irefighters and personnel involved in combatting the fire that raged through the eastern Algarve last month have been praised for the “very positive” outcome of the fire. The Secretary of State for Civil Protection, Patrícia Gaspar, said: “We had an occurrence here with huge potential for destruction, with a potential area that could have reached 20,000 hectares, and the numbers we have are instead quite positive and are due to the effectiveness and operability of all those who fought this fire, either on the ground, in the operating rooms, or in the regional command, but also at the headquarters of the National Emergency and Civil Protection Authority, where this entire operation was monitored from the outset.” The fire initially began during the early hours of Monday, 16 August in the municipality of Castro Marim and was thought to be under control on the same day at 10.30am However, adverse weather conditions saw the flames spark up again and the fire was only declared as ‘under control’ again on 17 August at 4.02pm. “We are delighted that there are no victims of this fire, either at the level of the civilian population or at the operational level. There have been some minor injuries and we hope that those who suffered them can recover quickly”, she said. The Secretary of State highlighted the work that has been done with “a constant appeal” for there to be “an adaptation of the behaviour of the entire population in forest areas” and stressed that the fire happened “on what, to date, was the worst day in terms of weather severity this year”. “We have warned that any small ignition, in these weather conditions, can degenerate into a large occurrence and this is proof that these appeals are never too much,” she warned.

Patrícia Gaspar also highlighted the work that has been done by the Civil Protection and the Government in the implementation of “a completely integrated system, increasingly robust”, which is “guaranteeing good results”. “We all have to be somewhat satisfied - not with the fire, which we obviously wish had not happened - but because, considering the consequences that it could have had, the balance is somewhat positive”, she concluded. The fire affected an “estimated area of​​ 6,700 hectares, already [calculated] using the Copernicus system, of the European Union”, a figure that represents “the hard work” of the operatives who fought the fire, against the burning of a “potential 20,000 hectares” that the flames were predicted to reach. Animals die in illegal shelter While there was no loss of human life due to the fire, many animals perished in the flames including animals that had been housed in an illegal shelter in the area. The minister of Environment and Climate Action stated that the death of animals in the illegal shelter in Vila Real de Santo António was “unacceptable”, stressing that the opening of an administrative inquiry will make it possible to determine concrete responsibilities. Speaking to Lusa, minister João Matos Fernandes lamented the death of more than a dozen animals. “First of all, I deeply regret what happened and condemn those who, even having added responsibilities for having animals in their care, do not [know] how to be diligent and allow these things to happen,” he said. The minister also highlighted the importance of opening the administrative inquiry by the Institute for the Conservation of Nature and Forests (ICNF) so that concrete responsibilities are investigated, since

this is constituted as a crime. “This inquiry is important to try to learn from this case that others that exist will be discovered and properly inspected. It is important to understand what happened, to understand how, hidden from national entities, there can be a completely clandestine shelter. It is unacceptable for this to happen”, he stressed. The minister also appealed to entities that have animals in their care and are not licensed to ask for help. “The appeal is that all entities - because no one knows where the fires are going to happen - that have animals in their care, even if they are not licensed, to ask ICNF, the local authorities for help. We will then deal with licensing but for now these lives must be protected”, he stressed. Golf course affected In total, 81 people were evacuated during the fire but thanks to the work of the firefighters and teams, few buildings were destroyed. One place that was destroyed was the café at the Monte Rei Country Club however the director of the club told Lusa that despite the fire being “a big scare”, luckily only one building was burnt down and the club expects to reopen at the weekend. “We thought the fire was going to pass by us, but there was a front that developed towards us in the late afternoon [on Monday] and, with strong winds, it quickly entered the property, affecting some areas of the golf course and continuing south. Basically, it crossed from north to south,” said Salvador Lucena. At the time the resort had 70 guests: “The authorities present advised them to leave. There were people who left, others chose to stay”, said Salvador Lucena, underlining that firefighters were present on site throughout the night.

S

kin tags are common, benign skin growths that hang from the surface of the skin on a thin piece of tissue called a stalk. They are made up of many components, including fat, collagen fibers, and sometimes nerve cells and small blood vessels. It’s possible that these collagen fibers and blood vessels become wrapped up inside a layer of skin, leading to the formation of a skin tag. The medical term for a skin tag is acrochordon, and they can also be referred to as soft fibromas or fibroepithelial polyps. Skin tags are frequently found in areas of friction on the skin, such as the neck, underarms, under the breasts, eyelids, and other skin folds. They start as small, often flesh-colored bumps. They may stay that size and go largely unnoticed, enlarge and continue to be painless, or enlarge and become irritated due to friction or pressure. It is not entirely clear what causes skin tags, and there are no proven ways to prevent them. Some studies have shown that skin tags are more common in people who have diabetes or are overweight. Pregnancy may also lead to increased numbers of skin tags, most likely due to hormonal changes in the body. Beautiful Barril Beach The tuna has gone, but the signs have remained (and there are many)

L

ocated in Santa Luzia, Tavira, Praia do Barril is a marvellous hidden gem. This Algarvian beach is, even during the summer, the perfect place for a relaxed family beach day. Stretching for kilometres in both directions, this beach, located in the vast Ria Formosa Natural Reserve, provides enough space for everyone that visits even during the summer. Usually, the entrance point can get a bit crowded but with a small walk, you can find a spot where you will have the beach all to yourself. The landscape is formed by the Serra do Caldeirão in the north and the Cerro de São Miguel in the northwest. In addition the marshes, channels and salt flats of the Ria Formosa, as well as the dune formations of the island of Tavira and the Atlantic Ocean in the south make up this impressive destination.

THE ISLAND Tavira Island lies south of the town of Tavira, part of the Ria Formosa. Just a few hundred meters off the coast, peppered with sand banks, it is a beautiful place to go for a swim, absorb the nature and do some birdwatching. The island itself offers 11km of some of the best beaches in the Algarve, with Praia do Barril, Praia da Ilha de Tavira and Praia do Homem Nú being among the highlights. THE BEACH IN TAVIRA Praia do Barril is one of the calmest beaches on the south coast of the Algarve, escaping even at the height of the bathing season from the floods that characterise other beaches in the region. With very soft, white sand, Praia do Barril is known best for its quality. Not only for being very clean but also for the deep blue, crystal clear water, regularly bearing the blue flag, proof of its environmental quality.

Along the beach you will not find many sand banks, being a big beach, it is long and wide, stretching for many kilometres. The absence of any large banks and cliffs makes this beach a bit susceptible to windy days, however these are luckily few and far between. If you do happen to visit on one of the are windier days, you can still explore the water sports at the nautical centre located at the beach. The water is generally calm and warm during spring and summer months and on mild sunny days, throughout the winter months, it is a place for outdoor sports or water birdwatching. Besides all the natural marvels it has to offer, this beach used to be a small fishing village until the second half of the 20th century. TUNA FISHING Built during the 1840’s, the buildings found at this beach were uses by fisherman during the tuna (Bluefin tuna) fishing season – April to

September. Nearly 80 families lived in the small village but in the 60’s and with the change of the migration routes of the Bluefin tuna, the village was eventually abandoned. The buildings were restored and turned into bars, restaurants, a small museum and other facilities. Also linked to this past as an old fisherman’s village, there is a unique trait to this beach, an anchor cemetery. ANCHOR CEMETERY IN TAVIRA For some this might be a rather dramatic landscape architecture design but it is a feature to celebrate the history of the beach and its former village. Originally used for the fishing, they were embedded into the sand dunes close to the beach, creating a maze of nets, which would ensnare the large and powerful Bluefin Tuna. These complex structures required hundreds of anchors to secure the nets against the ferocity of the Atlantic Ocean and the strength of the tuna.

Passionate about fresh produce from the Algarve and Portugal; we introduce the most recent restaurant in Tavira - Ai Mãe.

T

his stylish and modern restaurant, is located right in the centre of Tavira with a terrace overlooking the Gilão River. Ai Mãe came up with its concept by creating the phrase ‘From Algarve to table’ mimics the current trend in gastronomy: ‘From farm-to-table’. Already considered one of the pillars of modern cuisine, this concept brings to life an old Portuguese tradition: ‘Free flavours’. Ai Mãe has adopted this concept, which promotes the use of locally sourced ingredients in restaurants, directly purchased from the producer whenever possible. The Algarve has access to the best fish and seafood in the world and a climate which produces the highest quality fruit and vegetables, plus unique seasonings from samphire to flor de sal. The Ai Mãe menu has been carefully developed to take advantage of these local products and Algarve tradition with a refinement of modern cuisine: from oysters, to tuna, cuttlefish, razor clams, octopus, through to a dish of fillet of sea bass accompanied by a carabineiro açorda. This restaurant aims to balance it’s menu with several starters to share, four fish dishes and four meat dishes, subject to availability; duck magrê with cherry sauce and a Black Angus Entrecôte. All desserts are prepared in the restaurant. When choosing the wine list, Portuguese wines were the obvious

choice, trying very hard to show different wines, with good quality and price, with a selection from the Douro to the Alentejo and of course, Algarve regions. There is also a wine that, although the vineyards are in the Douro, the producer is from Tavira. Ai Mãe’s team is made up of four people who have worked together before - so the know-how and commitment with which they embarked on this new adventure was total. The name Ai Mãe was the phrase used most when the project was in the early stages. Ai Mãe (Oh Mother) is an expression that is widely used in Portugal, especially in the south of the country, one which expresses many feelings: joy, enthusiasm, euphoria, and in fact, it is just that: a mixture of feelings and sensations that the owners want to provoke with this project... all of them good. So there and then, the name Ai Mãe was born, and it’s mission defined: “To celebrate at the table, unique moments of happiness and sharing between families and friends, with a service of excellence”. here are many people who dream of building their own perfect home. Last week a client who is interested in purchasing a plot of land asked us about the average cost of construction per square meter, a question that was asked frequently before the COVID-19 pandemic started. Few people are brave enough to construct their own home. In Portugal this can officially only be done in cooperation with a licensed builder. Purchasing an existing home can make more sense than starting from scratch. There are various resale properties on the market ready to move into without delay and you have the benefit of what you see is what you get. Of course there are other considerations too, such as your preference for location and the design and layout of a property. Being the owner of a brand new property has the advantage of having a 5 year warranty on the construction and 2 year warranty on the equipment. However, building a property is not for everyone and it can cause a lot of stress. The travel restrictions imposed during the pandemic have added another layer of complexity to an already stressful adventure as people had fewer opportunities to come over to monitor the progress of the construction and have meetings with the builder. To build or not to build, that is the question. First, there is no such thing as an average price per square meter to build a house. It depends on many variables, such as the quality of construction materials and specifications, the location and the soil. Imagine you want to build a house on a location with rocks or inclination of the land. The boulders need to be removed and maybe you need to make an excavation first before the foundation is put in place. This has an effect on costs. A quotation from a builder includes various budgets, e.g. a budget for a kitchen, floor and wall tiles. If you decide for more expensive items, you will need to settle the balance with the builder. Also, bathroom fittings and fixtures are often not included. You should plan/budget for an additional 5 to 8% of the construction costs for extras. As a guideline, be prepared to pay €950 – 1050

per square meter excluding VAT for good quality construction. This price indication easily moves up to 1500 – 2000 of tradition style homes and 2500 – 4000 for contemporary style villas in the Quinta do Lago and Vale de Lobo area in the central Algarve. As the construction sector is buoyant, it can be difficult to negotiate a better price with builders. Having said this, if you drive a hard bargain you may end up with a property of lower quality. For instance, not all double glazing is of the same quality. The same is true for electric under floor heating were a cheaper option has a shorter lifespan. When comparing quotes from builders, you should never base your judgement on price alone. In our experience builders with a quote below average can be less well organised than others. Depending on your requirements, this may not necessarily be a problem. Also be aware that the lockdowns during the pandemic have caused logistical problems due to supply chain disruption. This can lead to items being out of

reversed in the future, but it is a risk. In case you would like to make an investment now to build a house in 5 or 10 years’ time, you are probably better off buying a plot of land in an urbanisation. If your dream to build a new property doesn’t scare you, then go for it. In there is no mains water connection on your location, you may want to drill a borehole. Depending on how deep you need to drill, this can easily add another €15.000 to your expenses, including the water pump, equipment and electric cables. Note that this is not a comprehensive cost overview as the space on this page is limited. Lastly, when buying a project or a plot of land with a ruin in rural areas be aware that rules and regulations can change. If you are considering buying a plot of land with a ruin with the idea to start constructing your dream home in a few years’ time (or longer) you run the risk that planning laws will have changed. One recent example is that properties in areas prone to wildfires are no longer allowed to be extended and ruins do not get planning permission for the construction of a new property. This may be

T

his month’s readers car is owned by Emireo Logas, we met up with his son Carlos to talk about his fathers pride and joy, the 1973 VW Beetle. The car was bought new, 48 years ago and they drove it down from Santarem to the Algarve non-stop. The family car has now been used by two generations, and during this time it has only been off the road for three to four years. The 1.6 petrol engine is original, as are the seats and upholstery. The only things not original are the wheels and central locking. Electric windows have also been fitted. The white beetle in picture was owned at same time, the darkened windows were fitted from factory. Since its arrival in the Algarve, the furtherst it has been is to Faro. Carlos says “The brakes, you need to pump or start to slow down a mile before you want to stop”.

Now days the car sits in the shade most of the time and pops to lidl once a week as Emireo is now 75 years old. The car still starts first time, every time. In fact, the only thing to ever break was the retro fitted electric windows. Emireo was very unhappy. VW BEETLE FACTS Although the Beetle first appeared in 1932, the first recognisable prototypes were built four years later in 1936. The Beetle’s familiar air-cooled flat-four engine was designed not by Ferdinand Porsche but by another Austrian, Franz Reimspeiss. Although well over 20 million have been built to date, he received the equivalent of less than twenty dollars for his trouble. The first production Beetle proper was built after the end of World War Two in 1945 - thanks largely to the intervention of the occupying Allied forces. A British army Major, Ivan Hurst,

was placed in charge of the Wolfsburg factory. The company name Volkswagen is simply German for “People’s Car”. The name change came about soon after the War’s end in 1945. Before 1955, Volkswagens were built according to calendar year. In August of that year, however, a model-year system rather like that favoured by the American market was introduced - so a 1960 car could well have been built during the latter part of 1959. The last Wolfsburg-built Beetle left the factory in July 1974, leaving it free to concentrate on the then-new Golf hatchback. Production continued at Emden, Germany, until the beginning of 1978 and continued in Mexico. Current figures show that around 20.9 million Beetles have been built to date - far more than the 15,007,003 Ford managed with the Model T. The last two German-made Beetle shells now reside in VW’s Milton-Keynes parts store, still protected in wax.

ugust is over and with that our summer camp for all (SER Verão 2021) came to an end and we already miss it! This summer camp, showed once more that all children can and should be in the same place, doing the same activities regardless of race, gender, social status or disability. In this summer camp we played together, we grew up together and we developed social and emotional skills together, all of which are fundamental for harmonious development for each child. A heartfelt thanks to the readers of this magazine, who helped our summer camp with donations, so the price per week for each family could me more accessible and we were able to include more diversified sports and artistic experiences for all the participants in our summer camp. Now September is here. The beginning of school is already on our minds, especially for parents of children with special needs. Many children with special needs start feeling anxious in the beginning of September. Watching TV and all the advertisements about beginning of school and school supplies, going to the supermarket and seeing school supplies or even receiving their school books at home can cause anxiety to many children. This article is to help you as a parent to deal with this anxiety or emotional frenzy and give you a tool to use with your children. This is just a small example of how to keep your child positive. Here is a short and simple script for you to read to your child (between 6 to 9 years old) or older if you think they need more confidence. Ask your child to lie down on the sofa or bed and be comfortable. If they are comfortable and able to, ask them to close their eyes and start reading the script calmly, slowly and lovingly. Imagine you are standing at our door waiting for the car (if you are used to going to school by car. If your child is used to go by bike just change the word and use bike instead of car). It is not just any car you know, it is a very special car that is going to take you on a little journey to meet (name a hero meaningful to your child) and it is not the only reason it is a special car, but you´ll find out about that in a minute. This is a very bright, colorful car by the

way, and it has got a very smiley face on the front of it, can you see it yet? Nod your head when you can, great! When it draws up to our door you can jump in and take your seat. The seat has your name, the car has a driver ´Oh hello (your child´s name), says the driver... I´ve been expecting you, there´s a special seat just for you with your name on it, because you are a very special, hold on tight and we´ll go for a ride´. Look out of the window, can you see that everything is changing color, the road, is it yellow or gold? And the pavement is the colour of your favorite candy. I told you this is a very special car, just right for a very special boy/girl like you. Can you hear there´s some music playing? I think it´s your favorite song, how amazing. Just driving along, the movement of the car seems to make you feel very comfotable and very relaxed. Notice now that the car is slowing down at the stop sign. There´s another big sign there, I can´t quite make it out, what does it say? Oh yes, it says ´All worries get out here´. Is there anyone in this car with any worries or nervous/anxious feelings? (Your child’s name) you told me you had a few worries about school starting and your difficulties in learning, can you see that big dustbin by the stop sign? Just hop off for a minute and put any old worry or nervous feelings right in the bin where it belongs, just throw it away and say goodbye to it. Notice how wonderful it feels without it, brilliant. Is there anything else you want to leave in there, any other bad feeling you don´t want? Ok put that in too and then get back in the car, oh you look great, you look lighter and brighter and altogether happier, fantastic! Look out of the window again. Can you see your super hero? He is here to meet you and help you out of the car, the car will wait for you, take your time with your super hero, shake their hand, and there´s a little bench for you to sit on right there. Did you know that once upon a time (hero´s name) used to be a bit nervous about going back to school/starting school, but they found a very special way to be very confident, and they are going to give you a present that will help you to feel just as confident as they are now. You can´t actually see it but when you hold out your hands you may feel the tingle in your fingers when you receive this amazing

present. Hey, can you feel it tingling in your fingers right now? It´s the most amazing present, it´s a very special ability to feel calm and relaxed and confident whenever you do something special at school where you really want to feel that calm, confident feeling brilliant - isn´t it wonderful? You can have this feeling whenever you want it now, whether it´s for learning new things, for spelling, writing or reading, drawing or for maths, you just have this amazing calm and confident feeling as soon as you enter the school, open a book, or pick up your pen or pencil. You just enjoy being at school and learning...wonderful. Now, reader, you can take your childs imagination into the future, imagining going to school and using all the strategies that their super hero gave to them in a form of a present. Just use your imagination and give it a try. Finish the imagination exercise saying (your child´s name) every day you will find you are more and more confident, you are very proud of the way you can do anything at school feeling calm and confident, and you just know deep down inside that you will always do your best. So, it´s time to get out of the car now and find that those sleepy dreamy feelings have been lifted right off you, and you are beginning to feel all the energy coming back into your whole body, into your toes, your feet are wanting to wriggle about, just like your hands and arms are wanting to have a big stretch and come right back to the room with me, well done (your child’s name). Try to use this kind of positive words and thoughts. Your child will feel more confident and prouder of themself. We want to achieve more social projects. TAVIRA ELECTIONS Dinis Faĺsca, candidate for the Mayor of Tavira explains why he has decided to take on this challenge, and what he promises the residents of this City

T

he upcoming Tavira elections will be held on Sunday, 26 September. We believe that we are a credible alternative to the current administration. We are not running against anyone, we represent a new policy for the municipality of Tavira, which opens up new horizons for the next generations. We know and understand the power of listening to the current concerns of residents. I decided to take on the challenge of being a candidate for the mayor of Tavira City Council, seeing the need to change course. The urgency of a new vision and the contribution that can be made for a new way of being for the lives of the general population was clear. We are a responsible alternative, with ambitious and achievable goals. For this purpose, I count on a multidisciplinary team with different attributes, who are working towards the same objective: to make the municipality of Tavira an example in terms of Quality of Life. What is at stake in the upcoming elections is very simple: either we want to continue as we are or, alternatively, we choose a fresh breeze of change, implementing a different pace, quick decisions and a commitment to listening, togetherness and cooperation. With everyone, no exceptions. Our priorities cannot be out of sync with what a pandemic or post-pandemic society is. We

will focus on personal well being benefitting from public spaces, the creation of better conditions in housing, education, health and safety, as well as adopting measures that allow the economic recovery of our municipality. The thousands of hectares burned in the mountainous area last August and the loss of income of countless families demand a quick response from the municipality and cooperation from government entities. We propose a reforestation plan with native species, properly ordered and easily accessible. As well as the creation of strategically distributed water points in order to quickly combat small fires that may arise. The future of our municipality of Tavira will be in the hands of all of you. With your help and trust, we want to continue together with you at our side to build a Tavira that is personal, more attentive, more participative, more sustainable and more approachable. It is intended for the municipality in Tavira to be aware of its responsibilities and the importance of leading as an example. The motto is Intelligent Investment and Sustainable Development, based on 6 structuring principles, guiding actions and measures, avoiding the isolated and casuistic character. THE CAROB All you ever needed to know about the Carob and the Carob tree.

T

he carob tree has been grown since antiquity in most countries of the Mediterranean basin, usually in mild and dry places with poor soils. Its value was recognised by the ancient Greeks, who brought it from its native Middle East to Greece and Italy, as well as the Arabs, who disseminated it along the North African coast and north into Spain and Portugal. It was spread in recent times to other Mediterranean-like regions such as California, Arizona, Mexico, Chile and Argentina by Spaniards, to parts of Australia by Mediterranean emigrants and to South Africa and India by the English. The carob tree is an important component of the Mediterranean vegetation and its cultivation in marginal and prevailing calcareous soils of the Mediterranean region is important environmentally and economically. Traditionally, grafted carob trees have been inter planted with olives, grapes, almonds and barley, in low intensity farming systems in most producing countries. Carob pods with their sugary pulp are a staple in the diet of farm animals and are eaten by children as snacks or by people in times of famine. However, currently the main interest is seed production for gum extraction. Kibbled pods have been shipped from producing countries to all over Europe. Because of low orchard management requirements the carob tree is suitable for part-time farming and shows potential for planting in semi-arid Mediterranean or subtropical regions. The trees are also useful as ornamentals and for landscaping, windbreaks and afforestation. Cattle can browse on leaves and the wood is suitable for fuel. World production is estimated at about 310,000 tonnes per year produced from some 200,000 ha with very variable yields depending on cultivar, region and farming practice. Spain is the leading carob producer, producing on average 135,000 t/year (MAPA 1994), followed by Italy, Portugal, Morocco, Greece, Cyprus, Turkey, Algeria and some other countries. The scientific name of carob tree (Ceratonia siliqua L.) derives from Greek keras, horn, and Latin siliqua, alluding to the hardness and shape of the pod. The common name originates from the Hebrew kharuv, from which are derived the Arabic kharrub and later algarrobo or garrofero in Spanish, carrubo in Italian, caroubier in French, Karubenbaum in German, alfarrobeira in Portuguese, charaoupi in Greek, charnup in Turkish, and garrofer or garrover in Catalan. The carob is also known as St. John’s bread or locust bean in reference to the presumed use of its ‘locusts’ as food by St. John the Baptist and, from that derives

Johannisbrotbaum in German. Jewellers used its uniform seeds as a unit of weight (200 mg), the carat. The carob tree grows as a sclerophyllous evergreen shrub or tree up to 10m high, with a broad semispherical crown and a thick trunk with brown rough bark and sturdy branches. Leaves are 10-20cm long, alternate, pinnate, with or without a terminal leaflet. Leaflets are 3-7cm long, ovate to elliptic, in 4-10 normally opposite pairs, coriaceous, dark green and shiny above, pale green beneath and finely veined with margins slightly ondulate, and tiny stipules. The leaves are sclerophyllous and have a very thick single-layered upper epidermis, the cells of which contain phenolic compounds in the large vacuoles, and stomata are present only in the lower epidermis and arranged in clusters. Carob does not shed its leaves in the autumn but only in July every second year, and it only partially renews leaves in spring (April and May). The original distribution of C. siliqua is not clear as it has undergone extensive cultivation since ancient times. It is suggested that its range in the wild included Turkey, Cyprus, Syria, Lebanon, Israel, southern Jordan, Egypt, Arabia, Tunisia and Libya and that it moved westward at an early stage. Carob is believed to have been spread by the Greeks to Greece and Italy and then by the Arabs along the coast of northern Africa into the south and east of Spain, from where it migrated to the south of Portugal and the southeast of France. Its wild occurrence in the western Mediterranean is doubtful. Spontaneous carobs occur in many places around the western Mediterranean basin but they are regarded as feral derivatives of the fruit crop which probably evolved under domestication. As a food source, carob pods could be stored and transported long distances. In most of the Mediterranean region wild and naturalised carobs are distributed in more or less the same geographic and climatic belt as the cultivated. Forms of spontaneous carobs are particularly common at low altitudes along the Spanish Mediterranean coast, southwest Spain, southern Portugal, the Balearic Islands, southeast France, the shores of southern Italy including Sicily, the Adriatic coast of Croatia, the Aegean region in Greece and Turkey, along the northern and southern ranges of the isle of Cyprus, in the islands of Malta, in the maritime belt of Lebanon and Israel, the north and south of Morocco and the coastline in Tunisia. The carob is one of the most useful native Mediterranean trees. In producing countries, carob pods have traditionally been used as animal and human food and currently the main use is the seed for gum extraction. Carob pods

provide fodder for ruminants and nonruminants. In the wild, carob shelter, foliage and beans attract browsing animals. The pods contain indigestible and valuable seeds. Carob timber is hard and close-grained, and has been used to make utensils as well as fuel. Carob wood also was traditionally used to make slow-burning charcoal. Ceratonia oreothauma is extensively used for goat fodder in its native ranges. The pulp can be ground into a fine powder for use in human nutrition. Carob powder consists of 46% sugar, 7% protein and small amounts of numerous minerals and vitamins and is therefore rather nutritious. After oven-drying, the powder can be added to cakes, bread, sweets, ice creams or drinks as a flavouring. Carob powder ‘cocoa’ has advantages over chocolate in that has fewer calories and neither caffeine nor theobromine. Its flavour is not as rich as dark chocolate but resembles milk chocolate. Owing to the high sugar content of the pod and its relatively low cost, carob pulp was among the first horticultural crops used for the production of industrial alcohol by fermentation in several Mediterranean countries. In some countries, e.g. Egypt, carob syrup is a popular drink obtained by extracting carob kibbles with water. Harvesting is the major cost in carob production owing to the expensive and scarce labour in most developed countries. Manual harvesting of the pods represents 30-35% of the total production cost for an orchard. This cost can be divided between knocking (or shaking) and collecting operations. Knocking is a traditional operation performed with thin long poles to knock down ripe pods. Manual or mechanical harvesting by trunk shakers and manpower shakers is affected by size and growth habit of the trees, pod distribution in the branches and pod abscission. Collecting operations depend on yield, size and shape of pod, and orchard density. The main aim for new carob orchard establishment should be mechanical harvesting. Some agronomical features of the tree are important to improve mechanical harvesting of carob. In Portugal the future of the carob production is being protected by an interesting initiative to promote carob growing, with the establishment of the Associaçao Interprofissional para o Desenvolvimento da Produçao e Valorizaçao da Alfarrova (AIDA) which has been in place within the Algarve since 1985. This independent association brings together efforts of interested people and institutions involved in carob production, processing and marketing.

It is recommended that you speak with an accountant, to make sure that you do not pay tax twice on the same income. With reference to medical insurance, as you have the NIF with the Portuguese address, and the EU residency certificate (CRUE) you can register with the SNS (National Health System) and get the “Utente Number”. This registration made online or on your nearest Health Centre, will give you access to the Portuguese National Health System. If you also require having medical insurance to use in other countries, it will be needed to register with the social security in Portugal and obtain the S1 form from Sweden in order to transfer the international medical cover from Sweden to Portugal. If, however what you need is to have private medical cover, you will only require the Portuguese NIF to contract with a Portuguese insurance company. My daughter, who holds dual Portuguese and British nationality, has been living permanently in the UK. She has nothing in Portugal, not even a bank account. Because of Brexit does she legally need to currently appoint a Fiscal Representative and if not, what could be the consequences? Yes, anyone that lives outside the EU, needs to appoint a fiscal representative in Portugal. Theoretically she does not need one, because she has no tax affairs, neither any assets in Portugal that would pay tax, so the tax authorities not even need to contact her. But the law still requires appointing the fiscal representative and the consequences of not doing so, could result in a fine. Fines for not appointing the fiscal representative

range from 75€ to 7.500€. Recently the tax authorities have determined that all holders of the Portuguese NIF that live outside the EU, should appoint a fiscal representative no later than 30-06-2022. I moved to Portugal in March 2020, but due to the lockdown I was only able to get my affairs in order with the Portuguese tax authorities in June 2020 and now have just realised that I was only classed as tax resident since that date. This means that as an NHR I will pay 10% on my pension for the next 10 years, instead of 0%. Can you help me to rectify this situation? In fact, all those that registered as tax residents after 31-03-2020, will be taxed at 10% on their pension income. To rectify this and change your address retrospectively, we would need some evidence that you were here prior to that date. The evidence could be an EU residency certificate, a rental contract, or the deed from a property purchase. If you do not have any of these, the tax authorities will not accept the change of the address retrospectively. If you have signed a promissory contract prior to 31-032020, this will only be valid if you have paid the IMT (property transfer tax) and the stamp duty, also prior to the cutoff date. This is normally only due prior to the deed, but if paid before, it means that the promissory contract becomes effective from that date and therefore could be used for this purpose. We moved from the UK to Tavira and want to take advantage of the NHR status, opening a Portuguese company to provide consultancy services to the UK and USA. What taxes and social security payments can we expect?

If you are the director and the owner of the company and have more than 75% of the business, if the activity is listed as a professional activity, it falls under the Fiscal Transparency. Under the Fiscal Transparency the company does not pay corporate tax, apart from autonomous taxes. All the profits are taxed in the hands of the directors and as he has NHR, the tax rate on the profit can be taxed at the special rate of 20%, providing the activity is listed on the eligible NHR occupations. This means that the profits belong to the partner/ director and there are no dividends to withdraw. If the director does not draw dividends, the company will be owing him, as he already paid PIT on these profits, so they belong to him. Theoretically it means that on an estimated income of 100.000€, you will be paying 20.000€ tax. As the tax year in Portugal is the same as the civil year and the corporate tax is due normally in May, it means that your tax bill will be issued in May of the year following your billing. With reference to the social security charges, please note that all directors are supposed to have a salary or at least to contribute to the social security, under the minimum wage. However, as you are both retired and pensioners, providing you can arrange the P1 form from your country, we can apply for the exemption of social security contributions in Portugal. Reasons Expats do not seek Advice, and Reasons why they Should

A

s an expat living in Europe, there are several ways of doing things that you need to get used to. This includes, managing your money, your pensions, and investments, and undertaking proper financial advice when planning for your future and the future of your family. As an expat, organising and arranging your finances and retirement plans can become a headache. You’ll likely have several bank accounts (locally and in the UK), as well as several different pension pots that you have accumulated over years of working in the UK and maybe abroad. Factoring in UK state pension eligibility can become even more confusing. How do I access my UK pension? When can I access my UK pension? Should I leave my pension in the UK, or maybe look to transfer? These are all common questions that most expats will ask, and it’s important to make sure you know your options. When we speak with expats abroad, often people will say that seeking financial advice is important, but they haven’t got around to doing it yet. There may be several reasons why expats don’t seek advice so we’ve listed a few on why they should, and how they can go about it. If any of this sounds like you, get in touch. When weighing up the cost of financial advice, it’s also important to look at the bigger picture. A study from the UK International Longevity Centre (ILC) published in 2019, found that advised clients accumulated more wealth than non-advised clients. It also found that those that took financial advice between 2001 and 2006 were, on average, £47,706 better off in 2014/16. I can look after my own money, is a common reply. Some people say they don’t take financial advice as they feel confident enough to do it themselves. What we find is that even with the interest and will to self-manage, there is often not the time to commit to managing your investments, which can lead to your investments being neglected and at risk of underperformance. Even when you’re

in control of your finances, working with a qualified professional can still add value. Financial advice can help you understand all the opportunities you have and how best to reach your goals. It can also make sure you are taking advantage of tax-efficient options to help make your money go further and the specific issues you may face as an expat in Europe. You will also need to consider the jurisdiction where you are living, as well as any tax and reporting obligations plus investment restrictions you may have. Working with a financial adviser doesn’t have to mean giving up control of your assets, but rather that it provides you with additional and oftentimes much-needed support so you can be confident in the decisions you’re making and the long-term impact they could have. Financial advice isn’t for someone like me You may think that your net worth or a particular asset has to be above a certain figure to make financial advice worthwhile. However, financial planning can help a range of people. In reality, most international professionals living in Europe and away from their home country could really benefit from the structure and direction of a good financial plan. Even among family and friends, money is something we rarely talk about, so it’s easy to see why some people may be put off talking to a financial adviser. People will tend to seek expat financial advice when they are looking to increase the income they receive from their assets, either in the short term, or the long term (such as in retirement). Financial advisers are able to help expats

plan and manage your finances to restructure your investments and savings, enabling you to maximise your return on investment as well as minimise any tax which may be due as a result. If you’ve put off seeking financial advice, focus on how a discussion about your finances can help you manage your life as an expat living in Europe. It can help you to define and then reach your most important aspirations and life goals, from retiring early to creating a nest egg for your children and grandchildren. Meeting with a financial adviser isn’t just about discussing how much your assets are worth. While your finances do play a large role, understanding what you want to achieve and how your assets and decisions can help you reach them, are the real focus of discussions. It is therefore important that you find a professional that you are comfortable speaking with. You may feel that you need to speak with a few advisers first before you get that connection. Make sure it is one where you can speak freely and openly with so you can be sure that you are working together on the same page to help you now - and in the long term. Procrastination can be costly. When you get a late start, it may be difficult to make up for lost time. The question we should be asking ourselves is, where will our retirement money come from? oday, the magazine meets an extraordinarily accomplished entrepreneur who has great advice for the new ExPat and how to pursue a path of success, leaving no stone unturned. Magazine: Hans, you describe yourself as a master of many skills. Did that start when you moved to the East Algarve? How did your journey begin? Hans: Well I found myself unemployed in Germany and thought it was time to reinvent myself as a pet sitter in sunnier climates. It is true, the first prized Persian pussycat escaped from a window and was sadly mowed down, and yes, it is true that they tried to sue me. So I changed my name, moved to another town, and became a life coach. It is not my fault their prized pussy had wanderlust! Luckily, with my new alias, they have not tracked me down! Magazine: Wow, that sounds stressful. So now you also are a life coach? How did that come about? Hans: Well, I watched a YouTube tutorial for fifteen minutes. No one ever asks to see qualifications and I downloaded a fake diploma! Anyway, I have been schooled in life, I know the way of the streets, not pen pushing! No one needs to know I got sacked from most of my jobs in data entry and customer service roles. I always knew I was too special for those anyway. Magazine: So have you had any actual client’s yet? Hans: Well the only one I have had since being in the area was not ready for my interventions. They said I was not an expert and asked for their money back. I refused to give it back though. My time and experience is precious! Besides, they were rude and ungrateful. Now I randomly put posts out on Facebook advertising my credentials. Magazine: Erm, I don’t know what to say! Well, what qualities do you think you need and have that makes you an entrepreneur? Hans: It is about self belief. Never hiding

from a challenge. To be a jack of all trades and a master of none. I have the gift of convincing people what is best for them! It is all about positive thinking and knowing I am invaluable. Truly believing I will make a profound difference to you if you are fortunate enough to meet me... Magazine: In what way? Hans: Well, if I meet someone with a good idea, I will take it, make it my own and improve it. Magazine: And your friends are ok with this? Hans: Well they don’t remain friends for long! Often people are jealous about what I can do. Magazine: Indeed… What other ideas have you taken and improved for your repertoire of services? Hans: Well, I run art experiences, this was very well attended in comparison to my other events. Last time two people came and I made 70 Euros. Magazine: So you have a background in fine art? Hans: No, it’s not necessary! How hard is it to hold a paintbrush!? It’s like my other venture in fine antiques. I don’t know what the items are, but I create a big fancy backstory and then hugely overcharge. I like to use the second hand Facebook market pages. The aim is to make the person feel special enough, or guilty enough to buy it, or annoy them enough for them to want you out of their hair...(Laughs heartily). Magazine: That really isn’t nice! And do you do this with other skills you offer? Hans: Sure! Why not. In the town I lived in before I changed my name, I even said I was an electrician! I heard that was an explosive issue after I moved! I also run business networking events and entrepreneur groups. Mainly to take ideas and make them much better. I encourage people to give me their bank details and join a group that doesn’t really exist. Suckers! Magazine: We seriously thought we were interviewing an accomplished entrepreneur!

Hans: Screw you, I am! I am now intending to work in real estate. Magazine: Intending? How do you really survive in the Algarve? It doesn’t sound like anything is long term for you? Hans: Well benefit fraud from my own country has been long term. It is useful knowing people who create convincing fake identification. Oh, and of course I got a massive compensation for a workplace injury I faked back home. Plus, I avoid tax through my many aliases… Magazine: When you leave we are calling the police! You are a liar taking advantage of people! Hans: Ha, you think!? You don’t even know who I am! Anyway, I was thinking it was time for a move, maybe to Malta. I am thinking of becoming a burglar, but first I need to lose a few pounds, else I won’t fit through the windows! Magazine: Well you better sprint your fat ass out of that chair, because we are calling the Police now…! Hans throws over the table, grunts, standing menacingly over us. Hans: (yelling): “That phone is mine”! Magazine backs away over the table. Hans pursues falling over the chair he upturned and gauging his groin on the leg. Laying flat on his back Hans lays choking: “You bastards”!

The key metric for this kind of technology is the so-called coefficient of performance (COP), which measures the amount of heat generated for each unit of electricity put into the system. An immersion heater, for example, has a COP of 1, while air-source heat pumps typically have a COP of between 2 and 4. Thermo-dynamic panels generally have a COP of between 2 and 7. The starting price for SHS Thermo-Dynamic hot water systems is around 3,295.00€ including full installation and VAT. There is nothing cheaper or more efficient in the market today for this type of technology. Customers may also be eligible for government subsidies backed by an EU directive for renewable energies, an initiative to encourage green energy and low carbon footprints. New home for Algarve Croquet Club In a fantastic new partnership, Algarve Croquet Club (ACC) has taken up home at the prestigious Benamor Golf in Conceiçao de Tavira, near Tavira.

A

CC club secretary Stephanie Shreeve explained, “The ACC is committed to pursuing excellence in croquet and to creating an environment which helps the game to be played at its very best. Our new home at Benamor Golf helps us to do just that. We’ll be actively seeking to play home and away games against other clubs in Europe and to send teams to represent Portugal in official competitions. Our new home also helps provide an active social dimension to ACC, not least by making use of the brilliant club house dining facilities”. The ACC held an excellent and fun open day on Sunday 1st August, attended by more than 50 people keen to see the new venue in all its finery.
