Changing gears in a new market

I

love the inner-Melbourne property market right now. I love where it is heading short term and how it will be reacting, possibly in the medium term and almost certainly in the longer term. The current statistics and trends express that the market is experiencing a significant price decline, as the market drivers of the past decade have all been changed by governments or are proposing to be changed.

With these drivers going or gone, our housing market has been left without key upward drivers. I feel right now that this is not a bad thing, as it allows each property transaction to find its own level and its own position in the scheme of things. Three cheers! As a community, we may well have dodged a very difficult time. The market can be classed as a good market because it is more stable, even though it is declining in price and turnover overall. Agents, sellers and buyers are all gradually coming to terms with the new paradigm.

What’s to like? 1. The new pace of decision making – it is suiting many buyers and some sellers. 2. This market rewards good processes – more than the 2015 to 2017 market, in which there were a lot of “scorched-earth negotiations”.

eing an aspiring first-home buyer is tough, especially in times of tighter lending and for those who don’t have a credit line with the bank of mum and dad. But falling house prices now provide more bang for buyers’ bucks and today’s search comes with slightly less frenzy than during the boom. The trick for first-home buyers is to search beyond their dream suburbs – yes, it’s painful – and look for the next best thing, remembering that where first-home buyers go, life follows. So here’s a compass twirl of Melbourne’s best options for first-home buyers – north, south, east and west.

The south If you like St Kilda, Elwood and Elsternwick, try Mordialloc, Edithvale and Frankston. You will be surprised how good the cafes, transport and beaches are. In Mordialloc, two-bedroom units and apartments within walking distance of the station and beach are still available for below $500,000. Ray White’s Greg Scherwinski, who has been selling in Mordialloc for 30 years, laughs about how young all the locals are now. He says first-home buyers are drawn to the infrastructure, the beach, the creek and the palm trees. And the cute village shopping centre now hums with cafes and bars. “It’s got an Elwood vibe.” He says the recent softening of prices means young buyers can get a larger place for their hard-saved

dollars or they can now look a couple of suburbs closer in. “We’re seeing a lot of that; people who were looking a bit further out can now look two or three suburbs further in,” he says. Further south, Edithvale is the quieter cousin to Frankston or Mordialloc and has a smaller mix of apartments and townhouses below $600,000, but it has its own beautiful beach and wetlands and great access to trains and EastLink. In Frankston, which is undergoing significant government investment and getting livelier by the day, it’s still possible to buy a house for less than $600,000.

If you like Collingwood, Fitzroy and Clifton Hill, try Coburg, Fawkner or Reservoir. Like their slightly southern counterparts, Coburg, Fawkner and Reservoir have an industrial heart and history but they come with more affordable apartments, new medium-density townhouse developments and, particularly in Fawkner, even some houses – it’s a chance to put down roots. Barry Plant agent Marc Romeo says the middle north’s big appeal is the range of properties to choose from. “There are no houses available in Reservoir under $600,000 but first-home buyers have a lot of options with townhouses and apartments. And they’re able to select a bit bigger and a bit better now,” he says.

A little further west in Coburg and Fawkner, there’s great access to Sydney Road’s cafes and bars, and the Merri Creek bike and walking path connects to other suburbs; maybe the ones you were originally dreaming of. If it all sounds a bit like adapting to being a bit further north than you thought, well it is. In Fawkner, it is still possible to buy a house for less than $650,000 (including the occasional 1950s brick ones) and while it’s much tougher in Coburg, there are good townhouses and apartments within first-home buyers’ ranges – including some three-bedroom townhouses for under $600,000.

Mordialloc beach is a real drawcard for those looking to buy in the suburb.

Popular Hawthorn Common is in the thick of the action on Burwood Road, close to bustling Glenferrie Road shopping.

Altona was once dismissed as too industrial but today it is appreciated for its village feel. A hop north-east is Spotswood, which has the occasional bargain apartment along with easy access to Yarraville, but buyers may find they get the best choice a little further north in Maribyrnong. This riverside suburb has seen a lot of development over the past decade and Biggin & Scott’s Simon Gray says, as the market has eased, he’s selling to young buyers who had been renting in Kensington or Docklands but now felt they could buy. “We’re selling two-bedroom townhouses in the mid-high $500,000s and apartments anywhere from $400,000-$550,000.” He says the townhouses are popular because they allow buyers to stay put if they have children. The Maribyrnong River, running and cycle tracks and access to Highpoint Shopping Centre are the big drawcards, he says, “and the closer to the tram the stronger the prices”. Back at Altona, there is a lot of medium-density development, with many smart three-bedroom townhouses available for those buyers who can inch towards $700,000 but plenty of smaller properties available below $600,000. The mix of a village centre, train access and a local beach is a winner for buyers. Cafes, like the popular Bezirk, and waterfront bike paths don’t hurt, either.

The east They’ll be a bit less congested and while there are fewer apartments to choose from, you’ll be surrounded by these affluent areas’ top-quality infrastructure. Hawthorn is probably the most popular of the three for younger buyers – Swinburne University and the Glenferrie Road precinct is lively with everything from cheap noodle bars to the cute rooftop bar at the Lido cinema. And the area has many apartments – with about 80 listed on Domain under $600,000 – ranging from old to new. Add great transport links, access to riverside cycling paths and good shopping, and it’s a winner for younger buyers.

Malvern and Caulfield North are similarly prestigious suburbs and, for those first-home buyers with a bit more cash to splash, they offer some great buys. Caulfield North, in particular, has some mid-century gems that are large and stylish with sought-after period features. Those close to Dandenong Road have good tram access but the gems are dotted far and wide. Malvern wins on access to transport and shops but its apartments are harder to find, with slim pickings under $700,000. Some might find Malvern a bit stuffy, but if it’s a nightlife you’re after, Chapel Street and St Kilda are close by and it’s also worth looking in neighbouring Armadale, which has more apartments.

Five things to save on in your first property Art Art tells a story, creates a mood and can simply elevate a room. You need to buy art that is in line with your financial situation, but remember that the better the art the more likely it is that it will increase in value. That means buying limited-edition prints or finding paintings by artists you love, or that have an established or emerging good name. hen it comes to buying your first home in Australia’s most cosmopolitan city, you’d be forgiven for thinking you’ll have to compromise on location to meet your budget. And with Melbourne’s inner east currently sporting the city’s highest median apartment price at $608,088, you may have thought the best developments were out of reach for first-home buyers. But with one-bedroom apartments starting at $390,000 and twobedders at $520,000, first-time purchasers have already snapped up 24 apartments in new Burwood development Burwood Brickworks’ first release, and are expected to be front and centre for the second release of apartments in early 2020. “It’s an affordable starting point for first-home buyers,” says Sarah Bloom, general manager of residential Victoria at Frasers Property Australia. “The feedback we’ve been getting is that Burwood Brickworks offers a great entry point into an established market.

At the lower price points, there’s the option for a one-bedroom or twobedroom apartment, and first-home buyers can get the grant and buy within their existing locale.” Set in an inner-ring suburb that’s well serviced by transport, Burwood Brickworks will include apartments across six buildings, semi-detached and freestanding houses, a small number of vacant lots, 2.5 hectares of open parkland and a retail centre anticipated to be the world’s most sustainable shopping centre.

Bloom says the development is popular with local owner-occupiers who want to stay in a suburb they know and love and take advantage of both existing infrastructure and the additional amenity to be introduced by Burwood Brickworks. “The combination of parkland and a retail centre that will include cafes, restaurants, a cinema and prominent retail chains means everything you need is on your doorstep,” says Bloom.

“We’ve been awarded a 6-Star Green Star Communities rating, and walkability is a key element of that,” she says. “By virtue of the integrated nature of the development residents will be able to walk across the urban plaza to the retail centre for their shopping and entertainment needs.” Burwood Brickworks’ focus on sustainability is another drawcard for first home buyers. Dwellings will optimise sunlight and views and deliver cost-saving efficiencies through renewable energy sources, while an urban farm and greenhouse will top the retail centre. Dr Stephen White, CSIRO’s Energy Efficiency Domain Leader, says the appeal of sustainability is “a bit of a no-brainer”. “You get a more comfortable house to live in so who wouldn’t want that?” he says. “When we look at the sorts of things people are looking for, they want good natural daylight, good ventilation, to be naturally warm in winter and cool in summer where you don’t have to run the airconditioning all the time.” A national survey conducted by White revealed that 67 per cent of respondents would like an energy efficient home, and their inclination to purchase a property strengthened when the sustainable features of a home were well-documented. The benefits to first home buyers include a reduction in power bills, a sense of contributing to the health of the planet and the chance to live in healthier homes. “The younger generation is more attuned to the idea of sustainability, they’re more conscious of the environment,” says Bloom. “So they’re excited by the concept of the shopping centre which will truly be a world first and a real destination in its own right. It’s a very attractive component, particularly when you’re living in an apartment as a millennial. The future of urban village living

ast Brunswick Village, a forthcoming master-planned project just six kilometres from the CBD, is designed to appeal to first-time home buyers who love the location and lifestyle of Melbourne’s trendy inner north. “The culture and vibrancy of East Brunswick is a natural fit for firsthome buyers, who have often spent several years renting and sharehousing in the inner north,” says Mario LoGiudice, director of East Brunswick Village (EBV) developer Banco Group. “We want people to be able to live where and how they want to live, and we believe what we’re offering at East Brunswick Village enables this.” Located on Nicholson Street, EBV will comprise mid-rise buildings, each with only five or six storeys. But LoGiudice says EBV is “so much more than apartments” – tree-lined walkways and a bike path will run through the precinct, linking EBV to the amenities of wider Brunswick and Brunswick East. A retail hub and restaurant alley will serve as a place for EBV residents and the public to gather. The retail offerings include a marketstyle Coles supermarket, artisan bakery, chemist, yoga studio, health spa, bike repair store and cafes. And residents will have access to 2300 square metres of shared communal spaces – such as vegetable

gardens, a library, games room and rooftop barbecue area – intended to encourage interaction, giving the development a village-like feel. “We are creating a village that incorporates all the benefits of Melbourne’s best inner-city communities,” Lo Giudice says.

“I think of EBV as a microcosm of East Brunswick. It’s exciting, it’s creative, it’s diverse, and Brunswick is like that too – it’s one of Melbourne’s most inspiring and liveable suburbs.” Younger generations of home buyers are particularly interested in

reducing their carbon footprint and protecting the environment, says LoGuidice, so EBV has made sustainability a design priority. Each building will aim to achieve a 7.5star rating from the Nationwide House Energy Rating Scheme (NatHERS). The master-plan also includes a number of initiatives designed to reduce greenhouse gas emissions and help residents save on their energy bills. Residents will have solar panels on the roof of each building, plus double-glazed windows, rainwater tanks, electric car charging stations and a food-waste recycling program. EBV will have one, two and threebedroom apartments available, all with unusually high ceilings and an interiors palette that continues the theme of bluestone and recycled timber. Construction on the site has already commenced, with stage one expected to be completed late this year. “We think well-thought-out urban villages like EBV are the future of urban living, and we’re not talking about the distant future; we’re talking in the next two, or five or 10 years’ time,” says LoGuidice. “First-home buyers want to live well, they want to live healthy and happy lives in a place they can call home, and we think that place is EBV.” IN PARTNERSHIP WITH

f you’re a first-home buyer, your budget will be based on how much money you can borrow, so it’s wise to speak to a bank, lender or mortgage broker at the beginning of your home-buying journey. Even if you don’t have a lot of money saved, they will be able to advise on how much you need for a deposit for the kind of properties you are interested in, giving you a goal. Lenders can also help you realign your expectations, as your ideal suburb or property type may be more expensive than you can afford.

How much can I borrow? Lenders calculate a maximum loan amount based on your income, savings, assets, expenses and credit history.

Although lenders will tell you the maximum amount you can borrow, this doesn’t necessarily mean you should borrow up to your limit, because mortgage repayments are higher for bigger loans. Compare your after-tax income with your estimated ownership costs, as well as general household expenses, such as groceries, bills, transport, schooling and leisure. If there is only a small amount left over for non-essential purchases like dining out or holidays, you might want to consider a smaller loan. Alternatively, think about whether you can cut back on expenses and live more frugally as a home owner until your income rises.

Set a first-home buyer budget

It’s wise to “stress test” your finances before committing to a large loan. Ask your lender what your repayments would be if interest rates rose by 2 per cent, and calculate how much money you would need to have set aside to make your mortgage repayments for a few months if you lost your job. Being ready for the worst will ensure you land safely on your feet if or when it does happen. Tip: Closing credit card accounts or reducing credit limits can boost your borrowing capacity.

The deposit is the amount of money you contribute from your savings towards the purchase. The typical deposit is 20 per cent of the purchase price, although it’s possible to buy a home with a deposit as low as 5 per cent. Buying with a larger deposit allows you to take out a smaller loan with smaller repayments, and you’ll generally get a better interest rate. A bigger deposit also means you’ll start your home-ownership journey with more equity, which is important when it comes time to upgrade further down the track. If your deposit is less than 20 per cent, you may have to pay lender’s mortgage insurance (LMI). This protects lenders in case you default on your loan. The cost is generally added to your loan as a lump sum, but you’ll also pay interest on that amount over the life of the loan.

Tip: In a rising market, it may be more economical to pay LMI rather than wait and save the full 20 per cent, because property prices might increase faster than you can save.

How do I save faster? Saving a property deposit has never been easy and requires discipline, usually at a time when you’re finally earning a decent salary and have more money to spend. The first thing you need is a goal. Once you have determined how much you need for a deposit, research any government incentives that could give you a boost. Transferring money to a highinterest savings account that is separate from your everyday account makes it a little bit harder to access that money, meaning you won’t be as tempted to take it back out again. Having a set portion of your salary paid into this account gives you a clear idea of how much you are saving, and further reduces temptation. Also think about ways you can increase your income to save faster. Tip: Write a list of all your small monthly expenses, including eating out, takeaway coffees, drinks at the pub and entertainment. Liaw first entered the property market in his home town of Adelaide as a recent law graduate. The year was 1999 and he had saved enough to buy an inner-city terrace. Renovations were necessary before moving in just to bring it up to a liveable state. “It was a bit of a death trap when we moved in there, to be honest,” Liaw says. Liaw lived in the house with friends who rented off him while he paid the mortgage. He jokes: “Rather than blowing all my cash on fun things, I thought I should debilitate myself with a mortgage. “The romance of having a mortgage wasn’t the most fun thing in the world for a 21-year-old guy. I wasn’t making a lot of money at that point, so a fair chunk was going into paying a mortgage.” Liaw sold the property after two years for about $215,000 – an approximate $80,000 return. “I think your first house is a lot more about numbers than it is about emotion,” Liaw says.

While she’s best known for her house flipping and styling advice on The Block and Selling Houses Australia, Shaynna Blaze’s own property history is surprisingly limited, having lived in the first home that she bought in 1987 for almost 15 years. The property was a suburban cottage with a ’70s interior including tacky wallpaper and dated carpet. While it wasn’t perfect, Blaze saw its potential. “Trying to find [the right] price point was our big motivator, and that was literally the only place,” she says. Blaze went on to renovate the home in stages, adding practical details when financially possible such as wardrobes, a laundry and updating the kitchen. “I put on a very big deck on the back part of it. We sat out there every night and watched the sunset, it was so divine,” she says. “My kids have got the best memories there.”

The experience of buying a home is far more recent for Wilson, having just signed the papers for a Mornington Peninsula property in early March. While initially hesitant to buy so far from work in Melbourne, Wilson was persuaded to move by veteran Neighbours star and Mornington Peninsula resident Ryan Moloney. “It’s absolutely perfect for myself and my wife. We love the location and everything that’s around it.” Wilson and his wife Jessica had been carefully budgeting in the lead-up to buying while keeping a close eye on the changing market. “I had to make a lifestyle change to nestle down and start saving. But my now-wife, she works in finance, so she assigned me a budget and allocated nearly every single dollar. Once you’ve got that in place ... it’s pretty easy to save then,” he says. His advice to other budding home owners is to thoroughly research areas you’re interested in.

Price and location Working out your budget by speaking to a lender or broker is the first step in the process, according to First Home Buyer Buddy co-founder Lisa Baxter. “That’s then going to determine what kind of property you can buy,” she says. Baxter recommends creating a list of needs, wants and non-negotiables in your ideal home, minimising time wasted inspecting unsuitable properties. These two steps will reveal which areas have houses within your price range, and suburbs available if you target apartments. Properties closer to the city centre cost more because proximity to highincome employment is a key factor that affects values. Apartments are often concentrated in inner-ring suburbs, near train lines or close to shopping hubs, while outer suburbs are more likely to have houses within first-home buyer budgets. Access to lifestyle attractions and employment are major factors for first-home buyers, according to

more adaptable for young families, who quickly grow out of apartments, according to Baxter. “Generally people will stay in houses a little longer than they will in an apartment or townhouse.”

ouse or apartment? That’s the choice faced by many firsttime buyers. But the decision between these two types of properties is often actually about location and budget. In most areas, apartments are much cheaper than houses, but prices vary across cities. Your budget might afford a spacious three-bedroom house in some suburbs, but in others it might only buy you a tiny onebedroom apartment.

The choice is yours buyer’s agent Lauren Goudy from Rose and Jones. “If you can afford an apartment in a better location than a house, it’s definitely worth considering,” she says. Buyers who don’t need a large house and yard, Goudy says, will be better off buying a well-located apartment due to strong price growth in sought-after areas. Banks sometimes have stricter lending policies for apartments in high-density areas, according to First Home Buyers Australia director Taj Singh. “Some of the lenders will actually blacklist certain suburbs where they’ve either lent too much or they feel the suburbs are going to see an oversupply in apartments.”

Typically, this means larger deposits of up to 30 per cent are required, but restrictions don’t usually affect houses. Practicalities and planning Owners of houses are responsible for maintaining the building, gardens and lawns on the block. Apartments suit time-poor buyers because owners corporations maintain common property. Houses usually have higher council rates and insurance, and cost more to heat and cool. Apartments have strata fees that cover management of the complex, including shared facilities such as pools or gyms. Proximity to neighbours means privacy and noise can be issues for apartment dwellers, while houses are

Land and development The key benefit of owning a house is actually the land underneath it, because land appreciates in value as the population increases. Buildings, on the other hand, depreciate through wear and tear, and need to be constantly maintained or replaced. Houses have greater potential because renovations, extensions or a rebuild can enhance the property value of the property. Apartment owners share in the land their complex occupies, and it’s not possible to extend or rebuild but you can renovate cosmetically. In-between options To balance size and affordability, consider a townhouse, duplex or villa. Normally attached on one or more sides and sometimes strata titled, these options are cheaper than free-standing houses. Singh says lenders view townhouses more favourably than units. “Some townhouses actually give you your own block of land and while they are subject to strata fees, they’re nowhere near as high as units.” Daniel Butkovich is Domain’s National Advice Editor. ou have your deposit, or are well on the way, but what should you buy? Can you have capital growth and lifestyle? Both are achievable, but it’s important to accept that waiting for a new-found area to flourish around you is essential. Enter the idea of “rightsizing”. This is property parlance for buying the most appropriately sized home for your stage of life. It was coined as an alternative phrase to “downsizing”. But it should also become the mantra of the first-home buyer. accommodation”. There are more rungs on the property ladder now than there used to be, Capp says, compared to the era in which our parents were buying. Then, they likely purchased the home where they would raise children and remain for decades to come. Where you work is still a leading criterion for deciding where to buy, rather than how many children you might have, or getting a “footprint” in a leafy suburb where you aspire to live in a decade. Hand in hand with that is prioritising education (your future children’s schooling), medical services, libraries and familyfriendly parks. These could all be considerations for life’s next phase. But for the complete package, now, more buyers are looking to purchase ...

A house-and-land package Must have: A realistic time frame for infrastructure, such as schools, transport and shopping, to be dripfed into the new estate, making living in this developing area easy and enjoyable. Why? This is the most affordable way to buy a house that meets your criteria with fewer size and design compromises, and five-figure national grants for first-home buyers who build or buy new. There are positives and pitfalls to buying on the urban lip; the cookiecutter, Legoland approach of these projects has evolved, and these days there are environmentally friendly builds designed by leading architects, some along the coast, as well as the ever-popular zones on the outskirts of cities. The property spruik “Just a short stroll to ... ” has never carried more weight. Even the Heart

Foundation is weighing into the planning stage of these communities, sharing guidelines to help make these growth zones – sometimes called “greenfield estates” – more phys-ed friendly. This is a positive step because new estates have long been mired in the need for cars. Research by RMIT has found that good planning and design requirements for new estates are well-connected bike and walking paths, public transport connections and destinations where residents can meet. So, you don’t need to live close to the city to get a daily dose of exercise and relish verdant spaces. But you should look at the amenities on offer, such as parks, cafes, football ovals, schools, public transport and shops. Community groups exist in these new estates to advocate for better amenities.

Get in touch with them during your search and find out what the developer has promised that has been delivered, and what has been delayed or overlooked. You can also contact your state’s planning department to check the status of amenities that the developer and government are promising for your chosen housing estate. You may buy the house already constructed, from a selection of designs, or buy the plot of land and wait for the property to be built. A technical difference between buying an established home

and a house-and-land bundle is the way the mortgage is configured. With an established home, you’ll have a single loan, but with a package deal, you’ll take out a separate construction loan, paid to you in increments, to pay for each stage of the build of your dream home. In some cases, these loans can be rolled into one. First-home buyers can also score a grant, and/or stamp duty savings. Be mindful that if you’re eligible for a low-deposit deal by a housing estate developer that sale contracts have been known to be offered to firsthome buyers for as little as a $2000 deposit – you will need to be certain that you can make the repayments, and budgeting ahead is smart. Just because you can buy inexpensively doesn’t mean repaying this house over the next three decades is going to be a walk in the master-planned park.
