This guide is full of information, from elected government officials, to Town parks, to the history of Harrisburg. You can learn about things to do, upcoming and ongoing Town events and projects, local attractions and more.
Located in southwest Cabarrus County, bordering Mecklenburg County and the City of Charlotte, the Town of Harrisburg is in a prime location for residential and commercial growth. The Town was incorporated in 1973 and is governed by a seven-member council and mayor. Harrisburg Town Hall, built in 2004, is located on Main Street in the emerging neo-traditional Town Center development on N.C. Highway 49. Harrisburg's close neighbors include Charlotte Motor Speedway in Concord and the University of North Carolina-Charlotte, just minutes from Town Center. Harrisburg is served by the Harrisburg Fire Department, which was brought under the Town in 2006, and contracts with the Cabarrus County Sheriff's Department for full-time police protection. Harrisburg has developed into one of the top 10 most affluent zip codes in the Charlotte region, with a population of more than 16,000 people. Harrisburg is projected to be one of the top five fastest growing municipalities in North Carolina over the next 10 years, according to the NC Office of State Budget and Management.

Harrisburg will be the best small town in North Carolina, based on low density housing, excellent economic opportunities, a safe living environment and efficient and effective municipal services. Amenities, such as excellent recreational programs, adequate open space, attractive shopping opportunities, a diversity of restaurants and a connected system of roadways, sidewalks, greenways and bicycle lanes, will continue to enhance the quality of life of the Town. These services and amenities will be provided while retaining reasonable tax rates and debt levels. In 2008, the Town of Harrisburg adopted this as its vision, supported by the following core values:

Harrisburg, NC is a town that has quietly and persistently established itself as a great place to live, work and play. This up-andcoming suburban community, located less than 1 mile northeast of Charlotte and Mecklenburg County, is clearly moving ahead.

Parks, trails, golf courses and a conveniently located YMCA provide recreational opportunities for everyone, no matter your age. Local volunteers have taken charge in expanding the mountain bike
trail system at Harrisburg Park. Once completed, the trail system will be approximately 3.5 miles, adding nearly 3 miles to the existing trail.
Harrisburg’s festivals and events reflect residents’ fun-loving nature. Events like the Harrisburg ARTwalk, Movies in the Park, July 4th Celebration, and Annual Christmas Tree Lighting unify the town in the pursuit of a good time. There’s no doubt about it - this vibrant town has a lot of something for everyone and a lot of positive momentum.
This community is economically strong and diverse, and has continued moving forward, even during challenging economic times. The momentum these days shows that businesses are moving from surviving to thriving.
Harrisburg has a diversified employment base with education, health and social services being the largest employers and manufacturing a close second. Other employment industries in the area include finance, insurance and real estate; transportation and warehousing; utilities; retail trade; and professional in descending order of market shares.

WHERE IS HARRISBURG?
Nestled in the southwest corner of Cabarrus County in North Carolina, Harrisburg lies in the Piedmont region, which is the middle section of the state. The area is simple to get to by car, bus, plane or train.
One of Harrisburg’s biggest strengths is its proximity to Charlotte and its interstate road system. The town’s central location in the state and proximity to Interstate 85 and Interstate 485 creates easy access from other destinations in the mid-Atlantic/southeastern region. Interstate 77 is just 15 miles west and Interstate 40 just a 30 minute drive north. NC Highway 49 passes through the center of Harrisburg, leading northeast to Asheboro and southwest to the hub of Charlotte.

RICH HISTORY
Beginnings
Many colorful stories surround the history of Harrisburg. According to the Cabarrus Genealogical Society and other local sources, a pioneer likely supplied the original name for the town - Query's Quarter. Newly-elected President George Washington recorded in his diary that he passed through Query's Quarter while traveling by stagecoach through the southern states in 1791.
Agriculture thrived in the new town and several grist mills were built, including Pharr's Mill, known for grinding corn and grain and equally infamous for social gatherings and the site of a delightful swimming hole on Rocky River.
Rail, Retail & Commerce
The town's name change was derived from the Robert Harris family and his descendents. Mr. Harris was established on land of his own in 1766 and, with the advent of rail construction in the 1850s, the depot took the name of the landowner from whom the right-of-way was purchased. Harris Depot became Harrisburg with the construction of the local post office in 1874.
The railroad has historically played a key role in the town's development, as it continues to do today. The first retail establishment in Harrisburg was opened before the Civil War and many more followed with the rail line through Harrisburg. Merchants sold everything from groceries, clothing and tools to mule harnesses and plows.
Religious Heritage
To support the growing population's need for easier access to worship, Harrisburg Presbyterian Church was formed in the early 1900s. The church structure was completed for the congregation in 1904. A Baptist congregation established Oak Grove Church in 1906. The African American congregation moved from a one-room building with no floor or chimney to the structure built in 1978 for 350 members.
Becoming a Town
On March 28, 1973 the North Carolina General Assembly ratified a bill to incorporate the Town of Harrisburg. A Mayor and Town Council were appointed pending elections held in May. Town Hall was completed in 1980 and the town's waste water system was completed in 1985. n

Looking for a little speed in your life? Then look no further than Charlotte Motor Speedway. This motorsports complex is where NASCAR drivers and fans can get their ultimate rush. Be sure to check out the Walk of Fame, near the entrance, with concrete blocks featuring the footprints, hand print and signature of various NASCAR stars. Located 16 miles from Harrisburg in Midland is the site of the first documented commercial gold find in the United States. In 1799, Conrad Reed, the son of farmer John Reed, found a 16-pound yellow "rock" in a creek on the family farm. The large nugget's value was around $3,600. Today, the Reed Mine is a state historic site that belongs to the North Carolina Department of Natural and Cultural Resources and open to the public. Visitors can tour a museum with extensive displays about North Carolina gold mining. In addition, you can pan for gold and explore several hundred feet of restored mine tunnels. HARRISBURG PARKS & RECREATION
Harrisburg Parks & Recreation Department and youth sports programs have a longstanding tradition of strong community support and volunteerism. The Department serves more than 3,500 adults and children from Harrisburg and neighboring communities enrolled in year-round sports leagues, recreational sports like tennis and flag football and special programs like summer camp, Zumba, karate and more. The Department also hosts over a dozen family events throughout the year, including community concerts, Movies in the Park and holiday events. HARRIS DEPOT PARK
This is park is the site of the Morrison Sims Grocery Store/Historic Harrisburg Post Office as well as the Harrisburg Farmers Market. Situated on 3.91 acres, other amenities include a paved walking trail, mountain bike access, permanent corn hole courts, fishing pond, restrooms and a picnic shelter.

This 33 acre community park is comprised of multi-purpose fields, picnic areas, playground, restrooms, walking trails and natural areas with established vegetation.

STALLINGS PARK
This small community park is adjacent to the Harrisburg Elementary School Park. The combination of the two facilities provides an opportunity for the Town to efficiently schedule baseball and softball programs for the community. In addition to the athletic fields, there is a walking trail, picnic shelter, playground and restrooms.

PHARR MILL PARK
This 37-acre park provides passive recreational activities in a beautiful wooded setting. This park is popular with walkers, runners, families and nature lovers. Park amenities include boardwalk trails, walking and biking trails, volleyball courts, horseshoes pits, a playground, a pond, picnic shelters and individual picnic sites, nature areas and a restroom/vending building. VETERANS PARK
Located behind Harrisburg Town Hall, this land is owned by the developer. Numerous events take place here including Taste of Cabarrus, Harrisburg 5K/10K & Health Expo, as well as the annual Christmas Tree Lighting event.

NEIGHBORHOOD FITNESS TRAIL
The first neighborhood fitness trail has been completed in Town Center. A sign behind Harrisburg Town Hall shows the various routes and color-coded arrows on the sidewalk guide walkers and runners. There are red, gold, green and blue routes, with the routes ranging from about a half mile to a mile and a quarter. Kyle Tucker, a Boy Scout with Troop #173, developed the Harrisburg Town Center Fitness Trail as part of his Eagle Scout project.

GREENWAY & CAROLINA THREAD TRAIL
Plans are underway for Harrisburg to be a terminus point for direct access to a 26-mile greenway through Mecklenburg County and offer direct access to the Carolina Thread Trail. The Thread Trail is a regional network of greenways and trails that will reach 15 counties and 2.3 million citizens at its completion.
HARRISBURG YMCA
Located in Town Hall, the Harrisburg YMCA is a private recreational provider that serves Harrisburg and surrounding areas. The Cannon Memorial YMCA is a tax-exempt, not-for-profit organization that has served all of Cabarrus County and part of Rowan County since 1908.
In December 2006, the Harrisburg Family YMCA joined the Cannon Memorial YMCA association as the third branch of their service area in Cabarrus County. By offering various programs, such as before and after school programs, summer camp, fitness, sports, aquatics and wellness, the YMCA provides activities that complement the Town’s recreational programs. The Harrisburg YMCA is an asset to the recreational offerings within the Town and continues to be a partner with the Town’s efforts to provide citizens with quality recreational opportunities.

SO NEAR, SO FUN! Other Regional Interests
ROCKY RIVER
The Rocky River is a 95-mile-long river in the Piedmont region of North Carolina. Part of it has been deemed the Rocky River Blueway. There are six canoe/kayak launches located along its course. The northern most put-in is located in Pharr Family Preserve and is maintained by Catawba Lands Conservancy. The next launch is 4.5 miles downstream at Riverbend Farm and is maintained by the Town of Midland.
Numerous other outdoor recreation opportunities are nearby, with the U.S. National Whitewater Center just 25 minutes from Harrisburg. For hikers, Crowders Mountain State Park offers a spectacular view at the summit as well as miles of trails for hiking. Nearby Lake Norman, Lake Wylie, Mountain Island Lake and Lake Norman State Park offer water sports, hiking, mountain biking and more.
HARRISBURG PARK MASTER PLAN
A fresh look has been created for Harrisburg Park following a detailed process with the help from Stewart Engineering Inc. This process began in March 2017, wrapping up seven months later in October 2017, and has had extensive involvement from the public, partners and stakeholders throughout the community.
The results of the plan are considered a preferred vision of what members of the community value as the most important amenities for the park. These values were captured through a combination of surveys, three public poling sessions, two public engagement meetings, as well as the 2010 Parks and Recreation Master Plan.
At the July meeting, Council approved a contract to Benesch Engineering to complete the engineering and construction documents for Harrisburg Park. The proposed Town-owned recreation center is not part of these plans. The Construction Document phase will take approximately 7-9 months, with intentions to move forward with bidding the project for construction in spring 2019. The proposed construction timeline, once a contract has been awarded, is 15-18 months.

The Panthers began play in 1995 as one of two expansion teams to begin play that year. The teams home field is Bank of America Stadium in uptown Charlotte. The Panthers have reached the playoffs seven times, advancing to four NFC Championship Games and two Super Bowls. They have won six division titles, one in the NFC West and five in the NFC South.

The Hornets were originally established in 1988. In 2002 the franchise relocated to New Orleans and became the New Orleans Hornets. In 2004 the NBA established the Charlotte Bobcats. After 10 years as the Hornets, the New Orleans team decided to rebrand themselves with a new name and the “Hornets” name was returned to Charlotte. The Bobcats were officially renamed the Charlotte Hornets for the 2014–15 NBA season. The Hornets play their games inside the Spectrum Center, and the excitement within the arena is absolutely couragious.

Harrisburg offers a calendar year full of family-friendly community events
THE GOLDEN EGG HUNT
One of the area’s most popular Easter egg hunts excites kids of all ages and centers on the search for a 'golden egg' among the 5,000 plastic, colored eggs placed by the staff of the Parks and Recreation Department throughout Harrisburg’s area parks prior to the event. For several days, families are encouraged to visit the parks and hunt for the eggs during normal park hours. Plastic colored eggs will have a small piece of candy or a small toy that you may keep. If you’re lucky enough to find one of the 100 Golden Egg, with a ticket in it, you will be able to redeem it for a grand prize at a community celebration which concludes the Easter event. There will be fun Easter activities including vendors, the Easter Bunny, face painting, food, inflatables, food trucks and more! This is a great way to get outside and enjoy the community parks with the entire family!
HARRISBURG 5K/10K, FUN RUN AND HEALTH EXP0
Held annually in April, Harrisburg Parks and Recreation, Harrisburg YMCA and Rotary Club of Southwest Cabarrus hold this 5K/10K and Fun Run event. The Harrisburg 5K is a 3.1-mile course, the Harrisburg 10K is a 6.2-mile course and the Fun Run is a 1-mile course. All three events go through the beautiful Town of Harrisburg, starting and finishing at Harrisburg Town Hall. The Harrisburg Health Expo, held in Veteran's Park behind Harrisburg Town Hall, offers a wide variety of health and wellness information from local hospitals, doctors,
massage therapists, nutritionists, gyms and other health-related organizations. There are also free children's activities for kids to enjoy after the races.
ROCKIN’ THE BURG
The Rockin' the Burg Community Concert Series is a free, family-friendly outdoor concert series, bringing our community to Town Center on Saturday evenings in spring, summer and fall. Each Rockin' the Burg Concert in Harrisburg Park features local food trucks and interactive art to provide a fun evening of family, food, music and art!
MOVIES IN THE PARK
Each year, hundreds of families gather in Harrisburg Park for spring and summer screenings of family-friendly feature films on a huge inflatable screen. Bring lawn chairs and blankets to relax, and arrive early to enjoy free popcorn and children’s activities before the show. The movies begin at sunset, so the start time may vary. This event is free and open to the public. Movies In The Park is presented by Venture Church.
JULY 4TH CELEBRATION
This is the biggest event for the Town of Harrisburg. The annual July 4th Celebration draws thousands of residents and visitors together for three days of festivities, including a parade, live bands, fireworks, amusement rides and food vendors. To kick off the morning of Independence Day, join us at the annual July 4th Celebration Parade along highway 49 through beautiful Harrisburg. Spend the morning with the community while we honor our Military and their families. The parade will feature tractors, floats, trailers, bands and much more!
BAGS IN THE ‘BURG
In the fall of each year, Harrisburg Parks and Recreation partners with Harrisburg Business Network (HBN) for a friendly, community-wide
corn hole competition, raising funds for a different local charity each year. Money is raised by tournament registrations, donations and raffles. Harrisburg Town Center comes alive with bounce houses, children's activities, vendors and rows of corn hole boards for the annual corn hole tournament. Crafts and refreshments are available for purchase from local merchants.
ART WALK
This is an arts and crafts show in Harrisburg Town Center. Attendees can expect to see over 100 art vendors - everything from paintings to pottery, metal work, jewelry, hand-made bath soaps and lotions, bags, apparel and more! This event is free to attend. Food trucks will also be on site.
TRICK OR TREAT IN THE PARK
Hundreds of costumed trick-or-treaters gather at Harrisburg Park for costume contests, games, trick or treating with local merchants and more. This event is rain or shine.
ANNUAL CHRISTMAS TREE LIGHTING
Ring in the holiday season with horse-drawn wagon rides, children’s crafts, a live nativity and performances by local dance troops and musicians. Santa and Mrs. Claus arrive on a firetruck to light the Harrisburg Christmas tree. Local crafts and seasonal refreshments are available for purchase. This event is held at Veterans Park.
HARRISBURG FARMERS MARKET
Enjoy fresh, local produce and other locallysourced goods available weekly at the Harrisburg Farmers Market. The market is managed by Piedmont Farmers Market in cooperation with the Harrisburg Parks and Recreation Department. Held every Monday April through October from 3-6 p.m.

POLICE
Under an agreement with the Cabarrus County Sheriff’s Office, the Town of Harrisburg has 11 officers assigned to provide full-time police coverage to the town, including one Lieutenant, one Sergeant and nine officers. The County also provides two officers. The Town provides vehicles and selected equipment to the officers, as well as reimbursement to the Sheriff’s Office for salary and benefits. In addition to the officers, Harrisburg has access to other services provided by the Sheriff’s Office, including but not limited to, animal control, dispatch and communications and additional officers as needed.

FIRE
The Town of Harrisburg Fire Department utilizes a combination of full-time and part-time employees, along with some volunteers. The Department runs out of three stations and provides fire suppression, emergency medical responses, rescue services and public and life safety education to residents of the Town of Harrisburg, as well as residents of Cabarrus County. The fire protection district is roughly 32 square miles which includes residential, manufacturing and commercial retail structures.

HARRISBURG AREA LAND USE PLAN (HALUP)
Harrisburg is one of the fastest growing communities in the Charlotte Region
Cabarrus County and the Town of Harrisburg partnered to create the Harrisburg Area Land Use Plan to provide a framework for future development in the Harrisburg area. This plan is updated every five to 10 years and is intended to convey the community’s 20-year vision for the future of Harrisburg. The plan is aspirational, yet grounded in the realities of market conditions, natural constraints and infrastructure limitations.
The updated plan seeks to preserve the family-friendly character of the Town, while re-energizing the Harrisburg Town Center and protecting unique natural areas and agricultural lands in the Reedy Creek Watershed.
The ideas, observations and opinions of community members are important in crafting a plan that is customized for the Harrisburg area. Because the success of the planning process depends on the participation of citizens and stakeholders, there have been community information meetings and surveys. The final community meeting dropin was held in April 2018. This meeting offered the final opportunity for residents to provide input in crafting the plan. Afterward, the Harrisburg Area Land Use Plan went before the Planning and Zoning Advisory Board and then Town Council. The updated 2010 Harrisburg Area Land Use Plan was approved by Town Council on June 11, 2018 and the Cabarrus County Board of Commissioners on July 17, 2018.
Stewart, a design, engineering and planning firm located in Raleigh, Durham and Charlotte, NC, is assisting the town. Stewart is also assisting the town with parks, recreation and natural resource recommendations, bicycle and pedestrian planning and utility infrastructure plan components.

How Can I Get A Library Card?
CCPL library cards are available for free to residents of Cabarrus County, ages 5 and up. Non-residents may also get a card for a $15 annual fee.
A picture ID and proof of address is required to get a library card. Any eligible non-residents should bring proof of employment/ enrollment. Children's cards must be linked to an adult card, who assumes responsibility for those materials.

Located less than 10 miles from Harrisburg, Novant Health Mint Hill Medical Center will open in the fall of 2018 as a 36-bed community hospital. The Cabarrus County Sheriff’s Office Animal Control division is responsible for investigating animal cruelty, enforcing existing animal control laws, further investigating animal bites, enforcing rabies tag violations and managing stray animals.
In addition to enforcement, the Cabarrus County Sheriff’s Office Animal Control also operates the Cabarrus County Animal Shelter. The shelter is an open admission shelter, which means they do not turn away any animal in need. They are a public facility that provides safe temporary shelter for homeless animals while the staff searches for permanent homes for the animals through community adoption or transfers to Rescue Partners.

There is a leash law ordinance in Cabarrus County for dogs. There is no leash law for cats.

Yard Waste Collection
The Town of Harrisburg offers weekly collection of leaves, grass and yard waste. If yard waste equals less than a truckload, there is no charge. The following fee schedule applies to collections over one truckload. Invoices will be mailed directly to the resident. Please make arrangements with Town Hall for payment.
Full truckload=16 feet long x 6 feet wide x 4 feet high=$100
Bulk Item Collection
The Town of Harrisburg offers bulk item pick-up on your scheduled service day each week. All bulk item pick-ups must be scheduled online at www.tracezonline.com/NewIncident.aspx?it=2&di=388&ci=48 or through Waste Pro at 980-255-3800 at least one day in advance. Bulk item pick-up does not include yard waste collection - leaves, grass, limbs and brush.
