Welcome to Waxhaw MIKE McLAURIN WAXHAW TOWN MANAGER
Whether you are a resident, employer, employee or visitor you are welcomed. As Town Manager, I am excited as about the year 2014. The Waxhaw Board of Commissioners has been working to prepare the town for the growth that we are experiencing. Our downtown is great and getting better. The Board recently approved a downtown master plan and form based zoning code that will help attract quality development in the downtown. The Town is investing in our infrastructure including acquisition and an upfit of a shell building for the police department, planning for a new municipal facility, restoration of the historic McDonald House and expanded parking in downtown. We have greatly expanded the opportunity for recreational opportunities. In the last two years, the Town has almost doubled the amount of space that we have for recreational potential. Our developed recreational facilities remain busy. We also offer a variety of activities for young and old alike. There are two 5K races, one in December and one in April with the proceeds going to charity. Runners of all age groups and skill participate. Our longstanding events of SpringFest, July 4th, Autumn Treasures and the 12 Days of Christmas attract many visitors from far and wide many of whom make our events an annual event. The 2013 12 Days of Christmas, which began on the Friday after Thanksgiving and continued for the four weekends leading up to Christmas, included more holiday lights downtown than ever before and decorations in the David G. Barnes Park. When there are no events, the town is a fantastic place to walk among our historic downtown or bicycle throughout the community. Enjoy our history by taking our self-guided downtown walking/auto/cycling tour of over 40 historic
properties and/or visit the Train Viewing Bridge, and the Museum of the Waxhaws. Our town is only as great as the people who are involved. There are a number of opportunities if you are interested in becoming involved with Waxhaw Town Government. If you are interested in serving as a volunteer for one or more of our many events, please contact Lisa Hoffman at lhoffman@waxhaw.com or Natalie Jackson at njackson@waxhaw.com. Full of History
The history of Waxhaw is one that began with an Indian tribe that once inhabitated this area. This area was home to the Waxhaw Indians long before the European settlers came to the area. The Waxhaw Indians were allied with the Catawbas in their wars with the Cherokee and were almost wiped out in 1715 by the Yamasee War and by diseases brought by the early settlers to the area. Soon afterwards German, English, Scottish, Welsh and other European settlers arrived in the area to establish a settlement. The land was fertile and trade was made easy by the proximity of the Catawba River and the main trading path which ran from Petersburg, Virginia to Augusta, Georgia. The Town of Waxhaw was chartered in 1889, making it the third oldest town in Union County.

Even though Waxhaw is one of the oldest communities in Union County it wasn't well known until 1888 when railroad tracks from Atlanta were laid. It was clear that this area needed a dependable means of overland transportation. It was increasingly difficult to deliver and receive goods to and from the supply centers in the south.

The most noteworthy native of this region is Andrew Jackson, 7th president of the United States. President Andrew Jackson was born in the Waxhaw area in 1767. An ongoing dispute centers on whether he was born in North Carolina or just to the south in South Carolina. He was born in one of two cabins, less than 100 yards apart - but because the state line ran between them, it’s unknown which state he was actually born in. Jackson lived in North Carolina until the age of 21 when he then moved west to Tennessee. Waxhaw is home to two area attractions where you can learn more about Andrew Jackson. One is the Museum of the Waxhaws, which is dedicated to the history of the Waxhaws region and the memory of our nation’s 7th President. The other is the Andrew Jackson State Park, which is located in nearby Lancaster, SC. This park museum features exhibits about Andrew Jackson’s boyhood in the Waxhaw region. Today, Waxhaw is a vibrant community that has progressed from those humble beginnings. It has come a long way from it’s early roots as indian land and still takes the time to proudly remember its past.

Where is Waxhaw? Within 20 miles of the bustling city of Charlotte, NC, Waxhaw is located on the southwest corner of Union County in North Carolina and very close to the border of South Carolina. Surrounding communities include Marvin, Mineral Springs, Wesley Chapel, and Monroe. Access to Waxhaw is made easy by NC 75 and NC 16 which intersect at the center of Waxhaw’s downtown area. Waxhaw also provides easy access to the major interstate systems of I-485, I-85 and I-77, making regional travel easily accessible. Waxhaw and Union County has some of the highest rates of growth in the United States, and Waxhaw has seen a major construction boom since 2000. Board of Commissioners meeting
The Town of Waxhaw is governed by a Council/Town Manager format. The Board of Commissioners sets the policy which the Town Manager carries out. The Town Manager is responsible for the daily operations of the town. This governing body consists of the Town Manager, the Mayor and five Commissioners. They all work together to make decisions in order to maintain and improve the safety and well-being of the community and economic development. Each Commissioner is elected to a four- year term and elections are held every two years. This process allows for overlapping terms.

Police Department The Town of Waxhaw held a groundbreaking ceremony of their new Police Department facility at 3620 Providence Road South on October 22, 2013. The 26,000 sq. ft. Police Department headquarters will cost about $3.5 million to purchase and $3.6 million to renovate. A space - needs assessment showed that the
Police Department needs a minimum of 18,00 sq. ft. to be sufficient and perform it’s daily duties. This new facility will allow for future growth of the Department. Remodeling to the interior and exterior of the building is expected to be completed and the new facility operational by Spring 2014.

hree minutes. Make your pitch. The can’t live without it item everyone wants will sell based on what you say, but you only have three minutes. Sometimes members speak for five minutes at the Waxhaw Business Association (WBA) monthly meetings. "Some people weren’t real excited about [speaking for only three minutes] because they didn’t think it could happen quite frankly," WBA Past President Loyd Pennington said. He added, he has never liked boring meetings. The WBA meetings consist of 90 minutes, and there are a lot of members. Try making time for 125 + members at the non-profit association’s morning meetings. "We only meet once a month," Pennington said. "It’s a very packed agenda because we try to tell everyone what’s going on around town, and what’s happening with the town council as it relates to business. We give them information about events coming up." Meetings begin with breakfast from 8:00 to 8:15 in the morning, so the presentation part of the meetings end up being 75 minutes. All members are interested in expanding their business, making connections, and discovering how to encourage Waxhaw’s growing residential population to spend money in Waxhaw. Straight to the Point Make a pitch. Get to the point. Bring in the customer. The WBA incorporated a "Three for Three" segment in its meetings. Three members have three minutes to give a presentation or "commercial" to tell the WBA about their business. "It’s about installing a sense of urgency about getting that message out and that then equates to energy," Pennington said. "Energy is in that part of the meeting and it helps it to continue throughout the meeting." Thirty five members met when the WBA first started years ago. They had more time to make connections. As WBA has grown, members lost the
The WBA works hard to promote local business and the health of that local business amount of time they once had to make connections. According to Pennington, current members make close professional connections because the WBA cares about its members. At the same time, the WBA finds ways to encourage members to get to the central points about what makes their business special when talking to other members through "Three for Three" and encouraging presentations no longer than the allotted time. He said people become "fired up" when delivering their message. The WBA works hard to "promote local business and the health of that local business," Pennington said. This is the heart of what a business association does for its members. The dues cost $125 per year. Members join a nonprofit with a strong heartbeat for business. What began as the Waxhaw Merchants Association with eight to 10 members grew as it cultivated the idea of what makes businesses successful in Waxhaw, how to make Waxhaw more business friendly and the best ways to educate its members. Residential growth flourishes in Waxhaw. In Waxhaw Town Manager Mike McLaurin’s letter in "The Village News" in January 2013, he wrote that Waxhaw estimates its population is almost 13,000. According to the U.S. Census Bureau for 2012, there were 10,334 residents. That is up from 9,859 residents registered by the 2010 U.S. Census. It experienced a 275 percent growth of its citizens from 2000 to 2010.
January 2013, Waxhaw received access to the land on which the multipurpose building will be built; and it will provide ample parking. Waxhaw past -Commissioner Erin Kirkpatrick, presented the idea to put retail space in the lower level of the planned two-story town hall. It will also feature more restaurant space in the downtown. According to Pennington, attracting retail and restaurant owners to rent space will help offset the cost of the town hall. "The biggest part of that plan is a restaurant with rooftop dining, which would be phenomenal for the downtown," Pennington said. "It would be a true experience, and people would come be a part of that." The two-story building will be about 26,000 sq. ft. It includes retail and restaurant space in the preliminary drawings. Providence Road Among the WBA’s plans for expanding opportunities in the downtown also presents a mixed use retail and residential area. "It amounts to a huge investment in downtown Waxhaw," Pennington said. The proposed $43 million dollar project will feature a partnership between the WBA and real estate company Historic Ventures. The mixed use buildings will be built on Providence Road near the entrance to downtown. According to Pennington, the project will create a "new gateway" into the downtown. A boutique hotel is featured in the plans. A few preliminary drawings have been shown, but the exact space and how much space is used for residential versus retail remains unofficial. One major advantage in the plans, like the town hall space, includes foot traffic. Pennington referenced Greenville, SC as an example of a city with retail space, attractive restaurants and a lot of foot traffic. Waxhaw has torn down older buildings for a new parking lot off of Main Street between the Historic Ventures property and Main Street.
New Town Hall Resident numbers need to be turned into dollars spent in Waxhaw. Pennington said the WBA is searching for ways to attract residents to spend money in Waxhaw and develop relationships in their town. According to Pennington, the WBA looks to increase foot traffic. Waxhaw offers residents great restaurants, but they need something to do after eating. Residents need places to shop and more choices. Waxhaw is on the precipice of offering more with a multipurpose town hall. "If we’re going to save our historical downtown, realistically we need more retail opportunities for people to make that a destination," Pennington said. By keeping residents’ money in Waxhaw, they help expand opportunities at home. The WBA has been working with town council on its plans to place retail space in the new town hall. Keeping the Historical Touch Part of the new means retaining the old. The charm of downtown Waxhaw exudes historical character. Pennington said the WBA, the town council and other partners do not want to lose it. “It’s a true ambiance created by the buildings themselves,” he said. “Waxhaw has done a great job keeping those buildings beautiful and restored. It’s an atmosphere.” While Waxhaw has succeeded in having what Pennington calls “anchor restaurants” in the downtown, a variety of businesses to provide jobs are still needed. An increase of opportunities means jobs and retail. A job for a parent in a downtown business gives him or her the opportunity to work in the same town as his or her child’s school or childcare facility. “Commercial businesses have ways to provide revenue and truly change the fabric of a community by providing jobs,” Pennington said. “Mom can work five minutes from home.”

According to Pennington, the economy made it harder for new businesses to get financing. “Marketing has changed dramatically,” Pennington said. The WBA can make it easier for its members to make money and also enjoy the process create jobs during a harsh economic climate. Pennington said this year the program has succeeded. Experts, such as lawyers, speak to business owners. Leaders in WE help members of the program with a marketing plan. They advise potential owners as to whether they’re ready or not to open their businesses. “Some had no idea they had this kind of opportunity,” Pennington said. “There is someone to help them get past those hurdles.” WE is free and currently has between 20 to 25 members at a meeting.

Waxhaw is a friendly place, filled with plenty of things to see and do. PEDESTRIAN BRIDGE One of the most iconic images for the town is the pedestrian bridge, located in the heart of downtown. It was built in 1888 when the railroad company built a rail line to Atlanta. The narrow bridge served automobile traffic on the then main road through town over the railroad line until approximately 1940, when it was designated for pedestrian use only. Today, many people, young and old, climb the stairs to the top so they can stand on the wooden planks of the bridge as a train passes under their feet.
WATER TOWER This iconic stainless-steel structure looms over the downtown area with it’s close proximity to Main Street (Hwy. 75) and the railroad tracks that run through the center of town. Taylor Water Works of Macon, GA constructed the tower in 1940. Utility Service, a water tank maintenance and repair company, completed a restoration of the historic water tank in the early part of 2013 and will continue maintenance on it for 10 years.
JUG & WELL This large clay urn was originally used at the Rodman-Heath Mill. It was moved to the location of the current Dare Steele Memorial Garden in the mid-’80’s and then moved to its current downtown location near the well around 2003. The well was originally dug circa 1900 to serve the trains and crews of the Depot and remained in use until the 1920’s. The current well replica, built in 1989, commemorates Waxhaw’s original community well which once stood near this spot. 16

MILITARY WALL OF HONOR This all brick structure salutes the brave men and women who have defended the freedoms we enjoy. Commemorative bricks and ceramic markers create an enclosure around the flags. Currently there are over 800 names on the wall with room for at least 1000 more. Annual Memorial Day and Veteran Day celebrations take place at this location. Waxhaw residents are working to make sure that the town’s heritage will be preserved and treasured for years to come.
OLD BELK BUILDING Located in the heart of downtown Waxhaw, directly across from the Pedestrian Bridge, this historic building was home of the Belk Store from 1894 to 1938. In 1970, the Belk family donated the building to the Waxhaw Woman’s Club and restorations were made. Spring Fest This free festival is held in May in Downtown Waxhaw. This family fun event features over 100 artists and crafters, kids zone, live entertainment and a huge assortment of food. The event takes place over a two day weekend and draws over 10,000 people. The event is rain or shine and free to the public.
Queen’s Cup Steeplechase

The Fourth of July Parade is a great way for the entire family to have fun
The Queen's Cup is like no other sporting and social event in the Charlotte region. This is a family event and thousands of people come to see some of the most athletic thoroughbreds compete at speeds of up to 35 miles per hour. Beyond the excitement of the races, families and friends enjoy mingling and socializing, Jack Russell Terrier races, hat contests, and tailgate contests. Waxhaw Town & Country 5K Run This event is hosted by The Waxhaw-Weddington Sunrise Rotary Club. Hundreds of participants race through the streets of Waxhaw as they pass by historic houses and local businesses. Along with the 5K race there is a 1/2 mile fun run and a fitness walk. An awards ceremony follows the race with trophies presented to the top overall male and female finishers as well as age group awards. The 2014 race proceeds will benefit Safe Alliance/Tree House Advocacy Center, Turning Point of Union County and Rotary Philanthropies. The Town of Waxhaw is steeped in military history and very proud of its military service members, both past and present. Local military personnel are honored on Memorial Day, Patriot Day and Veteran's Day with a remembrance ceremony at the Military Wall of Honor in downtown Waxhaw. With a strong partnership between the Town of Waxhaw, American Legion and local business leaders, each ceremony is educational in nature. Everyone is welcome to attend these events.
July 4th Parade and Fireworks
JAARS Day
Waxhaw is perhaps best known for the July 4th parade and fireworks show. The parade takes place on Main Street in Waxhaw and is attended by over 12,000 enthusiastic revelers. The celebration continues with the Waxhaw Beach Party in the afternoon hours with live music and delicious food. The day culminates in the evening with a fireworks display that is sure to light up the sky.
JAARS is a nonprofit organization committed to speeding Bible translation for all people. Four times each year, hundreds of people gather for JAARS Day a free Saturday event designed for you and your family to learn more about worldwide Bible translation and the organizations support services. Autumn Treasures This two day event, held in October, highlights some of our finest local artisans and crafters. Other features include live entertainment, a food court featuring hot dogs, smoked turkey legs, funnel cakes, shaved ice and much more. If that’s not enough to get your taste buds watering there’s even a Grill’n & Chill’n BBQ Cook-off where you can enjoy some of the best local BBQ around. For the youngsters there’s the Kidz Zone with rock climbing, pony rides, and inflatables. Make sure you don’t miss the car show where you can see polished chrome lining the street.
Main Street Events First Fridays occur the first Friday of every month and provides an opportunity for Waxhaw’s downtown establishments to stay open later so more people can explore what local merchants have to offer. Each months is based around a theme and merchants host events that are tied to the planned theme. Jammin’ by the Tracks Concert Series features live music with historic downtown Waxhaw as the backdrop. Held every Friday night June through August, spectators enjoy these family-friendly concerts by local singers and bands. Dickens of a Christmas Living Windows will take you back in time and renew your imagination as your stroll past storefront windows in historic Waxhaw. Each window features actors in costume depicting a scene from the Charles Dickens novel, A Christmas Carol. Enjoy Christmas music, carolers, hot apple cider, hot cocoa, and more. Spring Promotion is a great event that features local retail specially designed to help you spruce up your home and your image. National Night Out is an annual event held nationally on the first Tuesday in August. Neighbors come together with local law enforcement agencies to raise crime and drug prevention awareness and to send a message to the criminals that the communities are organized and are fighting back to discourage criminal behavior. This safe and fun event is a great opportunity for you and your family get to know the public servants that are dedicated to keeping you safe.

Santa makes his way to Waxhaw each year for the Christmas festivities
12 Days of Christmas Begins the Friday after Thanksgiving and continues on Fridays, Saturdays and Sundays through the weekend before Christmas. Special events include live nativity scenes, the Polar Express train, carriage rides on Friday and Saturday nights and more. Check the Towns website for details: www.waxhaw.com Holiday Festival of Lights begin the Friday after Thanksgiving with over 75,000 lights sparkling and twinkling through downtown Waxhaw. The Holiday Festival of Lights has grown over the past few years with new displays and more lights added. Santa makes a special appearance on this evening for the kids to tell him their Christmas wishes. GingerSnap 5K & Girls on the Run includes over 1500 runners taking to the streets of Waxhaw during the GingerSnap 5K and Girls on the Run race on the first Saturday in December. Senior Citizens Christmas Party is town-sponsored party held the first Friday in December. Many local restaurants show their appreciation of our seniors by donating a course for an old-fashioned, sit-down dinner complete with musical entertainment and presents. Waxhaw Christmas Parade is held downtown on the second Sunday in December and features local school marching bands, and entries and floats by hundreds of businesses and members of the community. After the parade, kids can have a snack with Santa and check in with him one last time before Christmas.

This annual fundraising event is a celebration of quilting and fiber arts. Held at Fox Family Farm in Waxhaw, this is one of the largest quilt exhibition shows in the region. By invitation fiber artists return with their new works, mostly contemporary, to date. Spectators can enjoy a bake sale, vendors, exhibits and see the work of quilters who represent fiber art at its best! Fire Up The Kiln: The New Art Hot Spot

The kiln is fired up to 1400 degrees. Pots come out of Lambeth Marshall’s kiln at her art studio in Waxhaw "red hot." Teaming with fellow artist Berna Witt, they lay horse hair on top of the pots. Thirty people watched them perform one of Waxhaw Arts Council’s art demonstrations. "That’s probably the most unique demonstration," Marshall said of the "Horse Hair and Raku Firing" art at Lambeth Pottery. Motivate excitement about art into the citizens of Waxhaw and Union County by exposing them to art education for free remains one of the most important goals for Waxhaw Arts Council (WAC). Although WAC formed in 2009, the organization began promoting the different mediums of art within the last two years. According to Lambeth, WAC has raised awareness and excitement through a variety of events and classes for adults, children and other artists. A recent release by WAC said its "mission is to promote and ignite passion for the arts through both adult and children’s programs and classes in the Waxhaw and Western Union County areas." The organization envisions a growing arts’ community like NODA in Charlotte or in Indian Trail. Lambeth describes Waxhaw as a "safe environment" open to the different art mediums. WAC provides classes for two-dimensional art, including: painting, print making, and mixed media. The organization also teaches metal sculptures and pottery in addition to its demonstrations. It recently began poetry and story readings by local writers. Art finds homes in several places throughout Waxhaw. Demonstrations and meetings take place at artists’ home studios, galleries, Museum of the Waxhaws, Carolina’s Medical Emergency Hospital and outdoor places. This allows everyone in Waxhaw to experience art up close.

Demonstrations, like the "Horse Hair and Raku Firing," take art out of a classroom or lecture environment. The WAC aims to put art in action. By doing this, the organization’s 75 members captivate their audience. A guest artist will come and showcase their art. Painter Ilisa Millermoon hosted a demonstration earlier in 2013. Artists, like Millermoon, host demonstrations in a variety of places in or around Waxhaw. The WAC works with the Town of Waxhaw to have space available for their demonstrations. According to Lambeth, WAC has increased the awareness of art in Western Union County. More than two years ago, few people would show up to an event. Lambeth said WAC has hosted 24 programs in the last two years, and attendance for events and classes has grown. Thirty people came to Lambeth and Witt’s "Horse Hair and Raku Firing."
Aside from demonstrations, WAC also offers classes and other events. One class offered at 8 Legs Gallery on December 14, 2013 taught people how to paint glasses or vases. It cost $35 per person, but the gallery and WAC provided the supplies. WAC promotes events on its website: waxhawarts.wordpress.com. Junior Art League Twenty-five teenagers ages 12-17 participate in something that makes WAC a unique organization. “There’s no other Arts Council in North Carolina that takes a group and teaches them different classes,” Lambeth said. “They have to give back to the community in return. We’re training them to become adults who give back to the community.” Formed in 2012, the Junior Arts League began its meetings at the American Legion in Waxhaw. Strongly supported by WAC, members teach students from middle and high schools who are serious about their art. Twelve members from the Arts Council have worked with these students. Judith Legg taught students their first course, silk painting, which was two hours long. Student members also take field trips to museums and art galleries. They explore several mediums, including: pottery, painting, glass, pastels, mixed media and print making. The students are “all artistic in one form or another and want to do community service,” Lambeth said. Student members show their talents to the Arts Council by participating in community arts events or making duct tape flowers for children’s waiting room at Carolina’s Medical Emergency Hospital.

“They’re really good artists,” Lambeth said. “We let them take the community service they want to do. They told us what they wanted.” Students contributed 14 hours throughout 2013 for events such as Spring Fest. During Spring Fest, the Junior Arts League set up their own booth. They made the duct tape flowers during the festival. They spent the entire day with younger children showing them how to make the flowers. The JAL is working on clay tiles depicting the history and characteristics of Waxhaw such as a train and the water tower. The students participate in planning the clay wall hangings, which will go into the new town hall. In the future, Lambeth said WAC hopes to expand the size of art classes for students. Art Walk The WAC is teaming with JAL participants, town council and Waxhaw’s Beautification Committee to create the Waxhaw Art Walk. It will be established near the train tracks in Waxhaw. The art projects and objects made for the walk take place in stages. According to Lambeth, there will be three blocks of art walk. They must be approved by the Beautification Committee, so Lambeth said the art walk will take time to complete. “We just started working with the town of Waxhaw,” Lambeth said. “We have to get each object for the art walk approved.” The Beautification Committee has approved WAC and JAL to paint trash cans with art. WAC and JAL also plan to paint picnic tables and benches. The art, like the clay wall hangings for the new town hall, displays Waxhaw’s history. On one side of the trash can, artists will paint the water tower. Other sides of

the trash cans will feature a tree, train tracks and the bridge and horses representing Waxhaw’s equestrian center. “This tells about Waxhaw,” Lambeth said. WAC hopes the art walk will attract more people to Waxhaw to look at art. The art walk has been a plan of six months. “We also have bikers and regular traffic,” Lambeth said. “We’re going to encourage people in Waxhaw to go along.” In the future, WAC hopes to introduce younger children to art through a scavenger hunt on the art walk.
Artists Know Business Too Members of the Arts Council also offer events for artists. An important opportunity that WAC offers them exposes them to how to run a business. Many artists run their own galleries, an arts-related business or are interested in opening their own business. Lambeth has owned her business for four years. She said success begins with knowing how to manage finances and being a good sales person. “We discuss how to exhibit your work,” Lambeth said. “We do a different program every month.” Lambeth sells wholesale and retail. She said an artist

must be a people person, organized and have good work. She joked and said, “I use to tell my students, ‘If you want to be a successful artist then marry an accountant or a banker.’” But, Lambeth and members of the Arts Council teach the business side of the arts seriously. They encourage a painter to step into the business shoes of a metal sculptor. The council introduces programs teaching artists how to put together a booth. According to Lambeth, successful aspects of an artists’ booth include making an impression or showing a video of the artist working.
Need for the Arts Just as in business, WAC wishes to expand. It has done so with monthly readings of poems and stories. One Sunday every month from 2:30-3:30 p.m. writers meet to read. About 10 people attended the last poetry reading. People read something they enjoy reading or that they wrote. WAC wants Waxhaw to become a center for the arts, for artists to have a place to exhibit their work and to learn about business in the arts. When the new town hall is complete, Lambeth said WAC hopes to work with the Town of Waxhaw to have a place where Art Council members exhibit their work. Another long term goal WAC has includes helping Waxhaw establish a studio for artists work or help artists open their own studios. This will allow everyone in the community to see what the artists are doing. Lambeth added the busy WAC hopes to add music to its art repertoire in the future.
