I would like to take this opportunity to welcome you to Waxhaw. As Town Manager, I along with the Mayor, Board of Commissioners and town staff are glad that you are here. We look forward to serving you. Whether you are a visitor, or a new or old resident, you will find that our great town has something for everyone. Our picturesque downtown includes some buildings over 100 years old. These buildings still retain the stunning character of yesteryear. Both citizens and visitors enjoy our downtown for many different reasons, including walking or jogging. Others like to simply amble about visiting the unique stores and restaurants that we offer. Whatever the reason, we can always see and feel the excitement both in adults and children who come to view the train from the overhead bridge as it passes under their feet. You are invited to join in any of the numerous events held throughout the year in our lovely town. These events draw visitors both far and wide. We are currently in the process of completing numerous plans for implementation in 2012. These include a Parks and Recreation Comprehensive Master Plan that outlines the town’s recreational needs over the next 15 years. Our Pedestrian Plan, along with our work on the Carolina Thread Trail, will enhance the plan for implementing sidewalks, walking trails and greenways throughout town. Complete implementation will take a number of years, but I, along with the elected officials and town staff, am excited that we have started the journey. Your involvement will be critical to our success. Finally, we are embarking on a downtown small area plan and new municipal facilities. This is an effort that has been in the works for some time. The approach of coordinating a small area plan with the new facilities design and location will help ensure a good fit. As we move forward, the Board will consider the proper role of the municipal facilities and consider what additional features and services should be included in the facilities to serve the community. The goal is to have a facility that will meet the needs of the community now and well into the future. As we move forward I think you can see that the future is bright. Welcome to Waxhaw. Full of History - Discover Waxhaw One of Waxhaw’s greatest strengths is its rich heritage, which has been preserved in museums, parks and historical sites throughout the community. Waxhaw takes its name from the Waxhaws, both the name for the area and the name for the Indian tribe that once inhabited it. The community dates back to the 1700’s, but it wasn't well known until 1888 when railroad tracks from Atlanta were laid. Tracks still run through the center of town today along the green, grassy strip dividing two rows of quaint specialty shops and restaurants. This area was home to the Waxhaw Indians, originally called Wisacky, long before the European settlers came to the area. The Waxhaw Indians were a small tribe (about 2,000) who lived in the Cane Creek area south of Waxhaw in small settlements of bark covered huts along the creeks. They were connected with the neighboring Sugeree, and both were apparently related to the Catawba, and therefore were Siouan. The Waxhaw Indians were allied with the Catawbas in their wars with the Cherokee and were almost wiped out in 1715 by the Yamasee War and by diseases brought by the early settlers to the area. Soon afterwards German, English, Scottish, Welsh and other European settlers arrived in the area to establish a settlement. The land was fertile and trade was made easy by the proximity of the Catawba River and the main trading

path which ran from Petersburg, Virginia to Augusta, Georgia. The Town of Waxhaw was chartered in 1889, making it the third oldest town in Union County. The Waxhaws have been the homeland of many distinguished men throughout the years. The most noteworthy native of this region is Andrew Jackson, 7th president of the United States. President Andrew Jackson was born in the Waxhaw area in 1767. The debate over Andrew Jackson's exact birthplace is ongoing. The dispute centers on whether he was born in North Carolina or just to the south in South Carolina. He was born in one of two cabins, less than 100 yards apart - but because the State Line ran between them, it’s unknown which state he was actually born in. A strong oral tradition claims that Jackson was born in North Carolina. Chief among this is the testimony of Mrs. Sarah Lathen, who's mother was a midwife at Jackson's birth. She claims that the birth took place at the George McCamie cabin in North Carolina. When you're in the vicinity of Charlotte, NC or just looking for a trip back into the not so distant past, then be sure to visit Waxhaw.

The Waxhaw Business Association’s (WBA) is an organization that serves the area’s business community by developing strong relationships, encourages cooperation and communication to address the needs and concerns of all businesses, and promotes economic growth. The WBA welcomes anyone who wishes to belong. The Traditional Breakfast Meetings are held on the third Wednesday of each alternating month at 8:00 a.m. at Rippington’s Restaurant on W. South Main Street in downtown Waxhaw. Members enjoy a free breakfast, have time to socialize and network, learn a little about what's happening in town (events, meetings, planning and zoning changes, etc.), and are exposed to business insights through various speakers and forums. We also take the time to share how we are supporting each other in business. The cost of breakfast is included in the annual membership dues. The WBA also hosts another free event for members called the "Business Networking Social”. These meetings are held at the Waxhaw's American Legion, at 801 E. South Main Street on the second Thursday evening of each alternating Month and provide the opportunity to mingle and talk with other members. Location & Climate Waxhaw is located on the southwest corner of Union County in North Carolina and is very close to the border of South Carolina. Surrounding communities include Marvin, Mineral Springs, Wesley Chapel, and Monroe. Government & Administration The Town of Waxhaw is governed by a Council/Town Manager format. The Board of Commissioners sets the policy which the Town Manager carries out. The Town Manager is responsible for the daily operations of the town. This governing body consists of the Town Manager, the Mayor and five Commissioners. They all work together to make decisions in order to maintain and improve the safety and well-being of the community and economic development. Each Commissioner is elected to a four-year term and elections are held every two years. This process allows for overlapping terms.

Waxhaw Historic Preservation Commission The mission of the Waxhaw Historic Preservation Commission is to protect, preserve and sustain historic buildings, landmarks and unique character. The Commission is an advocate for Waxhaw's heritage by identifying historical structures, recommending historical designations, reviewing design changes and assisting with preservation planning. The Commission also promotes the appreciation of historic preservation and serves as an educational resource to enable the community to reap the benefits of preservation for future generations. Waxhaw Beautification Committee The Beautification Committee serves as an advisory group to the Board of Commissioners. This committee works with and makes recommendations on ways to beautify the Town and its rights of ways as well as make recommendations to the Board concerning the display of artwork or other displays on Town property and public street rights-of-way. The Beautification Committee meets the first Monday of every month at 4:00 p.m. at Waxhaw Town Hall. If you’re looking for a fun way to improve and care for a public area where everyone can enjoy the results of your hard work and community pride then check out the ADOPTA-SPOT BEAUTIFICATION PROGRAM. A family, business, church, organization or an individual can partner with the Town to plant and maintain areas within the community. This is strictly a volunteer program. Waxhaw Police Explorer and Cadet Program Emphasizing Career Opportunities, Service Learning, Leadership Experience, Life Skills and Character Education
The Waxhaw Police Department’s long-standing commitment
to the youth in our community is demonstrated by its support of the Police Explorer and Cadet Program. Established in 2004, the Explorer and Cadet Program is a career development program, which emphasizes academic study, character development, and self-discipline. The Police Explorer and Cadet Program is open to all youth from the community ranging from 13 to 20 years in age. The program is under the advisement of Waxhaw Police Department Sergeant James Pool and Lieutenant B.L. Zill. It is strictly a volunteer program that gives service to the Police Department and the community. The Explorer and Cadet Program is a structured program that gives young men and women the academic and technical training needed to become future law enforcement officers. The program also gives them the leadership skills and self-discipline needed to potentially become successful community leaders. The Police Explorers and Cadets attend a meeting every Wednesday from 6:30pm-8:30pm at a local establishment. The purpose of these meetings are to educate the Explorers and Cadets in the different areas of the Waxhaw Police Department and other law enforcement agencies. Films, guest speakers, lectures, practical exercises and demonstrations are used.

After learning patrol techniques, traffic control and defensive tactics at these weekly meetings the Explorers and Cadets may ride along with a Waxhaw Police Officer to observe the role of a law enforcement officer. The ride-along program is one of the most instructive and popular activities. It gives qualified Explorers and Cadets first-hand experience in observing law enforcement in progress. They ride with an officer in a patrol vehicle as an observer, learning reasons why and how the police officer must react to different situations which occur in their daily contact with the public and/or hazardous incidents. Police Explorers and Cadets provide a valuable service to the community by assisting in traffic related duties during parades and festivals, fingerprinting of children for "kid print" programs, helping with Crime Prevention programs and providing administrative service to the Police Department. This program is highly recommended for those who are interested in pursuing law enforcement, military, or community service careers. Waxhaw Volunteer Fire Department was organized in 1954 and incorporated in 1957 as Waxhaw Community Volunteer Fire Department. The first Fire Station was actually a barn owned by one of its members. In 1963, the Headquarters Station was built downtown on East North Main Street. The JAARS sub-station was built in 1988 and today is known as Station 27. The Fire Department and Rescue Squad merged in 1991 and the name changed to Waxhaw Community Volunteer Fire Department & Rescue Squad, Inc. Three years later in 1994, Ambulance Service transferred to Union County EMS. The Fire Department headquarters remained in downtown Waxhaw on Main Street for over 45 years but in May 2009 the department opened new Station 18, which now serves as the Department Headquarters. Museum of the Waxhaws This local treasure is a place of pride for many. Discover for yourself how easy it is to spend all day here.

o one snoozes through history at the Museum of the Waxhaws. It does not take its visitors on a tour full of lectures. Gold, arrowheads and unfamiliar trails awaken more than the spirit of history. Volunteers and staff engage visitors in regional culture. Gay Diller, Board of Directors appointee and museum volunteer, recalls how one train caught Waxhaw residents’ attention in the 1960’s. “People would say, ‘Oh, the train with the nerve gas is coming through town,’ and they were alarmed,” Diller said. Nerve gas was a lethal agent used by American armed forces in the Vietnam War. Waxhaw residents were given instructions on what to do if the train derailed or nerve gas leaked. The Museum of the Waxhaws seeks to preserve stories remembered by those in the community. It wants to secure the secrets of Waxhaw’s past so they never die with any generation. In 1988, the Union County Board of Commissioners gave a grant of $100,000, and the museum received a second valued at $400,000. The funds paid for the current 5,000 sq. ft. building.

The museum boasts a permanent exhibit room, a temporary exhibit area, and an auditorium that seats 60 people. The permanent exhibit features a time line. It starts with sixteenth century Spanish explorers’ artifacts; it shows Andrew Jackson’s life, and early twentieth century Waxhaw. The museum, like history, is always changing. “The museum is important to Union County as a cultural center,” Diller said. “It’s the only museum that focuses on the history of our region. I think that’s an extremely important commodity for our whole area.” The temporary exhibit now features a one - room school house. Reenactments take place in the school house for visitors and field trips. An actor performs a lesson from the nineteenth century, and visitors interact as the students. “When you put things in the context of the event portrayed by actors and actresses, children seem to retain the information better,” Diller said. “They even retain pieces of information about how weapons were and how things were done… Any time you show real buildings or artifacts in a certain context, it’s a great way to learn.” The auditorium hosts reenactments and plays. acting awards. Judy Simpson Cook, a local playwright, also shares her talents with the museum. It does not stop there. Through the decades, the museum has received more grants; has remained active in the preservation of historic structures, and in creating outdoor activities. Visitors have even found the Waxhaw tribe’s arrowheads on the outdoor trail. “The trail is set up with the structures the Waxhaw Indians would’ve used as a dwelling,” Diller said. “They’re really neat looking. They’re kind of arched, woodenmembered, and covered with bark. There are more adventures on the trail, including an original backcountry homestead with a blacksmith shop. For Halloween 2011, the museum took visitors on a Civil War reenactment during which they learned about weapons and war. The Museum of the Waxhaws plans to open a gold mine soon. According to Diller, it will feature a way to crush gold ore. It continues to take visitors on the back trails to find the undiscovered.

Military Wall of Honor The perpetual Military Wall of Honor was built in 2004 by the Waxhaw Community. Since 2004 over 500 brick tiles have been added. Currently there are over 800 names on the wall with room for at least 1000 more. Anyone who lives in the Waxhaw area, or who has friends or relatives who live in the Waxhaw area, may purchase a brick tile and have their information added to the wall. Overhead Bridge
Jug & Well This large clay urn was originally used at the RodmanHeath Mill. It was moved to the location of the current Dare Steele Memorial Garden in the mid-’80’s and was slightly damaged in the process and then moved to its current downtown location near the well around 2003. The well was originally dug circa 1900 to serve the trains and crews of the Depot and remained in use until the 1920’s. The current structure commemorates Waxhaw’s original community well which once stood near this spot. The replica was constructed in 1989 to commemorate the Town of Waxhaw Centennial.
One of the most iconic images for the town is the overhead bridge, located in the heart of downtown. It was built in 1888 when the railroad company built a rail line to Atlanta. The narrow bridge served automobile traffic on the then main road through town over the railroad line until approximately 1940, when it was designated for pedestrian use only. In 2007, the town partnered with CSX to renovate and do a complete reconstruction of the bridge. Today, many people, young and old, climb the stairs to the top so they can stand on the wooden planks of the bridge as a train passes under their feet.

The Waxhaw Historic District is on the National Register of Historic Places, and Waxhaw has some wonderful attractions and old buildings near the center of town which makes for a nice walking tour. The Waxhaw Historic Preservation Commission (WHPC) serves to protect, preserve and sustain the towns historic buildings, landmarks and unique character. If you’ve ever been to downtown Waxhaw you’ve probably saw this silver tower. This 100,000-gallon steel structure looms over the downtown area with it’s close proximity to Main Street (Hwy. 75) and the railroad tracks that run through the center of town. On December 2, 1940, the Town Commissioners adopted a resolution to approve the building of the water tank by Taylor Water Works of Macon, GA , for $7,337. Bicycle Riding On any given day you will probably see someone riding a bicycle in or around town. Hundreds of cyclists pass through this picturesque town of Waxhaw every weekend. It is such a scenic area with a train line running right through the middle of town and plenty of quiet back roads that amble through panoramic farmlands with not much traffic to contend with. Waxhaw has much to offer cyclists looking for challenging and beautiful terrain. Whether you’re into competitive cycling or just recreational riding on the roads and trails Waxhaw is a cycling mecca. So come check out the town of Waxhaw or stop by the local bike shop, the Bike Depot, and grab a cup of coffee as you head out on the open road.
Waxhaw Skateboard (SK8) Park This park officially opened in 2006 and has been a crowd favorite ever since. It’s conveniently located in downtown Waxhaw next to the David G.Barnes Children's Park. Features include a nice bowl, a few rails, 4 foot mini pipe, 4 foot quarter pipe, kickers, funbox, and a small beginners park. All users of the park must wear a helmet, elbow pads and kneepads. The skateboard park is open during daylight hours from dawn until dusk with the exception of Sunday in which the Skateboard Park is open from 1 p.m. until dusk. With 1,050 acres of land, the 350-acre lake was created back in 1976 as part of a combined project completed by the Union County and federal governments. This is the largest recreation facility in the county and one of only three Trophy Bass Lakes in North Carolina. It has become a popular fishing spot in the area along with being very family oriented. Be sure to have your appropriate North Carolina State Fishing License. A number of activities are available to the public including hiking trails, bike trails, camp sites, cabin rentals, boat rentals, beach and swimming area, volleyball courts, and a miniature golf course. Waxhaw Animal Control Ptl. Holly Thomas is the new Animal Control Officer for Waxhaw. Her job duties will include everything from responding to animal disturbances to removing abused pets from homes. She will meet with local pet owners and speak with concerned citizens. Ptl. Thomas will strive to promote the safe treatment of animals, and protect those community members who cannot speak for themselves. She will try to educate people about animal rights and protection services offered. Beginning July 1, 2012, All dogs will be required to be licensed by the town on an annual or multi-year basis. Upon licensing an animal, the owner must show proof that the animal is current on rabies vaccinations and has been spayed and/or neutered by a licensed veterinarian. Union County Public Works owns and operates a construction & demolition landfill, and a solid waste transfer station located at 2125 Austin Chaney Road. For the convenience of County residents Public Works also operates six Satellite Collection Container Sites located in various locations throughout the County. The six satellite collection container sites throughout Union County. Sites are generally open on Tuesday, Thursday and Saturday from 7:00am to 7:00pm. Facilities are set up to accept bagged household garbage only (other items must be brought to the main landfill) and the following recyclable materials. Cost is 25¢ per bag for garbage. Recyclables and used motor oil (where accepted) are free of charge.
