Proxy Votes.

Australia’s own Smiley Dog provides a range of natural and organic grooming products that will make your furry best friend look, feel and smell amazing!
The Soft Coated Wheaten Terrier as a farm dog appears to have had its humble beginnings come from a mixed ancestry. For over 200 years there were textual references to ‘soft-coated dogs’ which were later combined in the formation of its cousins, the Irish Terrier and Kerry Blue Terrier, which were said to be deliberately bred from the beginning. Wheatens were the poor crofter’s dog, as they were not permitted to keep a dog over the value of five pounds. They were bred to earn their keep by hunting badgers, otters and other vermin, do some poaching and attend to the herd, the jack of all trades on the farm. They also had to be a good watch dog, family pet, constant companion and extremely affectionate, with that beautiful coat keeping the family warm at night. By the 1930s, enthusiasts became more selective and developed the breed’s distinctive traits and they were recognised by the Irish Kennel Club in 1937. From that time onwards the breed won many hearts and steadily gained popularity in England and across Europe, then on to America, arriving in Australia in 1979.
They are a compact, medium-sized terrier of substance, covered with a glorious soft, silky coat that is the colour of ripening wheat. The coat falls naturally in loose curls or waves, which is known for its hypoallergenic qualities. The Wheaten’s black rimmed, dark hazel eyes are covered with a profuse ‘fall’ which blends into ample furnishings over their whole face. Their strong rectangular head with medium sized ears, usually trimmed around the edges, give them a characteristic terrier appearance. They are a square dog (measured from withers to base of tail/withers to ground), strongly built and muscular, well balanced in structure and movement, using long, low strides to cover ground efficiently, and are not exaggerated in any way. They stand and move with head and tail up, giving the appearance of a happy, active dog, full of character. Dogs can be up to 49cm in height and 20kg in weight, with bitches appropriately smaller.
They are a highly intelligent and inquisitive breed with a wonderful sense of humour and do well when trained and socialised from an early age using positive reinforcement. They tend not to lose the fun loving ways of their puppyhood well into old age, retaining their medium to high energy levels throughout their life. They are well known for performing the “Wheaten Whirl”, a joyful spin at breakneck speed when excited and can also be very bouncy. They are very sensitive to differing tones of voice and most try their hardest to please, so they do best with gentle, reward based types of training. Wheatens are usually a ‘whole family’ breed and adapt well to both city and country living as long as they are with a family who are prepared to give regular exercise, training and grooming. They are equally happy being out in a field, swimming at the beach or cuddled up on the sofa with their humans, preferring the company of their family over that of other dogs, but enjoy friendly playtimes with all sizes when out and about.
Wheatens may have begun life working for the poor crofters of Ireland, but are now a much loved family dog, thriving on close human contact. They are known for their distinctive coat and exuberant personalities, cuddling and licking family and friends to greet them, and as a lovable, friendly and outgoing breed.
While they are not as fiery as most other terriers, they will certainly stand up for themselves, as their usefulness of bringing down badgers and otters would indicate, earning them an extremely good reputation in the field.
Apart from the aforementioned exuberance and energy, which requires plenty of exercise and quality early training, the breed’s stunning ‘profuse and abundant’ non-shedding coat is regarded as moderately high maintenance. They can go through a number of coat changes as they grow until their mature coat comes through at 3-4 years of age. One of the most important phases of training should be preparing them for grooming. Whether they are kept trimmed short (recommended for pets), as they do not tolerate heat very well, love helping with the gardening, splashing about in water, or are allowed to grow their beautiful locks, they will spend many hours on a grooming table at home and at the groomers. A daily grooming using a brush and fine tooth comb in the early years is highly recommended to not only maintain the coat knot free, but to also get them used to the grooming process, including handling their feet, ears and tail. Most of them enjoy any form of water, so it’s best to desensitise them against the sound and feel of a blow dryer, clippers and scissors from an early age. A clean coat is always easier to groom, so it is recommended that they are washed and conditioned at least fortnightly and trimmed on a regular basis.
The Soft Coated Wheaten is basically a very healthy dog that, given proper care and nutrition, will live a long and active life with an average lifespan of 14 years. All breeds are susceptible to inherited disease and the Wheaten is no exception. Occurrences of protein losing nephropathy (PLN) and protein losing enteropathy (PLE), renal dysplasia (RD), Addison’s disease, juvenile cataracts and degenerative myopathy (DM) have occurred in the breed, and now most breeders in this country perform ultrasounds, DNA, blood, urine and ACES tests on their breeding stock to help stamp out these diseases. It is recommended that all breeding stock are tested for the above, as well as having hips and elbows x-rayed.
Anyone considering owning a Wheaten should be prepared to include them as a member of the family that will participate in all aspects of family life. They are not a breed that does well as an outside living or kennel dog. Being highly intelligent Terriers, if left to their own devices for too long they quickly find ways to entertain themselves which may include gardening, furniture rearrangement or vocal objection. They do well with twice daily long walks or runs, swims at the beach and motivational toys to test their skills. As they adore the personal interaction with their owners, a daily grooming session is often one of their favourite times. They do love their creature comforts, so most will soften even the most adamant human and find them taking their place on the sofa or bed. Their love for interaction with their family should be your highest consideration.
Wheatens also benefit from the mental stimulation of learning tricks as well as manners. Owners are amazed at their cleverness. They have been listed as a herding breed for DOGS AUSTRALIA competition and their intelligence and can-do attitude makes them very adaptable for performance sports such as agility, tracking and obedience trails.
Apart from their original purpose of being excellent herders and vermin catchers, many Wheatens have earned excellent plaudits while working with and for humans. They are known to be used as search and rescue in disaster situations, Delta Dogs and Pets as Therapy. One dog is even currently being used as a therapy dog in ICU at the John Hunter Hospital. Wheatens do extremely well when trained for Agility, Flyball and Dock Diving and love every second of it.

Aged care residents have experienced crippling loneliness during two years of intermittent COVID-19 lockdowns, denied access to family and friends for weeks at a time. The impact of this could have been softened if they were allowed pets. Australia has launched a new tool which allows aged care homes to objectively assess the risks of accommodating specific pets for residents.
Australia has launched a new tool to assess whether individual pets can safely be accommodated in aged care homes, easing the stress for many older people moving into residential care. A team of academics, veterinarians, health and consumer representatives has devised a process to assess different risks for both people and pets, focusing on dogs, cats, small mammals, birds and fish.
Project leader, University of South Australia pet researcher Dr Janette Young, says the tool assesses a wide range of risks, including allergies, bites/scratches, falls, transmission of diseases and animal stress.
“We want to support older people to keep their pets at an extremely stressful life stage and also reduce the number of pets who become homeless or need to be euthanised when their owner is no longer able to live independently,” Dr Young says.
“But we need to do this in a responsible way, ensuring the safety and health of both animals and people is paramount.”
The Companion Animal Multi-Species Risk Management Tool (CAMSRMT) documents three main risks: from humans to animals and vice versa, and risks from animals to animals.
Levels of risks for individual species are rated high to low, assuming pets will be kept in their owners’ rooms, or on a leash when outside or in a communal setting.
“Good hygiene is essential, and most risks can be managed in an aged care home if scrupulous cleaning practices are followed,” Dr Young says.
“However, there are other considerations, including the likelihood of an animal causing a fall or biting/scratching a resident, and human allergies to different species.
“Some people fear animals in general or just don’t like them. Others have a history of mistreating animals. We have to consider a whole range of risks in an aged care home.”
Veterinarian advice includes assessing the risks of residents inappropriately or over feeding pets, animals gaining access to residents’ medication and even the possibility of animals being injured by other pets on the premises.
Although considered low risk, there is also the possibility of disease and infections spreading from humans to pets (rabies, anthrax) and vice versa.
The tool proposes steps to address all these risks, including the following: • Individual care plans for pets, noting staff and resident animal allergies or fears, and pet alert signs; • Veterinarian checks pre-admission for health and behaviour; • Assessing how pets should be kept or moved around the premises; • Maintenance of an infection control program and a pet care plan; • Processes for managing pet medication; • Regular cleaning of litter and cages; • Microchipping or identification tags
“Dogs and cats will have different risks compared to rabbits, birds and fish so we have developed scenarios for each species,” Dr Young says. “The tool is not about guaranteeing that people can bring their loved pets into aged care; this may not be the best option in the end for people or their pets. However, it enables people to work through this as a realistic option and gives advice and tips on how to make this more likely.”

A 2018 Animal Welfare League report found that only 18 per cent of residential aged care facilities in Australia allowed residents to live with a pet, despite 64 per cent of Australian households owning a pet.
Almost one in two people over the age of 65 have pets but many relinquish them as they age because of fears about who will look after their pets in the event of illness or death, or when they enter a residential care home.
It is both difficult for an aged dog to be rehomed and for the aged owner to be separated from their beloved animal, after many years of devotion and bonding. It would be beneficial for both the owner and the pet to stay together, (where possible) and hopefully The Companion Animal Multi-Species Risk Management Tool (CAMSRMT) will pave the road to make changes for this to occur.
Having your dog come to you when you call is probably one of the most important behaviours you can teach your dog – but it can also be one of the hardest. There are so many interesting things out there – other dogs, smells, animals, people – to distract your dog. To get your dog to come when you call means you have to be more exciting and rewarding that the thing distracting them.
Teaching your puppy to come from an early age is essential so that it becomes a habit, BUT it is never too late to teach a dog to come when called!
Gather up some of your dog’s favourite treats. The treat has to be something very high on the scale of the dog’s reward list to make sure that you can distract them from that other interesting thing.
Go to a small room or space where you can be assured that your dog will find you and your treats very appealing. Call your dog’s name and say ‘come’. Waggle a treat at your dog so that he sees it and when he gets to you, give him the treat. Let your dog wander off again and do it all again. Repeat the exercise until your dog returns to you whenever you call him.
Once you feel that you have this short ‘come’ in place with your dog, you can move outside or to a larger area. Repeat your treat waggling, his name and say ‘come’. Repeat this exercise until your dog returns to you consistently whenever your call his name and say ‘come’.
Surely if I ask my dog to do something he should just do it? Dogs are thinking, feeling, intelligent creatures. Though they are not little people in fur suits, like us they will do things that are fun and rewarding and avoid things that are not. Asking your dog to do something ‘just because you said so’ is like your boss asking you to work for no pay. How motivated would you be to do it?
You could force your dog to comply, but what would that do to your relationship? How would you feel about somebody who forced you to work? On the other hand, if you set up the game that your dog understands as “If I do what you want, you’ll give me a treat,” it’s a relationship-building win-win situation. The dog is motivated to learn, and both of you can enjoy the training session. You love your dog, so why wouldn’t you want to use a training “tool” that gets him excited and makes him happy?
Next, use a long lead and in particular, see if you can take your dog somewhere a little more distracting, let your dog wander off and repeat your treat waggling with his name and ‘come’. Should your dog not respond try running away a little so that your dog is inclined to follow. If the distractions are simply too good, either go back to training in a less distracting environment, or just go home and try again another day.
. Plant a dish in easy reach of you but out of reach of your dog in those rooms or areas that you allow your dog. Whenever your dog is away from you, call him to you using his name and ‘come’. Or wait for your dog to move towards you naturally so that you can add ‘come’.
. Use a happy and enthused tone in your voice when your call your dog. Your cheery voice is more like to encourage your dog’s return.
. Never ever call your dog in anger. You will destroy all the good training you have put in place and your dog will be less likely to want to return to you.
Grab the lead and water bowl, your swag, tent or van and hit the road this April to the Mundi Mundi Broken Hill music festival, where four legged friends are as welcome as any family member to rock the plains. The inaugural all-ages, dog-friendly event kicks off from April 21 to 23, 2022.
Hundreds of dogs will be welcomed with their adventure seeking owners for a music festival like no other, under wide open skies and on the red earth of the Mundi Mundi Plains outside of Silverton, in Outback NSW.
Running in the Easter School holidays, the weekend after the Easter long-weekend, the event will be one of Australia’s most unique bucket list music experiences, for humans and canines alike.
The Outback event will be staged across three huge days in April featuring an epic line-up of iconic Aussie acts including Paul Kelly, Ian Moss, John Williamson, Kate Ceberano, Russell Morris, Glenn Shorrock, Ross Wilson, Vika & Linda, Wendy Matthews, Shane Howard, Shannon Noll, Dragon, The Radiators, Chocolate Starfish, Mi-Sex, The Chantoozies, Bjorn Again, Mark Gable, Steve Balbi and Caitlyn Shadbolt.
In 2022 there will also be a one-off two incarnations of the Broken Hill Mundi Mundi Bash with another event with joint headliners Jimmy Barnes and Missy Higgins, along with Kasey Chambers, Jon Stevens, Daryl Braithwaite and other legendary performers being staged from August 18 to 20, 2022.
“In addition to being the world’s most remote music festival, our Birdsville Big Red Bash was Australia’s first dog friendly music festival. So ensuring dogs are well catered for at our new Mundi Mundi Bash sister event was a no brainer. We’re dog lovers and many of our festival goers have dogs and love hitting the road with their fur-kids – especially when the first Mundi Mundi Bash event falls in the Easter School holidays. We’ll have a special dog-friendly section at the festival, as well as an allocated dog zone in the concert arena. We’re a family friendly event, and to us dogs are important family members. And our outback location means we have an abundance of space to allocate nice big camping spots,” said festival organiser and owner Greg Donovan, MD of the Outback Music Festival Group.
Close to 400 dogs attend the Birdsville Big Red Bash each year, and similar numbers are expected at the Broken Hill Mundi Mundi Bash.
10,000 festival-goers, many with their dogs, will converge on the ‘Bashville’ Mundi Mundi Bash campsite site for a jam-packed line-up of live Australian rock music, as well as a host of outback entertainment and activities, from a Nutbush City Limits World Record dance off attempt (the current record of 2,878 dancing revellers was set by the Big Red Bash on Thursday July 8, 2021) to a Mad Max costume dress up world record attempt, comedy and outdoor film screenings, scenic helicopter flights, camel rides and charity initiatives such as the ‘Mundi Undie Run,’ raising funds for the Royal Flying Doctor Service.
The events will also boast the fun of a Doggie dress-up fashion competition. Dogs and owners have the opportunity to pick up prizes for the best costume, best trick, coolest mutt and best doggie/owner costume combo.
Event organisers the Outback Music Festival Group set the gold standard for running COVID safe events in Australia when they successfully staged the COVID free Birdsville Big Red Bash event in July 2021. They became the only music
promoters to stage a multi-day music festival since COVID hit Australia.
The events offer up a uniquely Australian destination adventure for families, grey nomads, camping and caravanning enthusiasts and intrepid travelers and live music enthusiasts, and have a ‘no jab, no jive’ policy in place for 2022, requiring that all festival goers 16 and over must be fully vaccinated to attend.
The event site is a location that is as vast as it is beautiful, allowing for well-above social distancing and featuring Australia’s biggest, entirely outdoor, concert space. Days will boast clear cornflour blue skies with mild desert temps of 24 degrees and crisp nights, showcasing a glittering sky that only the remote Outback can offer. While the Mundi Mundi Bash location is remote it is easily accessible, with sealed road leading right up to the event site meaning festival goers don’t have to have a 4WD to make the trip to the event.
Both the Broken Hill Mundi Mundi Bash events will be BYO alcohol for both the campsite and concert areas, and ticket holders are also permitted to bring their own food. There will also be a large range of food vendors selling both hot and cold food and non-alcoholic beverages at the events.
The Broken Hill Mundi Mundi Bash is supported by Destination NSW, with the event expected to generate millions in revenue for Outback NSW.
