The Town of Harrisburg and Mayor Steve Sciascia welcome you to the 2019-20 Harrisburg Magazine. This guide is full of information, from elected government officials, to Town parks, to the history of Harrisburg. You can learn about things to do, upcoming and ongoing Town events and projects, local attractions and more.

Located in southwest Cabarrus County, bordering Mecklenburg County and the City of Charlotte, the Town of Harrisburg is in a prime location for residential and commercial growth. The Town was incorporated in 1973 and is governed by a seven-member council and mayor. Harrisburg Town Hall, built in 2004, is located on Main Street in the emerging neo-traditional Town Center developSteve Sciascia, Mayor ment on N.C. Highway 49. Harrisburg's close neighbors include Charlotte Motor Speedway in Concord and the University of North Carolina-Charlotte, just minutes from Town Center. Harrisburg has a population of more than 16,000 people and is projected to be one of the top fastest growing municipalities in North Carolina over the next 10 years. Amenities, such as excellent recreational programs, adequate open space, attractive shopping opportunities, a diversity of restaurants and a connected system of roadways, sidewalks, greenways and bicycle lanes, will continue to enhance the quality of life of the Town as it grows. These services and amenities will be provided while retaining reasonable tax rates and debt levels. Harrisburg is excited about the vast number of initiatives that Town Council and staff are undertaking during this upcoming year, which will enhance or expand the Town’s offerings and services to our residents. Some of these initiatives include a new Veterans Park and the redevelopment and expansion of Harrisburg Park. Others include intersection improvements and large-scale paving projects, which utilize the Transportation Bonds as a funding source. Development activity in Town Center, Farmington and branching out into the Morehead West area will all provide countless opportunities for smart residential and commercial growth and new opportunities for homeowners and business owners alike. The Town has opened a new Fire Station and will begin more than $13.5 million of water and sewer infrastructure projects and storm water improvements during the year. Town staff is proud to be recognized as the Healthiest Employer in the Charlotte region this year, and received multiple safety awards, while continuing to strive to offer the best events, concerts and programs to our residents. Communication to our residents about our programs and offerings, infrastructure projects, safety and security and transparency in our financial transactions is a key focus for the Town and is always improving. A new mobile app is helping achieve this goal, as well as an enhanced Citizens Academy program, which is a terrific way to learn about the services of the Town and meet some of the staff members that care so deeply about your family’s experience in our great Town. Shhhh. Do you hear that? Do you feel it? It’s the heartbeat and pulse of a small town offering big experiences. Harrisburg, NC is a town that has established itself as a great place to live, work and play. This up-and-coming suburban community, located less than 1 mile northeast of Charlotte and Mecklenburg County, is clearly moving ahead. With explosive growth, Harrisburg has more than 16,000 residents and is projected to add hundreds of more homes over the next 5 years. Harris Square, located across from Town Center, is a newly developed shopping complex with Publix grocery chain being the anchor store. The complex has a handful of retail, service and dining establishments. This community is economically strong and diverse, and has continued moving forward. Sixteen acres of land in Harrisburg Town Center will soon see exciting new development with plans for retail, office, art center, residential, open space and parking. The momentum these days shows that businesses are moving from surviving to thriving. Parks, trails, and a conveniently located YMCA provide recreational opportunities for everyone, no matter your age. Local volunteers have taken charge in expanding the mountain bike trail system at Harrisburg Park. The trail system will be approximately 3.5 miles, adding nearly 3 miles to the existing trail. Harrisburg’s festivals and events reflect residents’ fun-loving nature. Events like the Harrisburg ARTwalk, Movies in the Park, July 4th Celebration and Annual Christmas Tree Lighting unify the Town in the pursuit of a good time. There’s no doubt about it this vibrant Town has a lot of something for everyone and a lot of positive momentum. Hopefully, the pages of this publication will give you a brief overview of what makes Harrisburg’s quality of life great and what

WHERE IS HARRISBURG? Nestled in the southwest corner of Cabarrus County in North Carolina, Harrisburg lies in the Piedmont region, which is the middle section of the state. The area is simple to get to by car, bus, plane or train. One of Harrisburg’s biggest strengths is its proximity to Charlotte and its interstate road system. The Town’s central location in the state and proximity to Interstate 85 and Interstate 485 creates easy access from other destinations in the mid-Atlantic/southeastern region. Interstate 77 is just 15 miles west and Interstate 40 just a 30 minute drive north. MORRISON SIMS GROCERY STORE / HISTORIC HARRISBURG POST OFFICE Take a step back in time when you visit this century-old building that houses many artifacts from Harrisburg’s rich history. Originally built in the 1900s, this building has been relocated and restored to a museum. OLD LOG CABIN Take a step back in time and see what life looked like in the 1800s. This pre-Civil Warera residential log cabin was donated to the Town and restored by volunteers to ensure this structure and its history is preserved for generations to come. Special events, such as the recent “Traveling History Program” take place at the site and allow visitors to learn what life was like in the area during and after the American Revolution. Along with the Morrison Sims Grocery Store and the Old Post Office, this cabin is part of the historical village located at Harris Depot Park on Robinson Church Road that pays tribute to the town's history. Looking for a little speed in your life? Then look no further than Charlotte Motor Speedway. This motorsports complex is where NASCAR drivers and fans can get their ultimate rush. REED’S GOLD MINE Located 16 miles from Harrisburg in Midland is the site of the first documented commercial gold find in the United States. In 1799, Conrad Reed, the son of farmer John Reed, found a 16-pound yellow "rock" in a creek on the family farm. The large nugget's value was around $3,600. Today, the Reed Mine is a state historic site that belongs to the North Carolina Department of Natural and Cultural Resources and open to the public. Visitors can tour a museum with extensive displays about North Carolina gold mining. In addition, you can pan for gold and explore several hundred feet of restored mine tunnels. Changes Coming to Harrisburg Town Center Harrisburg Town Center will see exciting new development with plans for retail, office, art center, residential, open space and parking. CapitalNexus, a Charlotte-based private investment company, intends to develop 16.33 acres and offer strategically integrated office space, shopping, dining and entertainment in a festive, pedestrian-oriented, village town center environment. The proposed uses for this site area are retail, office, art center, residential, open space and parking. These proposed uses are preliminary and may change slightly during the rezoning process due to market demand and input from the Town of Harrisburg. GET OUT, GET ACTIVE ADVENTURE STARTS HERE Numerous recreational activities and attractions offer plenty of fitness opportunities

HARRISBURG PARKS & RECREATION Harrisburg Parks & Recreation Department and youth sports programs have a longstanding tradition of strong community support and volunteerism. The Department serves more than 3,500 adults and children from Harrisburg and neighboring communities enrolled in year-round sports leagues, recreational sports like tennis and flag football and special programs like summer camp, karate and more. The Department also hosts over a dozen family events throughout the year, including community concerts, Movies in the Park and holiday events. HARRIS DEPOT PARK This is park is the site of the Morrison Sims Grocery Store/Historic Harrisburg Post Office as well as the Harrisburg Farmers Market. Situated on 3.91 acres, other amenities include a paved walking trail, mountain bike access, permanent corn hole courts, fishing pond, restrooms and a picnic shelter. 6960 Harris Depot Road Harrisburg, NC 28075 14

HARRISBURG PARK This 67 acre community park is comprised of multi-purpose fields, picnic areas, playground, restrooms, walking trails and natural areas with established vegetation. The park includes pedestrian access to the Farmers Market and historic depot. The Harrisburg Park renovation and expansion, expected to be completed in June 2020, will include an amphitheater, five multipurpose fields, splash pad, walking/ biking trails and a build site for a recreation center. Current discussions, while not finalized, are focused on the Harrisburg YMCA relocating to this location. STALLINGS PARK This small community park is adjacent to the Harrisburg Elementary School Park. The combination of the two facilities provides an opportunity for the Town to efficiently schedule baseball and softball programs for the community. VETERANS PARK The Town will open a new Veterans Park on a 1.14-acre land parcel located in the Harris Square Shopping Center in November 2019. The first neighborhood fitness trail has been completed in Town Center. A sign behind Harrisburg Town Hall shows the various routes and color-coded arrows on the sidewalk guide walkers and runners. There are red, gold, green and blue routes, with the routes ranging from about a half mile to a mile and a quarter. Kyle Tucker, a Boy Scout with Troop #173, developed the Harrisburg Town Center Fitness Trail as part of his Eagle Scout project.

HARRISBURG PARK MASTER PLAN The Town began a Master Planning process for Harrisburg Park’s renovation and expansion in 2017, with core features including an amphitheater, five multi-purpose fields, a splash pad, walking/ biking trails and a build site for a recreation center. The project will help improve overall flow of the park and accommodate the many services the park will provide. Harrisburg Park is currently 37 acres in size but will be approximately 67 acres in size when the project is complete. ROCKY RIVER The Rocky River is a 95-mile-long river in the Piedmont region of North Carolina. Part of it has been deemed the Rocky River Blueway. There are six canoe/kayak launches located along its course. The northern most put-in is located in Pharr Family Preserve and is maintained by Catawba Lands Conservancy. The next launch is 4.5 miles downstream at Riverbend Farm and is maintained by the Town of Midland.

GREENWAY & CAROLINA THREAD TRAIL Plans are underway for Harrisburg to be a terminus point for direct access to a 26-mile greenway through Mecklenburg County and offer direct access to the Carolina Thread

Trail. The Thread Trail is a regional network of greenways and trails that will reach 15 counties and 2.3 million citizens at its completion. HARRISBURG YMCA Currently located in Town Hall, the Harrisburg YMCA is a private recreational provider that serves Harrisburg and surrounding areas. The Cannon Memorial YMCA is a tax-exempt, notfor-profit organization that has served all of Cabarrus County and part of Rowan County since 1908. In December 2006, the Harrisburg Family YMCA joined the Cannon Memorial YMCA association as the third branch of their service area in Cabarrus County. Cannon Memorial YMCA To Bring New Full-Service Facility to Harrisburg Park The Town of Harrisburg and Cannon YMCA are partnering to bring a new facility to Harrisburg that will be located in Harrisburg Park. By choosing this location, residents will have access to all the programs a YMCA offers, plus the additional services of Harrisburg Parks and Recreation in one location. The Harrisburg YMCA is currently in a 13,000-square-foot express facility on the second floor of Harrisburg Town Hall. The lack of space, including no pools and gymnasiums, limits its growth and opportunities for families to participate. “The YMCA is intended to be accessible to all, which this new location enables. The Harrisburg community is ready for a new YMCA with additional member space and more amenities. Working with the Town is our opportunity to respond to the community’s needs efficiently and in the right way,” Cannon Memorial YMCA Chief Executive Officer Ron Davis said. With the new YMCA located in Harrisburg Park, residents will have access to all the programs a YMCA offers, plus the additional services of Harrisburg Parks and Recreation in one location. “We think the YMCA in Harrisburg Park is a win-win for our community. Harrisburg Park will become a hub of recreation, and the YMCA and the Town will develop a stronger partnership to better serve all residents in our community,” Town Manager Haynes Brigman said. The Town and the YMCA will jointly strengthen community programs such as youth sports, summer camp and additional family initiatives. “We believe working together and sharing facilities is great for the community. Harrisburg has a thriving sports league that the YMCA can help feed, and the YMCA has transformational camp programs that will be strengthened by the new location, access and resources,” Harrisburg YMCA Executive Director Brett Crosby said. The Town of Harrisburg and the YMCA will collaborate to design the new facility and the YMCA will begin a capital campaign to fund the building in 2019.

THE GOLDEN EGG HUNT One of the area’s most popular Easter egg hunts excites kids of all ages and centers on the search for a 'golden egg' among the 12,000 plastic, colored eggs placed by the staff of the Parks and Recreation Department throughout Harrisburg’s area parks prior to the event. For several days, families are encouraged to visit the parks and hunt for the eggs during normal park hours. Plastic colored eggs will have a small piece of candy or a small toy that you may keep. If you’re lucky enough to find a Golden Egg, with a ticket in it, you will be able to redeem it for a grand prize at a community celebration which concludes the Easter event. There will be fun Easter activities including vendors, the Easter Bunny, face painting, food, inflatables, food trucks and more! This is a great way to get outside and enjoy the community parks with the entire family!

HARRISBURG 5K/10K, FUN RUN AND HEALTH EXP0 Held annually in April, Harrisburg Parks and Recreation, Harrisburg YMCA and Rotary Club of Southwest Cabarrus hold this 5K/10K and Fun Run event. The Harrisburg 5K is a 3.1-mile course, the Harrisburg 10K is a 6.2-mile course and the Fun Run is a 1-mile course. All three events go through the beautiful Town of Harrisburg, starting and finishing at Harrisburg Town Hall. The Harrisburg Health Expo, held behind Harrisburg Town Hall, offers a wide variety of health and wellness information from local hospitals, doctors, massage therapists, nutritionists, gyms and other health-related organizations. There are also free children's activities for kids to enjoy after the races.

ROCKIN’ THE BURG The Rockin' the Burg Community Concert Series is a free, family-friendly outdoor concert series, bringing our community to Harrisburg Park on Saturday evenings in spring, summer and fall. Each Rockin' the Burg Concert in Harrisburg Park features local food trucks and interactive art to provide a fun evening of family, food, music and art! 18

Each year, hundreds of families gather in Harrisburg Park for spring and summer screenings of family-friendly feature films on a huge inflatable screen. Bring lawn chairs and blankets to relax, and arrive early to enjoy free popcorn and children’s activities before the show. The movies begin at sunset, so the start time may vary. This event is free and open to the public. Movies In The Park is presented by Venture Church.

This is an arts and crafts show in Harrisburg Town Center. Attendees can expect to see over 75 art vendors - everything from paintings to pottery, metal work, jewelry, hand-made bath soaps and lotions, bags, apparel and more! This event is free to attend. Food trucks will also be on site.

JULY 4TH CELEBRATION This is the biggest event for the Town of Harrisburg and one of the biggest July 4th events in the region. The annual July 4th Celebration draws thousands of residents and visitors together for three days of festivities, including a parade, live bands, fireworks on the 3rd and 4th, amusement rides and food vendors. To kick off the morning of Independence Day, join us at the annual July 4th Celebration Parade along Highway 49 through beautiful Harrisburg. Spend the morning with the community while we honor our Military and their families. ANNUAL CHRISTMAS TREE LIGHTING Ring in the holiday season with horse-drawn wagon rides, children’s crafts, a live nativity and performances by local dance troops and musicians. Santa and Mrs. Claus arrive on a firetruck to light the Harrisburg Christmas tree. Local crafts and seasonal refreshments are available for purchase. This event is held at Veterans Park.

HARRISBURG FARMERS MARKET Enjoy fresh, local produce and other locallysourced goods available weekly at the Harrisburg Farmers Market. The market is managed by Piedmont Farmers Market in cooperation with the Harrisburg Parks and Recreation Department. Held every Monday May through September from 3-6 p.m.

BAGS IN THE ‘BURG In the fall of each year, Harrisburg Parks and Recreation partners with Harrisburg Business Network (HBN) for a friendly, community-wide corn hole competition, raising funds for a different local charity each year. Money is raised by tournament registrations, donations and raffles. Harrisburg Town Center comes alive with bounce houses, children's activities, vendors and rows of corn hole boards for the annual corn hole tournament. Crafts and refreshments are available for purchase from local merchants.

TRICK OR TREAT IN THE PARK Hundreds of costumed trick-or-treaters gather at Harrisburg Park for costume contests, games, trick or treating with local merchants and more. This event is rain or shine. 19

Under an agreement with the Cabarrus County Sheriff’s Office, the Town of Harrisburg has 13 officers assigned to provide full-time police coverage to the Town, including one Lieutenant, one Sergeant and 11 officers. The County also provides two officers. The Town provides vehicles and selected equipment to the officers, as well as reimbursement to the Sheriff’s Office for salary and benefits. In addition to the officers, Harrisburg has access to other services provided by the Sheriff’s Office, including but not limited to, animal control, dispatch and communications and additional officers as needed.

The Town of Harrisburg Fire Department utilizes a combination of full-time and part-time employees, along with some volunteers. The Department runs out of three stations and provides fire suppression, emergency medical responses, rescue services and public and life safety education to residents of the Town of Harrisburg, as well as residents of Cabarrus County. The fire protection district is roughly 32 square miles which includes residential, manufacturing and commercial retail structures.

HARRISBURG CITIZENS ACADEMY Have you ever wondered about the inner workings of local government? The Town of Harrisburg's annual Citizens Academy program provides Harrisburg residents and business owners with an opportunity to learn about the structure and function of local government through a free, 7-week course each fall. Why Participate? You will learn about your town's government; how it works and how it impacts your community. You’ll be able to share this knowledge with your neighbors and have the ability to be an effective leader in your neighborhood. You’ll be able to take this knowledge back to your business and when there are questions that you need answered from the Town, you’ll know the right person to call. Each session is two hours and held at various locations throughout Harrisburg, including the Old Post Office, Town Hall and the Public Works facility. Department managers will present an overview of their departments and participants will be able to express their concerns, ask questions and gain a better understanding of what each department does. Are You Eligible? To apply, you must be a Harrisburg resident or business owner and at least 18 years old. Those who are accepted into the program

must attend one Council meeting and six of the seven Citizens Academy sessions. There is a limited number of spots available for the Citizens Academy. Participants are selected based on an application process.

The Cabarrus County Sheriff’s Office Animal Control division is responsible for investigating animal cruelty, enforcing existing animal control laws, further investigating animal bites, enforcing rabies tag violations and managing stray animals. In addition to enforcement, the Cabarrus County Sheriff’s Office Animal Control also operates the Cabarrus County Animal Shelter. The shelter is an open admission shelter, which means they do not turn away any animal in need. They are a public facility that provides safe temporary shelter for homeless animals while the staff searches for permanent homes for the animals through community adoption or transfers to Rescue Partners.

Novant Health is opening a new medical office building Novant Health will open a new 24,000-squarefoot medical office building in the Town of Harrisburg in late 2019. Located at 4101 Main Street, the two-story building will offer family medicine, pediatric and ob-gyn services. “We want to meet patients where they are, and this new medical office building in the heart of Harrisburg allows us to do just that,” said Joy Greear, President and COO of Novant Health Mint Hill Medical Center. “Our family medicine, pediatric and ob-gyn providers are top-notch, and we are excited to bring convenient access to quality care to the Harrisburg community.” Both the family medicine and pediatric clinics will have 10 exam rooms, with the ob-gyn office having five exam rooms and one ultrasound room.
