Greetings from the Mayor As Mayor of this extraordinary town for the past 15 years, I welcome you to Mint Hill, a great place to live, work and play. I am proud to say Mint Hill was ranked 13th of the 50 Safest Cities in North Carolina, and I can assure you we are striving to become number 1 on that list. Our little town was not incorporated until 1971, but our history as a community dates back to 1770 when the settlers established Philadelphia Presbyterian Church. Although we continue to experience exciting growth that includes the revitalization of our downtown area, one constant remains - the extraordinary sense of community. Mint Hill has something to offer everyone Saturday mornings at the Historical Society's Farmers Market, a growing art community and our Mint Hill Madness festival which is held Memorial Day weekend. This annual event includes a parade, carnival rides for the children, arts and craft vendors, musical entertainment and a firework extravaganza on Saturday night. Our community pride is not just exhibited during special community events but can also be seen every day throughout the year. Ten sections of new sidewalk have been built to fill in gaps and provide greater pedestrian safety. The addition of these pedestrian-friendly paths is a positive step in making Mint Hill even more walkable. Economic interest has unquestionably risen in the area. MINT HILL VETERANS MEMORIAL PARK
WILGROVE PARK
Officially opened in 1997 as Fairview Park, it was renamed and dedicated as the Mint Hill Veterans Memorial Park in 2013. This park is over 50 acres in size with amenities for all ages. There are two soccer fields surrounded by an asphalt bike/roller blade path. The park has attracted the interest of many soccer players throughout the area. Other amenities include three volleyball courts; one softball field; six tennis courts; a nine-hole disc golf course; three picnic shelters, four outdoor handball/practice courts; three horseshoe pits; a children's playground; an asphalt in-line skating and bike path; a one mile nature trail; There’s plenty of parking with 150 parking spaces as well as a full concession stand and large restrooms. A nine-hole disc golf course winds its way through the natural areas of the park. The nature trail is planted with a wide range of plants and trees native to this part of the NC and a variety of bird can be seen for those who enjoy bird-watching. Mint Hill Veterans Memorial Park Shelter #3 can be reserved with a completed Shelter Reservation Form and by paying the applicable fees at Town Hall. All other shelters are on a first comefirst serve basis. The Park on Wilgrove offers a variety of activities. This was the first municipal park in Town dating back to 1974. There is a lighted softball field, two lighted tennis courts, two non-lighted courts, natural walking trail that circles the perimeter of the park, several large and small picnic areas, and a large variety of playground equipment for kids to enjoy. The barn will not only be a place to teach and remind visitors of the important role farming had in the area, but also a place for families to gather and celebrate special occasions, and even a place for a good ol’ fashioned hoe down! One hundred years ago, barns were built by friends and neighbors. We’re asking you to be a friend of the village and contribute to the Barn Raising! He kept milk, butter, eggs, cheese, fruit, vegetables, tobacco and sodas in the cold storage cellar, cooled by a big block of ice. Sometimes he treated his children to NuGrape soda, passed from one to the other while sitting in a circle.

The Ashcraft School Surface Hill Gold Mine Assay Office circa 1800 Miners brought their gold to the Surface Hill Gold Mine assay office to determine if they had “struck it rich”. After the discovery of gold in nearby Cabarrus County in 1799, mines sprang up like weeds all over the area, including Mint Hill, which was home to four major mines and others registered in Mecklenburg County.
Blacksmith Shop The blacksmith shop was essential to early communities. This is where metals were melted and shaped into useful tools such as axes, hammers, and chisels.
circa Late 1800’s Students, ages 5-20, learned to read, recite, write, and cipher at this one-room school built near the Rocky Spring Cemetery on Brief Road in the late 1800’s. They walked to and from school, carried their lunches in buckets, and helped the teacher build fires and fetch water in the morning.
Gardens The Herb Garden next to the doctor’s office includes plants such as mint and chamomile, used in treating patients. Farmer John’s Garden features flowers, vegetables and Osage orange trees.

Wood Wright Shop A woodwright is used to describe anyone who works with wood. Using hand tools and only human-powered machines this is where furniture, barrels, buckets, wagons and wheels were made.

History In 1701, Surveyor General and naturalist, John Lawson, ventured from Charleston inland to the wilds of the backcountry. He found “a paradise” of luxuriant savannas laced with pristine streams and edged with majestic forests. The peaceful nature of the Catawba and Sugaree Indians added to the attraction, as these tribes were already settled and engaged in hunting and agriculture.
a privately owned institution, was established by John Bain in 1889 as a church school. Students came from all over the country to attend Bain, one of the few high schools in the county. Nearby, boarding homes were built to accommodate students and teachers.
John Rogers was said to have been the first settler to the area in 1732. By 1750, the fearless Scotch-Irish Presbyterians from Pennsylvania headed south in droves down the Indian Trading Path that later became known as The Great Wagon Road and this community was called Clear Creek. These early pioneer families included the Alexanders, Blairs, Foards, Querys, Stewarts, Hoods, Blacks, Harrises, Morrises, and Caldwells. Many descendants of these families helped build the town and still call this area home today. Many early communities adopted their names after the midnineteenth century railroad stops in their area. Clear Creek did not have a rail stop so the name may have come from an assay office established in the town during the local gold rush. Or perhaps the Mint Hill name was derived from another tradition that says the postmaster had an affinity for mint tea. Churches were established as the center of the community and early settlers placed a high premium on education. Churches were the first to provide classes and open local schoolhouses. Mecklenburg County was formed from Anson County in 1762. Although named to curry favor with King George, many county residents possessed a strong desire for independence and change. Three signers of the Mecklenburg Declaration of Independence were members of Clear Creek Church. Tradition has it that on May 20, 1775, John Ford, Adam Alexander, and John Query added their names to the revolutionary document that declared themselves to be a free and independent people, nullifying the authority of the British King and Parliament. Originally chartered in 1899, the town fathers petitioned the state in 1910 to cancel the town charter upon learning that state road work would not be done inside of corporate limits. So it remained until 1971 when alarm over the approaching city of Charlotte annexation threatened the community. The charter was resurrected to protect Mint Hill from Charlotte’s sprawl. As Mint Hill entered into the new century, the town’s business and industry expanded to meet the needs of the growing community. Agriculture and dairy farming continued to dominate the still rural area, but other industries emerged as crop farming became less profitable. Commerce grew as well, altering patterns of development within the town as the McEwen family centered their growing business along the intersection of Lawyers Road and Matthews-Mint Hill Road. The years have brought many changes to this once rural farming area. While opening its arms to diversity and growth, Mint Hill continues to retain its country charm. I

September 2013, something has changed with Mint Hill’s police officers. Maybe it’s the way they wear their uniform. Perhaps they are more proactive in the town. Police Chief Tim Ledford will tell citizens that officers and police personnel’s morale bursts with pride because of a brand new police station in place of that “musty building,” that was the former police department. The new Mint Hill Police Department and Town Hall had been in the Town
Council’s plans for many years. The Town Council ensured that the cost of any new buildings for the Town would have to come without grants or money from taxpayers. “They started saving money and putting it aside knowing that they would eventually need to construct these facilities ... so they had money in the bank account to pay for those two facilities without getting a loan for them,” Ledford said. According to Ledford, the Town had paid rent on the old police station, which did not belong to the Town of Mint Hill. After the Town Council moved into the new Town Hall building, it offered Ledford and staff the former Town Hall, which would undergo renovations. It was agreed upon that there was a need for a new police station because the older building was not very functional for their daily needs. A main concern for the Mint Hill police staff – which includes 34 sworn officers, three civilian personnel, six sergeants, two lieutenants, one captain, and one police chief – was the limitation of effective space in the old building, which was once a bank. “The way the old facility was laid out, it was not very conducive for police operations,” Ledford said. “One glaring issue we had was that everyone had to come through the main door at the front of the building.”

“Our officers are well-trained,” Ledford said. “They have a lot of concern about the safety of the citizens of Mint Hill.” Chief Tim Ledford

Ledford added that safety was a major concern because victims, witnesses, and suspects might enter the building through the main lobby at the same time. The receptionist also had little protection because the front office was open. Working with IT Technician Vitalie Apostu, Town Manager Brian Welch, and architecture firm Creech and Associates in Charlotte, Chief Ledford attended a police facility design class, and constructed a concept for the new police building. Mr. Apostu examined all the possibilities for camera systems and technology for the new police facility. Ledford said Welch ensured the project did not go over the budget. When the planning phase began in August 2012, Creech and Associates included Ledford, Apostu, and Welch’s ideas in designing the $1.8 million renovation. “The biggest challenge was to adequately use all of the floor space in the new building,” Ledford said. In the former building, the Police only had 144 sq. ft. of storage space. In the new location, the renovation and 18

expansion allowed for the storage space to double. The new facility also features a new telephone system, new security systems and cameras, electronic door locks, four entrances, two interview rooms, and administrative offices with six work stations. “Electronic door locks help us maintain security,” Ledford said. “We’ve got two well laid out interview rooms with video and audio. The administrative office designs are very functional for us.” Edifice Corporation, an at-risk construction company, ran the day-to-day operations of renovating the facility. Statistics show that Mint Hill experiences 1.75 violent crimes per 1,000 people, and 3.75 property crimes per 1,000 people. According to Ledford, most of the crimes that officers deal with involve break-ins. A majority of the break-ins occur at utility buildings and homes, as well as cars.
According to Ledford, Mint Hill officers are trained to deal with challenging situations, and they work as a unit to take a pro-active stance in the community. They educate members of the community about preventing break-ins by urging them to remember to lock their doors and storage units.
“One of the biggest things we will be moving forward with is enhanced community-oriented, problem solving policing services, and the goal would be to develop problem solving endeavors and partnerships with the community in order to promote safety and reduce crime,” Ledford said.
All Mint Hill police officers receive advanced training to help keep crime at a low rate. They learn how to respect suspects’ constitutional rights, respect the fourth amendment, and talk to people when de-escalating a situation. Ledford said that the police department also sets up training that teaches officers about proper and effective ways to interview suspects, victims, or witnesses.
The police are working with neighborhoods to create a watch program. The station has also started a volunteer policing service program, which helps the department talk to members of the community through presentations. Members of the policing service program give the presentations, and
they help the police put data into a records management system at the police department. To further develop a positive relationship with Mint Hill citizens, Ledford said the police station is working to update its website to provide more information. In years to come, the police station also wants to develop a web mapping program. Citizens could access a map online, and see where a crime is taking place in real time. According to Ledford, a safe community also relies on a positive relationship between police and the community. From giving tours to attending civic organization meetings, officers maintain a friendly presence with citizens. Held on the first Tuesday in August, the police host National Night Out. This annual event is a way to heighten awareness and strengthen participation in local anti-crime efforts. It’s an opportunity for residents to meet and get to know neighbors as well as the police officers in the community. It’s a way to increase crime and drug prevention awareness, and generate support for, and participate in local anti-crime efforts. This year the public was invited to attend this fun-filled event which was held at the Mint Hill Veterans Memorial Park. There was food on hand as well as a bounce house and a dunk tank. Chief Ledford said that officers were very happy with the public attendance for the event. The Mint Hill Police are only beginning to achieve the goals that have been set with the help of the community.

In the late 1980s, Rick and Jane Peniston used to guide their horses down their driveway for a long ride among the many empty acres of land on the other side of Wilgrove-Mint Hill Road. Since then, the Town of Mint Hill has developed and grown around them. “Our farm is hidden away, but we’re right in the middle of town really,” said Rick Peniston, who is a Mint Hill Chamber of Commerce member and Charlotte lawyer. Eleven miles from Trade and Tyron Streets in Charlotte, development in Mint Hill continues to grow. Peniston said, even though there has been housing developments built nearby, their farm is still surrounded by some open, natural area’s that are perfect for nature lovers and horse riders. Wilgrove Park is next to their farm, and a greenway sits behind it. “It’s a pretty cool spot to be,” Peniston said. “We’re really fortunate to be in a town we like and a family we like to be with.” The Penistons want to spread a support base for a different type of competition in the Mint Hill area, North Carolina and Virginia. For five years, Rick has competed in events hosted by the Extreme Cowboy Association and Jane has competed for two years. According to the History of the Extreme Cowboy Association’s History webpage, www.extremecowbo association.com/history-of-exca.htm, founder Craig Cameron began the organization and its competitive events at the Bluff Dale, Texas ranch. The Association seeks to celebrate the heritage and history of both the historic cowboy and the modern ones. “The Association has grown enormously,” Peniston said. “It used to be only a handful of people.” According to Peniston, 70 entrants participated in the Southeastern Regional Championships at Green River Farms in Gaffney, SC. Events, like the one in Gaffney, are hosted throughout the U.S. and Canada.

They host contestants from as far away as Hawaii, France and Slovakia. “One woman drove her horse from Washington State to the regional final in Gaffney, South Carolina in 2013,” Peniston said. “Then she competed in California, and she was back to compete in Texas at Halloween.” Jane and Rick relate to the challenges of travel. They go long distances, including to Texas, with their horses. According to Peniston, he and Jane must keep an eye on the horses because travel stresses them. “The horses will drop weight quickly between travel and the competition,” said Peniston, adding that he and Jane change the horses’ diet and increase their protein to help prep the horses for dealing with the stress. Competitions were not always so far away from home. At one time, the Southeast Region, formerly called the Mid-Atlantic, was centered in the NC region. However, when the local leader moved on to other endeavors, the Penistons had to pack their bags and trailers to travel to competitions far beyond Gaffney. “We are trying to find someone who will run events in North Carolina and Virginia and upper South Carolina just because those of us from this part of the country tend to have to travel long distances, and we would love if some-
different obstacles such as bridges, teeter-totters and fences. According to Rick, the heart of the competition involves exercising positive control over the horse from how it moves its feet to the way it approaches a bridge. The Peniston’s have welcomed as many as 12 to 15 people to practice on the obstacle course. Some of the local trainers bring their horses, and on other days they invite people to come to their obstacle course. The Penistons use narrow bridges as one of the possible

Anyone looking at the point standings must select “National Point Standings” to see the scores of competitors competing with one horse. Some competitors ride in events on more than one horse while Rick and Jane compete with one horse each. Currently, Rick is first with 7,599 points. Jane is also high on the board with 3,002 total points. “Extreme Cowboy is just
about as much fun as you can have with your clothes on,” Peniston said. “It gives you speed and the opportunity to go fast and show precise skills at the same time.” Neither Jane nor Rick became expert competitors overnight. According to Rick, many competitors start at the bottom and learn from their mistakes. “Being a points leader when you get to the world competition doesn’t mean anything,” Peniston said. “You still have to compete with people from everywhere.” Proudly representing the Mint Hill area, Jane and Rick compete in different divisions. Jane competes in the Novice and Ride Smart Divisions. Rick competes in the Ride Smart Division for competitors over the age of 55. He has also competed in some of the Pro Divisions. Jane and Rick keep up a regular workout regiment. Rick plays tennis as well as yoga, walking, stretching, riding horses, and eats healthy with Jane. One of Rick’s joys in life has been sharing the joy of competition with his wife. According to Rick, he and Jane must “stay tough” in order to be strong for competition. The Penistons also train their horses. They own four horses that compete at different levels of competition. Rick said that the horses are not a specific breed. “For horse racing, you want a horse that pays attention and has athletic ability,” Peniston said. They own a six-year-old Paint horse named Jake, a three-year-old Quarter horse named Boone, and

Cherokee is a semi-retired horse only because he currently does not have a competitor to ride him. “He’s retired in the sense that he’s old enough to be retired,” Peniston said. “But he’s in good health.” The Penistons train the horses in three day regiments. They prepare the horse by training for its skill sets and practice riding. A lot of the footwork required of the horses involves delicately maneuvering through what Peniston called “keyhole type of obstacles,” which show the horse controlling its feet. How Extreme is the event? Extreme is part of the original name used for the first televised event. The word, "Extreme" also acknowledges that this event is directly associated with Craig Cameron who originated the sport as we know it and is founder of the Extreme Cowboy Association. The vast majority of the obstacles that are encountered in a sanctioned EXCA event are things that are routinely encountered while on a trail ride or daily work on a ranch.
HOW ARE SCORES GIVEN ( A score is given for each obstacle on the course. A score is also given for overall horsemanship and speed. ( Each obstacle consist of 3 components: the Approach to the obstacle, the Obstacle itself and the Departure from the obstacle.
Do horses need to have specialized training? No. Horses of all breeds with little or no specialized training are encouraged to participate. Two of the primary purposes of the sport are to have fun with the horse and improve horsemanship.
Is there an age limit on horses that are eligible to compete? There is no age limit for horses.
What is an Extreme Cowboy Association event? An Extreme Cowboy event challenges both horse and rider to maneuver through a series of obstacles demonstrating both horsemanship and speed.
Are all Extreme Cowboy Association courses the same? No, the courses will be different at every event. The obstacles, terrain and length of the courses will vary.
Are there clothing or tack requirements? ( Western style clothing and tack are required. ( Snaps are OK on western style shirts.
